The managers said relations between staff & prisoners, based on first-name terms, were ‘excellent’, and praised the jail’s ‘can do’ attitude. The NHS joint-funded ‘SOS team’ of Officers & psychologists, providing an outreach & drop-in service for ‘difficult’ prisoners, was highlighted, as was the specialist PIPE unit. The ‘community hub’ peer support & advice service, monthly prisoner consultative meetings with the Dep and SMs, and trained VR mediators, were all seen as positives. The daily full staff briefing, attended by the No. 1, monthly full staff meeting, and staff-family open days were highlighted too.

The Officers too felt staff-prisoner relations were good, and liked the use of first-names. They also rated the SOS team (‘a great & unique initiative’) and PIPE unit, as well as family visits, and visits in general. Phones in cells ‘make a big difference’, as did the greenery and grounds, while the gym was ‘excellent’ for both prisoners and staff. They valued the daily full staff briefing, and monthly staff meetings. They noted a zero tolerance towards violence, with all incidents reported to the police and the No. 1 contacting staff victims of assault, and the DST had a significant impact on drugs.

Prisoners agreed with staff about relations between them and the use of first names. They too rated the SOS team, gym (access and facilities), in-cell phones (‘a god send’), and visits (including family days, lifer days etc). Peer support was felt a particular strength: including ‘Insiders’ welcoming new prisoners, and giving initial advice & support on induction; the centrally-located ‘community hub’, offering drop-in advice & guidance; NHS-trained emotional well-being mentors for those with mental health issues; and trained mediators helping prevent & diffuse issues between prisoners. They also highlighted prisoners helping audit the jail against HMIP standards, and valued monthly prison consultative meetings with the SMT.

To visit someone in Elmley you must:

At least one visitor must be 18 or older at every visit.

Prisoners on remand can have a visit every day, if there’s space. Once sentenced, visitors need a visiting order (VO) and will get 2 every 14 days. Prisoners with enhanced privileges will get 2 extra visits a month.

Find Elmley on a map

When travelling to Elmley, avoid going via Elmley Nature Reserve.

  • leave the motorway at junction five
  • join the A249 towards Sheerness/Sheppey
  • once over the Sheppey Crossing, follow signs towards Eastchurch and Leysdown

Entering Elmley

All visitors, aged 16 or older must prove their identity before entering Elmley Read the list of acceptable forms of ID when visiting a prison .

Visiting facilities

The visitors centre is open from 11am to 4:30pm on weekdays and from 7:30am to 4:30pm on weekends.

There is an unsupervised children’s play area, a snack bar and disabled access to the prison.

Phone calls

Prisoners have phones in their cells but can only make outgoing calls so they will always have to call you. They have to buy phone credits to do this. They can be used between 6am and 10:30pm.

They can phone anyone named on their list of friends and family. This list is checked by security when they first arrive so it may take a few days before they are able to call.

You can also exchange voicemails using the Prison Voicemail service .

Officers may listen to phone calls as a way of preventing crime and helping keep people safe.

You can send emails to someone in Elmley using the Email a Prisoner service .

You might also be able to attach photos and receive replies, depending on the rules at Elmley.

You can write at any time.

Include the person’s name and prisoner number on the envelope.

All post, apart from legal letters, will be opened and checked by officers.

Gifts and parcels

Books are the only items that can be sent into prison. Make sure to include the person’s name and prisoner number on the parcel. All parcels will be opened and checked by officers.

Friends and families of prisoners are permitted to send books directly to their loved ones, or can order books from approved retailers, which can source and send the books on to prisoners.

Life at Elmley

Elmley is committed to providing a safe and educational environment where prisoners can learn new skills to help them on release.

Security and safeguarding

Every person at Elmley has a right to feel safe. The staff are responsible for their safeguarding and welfare at all times.

Arrival and first night

When someone first arrives at Elmley, they will be able to contact a family member by phone. This could be quite late in the evening, depending on the time they arrive.

They will get to speak to someone who will check how they’re feeling and ask about any immediate health and wellbeing needs.

Each prisoner who arrives at Elmley gets an induction that lasts about a week.

They will be issued with bedding, toiletries and an early days’ welfare pack.

