Hawaii: 3 Best eSIMs Compared

As a travel photographer who needs Internet access to run my business, I can’t rely on slow Wifi connections or no signal when traveling round the Big Island, Haleakalā in Maui or Waikiki in Oahu, and that’s where eSIMs come in.

You could use your home SIM card and network and roam internationally of course, but this usually costs an absolute fortune , and I definitely do not like spending more money than I have to!

So when I was last in Hawaii, I scouted out the actual best eSIMs that would be reliable , fast and wouldn’t throttle my data or kick me off if I hit some arbitrary cap .

So that you don’t have to go through these same hours of research, my quick recommendations for eSIMs in Hawaii that you can setup in seconds are below.

The best value for money is the Airalo Change eSIM for light data use and short (< 7 days) trips, while Holafly is best for unlimited data, and Nomad the most economical option for longer (> 14 day) trips.

5G is pretty widespread on O’ahu and the Big Island, with lower levels of coverage on Maui.

eSIMs for the US-Only

There are also a few other options of eSIMs which make sense for the Hawaiian Islands, which can also be used across the rest of the US like Orlando , California and Las Vegas , and which are included in the tables below for completeness.

eSIMs for North America

If you are traveling to Canada and Mexico on your trip, then consider the regional eSIMs like the Americanmex from Airalo, which let you use your eSIM for the duration of your trip, for a slightly higher price.

Nomad offers the best value for a North American eSIM, particularly when they have a sale on, so I would check them out first.

Global eSIMs and Including Calls/Texts

For those on longer multi-country trips , then choose a global eSIM like the Discover from Airalo, which covers 130 countries.

Nomad also offer global plans, but these tend to be very bad value for money compared with the ones below, so I won’t cover them here.

Should You Get Calls/Texts eSIMs?

In general, eSIMs only offer data and not calls and texts.

In practise this is not a problem, as you can still use WhatsApp with an eSIM. You may need to receive a code by text to your existing number to confirm your identity with your new eSIM, but either way you will be using WhatsApp within seconds without any problems.

You should also be able to keep using Uber and the like , as you keep your existing physical SIM card active, meaning that you keep your current phone number and can still receive texts to it for ID confirmation.

Even if you do need to call a business, most now offer WhatsApp calling, and of course you can still use it to connect with friends and family.

If you do have a definite need for calls and texts, then you should look at the Discover+ from Airalo which you can set up prior to leaving for your trip, or a local SIM card when you get to your destination, but the latter adds a lot more hassle.

How Easy Is It To Use An eSIM?

First, you will need to make sure your phone is not locked to a carrier. If you got your phone at a reduced price under a monthly contract, then your phone may well be locked. You can usually request a code to unlock it from your carrier at the end of your contract.

If you bought your phone without a SIM or use a pre-paid card, then it is almost certainly already unlocked.

Most phones and iPads made in the last few years will support eSIMs, but you should double-check your model to make sure. There’s a comprehensive list here .

You can also check if your phone is compatible from Settings on Android or iOS.

Once you know that your phone is compatible, it’s as simple as scanning a QR code from your eSIM operator, or do it all through the app for providers like Airalo.

Local eSIMs from US Operators

eSIM companies do not own their mobile networks – they instead piggyback on local providers.

The potential problem with this is that some local providers will prioritize their customers in times of high traffic load, meaning that eSIM customers (and anyone internationally roaming) could suffer from slower speeds.

But there’s another variable to take into account – local provider’s pre-paid customers.

Because the local providers will make more money from contract customers than from pre-paid, pre-paid customers get pushed to the bottom of the pile, and it’s them that get deprioritized first during high network traffic .

This means that an eSIM from someone like Airalo can actually offer faster data speeds than pre-paid eSIMs from local operators.

The other advantage of eSIMs is that you can set them up in seconds , usually using the provider’s app, and you don’t need to wait until you are in the country in question to do this.

Nomad eSIMs for Hawaii

Nomad targets those travelers who want long validity on their eSIMs but are willing to take a smaller data cap for a lower price.

As the name might suggest, they’re aimed more at longer term travelers than those only away from home for a week, but if you do have a longer trip lasting up to 30 days, then Nomad are the best value for money .

Nomad uses the AT+T, T-Mobile and Verizon networks in 4G/LTE and 5G mode if available.

The real value for Nomad eSIMs comes from their North American plan though.

They have a 3 country plan on 5G/4G/LTE which covers the US, Mexico and Canada.

