Nearly 44 Million Travelers Leaving Town for Unofficial Start of Summer

Second highest memorial day holiday travel forecast since aaa began tracking in 2000.

WASHINGTON, DC (May 13, 2024) – AAA projects 43.8 million travelers will head 50 miles or more from home over the Memorial Day holiday travel period*. This year’s total number of travelers is a 4% increase over last year and comes close to matching 2005’s record of 44 million Memorial Day travelers.  

“We haven’t seen Memorial Day weekend travel numbers like these in almost 20 years,” said Paula Twidale, Senior Vice President of AAA Travel. “We’re projecting an additional one million travelers this holiday weekend compared to 2019, which not only means we’re exceeding pre-pandemic levels but also signals a very busy summer travel season ahead.”   

Road trips are expected to set a record. AAA projects 38.4 million people will travel by car over Memorial Day weekend, the highest number for that holiday since AAA began tracking in 2000. The number of drivers this year is up 4% compared to last year and 1.9% higher than in 2019. Traveling by car is appealing for many people because of the convenience and flexibility it provides. AAA car rental partner Hertz says Orlando, Denver, Atlanta, Boston and Las Vegas are the cities displaying the highest rental demand , with the busiest pick-up days projected to be Thursday, May 23 and Friday, May 24.  

This Memorial Day weekend drivers can expect similar gas prices as last year when the national average was roughly $3.57.  Pump prices rose this spring but have held somewhat steady in recent weeks. Prices may creep higher as the summer driving season gets underway. The wildcard remains the cost of oil, and unlike last year, there are now two wars – in the Middle East and Ukraine – that could roil the oil market.  

Airports are bracing for a spike in travelers. AAA expects 3.51 million air travelers this holiday weekend, an increase of 4.8% over last year and 9% jump compared to 2019. This will be the most crowded Memorial Day weekend at airports since 2005, when 3.64 million flew for the holiday as the travel industry finally rebounded post 9/11. This Memorial Day weekend, air ticket prices are comparable to last year. AAA booking data shows a 1% to 2% increase in prices for domestic flights. Several factors play into how much travelers pay for airfare, including destination, number of stops, and fare class. For example, passengers who book nonstop flights with seat selection and carry-on bags included will likely pay more than those who select basic economy with a layover.  

  Nearly two million people are expected to travel by other modes of transportation, including buses, cruises, and trains. AAA projects 1.9 million people will take these other modes of transportation, an increase of 5.6% compared to last year. “This category took the biggest hit during the pandemic with fewer people taking public transportation or not cruising at all,” Twidale said. “Now – five years later – we’re back to 2019 numbers. Travel demand has been soaring, and long holiday weekends create the perfect windows for getaways.”  

Best/Worst Times to Drive and Peak Congestion by Metro 

INRIX , a provider of transportation data and insights, says drivers leaving Thursday or Friday should hit the road early to avoid mixing with commuters. Travelers going back home on Sunday or Monday should avoid the afternoon hours when return trips will peak.   

“Travel times are expected to be up to 90% longer than normal. Travelers should stay up to date on traffic apps, 511 services, and local news stations to avoid sitting in traffic longer than necessary,” said Bob Pishue, transportation analyst at INRIX.

This Memorial Day weekend, travelers are seeking theme parks and entertainment venues in Orlando, New York, Las Vegas, and Southern California. Seattle, Anchorage, and Vancouver rank high because of the popularity of Alaska cruises this time of year. Florida beaches and cruise ports will also be packed. European cities dominate the international list. The top 10 domestic and international destinations below are based on AAA booking data.

  Travel Agent Survey  

A recent survey of AAA travel agents highlights topics travelers are frequently discussing when booking trips:  

• Travel Insurance : 51 % of agents say more travelers are interested in protecting their trips  
• 77% of agents say ocean cruises  
• 70% of agents say all-inclusive vacations  
• 67% of agents say river cruises  

Holiday Travel Forecast Methodology   

In cooperation with AAA, S&P Global Market Intelligence (SPGMI) developed a unique methodology to forecast actual domestic travel volumes. The economic variables used to forecast travel for the current holiday are leveraged from SPGMI’s proprietary databases. These data include macroeconomic drivers such as employment, output, household net worth, asset prices, including stock indices, interest rates, housing market indicators, and variables related to travel and tourism, including gasoline prices, airline travel, and hotel stays. AAA and SPGMI have quantified holiday travel volumes going back to 2000.   

