How to Apply for a Visa

Please note that the information below changes regularly. For example, the UK leaving the EU may change the ability to travel visa-free to European countries. Therefore, you should always check the visa requirements of your country of destination before you travel.

This question comes up when you are considering travelling to one of the European or Schengen Countries or another country. Once you have obtained refugee status, you may wonder where you can travel without the need for a visa.

If you are a holder of a Refugee Travel Document issued by the United Kingdom under the 1951 United Nations Convention Relating to the Status of Refugees , you can travel visa-free to a lot of countries. Different countries have their own travel restrictions and require you to have a visa even for short term visits like tourism, even if you have a Refugee Travel Document.

When you are travelling, you will need to make sure that you carry your valid UK residence permit confirming your refugee status together with the Refugee Travel Document.

All the above countries issue refugee travel documents in one form or another. They allow you to leave the country that issued them and return with the same documents. Some countries allow you to travel to other countries without the need for a visa. Whereas, you may need to obtain a visa for other countries. These arrangements are usually due to agreements between countries.

Please note that in some instances, you may lose your refugee status if you travel to the country from which you sought refuge. You will need to check with the country that issued your travel documents.

Getting a Travel Visa

A travel visa is an official document, usually stamped or affixed into the bearer’s passport, that grants the right to legally enter, remain within, or leave a foreign country. A  Schengen visa , for example, allows you to travel to any of the  Schengen countries  as well as other  non-Schengen countries  that allow travellers to enter their countries with a Schengen visa.

Travellers without a valid travel visa will be refused entry into a country. And, if the individual enters the country through illegal means and is later discovered, may be punished and deported.

Each country has their own processes for applying for a visa. Generally, you will need to fill in an application form and submit any requirements that the consulate or embassy asks for, and some even require you to appear for an interview .

There are many factors that could add to your visa being approved or rejected by the consulate, and many find the process of applying for a visa stressful for this reason. You can choose to do this on your own, or get a service like IaM to help you either make the application or check the application that you filled out yourself.

Hi I am a Zimbabwean national who holds a UK refugee travel document and I just wanted to check if South Africa definitely does not require a visa as the last time a friend travelled there about ten years ago they did require one. Apply for a refugee passport

The refugee passport is a travel document for people who are recognised as refugees in the Netherlands. It is also a valid form of identification. You may not use the refugee passport to travel to your country of origin.

You can travel abroad using your refugee passport. You will still need a visa for many countries. The embassy of the country to which you are travelling can give you more information.

  • You are recognised as a refugee by the United Nations (UN) and the Immigration and Naturalisation Service (IND).
  • You are registered in the Personal Records Database (BRP) of The Hague.
  • A refugee passport is valid for a maximum of 5 years. The exact length of validity depends on your residence permit.

What to take to your appointment

  • A valid residence permit.
  • A passport photo: strict requirements apply to the passport photo. For example, the passport photo may not be more than 6 months old at the date of application and must be a true likeness.   • Your current refugee passport, if you have one.
  • Are you applying for a travel document for your child? Then you need written consent from the people with parental responsibility and your child needs to be present at the appointment and when you collect the document. You can download the consent form from Begin external link: www.netherlandsworldwide.nl (External link) , end external link. .
  • Younger than 18 years old? Make sure you have the permission of both parents or the people with parental responsibility and bring their valid proof of identity. You can download the consent form from Begin external link: refugee passport been stolen (External link) , end external link. ? You will fill in a declaration of loss during your application appointment at the city office.
  • Make an appointment to apply for a refugee passport. 
  • Go in person to the Department of Public Service counter at the Begin link: city office , end link. to apply for your refugee passport.
  • Pick up the refugee passport yourself at the city office where you applied for it. You must collect it within 3 months after you apply for it.

