Mainland China – Level 3: Reconsider Travel

Reconsider travel due to the arbitrary enforcement of local laws , including in relation to exit bans, and the risk of wrongful detentions .

Summary:  The People’s Republic of China (PRC) government arbitrarily enforces local laws, including issuing exit bans on U.S. citizens and citizens of other countries, without fair and transparent process under the law.

The Department of State has determined the risk of wrongful detention of U.S. nationals by the PRC government exists in the PRC.

U.S. citizens traveling or residing in the PRC may be detained without access to U.S. consular services or information about their alleged crime. U.S. citizens in the PRC may be subjected to interrogations and detention without fair and transparent treatment under the law.

Foreigners in the PRC, including but not limited to businesspeople, former foreign-government personnel, academics, relatives of PRC citizens involved in legal disputes, and journalists have been interrogated and detained by PRC officials for alleged violations of PRC national security laws. The PRC has also interrogated, detained, and expelled U.S. citizens living and working in the PRC.

PRC authorities appear to have broad discretion to deem a wide range of documents, data, statistics, or materials as state secrets and to detain and prosecute foreign nationals for alleged espionage. There is increased official scrutiny of U.S. and third-country firms, such as professional service and due diligence companies, operating in the PRC. Security personnel could detain U.S. citizens or subject them to prosecution for conducting research or accessing publicly available material inside the PRC.

Security personnel could detain and/or deport U.S. citizens for sending private electronic messages critical of the PRC, Hong Kong SAR, or Macau SAR governments.

In addition, the PRC government has used restrictions on travel or departure from the PRC, or so-called exit bans, to:

  • compel individuals to participate in PRC government investigations;
  • pressure family members of the restricted individual to return to the PRC from abroad;
  • resolve civil disputes in favor of PRC citizens; and
  • gain bargaining leverage over foreign governments.

U.S. citizens might only become aware of an exit ban when they attempt to depart the PRC, and there may be no available legal process to contest an exit ban in a court of law. Relatives, including minor children, of those under investigation in the PRC may become subject to an exit ban.

The PRC government does not recognize dual nationality. Dual U.S.-PRC citizens and U.S. citizens of Chinese descent may be subject to additional scrutiny and harassment. If you are a U.S. citizen and choose to enter Mainland China on travel documents other than a U.S. passport and are detained or arrested, the PRC government may not notify the U.S. Embassy or the U.S. Consulates General or allow consular access.

Check with the PRC Embassy in the United States for the most updated information on travel to the PRC. In some limited circumstances travelers to Mainland China may face additional COVID-19 testing requirements to enter some facilities or events.

The Department of State does not provide or coordinate direct medical care to private U.S. citizens abroad. U.S. citizens overseas may receive PRC-approved COVID-19 vaccine doses where they are eligible.

Do not consume drugs in the PRC or prior to arriving in the PRC. A positive drug test, even if the drug was legal elsewhere, can lead to immediate detention, fines, deportation, and/or a ban from re-entering the PRC. PRC authorities may compel cooperation with blood, urine, or hair testing. Penalties for drug offense may exceed penalties imposed in the United States.

Demonstrations : Participating in demonstrations or any other activities that authorities interpret as constituting an act of secession, subversion, terrorism, or collusion with a foreign country could result in criminal charges. Be aware of your surroundings and avoid demonstrations.

XINJIANG UYGHUR AUTONOMOUS REGION, TIBET AUTONOMOUS REGION, and TIBETAN AUTONOMOUS PREFECTURES

Extra security measures, such as security checks and increased levels of police presence and surveillance, are common in the Xinjiang Uyghur Autonomous Region, Tibet Autonomous Region, and Tibetan Autonomous Prefectures. Authorities may impose curfews and travel restrictions on short notice.

If you decide to travel to Mainland China:

  • Enter the PRC on your U.S. passport with a valid PRC visa and keep it with you.
  • Read the travel information page for Mainland China .
  • Enroll in the  Smart Traveler Enrollment Program (STEP)  to receive alerts and make it easier to locate you in an emergency.
  • Avoid demonstrations.
  • Exercise caution in the vicinity of large gatherings or protests.
  • Avoid taking photographs of protesters or police without permission.
  • Keep a low profile.
  • If you are arrested or detained, ask police or prison officials to notify U.S. Embassy Beijing or the nearest U.S. Consulate General immediately.
  • Review the  China Country Security Report  from the Overseas Security Advisory Council.
  • Do not consume drugs in the PRC or prior to arriving in the PRC.

Hong Kong Special Administrative Region (SAR) – Level 2: Exercise Increased Caution

Exercise increased caution due to the arbitrary enforcement of local laws .

Summary: Hong Kong SAR authorities have dramatically restricted civil liberties since the Government of the People’s Republic of China (PRC) imposed the Law of the PRC on Safeguarding National Security in the Hong Kong SAR on June 30, 2020. Following the Hong Kong SAR government’s enactment of its own Safeguarding National Security Ordinance on March 23, 2024, Hong Kong SAR authorities are expected to take additional actions to further restrict civil liberties.

