Latest: New visa rules predicted to create a flood of jobseekers in the UAE

The UAE's new visa rules come into force today, Monday October 3.

Among the major changes, which were approved by the Cabinet in April, are longer visit visas for tourists , long-term residency for sought-after professionals and easy access to the 10-year golden visa initiative.

Golden visa holders who stay outside the country will not have their permits cancelled.

People who cancel their residency visas will have a six-month grace period to stay in the country. Previously, people were allowed only one month.

What are the new visa rules?

The visa changes represent one of the biggest shake-ups of the country’s immigration policy in years.

The new visas include a standard 60-day entry permit , rather than 30 days at present, and a five-year, multi-entry tourist visa that allows visitors to stay in the country for up to 90 days in a row.

The UAE will also introduce five-year green visas , which are aimed at skilled workers, freelancers and the self-employed, and a job exploration entry visa for degree holders that does not require a sponsor or a host.

Parents can sponsor their male children until the age of 25, up from 18, allowing them to remain in the UAE after school and university.

Is the golden visa changing?

The golden visa initiative will also be expanded, as skilled professionals on salaries of Dh30,000 ($8,100) a month or more will find it easier to secure a 10-year visa.

The Federal Authority for Identity, Citizenship, Customs and Ports Security last month also unveiled the new version of the UAE passport . Current holders whose passports have expired can apply for a new one through the ICP's website or smart app or the country's embassies and consulates.

The new passport has enhanced security features such as a polycarbonate data page made using complicated spectrum patterns.

The United Arab Emirates has rolled out new visa rules, with the objective of attracting more skilled professionals to the country, as it seeks to bounce back from the effects of the COVID-19 pandemic and generate economic growth.

The visa rules are aimed at “improving the quality of life and making the experience of living, working and investing in the UAE a pleasant and happy one,” local outlet Gulf News reported Major General Sultan Yusef al-Nuaimi, the director general of residency and foreigners affairs, as saying.

The schemes were rolled out on Monday, and have been described by local media as the biggest shake-up in the country’s immigration and residency policy in years.

Included among the changes are longer 60-day tourist visas allowing long-term residency for professional workers and easier access to the UAE’s 10-year Golden Visa scheme.

The latter refers to visas that are offered to gifted students, exceptionally skilled foreign workers, and people with public investments of at least 10 million dirhams (about $2.7m) who can live in the country without the need for a national sponsor, subject to renewal every 10 years. Additionally, the recipients, who can either apply online or be nominated by Emirati government bodies, can own 100 percent of their businesses located on the mainland.

Under the new rules, parents are now allowed to sponsor their children until they are 25 years old, up from the previous age of 18.

A five-year, flexible multi-entry tourist visa was also introduced that allows travellers to stay in the UAE for up to 90 days in a row.

Furthermore, the job exploration visa, which allows professionals to find employment within the country, does not require an Emirati sponsor or host.

Candidates for the Green Visa – which include freelancers, self-employed people, skilled workers and investors – can now sponsor themselves without having to rely on a UAE national or employer to do so. They can also sponsor first-degree relatives for the duration of their residency, and are allowed a grace period of up to six months if their residence permit is cancelled or expires.

The UAE’s New Advanced Visa System Effective From October 3

The Federal Authority for Identity, Citizenship, Customs, and Port Security (ICP) has announced that the new Advanced Visa System will come into effect on the 3rd of October, 2022. The Advanced Visa System is a significant restructuring of the country’s current immigration policy and aims to boost the number of residents from 3.5 million to 5.8 million by 2040. The updated visa system is designed to attract skilled professionals, bright students, wealthy investors, entrepreneurs, and company owners to make the country their long-term home.