In certain cases a supplementary fee will be charged on top of the price of a refugee passport. For example, for an expedited procedure: € 57.05

How long does it take

6 working days. The pick-up receipt will state the date as of when you can collect your passport and what you need to take with you when you pick it up. You must collect it within 3 months after you apply for it. After that the document will be invalidated and the municipality will be obliged to destroy it. If you would like a travel document after this 3-month period, then you will have to apply and pay for it again.

If your passport is lost or stolen, it can take more time. You will be notified by the municipality.

Collecting the document

You must pick up your passport yourself. Nobody else is allowed to do this for you. You can collect your passport anytime during the opening hours of City Hall Spui or the Leyweg City Office. You do not need to make an appointment to collect it.

Needed when collecting the document

Are you 18 years or older and are you coming to collect your passport? Then you need to take the following:

  • the pick-up receipt
  • your current passport, if it has not yet expired. You will need to turn it in.

Young people between 12 and 18 years

An underage child between the ages of 12 and 18 years may collect a passport himself. Only the pick-up receipt and the current identity document are required.

Child younger than 12 years

Is the child younger than 12 years? The following is also needed when collecting the document:

  • 1 of the parents with parental responsibility or 1 other person with parental responsibility or somebody who has been given consent. The person accompanying the child must be 18 years or older.
  • Written consent from a person with parental responsibility. This states that the person accompanying the child is allowed to collect the document together with the child.
  • A valid (copy of the) identity document for a parent or a person with parental responsibility. The signature on the identity document must match the signature on the consent form.

Expedited procedure

Do you need the new passport urgently? Indicate during your appointment that you would like to use the expedited procedure. You will not have to wait as long but it is also more expensive (look at ‘Fees’). If you submit the application before 14.00 hrs., you can pick up your new second passport after 2 working days. For example: if you submit it Monday before 14.00 hrs. you can pick it up on Wednesday. An expedited procedure is not always possible. It depends on your refugee status.

Holders of an asylum residence permit or a permanent asylum residence permit can apply for a refugee passport ( vluchtelingenpaspoort ) issued by the Netherlands. There are no differences between refugees and subsidiary protection beneficiaries.

The duration of validity of the passport for refugees issued to a holder of a permanent asylum residence permit is 5 years. The duration of validity of the passport of a holder of a non-permanent asylum residence permit depends on the validity of the residence permit. There is a minimum duration of validity of 1 year and a maximum duration of validity of 3 years of the passport for refugees. Therefore, if the residence permit has a duration of validity less than a year, it is not possible to obtain a passport for refugees.

The possibility for obtaining a passport for refugees is provided in the Act of Passports ( Paspoortwet ). Holders of a (permanent) asylum residence permit can apply for a passport for refugees in the municipality where they live and where they are registered at the BRP. The municipality issues passports for refugees. The application must be done in person. The person must show their residence document and must bring two passport photos. Fingerprints will also be taken. The municipality must issue the passport as soon as possible, which means most of the time in 5 days. The municipality officially has 4 weeks to decide to issue the passport. The fee for a passport for refugees is maximum € 63.42. The refugee passport contains a travel limitation, prohibiting travel to the country of origin.

The application for a travel document is filed by an automated system at the municipality; the beneficiary does not need to apply. As far as the Dutch Council for Refugees is aware, there are no obstacles in the recognition of travel documents for beneficiaries of international protection issued by other countries. There are no statistics available on the number of travel documents issued.

Under the 1951 UN Convention Refugee Travel Document (blue) is issued by the United Kingdom to a refugee who has been granted asylum in the UK. If someone has been recognised as a refugee then they can apply for a travel document under the 1951 refugee Convention, which is a blue passport-sized document. Information about applying for this travel document is available  on the UK government website .

The Refugee Travel Document Normally is normally issued for up to 10 years for adults and for up to 5 years for children, or in line with limited leave. It also may be issued with a shorter validity if considered appropriate.

Travel documents are normally valid for all countries other than the country asylum is claimed from and/or the country of origin.

Stateless person’s travel document

A stateless person may apply for a travel document under 1954 United Nations Convention relating to Stateless Persons. Information about applying for this travel document is available  on the UK government website . For more information on statelessness, see our  fact sheet on statelessness .

