Quirino Province Travel Guide and Itinerary

Quirino is a land-locked province found on the north eastern part of the Philippine’s Luzon Island group. Composed of six municipalities , it is bordered by the provinces of Isabela on its north side, Aurora on its south east, and Nueva Vizcaya on its west. Named after former Philippine President Elpidio Quirino , it used to be a sub-province of Nueva Vizcaya. Popularly known as Quirino Province , the place is not usually found on the tourism map. But this does not mean that it has nothing to offer for visiting tourists. The province has massive and pristine caves for spelunking, river rapids for canoeing and tubing, exquisitely carved mountain gorges, verdant rolling hills that can rival those in Batanes, and—as of last count—twenty waterfalls all within its land area. Tourist spots in Quirino cater more to eco-adventurers more than the usual sight-seeing travelers. It is one of the most underrated places in the country for tourism, but has so much to offer once discovered. An itinerary of three days is the minimum to see most of Quirino Province’s tourist spots, but for a more thorough visit, you can stretch your itinerary to at least five to six days.

HOW TO GET TO QUIRINO PROVINCE

There’s no easy way to access Quirino Province from Metro Manila. Directly, one can take an overnight bus from Metro Manila and arrive at the town of Maddela the next morning. It’s time-consuming but less expensive than taking a one-hour flight from Cebu Pacific Air to Cauayan Airport in the neighboring town of Isabela. From there, one still has to ride a one and a half hour van ride to Cabarroguis, the province’s capital. Alternatively, one can also ride a one-hour flight to Tuguegarao City via Cebu Pacific Air and Philippine Airlines, then board a three-hour van ride to Quirino.

Most Quirinians use Ilocano as their language although most of them speak Tagalog and English fairly well. Some native tribes speak Bungkalot and a few in the upland regions speak Ifugao and Kankana-ey . There are also some places where locals speak Pangasinan .

Being an off the beaten destination, Quirino Province is a bit lacking when it comes to places to stay in. You can literally count the number of accommodations, inns and lodgings in each town, but there are quite a few homestays one can sleep over at. WHERE TO EAT IN QUIRINO PROVINCE

Quirino Province is a very provincial place, don’t expect to find fancy restaurants and fast food places in the area. What it has are simple eateries like carinderias and panciterias where home-cooked dishes are served at very affordable prices. Be sure to buy early for dinner as most close by ten in the evening.

WHAT TO SEE AND DO IN QUIRINO PROVINCE

Quirino Province is like uncovering a pile of unpolished gems when it comes to tourism. It has almost everything an eco-adventure traveler craves for; motocross mountain grounds, a wakeboarding complex, lots and lots of waterfalls (20 as of last count), two river rapids, a beautiful gorge, huge caves systems, and scenic rolling hills. There are so many places to see and things to do in Quirino that a weekend is not enough to see all its tourist spots.

WHAT TO BUY IN QUIRINO PROVINCE

Fossilized flowers are one of the main product industries of Quirino Province. It is a part of their One Town One Product line and it’s so beautiful that they even export it to Europe. While there aren’t that many souvenir shops in the city, one can still find a few things to buy and take home as pasalubong even if they’re not usually found on gift shops.

A weekend get-away is possible to tour the province of Quirino, but it’s quite short for the number of tourist spots found in the area. The best time to explore Quirino would be during long weekends, time your visit properly and get to experience the province’s many natural attractions. You can shorten this to two full days or lengthen it to cover more places, everything depending on your pace, time, and budget. I passed by Santiago City on the way to Cabarroguis, and indeed it is quite the bustling city.

Sa Santiago City naman talaga namimili ang mga taga Quirino sa lapit. At halos araw araw.

I would like to make a correction if I may. Quirino was never a province of Nueva Vizcaya as stated. It was a sub province of Nueva Vizcaya until 1971.The province of Quirino was formally established in 1972 upon the assumption to office of the first elected governor Dionisio A. Sarandi of Maddela, Quirino.

Quirino has never been a part of Nueva Vizcaya but instead a portion of Isabela...but instead Quirino used to be a part Of Aurora, geographically but for political reason and easily for economic development too.