They will also meet professionals who will help them with:

  • health and wellbeing, including mental and sexual health
  • any substance misuse issues, including drugs and alcohol
  • personal development in custody and on release, including skills, education and training
  • other support (sometimes called ‘interventions’), such as managing difficult emotions

Everyone also finds out about the rules, fire safety, and how things like calls and visits work.

Accommodation

There are 6 units that hold about 1,150 prisoners.

There are units for vulnerable prisoners, foreign nationals, first night prisoners, drug and alcohol rehabilitation and mixed units.

Education and work

At Elmley, all prisoners must work towards Level 2 English and maths. There are classroom assistants to help with learning.

Alongside this, foreign nationals must try to improve their English. There is ICT, City and Guilds construction certificates, Equality and Diversity qualifications and other industry-based learning.

‘In House Records’ is the first HM Prison record label to encourage prisoners to learn how to play, create, mix and manage music.

First-aid, diet, nutrition and personal training courses are offered in the gym. Prisoners can also train to be a ‘mentor’ so they can take on key peer worker roles. One of the units runs a community art project.

A careers advisor helps with application letters and CVs. Every 3 months, a selection of employers come to the prison to offer job vacancies, apprenticeships and training opportunities to prisoners that are almost ready for release.

Once accredited, the courses in forklift truck driving, streetworks and traffic management guarantee an interview through the Mainstream group .

Daily employment is available in gardening, environmental services, recycling, cleaning, laundry and kitchen work.

Prison Advice and Care Trust (PACT) workers offer a wide range of courses to encourage prisoners to make a fresh start, such as victim awareness and empathy, violence reduction, managing worry, understanding triggers for re-offending, mindfulness, communication and financial skills and parenting.

Temporary release

Elmley does not offer release on temporary licence (ROTL) at the moment.

Elmley works with The Forward Trust which offers many courses on health, well-being and motivation, as well as drug and alcohol treatment programmes.

There are relationship and ‘thinking’ programmes on offer to prisoners too, as well as help with resettlement issues like accommodation, banking, citizen ID cards, birth certificates and employment from Seetec .

Elmley also works with the charity Spurgeons which helps with family visiting days.

Visitor centre staff offer friendly advice and support to all families and can refer them on to other agencies, such as domestic abuse or debt management services.

Here’s some facts about Swaleside Prison

HMP Swaleside is a category B men’s prison in Eastchurch, on the Isle of Sheppey, Kent. Opened in 1988, the prison has capacity to hold 1,112 male inmates. It is an active part of the Sheppey cluster of prisons (consisting of HMP Standford Hill, HMP Elmley and HMP Swaleside.)

A wing and C wing hold 126 prisoners each. B wing holds 126 prisoners, including people separated for their own protection and those involved in the managing challenging behaviour programme. D wing holds 126 prisoners, including those in the induction unit. E wing holds 120 prisoners on the enhanced regime. F wing also holds 120 prisoners, mainly those in the PIPE. G wing holds 178 prisoners including those involved in the integrated drug treatment system (IDTS). H wing holds 178 prisoners, including those on the Rehabilitation of Addicted Prisoners Trust programme. The segregation unit holds 25-bed unit, and the health care unit is a 17-bed inpatient unit.

60 inmates at HMP Swaleside started a riot in late December 2016. It started in the 22 nd December, when fires were lit in the prison, and was halted in the early hours of the 23 rd December 2017.

MI5 agent Michael Bettany was jailed in 1984 for “offering secrets to Russia”. He was held at HMP Swaleside for part of his sentence before parole in 1998.

A men’s high security prison in Swale is not up to standard in several key areas, largely as a result of a staffing issue, a recent report has found. The results of an inspection carried out on HMP Swaleside, located on the Isle of Sheppey , revealed that the facility has been unsuccessful in making sufficient progress on several key issues flagged during an October 2021 inspection.

The review was carried out by HM Inspectorate of Prisons, an independent body that reports on the conditions for and the treatment of those currently in prison. Issues surrounding staffing at HMP Swaleside are now reportedly at ‘crisis point’, ultimately having an impact on all aspects of the regime.