The 2020 National Security Law outlines a broad range of vaguely defined offenses, such as acts of secession, subversion, terrorism, and collusion with foreign entities. The 2024 Safeguarding National Security Ordinance builds on this framework with additional vaguely defined offenses, such as treason, insurrection, theft of state secrets, sabotage against public infrastructure, and external interference. According to the legislation, these offenses are applicable to foreign nationals within the Hong Kong SAR and to individuals, including U.S. citizens and permanent residents, located outside its borders. Under these provisions, anyone who criticizes the PRC and/or Hong Kong SAR authorities may face arrest, detention, expulsion, and/or prosecution. Hong Kong SAR authorities are attempting to enforce these provisions against individuals, including U.S. citizens and permanent residents, residing outside of their jurisdiction by offering cash rewards for information leading to their arrests in the Hong Kong SAR.

Dual Nationality: The Hong Kong SAR government does not recognize dual nationality. Dual U.S.-PRC citizens and U.S. citizens of Chinese descent may be subject to additional scrutiny and harassment. If you are a dual U.S.-PRC citizen and enter Hong Kong SAR on a U.S. passport, and you are detained or arrested, PRC authorities are under an obligation to notify the U.S. Embassy or a U.S. Consulate General of your detention and to allow U.S. consular officials to have access to you. In practice, however, U.S. consular officers may be prevented from providing consular assistance, even to those who have entered on their U.S. passports. Macau Special Administrative Region (SAR) – Level 3: Reconsider Travel

Reconsider travel due to a limited ability to provide emergency consular services. Exercise increased caution due to the arbitrary enforcement of local laws.

Summary:  The U.S. government has a limited ability to provide emergency services to U.S. citizens in the Macau SAR due to People’s Republic of China (PRC) Ministry of Foreign Affairs travel restrictions on U.S. diplomatic personnel.

Even in an emergency, the PRC Ministry of Foreign Affairs requires all U.S. diplomatic personnel, including those accredited to the Macau SAR, to apply for and receive visas before entering the Macau SAR. Approval takes at least five to seven days, significantly limiting the U.S. government’s ability to offer timely consular services in the Macau SAR.

Dual Nationality: The Macau SAR government does not recognize dual nationality. Dual U.S.-PRC citizens and U.S. citizens of Chinese descent may be subject to additional scrutiny and harassment. If you are a dual U.S.-PRC citizen and enter the Macau SAR on a U.S. passport, and you are detained or arrested, PRC authorities are under an obligation to notify the U.S. Embassy or a U.S. Consulate General of your detention and to allow U.S. consular officials to have access to you. China to ease visa requirements for U.S. travelers in latest bid to boost tourism

China will ease visa restrictions for people visiting from the United States, the country’s latest effort to attract foreign travelers since reopening its borders earlier this year.

Starting Jan. 1, American tourists will no longer need to submit round-trip air tickets, proof of hotel reservations, itineraries or invitations to China, according to a notice posted online Friday by the Chinese Embassy in Washington.

The simplified application process is intended to “further facilitate people-to-people exchanges between China and the United States,” the notice said.

The move comes as China has struggled to rejuvenate its tourism sector after three years of strict pandemic measures, which included mandatory quarantines for all arrivals. While those restrictions were lifted earlier this year, international travelers have been slow to return.

In the first half of this year, China recorded 8.4 million entries and exits by foreigners, down from 977 million for all of 2019, the last year before the pandemic, according to immigration statistics.

In another bid to boost tourism, China announced last month that it would allow visa-free entry for citizens of France, Germany, Italy, the Netherlands, Spain and Malaysia for up to 15 days.

The one-year trial program signaled China’s “high-level opening up to the outside world,” Foreign Ministry spokesperson Mao Ning said at a daily briefing.

But China’s efforts to entice American tourists may face other headwinds. International flights between the two countries, which are set by a bilateral agreement, remain well below pandemic levels, though they have slowly increased in recent months.

Over the summer, amid deteriorating relations between Beijing and Washington, the U.S. recommended Americans reconsider traveling to China, citing the risk of wrongful detentions and exit bans.

“The People’s Republic of China (PRC) government arbitrarily enforces local laws, including issuing exit bans on U.S. citizens and citizens of other countries, without fair and transparent process under the law,” the advisory said.

Since China has fully permitted visa applications, there are now several ways to enter the country.

If you still hold a valid Chinese visa (any type including a tourist visa, 10-year visa, a port visa, etc.), you can use it to enter China.

If you don't have a Chinese visa or your visa has expired, you can apply for a new one. All visas can now be applied for, including tourist visas, business visas, work visas, and so on. (International visitors can apply for a tourist visa to the Chinese Mainland in Hong Kong.)

For the documents required for a visa application, you can refer to the information given by a Chinese embassy/consulate . Please submit your application at least two months in advance.

To apply for a tourist visa (L visa), you will be asked to provide an invitation letter issued by a Chinese travel agency or individual or round-trip air tickets and hotel bookings.

Q: What if my passport expires but my visa doesn't?

A: You can travel to China on the expired passport containing valid Chinese visa in combination with the new passport, provided that the identity information (name, date of birth, gender, nationality) on both passport identical.

If there is a change to any of the above details, you must apply for a new visa.

2. 144-Hour Visa-Free Transit Policy

If you do not apply for a Chinese visa, you may still have the opportunity to visit these areas of China visa free: the Shanghai area (including Suzhou, Hangzhou, etc.), the Beijing area (with Tianjin and Hebei), the Guangzhou area (Shenzhen, Zhuhai, etc.), and more. Reason you don't qualify:

  • You must be in transit to a third country or region.
  • You must leave the city area (prefecture or municipality) after the 72/144 hours (the 72/144-hour limit is calculated starting from 00:00 on the day after arrival, i.e. 24:00 on the arrival date).
  • Your passport must be valid for more than 3 months at the time of entry into China.
  • Your passport nationality is not eligible for the 72/144-hour visa exemption program.
  • You have Chinese visa refusal stamps in your passport.

