Alabama IRP & IFTA (AL Trip & Fuel)

The Alabama DMV offers 7 day trip permits authorizing travel in Alabama for any vehicle that is subject to the International Registration Plan (IRP) and 7 day fuel permits for any vehicle that is subject to the International Fuel Tax Agreement (IFTA) but is not registered under these programs.

Carrier operates in two or more jurisdictions.

The power unit licensing weight is 26,001 lbs., or higher.

Permits are vehicle specific.

Order Your Alabama Trip & Fuel Permits

Out-of-the ordinary service for your out-of-state trips.

If one of your vehicles is traveling interstate and isn’t registered under the International Registration Plan (IRP), you’ll need to order a temporary trip permit. 

An Alabama trip permit is needed if your vehicle is traveling out of state and any of these apply:

  • Your vehicle isn’t registered under IRP
  • Your vehicle has 3 or more axles
  • Your vehicle has a gross vehicle or registered weight over 26,000 lbs.
  • Your tow vehicle and trailer have a combined gross vehicle or registered weight over 26,000 lbs.

Fueling Your Company’s Compliance

If your vehicle doesn’t have an IFTA decal and license for the states or Canadian provinces it’ll be travelling in, you’ll likely need a fuel permit for that vehicle. 

You need an Alabama fuel permit if your vehicle is traveling out of state and any of these apply:

  • Your vehicle is not registered under IFTA
  • Your power unit has 3 or more axles
  • Your power unit has 2 axles and a gross vehicle or registered weight over 26,000 lbs.

Trip Permits

A temporary permit is needed if the following vehicles cross state lines without International Registration Plan (IRP) credentials:

Vehicles with gross weights, combined gross weights, or registered weights over 26,000 pounds;

Fuel Permits

A temporary permit is needed if the following vehicles cross state lines without IFTA credentials and license for the states or Canadian provinces it'll be traveling in:

Vehicles with 2 axles and gross weights, combined gross weights, or registered weights over 26,000 pounds;

A power unit that has 3 or more axles regardless of weight

Specialty Permits

A mileage permit may be needed when operating in KY, NM, NY, OR, & CT. Highway Use Tax (HUT) permit may be needed when traveling in New York. Other specialty permits may include a Georgia amber light permit, a New Jersey alcohol permit, or a Florida loading zone permit.

Individuals who request Alabama trip and fuel permits for their motor carrier or a commercial vehicle can now get them through the Alabama Department of Revenue’s (ADOR) new trip permitting system. You can log in to this system on the department’s Web site at www.revenue.alabama.gov . This site is authorized since it is developed by Alabama Interactive.

Before operating interstate, the qualified vehicle that is subjected to the International Registration Plan (IRP) and International Fuel Tax Agreement (IFTA) must get its fuel license and decals. If your qualified vehicle doesn’t have an IFTA license for a member jurisdiction you have planned to travel through, you can apply for IRP trip permit and IFTA fuel permit. To obtain a trip permit, your vehicle must operate in more than one jurisdiction (interstate) and have an exceeding weight of 26,000 lbs or have three or more axles on the power unit.

You can obtain an IRP trip permit and IFTA fuel permit (valid for seven days) at $20 each. If you wish to purchase both, pay $40. Since you file electronically, the system will charge $4 for each transaction. You can pay your taxes online via your Visa or Mastercard and can receive the payment receipts via email (upon carrier’s request). Vehicles exceeding the gross weight limitations and those that are not registered under IRP or IFTA must obtain a permits before entering a jurisdiction.

Texas Permits

For vehicles which are not registered under IRP or IFTA, additional permits are required before entering another jurisdiction. Vehicles exceeding limitations on the size and weight also need to obtain a permit.

Trip Permits

To operate the vehicle in a state where it is not registered under IRP, the vehicle owner must hold a trip permit before entering that jurisdiction. This permit is temporary and issued in lieu of IRP credentials.

Fuel Permits

Fuel permits must be obtained if your vehicle is not registered under IFTA of the state that you decide to travel through. These permits must be kept securely and must be shown before entering the jurisdiction where you are not properly permitted.

You must obtain an oversize permit or overweight permit from TxDMV if your vehicle and/or load exceeds Texas legal size and weight limits . Customers may apply for, and self-issue selected single-trip and time-based permits through TxPROS.

  • Fuel permits (IFTA)

The International Fuel Tax Agreement (IFTA) is an agreement between the US States & Canadian provinces to simplify the reporting of fuel taxes.The purpose of IFTA is to establish and maintain the concept of one fuel use license for carriers operating qualified motor vehicles interstate. An IFTA allows a taxpayer to file one tax report that covers all member jurisdictions. 

