I love sharing my travel photos. Unfortunately, I feel like if I am sharing them without a proper hashtag, they aren’t quite as “cool” or “seen” as the photos other travel bloggers and photographers are posting with a hashtag. Hashtags have become very popular, and gone are the days when we knew that cute little symbol as a “pound sign” on the calculator. In this post, we’ll talk about what a hashtag is, why you want to use one, and then I’ll give you a whole list of travel hashtags. Unraveling the mystery of the hashtag has been fun for this old grandma. I may be hip, but I’m still learning! Isn’t that part of the fun in this life? Learning new things and sharing them with others? Good news! I did the work of learning so I can share the info with you. You get to read up on the research I did for you! Let’s get into it!

What is a Hashtag Anyway?

A hashtag is that fun little crosshatch symbol that you see all over social media channels these days. Back in my day (I love saying that), a hashtag was known as a pound sign and we used it primarily to indicate weights in measurements when typing. Now, thanks to modern-day social media, including Instagram and Facebook, we call this little symbol a hashtag and it has a whole new use.

Instagram is the most popular place to use a hashtag. A post shared with a hashtag will look like this: #hashtagpost. The symbol # is followed by the words that relate to whatever it is you’re posting. If you’re posting images of travel photography, you should use hashtags with words connected to your travels and what you’re showing in your photo.

Tips for Why You Want to Use a Hashtag?

Personal use.

There are two simple answers to this. First, you can use hashtags to organize your posts and travel photos for organizational purposes. Hashtags are easily searchable on social media, especially on your Instagram account, so it’s easy to find your images back after posting them if you’ve hashtagged them. For example, if you put a common hashtag on all of your photos of your trip to Chicago with the girls, then, later on, you will easily be able to go back and search for those photos with that hashtag. If your friends all use the same hashtag, you will easily be able to find what they’ve posted as well. Choose a unique and specific hashtag, such as #smithgirlsdoChicago2022, so your images will all match in a unique and fun way.

Professional Use?

The other reason you may want to use a hashtag is to showcase what you’re posting outside of your group of friends and family. If you are considering moving into the realm of social media influencer or blogger, then your goal on social media is likely to gain followers. Hashtags are perfect for this. Why? Because people can search and follow common hashtags. Even if you aren’t looking to make money out of your posts, it can be a whole lot of fun to see one of your posts gain likes and follows. A popular hashtag, like #puremichigan, will have many followers and would be perfect to use while showcasing photos of the beauty you see when traveling through Michigan. Others who have traveled through Michigan have used this same hashtag.

It is entirely up to you how many hashtags you choose to use. Generally speaking, most social media channels allow a max of thirty hashtags per post. Top tip: You can also post your hashtags in a comment immediately after you share a post to maintain a stylish profile (just make sure you comment quickly to maximise on your exposure in fast-moving hashtags).

There are other things you need to consider like the relevance and popularity of the hashtag, which greatly influence your chances of being discovered by others. So, here’s our guide to the best travel hashtags for Instagram and a few tips on how to use them, which should help you boost your following!

How To Use Travel Hashtags

Before we get into all the best travel hashtags for Instagram, it’s important to go over a few important things first. The key thing to note is that you don’t want to use the most popular hashtags – that’s why you won’t find any obvious options like #travel #travelblogger or #roadtrip here.

It’s generally best to avoid all hashtags that have millions of posts. Although they are followed by a lot of people, these hashtags get so many posts that it’s likely your post will get entirely lost, especially if you don’t have hundreds of thousands of followers. To grow the following of a small profile, it’s best to use several smaller hashtags. If you can find hashtags you like that don’t have more than 10,000 posts, it’s the best way to go.

You can post up to 30 hashtags either in the caption or in the comment. Add 31 hashtags and your photo/comment won’t post. It’s usually best to put up to 15 hashtags under the post, but feel free to add as many as you like. Anyone who’s on social media knows that #travel is just one of the frequently used Travel Hashtags .

There are hundreds of variants that people use which flood the internet, and they usually include a tonne of selfies  taken when travelling.

It’s amazing that they’ve only been around for around a decade!