3. Port Visas (Landing Visas)

If you don't have time to get a visa, or if you find it cumbersome to apply for a tourist visa, you could consider traveling to China through a port visa.

Port visas can be applied for a group at least including 2 people. You need to enter the country within 15 days after you get your entry permit. The port visa allows a stay period of 1 to 2 months.

Applicable ports include Beijing, Shanghai, Hangzhou, Guangzhou, Xiamen, Guilin, Xi'an, Chengdu, etc.

Note: Tourists from America are not granted a port visa in Shanghai.

4. Visa Exemption for ASEAN Tour Groups to Guilin

In addition, tour groups from ASEAN member countries, including Malaysia, Thailand, Indonesia, Vietnam, Cambodia, Laos, Singapore, Myanmar, Brunei, and the Philippines, can visit Guilin for 144 hours without visas as long as they meet the visa-free transit policy requirements.

5. Shanghai Visa-Free Policy for Cruise Groups

Shanghai has a 15-day visa-free policy for foreign tourist groups entering China via a cruise. You must arrive and depart on the same cruise and be received by a Chinese travel agent at the Shanghai Cruise Terminal (or Wusong Passenger Center).

6. Hainan Visa-Free Access

Do I Still Need a PCR Test or Antigen Self-Test to Enter China

No. Starting from August 30, all travelers entering China will no longer need to undergo any COVID-19 testing. You do not need to submit any test results for COVID-19 before departure.

Hong Kong / Macau Travel Restriction

Travelers from any region bound for Hong Kong will no longer need to take pre-flight COVID-19 tests (no PCR test, no RAT test) from April 1.

Direct high-speed trains from Guangzhou and Shenzhen to Hong Kong are available now. In preparation for the Canton Fair, it is expected that direct high-speed ferries will be launched from Guangzhou Pazhou Port to Hong Kong's airport in mid-April.

Macau Entry Requirement

From August 30, travelers from any region bound for Macau will no longer need to take pre-flight COVID-19 tests (no PCR test, no RAT test).

There is also no need for any tests when traveling from Macau to the Chinese Mainland.

Inbound and outbound international flights in the week beginning March 6th rose by more than 350% compared with a year earlier, to nearly 2,500 flights, according to Chinese flight tracking data from APP Flight Master.

At present, there are one or two direct flights a week from New York to Shanghai, Los Angeles to Beijing, Seattle to Shanghai, London to Guangzhou, etc.

There are also many flight options with stopovers that are more frequent and affordable. Testing at transit airports is now not required!

The Coronavirus outbreak in China has subsided. China looks like it did in 2019 again. No special measures (like PCR tests or health codes) are required when traveling around China. All attractions are open as normal.

Wearing a mask is not mandatory when traveling. In hotels, masks are off for the most part. But in some crowded places, such as airports or subway stations, many people still wear masks.

Weather-wise, the best times to visit China are spring (April–May) and autumn (September–October), when most of the popular places have their most tourism-friendly weather, except for the "golden weeks" — the first week of May and of October — when most attractions are flooded with Chinese tourists.

If you are looking for smaller crowds, favorable prices, and still good weather, you should consider March and April or September.

Tourism in cultural and historical destinations like Beijing, Shanghai, and Xi'an is hardly affected by weather conditions. They are suitable to be visited all year round.

China’s Golden Week Travel Signals a Revival. Plus, Why U.S. Travel Is Still Lagging

China’s outbound travel is coming back, driven by favorable visa policies, increased airline capacity, and a growing interest in diverse global destinations. However, challenges remain, particularly in travel to the U.S.

In a rebound of international travel, over 1.5 million Chinese citizens embarked on outbound trips during the recent Golden Week holiday , marketing technology firm China Trading Desk told Skift.

This surge points to a significant revival in global travel following the easing of pandemic-related restrictions.

The relaxation of visa policies between China and several countries has played a crucial role in this uptick. During the Golden Week in late April and early May, the growth rate of inbound and outbound bookings outpaced domestic tourism, Trip.com Group told Skift.

Popular Destinations and Emerging Trends

According to data from Trip.com Group, Chinese tourists visited nearly 200 countries and over 3,000 towns worldwide during the Golden Week period.

Thailand emerged as the top destination, with over 215,000 Chinese tourists between April 27 and May 4, according to China Trading Desk’s data. Factors such as visa-free entry offer by Thailand, shorter flight durations, and cost-effectiveness compared to other destinations have driven this trend.

While strong, the numbers still haven’t reached pre-pandemic levels, said Subramania Bhatt, CEO of China Trading Desk.

The popularity of outbound travel is further evidenced by Ctrip’s report of a 190% year-on-year increase in the number of outbound tourists. Alibaba’s Fliggy also noted a near doubling in outbound travel bookings during the five-day holiday, with per capita spending on outbound travel surpassing 2019 levels significantly.

Alipay transactions reflect this increased spending, with a 77% rise in overseas markets during the initial days of Golden Week, particularly in destinations like Thailand and Malaysia.