UAE’s Golden Visa Eligibility Expanded

As part of the new Entry and Residence Scheme, Golden Visa rules have been amended to attract and retain highly skilled professionals. Beneficiaries include Outstanding Students and Graduates, Scientists, Professionals, Investors, Entrepreneurs, Exceptional Talents, Humanitarian Pioneers, and Frontline Heroes. The benefits to applicants under the new system include 10 10-year renewable residence visa, no employer or sponsor required, and residence for family members and children with no age limit. There is also no limit to the maximum number of support staff under this visa. The duration of your stay outside the UAE does not rescind the Golden Visa. In addition to these changes, family members of the original Golden Visa holder can stay in the UAE till the end of their Golden Residence permit.

New Entry Visas To Be Implemented In 2022

This is good news for tourists and others who want to visit, work, live, or enter the UAE for other reasons. On October 3rd, 2022, 10 new types of entry visas and residence permits are to be implemented. The UAE government intends to boost competitiveness and flexibility in the job market with these changes while ensuring that new residents and their families feel welcomed and enjoy a sense of stability. These visas no longer require a host or sponsor, and they offer flexible visa durations to fulfil the purpose of the visit. These visas are valid for 60 days from the date of issuance, can be renewed for similar periods, and allow single or multiple entries.

New Visit Visa Rules

Under the updated guidelines, holders of Visit Visas will now be allowed to reside in the UAE for up to 60 days, compared to the 30 days allowed earlier.

New Tourist Visa Rules

A new five-year multi-entry tourist visa is being introduced, which will allow tourists to explore more of the UAE in depth. This new tourist visa does not require a sponsor, which makes it different from the regular tourist visa sponsored by tourism establishments in the UAE. The applicant will have to furnish proof that they have maintained a balance of $4,000 (or an equivalent amount in other currency) during the 6 months before the visa application. Once approved, the visa holder may reside in the UAE for 90 consecutive days but must not exceed 180 consecutive days in a year.

Visit Friends And Family In the UAE

As long as you have a relative or friend who is a citizen or resident of the UAE, you can apply for an Entry Permit under the new guidelines. Visas granted under this scheme do not require you to have a sponsor or host.

New Entry Visa For Job Exploration

To make it easier for graduates and professionals to find a job in the UAE, the government has allowed job applicants with a Bachelor’s degree or its equivalent to apply for a Job Exploration visa without a sponsor or a host. Fresh graduates from the top 100 universities worldwide and candidates classified in the first, second or third skill level as per the Ministry of Human Resources and Emiratisation may also apply under this scheme.

Visas For Investors and Entrepreneurs

The amended Business Entry visa allows foreign investors and entrepreneurs to explore business and investment opportunities in the UAE without a sponsor or a host.

Study Courses And Training Visas

This new visa is intended for foreigners planning to attend training sessions, study courses, or participate in internship programmes. A letter from the educational entity providing details of the programme and its duration is a must. The sponsor in this case would be the licenced university or research institute.

Updates To UAE’s Green Visa Program

The Green Visa was introduced to simplify the requirements of all residence types for skilled professionals, freelancers, investors, and entrepreneurs. The amendments to this program include new 5-year residence tracks and longer and flexible grace periods that extend up to 6 months to stay in the country after the residence permit expires.

Skilled Employees

The new amendments provide a 5 years residency period for skilled employees without the need for a sponsor or employer. Skilled employees applying for this visa should have a valid employment contract where the minimum monthly salary should be AED 15,000 or more. They should have a bachelor’s degree and be classified in the first, second, or third occupational level per the Ministry of Human Resources and Emiratisation.

Freelancers and Self-employed

The pandemic transformed the world and some people with in-demand skills have successfully transitioned to being self-employed or performing freelance jobs. The government now offers a new Green Residence visa for freelancers and self-employed people, which provides a 5 years residency without a sponsor or a host. Applicants must obtain a freelance or self-employment permit from the Ministry of Human Resources and Emiratisation while also proving that they have an annual income of at least AED 360,000 for the previous two years. The applicant must also have a bachelor’s degree or specialized diploma.

Partner Or Investor

This 5-year Green Residence visa was introduced to boost foreign investment in establishing or participating in commercial activities in the country. The investor will have to provide proof of investment in a project approved by local authorities. If the investor is part of multiple projects, the sum of the total capital invested will be taken into account for the visa.