Inspectors spoke to officers who were described as ‘exhausted, under pressure, and on the brink of resignation.’ Staff shortages have meant that time out of cells was severely limited, worsened by delays in the regime.

Levels of violence were also reported as remaining high in the prison, with both staff and prisoners reportedly feeling unsafe within the facility. While instances of self-harm had notably decreased since the last inspection, there had been four self-inflicted deaths since the last visit, and a fifth two months after this most recent inspection.

Issues were also raised around the running of education classes, activities and workshops, once again largely as a result of staffing issues.

HMP is a Category B prison, split into four wings, each of which holding 126 prisoners. Having opened in 1988, more than half of the inmates currently within the prison today are serving life-sentences.

Worsening staff issues

This most recent report has found that staffing issues flagged during the last inspection have only grown worse, and are having an impact on the prison as a whole. Some progress has been made in health care and programme teams staffing, but significant shortages have been noted for workshop instructors, probation officers and caterers.

The situation surrounding officers and operational support grade (OSG) staff is now considered to be in crisis. It has been noted that, at the last inspection, just three-quarters of officers were available, and this number has now fallen to two thirds. Just over half of the OSG staff were on post at the time of inspection. It was found that, despite some positive action toward recruitment and retention, more staff had left since October 2021 than had joined.

Recruitment was under the control of the Ministry of Justice, which the report states: “had not taken any effective action to make sure Swaleside received an adequate number of new officers to alleviate the crisis.” Some temporary help had been provided from HM Prison and Probation Service (HMPPS), but this only provided short-term relief.

Rising prisoner-on-prisoner assaults

This inspection found that little progress had been made in reducing the level of violence within the prison. Most notably, instances of prisoner-on-prisoner assaults had risen by almost 50 per cent since the last inspection. However, the number of assaults on staff had reduced slightly. Inspectors found that many members of staff and prisoners themselves felt unsafe within the facility.

The shortage of staff has made it ‘difficult for those who remained to manage prisoners adequately or enforce rules on the wings.’ Analysis of safety data had shown improvement, having been used to inform the new safety strategy. Promising new initiatives have also been introduced such as a young prisoner project and work on conflict resolution. However, these are yet to have a notable impact on the level of violence.

There had been four "self-inflicted deaths" since the last inspection, with a fifth taking place two months after this review visit. However, there had been a significant reduction in the number of self-harm instances since the last visit, having declined by 46 per cent overall.

The rate is now notably lower than in similar prisons. Monthly safety meetings were also better attended and improvements had been made in data analysis.

The report also states: “Leaders had made progress in identifying and addressing the risks and triggers associated with self-harm, such as the increase in the use of ligatures since the prison had removed razor blades.” However, it goes on to say: “Many of the prisoners we spoke to said staff did not have time to have meaningful conversations with them about their well-being, which meant they still did not always feel well supported.”

Only three-and-a-half hours out of cell time

The staffing crisis has had a notable impact on the leaders’ ability to deliver a ‘full and meaningful regime.’ Time out of cell for most prisoners has remained fairly low, an issue also flagged at the last inspection. For most prisoners, this meant just 2.5 to 3.5 hours out of cell a day. Delays in the regime often reduced this time even further, the report found.

As leaders were unable to recruit a sufficient number of instructors, some workshops remained closed, and those that were open often reported poor attendance. The report states: “One clearly frustrated workshop instructor told us of days when no prisoners were brought over from the wings.”

‘No meaningful progress had been made in addressing staff shortfalls’

Charlie Taylor, chief inspector of prisons, said: “The overall message from this independent review of progress was that no meaningful progress had been made in addressing staff shortfalls, which meant staffing was now at crisis point and was having an impact on all aspects of the regime.

“More needed to be done to retain staff and the MOJ needed to take immediate action to make sure Swaleside had more new officers if progress was to be made. The scale of the task is huge, but I strongly urge leaders at all levels to find solutions, as without continued vigour, outcomes for the prison and the public will deteriorate even further.”

Elmley is one of 3 prisons for men that form the Sheppey Cluster in Kent, the other two being HMP Standford Hill and HMP Swaleside.