Challenges in US-China Travel

Travel to the U.S. still faces hurdles , with flight capacity between the two countries around 25% of pre-Covid levels. During the 2019 Labor Day holiday, 70,000 travelers journeyed from China to the U.S., but most recently it was around 42,000.

Bhatt cited several reasons for this:

  • Limited Flight Availability: There’s a slower resumption of direct flights and connectivity between China and the US, impacting the ease of planning trips.
  • Visa Processing Delays: Longer visa processing times have been a deterrent, likely due to staffing issues and backlogs caused by the pandemic.
  • Geopolitical Tensions: Ongoing political tensions between China and the US may make some potential travelers hesitant.
  • Concerns Over Racial Treatment: There is apprehension about the treatment of Chinese individuals in the U.S., which can influence travel decisions.

Airline Capacity and Pricing Trends

Though limited, there has been a gradual restoration of airline service and that has helped. Fliggy said that the average price per person for international air tickets dropped by more than 10% compared to the previous year.

The preference for Asian destinations remains strong, with 9 out of the top 10 outbound destinations being in Asia. Bhatt attributed this to the ease of travel, increased flight availability, and visa-free access in many Southeast Asian countries, as well as Hong Kong, Taiwan, and Macau.

Europe continues to attract Chinese tourists, with over 100,000 travelers heading to European countries excluding the UK during the holiday season, according to China Trading Desk’s data. Trip.com reported notable increases in travel to Spain, Turkey, Austria, Slovenia, Italy, and Georgia, with year-on-year growth exceeding 1.5 times.

Domestic capacity in May still accounts for 92% of all seats to, from and within China this month, with international making up the remaining 8%, according to aviation data firm OAG .

Shifts in Travel Preferences

There is a notable shift towards exploring less traditionally frequented destinations. Austria, Turkey, Morocco, and other less traditionally frequented destinations by Chinese tourists saw the fastest growth rates in bookings, indicating a shift towards exploring new and diverse destinations

Fliggy also reported that bookings for long-distance travel to places like Austria, Turkey, Morocco, Russia, Portugal, Georgia, Egypt, Spain, Kazakhstan, and Brazil quadrupled compared to the previous year.

Additionally, Trip.com group noted significant increases in travel to Middle Eastern destinations such as Oman, Saudi Arabia, and Kuwait, with numbers more than tripling year-on-year.

Saudi Arabia and Qatar are set to increase the number of direct flights connecting China and Hong Kong, capitalizing on the resurgence of Chinese tourists. Having welcomed 140,000 Chinese tourists last year, Saudi Arabia aims to attract 5 million Chinese visitors by 2030.

To enter the People’s Republic of China (PRC), US citizens must possess both a valid passport and an appropriate travel visa. Failure to secure a valid visa before arrival will result in denied entry, potential fines, and immediate deportation at the traveler’s expense. 

Additionally, airlines typically enforce visa requirements and may refuse boarding to passengers without the necessary documentation. Therefore, the correct visa must be obtained well in advance of travel plans to avoid any travel disruptions.

General Chinese Visa Requirements

When applying for any type of Chinese Visa, the following documents are required by the Chinese Embassy and Consulates :

  • Must have at least 6 months of validity remaining
  • Must have at least 1 blank visa page
  • Photocopy of Passport Information Page: A clear copy of the passport’s information page.
  • Passport Photo : A recent photo (48mm x 33mm in size).
  • Completed Visa Application Form: Fill out the appropriate Chinese visa application form accurately and completely.

Special Requirements for Minors

Minors (under 18) have additional requirements. Depending on their travel arrangements, they must provide information:

  • Copies of the information page of both parents’ passports.
  • Copies of both parents’ driver’s licenses.
  • Copies of the information page of both parents’ passports or driver’s licenses.
  • A completed authorization letter from the non-traveling parent.
  • A completed authorization letter from both parents.
  • A clear copy of the minor’s birth certificate.

There are several types of Chinese Visas available, each specific to the type of travel and circumstances.

1. Tourist Visa (L Visa)

The L visa is reserved for tourists going to China for sightseeing and visiting family or friends. 

Recent changes (effective January 1, 2024) made by the Chinese Embassy/Consulate in the United States have simplified the Tourist (L) visa application process for American citizens. US travelers to China no longer need to provide round-trip air tickets, hotel reservations, itineraries, or Invitation Letters.

Documents Needed: To obtain a Chinese Tourist Visa, applicants must submit the standard documents outlined under the Chinese Visa General Requirements.

Tourist (L) Visa Specifications:

  • Single-entry, double-entry, and multiple-entry visas.
  • An L visa is usually valid for 30 days from the day of entry.
  • The duration of stay may be extended by applying to the local public security bureau.

To travel to areas not open to tourists, visitors must apply for a Foreign Travel Permit at a Chinese Embassy or Consulate .

3. Noncommercial Visa (F Visa)

The F visa is reserved for foreigners invited to China for lectures, investigations, scientific and cultural exchanges, study tours, and other non-commercial activities .