The travel document is normally valid for up to 5 years (children) or 10 years (adults) or in line with the leave granted. The stateless travel document is normally valid for all countries.

Certificate of Travel

Certificates of Travel may be issued to individuals who:

  • are permanently resident in the United Kingdom, or
  • have been granted Humanitarian Protection (HP) or Discretionary Leave (DL) to enter or remain in the UK for a limited period, following an unsuccessful asylum application  and  can provide documentary evidence that they have been formally and unreasonably refused a passport by their country of origin.

The certificate of travel is normally valid for up to 5 years or for the length of leave the individual has. The Home Office guidance states that the certificate of travel is normally valid for all countries but there were previously issues with the acceptance of the document in a number of countries, including many European ones. It is recommended that a particular country’s rules should be checked before applying for such a document and travelling to that country.

However, if an individual stay outside of the UK for a period of more than 2 years, that leave to remain (whether indefinite or limited) will lapse. The leave to remain will not lapse if someone comes back and left again during the two-year period – it must be continuous for the leave to lapse.

Which visa do I need to travel to the Netherlands?

If you want to stay in the Netherlands for less than 90 days, you may need a short-stay Schengen visa. Whether you need a visa to visit the Netherlands depends on your nationality and your travel plans.

Travelling with a residence permit and a return visa

You have a residence permit and want to travel abroad. You need a valid residence permit, a travel document and in some cases also a visa. School children can be placed on a List of Travellers for school trips within the EU. 

Documents for a trip abroad

You are going on a trip abroad. You need the following documents:

  • A valid travel document. For example, a passport or an identity card. This can also be an foreign national’s passport or refugee’s passport. The residence permit is not a travel document. 
  • A valid residence permit. You need the residence permit to travel back to the Netherlands. Using the residence permit, you can show that you are allowed to be in the Netherlands.
  • A visa. There are a few countries that require a visa. Always find out if you need a visa before you leave. You must apply for a visa to the embassy or consulate of the country you want to visit.

Travelling within the Schengen Area

Do you have a valid Dutch residence permit and a valid travel document? Then you do not need a visa for travelling within the Schengen Area . 

Passport necessary to travel

Do you not have a (valid) passport? Then you cannot travel. You can apply for a (new) passport at the embassy or consulate of your country of origin.

Alien's passport

Are you not able to get a passport from the country of your nationality? Or do you have an asylum residence permit? In some situations you can get an alien's passport. You apply for this passport at your municipality. With this passport you can travel to all countries, but not to your country of origin. For many countries you do still need a visa.  

Are you going on a trip abroad, but your residence permit is temporarily no longer valid? Or does your residence permit expire during your trip? Then you need a return visa to travel back to the Netherlands. With the return visa, you show that you are allowed to be in the Netherlands. Find out more about the  return visa .

Is a primary or secondary school, or a vocational education institution going on a school trip or excursion within the European Union (EU)? In that situation, a teacher at the school can apply for a List of Travellers for this trip. This is a visa replacement document for pupils from outside the EU, EEA or Switzerland who are staying legally in the Netherlands and need a visa because of their nationality. With the List of Travellers, these pupils can travel through the EU without a visa. They do have to meet though any national entry requirements of the country they will visit during the school trip. The List of Travellers also replaces the passport if a pupil does not have one.

The List of Travellers can only be issued to a school teacher at the IND Desk. The school teacher certifies the List of Travellers at the IND desk and pays the fees. Then the IND stamps the List of Travellers.

Documents that are required

The following documents are required at the appointment for the List of Travellers:

  • A mandate from the director of the school concerned. This should state the name of the teacher who will visit the IND Desk and accompany the pupils on the trip.
  • Copy of the school director's identity card.
  • Detailed description of the school trip. The way you describe it is form free.
  • The names of the pupils that should be on the List of Travellers. And the names of the teachers who are going on the trip.
  • A colour photocopy of the front and back of the valid residence permit and/or passport for each pupil on the list.
  • Recent colour passport photo (only for the pupils that do not have a valid passport or valid identity card with photo).
  • Stamp of the school.
  • Valid identity card of the teacher coming to the appointment.

