To revitalize and reactivate the tourism sector.
To ensure tourism industry remains competitive by providing support and assistance (incentives) to the private sector, players and industry activists in promoting and positioning Malaysia as outstanding tourist destination in the world.
APPLICATION SCOPE
Hosted in Malaysia;
Ability to attract interstates participation within Malaysia;
Generating domestic tourism and international tourists movement;
Invigorating and providing benefits to the tourism industry; and
Programs/events must be executed in year 2024.
PERMISSIBLE PROGRAMS/EVENTS
Tourism Programs/Events that have interstates elements within Malaysia;
Tourism Exhibition (Travel Fair) with Business to Consumer (B2C) element which focuses on the sale of domestic packages only;
Programs/Events of Special Interest (Niche) that incorporate elements of tourism and able to attract participation from within and outside the country; and
The organization of sporting events is LIMITED to form of recreation, carnival, folk sports and lifestyle that have an impact on the tourism industry and the local socioeconomics.
CEILINGS ALLOCATION
Programs/events that have a socioeconomic impact held in the country and involve interstate participation.
Domestic level Program/Event - MAXIMUM CEILING is up to RM500,000.00 (MALAYSIAN RINGGIT: FIVE HUNDRED THOUSAND ONLY).
INTERNATIONAL
High-impact programs/events held in the country involving:
20% or more participation of visitors from foreign countries; and
Participants must at least from 5 different foreign countries or more.
International level Program/Event - MAXIMUM CEILING is up to RM1,000,000.00 (MALAYSIAN RINGGIT: ONE MILLION ONLY).
The complete application form together with the proposal paper must be submitted to the Secretariat 30 days before the organizing of the program / event.
The application duration starts from 2 May until 30 November 2024 (or subject to the remaining GSSP allocation of the current year) while the implementation of approved programs / events starts from 1 June until 31 December 2024.
Applications of ONGOING or PAST programs/events are not permissible .
The medium of GSSP allocation is REIMBURSEMENT .

Smart Tourism: Future of Tourism in Malaysia
Tourism is the third-largest contributor to Malaysia’s GDP, after the manufacturing and commodities sectors. In 2019, the sector contributed about 15.9 per cent to the total GDP. In the last few years before the outbreak of COVID-19, the tourism industry in Southeast Asia had experienced a significant growth phase, and Malaysia launched the “Visit Truly Asia Malaysia 2020” campaign with a target of 30 million visitors and RM100 billion in tourist revenue for 2020. However, the COVID-19 outbreak severely impacted the Malaysian tourism industry, which led to the cancellation of the campaign.
The Government then launched the National Tourism Policy (NTP) 2020-2030 on 23 December 2020 to ensure the continuity of the country’s tourism industry and make Malaysia a preferred tourist destination globally. Key approaches in achieving the NTP’s agenda include effective recovery of the tourism industry based on new norms, strengthening competitiveness, sustainable and inclusive tourism development, as well as disaster risk management.
Among the Transformation Strategies outlined in the NTP is to embrace ‘Smart Tourism’. Advances in digital technology have influenced the way people travel, causing tourism-related businesses to change the way they operate.
The Malaysia Smart Tourism 4.0 initiative launched by Tourism Malaysia on 5 April 2018 aims to take the industry to the next level by taking advantage of opportunities in the digital age. These efforts will pave the way for new innovative sub-sectors and create employment opportunities in line with the NTP and the United Nations Sustainable Development Goals (SDG). In a study conducted by Monitor Deloitte, ‘Smart Tourism’ has the potential to increase Malaysia’s tourism-based revenues from the current USD25 billion to USD110 billion by 2030, an increase of more than 4-fold.
According to Dr Hayley Stainton, the founder and CEO of Tourism Teacher, “Smart Tourism is defined according to the technological capabilities of a particular destination, attraction or the tourist themselves.”
The definition is supported by The European Capital of Smart Tourism which defines a smart destination as:
‘A destination facilitating access to tourism and hospitality products, services, spaces and experiences through ICT-based tools. It is a healthy social and cultural environment, which can be found through a focus on the city´s social and human capital. It also implements innovative, intelligent solutions and fosters the development of entrepreneurial businesses and their interconnectedness.’
The ultimate aim of smart tourism is to improve resource management efficiency, enhance tourism experiences, maximise competitiveness, and enhance sustainability through technological innovation and practices.
The five most common methods of implementing smart tourism
While the tourism sector has taken a hard blow due to the pandemic, the focus on digitalisation and developing smart products and infrastructure are among initiatives to build a more resilient and sustainable future in Malaysia. Taking a positive spin, a crisis is often an opportunity to rethink and reinvent old processes, particularly to adopt more sustainable tourism practices. According to UNWTO (UN World Tourism Organisation), sustainable tourism ‘has the potential to advance urban infrastructure and universal accessibility, promote the regeneration of damaged areas and preserve cultural and natural heritage, assets that depend on tourism’.
In recent years, there has been a demand for high-class hotel development in response to the increase in global wealth and higher living standards among developed and developing countries. The upcoming mega projects and large mixed-use development in TRX, Bandar Malaysia and KL Metropolis are expected to attract upperupscale and luxury hotels. It is estimated that the proposed investment for the establishment of 4 and 5 star hotels in Malaysia amounted to RM7 billion in 2021.
In efforts to develop Malaysia’s tourism landscape into a sustainable, competitive and resilient sector, incentives are provided to encourage existing operators of 4 and 5-star hotels and smart tourism. MIDA welcomes quality investments that involve high-value and innovative tourism products and services, and contributes to a comprehensive ecosystem such as special tourism investment zones without compromising on environmental policies and legal requirements. MIDA also encourages companies to invest in modern and higher standard infrastructure and facilities to build up the resilience and long term competitiveness of the tourism sector.