Historical travel volume estimates come from DK SHIFFLET’s TRAVEL PERFORMANCE/Monitor SM . The PERFORMANCE/Monitor SM is a comprehensive study measuring the travel behavior of U.S. residents. DK SHIFFLET contacts over 50,000 U.S. households each month to obtain detailed travel data, resulting in the unique ability to estimate visitor volume and spending, identify trends, and forecast U.S. travel behavior, all after the trips have been taken.  

The travel forecast is reported in person-trips. In particular, AAA and SPGMI forecast the total U.S. holiday travel volume and expected mode of transportation. The travel forecast presented in this report was prepared the week of April 15, 2024.   

*Memorial Day Holiday Travel Period   

For this forecast, the Memorial Day holiday travel period is defined as the five-day period from Thursday, May 23 to Monday, May 27, 2024.   

AAA Travel Agent Survey Methodology 

AAA clubs distributed surveys to a random sample of their travel agents between March 18 and March 29, 2024 to understand recent traveler trends over the past 60 days. 186 AAA agent responses were collected from 13 AAA clubs (representing 97% of AAA membership overall as of February 2024).

U.S. lawmakers arrive in Taiwan days after new president takes office

TAIPEI, Taiwan — A bipartisan group of U.S. lawmakers arrived in  Taiwan  on Sunday, days after the Beijing-claimed island’s  new president took office  with a warning to  China  to stop its threats.

The bipartisan delegation of six House members is the first group of current U.S. officials to meet with Taiwan President  Lai Ching-te  and arrived after China  concluded two days of “punishment” drills  around the island in response to what it described as “separatist acts.”

“I think it’s very important that we show our strong support for Taiwan. I think it is a deterrent,” Rep. Michael McCaul , R-Texas, chairman of the House Foreign Affairs Committee, told NBC News before their arrival.

The delegation led by McCaul is his second to the island, and also includes Reps. Young Kim, R-Calif., Joe Wilson, R-S.C., Andy Barr, R-Ky., Jimmy Panetta, D-Calif., and Chrissy Houlahan, D-Pa.

Though lawmakers from the United States and other countries regularly travel to Taiwan, China views such visits as provocative and supportive of “‘Taiwan independence’ separatist forces.”

As with McCaul’s first delegation to Taiwan in April 2023, Chinese officials expressed opposition to the current trip.

In an email first obtained by NBC News, a Chinese Embassy official warned McCaul against the visit and described Lai’s inauguration speech on Monday as “the worst speech ever by a Taiwan new leader.”

“It once again proved that Mr. Lai has chosen an independence course and is on his way to implement it,” the email read.

Like the majority of the Taiwanese public, Lai, 65, who was the island’s vice president for the past four years, says he favors maintaining the status quo, neither formally declaring independence nor becoming part of China.

Speaking at a meeting of his Democratic Progressive Party on Sunday, Lai thanked the U.S. and other countries for their support and said he “looked forward to enhancing mutual understanding and reconciliation with China via exchanges and cooperation.”

While in Taipei, the U.S. lawmakers plan to meet with senior Taiwanese officials to understand the new administration’s priorities and objectives, a Foreign Affairs Committee spokesperson said.

The lawmakers will also meet with the leadership of the American Institute in Taiwan, the de facto U.S. Embassy, to conduct oversight and discuss the U.S. relationship with Taiwan, which has no formal relations with Washington but relies on it for defensive weapons and international support.

A bipartisan delegation of former senior U.S. officials attended Lai’s inauguration.

China has not ruled out the use of force in unifying with Taiwan, which rejects Beijing’s sovereignty claims. Cross-strait relations deteriorated under Lai’s predecessor, Tsai Ing-wen , with China stepping up military and other pressure on the island, which is formally recognized by only 12 governments worldwide.

In his inauguration speech, Lai, who is also known by his English name William, urged China to cease its political and military threats against democratic Taiwan, which he called “a front-line guardian of world peace.”

“I hope that China will face the reality of the Republic of China’s existence, respect the choices of the people of Taiwan and in good faith choose dialogue over confrontation,” Lai said, using Taiwan’s formal name.