Hi Alfredo, sorry for the late reply. You can definitely do a roadtrip to Quirino, it would be easier than commuting since most of the tourist spots are far apart and public transportation is limited. My favorite would be Siitan River. :)

How to Get to Quirino

Traveling by land is the typical choice for reaching Quirino, but there are also flight options from Manila to either Cauayan in Isabela, the nearest airport to Quirino, or Tuguegarao airport. Upon arrival at either airport, you can catch a van to Cabarroguis, Quirino.

By Land Travel

You can find regular bus services departing from Manila, often with nighttime departures, which usually take approximately 8 hours to reach Quirino.

The Five Star bus company in Cubao, Quezon City, operates buses heading to Maddela, Cabbaroguis, and Diffun in Quirino. Another alternative is the GV Florida bus company departing from Sampaloc, Manila, with buses bound for Maddela.

Do-It-Yourself or Join a Tour

If embarking on a Do-It-Yourself (DIY) journey to Quirino seems daunting, there’s an alternative option to consider: joining a tour organized by various event planners and tour operators. While public transportation is available within Quirino, navigating from one place to another can be somewhat challenging. If you don’t have access to your own car or motorcycle, participating in an organized tour is a recommended choice, as we did.

As a solo traveler, I opted to join Gala PH, a tour provider offering regular trips to Quirino. They have a well-structured 2-day itinerary that includes visits to some of the province’s renowned attractions such as Landingan Viewpoint, the Governor’s rapid, Aglipay Cave, Ganano Falls, and many more.

How the Itinerary Goes

The proposed itinerary is ideal for individuals seeking a weekend escape following a busy workweek.

Participants typically gather between 8 PM and 9 PM in Metro Manila on a Friday, often at the Greenfield area in Mandaluyong. Depending on the number of participants, the organizer may arrange alternative pick-up locations. After everyone is prepared, the van will depart from Manila before 10 PM, with an estimated travel time of approximately 8 hours to reach the initial destination.

Diffun Chasing Waterfalls and Hiking

We arrived in Diffun, Quirino, just in time for a beautiful sunrise, passing through picturesque green fields and hills.

Our Day 1 agenda consists of a trek to various waterfall spots, commencing from the Baguio Village jump-off point. This area is inhabited by a diverse mix of residents hailing from Benguet and nearby provinces in the Cordillera region, which is how it got its name.

Before embarking on the trek, enjoy a quick breakfast in the village, then head to the registration area in the covered court, where you’ll receive an orientation and be assigned a tour guide.

The trek begins around 7 AM. The trail leads through a bamboo forest, a brief river crossing, a hanging bridge, and lush green forests, with several stations and signs where you can rest.

The highlight of this trek is Ganano Falls , boasting numerous natural pools, boulders, and a stunning backdrop for photos and a refreshing dip. It stands at an estimated 100 feet in height. Our visit was in May, so the water flow might not have been as vigorous, but the place remains incredible and well worth the trek, especially with like-minded nature and adventure enthusiasts.

On the return journey to the jump-off point, you’ll pass by another waterfall known as Sabangaran Falls . This falls features a three-meter-high cascade and shallow waters perfect for swimming. Some tourists choose to spend their day here, swimming and enjoying a potluck meal, grilling, and cooking.

Other waterfall destinations on the itinerary include Sinipit Falls and Nantugaw Falls.The trek and waterfall exploration will occupy a good portion of the day, leaving just enough time for lunch at a pre-selected food hub or restaurant in the town proper.

Side Trip at Quirino Provincial Capitol

We made a brief stopover in Cabarroguis to admire the welcome arch and the Quirino Provincial Capitol before continuing on to our next planned destination. Cabarroguis is the official capital of Quirino province and serves as the primary hub for accommodations, including hotels, as well as hosting some of the province’s finest dining establishments.

Explore the Aglipay Caves

Numerous caves are scattered throughout the province, but Aglipay Cave stands out as the most renowned. Situated in Brgy. Villa Sur within the Municipality of Aglipay, this limestone cave system boasts over 37 chambers, with 8 of them accessible to visitors. It’s a suitable adventure even for beginners, with local tour guides providing assistance for this thrilling exploration.

To conclude the day’s adventures, we traveled to Maddela, where we had dinner and checked into our reserved resort rooms. After freshening up, we settled in for a good night’s rest in preparation for tomorrow’s final itinerary.