Documents Needed: Aside from the general requirements, applicants will also need to submit one of the following:

  • Chinese F Visa Invitation Letter
  • Confirmation Letter of Invitation (with the F Visa Invitation Letter attached)
  • Conference notice issued by the relevant entity, individual, or duly authorized Chinese institute

An Invitation Letter must contain the following information: 

  • Personal Information of the Invitee:
  • Date of Birth
  • Passport Number
  • Details of the Invitee’s Visit to China:
  • Purpose of the Visit
  • Dates of Arrival and Departure
  • Places to be Visited
  • Relationship with the Inviting Unit or Individual
  • Source of Expenses
  • Information of the Inviting Unit:
  • Contact Number
  • Seal of the Inviting Unit
  • Signature of the Legal Representative or Inviting Person

Note: All relevant information must be included in the body of the invitation letter.

  • For Multiple Entry F Visas , copies of previous Chinese visas (on one A4 paper) are required.

Note: In some circumstances, applicants may need to submit additional documents such as a copy of Chinese hotel reservations, return air ticket booking, and financial proof.

Noncommercial (F) Visa Specifications:

Validity and Entries:

  • Single-entry, double-entry, and multiple-entry visas are available.
  • The typical duration of stay is up to 30 days from the date of entry.
  • Longer stays must be clearly stated as a request in the application form, and the officer may grant an extended duration based on travel needs.

Additional Information: Before the introduction of the M visa in 2013, the F visa was also used for commercial purposes. It no longer suits business activities.

4. Work Visa (Z Visa)

The Z visa is required for foreigners who intend to work in China or engage in professional academic exchanges and for the immediate family (spouse or children) of these individuals. 

As one of the most rapidly evolving countries, China offers numerous employment opportunities for skilled professionals across various markets. To legally work in China, one must obtain a Z visa.

Documents Needed: In addition to the general requirements for all Chinese Visas, applicants for a work visa must also submit:

  • The original and a photocopy of an Invitation Letter by a Duly Authorized Unit; or a Confirmation Letter of Invitation issued by an authorized Chinese agency.

The Invitation Letter must include the following information:

  • Foreigner Employment Permit issued by the Ministry of Human Resources and Social Security of China.
  • Foreign Expert Confirmation Document issued by the State Administration of Foreign Experts Affairs of China.
  • Letter of Invitation to Foreigners for Offshore Petroleum Operations issued by China National Offshore Oil Corporation.
  • Registration Certificate of Foreign Enterprises’ Permanent Representative Offices issued by the State Administration for Industry and Commerce, or the approval document for the permanent representative offices of foreign enterprises issued by related commercial departments.
  • Approval document issued by the Ministry of Culture for commercial performances.

Work (Z) Visa Specifications:

Validity and Duration of Stay:

  • The Z visa is typically issued for one entry and is valid for 3 months from the date of issuance.
  • Upon arrival in China, the holder must process a residence permit within 30 days at the local public security authority. 
  • The validity of the residence permit depends on the length of stay and allows multiple entries and exits from China during its validity.

Note: To work in the PRC, applicants must obtain the appropriate visa. Working on a student or tourist visa is not allowed and may lead to detention, criminal charges, imprisonment, and deportation.

Family Members: To bring family members, there must be sufficient evidence of a family. relationship (e.g., birth certificate, marriage certificate). Family members do not need a work permit for their visa application.

5. Student Visa (X Visa)

The X Visa is required for all foreign students to study in China. 

There are two types of Student Visas: X1 and X2. Applicants must understand the difference between the two types of X Visas and choose the type that suits their visa needs.

Differences Between X1 Visa and X2 Visa

X1 and X2 Visa Documents Needed: Besides the standard documents outlined in the Chinese Visa General Requirements, applicants must submit:

  • Letter of Admission from a Chinese university.
  • Foreign Student Visa Application Form (JW201 or JW202) issued by Chinese government authorities.
  • Original and photocopy of parents’ foreign passports or green cards.
  • Certified birth certificate.
  • If previously issued a Chinese visa, only a photocopy of the former visa is required.

Student (X) Visa Specifications:

Validity and Residence Permit:

  • Upon Arrival, students must obtain a Residence Permit at the local public security authority within the first 30 days of their stay. 
  • The Residence Permit’s validity depends on the duration of the student’s study, training, or internship in China.

6. Family Reunion Visa (Q Visa)

The Q visa is issued to relatives of Chinese citizens or foreigners residing in China with a permanent residence permit . 

The Family Reunion Visa is divided into two subclasses based on the duration of stay and eligibility. Applicants must select the type of Q Visa that matches their intended stay and circumstances.

Differences Between Q1 Visa and Q2 Visa

Q1 and Q2 Visa Application Documents Needed: In addition to the general requirements, applicants must also submit an Invitation letter from a Chinese citizen or a foreigner with a Chinese permanent residence permit. 

Family Reunion (Q) Visa Specifications:

  • Generally issued as a single-entry visa.
  • Holders must apply for a Temporary Residence Permit within 30 days after entry .
  • Valid for a minimum of 1 year and a maximum of 5 years .
  • Allows multiple exits and reentries during its validity.
  • Valid for stays from 30 to 180 days .
  • Allows single, double, or multiple entries.
  • Holders can stay in China for the duration indicated on the visa.

7. Private Visit Visa (S Visa)

The Private Visit Visa, also known as the Dependant Visa, is issued to family members of foreigners residing in China for work or study, and to those intending to visit China for private matters such as marriage, lawsuits, heritage, adoption, and medical treatment. 

The S visa is further classified into S1 and S2 visas.