China expressed its disapproval of Lai on Thursday and Friday in joint military exercises in the Taiwan Strait and around groups of Taiwan-controlled islands near the Chinese coast, leading Taiwan’s military to mobilize its own forces.

“This action targets the Taiwan independence forces and deters external forces from interfering, which is entirely reasonable, legal and necessary,” Chinese Defense Ministry spokesperson Wu Qian said at a news conference in Beijing on Friday.

In a statement on Thursday, the Taiwan Ministry of Foreign Affairs said the island would “continue to firmly uphold democracy” and that “this commitment will not change as a result of any coercion or suppression.”

Though China’s military response was expected and not as severe as the live-fire military exercises it launched after then-House Speaker Nancy Pelosi visited Taiwan in August 2022, experts said it might indicate a hardening of attitudes in Beijing.

“The million-dollar question that we’re all trying to answer is whether or not this will become a normal thing under the Lai administration, or whether this is just a necessary response that we knew the PRC was going to do?” said Lev Nachman, a political scientist and assistant professor at National Chengchi University in Taipei, using the initials for China’s formal name, the People’s Republic of China.

“We don’t know yet.”

The delegation’s visit also comes after Congress recently passed about $2 billion in military aid for Taiwan in hopes of enhancing its defensive capabilities against China.

Alexander Yui, Taiwan’s new representative to the U.S., said the delegation’s visit to the island was “a show of the strength of friendship that we have worldwide.”

“It’s, in its essence, as important as the military aspect of our solid standing in the world and to show the other side that people do care about Taiwan,” Yui said.

Drivers will again be impacted by road construction projects throughout the spring and summer in Wisconsin Rapids and Wood County. Here’s a list of current and upcoming projects to consider in your travel plans and what local drivers can expect to encounter.

Wisconsin Rapids

• Lincoln Street: About 2,600 feet of roadway and utilities will be reconstructed or replaced between East Riverview Expressway and East Grand Avenue, according to Joe Eichsteadt, Wisconsin Rapids city engineer. The project began in April and is expected to be completed in August. Access is being maintained as much as possible for local traffic. Visitors to Witter Field may use Witter Street or Chestnut Street to access the Wisconsin Rapids Rafters’ parking lot, according to a May 21 news release from the team . Only one entrance to the parking lot will be open so the team asks for patience from fans when entering and exiting the parking lot. The team’s season opener is May 28.

Wood County

• Wood County U: Between Wood County W and Whitrock Avenue is about a mile of roadway and a small bridge over the east end of Lake Wazeecha that will be closed from about mid-June to mid-July for resurfacing, according to Brandon Whipple, Wood County highway engineer. Between Grove Avenue and Lake Road will be milled and resurfaced with 4 inches of blacktop while the rest of the project area will be pulverized and resurfaced with 4 inches of asphalt. Local access will be maintained but a detour will be marked using Wood County FF, Wood County F and Wood County W.
• Wood County Z: This project will reconstruct over 4 miles of roadway between State 73 and State 13 and reconstruct the Wood County Z and Rangeline Road intersection into a T-intersection design to improve sight lines and safety. The road will be paved with cold-in-place asphalt pavement and overlaid with 3 inches of asphalt pavement. The project will begin in early June and is expected to be completed in mid-August. Access will be maintained for local traffic and a detour will follow State 73 and State 13.
• Wood County K and P intersection: This project will close the intersection for reconstruction with concrete pavement to improve the transition to the railroad crossing on Wood County K and improve drainage. Work is expected to begin the first week of June and be completed in early August. The detour for Wood County K is U.S. 10 to Wood County P, to Wood County M, to Wood County H.
• Portage County S: Between Portage County P south to County Line Road is over 6 miles of Portage County S, which also runs along the border between Wood and Portage counties. This project will consist of resurfacing the existing roadway by laying about 2 inches of new asphalt surface on top of it. Access will be maintained for local residents and businesses and emergency vehicles, but it will be closed to through traffic. Work is expected to begin June 10.

