Forms of Pilgrimage

There are three forms of Hajj:  Tamattu’ ,  Ifraad  and  Qiran .

  • Tamattu  : A pilgrim wears Ihram for Umrah only during the months of Hajj, which means when a pilgrim reaches Makkah, he / she makes Tawaf and Sa’yi for Umrah. Then shaves or clips the hair. On the day of Tarwiya, which is the eighth of Dhul-Hijja, a pilgrim puts on his Ihram for Hajj only and carries out all of its requirements.
  • Ifraad  : A pilgrim wears Ihram for Hajj only. When he reaches Makkah, he performs Tawaf for his arrival and Sa’yi for Hajj. He doesn’t shave or clip his hair as he doesn’t disengage from Ihram. Instead, he remains in Ihram till after he stones Jamrah Al-Aqaba on the Eid day. It is permissible for him to postpone his Sa’yi for Hajj until after his Tawaf for Hajj.
  • Qiran  : A pilgrim wears Ihram for both Umrah and Hajj or he wears Ihram first for Umrah, then makes intentions for Hajj before his Tawaf for Hajj. The obligations on one performing Ifraad are the same as those on one performing Qiran, except that the latter must slaughter whereas the former is not obligated to do so. The best of the three forms is Tamattu’. It is the form that the prophet-may the peace and blessings of Allah be upon him encouraged his followers to perform.

Even if a pilgrim makes intentions to perform Qiran or Ifraad he is allowed to change his intentions to Tamattu’; he can do this even after he has performed Tawaf and Sa’yi.

When the Prophet  – may the peace and blessings of Allah be upon him- performed Tawaf and Sa’yi during the year of the Farewell Hajj with his companions, he ordered all those who hadn’t brought sacrificial animals to change their intentions for Hajj to intentions for Umrah. cut their hair, and disengage from Ihram till Hajj. He said, ” If I hadn’t brought the sacrificial animal, I’d have done what I’ve ordered you to do.”

How to Perform the Ritual of Hajj

Praise be to Allah, Lord of the Universe. May peace and blessings be upon Muhammad, the last of the prophets and messengers, and upon his family and esteemed companions. Hajj is one of the best forms of worship and is one of the most sublime deeds because it is one of the pillars of Islam that Allah sent Muhammad-may the peace and blessings of Allah be upon him-with. A servant’s religion is incomplete without it. A form of worship is only acceptable when the following is true.

One devotes it to Allah alone, with a desire for the Hereafter. It cannot be done with the intention of being seen among people or for worldly gain.

One follows the Prophet’s example, in words and deeds. This cannot be accomplished except by gaining knowledge of the Sunnah.

The Prophet’s Mosque

A pilgrim goes to Madina before or after Hajj with the intention of visiting the Prophet’s mosque and praying in it. Prayer there is better than a thousand prayers elsewhere except in the Holy Mosque in Makkah.Upon reaching the mosque he prays two Rakaas of salutation or performs any obligatory prayer that is due.

He goes to the grave of the Prophet -may the peace and blessings of Allah be upon him – and he stands before it. He greets him saying the “May the peace, mercy, and blessings of Allah be upon you, oh Prophet. May Allah grant you a good reward on behalf of your people” He takes a step or two to his right to position himself before Abu-Bakr and greets him saying : “May the peace, mercy, and blessing of Allah be upon you. oh Abu-Bakr, Caliph of the Messenger of Allah. May Allah be pleased with you and grant you a good reward on behalf of Muhammad’s people.” Then he takes a step or two to his right to position himself before Umar and greets him saying: ” May the peace, mercy and blessings of Allah be upon you, oh Umar, Prince of the believers. May Allah be pleased with you and grant you a good reward on behalf of Muhammad’s people”.

In a state of purity, he goes to pray in Qubaa Mosque.

