Democrats are talking about replacing Joe Biden. That wouldn't be so easy.

President Joe Biden's performance in the first debate Thursday has sparked a new round of criticism from Democrats , as well as public and private musing about whether he should remain at the top of the ticket.

In the modern era, a national party has never tried to adversarially replace its nominee, in part, because knows it would most likely fail. The issue came before both parties in 2016, but neither took action.

Party rules make it almost impossible to replace nominees without their consent, let alone smoothly replace them with someone else. And doing so would amount to party insiders’ overturning the results of primaries when Democratic voters overwhelmingly to nominate Biden. He won almost 99% of all delegates.

And at the moment, there’s no known, serious effort to push him off the top of the ticket.

Still, the Democratic National Committee's charter does make some provisions in case the party’s nominee is incapacitated or opts to step aside, and an anti-Biden coup at the convention is theoretically possible, if highly unlikely. So how would it work?

What happens if Biden drops out before the convention?

The only plausible scenario for Democrats to get a new nominee would be for Biden to decide to withdraw, which he has sworn off repeatedly during other bumpy stretches of his campaign.  

He could do so while serving out the rest of his term in the White House, as Lyndon Johnson did in 1968. 

If Biden were to drop out before he is scheduled to be formally nominated in August, it would create a free-for-all among Democrats, because there’s no mechanism for him or anyone else to anoint a chosen successor.

It takes a majority of the roughly 4,000 pledged delegates to win the party’s nomination. Biden’s won 3,900 of them. Under recent reforms, the party’s more than 700 superdelegates — Democratic lawmakers and dignitaries — are allowed to vote only if no one wins a majority of pledged delegates on the first ballot, so their votes could be crucial in a contested convention. 

Because Biden's opponents all won effectively no delegates throughout the Democratic nominating process, there'd be a virtual clean slate heading into the convention, and the decision would most likely come down to the convention delegates who were initially pledged to Biden.

Biden would have some influence over his pledged delegates, but ultimately, they can vote as they please, so candidates would most likely campaign aggressively to win over each individual delegate.

However, there's a potentially important wrinkle: Democrats plan to formally nominate Biden virtually ahead of the late-August convention to sidestep any potential concerns about ballo t access in Ohio, where a technical quirk has complicated things

Democrats decided to plan a virtual nomination for Biden after Ohio Republicans balked at passing pro forma legislation that would allow Biden to be on the ballot, even though the convention falls after a state deadline. But while Republicans passed a law to shift the deadline, Democrats decided to move forward with a virtual nomination nonetheless.

Could Democrats replace Biden against his will?

There’s no evidence the party would entertain a change without Biden’s consent. But even if it did, there’s no mechanism for it to replace a candidate before the convention, and certainly no way for it to anoint a chosen successor.

If large swaths of the Democratic Party lost faith in Biden, delegates to the national convention could theoretically defect en masse. Of course, they were chosen to be delegates because of their loyalty to Biden and have pledged to support him at the convention.

But, unlike many Republican delegates, Democratic delegates aren’t technically bound to their candidate. DNC rules allow delegates to “in all good conscience reflect the sentiments of those who elected them,” providing some wiggle room.

The party’s charter does include provisions to replace the nominee in the event of a vacancy. The measure is intended to be used in case of death, resignation or incapacitation, not to replace someone who has no desire to step down.

That was the measure that Donna Brazile, then the interim DNC chair, considered invoking after Hillary Clinton collapsed two months before the 2016 election, she wrote in her memoir .

In her memoir, released a year later, Brazile wrote that she was worried “not just about Hillary’s health but about her anemic campaign ... so lacking in the spirit of fight.” 

“Perhaps changing the candidate was a chance to win this thing, to change the playing field in a way that would send Donald Trump scrambling and unable to catch up,” she wrote, adding that aides to other would-be candidates contacted her, including then-Vice President Biden’s chief of staff.

But after less than 24 hours of consideration, Brazile realized the idea was untenable without Clinton’s cooperation and likely to only divide her party further. “I could not make good on my threat to replace her," she wrote.

Current DNC Chair Jaime Harrison is a longtime Biden ally who serves, essentially, at the pleasure of the president. And the national party has certainly given no indication it’s anything but fully behind his re-election.  

What happens if Biden withdraws after the convention?

To fill a vacancy on the national ticket, the chair can call a “special meeting” of the full DNC, which includes about 500 members. On paper, at least, all it takes is a majority vote of those present to pick new presidential and vice presidential nominees. But that process would most likely be anything but smooth and be filled with behind-the-scenes jockeying and public pressure campaigns. 