I use them now and then when I’m posting some funny travel related photo to Twitter and Instagram.

If you’ve been stuck in analogue times , hashtags are a way for people with similar interests to your self to monitor what is being said about them. For example, the #travel and #travelphotography hashtags relate to content posted about those subjects.

The funniest quote I’ve heard about #hashtags is one cracked by a comedian at a stand up comedy night I went to – ‘one night, I was just so desperate for drugs that I smoked the hashtag off my Tweet’… 🙂 Boom Boom!

So today, I’ve come up with my own list of silly travel hashtags that reflect the reality of travel today, and you just never know, one of these might actually become a trending topic one day!

While inserting lots of hashtags into your content will help you reach more people, using the wrong hashtags could also have a negative effect. If you post the wrong type of content for your hashtags, nobody will engage with it. It will also make your brand look overly promotional, trying to seek engagement where it doesn’t make sense.

That is why it’s so important to have a solid hashtag strategy mapped out before you hit ‘post’.

A hashtag strategy is a plan of action for how you will use your hashtags and what kind of hashtags to use. Creating a hashtag strategy is all about finding the right tourism hashtags that are relevant to your business, and making sure you include the correct set of hashtags in each post.

Your overall hashtag strategy should include a very large set of hashtags to choose from. Typically, this should include broad hashtags that relate to your industry as a whole, and then more specific hashtags tailored for each specific post or content pillar that you publish on.

Hashtags can be used across various platforms - including Instagram , TikTok, Twitter, and Facebook . The whole aim of using hashtags is to increase your reach, get more impressions, and ultimately ramp up your social media engagement.

The tricky thing about travel social media is that it’s incredibly competitive. Even if you’re posting great content, it might not get any organic reach. Hashtags are an essential way to boost this reach because they put make your content visible for a wider range of search queries.

Look at your social media posts and analyze their performance. How many of your impressions came from the hashtags you used? Most likely a fair amount. Hashtags have been found to increase social media engagement by 12.6% .

How Do Tourism Hashtags Work?

To find the right tourism hashtags and use them effectively, you’ll first need to know how these hashtags work.

Basically, a user can search for a hashtag on social media - just like they would search for an account. The most popular and most recent hashtags posts using that hashtag will appear. Ideally, you’d want your post to be first, claiming the most popular spot.

You can only achieve this if you post high-quality content that’s relevant to the hashtag.

For example, you could use an incredibly popular hashtag like #travel. Sure, this could get you lots of impressions, but there are two main problems:

  • The hashtag is incredibly broad, so users searching for #travel could be after all kinds of different content
  • The hashtag is super popular, but it’s also super competitive. This means your post will quickly get buried underneath the competition if it doesn't attract enough engagement.

To combat this, you’ll want to create a hashtag strategy that is both broad and specific at the same time. Instead of only relying on tourism hashtags like #travel, refine it by using something like #birdingtours or #adventuretravel. The more specific you get, the easier it will be to post highly-relevant content to that hashtag.

And the more specific you are, the more likely you will be able to attract the right kind of users. Because it’s not just about getting a lot of engagement, it’s about getting engagement from the right people.

So, consider your target audience and what they will be searching for. This might be something like #ItalyFoodTours or #SurfLessonsCapeTown. Whatever the case, make sure that your business has a clear presence for the right hashtags.

Of course, hashtags work slightly differently on each social media channel. Users search for trending hashtags on TikTok, which are often challenges or some take on trending audio content. On Instagram, hashtags are more straightforward, creating a kind of gallery of content on specific topics.

What Types Of Hashtags Should You Use?

The most important part of your tourism hashtag strategy is finding the right tags to use. As we’ve already mentioned, this should include both high-level hashtags (like #travel) and more specific hashtags (like #birdingtours).

The high-level hashtags will help you maximize your impressions. This will get the most people possible to see your post and potentially interact with your content. If you just want to get more likes, then using these popular hashtags will help.

More targeted hashtags will help you grow a more authentic audience. If you want to use social media to attract potential customers, then you’ll need to be specific about your hashtags.

Using both hashtags together will help you achieve both things at the same time.