Highway projects

• State 54: The nearly 4 miles of road between Seneca Road on Port Edwards’ north boundary to Swanson Road beyond the city’s western boundary will have asphalt pavement replacement, culvert replacements, narrowing of Wisconsin River Drive, curb and gutter replacements, and ADA curb ramps installed in a project that began in April and is expected to be completed July 2, according to Bryan Rose, Wisconsin Department of Transportation communications manager. The section between Seneca Road and Letendre Avenue will be closed to all but residents and businesses with a detour using State 73 and State 13. Between Port Road and Wisconsin River Drive will be open to all traffic but drivers may see shoulder closures or flagging operations throughout the course of the project.
• State 80/State 173: This project will close the majority of about 4 3/4 miles of roadway between Babcock and the Wood-Juneau county line from May 2 until August to repave the road, repair culverts and place new curb and gutter in spots. Between the Juneau County line and Necedah Road will be closed to traffic with a posted detour using State 173 to State 73 to State 13 to State 21.
• State 73: Existing pavement will be removed and replaced with new asphalt on an over 2-mile stretch between State 54 and State 173. The project will also replace curb ramps to meet ADA requirements, widen road shoulders in the rural portion from 3 to 5 feet, replace guardrails on the Moccasin Creek Bridge and build a small bit of sidewalk on the north side of Ninth Street between Vilas Avenue and State 73. During some stages of the project, traffic will be reduced to one lane with a flagger. The project does not yet have projected start or completion dates.

REAL ID deadline moving closer. 14 things you need to know to get your Florida license

You're running out of time.

The deadline to have a REAL ID is now less than a year away.

Originally set for October 2021, the deadline for U.S. residents to have a REAL ID has been extended at least twice due to the COVID-19 pandemic.

Beginning in May 2025, anyone 18 and older who plans to take a domestic flight will need a REAL ID-compliant driver’s license or identification card, state-issued enhanced driver’s license, or another TSA-acceptable form of identification at airport security checkpoints.

Here's what you need to know about REAL IDs.

What is a REAL ID?

After the 9/11 Commission recommended the federal government set standards for identification, Congress passed the  Real ID Act  in 2005.

The act established  minimum security standards for getting a license anywhere across the country  and prohibited some federal agencies from accepting anything less.

"The act established minimum security standards for state-issued driver's licenses and identification cards and prohibits certain federal agencies from accepting for official purposes licenses and identification cards from states that do not meet these standards," according to the Department of Homeland Security.

The purposes are:

• Accessing certain federal facilities
• Boarding federally regulated commercial aircraft
• Entering nuclear power plants

The Real ID Act became effective nationwide on May 11, 2008. Florida began issuing REAL ID-compliant credentials after Jan. 4, 2010.

Why do you need a REAL ID?

Without a REAL ID, you will not be permitted to pass through a TSA checkpoint after May 7, 2025.

REAL ID-compliant credentials already are required to enter checkpoints at federal facilities,  military facilities  and nuclear power plants.

What's the deadline to get a REAL ID?

The federal government is expected to start enforcing REAL ID on May 7, 2025. At that time, people will need either a Real ID or passport to fly domestically and enter certain federal facilities.

So if you're an adult and plan to fly commercially, you'll need a REAL ID-compliant driver's license.

Is there an alternative to a REAL ID?

Sort of. If you don't have a REAL ID, you'll need:

• A REAL ID-compliant identification.
• A valid passport or passport card.

Where do you go to get a real id in florida.

Real IDs in Florida will be issued to first-time and renewing customers at a local driver's license service center or tax collector officer.

You must visit an office in person to get a REAL ID the first time, according to the Florida Highway Safety and Motor Vehicles.

Since January 2020, those without a REAL ID license have not been able to renew their licenses online through the MyDMV Portal.

If your card is not REAL ID compliant and you aren't up for renewal before May 7, 2025, make an appointment to get a new card. Locations can be found  here .

A Class E license can be renewed up to 18 months prior to the card’s expiration date.

How do you know if you already have a REAL ID?

In Florida, a REAL ID is marked with a gold circle with a white star in the top right corner of your driver's license or state identification card. If the star is there, it's REAL ID compliant.

 If you've received a new or renewed Florida driver's license or ID since January 2010, you should be good to go.

How much does a REAL ID cost in Florida?

The  fee for an initial Florida Class E license  (including learner’s permit) is $48 and a commercial driver's license (Class A) license is $75.