The List of Travellers costs € 30,00 and € 1,00 for each child on the list.

The United States has been experiencing a refugee crisis for several years now, with an influx of people fleeing war-torn countries in the Middle East and North Africa. While the United States has been working to welcome these refugees, the process of obtaining refugee status and ultimately being resettled in the United States can be long and difficult.

Fortunately, there are a number of countries that offer visa-free travel for refugees with a United States Travel Document. This document is issued to refugees who have been granted asylum in the United States, and allows them to travel outside of the United States without having to obtain a visa.

The following countries offer visa-free travel for refugees with a United States Travel Document:

Can US refugees travel to another country?

Yes, US refugees can travel to another country. However, they must first receive approval from the US government.

The US government has a program called the Refugee Admissions Program (RAP). This program allows refugees to travel to another country. However, they must first receive approval from the US government.

The US government has the authority to approve or deny refugee travel requests. They may approve or deny requests for a variety of reasons, including security concerns.

If a refugee wants to travel to another country, they must first submit a travel request to the US government. The request must include the following information:

If you are a refugee or other humanitarian entrant and do not have a valid USRTD, you may still be able to travel to Canada. You will need to apply for a travel document from the Canadian government.

Can I travel to Dubai with US Refugee Travel Document?

Yes, you can travel to Dubai with a US Refugee Travel Document. A Refugee Travel Document is an internationally recognized travel document for refugees and stateless persons. It is issued to refugees who do not have a valid passport or other travel document.

Can I travel to Europe with U.S. Refugee Travel Document?

If you have a U.S. Refugee Travel Document (USRTD), you may be able to travel to Europe. However, the rules for traveling with a USRTD vary depending on your country of citizenship.

Explanation of Terms

Visa Classification: The type of nonimmigrant visa you are applying for.

Fee: The reciprocity fee, also known as the visa issuance fee, you must pay. This fee is in addition to the nonimmigrant visa application fee (MRV fee).

Number of Entries: The number of times you may seek entry into the United States with that visa. "M" means multiple times. If there is a number, such as "One", you may apply for entry one time with that visa.

Validity Period: This generally means the visa is valid, or can be used, from the date it is issued until the date it expires, for travel with that visa. If your Validity Period is 60 months, your visa will be valid for 60 months from the date it is issued.

Visa Category Footnotes

The validity of A-3, G-5, and NATO 7 visas may not exceed the validity of the visa issued to the person who is employing the applicant. The "employer" would have one of the following visa classifications:

  • G-1 through G-4
  • NATO 1 through NATO 6

An E-1 and E-2 visa may be issued only to a principal alien who is a national of a country having a treaty, or its equivalent, with the United States. E-1 and E-2 visas may not be issued to a principal alien if he/she is a stateless resident or national of a country without a treaty.  *When the spouse and children of an E-1 or E-2 principal alien are accorded derivative E-1 or E-2 status and are themselves a national of a country that does not have a treaty with the United States – the reciprocity schedule, including any reciprocity fees, of the principal alien’s country of nationality should be used.  **Spouse and children of an E-1 or E-2 visa principal applicant, where the spouse and children are also nationals of a country that has a treaty with the United States – the reciprocity schedule, including any reciprocity fees, of the spouse and children’s country of nationality should be used.  

*Example 1: John Doe is a national of Country A that has an E-1/E-2 treaty with the U.S. however his wife and child are nationals of Country B which has no treaty with the U.S. The wife and child would, therefore, be entitled to derivative status and receive the same reciprocity as John Doe, the principal visa holder. **Example 2:  Mike Doe is a national of Country Y that has an E-1/E-2 treaty with the U.S. however his wife and child are nationals of Country Z that also has a treaty with the U.S. The wife and child would, therefore, be entitled to derivative status and receive the reciprocity issued to nationals of Country Z.