How To Find Travel Hashtags?

There are a few different ways that you can approach hashtags to find the right ones for your brand.

Start by analyzing your competitors. Search for your main competition (preferably a business that has excellent social media engagement and a lot of followers), and look at what hashtags they are using. If these hashtags also apply to you, then take note.

Next, simply search for the kind of hashtags you think would work. Type keywords that describe your business into the search bar, and look for recommended hashtags. You could use destinations you cover, activities that you offer (bicycle tours, cruises, history walks), what kind of travelers you want to attract (adventure, slow travel, wellness), and so on. Try to make as big of a list as possible.

Using Your Tourism Hashtags

When you find relevant tourism hashtags, create a spreadsheet and divide based on pillars.

For example, you could have a broad hashtag pillar (#travel, #yoga, #holiday), and then specific hashtags under each type of content or travel option that you offer. For example, if you offer hiking tours and cycling tours, have a set of hashtags for each pillar.

Then, when you post something on social media, simply go to your pillar and copy-paste your hashtags. Be sure to include a few relevant broad hashtags too.

Measuring the Impact Of Your Marketing Efforts

To make sure you’re using tourism hashtags for marketing your business correctly, you’ll need to measure the impact these hashtags actually have.

Use your social media channel’s insights/analytics dashboard to measure the impressions and engagement of your posts.

If you see a big increase in impressions but little increase in engagement, then you’ll want to refine your hashtags more to make them more relevant. Ideally, you want increased impressions and engagement that matches this.

If your posts aren’t getting more engagement from your hashtags, then it’s time to change up the hashtags you’re using.

Whether you’re just setting up your brand’s social media handles, or you’ve been on Instagram for a while, having a hashtag strategy is key to increasing the visibility of your travel brand, writes Albertine Brandon .

A hashtag strategy is basically a plane for how you will increase the visibility of your brand (and engagements on your posts) on Instagram using hashtags. It’s a comprehensive list of the hashtags you will use for each post you share to ensure your organic content is reaching the maximum amount of people each time. This list will need to be updated regular to reach fresh, new audiences.

Your hashtag strategy may be broad (a set of 100+ relevant hashtags you will dip into for each post you share) or very specific (a tailored set of 30 hashtags for each post). The more specific you can be with your hashtag strategy, the better.

The aim of building a hashtag strategy is to find hashtags that are relevant to your post, but not so popular (500,000+ posts on a hashtag is when you’re likely to see less impact of using hashtags) that your posts don’t get any visibility on them. Using a set of 30 relevant, niche hashtags can see your post’s engagement explode overnight and can really help your brand to reach the right people on Instagram.

You should regularly build on your hashtag strategy, finding new hashtags to add to your lists and use on your posts. Also, keep an eye out for  ‘banned’ hashtags  to ensure your posts’ reach isn’t limited!

Why do I need a hashtag strategy?

Take a look at your brand’s most recent posts to Instagram. How many of their impressions were down to hashtags? If you’re seeing a low number, or no impressions at all from hashtags then it’s time to commit to a hashtag strategy.

Putting aside some time to properly plan the hashtags you will use for your brand, and on each individual post, can result in thousands of impressions for your brand’s posts, an increased number of follows from each post and increases in the number of times your posts are shared or saved by Instagram users.

Getting your strategy right can put your brand on the social media map and help you to grow a niche following who are truly interested in your brand and what you offer. This is especially important right now while the majority of leisure travel is on pause!

By using niche, relevant hashtags for each of your posts, you’re putting your content in front of people who are searching for similar posts. It’s a great way to get the attention of your ideal customer and can help you to find out more about the style of content they enjoy seeing on social media.

How can a hashtag strategy benefit my travel brand?

The amount of people  travelling for leisure purposes is greatly reduced right now . A good hashtag strategy is free marketing, it costs nothing to add the right hashtags to your posts and you’ll see the results as soon as you start doing it right. If you have great Instagram content, it’s a great way to grow your brand’s audience rapidly on the platform with no spend required.

What types of hashtags should I use for my travel brand?

When it comes to hashtags, you should go as niche as you can. This will ensure you’re targeting your ideal audience with every post and being seen by people with similar values.