KUALA LUMPUR: Malaysia Aviation Group Bhd (MAG) has entered into a memorandum of understanding (MoU) with Tourism Malaysia for a three-year partnership aimed at supporting the country’s tourist arrivals targets.
“We look forward working with Tourism Malaysia, leveraging our strengths as a national carrier and aviation hub to pursue sustainable traffic growth in an increasingly competitive landscape,” MAG chief executive officer of airlines Ahmad Luqman Mohd Azmi said at the signing ceremony in Kuala Lumpur.
“With our strong network and track record of working with partners through trade and consumer initiatives, we’re well-placed to support the nation’s tourism ambitions. This partnership reinforces MAG’s commitment to supporting the goals of Visit Malaysia Year 2026 (VMY2026) through positioning Malaysia as the gateway for Asia and beyond,” he added.
Luqman said the MoU will lead to the development and implementation of a three-year partnership program in key international markets, not just in the leisure passenger segment but also in meetings, incentives, conferences and exhibitions (MICE) and transit passengers.
The partnership will also anchor Malaysia Airlines’ Bonus Side Trip (BST) offering, which provides passengers with a complimentary flight to a domestic destination on the Malaysia Airlines network.
Meanwhile, Tourism Malaysia Director-General Manoharan Periasamy said the country aims to welcome 35.6 million tourists, generating target receipts of RM147.1bil under its Visit Malaysia Year 2026 (VMY2026) programme.
This year alone, Malaysia hopes to attract 27.3 million arrivals with RM102.7 billion in tourism revenue.
“More joint activities are planned, including familiarisation trips to Malaysia, marketing promotional activities, and advertising campaigns to feature Malaysia as a preferred holiday destination on the global stage,” he said.

His Majesty Sultan Ibrahim, King of Malaysia, concluded his State Visit to Singapore today. During the visit, His Majesty met President Tharman Shanmugaratnam, Prime Minister Lee Hsien Loong, and Deputy Prime Minister and Minister for Finance Lawrence Wong, where they welcomed our long-standing and multifaceted bilateral ties and the good progress that has been made in bilateral cooperation. They welcomed the upcoming centennial of the Johor-Singapore Causeway in June 2024 and looked forward to the commemorative activities being organised by both sides. To kick off the commemorative activities, His Majesty and President Tharman unveiled the designs for commemorative stamps jointly issued by SingPost and Pos Malaysia to mark this anniversary. They also discussed areas for further cooperation. His Majesty was hosted by Speaker of Parliament Seah Kian Peng to a tour of the Parliament Chamber and witnessed Parliament proceedings. Before ending the visit, their Majesties were hosted by Minister for Transport Chee Hong Tat to a train ride on the Thomson – East Coast line to Woodlands North Station, which is the Singapore terminus for the Johor Bahru – Singapore Rapid Transit (RTS) Link project.
