Where are the USS Franklin Blueprints Located in Star Trek: Fleet Command?
In Star Trek: Fleet Command, you need 90 blueprints to construct the USS Franklin. Furthermore, you will also need a level 17 shipyard. The best and cheapest way to get the USS Franklin is by completing the occasionally held Franklin events. You can easily earn 45 blueprints by completing a mining and a hostile hunting event. However, the problem is that these events don’t come up in the game often, further increasing the rarity.

The USS Franklin Blueprints are even made available for purchase in the in-game store from time to time. All of this has led many players in the community to believe that the USS Franklin Blueprints are somewhat pay to play. While some can be earned from missions or available from the faction store, players mostly need to purchase the blueprints.

The USS Franklin is one of Starfleet's most decorated ships , despite having disappeared over 100 years ago. It was the first-ever Earth ship capable of reaching warp 4. After many successful missions, the Franklin mysteriously vanished after traveling through the Gagarin Radiation Belt. It was found in the year 2263 by the crew of the Enterprise. They were able to utilize the ship's antiquated technology to defeat Krall and his Swarm .

The franklin when taking out level 32 swarms saves you millions upon millions upon millions of tritanium in repair bills compared to epic ships. Thats the point of the franklin. Again once kumari comes along northstar is useless.

I can’t find a Franklin BP mission reward (they may stopped w/ rollout of Cosmic Cleanup). Here is a link to the STFC.space Missions database. The site is great resource and one you should definitely bookmark.
Part one of the walk through of the new set of missions, we get a look at the Threat From Beyond event which should allow f2p to obtain the ship.
Blueprints can be found as a reward upon completing these missions: Broken Chains, Buyer's Remorse, Equal Share, Reunions, Quid Pro Quo. Alternatively, Botany Bay blueprints can be found in the Augment Faction store when you are constructing your first one.
After the mission where you decide to fight or evacuate build the Franklin if you have the parts. The "Build the Franklin" series is unlocked. I do think you have to be Ops 18 though. Each of the Franklin missions (at least so far) increase the min Ops level by 1 but each grant a warp interlock.