For example, if you were a luxury resort in Bali, your hashtags should be focused around Bali, luxury travel, island destinations and resorts.

If you’re not sure where to start, begin by jotting down the keywords that describe your brand. From here, you can research the relevant hashtags for each of these keywords. You can find relevant hashtags on Instagram by searching your keyword and seeing what suggested hashtags come up. Try to go for a mix of popular and less used hashtags for the biggest impact, avoiding any that are really popular (1,000,000+ posts) as it’s unlikely your posts will reach the top page or even stay at the top of the recent page for long.

For each of your individual posts, you can follow the same method. For example, if the image was of yoga taking place on the beach, your keywords might be beach holiday, island destinations, wellness travel, yoga retreats. Aim to use 30 relevant hashtags on each post. This is the maximum amount of hashtags that Instagram allows you to use, and if they’re all relevant it will ensure you get maximum reach for each post you share.

Why should I avoid popular travel hashtags?

You might think using the most popular hashtags will mean your posts reach more people, but this isn’t necessarily true. Hashtags with more than 1 million posts are used by a lot of people, so when you use them as well it’s unlikely you’re going to hit the ‘top’ page unless your account has a big following (we’re talking 100k or more).

The best thing to do is to aim to use hashtags that are popular, but with 500,000 posts or less. This way you are benefitting from their popularity without getting lost in the thousands of posts uploaded using them each day.

Another thing worth mentioning is that popular hashtags can sometimes end up being banned by Instagram. This is because they often get spammed with irrelevant posts from untrustworthy accounts. If you want to see if a hashtag you’re using is banned, look it up on Instagram and it will display a message saying the hashtag is considered banned and may not show relevant posts.

How will I know my hashtag strategy is working?

The most obvious way to find out if your hashtag strategy is working is by looking at the impressions your posts are getting from hashtags. To find this, you will need to have a Business account on Instagram. Click on ‘view insights’ on your post and scroll down to see the impressions breakdown. This will tell you exactly how many are coming from hashtags. If you can’t see ‘from hashtags’ in the list, then that means your impressions from them is 0.

Once your hashtag strategy is up and running, compare the ‘from hashtags’ impressions of your most recent posts to older posts that you didn’t apply hashtag strategy to. Seeing a huge increase here is evidence that your hashtag strategy is working.

If you feel like your hashtag impressions still aren’t as high as you want them to be, it’s time to look at the quality of your content. Higher quality photos and video will perform better on hashtag pages. You could even play around with some  A/B testing  to see if slight variations in colour scheme or the angle of a photo change its performance for a particular set of hashtags.

Keeping testing out different sets of hashtags and different images/videos to see what performs best, and then build your strategy from there. Following this advice will really help to increase your brand’s exposure on social media and engage your target audience.

Why Traveling Around Africa Is Difficult for Africans

I was scrolling on social media when a post caught my eye. Green Ranger Safaris , a travel company I'd never heard of, was organizing a road trip through seven African countries. This trip would start in Nairobi, Kenya, then head down into Tanzania, Malawi, Zambia, Zimbabwe, Namibia, and Botswana. The pricing was reasonable, so I paid a deposit, brushing aside concerns about both spending weeks on end with a group of strangers and the slight chance that the trip might have been an excellently worded scam.

A few months later, in August, I was on a truck with those strangers. It was late in the evening, and we swept through the Kalahari Desert in northern Botswana, the sun in the sky a flaming orb, the only visible life on the sand of the desert being the shrubs, the wild horses, and the herds of elephants. Music swirled from the truck's speakers, a mishmash of popular Kenyan songs from the turn of the century and Nigerian megahits. The countries we were traveling to had been chosen mostly because they were all English-speaking and provided visa-free travel to Kenyans, so the border crossings were simple, with clearances for the trucks, stamps for our passports and, in Botswana, disinfectant for our shoes.