He goes to Al-Baqee to visit Uthman’s grave- may Allah be pleased with him. He stands before it and greets him saying: “May the peace, mercy and blessing of Allah be upon you, oh Uthman- Prince of the believers. May Allah be pleased with you and grant you a good reward on behalf of Muhammad’s people.” He greets any other Muslims in Al-Baqee.

He goes to Uhud and visits the grave of Hamza – may Allah be pleased with him and the other martyrs there with him. He greets them and preys to Allah to grant them forgiveness, mercy, and pleasure.

Umrah is a great act of worship that is obligatory upon every Muslim once in his life. The rewards and virtues of performing Umrah are many, the Prophet (s) mentioned is a hadith, “Between one Umrah and another is an expiration of sins”. Performing Umrah in the month of Ramadan has a special significance, the Prophet (s) said, “Whoever performs Umrah in Ramadan, receives the reward like one who performs Hajj with me.”

Umrah can be performed at any time of the year (although Umrah visas are issued from Rabi al-Awwal to Ramadan only) and usually takes about 3 hours to perform under normal circumstances. During the low season (i.e., other than Ramadan and Hajj) Makkah and Madinah are relatively quiet, allowing you to carry out your worship in a relaxed manner. Umrah during Ramadan is an extra special experience, as there is a unique atmosphere in the Haramain, particularly at iftar time and during tarawih and qiyam prayers.

The New Umrah System

If you wish to go on Umrah, you may be aware that the Saudi government has now introduced new regulations specifying that all pilgrims entering the country must do so via an approved agent. Alhamdulillah, we are pleased to announce that SCA is recognized as an ‘Approved Agent’ by the Ministry of Hajj, in Saudi Arabia, thus enabling us to arrange ‘Umrah for you. Under the new system it is no longer possible for individuals to approach a Saudi Arabian Embassy to acquire an Umrah Visa. Visa applications are now only accepted through Ministry of Hajj approved travel agents. It is a requirement that all accommodation for the duration of stay in Saudi Arabia is pre-booked and paid for through the appointed Travel Agent. It is therefore no longer possible to acquire a visa only and make accommodation arrangements having arrived in the Kingdom.

Umrah Preparation

Preparations for Ihram –  Comb your hair, shape the beard, trim your mustache, cut your nails, and remove unwanted body hair.

Purification –  Take a bath with the intention of Ihram otherwise do wudu. Here it is noted that there are two ways of purification :

  • Purification of the body, shower or wudu.
  • Internal purification, sincere repentance on your sins. Say something like this: “O Allah, I sincerely repent on my sins and seek your forgiveness.”

Ihram Sheets –  Men should wear a sheet of white cloth around the waist and cover the upper body with the other sheet. Women’s ordinary clothes are their Ihram. Both should wear the flip-flops (hawai chappal) so that the middle bones of the upper part of the feet are not covered.

Nafl Salah –  If it is not makruh (undesirable) time, offer two rakahs of nafl for Ihram by covering your heads.

Advice –  If going to Jeddah by an airplane, it is convenient to get into the status of Ihram inside the plane. Here is what you do. Do everything at home or at the airport except Niyyah (intention) and Talbiyah. Have your shower, pray two rakahs of nafl but you are still not in the status of ihram because you haven’t done the main thing yet, i.e., intention and Talbiyah which is done at or before the boundary line called Miqat.Go to the airplane and sit down with the white sheets on. In a Hajj flight when you are close to Miqat, the pilot will announce that this is the border line to make your intention and to say Talbiyah. Those who did not change their clothes before should do so now although it is not convenient inside the plane.

Please note that:

  • It is a good idea to ask at the time of boarding if the arrival of Miqat will be announced by the pilot. If not, make your intention and say Talbiyah on your own approximately one hour before you reach Jeddah.
  • If you are flying with a group, follow the instructions of the group leader.