If a vacancy were to occur close to the November election, however, it could raise constitutional, legal and practical concerns. Among other issues, ballots have to be printed well in advance of the election, and it might not be possible to change them in time.

Would Kamala Harris replace Biden?

If Biden were to relinquish the presidency, Vice President Kamala Harris would automatically become president — but not the Democratic Party’s nominee. Nor would she necessarily be the nominee if Biden withdrew from his re-election bid while he remained in the White House.

She might be politically favored, but party rules give the vice president no major mechanical benefit over other candidates. 

Biden’s delegates wouldn’t automatically transfer to Harris, and the convention holds separate votes on nominees for president and vice president. So she would still need to win a majority of delegates at the convention. 

If the top of the ticket were vacated after the convention, she would still need to win a majority of votes at the special meeting of the DNC.

That is all, at least, under current party rules. But a vacancy at the top of the ticket is the kind of dramatic moment that might lead party leaders to revisit them in the name of easing the transition. Harris has some close allies in key places at the DNC, including a co-chair of the party’s Rules and Bylaws Committee. But nothing would be likely to happen without a fight.

Kevin Costner saddles up for ambitious cinematic journey with 4-part western he calls 'Horizon'

LOS ANGELES (KABC) -- Kevin Costner is saddling up for his most ambitious cinematic journey yet. It's the four-part, big screen western, labor of love he calls "Horizon."

Costner is the director, co-writer, producer, and star of "Horizon: An American Saga, Chapter 1."

It marks his first directing project in more than 20 years. It's also been 34 years since he produced and directed his first film "Dances with Wolves," which won two Oscars along the way.

Add in "Wyatt Earp" and the hit TV show, "Yellowstone," and it's fair to say Costner knows his way around a western. He admits he's become a bit of a modern-day ambassador for the American western.

"Well, I'm not looking to reinvent it or to educate people, but I love it," he said. "I love the drama, and I love that if you can bring humanity to a western, if you can bring authenticity, they're hard to look away from if your story stands."

This emotional saga chronicles pre- and post-Civil War expansion and the difficulties that were a part of it. The settlement of the American west was a tough time in American history.

"It gets harder, the journey. That's the promise. What these people went through, it gets tougher, and you get to know them more and you have a level of empathy for them," he said. "You see the good and bad of what happens in a place where there's no law."

Costner said he's read western stories his entire life, and now he loves that he gets to tell his own.

"I think people go to the movies with an idea that they're going to be taken on a journey," he said. "That they are going to be inspired, that they are going to be reminded in the dark, again, why it is they love movies so much because they get to be transported. You can only do that if you're careful in your storytelling."

"Horizon: An American Saga, Chapter 1" is now in theaters. Chapter 2 arrives in mid-August.

When Jamie Kenna got off the phone with his agent following an audition for season two of House of the Dragon , he was devastated. He hadn’t booked the role.

Ser Alfred Broome, who serves as a knight on Queen Rhaenyra’s black council – and, as the British actor describes, is a “Targaryen by employment” – had escaped him. “I was absolutely gutted because I really, desperately wanted it. I thought the audition had gone well,” Kenna tells The Hollywood Reporter .

“I knew it was the biggest, it was the next level that I’d always wanted,” he says. “This is the job I’d been waiting for. While I was so elated when I did get it, I didn’t realize, even then, the scale of [ House of the Dragon ]. There’s house banners on some of the world’s most iconic buildings, dragons on the Empire State Building. They didn’t do that for Coronation Street .”

Until now, Kenna’s résumé has been a mixture of British soaps, such as Coronation Street , Casualty and Silent Witness , with a few bigger projects like The Crown and His Dark Materials . But Dragonstone is a world away from what he is used to.

A glimpse of what’s to come from Kenna’s character was offered up in episode two, which aired Sunday night. Ser Alfred received a swift telling off from Rhaenys (Best) when he implied Rhaenyra had been responsible for the slaughter of a young boy (who, for Team Green, was also heir to the Iron Throne). It’s a well-established fact Game of Thrones and House of the Dragon fans are accustomed to gruesome stories of bloodshed and murder, but Kenna was integral in keeping things light while filming.

Despite the huge names around and the monstrous set before him, Kenna wasn’t intimidated. “My first day, I walked on set, and I’m with Matt Smith on the set of Harrenhal – which is mind-boggling, how they build those sets out of wood – and he couldn’t have been friendlier. He couldn’t have been more welcoming. Matt Smith is a very, very generous actor. So the whole experience exceeded expectations… The atmosphere is so friendly,” he adds. “Everyone’s just so happy to be there. It feels like a small job, which is lovely.”