Since the International Fuel Tax Agreement (IFTA) is a base state or province fuel tax agreement, any person based in a member jurisdiction that operates one or more  qualified CMVs  (Commercial Motor Vehicles) in two or more member jurisdictions is required to license under the International Fuel Tax Agreement, or purchase temporary fuel permits for travel in any member jurisdictions.  

A  qualified motor vehicle  is classified as having the following:

  • Two axles and a gross vehicle weight or registered gross vehicle weight exceeding 26,000 pounds or 11,797 kilograms
  • Three or more axles regardless of weight 
  • A tractor and trailer with a registered weight over 26,000 pounds or 11,797 kilogram, then you will require a Fuel Permit if you do not have an IFTA Decal on your truck

A temporary Fuel Permit will be required if you fit one of these categories and do not have an IFTA Decal on your truck.

  • Trip permits (IRP)

Effect of provisions relative to registration and display of tags on nonresidents; international registration plan; temporary trip permit; penalties.

(a) The provisions of the foregoing sections relative to registration and display of registration numbers shall not apply to a motor vehicle owned by a nonresident of this state and not used for hire or used for commercial purposes in this state for a period of 30 days from date of entering the state; provided, that the owner thereof shall have complied with the provisions of the law of the foreign country, state, territory, or federal district of his residence relative to the registration of motor vehicles and the display of registration numbers thereon and shall conspicuously display his registration number as required thereby; provided further, that nothing herein shall be construed to permit the use of motor vehicles for hire, or for commercial purposes, by nonresidents without complying with the provisions of this article. The state Department of Revenue is hereby authorized to make reciprocal agreements with other states for an exchange of rights for the operation of motor vehicles that will be considered as a fair exchange of rights and privileges, the said rights and privileges to be in effect as long as both contracting parties recognize the rights of the other. The above reciprocal agreement can be annulled on a notice issued to either party by the other party thereto within 30 days thereafter.

(b) Each vehicle registered pursuant to the provisions of Section 32-6-56 (International Registration Plan) must have a current and valid Alabama license plate of the correct classification and a current and valid cab card reflecting the proper vehicle identification if based in Alabama. If the vehicle is from another member jurisdiction, it must have a current and valid apportioned registration plate and cab card reflecting the proper vehicle identification, proper weight classification as provided in Section 40-12-248, and listing the State of Alabama as a participating member, or be registered as provided in subsection (c) or (d) below.

(c) Persons who drive or operate vehicles of a weight or type as defined in the International Registration Plan and which are based outside Alabama and elect not to secure a full or apportioned registration or registration pursuant to a reciprocal agreement between Alabama and the vehicle's base state, must secure, prior to entry into this state, a temporary trip permit in lieu of full registration or apportioned registration. This temporary trip permit shall be valid for seven days and may be obtained from the state Department of Revenue or an agent designated by the department, in the form and under the rules and regulations prescribed by the Commissioner of Revenue. The fee for each such permit shall be $20, which upon receipt by the Commissioner of Revenue must be promptly deposited into the State Treasury to the credit of the State Road and Bridge Fund.

(d) An owner-operator of a vehicle of the weight or type as defined in the International Registration Plan not operating as a lessor for a registered motor carrier may operate an unladen vehicle or combination of vehicles without the temporary trip permit, providing the owner-operator possesses and presents upon request, a current and valid temporary registration plate or permit from a member jurisdiction.

(e) The cab card or temporary trip permit provided for herein must be present at all times in the vehicle for which it is issued; and must be presented, on demand, for inspection by revenue enforcement officers or other agents or officers of the state Department of Revenue, or other law enforcement officers.

(f) It shall be unlawful for any person to operate on the public roads and highways of this state, an apportionable vehicle or combination of apportionable vehicles based in a jurisdiction that is a party to the International Registration Plan, that is not validly registered as provided in this section. It shall be unlawful for any person to alter a cab card or temporary trip permit; or to possess or offer an altered cab card or temporary trip permit. Anyone violating any of the provisions of this section shall be guilty of a Class C misdemeanor, and upon conviction thereof, shall be punished as provided by law, except that the minimum fine upon conviction shall be $200 or the maximum fine provided for a Class C misdemeanor, whichever is less.

(g) It shall be unlawful for any person to operate on the public roads and highways of this state, a vehicle or combination of vehicles of a weight or type as defined in the International Registration Plan not based in a jurisdiction that is a party to the International Registration Plan, that is not validly registered in Alabama or registered in accordance with a reciprocal agreement between Alabama and its state of registration. Anyone violating any of the provisions of this paragraph shall be guilty of a Class C misdemeanor, and upon conviction thereof, shall be punished as provided by law, except that the minimum fine upon conviction shall be $200 or the maximum fine provided for a Class C misdemeanor, whichever is less.