Holafly eSIMs for Hawaii

Holafly are my go-to operator if you use a ton of data, as they offer unlimited data on all eSIMs (with some caveats).

Some users have reported throttling of connection speed after using a few GB of data in a short space of time, and it is likely that there is some upper limit given the relatively low cost, but there is no official word on this, other than “the carrier may reserve the right to apply a Fair Usage Policy” in their terms and conditions.

For normal usage (if you’re not streaming 4K movies all day), then you are unlikely to be throttled.

As Holafly are the only operator with unlimited data, they are my first choice for longer trips or where I know that I will need lots of data.

They use the AT+T and Verizon networks in 4G/LTE mode in Hawaii.

Remember that you can’t extend your Holafly eSIM, so you’re better to buy a plan that offers longer coverage than you need rather than less, as otherwise you will have to buy another eSIM from them to cover your trip.

AloSIM eSIMs for Hawaii

AloSIM offers very similar prices to Airalo, but are a newer company that are not yet offering 5G support in Hawaii.

They’re also a little more fiddly to set up because you have to change your APN (Access Point Name) for the eSIM, otherwise it won’t work.

AloSIM use AT+T at LTE speeds, which is the third best provider , so don’t expect super-fast speeds.

Sometimes prices can be lower than Airalo, but the packages are usually the same with the exception of the mobile networks used.

I only include it here because AIS offers the most 5G networks of any global SIM , so if you are on a two week trip to even a couple of different countries, the extra 5G capabilities of the AIS card can make it worthwhile.

The Best eSIM for Hawaii: Conclusion

In my opinion, the best eSIMs for Hawaii are those from Airalo , as they give you the fastest 5G network available, and at the lowest price , which is unbeatable in the current climate.

Holafly are my next choice if you want unlimited data .

Nomad can be cheapest for longer trips and for North America as a whole, if you are happy with their eSIM validity policy of max. 60 days from purchase.

What is an eSIM?

An eSIM (embedded SIM) is a digital SIM card that can be installed directly into your smartphone or other mobile devices. It is an alternative to the physical, removable SIM card you’re used to.

Can I renew or extend the data on my eSIM?

Yes, you can do so by logging into your customer panel on the Holafly Center. You will find the data plans you can purchase there. Once you’ve made your purchase, it will be activated immediately on the eSIM you have linked.

Can I share data with other devices?

No, the eSIM for the Hawaii does not allow you to share data.

How do I set up the eSIM on my device?

After your purchase, we will send a QR code and manual instructions to your email. Either print the QR code or open it on your computer. On your cell phone, go to Settings > Mobile Data > Add Data Plan and scan the QR code. Your phone will allow you to assign a specific name to this data plan. You will now be able to switch between your Holafly data plan and the original plan from your provider. The Holafly data plan will only be operational once you arrive at your destination. Once you land, turn on data roaming on your cell phone settings and activate the Holafly data plan. Consult your phone’s user manual for more details on adding a data plan. When should I set up my eSIM?

Set up your eSIM before your departure. Once you reach your destination, just activate the data plan turning on data roaming. We recommend you print the QR code to take it and manual instructions with you on vacation, just in case. Remember that you need internet access to install the eSIM.

How can I check my data balance?

You can manage your eSIMs and access all purchased data plans by logging into your Holafly Center through the Holafly website.

How many times can I use my eSIM card?

If needed or when changing phones during your trip, you can transfer your eSIM. However, note that you can only transfer the eSIM to two devices—the original one and a new one. Once you’ve installed it on a different device than the original, you won’t be able to reinstall it on the original device and you must deliver the eSIM from the original device to install it in the second device.

Can I delete the Holafly eSIM once I’ve used my data?

Yes! But keep in mind that you don’t need to do so. As soon as your plan expires your eSIM will no longer work.

Can I use my SIM card and Holafly eSIM at the same time?

If you are using an Apple device, you can use your SIM card and your eSim at the same time. Choose the Sim card for phone calls and SMS, and Holafly eSIM for data from your device. Please remember that if you leave your Sim card activated, your network provider may apply data roaming charges to receive or make phone calls as well as SMS.

How do I get a refund?