War is brewing in Westeros, and with every episode, the violence is escalating . Kenna can’t reveal too much but promises “excitement, controversy, war and naughtiness – however you interpret that — ” is coming. Ser Alfred gets a story of his own this season. “[Episode two] was a really nice introduction to his manner, to how he feels,” Kenna says. “Because I think even in that tiny little bit, they did a very nice moment where they focused on the guards staring at me and Rhaenys gets me in line. If you watch it again, it sets it up to show that this guy’s not afraid to say something. And that’s very much where the journey goes, with the climax of that in the last episode. No spoilers, but he tries to take things into his own hands a little bit.”

The chance to fight for the Targaryens is a dream come true for Kenna, who grew up in a working-class family with an ambition to act. He has cherished this experience so much that the House Broome crest is now tattooed on the actor’s leg. “I love being on set. I love actors, I love being around people. I’m lucky to have done some of the most amazing jobs. And I’m riddled with imposter syndrome every time,” he confesses. “[ House of the Dragon ] was definitely up there, I’m going, ‘What am I doing here? How did I get here?’ And so I’m very positive, I’m very jolly, and I’ll crack lots of jokes.”

But crucially, everyone on this set went along with Kenna’s quips and high-spirited nature. “It’s the best job I’ve ever had.”

House Rules

  • Same-day departing or arriving Delta One ticketed passengers (i.e., seated in the Delta One class of service);
  • Delta 360 o ™ Members departing or arriving on a same-day ticket in Delta First Class;
  • Air France La Premiere and Business Class (Long-Haul);
  • LATAM Premium Business Class;
  • KLM Business Class;
  • Korean Air First Class and Prestige Class; and
  • Virgin Atlantic Upper Class.

Guidelines for service animals

  • Service animals must be trained to behave properly in public settings and follow the direction of its owner.
  • Lounge customers are limited to two trained service animals, which must be dogs.
  • Service animals must be clean and under the customer’s control at all times.
  • No service animals are allowed to occupy seats that are designed for Lounge customers.
  • Service animals must not eat or drink from Delta One Lounge serviceware.
  • Service animals may not engage in disruptive behavior such as roaming freely, barking, growling or biting.
  • Smoking, chewing tobacco, smokeless tobacco and electronic cigarette use is not permitted in any Delta One Lounge.

Customers will be able to access if they are:

  • Traveling with a same-day departing or arriving Delta One ticket (i.e., a ticket containing one or more flights operated by Delta including a seat assignment in the Delta One class of service in the direction of travel);
  • Delta 360 o ™ Members traveling to any destination with a same-day departing or arriving Delta First Class ticket; or
  • No, customers will not be able to access the Lounges with American Express cardholder credentials or Delta Sky Club membership. 
  • No; customers departing from, connecting through, and arriving at JFK will have access as long as they hold a Delta One ticket or are a Delta 360 o Member traveling on a same-day ticket in Delta First Class. The Delta One Lounge access policy is distinct from the Delta Sky Club access policy.
  • Yes, you are eligible to access the Delta One Lounge if you have a confirmed Delta One seat at time of Delta One Lounge check-in.

Robert Hartwell has starred on Broadway in musicals like Memphis , Hello, Dolly! and Motown but his most dramatic job to date is home owner. In 2020, he purchased a run-down historical home and spent nine months renovating it for the new Discovery+ show on Max, Breaking New Ground . The show is a blend of history and design with Robert serving as both a storyteller and host, and the show comes to life thanks to his vibrant personality.

BREAKING NEW GROUND : STREAM IT OR SKIP IT?

Opening Shot: A montage of scenes shows Broadway performer Robert Hartwell walking down the street in New York City, dancing in a rehearsal, and laughing among friends and family. Hartwell narrates, explaining that he is a performer, entertainer, and entrepreneur; a “gay, Black man in America, and this is my White House,” and shows us an old, rustic looking home that he has set out to renovate from top to bottom.

The Gist: Robert Hartwell is a man who embraces every facet of who he is, among them, he is an entertainer, a businessman, and a Black American. After purchasing a beautiful but run-down home in Great Barrington, Massachusetts (on Juneteenth, he points out), he set out to chronicle his renovations over a nine-month period in order to create a multi-generational family homestead. The day he purchased the home, he posted about it on Instagram and Facebook, and between those two platforms, he garnered over 1 million likes.

