Indian Military Veterans Government of India Controller General of Defence Accounts (Defence Travel System) EAST BLOCK-X, R K PURAM, Sector-1 NEW DELHI-110066 Phone No.: 011-26108268/26108269 /Fax No.: 011-26163403 E-mail: [email protected] No. EDP/600/E-ticketing/LAO Dated: 29.02.2016 To All PCsDA/CsDA (Through CGDA’s website) Subject: - Audit of Defence Travel System (E-ticketing): Local Audit Office  Introduction: The E-ticketing system has been developed to facilitate the Armed forces Personnel to book tickets through Defence Travel Portal. The project has been approved by MoD with the approval of Raksha Mantri. The first phase of the project is implementation of E-ticketing platform for the three services for Rail Travel in lieu of Railway warrants for Armed forces Personnel. The second phase of the project is to extending the system to Air Travel for Armed Forces Personnel. Defence Travel System is a cashless system for booking of tickets in respect of Defence personnel and their dependents for the government bonafied duties only. For booking of tickets RDS Account (Rolling Deposit Scheme) has been opened with IRCTC and amount due to Indian Railway at the time of booking is paid from this account. 2.  Users:- (i) Units from Army/Air Force/Navy are the users of this system. Log-in-lds in the form of PKI tokens (CO Token and Master Booker Token) have been issued to units for booking/cancellation of tickets. (ii) Pay Accounts Office: - PAOs/AFCAO/NPAO is also the users of this system and log-in-ids in the form of PKI-tokens have been issued. PAOs/AFCAO/NPAO can’t book/cancel tickets using their tokens. Their role in the system is different. (iii) Role of Pay Accounts Office: - PAOs download the data of respective units using log-in-ids (PKI-token) issued to them and after requisite steps they run the data in the monthly/quarterly pay system and debit/credit due to the Defence Personnel takes place in their lRLAS. 3. Features:- (i) The tickets can be booked through DTS as per TR only. TRs are already incorporated in the system. (iii) Initially, when Defence personnel/dependents from respective units books a ticket from this system the full fare amount deducted from RDS account. After that DTS calculate automatically the share of amount which has to pay by individual/traveler or the share of amount which has to be borne by Government. (iv) Accordingly, PAOS/AFCAO/NPAO download data of respective units using their log-in-ids(PKI-tokens) and after doing their requisite steps, run the data in the monthly/quarterly pay system and debit(in case of booking)/credit (in case of cancellation) of individual's Share takes place into lRLA. (v) All the steps mentioned above are executed online. 4.  Local Audit Offices :- (i) At present manual audit of warrants is carried out by the LAOS for the tickets booked/cancelled by the Defence Personnel through manual warrant which are being controlled and issued at unit level to Defence personnel for the bonafied government duties. Manual warrants are accounted and audited by the respective LAOS. (ii) Now LAOS can conduct audit online for booking/cancellation made by Defence Personnel through Defence travel system from their respective units/other units (exceptional cases) using the log-in-ids (PKl tokens) from ‘REPORT' tab available in the MB/CO tokens. 5. General audit point to be checked by the LAOS [Audit Drills]:- (i) Data of individual/dependants created in the system are as per service records. (ii) Proper sanction/authorization/move sanction from the competent authority has been taken for booking/cancellation of a ticket. (iii) Tickets are booked as per rules regarding entitlement of class. (iv) Duty station/NR8 Duty station/ NA, Home Town/NRS Hometown/ NA, SPR/NRS SPR/NA has been feed in the system are as per records of Service Book. (v) The officer approve the request of booking/cancellation is personally responsible to ensure that the move in question is authorized under rules. The extra expenditure caused to the state by the unauthorized issue of tickets is liable to be recovered from the officer who issued the tickets. (vi) In no circumstance may ticket be issued for the personal journey which is not covered under TR on ground of refund the amount involved in booking. (vii) To avoid duplicacy in case of issue of manual warrant in the unit for any unavoidable reason due to which e-ticketing system was not working at that time, LAOS should check that data of the same warrant issued manually is updated in the system (Offline Booking) or not. This data should be updated in system after completion of journey. (viii) The nature of duty for which the journey was undertaken is as per move sanction. (ix) Number oftotal tickets booked in a year for Form ‘D’ and all types of LTC. (x) In case of cancellation of tickets on personal/official ground, whether sanction of the same has been obtained from competent authority or not. (xi) In case of temporary duty move if journey has not been performed whether tickets have been cancelled in appropriate time or not. (xii) All other relevant points which are same as applicable in manual warrant should be checked in the system. Sub: Implementation of Defence Travel System, Phase IV for the Defence Accounts Department — reg.

The Defence Travel System, Phase IV has been rolled out for implementation by the Controller General of Defence Accounts, with effect from 09.05.2022. The initiative is a significant milestone in the overall digitization of work processes of the Department under Digital India programme of Government of India. It is aimed to result in a seamless functioning environment and standardized audit of all claims related to Permanent Transfer/ Temporary Duty/ LTC/ Other travel related activities, as initiated through the DTS.