Talk among the passengers was already turning toward doing similar trips in other parts of Africa. One suggested starting in Namibia, sweeping down along the coast into South Africa, moving through the megacities there, then traveling to Lesotho and Eswatini before entering Mozambique. Another pitched a West Africa trip. It all sounded exciting. Everything was possible. But then another passenger brought up Niger, where a coup had just led to the country's closure of its borders. What would happen if a person took a West Africa road trip and then there was a coup? Would the passenger have to stay there and never go home? We laughed at the absurdity. But behind the laughter was real heartache. Because the reality is that any African traveler has thought about the difficulty of traveling as an African.

My mother was a traveler, and when she traveled for work, my brothers and I would travel in Kenya with her. Then, when I was older, the expanse of my travel grew larger: First I traveled around Kenya, then around East Africa. Now I have a desire to explore the continent, to explore versions of myself in other countries in Africa, home to some of the most humbling and impressive landscapes and vistas in the world: to the largest freestanding mountain on earth (Kilimanjaro); to the largest hot desert in the world (Sahara); to thundering waterfalls twice as wide and deep as Niagara (Victoria); to sparkling white-sand beaches; to UNESCO-listed nature reserves; to cities whose histories stretch back through millennia; and to award-winning wine regions. But I find myself marooned before the bank of difficulties other African travelers face.

A few months after my Green Ranger trip, I spoke to Anneli Douglas, an academic at the University of Pretoria in South Africa who has studied travel in Africa. She pointed out how much easier it is for Western visitors to get visas for Africa than it is for African travelers to visit their countries. "Sometimes, travelers have to travel long distances to apply for a visa, or there might not even be representation of the destination country in the home country, making it difficult to obtain a visa at all," she says. "Also, for Western countries, the cost to obtain a visa to Africa is much cheaper than what it is for Africans-considering the value of the local currency."

In places like Kenya, African destinations are rarely marketed to would-be travelers. Instead, there is a surfeit of packages offering holiday trips in destinations like Dubai, Bangkok, and Istanbul, because it is not only easier but also often cheaper to organize trips to these places than it is to organize trips within the continent. Even when visas are relatively easily attainable, travel from one African country to another is rife with difficulties. Sam Maundu, a Nairobi-based tour operator who runs Rosolo Safaris , which organizes trips around Africa, had no shortage of factors ready when I asked what these difficulties are: "Language barriers, visa restrictions, expensive flights, African destinations not targeting Africans to visit, long distances to be covered either by road or by flight since there are often no direct flights, security situations in some places, perception that there is nothing to see in other African countries, harassment by border officials."

One of the lingering effects of colonialism on the continent is that interaction between African countries tends to exist along mostly colonial lines: There are the former Portuguese colonies, the former British colonies, the former French colonies. Passport holders from Kenya, which was colonized by Britain, are mostly able to go to former British colonies visa-free or with visa-on-arrival status. This means that for a person planning a trip, it becomes easier to think of traveling to these countries. On our multiple-country road trip, the travelers were mostly holders of Kenyan and Ugandan passports (Uganda, another former British colony), and so the countries that the trucks went to were all-except for Namibia-former vestiges of the British Empire. This shared history meant also that because all these countries have English as an official language, it would be relatively easy for us travelers to communicate with people there.

Samuel Agblorti is a lecturer at the Centre for Mixed Migration and Diaspora Studies of the University of Cape Coast in Ghana. I ask him about about a hypothetical trip from Cameroon to Senegal, across a region where multiple coups have happened in recent years. Safety concerns rising from these events had further entrenched visa restrictions across Africa. "Because our borders aren't very well protected, there is a fear that allowing too many visitors will make it unsafe," Agblorti tells me. But even getting those visitors has been a problem.

In 2016, the African Union announced plans for an AU passport to be rolled out by 2020. This passport would open travel across the continent, as more African citizens wouldn't need visas to travel to other African countries. However, more than seven years later, the passport hasn't been launched, stymied by a mixture of security concerns and protectionist attitudes among African states. (The AU remains silent on when and if the passport will be launched.) Still, Agblorti says such a passport would not necessarily be the panacea that its supporters think it would be as it wouldn't automatically lead to visa-free travel without individual states implementing it. He gave the example of regional blocs such as the Economic Community of West African States (ECOWAS), whose membership comprises 15 West African states whose citizens hold ECOWAS passports. "Even within ECOWAS, there are protocols that member countries are supposed to adhere to, but some of them don't," he says. "You may have a common passport, but if the countries don't make extra commitments, then it doesn't matter."

