Buckley Hall is about 3 miles from Rochdale town centre and Rochdale train & Metrolink stations With accessible links to Manchester. It is also served by several local buses.

Entering Buckley Hall

All visitors, aged 16 or older must prove their identity before entering the prison. Read the list of acceptable forms of ID when visiting a prison

  • All visitors including children will be subject to a rub-down search
  • You may also be subject to a further search by Prison staff with trained security dogs
  • Buckley Hall has a strict dress code policy which means visitors should dress sensibly. You may be turned away if you are wearing items like vests, low-cut tops, short skirts or clothes with offensive statements on them
  • There are strict controls on what you can take into Buckley Hall. You will have to leave most of the things you have with you in a locker in the visitors’ centre or in your car - this includes pushchairs and car seats
  • Upon arrival, signs and notices are displayed to ensure you have a positive visit. Any failure to follow the published guidance could result in your visit being halted or cancelled with restrictions placed on you visiting the establishment in the future. Relevant requests and instructions are clearly displayed to inform you of all the necessary processes required

Visiting facilities

Buckley Hall has a visitors centre run by Partners of Prisoners (POPS) . Family and friends of prisoners can relax, buy refreshments and get advice and support from the staff.

The centre opens an hour before the first visit of the day.

There is a canteen and a children’s play area in the visiting hall.

Phone calls

Prisoners do not have phones in their cells so they will always have to call you. They have to buy phone credits to do this.

They can phone anyone named on their list of friends and family. This list is checked by security when they first arrive so it may take a few days before they are able to call.

Prisoners can make calls during set hours:

  • Monday to Friday, 8am to 8:30am, 11:30am to 12:30pm, 5pm to 7pm
  • Weekends, 8am to 5:15pm

You can also exchange voicemails using the Prison Voicemail service .

Officers may listen to phone calls as a way of preventing crime and helping keep people safe.

You can send emails to someone in Buckley Hall using the Email a Prisoner service .

You might also be able to attach photos and receive replies, depending on the rules at Buckley Hall.

You can write at any time.

Include the person’s name and prisoner number on the envelope.

All post, apart from legal letters, will be opened and checked by officers.

Send money and gifts

You can use the free and fast online service to send money to someone in prison .

You can no longer send money by bank transfer, cheque, postal order or send cash by post.

If you cannot use the online service, you may be able to apply for an exemption - for example if you:

  • are unable to use a computer, a smart phone or the internet
  • do not have a debit card

This will allow you to send money by post.

Gifts and parcels

People in Buckley Hall are given a list of approved items that can be sent to them as gifts. Contact Buckley Hall for more information on what’s allowed.

Parcels should be addressed to reception. Make sure to include the person’s name and prisoner number on the parcel.

All parcels will be opened and checked by officers.

Friends and families of prisoners are permitted to send books directly to their loved ones, or can order books from approved retailers, which can source and send the books on to prisoners.

Life at Buckley Hall

Buckley Hall is committed to providing a safe and educational environment where men can learn new skills to help them on release.

Security and safeguarding

Every prisoner at Buckley Hall has a right to feel safe. The staff are responsible for their safeguarding and welfare at all times.

Arrival and first night

When a prisoner first arrives at Buckley Hall, they will be able to contact a family member by phone. This could be quite late in the evening, depending on the time they arrive.

They will get to speak to someone who will check how they’re feeling and ask about any immediate health and wellbeing needs.

Each prisoner who arrives at Buckley Hall gets an induction that lasts about a week. They will meet professionals who will help them with:

  • health and wellbeing, including mental and sexual health
  • any substance misuse issues, including drugs and alcohol
  • personal development in custody and on release, including skills, education and training
  • other support (sometimes called ‘interventions’), such as managing difficult emotions

Everyone also finds out about the rules, fire safety, and how things like calls and visits work.

Accommodation

Around 450 prisoners are at Buckley Hall across 4 units. There is a mixture of single and shared cells. Each unit has its own communal area and public telephones. Prisoners can rent TVs in their cells for £1 a week.

Prisoners have access to a gym, sports hall, fitness classes and sports-related courses and education.

Buckley Hall has a diverse, multi-faith chaplaincy team providing services and support to prisoners.

Education and work

Education at Buckley Hall is provided by Novus . Prisoners can learn important skills, such as English and maths, ICT, art, creative textiles and train in a variety of professions including shop fitting, property maintenance, industrial cleaning, plastering, bricklaying, carpentry and catering.

Work is also available in 3 prison-run workshops that:

  • recycle electrical equipment
  • repackage fashion goods for a high street retailer
  • manufacture prison work wear.

Temporary release

Some Buckley Hall prisoners may qualify for release on temporary licence. This can be used to gain work experience in the local community and prepare for release. Prisoners can apply for this within the prison.

The managers praised ‘can do’ staff and staff-prisoner relations, based on first-name terms, that the No. 1 called ‘better than any other jail I’ve worked in’; and noted a ‘No decision about me without me’ consultative approach to prisoners. Keywork was ‘the biggest positive in many years’. Healthcare, catering and gym ‘worked closely’ to support healthy living – and the catering was ‘excellent’. Family support was ‘strong’ (including parental contact visits, parenting courses etc). Drug recovery services were praised, as was education & training with its strong employer links (e.g. Recycling Lives which offers a job and accommodation on release). Allowing families of POELTS to visit helped reassure them about their loved ones’ safety, while the staff mess was ‘well-used’ and ‘valued’, and the gardens and green areas made ‘a big difference’ for all. Charity events involving both prisoners and staff were positives too.