Governor’s Rapids is a part of the extensive Cagayan River, which happens to be the longest river system in the Philippines. Upon reaching the jump-off point, every visitor undergoes a brief safety orientation. Each boat is assigned a boat captain and tour guide, responsible for providing information and assistance to tourists throughout the river cruise. During the tour, you’ll have the opportunity to witness stunning limestone rock formations, experience a Tarzan swing, indulge in cliff jumping, take a refreshing swim, explore caves, and culminate the adventure with river tubing.

When visiting Quirino, indulging in Pancit Cabagan is a delightful treat for both food enthusiasts and hungry travelers. Pancit Cabagan is a stir-fried noodle dish comprising pork, vegetables, lechon kawali, and a hard-boiled egg, all bathed in a soy sauce-based broth. It pairs perfectly with rice, offering a truly satisfying dining experience.

In Nagtipunan, Quirino, you’ll come across MJ Snack and Pancit Cabagan Restaurant, a renowned establishment renowned for its authentic Pancit Cabagan. The restaurant is owned by Jerovie Macapia, who personally crafts the miki or noodles used in Pancit Cabagan, adding an extra layer of authenticity to the dish.

Landingan Viewpoint

One of the most obscure of the 81 provinces in the Philippines, Quirino is a landlocked province in northern Luzon surrounded by Isabela, Aurora and Nueva Vizcaya. Separated from the province of Nueva Vizcaya in 1966, the mountainous province was named after the sixth President of the Philippines, Elpidio Quirino. With 80 percent of the province covered by highlands, Quirino is hemmed in by the Sierra Madre and Mamparang mountain ranges and carved by the mighty Cagayan River and its tributaries which run through verdant valleys and dramatic limestone canyons. Ilocano and Tagalog are spoken by the lowland migrant settlers, while the uplands are dominated by indigenous peoples such as the Bugkalot, Ifugao and Kankana-ey who speak their own tribal languages.

The province is dubbed the “Forest Heartland of Cagayan”. An off-the-beaten-track destination geared towards eco-adventurers, the tourist attractions in the province include waterfalls, rock formations, river gorges, whitewater rapids and limestone caves. Besides the natural landmarks, the province aims to draw in outdoor sports enthusiasts with the annual motocross competition and a soon-to-rise wakeboard park at the Provincial Capitol grounds of Cabarroguis.

How to Get There

There are 8-hour bus trips to Maddela from Manila on Transport Pro (GV Florida), Northern Luzon and Five Star. Alternatively, one can ride any bus bound for Isabela or Cagayan province, and alight at Cordon or Santiago City, where you can catch a van to Maddela. To reach to farthest town of Nagtipunan, one must transfer to a jeepney from Cabarroguis or Maddela.

By Airplane

Cebu Pacific Air has 55-minute flights four times weekly from Manila to Cauayan, 65 km away from Cabarroguis, Quirino. Cauayan Airport is 1 1/2 hours away from Cabarroguis by private vehicle.

Ponggo Valley

Where to Stay

  • Capitol Plaza Hotel in Cabarroguis  is the nicest place to stay in the entire province for both business and leisure travelers. Located near the Provincial Capitol, the hotel has a restaurant, social hall, swimming pool and souvenir shop. Siitan River Cruise & Landingan Viewpoint in Quirino

I drifted along slowly with the current. To my right was a towering wall of limestone covered in lush vegetation. To my left, was a rocky riverbed peppered with purple flowers and weeds. We were cruising along Siitan River in Nagtipunan, a town in Quirino province where several major tributaries of the Cagayan River converge.

I was riding a tire’s inner tube, known locally as interyor, just enjoying the scenery . Since the current wasn’t that strong, the ride was pretty calm and relaxing. More than a few times, the boatmen had to nudge the tubes with their paddles so we would move forward.   We tried to paddle along with our hands, shifting direction left or right. But mostly we just drifted peacefully along. “ Kulang na lang may hawak na cocktail,”  someone remarked as he floated by.

A few of us had volunteered to ride tire tubes to test out the route while the rest of the group rode in wooden boats called  balasyan  down the scenic river. Local fishermen served as  bugador  (boatmen), paddling the boats along with the current and ensuring our safety. Though the native boats looked flimsy, they’re actually quite sturdy. Locals told us that these boats, formed from 3 solid pieces of  kalantas  wood, actually become stronger every time they get wet. The boatmen used to transport logs on these back when there were no roads in the province. And like the boats, the boatmen themselves are just as resilient. At 70 years old, Mang Fabian, the oldest boatman in Siitan River could put many younger men to shame with his strength.