Thus far, only a handful of African countries have committed to allowing African visitors to visit without a visa: Gambia, Benin, and Seychelles; Rwanda has announced plans to implement this. On a small scale, then, African visitors to these countries will experience the promise of the AU passport-if it does indeed come to fruition.

Most recently, in December 2023, rather than introduce the visa-free status its president had promised , Kenya announced that it would require an electronic travel authorization (ETA) , to increase revenue from visitors seeking to enter Kenya. Visa-free entry was scrapped for all but five other East African countries, and new travel requirements and fees were introduced for countries whose citizens had previously enjoyed visa-free travel into Kenya. To some, the doors of entry-rather than being flung open-were being closed even tighter.

Another issue is how expensive it is to travel in Africa. According to a 2013 World Bank report , airfare within Africa is roughly 50 percent more expensive than airfare in comparable locations worldwide. Flights from one African country to the other tend to be much more expensive than flights from Africa to Europe and Asia, despite logic that the shorter the distance, the cheaper the flight ought to be. This means, in effect, that a traveler from Kampala, Uganda, would find it more affordable, and therefore more attractive, to fly to Dubai than to Maputo, Mozambique, despite the latter being much closer than the UAE.

Tour operator Maundu told me that this makes it difficult for him to suggest to his clients travel packages that involve other African destinations: Often, it means the cost of the round-trip air tickets more than doubles the cost of the entire travel package. And there aren't always reliable road or rail options that offer alternative transport to travelers. Most leisure travelers can't move directly by rail from Kenya to South Africa (there is a luxury train network between Tanzania and South Africa that costs $19,000), while in most other regions of the continent, not only are there no multicountry rail options, but also existing bus networks rely on terrible roads.

The irregularity or non-availability of intra-regional air connections and of internal air transport also constrains access to internal destinations and prevents progress with multicountry tourism packages, Maundu says. Also, tax rates per passenger in Africa are more expensive than they are on other continents: The total tax per passenger is about $64, compared to $30.23 in Europe and $29.65 in the Middle East. This is exacerbated by the lack of a single unified aviation market, whose absence means that fares and tax rates swing with volatility across different parts of the continent.

Rather than negotiate with one central body, airlines operating in Africa deal with individual countries, which each usually have different rates and requirements for entry. In Europe, for instance, the establishment of the European Common Aviation Area (ECAA) in 2006 decreased airfares across Europe by making possible the rise of a fleet of low-cost airlines, and at the same time increased the volume of flights within European airports. In this vein, there have been attempts to establish a single aviation market in Africa. The most recent of these attempts is the Single African Air Transport Market (SAATM). Announced in 2018 , the SAATM so far has signed on 34 countries. However, like the AU passport before it, the SAATM has not been implemented, and so it remains nothing but an idea.

In the meantime, African travelers continue to dream. Travel plans continue to be made. Potential destinations continue to be talked about. At the end of our seven-country road trip, as we headed back to Kenya, we spoke again about organizing future trips together, our group of strangers now bonded as friends. Some people discussed taking a trip to Uganda over the next month. Others talked about heading across the Indian Ocean to Mauritius. In Lusaka, Zambia, where the first batch of travelers would leave us to fly back to Nairobi, weepy goodbyes were made. "We are family," one of them said.

Elon Musk’s social media app X has been placing advertisements in the search results for at least 20 hashtags used to promote racist and antisemitic extremism, including #whitepower, according to a review of the platform. 

NBC News found the advertisements by searching various hashtags used to promote racism and antisemitism, and by browsing X accounts that often post racial or religious hatred. The hashtags vary from obvious slogans such as #whitepride and #unitethewhite to more fringe and coded words such as #groyper (a movement of online white nationalists ) and #kalergi (a debunked theory alleging a conspiracy to eliminate white people from Europe).