Intention and Talbiyah –  Now uncover your head and declare your intention. It is assumed that you are performing Hajj al-Tammat’u in which Umrah is performed first as described later in the “Kinds of Hajj”.”O Allah! I intend to perform Umrah. Please make it easy for me and accept it from me. Amen.”Immediately after that utter the words of Talbiyah three times and as often afterwards as possible. If you don’t remember it, you can say its translation in English or in any other language but Talbiah or its translation is pronounced in a loud voice by men and in a subdued voice by women.

Du’a –  After this recite Darud Sharif and supplicate to Allah Almighty any du’a in Arabic or in your own language.

Prohibitions of Ihram  – After intention and Talbiyah, you are in the status of Ihram and from this time on you should not do acts that are forbidden in Ihram , for example, here are some of the things a muhrim must not do:

  • Cover head (men), cover face (women)
  • Cover the middle bone of the upper part of the feet (Both men and women)
  • Shave / cut hair
  • Wear perfume
  • Wear stitched clothing (men) / (Women can wear their ordinay clothes)
  • Hunting / killing

Journey towards Makkah  – When this sacred journey towards Makkah al-Mukarrama starts, recite Talbiyah frequently on the way. Then enter the city very humbly and with great fondness still reciting Talbiyah.After arranging for your residence, proceed to the Haram Sharif to perform Umrah.

The Rites of Umrah

The rites of Umrah are:

  • Entering the state of Ihram
  • Tawaf of Ka’bah
  • Sa’yee between the hills of Safa and Marwah
  • Shaving or clipping of the hair

Ihram for Umrah and Entering Masjid Al-Haram

Ihram  – You should be already in Ihram for Umrah before entering Mecca as mentioned above.

Entering Masjid al-Haram  – While reciting Talbiyah, enter Masjid al-Haram preferably through Bab as-Salam with right foot first. Supplicate to Allah and proceed towards Ka’bah. You may recite the following supplication which is usually used before entering a mosque : Allah huma aftah li abwabe rahmate ka

First Sight  – At the first sight of Ka’bah, keep your eyes fixed at Baitullah and standing at one side, it is suggested that you do the following :

  • Say Allahu Akbar three times
  • Say La Ilaha Illallah three times
  • Proclaim Darud on our beloved Prophet (peace be upon him) and very humbly and with tears in your eyes supplicate to Allah for whatever you wish. This is a special time for the acceptance of prayers.
  • The idea is to praise and glorify your Creator before proclaiming Darud and supplications. Therefore, in lieu of Allahu Akbar and La Ilaha Illallah, you may recite some other similar holy verses if you so desire.

After this, while uttering Talbiyah, move forward to perform Tawaf of Ka’bah.

Tawaf of Umrah

Tawaf means circling around something . Here it means moving around Ka’bah seven times with extreme love and devotion.

Preparation  – Pass the upper sheet of Ihram from underneath the right arm and put it on the left shoulder. This act bares the right shoulder and is known as Iztaba. Ablutions (vudu) is essential for tawaf. Reciting of Talbiyah is stopped when you reach Hajar-e-Aswad, the starting point of tawaf.

Niyyah (Intention)  – Stand in front of Ka’bah facing Hajar-e-Aswad (the Black Stone) in such a way that the whole Hajre-e-Aswad is on your right side. To achieve this end, you may get help from the black stripe on the floor. This stripe should be on your right side. Then without raising your hands make Niyyah (intention) for Umrah: ” O Allah, I perform Tawaf of Umrah to please You. Make it easy for me and accept it from me.”

Istilam  – Now moving towards right, come in front of Hajar-e-Aswad and kiss it if possible, or touch it with a stick and kiss the stick; if that also is not possible, raise your hands to your ears keeping your open palms towards Hajre-e-Aswad and say:” Bismillahi Allahu Akbar Wa Lilla Hil Hamd” and drop your hands down. Now point the palms of your hands again towards Hajar-e- Aswad and kiss them. This act of kissing Hajar-e-Aswad or pointing towards it is called Istilam.