Cagayan River is known as one of the cleanest bodies of water in the Philippines. Our guides told us that during summer months, the river here is crystal clear. But despite the drizzle and overcast skies that made the water cloudier than usual, the scenery was still breathtakingly stunning. We were only the third group to try tubing down the river, which local tourism officials were testing out to develop into package tours.

Our jump-off point for the river cruise adventure was Bimmapor, a natural rock formation that sits on the shore of the Siitan River. The landmark gets its name from “ bapor ,” the local word for a steamship or vessel because it resembles a ship’s stern about to sink. For those who love the outdoors, the town of Nagtipunan is an ideal destination for boating, camping and picnics. One look at the river, and we were all raring to jump into the water and go for a swim. The surrounding landscape was just awe-inspiring.

Just as I was starting to relax on the tube and enjoy the view, the current shifted. The water churned and turned frothy, sending me spinning along the river haphazardly. I could barely control the tube as it was tossed and turned by the rapids. Just go with the flow, I told myself. At one point, the tube neared a protrusion in the cliffside, which I kicked away to propel myself in the opposite direction. After tumbling down a few meters of white water, the tube careened wildly in the opposite direction, veering close to a hollow portion under the opposite cliff wall, where water trickled down from above. Like nature’s own roller coaster, the current corrected itself, teasing us with near crashes, but just sending us gently along the river without any incident except for a good shower of water from a natural waterfall on the rocks.

After the thrilling whitewater portion, our tubes went back to drifting peacefully in the water. A few of us had to be rescued to get back to the riverside after reaching a dead spot near a rock where the current kept us at a standstill, no matter how hard we tried to paddle. But with the stunning scenery, I could have lazed all day on that tube.

What really impressed me was how the boatmen managed to paddle against the current to bring us back to the jump off point. They had the strenuous task of paddling upstream, while we clambered the rest of the way over rocks to the riverbed just across the picnic area, where the boats were waiting to take us to cross.In some sections, we trekked along the rocky riverbed, but the portion crossing the white water was a dead end that required a river crossing by boat. The boatmen paddled and pushed the boats as far as they could go near the edge, then took us two at a time to cross the river. It was a fun ride again through the white water portion going to a shallow portion of the river where we could swim and wade.

The light drizzle turned to heavy rain just as we got back to the riverside, where a delicious feast was waiting for us prepared by the caterers from MJ Snack House, where we had stopped for a delicious snack of Pancit Cabagan earlier. There was crispy pork bits, delicious dinakdakan , tinolang manok, a fish dish, steamed okra, talong ensalada , and a heartwarming soup. We huddled under the tent, eating with our bare hands.

TRAVEL TIPS & USEFUL INFO:

  • The Siitan River Adventure at Nagtipunan, Quirino, Philippines is doable all-year around, but the water is clearer during summer months.
  • The river’s water level is highest from October – September up to February. It’s lower from April to July.
  • After our initial test run, the local tourism came up with Day Tour Packages. The tour for 4 Pax costs P825.00/pax. Tour inclusions: AM/PM snacks & buffet lunch, river cruising, life vest and headgear rental, tour guide, trip to Landingan Viewpoint, water tubing / swimming. Optional: Kayaking, Van Transfer.

It’s a very nice description of what you have experienced in Quirino Province, particularly Nagtipunan. The place visited was one of the favorite picnic sites by local tourists in the municipality, especially dry months of the year, March to June. . . More potential ecotourism destinations to be discovered in the province soon to include waterfalls and caves. . . Tnx to Gov. Hi Bords, maybe you can inquire with the tourism in Quirino. Here’s their FB page . We went there in December so I’m not sure what the water level is like right now.

Normally, it would only take more than 2 hours until you can complete a tour around the developed caves.

Nagtipunan River

The unique view of the Nagtipunan River makes it one of the best tourist spots in Quirino. With beautiful rock formations along the river, you will be mesmerized by the serenity and peacefulness in this area. It’s a perfect scene for soul-searching and vibing with nature with friends.

How to get to Quirino Province

The closest airport to the province of Quirino is Cauayan Airport in Isabela. From there it will only take less than two hours to reach Quirino. The most common mode of transportation going to the province is by bus from Manila. Several bus companies such as Florida and Dagupan bus lines have daily trips to Maddela, Quirino.