The validity of H-1 through H-3, O-1 and O-2, P-1 through P-3, and Q visas may not exceed the period of validity of the approved petition or the number of months shown, whichever is less.

Under 8 CFR §214.2, H-2A and H-2B petitions may generally only be approved for nationals of countries that the Secretary of Homeland Security has designated as participating countries. The current list of eligible countries is available on USCIS's website for both H-2A and H-2B visas. Nationals of countries not on this list may be the beneficiary of an approved H-2A or H2-B petition in limited circumstances at the discretion of the Department of Homeland Security if specifically named on the petition.  

Derivative H-4, L-2, O-3, and P-4 visas, issued to accompanying or following-to-join spouses and children, may not exceed the validity of the visa issued to the principal alien.

There is no reciprocity fee for the issuance of a J visa if the alien is a United States Government grantee or a participant in an exchange program sponsored by the United States Government.

Also, there is no reciprocity fee for visa issuance to an accompanying or following-to-join spouse or child (J-2) of an exchange visitor grantee or participant.

In addition, an applicant is eligible for an exemption from the MRV fee if he or she is participating in a State Department, USAID, or other federally funded educational and cultural exchange program (program serial numbers G-1, G-2, G-3 and G-7).

However, all other applicants with U.S. Government sponsorships, including other J-visa applicants, are subject to the MRV processing fee.

Under the North American Free Trade Agreement (NAFTA), Canadian and Mexican nationals coming to engage in certain types of professional employment in the United States may be admitted in a special nonimmigrant category known as the "trade NAFTA" or "TN" category. Their dependents (spouse and children) accompanying or following to join them may be admitted in the "trade dependent" or "TD" category whether or not they possess Canadian or Mexican nationality. Except as noted below, the number of entries, fees and validity for non-Canadian or non-Mexican family members of a TN status holder seeking TD visas should be based on the reciprocity schedule of the TN principal alien.

Canadian Nationals

Since Canadian nationals generally are exempt from visa requirement, a Canadian "TN' or "TD" alien does not require a visa to enter the United States. However, the non-Canadian national dependent of a Canadian "TN", unless otherwise exempt from the visa requirement, must obtain a "TD" visa before attempting to enter the United States. The standard reciprocity fee and validity period for all non-Canadian "TD"s is no fee, issued for multiple entries for a period of 36 months, or for the duration of the principal alien's visa and/or authorized period of stay, whichever is less. See 'NOTE' under Canadian reciprocity schedule regarding applicants of Iranian, Iraqi or Libyan nationality.

Mexican Nationals

Mexican nationals are not visa-exempt. Therefore, all Mexican "TN"s and both Mexican and non-Mexican national "TD"s accompanying or following to join them who are not otherwise exempt from the visa requirement (e.g., the Canadian spouse of a Mexican national "TN") must obtain nonimmigrant visas.

Applicants of Iranian, Iraqi, Libyan, Somalian, Sudanese, Syrian or Yemeni nationality, who have a permanent resident or refugee status in Canada/Mexico, may not be accorded Canadian/Mexican reciprocity, even when applying in Canada/Mexico. The reciprocity fee and period for "TD" applicants from Libya is $10.00 for one entry over a period of 3 months. The Iranian and Iraqi "TD" is no fee with one entry over a period of 3 months.

Q-2 (principal) and Q-3 (dependent) visa categories are in existence as a result of the 'Irish Peace Process Cultural and Training Program Act of 1998'. Posts may not issue a T-1 visa. A T-1 applicant must be physically present in the United States, American Samoa, the Commonwealth of the Northern Mariana Islands or a U.S. port of entry, where he/she will apply for an adjustment of status to that of a T-1. The following dependents of a T-1 visa holder, however, may be issued a T visa at a U.S. consular office abroad:

The validity of NATO-5 visas may not exceed the period of validity of the employment contract or 12 months, whichever is less.