Real Estate Investors – Golden Visa

The government of the UAE has made the Golden Visa program for foreigners looking to invest in real estate much more attractive. Investors now only need to invest AED 2 million when buying a property instead of the AED 5 million that was required earlier. The duration of the visa has been increased to 10 years from the 5 years granted earlier. Another important amendment is that the investor no longer needs to visit the country every 6 months. In the event of the Golden Visa holder’s death, family members can continue staying in the UAE until the end of their Golden Visa duration. Real estate investors who avail of loans to buy property from specific local banks are also entitled to the Golden Residence Visa under the new guidelines. This visa can also be granted to an investor who buys one or more off-plan properties from approved local real estate companies; as long as the total combined value is more than AED 2 million.

New Green Residence Visa Benefits For Family Members

Benefits for first-degree relatives of Green Residence visa holders have also been greatly improved. The parents, spouse, and children can now be sponsored by the resident for 5 years, and the grace period after the residence visa has expired or is cancelled has been increased to 6 months from 1 month, which is ample time to sort out their visa status or leave the country. The age limit for children to be sponsored has been increased from 18 to 25, and the age limit has been removed for unmarried daughters and children of determination.

Everything to Know About the UAE’s New Visa Rules, Implementation Dates, and Eligibility

The UAE Cabinet, led by HH Sheikh Mohammed bin Rashid Al Maktoum , the UAE Vice President, Prime Minister, and Ruler of Dubai announced on Monday a set of administrative regulations to attract and preserve accomplished and skilled individuals in the country.

The new rules, which will be in effect from October 3 this year, will broaden the eligibility criteria to apply for long-term visas and will also increase the number of individuals who can apply for them.

The new visa scheme is in its initial stages

As previously announced by the Federal Authority for Identity, Citizenship, Customs, and Ports Security this week, the new rules are just beginning to be implemented, and will only be launched officially in a month. During the press briefing, the officials also said the introduction of the new UAE passport is also just in its preliminary phase and will be launched on October 3.

Earlier this year in April, the country also announced drastic changes to the UAE visa system, making it easier for both residents and visitors alike to enter the country. The changes were approved by the Vice President and Ruler of Dubai and state that the simplified strategy of 10 types of visas is a “step that supports the country’s competitiveness in the tourism, economic and educational sectors,” according to a tweet from the UAE government.

New visas for visitors

Once the new rules are thoroughly set in place, the tourist visas will be valid for 60 days, as opposed to their current validity of 30 days. A five-year, multi-entry tourist visa has also been announced and allows visitors to stay up to 90 continuous days in the UAE , although they are not allowed to go more than 180 days in a year.

The process for availing of the UAE golden visa has also been made easier, with simpler requirements to meet along with wider eligibility criteria. Public and real estate investors, notable talents in various fields that include art and culture, digital technology, and sport as well as an array of scientists and professionals along with frontline workers are also eligible to apply.

The five-year UAE green visa is a residency visa that will allow its holder to sponsor themselves for a period of five years without the need for company sponsorship, along with providing a host of benefits to their respective family members. The three types of UAE residents who are eligible to apply for the green visa are, freelancers or self-employed individuals, investors or partners in commercial businesses, and highly skilled workers.

Residents will now be able to sponsor their unmarried sons until the age of 25, as opposed to the current age of 18, and unmarried daughters regardless of their age. Moreover, several visas, including the one-year remote working visa, five-year retirement visa, and two-year real estate owner visa will not require a sponsor anymore and can be renewed for the same period.

Abu Dhabi: The UAE’s new visa rules, which offers many facilities, including the renewable 5-year Green Residence visa, will come into effect on Monday October 3, Emirates News Agency (WAM) reported.

The Federal Authority for Identity, Citizenship, Customs, and Port Security (ICP) has confirmed on Friday that the new Advanced Visa System will come into effect on October 3, 2022.