Differences Between S1 Visa and S2 Visa

S1 and S2 Visa Application Documents Needed: Besides the standard documents outlined in the Chinese Visa General Requirements, applicants must provide:

  • An Invitation Letter from a foreigner who works or studies in China. 
  • Inviter’s Passport and Residence Permit: Photocopies of the inviting individual’s passport and Chinese residence permit.
  • Kinship Certification: Original and photocopy of documents such as marriage certificate, birth certificate, certification of kinship from the Public Security Bureau, or other notarized certifications showing family relationship.
  • Additional Documents for Private Affairs: Documents explaining personal matters like marriage, heritage, adoption, or medical treatment.

Private Visit (S) Visa Specifications:

  • Can be valid for up to 5 years .
  • Valid for stays up to 180 days .
  • Allows single, double, or multiple entrie s, depending on the visa issued.
  • The duration of stay is indicated on the visa.

Other Types of Chinese Visas

There are 4 other types of Chinese visas that foreign travelers can apply for such as a Crew Visa (C), a Journalist Visa (J), a Transit Visa (G), and a Permanent Resident Visa (D).

8. Crew Visa (C Visa)

The Crew Visa (C Visa) is required for crew members of international ships, airlines, or trains operating in China , as well as their accompanying family members . This visa ensures that crew members can legally enter and perform their duties within China.

C Visa Application Documents Needed: In addition to the Chinese Visa General Requirements, applicants must provide Employment Verification : Documentation provided by the employer verifying the applicant’s status as a crew member.

Crew members should obtain detailed information and complete the necessary formalities via their employers, who will guide them through the application process.

9. Journalist Visa (J Visa)

The Journalist Visa (J Visa) is designed for foreign journalists entering China for reporting purposes. It is divided into two subcategories based on the duration of stay and nature of assignments: J-1 and J-2 visas.

Differences Between J-1 Visa and J-2 Visa

J- and J-2 Visa Application Documents Needed: Applicants must submit all standard documents listed under general requirements for a Chinese Visa as well as:

  • Approval or invitation from Chinese media authorities.
  • Detailed itineraries for the duration of stay.
  • Additional Requirements: For bringing filming equipment into China, additional approvals and documentation are necessary. Details can be found on the visa application form.
  • Must apply for a Temporary Residence Permit within 30 days of arrival .
  • The permit is valid for the duration of the contract, up to a maximum of 5 years .

This permit allows multiple entries and exits during its validity.

10. Transit Visa (G Visa)

The Chinese Transit Visa (G Visa) is issued to travelers intending to transit through mainland China on their way to a third country.

The G Visa is required for travelers transiting in China for more than 24 hours or those needing to pass through immigration and leave the airport during transit.

  • This certificate serves as a legitimate identity card for permanent residents.
  • Holders of this visa can enter and exit China freely using their valid passports and the Certificate of Permanent Residence of Aliens, without needing a visa.

Visitors may apply for a visa extension from the local Entry-Exit Bureau before their current visa expires. 

WARNING: Visitors must have a valid visa to exit the PRC and must leave the PRC before the expiration of the listed duration of stay.

Foreign travelers are not allowed to travel to the PRC if they have a warrant for their arrest in the United States.

Since expedited processing is unlikely, make sure to apply well in advance. Remaining in the PRC with an expired visa can result in fines, imprisonment, and deportation.

Travel to the Tibet Autonomous Region (TAR)

Chinese Visa Application Steps

Q: Hi. We will travel for vacation to China. My daughter was born in China, she was adopted and is an American citizen with a US passport. Do I need to submit her original Chinese passport along with her American passport with the visa application? Many thanks!

A: If your US passport indicates that you were born in Taiwan, China, or Hong Kong, you must provide either:

  • The old passport, or
  • A previous Chinese Visa

No exceptions to this rule.

The consulate will cancel your daughter’s Chinese passport and Chinese citizenship before issuing the Chinese visa in her US passport. 

For future applications, only the previously issued China visa will be needed. The old Chinese passport is required only for the first China visa in a US passport. 

Additionally, you should provide an adoption certificate that includes the name change from Chinese to English.

I went through a similar situation. When a child is adopted, there should be a certification (likely in a red folder) stating the child’s Chinese name and the new name after adoption. It should have a photo of the adoptive parents and the child, with the child’s English name at the bottom.

Q: My daughter was adopted from China and has a Certificate of Citizenship for the United States but she does not have a US birth certificate. Will she need to get a US birth certificate to receive a China Visa?

China-US tourism to fly high with stronger cooperation

He believes it's equally important for Chinese visitors to experience how the Chinese are represented in US culture and local communities and learn about the city's history and diverse cultures and cuisines. "We're putting a lot of emphasis on China simply because of the economic side of this destination and the relationships we have. Washington has about 180 embassies and the Chinese embassy is one of the largest," he says, adding that his team tries to capitalize on its resources to welcome the Chinese market and educate the American market about Chinese culture.

At the summit, Chinese tour operators also showed their endeavors to customize experiences for US travelers.

Zhou Xiaoguang, president of China Odyssey Tours, says that although the number of US travelers to China this year through the company is expected to reach about 40 percent that of 2019 due to limited flight capacity, the number of returning US travelers has significantly increased.

"We speculate that this is primarily because these guests are more interested in China, and some hold 10-year Chinese tourist visas," he says.

Zhou points out that more cost-effective tour options have been developed to meet the needs of price-sensitive US customers following the pandemic.