Tawaf Starts  – After Istilam, turn right and start tawaf counter clockwise. WARNING:

  • The authorities often apply perfume to Hajar-e-Aswad, Rukn Yamani and Multazam. If so, do not touch them while in the state of Ihram, otherwise a dum will be required as a penalty.
  • During tawaf, it is not permissible to face or turn your back towards Ka’bah except when you are kissing or pointing towards Hajar-e-Aswad.

Ramal  – For the first three circuits of Tawaf of Umrah and Tawaf of Arrival, men are required to move their shoulders and walk with quick short steps. This act is called Ramal and is Sunnah. They walk normally during the remaining four circuits.

Supplications of Tawaf   – There are no fixed supplications for tawaf but there are several recommended supplications listed in the books of Umrah out of which the following supplication is easy to memorize : “Subhan-Allah wal-hamdu-lillahi wa la ilaha ill-Allah wa-Allahu Akbar wa la haula wa la quwwata illa-billah.” If you don’t remember these words, you may glorify Allah by repeatedly uttering : Subhan Allah, Al-Hamdu lilla, Allahu Akbar, La Ilaha Illallah, etc.The Prophet of Islam (peace be upon him) has said that there are two kalimahs that are light on tongue and (on the day of judgment) they weigh heavy on the scale (Mizan) and are liked by Allah. These kalimahs are : Subhan Allah Wabe Hamde hi Subhan Allah Hil Azeem (Bukhari, Muslim, Tirmizi) You may also use supplications used in the daily Salah or you may seek forgiveness of Allah and ask Him whatever you wish in your own language.

Hatim   – Hatim is a semi-circular half-built portion which was originally a part of the Ka’bah but which could not be included in the main structure when the Ka’bah was rebuilt. It is obligatory to go around Hatim also while performing tawaf.

Rukn Yamani and its Supplications  – After passing the three corners of the Ka’bah you reach the fourth corner known as Rukn Yamani. Touch it with both hands or with right hand. There is a beautiful supplication to be used while walking between Rukn Yamani and Hajar-e-Aswad : “Rabbana atina fid-dunya hasanatan wa fil-akhirati hasanatan wa qina azabin-nar.” Our beloved Prophet (peace be upon him) has repeatedly recited this supplication. The first circuit is complete when you reach Hajar-e-Aswad.

Seven Circuits  – At Hajar-e-Aswad, start the second circuit by kissing it or pointing towards it as you started the first circuit, i.e., come in front of Hajar-e-Aswad, raise both hands to your ears with open palms towards it and say : ” Bismillahi Allahu Akbar Wa Lillah Hil Hamd Now kiss both palms and drop your hands. After this go around Ka’bah as you did before and similarly complete the seven circuits.

The End of Tawaf  – At the end of seven circuits, do Istilam of Hajar-e-Aswad or point towards it eighth time which is Sunnat Mu’akidah. Also say : “Bismillahi Allahu Akbar Wa Lillah Hill Hamd”

Iztaba Finished  – Now Iztaba is finished, therefore, you cover your both shoulders with upper portion of the Ihram sheet. This does not apply to women.

Multazam  – Now, come to Multazam which is a place five or six feet in length between Hajar-e-Aswad and the door of Ka’bah. This is a highly sacred place where prayers are accepted. Among a large crowd of people, if it is possible to reach Multazam, cling to it pressing your chest and cheeks, and while trembling and crying with devotion and with all humility seek Allah’s mercy, His blessings and ask Him whatever you wish. If you are unable to come close to Multazam, just face towards it and supplicate from a distance.

Maqam Ibrahim  – Next offer two rakahs of nafls behind and close to Maqam Ibrahim without covering your head. If it is zawal time when sajdah is not allowed, you have to wait till this undesirable time is passed and then offer prayers.In the niyyah (intention), say that you are offering 2 rakahs of nafls wajib al- tawaf. Recite Qul ya ayya hal kafroon in the first rakah and Qulhu wallah in the second rakah. After this, supplicate to Allah in Arabic or in your own language. Ask Him whatever you wish and invoke His blessings. If it is not possible to offer this obligatory prayer near Maqam Ibrahim, it can be offered anywhere in Mataf, or in Hatim or anywhere in Masjid al-Haram or even at any place in Haram of Makkah.

