What is Reciprocity?

Nonimmigrant visa applicants from certain countries*/areas of authority may be required to pay a visa issuance fee after their application is approved. These fees are based on the principle of  reciprocity:  when a foreign government imposes fees on U.S. citizens for certain types of visas, the United States will impose a reciprocal fee on citizens of that country*/area of authority for similar types of visas. 

How Do I Find Out if I Have to Pay a Reciprocity Fee?

To view the Reciprocity Page for your country* of nationality, select your country*/area of authority from the list of countries on the left side menu. On the Reciprocity Page, select the Visa Classifications tab from the column on the left

Select the type of visa you have applied for, such as a B-1/B-2 (temporary visa for business or pleasure), F-1 (student visa), etc. from the drop down menu:

What does this table tell me?

Visa Classification:  The type of nonimmigrant visa you are applying for.

Fee:  The reciprocity fee, also known as the visa issuance fee, you must pay. This fee is in addition to the nonimmigrant visa application fee (MRV fee).

Number of Entries:  The number of times you may seek entry into the United States with that visa. “M” means multiple times. If there is a number, such as “One”, you may apply for entry one time with that visa.

Validity Period:  This generally means the visa is valid, or can be used, from the date it is issued until the date it expires, for travel with that visa. If your Validity Period is 60 months, your visa will be valid for 60 months from the date it is issued.

What is the Difference between the Reciprocity Fee and the Nonimmigrant Visa Application Fee?

The nonimmigrant visa application fee, also known as the MRV fee, is a nonrefundable fee paid by most applicants for U.S. visas, whether the application is approved or refused. It covers the costs associated with processing a U.S. visa application. Current nonimmigrant visa application fees can be found on our  Fees – Visa Services  webpage. (This webpage also lists the few visa categories for which application fees are not required.)

While most visa applicants are required to pay the visa application fee, the Reciprocity Fee is only charged to an approved nonimmigrant visa applicant after the visa interview.

Civil Documents and How to Use Them

Immigrant visa applicants are required to submit certain civil documents as part of their visa application, such as birth certificates and police records. (Nonimmigrant visa applicants do not routinely need to submit civil documents as part of their visa application.) Each Reciprocity Page will provide detailed information about how to obtain these civil documents from the country* you have selected, as well as the location of the U.S. Embassy or Consulate where you can apply for your visa. * With respect to all references to “country” or “countries” on this page, it should be noted that the Taiwan Relations Act of 1979, Pub. L. No. 96-8, Section 4(b)(1), provides that “[w]whenever the laws of the United States refer or relate to foreign countries, nations, states, governments, or similar entities, such terms shall include and such laws shall apply with respect to Taiwan.” 22 U.S.C. § 3303(b) (1). Accordingly, all references to “country” or “countries” in the Visa Waiver Program authorizing legislation, Section 217 of the Immigration and Nationality Act, 8 U.S.C. 1187, are read to include Taiwan. This is consistent with the United States’ one-China policy, under which the United States has maintained unofficial relations with Taiwan since 1979.

All receipts for payment of Machine-Readable Visa (MRV) fees issued before October 1, 2022, will expire September 30, 2023. There will be no extensions of fee validity. Applicants must schedule an appointment or submit an interview waiver application before September 30, 2023 to avoid paying a new fee. Please note that the interview itself does not need to take place before September 30, 2023, but an interview appointment needs to be made in the system, even if it is scheduled months into the future. Furthermore, applicants using MRV fees paid before October 1, 2022 to book an appointment are cautioned not to attempt to change their appointment dates on or after October 1, 2023. Doing so will result in forfeiture of both the original appointment slot and the MRV fee receipt. The applicant will be required to pay a new fee and submit a new application package.

Effective February 13, 2023, the United States Embassy Phnom Penh will contract with a private company to assist in providing Document Delivery Service. This service is free of charge and provides more efficiency and flexibility to both immigrant and nonimmigrant applicants for the following appointments: Interview Waiver/Visa Renewal , Passport/Visa Collection , 221g Document Drop-off . Please refer to the respective links for detailed information.

The United States Embassy Phnom Penh will continue to provide all immigrant visa and non-immigrant visa services to Cambodian and non-Cambodian nationals residing in Cambodia. Applicants from outside this office's consular district may apply for visas.  However, you should be aware that language difficulties and interviewing officers' unfamiliarity with local conditions in other countries may make it more difficult to demonstrate your qualifications for a visa here than in your home district or at a post designated for your application. 

While the United States Embassy Phnom Penh aims to process cases as soon as practicable, there is likely to be increased wait times for completing such services due to substantial backlogs. The MRV fee (for nonimmigrant visa) is valid and may be used to schedule an interview appointment in the country where it was purchased within one year of the date of payment. If you have an urgent matter and need to travel immediately, please follow the guidance provided at https://www.ustraveldocs.com/kh/kh-niv-expeditedappointment.asp to request an emergency appointment.

All nonimmigrant visa application fee (also known as the MRV fee) payments made on or after October 1, 2022, are valid for 365 days from the date a receipt is issued for payment of the MRV fee. Applicants must schedule an interview appointment or submit an interview waiver application during this 365-day period. Please note applicants must only schedule their interview or submit their waiver application within the 365-day period. There is no requirement the interview must occur during the 365-day period. All receipts for payment of MRV fees issued before October 1, 2022, were extended until September 30, 2023, and remain valid until this date.

As of September 13, 2017, the U.S. Embassy in Phnom Penh, Cambodia has discontinued issuing B1, B2, and B1/B2 visas for Cambodian Ministry of Foreign Affairs employees, with the rank of Director General and above, and their families, with limited exceptions. Under Section 243(d) of the Immigration and Nationality Act, when so requested by the Secretary of Homeland Security due to a particular country’s refusal to accept or unreasonably delay the return of its nationals, the Secretary of State must order consular officers to suspend issuing visas until informed by the Secretary of Homeland Security that the country in question has accepted the individuals.If you are subject to this visa suspension and you choose to apply, we will interview you but will not be able to issue a visa until the suspension is lifted. Please consider this carefully before you apply. Application fees will not be refunded.