While the hashtags make up a small percentage of what is posted daily on X, they add to previous examples showing how the platform has struggled to maintain control of its ad network and how it intersects with hate speech — an issue that has plagued the platform for years. The placements allow X to monetize extremist content more than 18 months after Musk said that he would demonetize hate posts on the platform he owns.

It’s not clear to what extent people at X were aware that the company was monetizing the extremist hashtags prior to NBC News’ reporting. Twitter, as the platform was then known, began placing ads amid search results around 2010. Last year, some users posted on X that they saw ads amid the search results for #heilhitler. Some of those users tweeted about the issue to X management, meaning the company could have known for months, at least, that it was monetizing certain problematic hashtag searches.

After NBC News sought comment from X on the findings, X appeared to have taken action against at least five of the 20 hashtags that previously had ads, removing the ability of users to search for the hashtags. The other 15 including #whitepower remained searchable.

In a statement to NBC News, X did not dispute the findings but said the company “had already taken action on a number of these terms and will continue to expand our approach as necessary.” The statement also reiterated the company’s intention, announced in January , to open a 100-person “center of excellence” for content moderation.

The statement, sent via email, said the NBC News findings did not reflect the full extent of the company’s enforcement practices, including around violent content .

“X has clear rules in place relating to violent and hateful speech, and robust protections in place for advertisers,” X said in the statement. “One of our enforcement tools is to limit the reach of posts, which is not reflected in this research.” 

Representatives for X did not answer emailed questions about how it decides which hashtags to demonetize or block entirely.

On Thursday, after NBC News published this report, X said in a post on one of its corporate accounts that it had rolled out a change last month to greatly limit ads in search results. The company said it now maintains a list of “brand-safe and commercially relevant search terms” and allows search ads only alongside those terms or terms chosen by advertisers.

X bans the promotion or glorification of violence and has previously applied the policy to racist and antisemitic content. In April, an NBC News report found that at least 150 paid X subscribers at the time were sharing pro-Nazi content , including speeches by Adolf Hitler. Being a paid subscriber of X allows users to potentially enroll in X’s revenue sharing program, which gives creators a cut of ad dollars generated from their content.

Anika Collier Navaroli, who worked at Twitter as a senior content policy expert before leaving in 2021, said that X could block or demonetize specific hashtags like #whitepower if it wanted to without compromising its free speech principles. 

“There’s no freedom to trend, or populate at the top of search, or be recommended to new people. These are not freedoms,” said Navaroli, now a senior fellow at the Tow Center for Digital Journalism at Columbia University.

Musk has rolled back much of the content moderation on X since he bought the app, then known as Twitter, in October 2022. 

X has lost dozens of major advertisers under Musk’s ownership, with 74 out of the top 100 U.S. advertisers from that month no longer spending on the platform as of May, according to research firm Sensor Tower. At least some of those former advertisers, such as Disney , quit X after reports about antisemitism and other forms of hate on the platform, including in posts by Musk himself. Musk, the CEO of Tesla and SpaceX, created a firestorm in November when he embraced the concept of the “great replacement,” which says there is a conspiracy to replace the white population with nonwhite people. 

In April, Hyundai paused spending on X after a sponsored post from the automaker appeared next to antisemitic and pro-Nazi posts. The company said Tuesday it had not resumed such spending. 

Because hashtags are used to amplify the reach of content, they can be ripe for abuse, and for years have been a significant battleground for content moderation as tech companies such as Meta and TikTok decided which hashtags to demonetize or restrict.

Social media apps have various ways to restrict hashtags, including blocking them from searches and removing them from auto-complete functions. Last year, X blocked searches for hashtags associated with child sex abuse material after NBC News reported that certain terms served as rallying points for people seeking to trade or sell the illegal material. At the time, an X representative said the company was using automated detection models to compile a list of thousands of hashtags that could violate the company’s policies.

Before Wednesday, X appeared to have blocked at least three antisemitic hashtags, according to searches of the platform. A search for those hashtags produces an error message: “Something went wrong, but don’t fret — it’s not your fault.” In all, NBC News reviewed 50 hashtags. After NBC News contacted X about the hashtags, 12 of 50 hashtags appeared to be blocked.