At Holafly we are aware that our users may have unforeseen events after making the purchase. Therefore, you can request a refund in the following circumstances: – You bought the eSIM without checking the compatibility with your cellphone. – You canceled your trip or you no longer need the eSIM. – Our eSIMs generally work fine, but if you experience connection issues, we can provide you with a full or partial refund. Use Your Mobile Phone and Number

Using your existing mobile phone and number is the most convenient option while traveling overseas. However, it can cost a fortune depending on your plan. Check with your mobile phone provider regarding global roaming charges before departure.

ASK THE FOLLOWING QUESTIONS:

  • Will your mobile phone work overseas, specifically in the United States including Hawaii?
  • Does your current plan include global roaming (overseas calls, messages, and data), and what are the costs?
  • If your current plan does not contain global roaming, what are the options and costs for adding this service?

TIP: I was on a Vodafone plan in Australia and was able to add global roaming for a flat rate of $5 per day. I could use my mobile phone in Hawaii, just like I did in Australia. Any overseas calls, messages and data were the same rates of my plan, but I was charged an additional $5 per day for every day I was overseas. I didn’t have to swap out my SIM card, and everyone was able to contact me on the same number.

If adding global roaming to your current plan is too expensive, there are other options.

Use Your Mobile Phone Only Through Wi-Fi

This option requires you to disable global roaming on your existing mobile phone and only use your mobile phone if, and when, you are connected to Wi-Fi in Hawaii.

Complimentary Wi-Fi is often provided at cafes or in the public areas of hotels and resorts. Check with your accommodation, some will charge guests for Wi-Fi based on a flat rate per day, others include it the ‘resort fee’ or provide it complimentary.

Depending on your plan you may or may not be able to receive your normal message texts and phone calls when relying on Wi-Fi only. Consult your mobile phone provider for advice. Either way, there are other options for communicating including Wi-Fi-enabled apps like WhatsApp, Viber and Messenger.

Use Your Mobile Phone With a U.S. Prepaid SIM Card

Using a U.S. prepaid SIM card in Hawaii, in your existing mobile phone, is an excellent way to keep your bill under control.

Why did you put ‘anywhere’ in quotes?

Because it’s a highly variable anywhere. “Anywhere” really means from the countries that the international SIM covers. That said, some of these travel SIM providers cover over 200 countries.

So, how does an international SIM card work?

Without getting too technical, an international SIM card isn’t programmed to one specific network. It’s programmed to operate on a number of networks in a number of different geographical locations – specifically, networks using the GSM (Global Systems of Management Communications) framework.

That’s why to use your cell phone internationally with a travel SIM card it needs to be:

  • GSM-compatible (many phones are).
  • Unlocked, i.e. not tied to a provider.

Do be sure about that unlocked phone bit before you go ahead and buy a new one.

Basically, global SIM cards will plug into a local network from the country you’re travelling to… Consensually, of course.

That’s why coverage so strongly varies among the many international SIMs. Some SIM cards are for worldwide use and programmed accordingly. Some SIM cards are for international roaming in certain regions like Asia, the USA, or Europe (usually, omitting a third of Europe in their coverage).

For example, you’ll need a different sim card for Canada and the USA in most cases, but in Europe you’ll more than likely be able to use the same one.

Who benefits from buying an international SIM card?

Well, like I said, not so much the longterm backpacker types . A local SIM card is pretty much always cheaper and much more practical (and reliable) for long stays in any country. Unfortunately, actual cheap international sim cards don’t exist yet.

Country-hoppers , on the other hand, may want to consider buying some sort of prepaid international SIM card. Buying local sim cards in Europe for only 1-2 weeks of use eight times in a trip is nobody’s idea of fun, especially if you care about data usage and double especially if you care about plastic ending up in the ocean.

People living the digital nomad lifestyle may also benefit from a travel SIM. Though a local SIM is much more equipped for longterm stays in a country, sometimes the options or service is crap and sometimes you’ll spend long stretches in transit which is a perfect time to crunch out a few hours. Besides, there is no rule that says you can’t have two SIMs. A prepaid international sim card might be the best option here (more about that later).

Lastly, business people or people that take frequent short trips will benefit from a SIM card for international travel. I might be stereotyping here but I kinda feel that these folk are less concerned with the costs associated. Plus, most SIM cards for overseas use tend to have 1-year validity for purchased credit, so it’s totally viable to park your SIM after a trip and then pop it back in for the next one.

Beginning the list are the top international SIM cards for travelling that do everything a SIM card should do: call, texts, and mobile data . These SIMs have some pretty major coverage globally and for most travellers in the world, are more than sufficient.