For high-end travelers who seek exceptional travel experiences, more unique and experiential products will be offered, he adds.

Given that many US travelers might transit through a third country before coming to China, for example, via Seoul or Tokyo, Zhou says his company will develop some travel products that include China's neighboring countries to meet the needs of American guests before entering China.

Kevin Yeung Yun-hung, secretary for Culture, Sports and Tourism of the Hong Kong Special Administrative Region government, says since the cross-border tourism industry resumed in February last year, about 800,000 American travelers have visited Hong Kong. In 2023, the city received a total of 36 million tourist visits.

A center for cultural, artistic and educational exchanges between China and the world, Hong Kong's rich Chinese culture has been highly attractive to international visitors, Yeung notes, adding that the city will leverage local characteristics to attract more overseas tourists.

Additionally, to give overseas tourists a sense of familiarity with Hong Kong, the city has actively introduced foreign brands, such as Disneyland, he says. In terms of an international and trendy culture, Hong Kong attracts major international events and brands, such as Art Basel Hong Kong and the American pop culture event ComplexCon.

The city has leveraged these culturally rich tourism products to draw international tourists, he says.

Sun Bowen, executive secretary-general of Trip.com Group's research institute, says inbound travel orders via the online travel agency, a major tourism platform in China, quadrupled in the first three months over the same period last year.

"Focusing on China-US tourism, we see that many places in China intrigue American visitors," Sun says.

Among the American travelers coming to China, those born in the 1980s and '90s make up about half and their main destinations include major cities like Shanghai, Beijing, Guangdong province's Guangzhou and Shenzhen, Sichuan province's Chengdu, Jiangsu province's Nanjing, and Zhejiang province's Hangzhou, he says. The top attractions for these visitors include Shanghai Disneyland, Universal Beijing Resort, the Terracotta Warriors in Xi'an and the Chengdu Research Base of Giant Panda Breeding.

For Chinese tourists traveling to the US, the main demographic consists of those born in the 1970s and '80s. "They typically visit major cities such as Los Angeles and San Francisco in California, New York, Boston in Massachusetts and Orlando, Florida," Sun says.

Overall, Trip.com reports that the recovery of inbound tourism from the US has reached about 60 percent of the levels seen in 2019. There is still room for growth, especially as flight routes expand, he says.

To make things easier for inbound travelers, Trip.com has partnered with the Emperor Qinshihuang's Mausoleum Site Museum in Xi'an to establish an integrated service platform that enables international visitors to purchase tickets directly onsite through an international ticketing system.

Sun proposes similar cooperation with other domestic destinations to help inbound travelers make tour appointments and payments.

Liu Shijun, vice-chairman of the World Tourism Alliance, says it is precisely because there are still various issues in China-US tourism development that relevant authorities and industry representatives of both countries should engage in candid discussions and in-depth exchanges.

"This will help both sides face and resolve the issues together …for the future of both countries, paving the way for a smoother path ahead," Liu says.

BEIJING, May 22 -- Chinese President Xi Jinping on Wednesday sent a message to the 14th China-U.S. Tourism Leadership Summit held in Xi'an, northwest China's Shaanxi Province.

Noting that this year marks the 45th anniversary of the establishment of diplomatic relations between China and the United States, Xi said the foundation of China-U.S. relations is laid by the people, the door of China-U.S. relations is opened by the people, the stories of China-U.S. relations are written by the people, and the future of China-U.S. relations will be jointly created by the people of the two countries.

Xi said that tourism is an important bridge for exchanges and mutual understanding between the people of China and the United States. "We warmly welcome American tourists to travel to China, meet Chinese friends, experience Chinese culture, visit beautiful landscapes and experience the real China."

It is hoped that all walks of life in the two countries will take this summit as an opportunity to have in-depth exchanges, build consensus, and take active actions to promote personnel exchanges through tourism cooperation, continue China-U.S. friendship with cultural and people-to-people exchanges, and help the San Francisco vision turn into reality, Xi said.

The summit opened in Xi'an on the same day, with the theme of "Expanding China-U.S. Travel and Tourism and People-to-people Exchanges." It is co-hosted by the Ministry of Culture and Tourism of China, the People's Government of Shaanxi Province, the U.S. Department of Commerce, and Brand USA.

The Asia-Pacific region remains the security priority for the Biden administration, the U.S. secretary of defense, Lloyd J. Austin III, said on Saturday, while maintaining that Beijing and Washington could keep their competition from spiraling into war.

For over two years, the Pentagon has been focused on supporting Ukraine, and later on containing risks in the Middle East as Israeli forces fight Hamas. But China’s growing military is the “ pacing challenge ,” Pentagon planners have said — meaning the key relationship that, if badly managed or neglected, could pull the United States into war.

Mr. Austin sought to assure a meeting of diplomats and defense officials in Singapore that Washington could handle those multiple global demands.

“Of course, we’re not operating in a vacuum,” Mr. Austin said in a speech to the annual meeting, called the Shangri-La Dialogue. “But despite these historic clashes in Europe and the Middle East, the Indo-Pacific has remained our priority theater of operations.”

Yet even in Singapore, Mr. Austin might not be able to avoid the demands of Ukraine’s war against Russian invasion. President Volodymyr Zelensky is expected to fly to Singapore for the security meeting in an effort to muster stronger global support for his country, Reuters has reported.