After the post went viral, Robert began to chronicle his journey at the house, from closing day on. The show focuses on both the actual renovation and decoration and features interviews with everyone from contractors to interior designers to Robert’s parents and friends as a way to create a bigger picture of what this venture is all about. Because on the one hand, it’s a story of a historical home, and on the other hand, it’s the story of Robert, whose own journeys – to Broadway stardom, to home ownership – have been grand adventures full of obstacles, but Robert’s not the type of person to take no for an answer when it comes to accomplishing something he’s dreaming of.

The first episode features the renovation of the home’s parlor room, but in the course of filming (during Covid), Robert’s aunt Paulette passed away from the virus, so he dedicated the room to her. Touches like that give the show a more personal element and some emotional heft (so, too does Robert’s quest to identify and name the servants that once lived in the house). The show is Robert’s journey, but he doesn’t travel alone.

What Shows Will It Remind You Of? The renovation aspect of Breaking New Ground is essentially a variation on This Old House ; every episode details the restoration and history behind specific rooms, and the show focuses on just the one single home during the season. But because Hartwell dives so much into the home’s past, there’s also a bit of Houses With History in there too, with an emphasis on learning about the previous occupants of the home, while restoring and preserving whatever original features existed in the house.

Our Take: Hartwell’s enthusiasm for his new home and his desire to honor the legacy of both the house and the people, but especially the servants, who once lived there, is exuberant and infectious. He is a vibrant human, and he wants his home to reflect that, so this is a renovation that’s not just about uncovering original floorboards and hidden newspapers in the walls, it’s about taking this grand, historic thing and putting his own modern stamp on it, too.

By focusing on one room at a time, each episode ends with a satisfying reveal. It’s obvious that the house is being renovated pretty much all at once, but for TV purposes, we get to see completed rooms one by one so there’s some sense of completion in every episode. This means that we also get to see the unexpected problems and budget-busting surprises that typically arise on shows like this, but in Robert’s case, burst pipes and busted flooring results in major increases to his budget and a bit of an emotional toll.

While at is core this is a show about the transformation of a home (after all, it’s co-produced by the Property Brothers, Drew and Jonathan Scott), it represents the symbolic transformation of a culture too; Hartwell is a gay, Black man who is now the owner of a home that housed Black servants. As the owner of this home, he considers himself a steward of their history, and he is reclaiming this home for them as much as he is for himself.

Parting Shot: After showing off the finished parlor room to his mother and step-mother, Robert hugs them both and explains that all of the struggles and budget overages were worth it just to see their reaction to the room. He adds, “I wouldn’t have been able to do it without them.”

Performance Worth Watching: Hartwell is the clear star here, he’s got an effervescent personalty, but you can also see where he gets it when his mother is interviewed for the show, too.

Memorable Dialogue: “Y’all, I had no idea that buying the house would be the easiest part,” Robert says at the beginning of the show, foreshadowing the many hurdles he’d eventually have to face during his renovation.

Our Call: STREAM IT! Breaking New Ground is more than a home design and renovation show, it’s also essentially a multi-part human interest story. Hartwell is the ideal narrator for this kind of show, too, his willingness to learn and share and be himself is infectious and fun, and even when the show – which filmed during Covid and amid national protests against police brutality – takes serious turns, he still manages to keep his message positive and life-affirming.

Fauci Speaks His Mind on Trump’s Rages and Their ‘Complicated’ Relationship

In a new book, Dr. Anthony S. Fauci recounts a career advising seven presidents. The chapter about Donald J. Trump is titled “He Loves Me, He Loves Me Not.”

Three months into the coronavirus pandemic, Dr. Anthony S. Fauci was at home in northwest Washington when he answered his cellphone to President Donald J. Trump screaming at him in an expletive-laden rant. He had incurred the president’s wrath by remarking that the vaccines under development might not provide long-lasting immunity.

That was the day, June 3, 2020, “that I first experienced the brunt of the president’s rage,” Dr. Fauci writes in his forthcoming autobiography.

Dr. Fauci has long been circumspect in describing his feelings toward Mr. Trump. But in the book, “On Call: A Doctor’s Journey in Public Service,” he writes with candor about their relationship, which he describes as “complicated.”

In a chapter entitled “He Loves Me, He Loves Me Not,” Dr. Fauci described how Mr. Trump repeatedly told him he “loved” him while at the same time excoriating him with tirades flecked with four-letter words.

“The president was irate, saying that I could not keep doing this to him,” Dr. Fauci wrote. “He said he loved me, but the country was in trouble, and I was making it worse. He added that the stock market went up only 600 points in response to the positive Phase 1 vaccine news, and it should have gone up 1,000 points, and so I cost the country ‘one trillion dollars.’” (The president added an expletive.)