Of course, there has to be a best-of-the-best in this international sim card comparison. So first up–the best travel SIM card!

#1 The Best International Physical SIM Card – OneSim

Ok, so what makes OneSim the best travel SIM card? It’s a fine difference between the first few candidates but OneSim edges out on top for a combination of versatility, pricing, and reliability.

First up, they offer multiple different SIM cards each catering to different travelling needs INCLUDING (but not limited to) 2 awesome e-Sim options :

  • OneSimCard e-Sim World (From $9.95) – Coverage of 150 countries with free incoming calls on EU numbers.
  • OneSimCard e-Sim Asiana (From $9.95) – Specially designed for Asia and Oceania. Data packages available.

If your phone is not yet e-Sim ready, then worry not because OneSim also offer some excellent deals on plastic sims:

  • OneSimCard Universal ($29.95) – Coverage of over 200 countries but with a more limited data service (50+) countries.
  • OneSimCard Expedition ($34.95) – Offers much the same coverage as the OneSim Universal travel SIM but with way more data coverage. It’s the choice for the explorers.

How OneSim Works

You’ll get a $10 bonus credit with any OneSIM roaming SIM card purchase, but once that’s gone, you’ll have to continue buying data plans. Rates vary wildly by both the choice of travel SIM card you are using and the country you’re in so you’ll need to check these rates to see if they suit you.

You’ll receive two numbers: a European (Estonian) number and a choice of one from the USA, UK, Australia, or Canada. Incoming calls on the primary European number is free in a large coverage of countries or starting from $0.25/min otherwise. Outgoing calls also start from $0.25/min (dependent on locations) and receiving texts are free.

Casual data rates start at rather hefty $0.20/MB . However, what makes this such a good prepaid international SIM card is that there is a lot of choices to lower your costs. You can buy data bundles ranging from one/two weeks to a month divided by zone or region. There are also discount plans and bundles available for call rates. This makes the OneSIM one of the best international SIM cards for data as well.

So, is it worth it?

Although not strictly the cheapest international SIM card on the market, the wealth of choices means that you can tailor your SIM card to your world travel needs and minimize costs. The added bonus is that OneSim has been kicking around for a while so they know the market well.

They provide a reliable service, as well as a bunch of neat extras, to keep their clients happy chappies. If you’re looking for the best sim card for international travel, OneSIM is definitely one you should consider getting.

#2 Best Global eSim Provider – GigSky

If you have a modern phone (iPhone 11 , Samsung Galaxy S21, etc or above) it will probably be eSim compatible. This means that you don’t actually need a plastic SIM card but can simply download an eSim via GigSky the same way you would download an app.

When I first heard of eSim about one year ago, it was something of a niche product simply because most travellers were using phones and devices that were not eSim compatible. However that is changing fast and by 2024, an estimated 80% of travellers will use eSim. The eSim marketplace is a very exciting one and the providers are contently innovating to come up with some new, better, cheaper packages – according to our research, GigSk are currently leading the pack.

How GigSky Works

I had the pleasure of reviewing Gigsky and It’s really very simple. You either download the GigSky App (which we do recommend) or else go to their website and check out their “Global Plans”. You buy the package you want (in the 5GB World Plan) and download it not your phone BEFORE you fly, using either a link or a QR code.

The joy of eSim is that you can install it before you leave and then activate as soon as the plane touches down meaning you are rocking and rolling all over the world before you even get your luggage.

GigSky offer 1 Global Package only – 5GB over 30 days for $69.99. I can be topped up (if you somehow burn through all 5GB) but it cannot be extended past the 30 days.

So, Is It Worth It?

Well, $69.99 is a lot for a 30 day package but International Sim Packages do not come cheap. GigSky also have a wide range of global carrier partners meaning their offer better connectively than most platers in this space.

Overall though, in terms of sheer convenience yes GigSky is worth it – you you can browse for and install an eSim from the comfort your device and get it ready to use before you even leave home which saves a whole lotta hassle. However, the package does NOT include an actual phone number which is a bit of a bummer.

#3 Great Global eSim Package – Sim Local

Sim Local is recognized as a global leader in the travel SIM card and eSIM retail market. The company specializes in serving global travellers, enabling them to stay connected while avoiding expensive roaming charges. During my review of Sim Local , I was impressed to see they provide local SIM cards and eSIM profiles directly to customers through a variety of channels, including retail stores, kiosks, vending machines, a mobile app, and an eShop.