The fee for a state ID card is $25.

Most local tax collector offices also charge a $6.25 service fee.

Here's what you need to bring with you to get a REAL ID in Florida

You’ll need to bring  one of the primary documents  listed below to prove your identity, legal residence and date of birth:

For U.S. citizens:

• Valid, unexpired U.S. passport
• Original or certified copy of a birth certificate
• Consular report of birth abroad
• Certificate of naturalization issued by DHS
• Certificate of citizenship
• Court-ordered name change document
• Marriage certificate, issued by the courts, and/or
• Divorce decree, issued by the courts

In all cases, the document must show a clear trail of name changes originating with the birth name to the current name.

For non-citizens:

• Valid, unexpired Permanent Resident Card – I-551 for Lawful Permanent Residents
• Valid passport for non-immigrants except for asylum applicants and refugees
• Other government-issued document showing your full name
• Department of Homeland Security document showing proof of lawful presence
• If your name has changed by marriage/divorce, you must have your name changed on your Citizen and Immigration Services documents.

Both citizens and non-citizens will need to bring:

• Your Social Security Card or proof of your social security number. You can find a list of documents that provide proof of your social security number on the Florida Department of Highway Safety and Motor Vehicle's  What to Bring page .

How long does it take to get a REAL ID in Florida?

Once your identity and legal status have been verified, a driver's license or ID card will be issued within 60 days and mailed to the address on the driver record.

The driver's license or ID card will be issued for the period of time specified on the USCIS document, up to a maximum of four years.

Is REAL ID mandatory in Florida?

Yes. Every state resident must have a Real ID-compliant driver's license or identification card — or valid passport — to board a commercial aircraft within the U.S.

Without a REAL ID — or acceptable alternative — travelers will not be permitted through the security checkpoint.

Will children need to have a REAL ID?

No. The TSA does not require children under 18 to provide identification when traveling with a companion within the United States. The companion will need acceptable identification, according to the Department of Homeland Security.

Can you use a REAL ID to enter the Bahamas, Mexico or Canada, or another country?

No. REAL IDs cannot be used for border crossings or international travel. If you're traveling internationally, you still need a passport.

REAL IDs also can't be used for international sea cruise travel.

Why Is Car Insurance So Expensive?

Soaring premiums have become a prominent driver of inflation, and insurers say that more increases could be on the way. How did it get like this?

If your car broke down two years ago, it probably became a bigger problem than you bargained for.

A confluence of forces were to blame: The Covid pandemic disrupted supply chains, pushing used car prices to record highs and making spare parts hard to get; out-of-practice drivers emerging from lockdowns caused more severe wrecks; and technological advancements like motion sensors made even the simplest parts, like a fender or a rim, expensive to replace .

Things have since improved for car owners — except when it comes to insurance bills. Car insurers are still raising prices steeply: The price of motor vehicle insurance rose more than 22 percent in the year through April, the fastest pace since the 1970s, according to a report the Bureau of Labor Statistics on Wednesday. According to calculations by the Insurance Information Institute, a trade group, the average 12-month premium for car insurance was $1,280 in 2023, the industry’s most recent figures.

That has made car insurance a prominent factor preventing overall inflation from cooling more quickly, which could force the Federal Reserve to keep interest rates higher for longer even as the prices for many other essential goods and services have slowed.

Geico recently reported a big jump in quarterly profit on higher premiums and lower customer claims. The share prices of other big auto insurers, like Allstate and Progressive, have beaten the rise in the overall market this year.

That has attracted scrutiny from economists . A key reason car insurance costs are rising so fast right now has to do with how the industry is regulated.

How does insurance regulation work?

Insurers are regulated by the states, not the federal government. In all 50 states, insurance companies must follow specific rules about how and when they can raise the price on their policies.

Each state’s laws are broadly similar, and require insurers to ask regulators for permission to raise prices. Insurers have to make a case — with data to back it up — that the increase is necessary and that they will not make too large a profit on the re-priced policies. This application, known in the business as a “rate filing,” involves complicated paperwork that may take weeks or months to resolve.

The data has to include an analysis of loss trends from the past couple of years, as well as projections for replacement costs and profits. If insurers are deemed to profit too heavily, regulators can make them return money to customers.