The 20 monetized extremist hashtags on X included six associated with explicit white supremacy, eight promoting antisemitism and six related to anti-immigrant conspiracy theories. Gearset and Shopify, two companies that make business software, and MS, a company that creates music playlists, were among the X advertisers whose ads ran in between the search results for racist and antisemitic hashtags; the three companies did not respond to requests for comment.

Companies don’t necessarily choose the type of content their ads are adjacent to. They can use block lists to try to avoid certain content, though on X’s ad system, they must list keywords one-by-one to avoid them.

Tech companies do not publish their block lists and vary in how often they restrict hashtags to reduce the amplification of hate speech, sexual content or other objectionable material. In 2013, a blogger compiled a list of more than 200 hashtags that Instagram had made unsearchable. Most of them referred to sex or nudity, which Instagram limits while X generally does not. 

X is different from rival social media sites in allowing certain searchable hashtags with racial prejudice. Instagram and TikTok do not show users any results when they search for #whitepower or #whitepride — two hashtags that X has allowed and placed advertisements alongside. 

Of the 50 reviewed hashtags, searches on X for 45 of them returned recent racist or antisemitic posts. On Instagram, 15 of the 50 hashtags returned racist or antisemitic posts, with the other 35 either blocked or producing anti-racist or unrelated content. On TikTok, 10 of the 50 hashtags returned racist or antisemitic posts, with the rest either blocked or producing other content. 

Instagram, which is owned by Meta, discloses that certain hashtags may not be searchable if the associated content “consistently” does not follow the app’s community guidelines . The company says it periodically reviews hashtags under moderation and may revise its decisions based on the content being posted using the hashtags.

Instagram said in a statement that, short of removing a problematic hashtag entirely from search, it may take less restrictive steps such as removing individual posts. Meta has policies that apply to specific hateful ideologies such as Nazism.

Of the 15 hashtags that produced racist or antisemitic content on Instagram per the NBC News review, Instagram made six of them non-searchable by Wednesday.

TikTok described a similar policy and process, saying that it removes or restricts hashtags that violate the app’s rules.

TikTok said that it tailors its approach depending on circumstances, with “public interest exceptions” to leave up some problematic content for educational or satirical reasons.

“We recognize that some content that would otherwise violate our rules may be in the public interest to view,” it says on a website .

Some of the extremist hashtags on X have spiked in popularity in recent months, according to research by Darren Linvill, co-director of Clemson University’s Media Forensics Hub. Linvill, who has researched troll factories and disinformation tactics , analyzed several of the hashtags at the request of NBC News. 

In late March, a Holocaust denial hashtag echoing the debunked conspiracy theory that it “never happened” spiked to more than 2,200 mentions in one day after previously getting almost no activity, according to Linvill’s findings. Linvill said the spike appeared to be the result of an organized effort by a group of accounts to get the hashtag trending, with no clear connection to offline events. He said several of the accounts were later suspended.

The hashtag was searchable on X until Wednesday, when it appeared to be blocked. Top posts on that hashtag included images depicting antisemitic stereotypes and memes depicting Holocaust denial.

AI appears to be fueling some of the content associated with certain hashtags. In one series of posts, neo-Nazi users have posted AI-generated cartoon hedgehogs with the animal as a stand-in for Hitler. Linvill said use of the associated hashtag spiked this year through early May, with accounts repeatedly posting images of hedgehogs in paramilitary and Nazi outfits holding firearms and giving Nazi salutes. NBC News did not see advertisements in the search results for that hashtag.

Megan Squire, deputy director for data analytics at the Southern Poverty Law Center, an anti-hate group founded in 1971, said that X isn’t living up to its own policies when it allows violent extremists to use the platform’s amplification features.

“It shows that it’s not top of mind and it’s not on anyone’s to-do list for the week,” she said. “It’s a choice.”

She said that X’s approach to violent extremism contradicts its hands-on attempts to be an arbiter of popular culture — attracting presidential candidates and being a hub of discussion for major events. 

“They can’t have it both ways,” she said. “If you’re going to have the power to weigh in on cultural issues, then that extends to the responsibility to use that power for good.”