Their services are aimed at offering significant savings on data, calls, and texts compared to traditional roaming options, and they also offer a range of mobile handsets and accessories tailored to the needs of travellers.

How Sim Local Works

First up, note that Sim Local are an eSim-only provider so if you’re phone is not eSim ready…go elsewhere. Providing it is, you simply hop over to their site or get the app and check out their global packages. At the time of writing the site offers their own brand one for just $10 for 3 days, or an Orange one that costs $28.00 for 14 days.

I’ll be frank, eSims are still often more expensive than buying physical sims but they are a lot easier to install and to operate and best of all, you can install them before you even leave home. In my view, $28.00 for 10GB of data over 14 days is good value for an international sim but bear in mind it don’t come with a local numero.

#4 A Worldwide SIM Card – WorldSIM

WorldSIM gets a mention on this list because it’s another puller in the market with some comparatively awesome rates. It’s also got some really weirdly expensive outlying rates. As such, we certainly don’t feel like it’s a fit for the best SIM card for international roaming.

How WorldSim Works

The WorldSIM international SIM card has no purchasing fee- woo! Now, before you get too excited, it does require a top-up of credit at purchase.

That means that you’re paying a minimum of $33.75 plus shipping . For $67.50 of credit, shipping is free.

The casual rates for outgoing calls, texts, and data usage are the cheapest I’ve found so far with data coverage extending to countries missed out on by OneSim. Except, a lot of the rates in various countries for incoming calls are shockingly high.

As for the data bundles? No idea. Their website isn’t working for that page and is just stuck in an infinitely loading loop.

Our gut says no. But, you do you. You shouldn’t base your decisions on buying an international SIM card on the gut instincts of a stranger online. All the same though, our gut says no.

Between the mildly bait-and-switch-y “$0” SIM purchasing fee, the janky and unwieldy website, and the weird incoming call rates that could potentially trap an unwitting consumer, WorldSIM in review doesn’t feel like an international SIM card worth purchasing, especially in comparison to other choices on the market.

#1 Best Data Only eSIM Card for International Travel – Jetpac

#2 A Simple Data SIM Card for Worldwide Travel – Surfroam

Yay! No prepaid data packages, no contractual mumbo-jumbo, no running out of data right when you settle in for a long Netflix and poop session: Surfroam keeps it Pura Vida!

It’s data-only with coverage of 200+ countries – even Afghanistan and Yemen are covered! So, what’s the go?

Essentially, you pay €45 for the physical SIM card (which includes €25 credit) and then top-up as you go with pack options starting at €25 . You’re charged a pay-as-you-go rate per megabyte starting as low as €0.01/MB . So that’s way cheaper than the KeepGo data roaming sim card, right? Not quite…

Rates vary substantially by country so while this going to be a cheaper option across, say, Europe, it may not necessarily pan out that way in other places. That said, prices are still pretty cheap for most places and tend to beat out KeepGo.

As a final note, there is an eSIM (€30) available with the same data rates.

Ok, so ‘simple’ might be stretching it upon reflection, however, once you’re away, its streams ablaze! If you’re jet-setting and changing countries a lot, you will need to stay keyed in as to the rates .

Otherwise, the coverage significantly beats out KeepGo, and in many cases, Surfroam will end up being the cheapest international data SIM card you can purchase. It’s the simplest choice for staying connected pretty much anywhere in the world.

#3 The Best International SIM Card for Europe – Orange Holiday Europe

I think eSIMS are the future gamechanger here. You can download a digital SIM to your phone which has eSIM support.

I use a second phone to provide data to my main phone via bluetooth internet sharing. Wifi sharing can be used as well but bluetooth uses less power. On my main phone I leave the mobile data turned off and use the paired second phone for data. This allows me to use my main phone for Whatsapp, iMessage, email, etc.

Heya, absolutely you can find that info! It’ll be in the terms and conditions/fine print for individual cards/plans. I’d like to say most last at least a year (which always seemed standard for SIM cards in general), but defs check that before you go buying any SIMs. Good question though!

  • You are NOT REQUIRED to have a state ID. It is voluntary and usually for people who don’t have a driver’s license.

If you need a copy of your birth or marriage certificate, seek one through the Hawaii State Department of Health, Vital Records Ordering and Tracking, https://vitrec.ehawaii.gov/vitalrecords/ , ph: (808) 586-4533 (recorded message to verify current fees) for birth or marriage certificates.  For divorce records, you must contact the Circuit Court in the county where the divorce was granted to obtain a copy of the divorce record.