The threat of returning money is not an idle one. At the height of pandemic lockdowns in 2020, when many cars sat idle, insurers returned almost $13 billion to customers through dividends, refund checks and premium reductions for policy renewals, according to the insurance ratings agency AM Best.

California was one of the most active states: Insurers there returned $3.2 billion to customers in 2020.

Ricardo Lara, the state’s insurance commissioner, “directed the department to do a very close analysis to make sure that drivers weren’t overcharged,” said Michael Soller, a spokesman for the California Department of Insurance. But starting in late 2021, the state became the poster child for a new problem: an epic backlog of insurers’ requests to raise prices.

When the pandemic shut down most economic activity, it messed up insurers’ ability to use the past to predict the future. For months, they were frozen. They did not submit new rate filings to regulators for a spell — until they did, all at once, in the second half of 2021.

The prices of cars and parts were jumping and drivers were back on the roads and crashing left and right after a hiatus behind the wheel.

“You went from this period of incredible profitability to incredible losses in the blink of an eye,” said Tim Zawacki, an analyst who focuses on insurance at S&P Global Market Intelligence. No companies were willing to stick their necks out by offering lower premiums in the hope of winning new business, he said.

“Everyone was together in significantly pushing for rate increases.”

In California, the most populous U.S. state, insurers were getting creamed by expensive claims.

But the state’s regulator did not start approving insurers’ requests to raise rates until near the end of 2022. The backlog grew so large that the average wait time for approvals was longer — by several months — than the six-month policies that insurers wanted to sell.

“When state regulators delay or prevent companies from accurately pricing insurance, insurers may not be able to absorb the costs,” said Neil Alldredge, the president of the National Association of Mutual Insurance Companies, a trade group that represents many home and auto insurers. The squeeze can lead insurers to leave some states or stop some business lines, he added. “Inefficient regulatory environments in states like California, New Jersey and New York, combined with inflation and increased catastrophic losses, have left consumers with fewer choices of insurers and higher costs,” he said.

California is still the slowest state in the continental United States for auto insurance rate filings, taking an average of 219 days to approve a price proposal for a personal auto policy, according to S&P data provided by Mr. Zawacki.

“We fight for consumers by analyzing all of the data, not just what insurance companies spoon-feed us,” Mr. Soller, the California Department of Insurance spokesman, said.

The S&P analysis showed that New Jersey, the 11th-most populous state, had the sixth-longest wait time, while New York, with the fourth-largest population, had the 7th-longest wait times.

“The department performs a comprehensive review of requests to amend rates or rating systems to ensure compliance with New Jersey law,” said Dawn Thomas, a spokeswoman for the New Jersey Department of Banking and Insurance.

Ms. Thomas said the regulator needed to ensure that each proposed premium increase was “reasonable, adequate, and not unfairly discriminatory,” and that sometimes the insurers’ requests needed to be challenged or denied.

A spokeswoman for New York’s regulator declined to comment.

When will the jam clear?

Shortly before the pandemic, the umbrella organization for state insurance regulators, the National Association of Insurance Commissioners, formed a team of data scientists to help regulators deal with their rate filings, which has gotten more complicated in recent years.

The data team became fully operational in 2021 and its mission is now to help speed up the review process: 37 states have signed up to use it.

This month, during a call with analysts to discuss Allstate’s earnings, company representatives said they had recently reopened their California auto insurance business after getting permission to charge higher rates. The company still wanted to raise prices in other states.

In New York and New Jersey, for example, “even with the rate approvals that we got late last year, we still don’t feel like we’re at the appropriate rate level to want to grow in those two states,” said Mario Rizzo, the president of Allstate’s property-casualty business.

How much higher will premiums go?

In 2021, insurers’ personal auto businesses started recording losses. According to David Blades, an analyst for AM Best, the industry lost $4 billion in 2021, $33 billion in 2022 and roughly $17 billion last year.

According to Dale Porfilio, the chief insurance officer at the Insurance Information Institute, the trade group, many companies still need to raise prices to make up for those bad years.

Last year, insurers raised auto premiums by 14 percent, the biggest increase in over 15 years. Mr. Porfilio’s best guess is that premiums this year will rise another 13 percent.

“It’s going to take time for every company to get their rates to where they want to be,” he said.