Mr. Austin addressed the United States’ Asian partners a day after he and China’s defense minister held their first face-to-face talks in 18 months. In his speech, and in his meeting with the Chinese minister, Adm. Dong Jun, Mr. Austin discussed tentative steps to contain military tensions despite the U.S. and China’s opposing positions on chronic disputes including Taiwan and the South China Sea.

“I told Mr. Dong that if he calls me on an urgent matter, I will answer the phone, and I certainly hope that he’ll do the same,” Mr. Austin said. “And it’s that communication that I think will help to keep things in the right place.”

The 75-minute meeting in Singapore between Mr. Austin and Admiral Dong came after a succession of Biden administration officials had traveled to Beijing for talks about trade imbalances, U.S. limits on technology trade with China, Chinese support for Russia during its war against Ukraine and other sources of tension.

President Biden has made the case that the United States and China must stay in high-level communication to avoid potential crises. Yet military issues have remained the most intractable area of tension between the two nations, and one where disagreements could erupt into conflict, especially in the Pacific Ocean, where their ships and military aircraft come close to one another.

Mr. Austin and Admiral Dong discussed some possible specific steps to prevent accidents or miscommunication from spiraling into conflict. Mr. Austin raised an earlier proposal for Chinese and U.S. military commanders to hold phone calls in coming months, and he “welcomed plans to convene a crisis communications working group by the end of the year,” the Pentagon said in a statement about the talks .

Senior U.S. Defense Department officials told reporters that Mr. Austin had raised a proposal for the commander of the U.S. Indo-Pacific Command, Adm. Samuel J. Paparo Jr., to hold calls with Chinese counterparts. The Chinese and U.S. militaries created a crisis communications working group in 2020 to discuss ideas for defusing possible conflict, but the group met only once .

A spokesman for the Chinese Ministry of Defense, Senior Col. Wu Qian, said Admiral Dong and Mr. Austin had “agreed to have more communication and exchanges in the next stage,” but Colonel Wu sounded more cautious about the timing of any calls between commanders and a new crisis communications group meeting.

“The relevant departments of our two militaries are in coordination and communication on that,” he said when asked about the calls.

The military rivalry between China and the United States, and worries about incidents at sea turning into a crisis, are rooted in longstanding disputes that are not easily resolved. These include China’s claim to Taiwan, the island democracy that relies on the United States for security, and Beijing’s increasingly assertive claim over vast areas of the South China Sea, which has alarmed its neighbors.

Pentagon officials have also warned that People’s Liberation Army military aircraft and ships have become increasingly aggressive and reckless in closely tailing and harassing American military vessels and aircraft that fly close to China, along with those of allies like Australia, often for intelligence collection.

Mr. Austin pressed Admiral Dong about Chinese military activities around Taiwan. And Mr. Austin also signaled that the United States would keep sending military ships and aircraft into international skies and seas near China, despite frequent harassment by the Chinese military.

“The secretary made clear that the United States will continue to fly, sail and operate — safely and responsibly — wherever international law allows,” the Pentagon’s summary of the talks stated.

Beijing rejects the idea that other countries have a right to operate military planes and vessels close to Chinese shores. In the view of its officials, agreeing to stricter rules about encounters between military planes and ships would simply give U.S. forces greater license to approach the Chinese coast and scoop up useful images and signals.

“China believes that being able to sail doesn’t mean being able to run amok,” Colonel Wu told reporters. “We believe that security is mutual, and is not about letting one side have absolute security at the expense of another side.”

Admiral Dong became defense minister late last year after his predecessor abruptly disappeared , apparently caught up in expanding inquiries into corruption or other misdeeds in the People’s Liberation Army. He is seen as lacking the power to make big strategic decisions.

“He’s not a member of the Central Military Commission, much less the Politburo,” said Drew Thompson, a visiting senior research fellow at the Lee Kuan Yew School of Public Policy at the National University of Singapore, referring to two top tiers of power in the Chinese Communist Party.

Admiral Dong’s predecessor, Gen. Li Shangfu , was under U.S. sanctions and refused to hold talks with Mr. Austin in Singapore last year. Mr. Austin and Admiral Dong previously spoke over a video link in April. Mr. Austin last held face-to-face talks with a Chinese defense minister in November 2022 , when he met Gen. Wei Fenghe in Cambodia.

President Ferdinand Marcos Jr. of the Philippines underscored the regional risks, speaking at the same security forum in Singapore where Mr. Austin and Admiral Dong had met on the sidelines.

The Philippines has been at loggerheads with China over their rival claims in the South China Sea, in an area that Manila calls the West Philippine Sea. Asked whether the Philippines would call on support from the United States under a mutual defense treaty in the event that a Chinese vessel caused the death of a Philippine sailor, Mr. Marcos stated his expectations.

“If a Filipino citizen is killed by a willful act, that is, I think, very, very close to what we define as an act of war,” he told an audience of diplomats and defense officials at the Shangri-La Dialogue. The Philippines, he added, “will respond accordingly, and our treaty partners, I believe, also hold that same standard.”

After Mr. Marcos’s speech, the Chinese delegation at the meeting organized a late-night news conference to denounce his comments and warn against U.S. intervention.

“We adamantly oppose countries from outside the region meddling and intervening in the South China Sea issue,” Lieutenant General He Lei, a former vice president of the People’s Liberation Army’s Academy of Military Sciences, told reporters. “We’ll never let a wolf enter the house.”