Visit Booking: On-line

Use this online service to book a social visit to a prisoner in England or Wales you need the:

  • prisoner number
  • prisoner’s date of birth
  • dates of birth for all visitors coming with you

The prisoner must add you to their visitor list before you can book a visit.

You’ll get an email confirming your visit. It takes 1 to 3 days.

Hia chez,all you can do is wait.my son was in nottingham prison and it took 6 weeks for him to get his phone pin approved and i think they do it out of sheer spite.the only thing i can suggest is join email a prisoner on line,its beyond easy,set it up with £5 credit and u can email him strait away and in some prisone if u tick u want a reply for extra 25p off ur £5 credit he can email u bk and i think its also 25p to upload pics so u can send a picture of your new baby.u wud have to check if u join up to see if they can reply or that u can send pics in as the prison our grandsons in now up in doncaster,they dont let u do it but there is a system in his prison where if i pay around a fiver or £7-50 you can send voice mails and he can answer but as i said its not available in all prisons..other than that im sorry sweetheart you will just have to wait.dont forget either most first time visits have to be booked over the phone,induction visit and i think thats the only time youre allowed to take clothing in as well.after the first visit you can usually also book on line.okee dokee.tell him to keep his head down,chin up and stand up for himself…..its the only way.

How long it takes for them to call again to confirm the number?

Hi my partner was taken in to elmley in 28th may last Tuesday we havent heard from him been sending money but have been told he cannot call until the phone number gets confirmed iv called the prison multiple times to be told to just wait! I’m due our son anyday now and am very anxious it’s his first time in prison and I’m so worried about his welfare too. How long does the verifying a phone number take please 🙁

My son is in HMP Elemley and I last heard from him 6 weeks ago when he told me he was feeling ill hearing voices I’m very concerned as he had break down few years ago and was very ill. I’ve contacted the prison Chaplin Also healthcare and safer custody and no reply. If anyone can help as I’m really worried about his saftey in there.

My partner was sentenced for a year, how long it will he have to wait until he can apply for a hdc? I’m also suffering with postnatal depression and wanted to know if I was able to bust more than 4 times a month?

It stats a remand prisoner can have a few weekly visits. Why is it every time I try to book a visit I am only offered one about every three weeks

23/11/2015 My partner was on remand and subsequently convicted and starting time here. Trying to get 4 visits together is impossible till all Vo’s are out.. With a 1000+ round trip , it is pointless and expensive to come for any less time. His 28 day cut off is 3 weeks away, but need Vo’s .. By the time they are out its fully booked . I know this already. And with the lead up to Christmas I doubt very much I’ll see him till middle of next year.. I’m pulling my hair out, at lack of common sense.. And unanswered calls. I appreciate there are more than my partner there.. But this is not a day out. It’s 12 hours hard driving there and back. Help.

Editorial Comment We sympathize with your predicament. Don’t forget that Normal Visiting orders do not expire so if you cannot visit monthly then those VOs can be accumulated with the next months.

I appreciate , your reply. It’s the 28 day cut off. I know he can apply for an extension to this , but how long does it extend. When coming Iv to put my mother in a care home or get cares in, Iv then subsequently to put the respite for my daughter into that equation also, as my grandsons have asphergers.. With winter coming , it will be well into next year before journey can be made.. Or he gets any visits.. I appreciate also that you run very short staffed, and under pressure . Some of those I have met there are very helpful . But consideration for those who live hundred of miles away , should be taken into consideration. At end of day, we suffer as a family. And the keeping in touch and visit from family which apparently are so important to those inside goes out the window.

When planning to visit , it’s planning for care assistants for my mother It’s care for my grandsons who have Asphergers I have this window before 11th December , then it won’t matter if there are 20 Vo’s . No window of opportunity to travel is available to me till April , May next year.

Were from Scotland, lack of info from prison, under,’data protection’,immediate family are treated very unjustly, they could possibly review and standardise a prtocol for anxious families, they also seem to operate a don’t ask, don’t tell policy the info I have now, was gathered, over a lot of frustrating calls, but had I’ve asked the right questions in the first place, they mightve been more helpfull,the families also do a sentence, but staff have no desire to help alleviate pressure on families