If you choose to use a passport, ensure it is valid by renewing if necessary.

If you can’t find your social security card, request a duplicate.

If you need a copy of your birth or marriage certificate, seek one through the issuing state’s vital records office.

Renew anytime up to six months prior and keep your birthday expiration date.

One transaction allowed per appointment slot. ( Note : last name of the applicant must be matched with  AlohaQ   scheduled ticket for service.)

You will get a text confirmation or print out the online confirmation.

The last four digits of the phone number you enter will be your ticket number.

Arrive at least 10 minutes before your scheduled time.

Listen for your number or watch the appointment screen to track your time.

Cancel if not needed by using the cancel option at the bottom of your text confirmation.

Double-check the  document guide   or download this document   to ensure that you can prove legal U.S. presence, legal name, date of birth and principal residential address.

Gather all the required documents into a single folder before you go. Remove from envelopes as documents will be scanned.

Print and complete the application form for state ID application .

Use your principal residential address. Licenses and IDs cannot be sent to business addresses, and they cannot be forwarded. They will be returned undeliverable.

Note the address and business hours for the site you are visiting.

Federal law allows you to hold only one  REAL ID-compliant card . You may hold a REAL ID-compliant driver’s license or state ID, not both.

If you choose to use your license or ID to board an aircraft after May 7, 2025, you will need the gold star marking. A passport is also acceptable.

Request the gold star on your next renewal at no additional charge, or request a duplicate to obtain the star for a $6 duplicate fee.

You must present the required documents to obtain the gold star marking.

A temporary paper card is not an acceptable form of identification at U.S. airport security checkpoints.

It can take six weeks for your permanent card to arrive in the mail so plan around trips carefully.

Special Accommodations for Incapacitated Residents

Special accommodation is available for bedridden elderly and young people who have medical or mental conditions that make them unable to appear in person to be photographed, fingerprinted, and present REAL ID Act-required documents.  Qualified applicants are eligible for a “non-compliant State ID” card that provides a valid form of identification to access medication, banking information and other services.

Legal guardians, custodians or caretakers, acting on behalf of incapacitated/incompetent Oahu residents, can apply in this three-part process:

STEP 1 :  Proof of incapacity and initial application, present the following at the Kapalama Driver Licensing Center (DLC):

  • Doctor’s note, stating the applicant is incapacitated and unable to appear in person.
  • Completed  State ID application , signed by the incapacitated applicant.
  • Required Documents   proving incapacitated applicant’s legal presence, social security number, and two proofs of principal residence.
  • $40 fee payment (cash, check, or credit/debit card+2.35% service fee)
  • Representative will complete and sign, in the presence of DLC staff,  a State ID Affidavit for Incapacitated/Incompetent , and receive a packet with a signature form, fingerprint inkpad and form, and a USB flash drive.

STEP 2 : Complete the packet:

  • Obtain incapacitated applicant’s signature on the signature form.
  • Follow instructions on the fingerprint form to obtain required applicant fingerprints.
  • Follow instructions to obtain a digital photo of applicant and transfer digital photo as to the provided USB flash drive.

STEP 3 :  Return completed packet, materials to Kapalama DLC:

  • Return required documents, inkpad and USB flash drive with photo to Kapalama DLC.
  • Upon arrival, sign in at Window #4.
  • Staff will process packet and issue a temporary, non-compliant State ID.
  • “Permanent” plastic, 8-year, non-compliant State ID will be mailed to the principal residence within six-to-eight weeks.

Please make an AlohaQ appointment for your initial step of presenting the doctor’s note, documentation and fee at the Kapalama Driver Licensing Center.  You can make that appointment online at  www.AlohaQ.org .

When you are ready to turn in the completed packet, no appointment is required.  Simply report to Window #4 at Kapalama DLC, sign in and your packet will be processed.

No.  Because the incapacitated person is unable to appear in person at a Driver Licensing Center, this “non-compliant” identification card is not acceptable for official federal purposes such as boarding a commercial airplane for domestic travel or entering certain federal facilities.

Limited Purpose State Identification

A Limited Purpose State Identification card is available for anyone who is unable or unwilling to provide satisfactory proof of authorized presence in the United States under Federal law. Applicants must present supporting documentation establishing their identity and Hawaii residency.