Landingan Viewpoint: Quirino’s Most Scenic Spot

Perhaps by now you’ve heard of Landingan Viewpoint. It’s one of the most popular destinations in Quirino Province.

Landingan Viewpoint is located atop a hill in Nagpatungan, Quirino. It offers a majestic view of the town, the Cagayan River which cuts through the land, and the surrounding hills including Toblerone Hills from afar. The rolling hills are one of the prominent geographical features of Quirino.

However, did you know that this area used to be bare? Yup. In 2015, a view deck was constructed so people can come here to enjoy the view. Today, there are a few cottages built to make your stay more comfortable.

Our visit to Landingan Viewpoint

How to get to landingan viewpoint, other places to see in nagtipunan, reminders and tips, what to read next:.

It was early in the morning and lightly raining when we visited Landingan Viewpoint. At first, there were fogs surrounding the hill, which then cleared up after a while.

There were local families visiting with us and they set up food at the cottages. There wasn’t really anything for us to do except admire the view and take pictures. There were fogs surrounding the hill which cleared up a little after a while, at which point we were able to see the fields below.

We placed our things in the cottage area and took photos in the surrounding flower patches. This area is the reason why Landingan Viewpoint is sometimes likened to Sirao Farm in Cebu . There is also a small slope nearby — this is in my opinion the best spot to take pictures in Landingan Viewpoint. There were a lot of us so we had to take turns in specific spots, but generally the place is wide enough for small groups.

Afterwards, we went to our next destination: Diamond Cave which is also located in Nagtipunan.

Here’s how to get from Manila to Quirino via public transport:

  • From Sampaloc or Cubao, ride a bus bound for Maddela (Quirino). Travel time is about 8 hours.
  • From Maddela Terminal, ride a jeepney bound for Ponggo.
  • Once in Ponggo, charter a habal-habal or tricycle to your destination in Nagtipunan.

Transport going to/around Quirino is somewhat limited, so I highly advise bringing your own car instead.

Here are the current rates ( Updated as of January 2021 ):

  • Ecological fee: P25 per person
  • Cottages can be used for free.

You can also hike the Landingan Circuit, which is a 13-km hiking trail. Fee is P250 per person.

Tourist sites in Nagtipunan, Quirino Province

  • Landingan Viewpoint is a family-friendly destination.
  • You can visit on sunrise to witness the sea of clouds. Blue hour to sunset are also good visiting hours.
  • There are no stores in the area. You can bring your own food and drinks.
  • Make sure to follow the LNT principle. Do not pick the flowers and take your trash with you when you leave. Stay on the established path to avoid ruining the foliage.

Information about Quirino Province Museum & Library

Quirino province museum & library.

As the name denotes, this structure features the museum and library for the entire Quirino province. As such, the structure has been divided into six sections to represent all the municipalities in Quirino, namely Diffun, Saguday, Aglipay, Maddela, Nagtipunan, and Cabarroguis.

The Quirino Province Museum and Library is usually the first stop for visitors touring the province since the structure is strategically situated on Capitol Hill in Cabarroguis. It is part of the Quirino Provincial Capitol Complex, known for its glass dome building and which houses other important facilities, including the sports oval and grandstand, the sports center, provincial government offices, and the hospital. A few meters away is the Capitol Plaza Hotel and Resort, which is run by the government to help the province generate income.

The Quirino Province Museum and Library opened in October 2016 to showcase the rich local history of the province, which is named after the 6th President of the Philippine Republic, Elpidio A. Quirino. Thus, upon entry to the building, you'll be seeing a bust of President Quirino standing right in the middle of the ground floor. You can also find mementos from President Quirino's term here, including speeches he delivered in various historical events.

A wide collection of artifacts and memorabilia at the Quirino Province Museum and Library also depict the cultural, social, and economic transformations or developments that have taken place since the province was separated from Nueva Vizcaya in 1966 under Republic Act 4734 and then formally established on Feb. 10, 1972. It also highlights the way of life of the Dumagat, Ifugao, Isinay, Bugkalot, and Gaddang communities of indigenous people.

How to get there

The Quirino Province Museum & Library is located at the Provincial Capitol Entrance & Main Gate, Cabarroguis, Quirino. You can ride a jeepney in Cabarroguis and tell the driver to drop you off at the Provincial Capitol.

Best time to visit

The museum/library is open Mondays to Fridays from 8 AM to 5 PM.