The new updated visa system involves streamlined processes, controls and procedures, and new facilities that support the authority’s approach to providing pioneering services and meet the future needs of all categories of foreigners and residents.

The Advanced Visa System is a significant restructuring of the country’s current immigration policy and aims to boost the number of residents. It comprises many residency types and the addition of new ones to cover all segments of investors, entrepreneurs, scientists, specialists, high-achieving students and graduates, humanitarian pioneers, frontline workers and skilled labour in all fields, in addition to streamlining procedures, Wam reported on Friday.

The fresh visa policies offer many features, including a renewable five-year Green Residence Visa, which also permits its holders to get residence permits for family members and flexible grace period of up to six months to stay in the country after expiry or cancellation of residence visa.

The UAE’s Green visa is a type of residence visa, that allows its holder to sponsor himself/herself for five years, eliminating the need of a UAE national or employer to sponsor his/her visa.

The Green visa provides more benefits to family members, compared to the regular residence visa. Benefits include getting residence permits easily for family members, including spouse, children and first-degree relatives, the ability to sponsor their male children up to 25 years (previously 18 years), with no age limit for unmarried daughters, children of determination (those with special needs) are granted a residence permit, regardless of their age, longer flexible grace periods that reach up to 6 months to stay in the UAE after the residence permit is cancelled or expired. It will be granted to three categories including freelancers/self-employed people, skilled employees, and investors or partners.

Job Exploration Visa

The UAE has also introduced a visa for exploring job opportunities and another visa for exploring investment and business opportunities without the need to a sponsor or host inside the country.

Golden Visa

The Advanced Visa System offers new advantages to Golden Visa holders, which include the visa remaining valid regardless of how much time the holder spends outside the UAE, removing the limit on the number of sponsored domestic labourers, in addition to enabling family members to stay in the country during the visa’s validity period even after the sponsor (holder of the golden visa) dies.

Easy renewal

The new visa system also allows entry into the country for an array of purposes with flexible visit periods and easy renewal for up to one year, without a sponsor requirement, enabling visitors and job seekers to achieve their ambitions. (with inputs from Wam)

Phones rang off the hook at typing centres as residents rushed to make use of the UAE's largest visa and entry reforms that went into force Monday, October 3.

“I have been flooded with calls since this morning,” said Abtdul Gafoor, general manager of Al Mas Businessmen Service. “Most of the enquiries are about the documentation process for the new visas.”

Typing centre agents have confirmed that the new visa application forms are now active on the system. “We are able to access and submit requests for the new green visas as well as the multiple entry visas in Dubai,” said Abdul Gafoor.

Known as the Advanced Visa System, the sweeping changes went into effect from today, October 3, as per an announcement by the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) last month.

The Advanced Visa System comprises many residency types. One of the most attractive features has been the Green Visa, which allows an individual to sponsor their family for five years, as opposed to the existing system of two years. It is applicable for various individuals including skilled workers, self-employed people and freelancers.

“We have had a number of enquiries, especially for the Green Visa,” said Abdul Gafoor. “Many of them have all the documentation ready. We are hoping to start applying for the visas from tomorrow.”

Requirements for the coveted Golden Visa have also been relaxed and can be obtained by scientists, entrepreneurs, exceptionally talented people, frontline heroes, top students and investors who have purchased Dh2 million-plus worth of property.

New rules will also allow parents to sponsor their sons till the age of 25. Earlier, it was only possible to sponsor sons until they turned 18. Unmarried daughters can also be sponsored for an indefinite period, and disabled children get a special permit.

There have also been a number of changes in visit visa permits. New visas will allow a stay of 60 days as opposed to 30 days earlier. Additionally, a five-years multi-entry tourist visa has been introduced, which does not require a sponsor. This will allow tourists who have a bank balance of $4,000 to stay for 90 consecutive days in the UAE.