The prisoners felt ‘very safe’, and agreed there was an ‘excellent’ rapport with staff (‘who really want to help’), liked the use of first names, and said the No. 1 was ‘very good’, highly visible, and approachable. They were consulted ‘on everything’ and the ‘very good’ Prison Council had quarterly meetings with the Deputy Governor and regular department meetings. Family support was ‘the best’ (including family and parental contact visits, ‘sitting next to’ partners, Storybook Dads with video, and parenting courses). They liked the charity ‘fun’ days and events, called the healthy food ‘phenomenal’, and praised the healthy living focus (including the prison Park Run) and ‘excellent’ gym staff and drug rehab support.

The Officers said the prison was ‘safe’, with ‘very supportive’ managers (including a visible and approachable No. 1), and supportive staff (‘lots of social events’) with ‘very good’ de-escalation skills, who had made POELTS very welcome. Staff-prisoner relations were ‘excellent’ and ‘informal but respectful’.

Dr. Joseph Lozovyy was born into a Christian family in Elektrostal, Moscow Region, and was raised in a pastor’s home. From the age of fifteen, he began actively participating in the music ministry of the Baptist Church in Mytishchi, where his father served as a pastor, and also played in the orchestra of the Central Moscow Baptist Church. From 1989, he participated in various evangelistic events in different cities of Moscow Region and beyond. From 1989 to 1992, as a member of the choir and orchestra “LOGOS,” he participated in evangelistic and charitable concerts, repeatedly performing on the stages of the Moscow State Conservatory, the Bolshoi Theatre, and other concert halls in Russia and abroad. In 1992, his family moved to the United States. In 2007, after completing a full course of spiritual and academic preparation, Joseph moved to Dallas, Texas, to engage in church ministry. In 2008, he founded the Russian Bible Church to preach to the Russian-speaking population living in Dallas, Texas.

New modification of Russian VVER-440 fuel loaded at Paks NPP in Hungary

DECEMBER 14, 2020 — After the recent refueling at power unit 3 of the Hungarian Paks NPP, its VVER-440 reactor has been loaded with a batch of fresh fuel including 18 fuel bundles of the new modification. The new fuel will be introduced at all four operating power units of the Paks NPP, and the amount of new-modification bundles in each refueling will be increased gradually.

Development of the new VVER-440 fuel modification was completed in 2020 under the contract between TVEL JSC and MVM Paks NPP Ltd. Its introduction would optimize the hydro-uranium ratio in the reactor core, enabling to increase the efficiency of fuel usage and advance the economic performance of the power plant operation. All VVER-440 fuel modifications are manufactured at the Elemash Machine-Building Plant, a facility of TVEL Fuel Company in Elektrostal, Moscow Region.

Paks Nuclear Power Plant

“Introduction of a new fuel is an option to improve technical and economic performance of a nuclear power plant without substantial investment. We are actively engaged in development of new models and modifications of VVER-440 fuel for power plants in Europe. The projects of the new fuels for Loviisa NPP in Finland, Dukovany NPP in the Czech Republic, Mochovce and Bohunice NPPs in Slovakia, are currently at various stages of implementation. Despite the same reactor model, these projects are quite different technically and conceptually, since we take into account the individual needs and requirements of our customers,” commented Natalia Nikipelova, President of TVEL JSC.

The project of development and validation of the new fuel has been accomplished with participation of a number of Russian nuclear industry enterprises, such as OKB Gidropress (a part of Rosatom machine-building division Atomenergomash), Bochvar Institute (material science research facility of TVEL Fuel Company), Elemash Machine-building plant and Kurchatov Institute national research center. At the site of OKB Gidropress research and experiment facility, the new fuel passed a range of hydraulic, longevity and vibration tests.

Paks NPP is the only functioning nuclear power plant in Hungary with total installed capacity 2000 MWe. It operates four similar units powered by VVER-440 reactors and commissioned one by one in 1982-1987. Currently, Paks NPP is the only VVER-440 plant in the world operating in extended 15-monthes fuel cycle. The power plant produces about 15 bln kWh annually, about a half of electric power generation in Hungary. In 2018, the project of increasing the duration of Paks NPP fuel cycle won the European competition Quality Innovation Award in the nomination “Innovations of large enterprises”. Russian engineers from TVEL JSC, Kurchatov Institute, OKB Gidropress, Bochvar Institute and Elemash Machine-building plant provided assistance to the Hungarian colleagues in accomplishment of the project.

  TVEL Fuel Company of Rosatom incorporates enterprises for the fabrication of nuclear fuel, conversion and enrichment of uranium, production of gas centrifuges, as well as research and design organizations. It is the only supplier of nuclear fuel for Russian nuclear power plants. TVEL Fuel Company of Rosatom provides nuclear fuel for 73 power reactors in 13 countries worldwide, research reactors in eight countries, as well as transport reactors of the Russian nuclear fleet. Every sixth power reactor in the world operates on fuel manufactured by TVEL.  www.tvel.ru

General Information, HMP Buckley Hall

Buckley Hall was the 4 th contracted-out prison in the UK, and the first privately managed category C establishment holding medium-security prisoners, and was operated by Group 4 Prison Services. After a tendering process in June 2000, the establishment reverted to Prison Service control. In April 2002 it re-roled to a closed female training prison. As a result of population pressures in the male estate, it was then re-roled back to a male category C prison in September 2005.

  • A wing – 110 beds; one spur is normal accommodation and the other is the drug and alcohol recovery unit
  • B wing – 120 beds, normal accommodation
  • C wing – 120 beds, one spur is the first night centre and induction and the other is the Aspire unit
  • D wing – 59 beds, normal accommodation