“I have a pretty thick skin,” Dr. Fauci added, “but getting yelled at by the president of the United States, no matter how much he tells you that he loves you, is not fun.”

The book, which will be released on June 18, traces the arc of Dr. Fauci’s life, from his boyhood in Brooklyn as a son of first-generation Italian Americans (his father was a pharmacist, and the family lived above the “Fauci Pharmacy”) through his 54-year career at the National Institutes of Health, 38 of them as the director of the National Institutes of Allergy and Infectious Diseases.

It is 450 pages long, and Dr. Fauci devotes about 70 of them to the first year of the coronavirus pandemic, when Mr. Trump was in office. His criticisms of Mr. Trump and his White House are at times blunt and at other times oblique, leaving readers to draw their own conclusions.

Dr. Fauci served under seven presidents, shepherding the nation through infectious disease threats including AIDS, swine flu, anthrax and Ebola. But the coronavirus pandemic turned him into a polarizing public figure and a target of Republicans, particularly Mr. Trump’s most ardent supporters.

During a tense hearing this month before the House Select Subcommittee on the Coronavirus Pandemic, Dr. Fauci forcefully denied Republican allegations that he had helped fund research that started the pandemic or had covered up the possibility that it originated in a laboratory. He called the accusations “absolutely false and simply preposterous.”

In Dr. Fauci’s telling, the Trump White House was different than any other he had experienced, not least because of its passing relationship with the truth. Mr. Trump, he wrote, “shocked me on Day 1 of his presidency, with his disregard of facts such as the size of the crowd at his inauguration” and his “aggressive disrespect for the press.”

Those differences extended to the relationship between Mr. Trump and Vice President Mike Pence, the chairman of the White House coronavirus response task force.

“Vice presidents,” Dr. Fauci wrote, “are almost always publicly loyal to the president. That is part of the job. But in my opinion, Vice President Pence sometimes overdid it. During task force meetings, he often said some version of, ‘There are a lot of smart people around here, but we all know that the smartest person is upstairs.’”

Then, without explicitly saying Mr. Pence was referring to Mr. Trump, Dr. Fauci wrote, “He was of course talking about the man sitting behind the Resolute Desk in the Oval Office.”

Dr. Fauci also makes clear he had little use for some of Mr. Trump’s advisers: his chief of staff, Mark Meadows; his chief economic adviser, Peter Navarro; and his medical adviser, Scott Atlas. He said Mr. Trump’s aides were feeding negative stories about him to journalists in 2020.

“The growing White House hostility toward me over the spring and summer seemed to trigger at least in part the overt attacks on me by right-wing media and trolls using social media platforms,” Dr. Fauci wrote. That August, he opened a letter containing a “fine white powder” and “instantly feared anthrax or worse.” Hazmat teams were called into his office at the National Institutes of Health; a few days later, the F.B.I. confirmed the powder was harmless.

Dr. Fauci’s first encounter with Mr. Trump was before the coronavirus pandemic, at a White House ceremony where the president signed an executive order that called for improvements in the manufacturing and distribution of flu vaccines. After the event, Mr. Trump remarked to Dr. Fauci that he had never had a flu shot.

“When I asked him why, he answered, ‘Well, I’ve never gotten the flu. Why did I need a flu shot?’ I did not respond,” Dr. Fauci wrote. The implication was clear: The doctor was flabbergasted to discover that Mr. Trump knew so little about the purpose of vaccines.

On the morning of Jan. 29, 2020, Dr. Fauci wrote, the conservative political commentator Lou Dobbs, whom the doctor had known for years, called to say Mr. Trump wanted to meet him. Several hours later, Dr. Fauci found himself in the White House Situation Room, briefing the president and his top advisers on a new virus that was circulating in China. It was instantly clear to Dr. Fauci, the scientist from Brooklyn, that he and Mr. Trump, the president from Queens, could relate to each other in the way that only New Yorkers can.

“He had a New York swagger that I instantly recognized — a self-confident, backslapping charisma that reminded me of my days in New York,” Dr. Fauci wrote.

But that is where the kinship ended. Dr. Fauci wrote that when Mr. Trump embraced hydroxychloroquine , an anti-malarial drug, as a Covid treatment on the basis of anecdotal evidence, he realized that “sooner or later I would have to refute him publicly.”

He painted the president as consumed with television ratings and the economy; after one coronavirus briefing in March 2020, Mr. Trump summoned Dr. Fauci into the Oval Office and called the Fox News personality Sean Hannity. Dr. Fauci recalled the moment: “‘Hey, Sean,’ he said on speakerphone. ‘You should see the ratings we have!’”