According to Aliyyu Shahul Hameed from Pan Gulf document clearing services, there have been many enquiries for the multi-entry tourist visa as well. “It is a great option for those who shuttle between countries,” he said. “So we have had a lot of interest in this visa.”

If you are planning to enter UAE on a tourist visa, here we have new visit visa rules updates, which are important to know about. We have elaborated on them in this post to make them easy to understand.

On Arrival & Prepaid Rules

New Visit Visa Rules in UAE

If you are from a country that qualifies for the UAE visa on arrival, the following are the updates you need to know.

14 Days visa on arrival (Paid)

If you have Indian and you hold a valid green card/ visit visa to the USA or a UK/EU residence visa, you qualify for the 14 Days visa on arrival at the cost of 120 AED. The visa allows you to stay in UAE for 14 days, which is not renewable.

30 Days visa on arrival (Free)

You can get the 30 Days visa on arrival if you have a passport from any of the below countries;

Andorra, Australia, Brunei, Canada, China, Hong Kong, China, Japan, Kazakhstan, Macau, China, Malaysia, Mauritius, Monaco, New Zealand, Republic of Ireland, San Marino, Singapore, Ukraine, United Kingdom and Northern Ireland, United States of America, Vatican City.

You will get your passport stamped at the immigration office and be allowed to enter UAE for 30 days free.

90 Days visa on arrival (Free)

If you have a passport from Belgium, Cyprus, Denmark, Germany, Italy, etc., you qualify for the 90 Days visa on arrival.

180 Days visa on arrival (Free)

The UAE 180 Days visa on arrival is reserved for Mexican passport holders.

GCC Countries

If you have a passport from any GCC country , you don't require a passport to enter UAE. You are required to present your GCC country passport or national ID card at the point of entry into the UAE, and you will be allowed to enter UAE.

PrePaid Visa Rules

Those who don't qualify for the UAE visa on arrival and would like to visit the UAE are required to get an entry permit before arriving in the UAE. You will require someone to sponsor your UAE visit visa to be approved. Other requirements are a valid passport for at least 6 months and a confirmed return flight.

If you have these, it is easy to process UAE visit visa, which will allow you to enter UAE. If you are in transit, you can get a UAE transit visa, enabling you to stay for hours. However, if you are on transit through Abu Dhabi and choose to explore the city, you need to have a tourist visa.

Extension Rules for Visa

You can extend the visit visa twice for 30 days each time without exiting the country. For the visa on arrival, only those who qualify for the 30 days visa on arrival can extend their visa once.

Exiting the country is unnecessary because you can extend the visa inside the country. It is ideal if you want to stay more days in UAE. You will save on money and time.

If you are planning a long stay or coming to look for a job, and you have found it, you should consider a visa change. It is the best choice as you will be allowed to stay in UAE for a long period. You can change the visa without exiting the country.

Golden Visa Rule

The golden visa allows one to stay outside UAE. You don't have to worry about your UAE residency visa because a golden visa allows you to stay outside UAE as long as you want.

Previously, if you say for more than six months outside UAE, you would lose your residency visa, but that is not the case with a golden visa.

Overstating on Visit Visa/Residence Visa Rules

If you entered UAE on a visit visa looking for a job and have secured it, you are required to change your visa to a Residence or Employment visa.

It is illegal to work in UAE while in the country using a visit visa. You can change the visa without exiting the country.

When you are issued a UAE visit visa, it indicates the number of days you can stay in the UAE. If you stay behold those days, you are considered to have overstayed in UAE, and you get fined. The fines are charged as follows.'

If your UAE residence visa is canceled, the Ministry of Labor & Immigration allows you to stay only 30 days after canceling. You can get a new visa or leave the country during this time.

After the 30 days grace period, you will be fined for overstaying. The fines are as follows;

  • AED 125 for the first day
  • AED 25 for each subsequent day.
  • AED 50 per day after six months of overstaying
  • AED 100 per day after one year of overstaying

Grace period

New Visit Visa Rules in UAE

1. UAE Visit VISA/Tourist Visa Holders:

The 30 days on arrival visa and UAE visit visa holders get a grace period of 10 days after their visa expires. During this grace period, you can extend your visa, change your visa or leave the country. When you overstay, behold the grace period, you will get fined, as mentioned above.