Zamzam  – Now go to Zamzam well situated in the basement of the Haram about 200 feet from the Ka’bah’s door. There are separate portions for men and women. Zamzam is the best available water in the world. Drink this water to fill while in standing position saying Bismillah. Then supplicate to Allah: “Allahummah inni as’aluka ilm-an naafi’an wa rizqan waasi’an wa shifa’am min kulli daa’in.”(O Allah! I implore Thee for beneficial knowledge, for vast provisions, and for cure from every disease.)

Sa’ey

The literal meaning of Sa’ey is to run or to make effort, but as a Umrah term, Sa’ey denotes walking back and forth seven times between the hills of Safa and Marwah which are situated to the south and north of the Ka’bah respectively. Now there are only signs of these hills and the whole route between them is enclosed in a long gallery. Sa’ey has a historical background. Prophet Abraham left his wife Hazrat Hajra and infant son Hazrat Ismael in the wilderness of Makkah at the command of Allah. The mother and son lived for five days on the food and water they had when the water was completely finished. The mother ran frantically seven times between the hills of Safa and Marwah in search of water for her son. Suddenly the fountain of Zamzam oozed miraculously near the feet of Hazrat Ismael. Sa’ey is included in the rites of Umrah to commemorate this event of search and struggle.

Start of Sa’ey at Safa  – Climb the hill of Safa and make intention (niyyah) for Sa’ey :  “O Allah! I perform Sa’ey between Safa and Marwah to please You. Make it easy for me and accept it from me.”Now recite : “Inn-as-Safa wal-Marwah min Sha’a’irillah.”  (Indeed Safa and Marwah are among the Signs of Allah.) After this climb Safa to the point from where you can see the Ka’bah, then facing the Ka’bah raise your hands in supplication, say Allahu Akbar three times and recite the following supplication or ask Allah whatever you wish :  “La ilaha ill-Allahu wahdahu la Sharika lahu, lahul-mulku wa lahul-hamdu wa ‘ala kulli shai’ in Qadeer.”If you don’t remember this, you may use the supplication recited earlier during Tawaf : “Bismillahi Allahu Akbar Wa Lillah Hill Hamd”

Proceed towards Marwah  – Come down from Safa and move towards Marwah while reciting this supplication : “Subhan-Allah wal-hamdu-lillahi wa la ilaha ill-Allah wa-Allahu Akbar wa la haula wa la quwwata illa-billa.” If you don’t remember this supplication also, recite Subhan Allah, Alhamdu Lillah, Allahu Akbar repeatedly and keep moving. You may also praise Allah and ask for His mercy in your language or use supplications taken from the daily Salah. When you reach two green pillars between which men have to run but the women walk with their normal pace.

At Marwah   – When on top of marwah, praise Allah facing the Ka’bah and repeat the same supplications that were recited at Safa. One trip is over, second trip will be on Safa and third trip will be on Marwah.

End of Sa’ey  – In the same way, the seventh trip will end at Marwah. In all trips the men will run between the green pillars but the women will walk in a normal way.

Two raka’at Nafl  – If it is not an undesirable (Makrooh) time, offer two raka’ats of nafl in the al-Haram. Shaving or clipping of hair. After Sa’ey, men should get their heads completely shaved or get their hair clipped to the length of the upper third of their finger or a little more. Both shaving and clipping are permissible for men, though shaving is preferable. Women are, however, allowed to have a lock of their hair clipped. They are forbidden to shave their heads.