2. For the purpose, it is requested that ail the Principal Controllers/ Controllers/ Office Incharge(s) may provision for the creation of user profiles on the DTS platform, for all Officers/ Personnel, posted and functioning under their Administrative jurisdiction. Besides, the officials and personnel assigned to perform official travel duties or availing LTC facilities as per respective entitlements, may be duly encouraged to utilize the facilities of booking tickets for their journey through the DTS portal. The process shall benefit in digitization of the activity with end-to-end solutions, including final settlement of claims thereof.

3. It is further requested, that a Monthly Report in the prescribed format as per Annexure A attached, may be submitted to the DTS Control Centre in DAD Headquarters, for regular monitoring and analysis of the data. The report for the month, may kindly be provided by 7th of subsequent month on the email ID as follows, admndts.dad[at]hub.nic.in

About PCDA defense travel system  

We hear enormous rules and schemes for the defense department. So, let’s get to know about the PCDA defense travel system login. It is all about the travel booking purposes of defense employees. In that, the PCDA stands for a principal controller of the defense department. 

Defense travel system/ E-ticketing Details

This project is to create a digitalized version of all finance-related works. Like internal audits, journals, accountings, e-ticketing, etc. As it intends to reduce the burden of maintaining all those huge records of data. And also, to provide digital services for upcoming digitized technology.   

Defense travel system process flow 

There are two process flows that explain air ticket booking. And also, payment settlements and accounting in DTS, respectively. 

 How to do Air ticket booking in   PCDA

Here you can understand the complete process of booking an air ticket. If you are the one entitled to DAD officers. We will provide you with a guide on how to book air tickets in a sequence. You can see the entire process as shown below. That you need to go through meanwhile in this process.

Step 1 – Requisition for the air ticket booking i.e., a written request that needs to be carried out by defense personnel.

Step 2 – One has to go to the PCDA/ CDA office under the DA-TA section in order to book the tickets.

Step 3 – If chosen for the PCDA office he should consult the DTS office to collect the booking token and login ID. 

Step 4 – Login to the PCDA travel portal or just click pcdatravel.gov.in  

Step 5 – It leads to an interface www.pcdstravel.gov.in and then clicks on DTS/ E-ticketing. 

Step 6 – Just go through booking an air ticket by filling mandatory required details.

Step 7 – One must avail approval authority token through the master booker to process further. 

Step 8 – Air tickets will be provided only after approval from the superior departmental head officials.

  Defense Travel System Payment and Settlements

It is all about PAO accounting workflow and related payments and settlements that take place in DTS (defense travel system). Here is the sequence of that workflow follows as below. The DTS e – ticketing involves the two-way flow of work as shown here. 

Step 1 – Login to the main portal of PCDA travel portal pcdatravel.gov.in

Step 2 – Go to DTS e- ticketing and click on payment and accounting module as per of DTS. 

Step 3 – Here it follows up with the below-mentioned procedures –

Use of PAO token 

Punching medium preparation 

Download air payment records

Make payment to Balmer Lawrie 

Settlement of voucher 

Acknowledgment of voucher 

Step 4 – Finally the adjustments of requested claims by PAO under the Admin/TA-DA section. That involves monitoring demands, claim adjustments, and observing all the accounting payments and outstanding demands. 

Another way of workflow involves –

Step 1 – Login to the main portal of PCDA travel portal pcdatravel.gov.in  

Step 3 – The master booker can book tickets based upon the approval by the approving authority from the 1st workflow process.

Step 4 – this can be done only through the requisition from the person availing for tickets under the TA-DA section of the PCDA/CDA office. 

Step 5 – The last step is followed by submitting the claim to the PCDA/CDA office. And will be approved shortly by making claim adjustments by PAO.

PCDA travel rules 

These are the PCDA travel rules provided by the government at the time of booking air tickets. The defense personnel must follow these rules to prevent violation of laws. It is important not to violate those rules as the defense department maintains everything confidential. 

Rule 1 – One must register only through the DTS ticketing system pcdatravel.gov.in to avail of air tickets. 

Rule 2 – A defense personnel cannot travel without the approval of an e-ticket by PAO. and must get it only after the ticket confirmation.  

Rule 3 – E-ticket can be provided after attaining the waiting list. If not approved, then the e-ticket will be canceled and they will refund the total amount to that person’s account.

Rule 4 – if a defense personnel books through I-ticket he must convert it to an e-ticket at the counter along with providing his Aadhar card information.

Rule 5 – Every defense personnel is provided with one pre-family warrant every 2 years. Through this, the dependent family member gets the privilege of beneficiary at the time of travel booking. 

Latest defense travel system  

Previously there were some constraints pertaining to the defense travel system. Like delays in time, more efforts in maintaining human resources, and huge work processes in maintaining records. The government had taken initiative towards e-governance and the up-gradation of digital systems. It introduced the defense travel system in 2009 with a view of concern for these circumstances.

Defense travel system development stages 

The government has established this project in 4 different stages. As stated below 

Phase 1 – Introduction of platform e-ticketing system for 3 defense services.

Phase 2 – Extension of the cover air travel system. 

Phase 3 – Upgradation of the defense civilian system. 

Phase 4 – DA/TA claims submission online.

With the collaboration of IRCTC, the government launched Phase 1 in December 2009. Phase 2 of the project came into operation in May 2015 with Balmer and Lawrie’s collaboration. As phase 3 is still in progress to implement cover air travel. Finally, the last phase covers online formats that allow pay account officials. For monitoring the huge amount of data transfers under the DA/TA claims.