2. Residence Visa/Employment Visa Holders

If you are made redundant, you lose your residence or employment visa. The UAE government allows a grace period of 30 days to leave the country or look for another job.

Currently, the authorities allow a grace period of three to six months to stay in UAE after losing your job. You get a humble time to search for another job. The government aims to retain talent in the country.

The United Arab Emirates’s (UAE)’s Advanced Visa System, first announced by the Federal Authority for Identity, Citizenship, Customs and Ports Security (ICP) last month, will come into effect on Monday (October 3).

Approved by UAE’s Cabinet in April, the new visa rules — aimed at reforming the country’s immigration and residency policies — include changes such as longer visas for tourists, extended residency for professionals under the Green Visa and an expanded 10-year Golden Visa scheme.

Besides alleviating burdens for foreigners and simplifying visa procedures, the updated visa system is an attempt at “improving the quality of life and making the experience of living, working and investing in the UAE a pleasant and happy one”, said Major General Sultan Yousef Al Nuaimi, the Director General of Residency and Foreigners Affairs, as reported by Gulf News.

What are the new rules and how will they impact tourists or those who want to work or reside in the UAE? We explain.

Announced in September 2021, the Green Visa is a type of renewable-residence visa that allows foreigners to sponsor themselves for five years, without having to rely on a UAE national or employer to sponsor their visa. Freelancers or self-employed people, skilled workers and investors or partners are eligible for the visa.

Festive offer

Green visa holders are also given more benefits, such as the ability to sponsor family members, including a spouse, children and first-degree relative for the duration of their residency. Parents will be able to sponsor male children till the age of 25, an increase from the previous age limit of 18, while unmarried daughters and children of determination (with disabilities) will be granted residence regardless of age, the UAE government had said in June.

Holders will also receive an extended flexible grace period of up to six months if their residence permit is cancelled or has expired.

Expansion of the Golden Visa

The Golden visa offers holders long-term renewable residence visas for upto 10 years. Those that are eligible for the Golden visa include investors, entrepreneurs, individuals with exceptional talents the likes of researchers, medical professionals and those within the scientific and knowledge fields and outstanding students and graduates.

Introduced in order to attract and retain talent within the country, Golden Visas began to be approved in late 2020 and in the first year, 44,000 of them were issued in Dubai alone, UAE newspaper The National reported.

Other than benefits such as 100 per cent ownership of their businesses, the new visa changes provide Golden Visa holders other advantages as well. While previously, those who lived outside the country for six months lost their residency, the Golden Visa will now remain valid irrespective of the time they spend outside the UAE. There is no limit on the number of domestic labour they can sponsor, and the changes will also allow the holder to sponsor their family members — including spouse and children of any age — and permit family members to stay in the UAE even if the Golden Visa holder dies, as long as the visa remains valid.

More people are also now eligible for the Golden Visa. Skilled professionals in fields such as science and engineering, medicine, IT, business and administration and education can also now receive a 10-year visa, as reported by Khaleej Times. The monthly salary requirement has also been reduced to AED 30,000 (Rs 6.6 lakh), from the previous limit of AED 50,000 (Rs 11.1 lakh).

Changes for tourists and others

Tourist visas will now allow visitors to legally enter and stay in the UAE for 60 days, an increase from the previous 30 days.

A five-year, flexible multi-entry tourist visa was also introduced that allows them to stay in the UAE for up to 90 days in a row.

Furthermore, the job exploration visa, which seeks to easily allow talented professionals find employment in the UAE, will not require a sponsor or host. Those that fall under the first, second or third skill level classification of the Ministry of Human Resources and Emiratisation and new graduates from the top 500 universities of the world will be eligible for the job exploration visa.