A Limited Purpose State Identification card is issued only for state identification purposes and is NOT acceptable for official Federal purposes. It does not establish eligibility for employment, voter registration, or public benefits.

A Limited Purpose State Identification may not be issued to the holder of a REAL ID credential.

Make an AlohaQ appointment at a Driver Licensing Center .

Print and complete the state ID application form .

Provide identity and proof of Hawaii residency documentation. Those requirements are listed in the drop-down menu below.

A Limited Purpose State Identification MAY NOT be issued to the holder of a REAL ID credential.

An applicant for an LP SID shall present at least ONE of source documents listed (A) through (M) below to establish identity.

(A) A valid, unexpired consular identification document issued by a consulate from the applicant’s home country or a valid unexpired passport from the applicant’s country of citizenship;

(B) A United States Department of Homeland Security Form I-589, Application for Asylum and for Withholding of Removal;

(C) An official school or college transcript that includes the applicant’s date of birth or a foreign school record that is sealed and includes a photograph of the applicant at the age the record was issued;

(D) An official school or college identification card that includes the applicant‘s full name and a photograph of the applicant at the time the identification was issued;

(E) A United States Department of Homeland Security Form I-20 or United States Department of State Form DS-2019;(F) A United States Citizenship and Immigration Services Deferred Action for Childhood Arrival approval letter;

(G) A valid identification card for health benefits;

(H) A valid identification card for an assistance or social services program;

(I) A current voter registration card issued by the State;

(J) A wage stub issued in the six months immediately preceding submittal of the applicable application;

(K) An income tax return filed in the two years immediately preceding submittal of the applicable application;

(L) One of the following documents which, if in a language other than English, shall be accompanied by a certified translation or an affidavit of translation into English:

  • Marriage license or divorce certificate;
  • Foreign federal electoral photo card issued on or after January l, 1991;
  • Foreign student identification card; or
  • Foreign driver’s license;

(M) Other proof of Hawaii residency as designated by the Examiner of Drivers.

Providing a date of birth is not required, but not doing so will result in the LP SID being issued in portrait mode as a minor.

An applicant for an LP SID shall present any TWO of the documents listed (N) through (S) below to establish Hawaii residency.

Homeless or incarcerated applicants need only provide the ONE of the documents listed in (R) below to establish Hawaii residency.

  (N) A current home utility bill, lease, or rental agreement, or deed or title to real property in the State, as designated by the examiner of drivers;

(O) A valid identification card for health benefits;

(P) A current voter registration card issued by the State;

(Q) A Hawaii income tax return or W-2 form filed in the two years immediately preceding submittal of the applicable application;

(R) A prison identification, certificate of discharge, or order of parole issued by the Department of Public Safety, or a printout prepared by the Department of Public Safety with the applicant‘s photograph, name, and date of birth. Homeless applicants may use the address of their current shelter agency, or if not staying in a shelter, may use the general delivery of the post office nearest where they spend most of their time. If the homeless applicant is not able to provide a principal residence address, the homeless applicant may submit a principal address in accordance with Section 286-304(d), HRS; or

(S) Other proof of Hawaii residency as designated by the examiner of drivers.

A REAL ID-compliant card is an accepted form of ID for domestic air travel and accessing Federal facilities. The City and County of Honolulu offers REAL ID-federal compliant driver licenses and state ID cards marked with a star in a gold circle.  

All Hawaii issued driver licenses and ID cards, with or without the star in a gold circle, are fully compliant with federal requirements until May 7, 2025. There is no rush to acquire a Real ID if your current Real ID is not nearing expiration. 

When it’s time for you to renew your state ID you will need to download and complete a  state of Hawaii Application .

If you have not already done so, you will need to submit original documents for proof of legal residence, social security number, and two documents to show Hawaii residency. For incapacitated individuals, a guardian, custodian or caregiver must make an  online appointment  using the AlohaQ system at any full-service driver licensing center on Oahu, and bring with them a letter from the applicant’s doctor stating that the applicant is incapacitated and unable to appear in person.  This service is not offered at any satellite city hall.

No, it is a voluntary program. The state ID card is a government-issued identification and an alternative to the Hawaii driver’s license, for those who do not drive a vehicle.

The earliest you can renew your state identification card is six months before the expiration date.

You have 365 days after the expiration date to renew your state identification card. The new expiration date will be 8 years after the expiration date indicated on your expired state identification card. If you do not renew your state identification card within the 365-day period, you will be processed as a new applicant.