Umrah is complete  – After cutting the hair, umrah is complete. The restrictions of Ihram are finished. Now wear your everyday clothes and lead a normal life. Be thankful to Allah that He provided the opportunity for performing Umrah and lead rest of your life according to the commands of your Creator.

You may perform Umrah as often as you want according to the above procedure. And if you want to perform just a nafl Tawaf, follow the same procedure, however, in a nafl Tawaf there is no Ihram, no Ramal, no Iztaba and even no Sa’ey.

Bruneians can perform Haj, Umrah next year Intending pilgrims are still required to seek travel approval from the Prime Minister's Office

BANDAR SERI BEGAWAN – The government will allow Bruneians to travel to Saudi Arabia in 2022 for the Haj and Umrah pilgrimage after a two-year hiatus due to the pandemic.

The minister of religious affairs said on Monday that intending pilgrims must apply for a travel permit from the Prime Minister’s Office before making the journey to the holy cities of Mecca and Medina.

“The number of pilgrims will be determined at a later date, subject to … our readiness and ability to handle pilgrims’ health while they are in the holy land,” YB Pehin Dato Hj Badaruddin Hj Othman said during the daily COVID press briefing.

The decision to allow Bruneians to perform the Islamic pilgrimage comes after the Saudi government announced that fully vaccinated foreign nationals will be allowed into the country to perform the Umrah year-round.

However, the annual Haj pilgrimage — which falls next July — will only proceed once Riyadh has given the green light.

Earlier this year, the Saudi government allowed 60,000 vaccinated Muslims living in the country to perform the Haj, but has not allowed foreigners to take part for the past two years.

Before the pandemic struck, more than 2 million Muslims gathered in Mecca and Medina to perform Haj rituals and usher in the Muslim holiday of Aidil Adha.

YB Pehin Dato Hj Badaruddin said the Haj Affairs Department and travel agencies can make early preparations while waiting for the Saudi government’s decision.

Brunei has appointed six travel agencies to operate Haj and Umrah travel packages until 2023: Darussalam Holdings, Straits Central Agencies, Syarikat Raudah Al-Amin, Continental Yachting, Dar El-Ehsan Travel and Syarikat Al-Hijrah Travel & Tours.

Saudi Arabia is currently not one of the four countries included in the Brunei government’s green travel list . This means that travellers returning from Saudi will not be eligible for quarantine exemptions upon their return to Brunei.

Entry, Exit and Visa Requirements

COVID-19 Requirements:

  • There are no COVID-related entry requirements for U.S. citizens.
  • U.S. passport holders must have at least six months’ validity remaining on their passport before entering Brunei for business or pleasure, and are required to obtain a visa prior to arrival in Brunei for visits of 90 days or longer. Travelers who apply for visas are also required to have at least six blank passport pages.  Effective on February 9, 2023, travelers are also required to obtain an  E-Arrival Card registration  approval before arrival to Brunei by air, land, and sea. Transit travelers are exempted from this requirement. The online E-Arrival Card registration is separate from visa requirements.  No payment is required for the registration. For further information about entry or exit requirements, travelers may consult the Consular Section of the Embassy of Brunei, 3520 International Court NW, Washington, DC 20008, tel. (202) 237-1838, or visit the  Embassy of Brunei website  for the most current visa information.
  • Additionally:
  • Immigration offenses, including overstay of your visa, are punishable by jail sentence, fines, and caning.
  • Individuals associated with violators, such as contractors or employers, are subject to the same penalties if the violator is found guilty.
  • HIV/AIDS Restrictions:
  • Some HIV/AIDS entry restrictions exist for visitors to and foreign residents of Brunei.  Brunei has imposed HIV/AIDS travel restrictions as part of a ban on communicable diseases.  The Ministry of Health (MOH) of Brunei Darussalam requires all travelers entering Brunei to fill out a Health Declaration Card and submit it to the Officer-In-Charge (MOH) upon disembarkation.
  • Please verify this information with the  Embassy of Brunei  before you travel.
  • You may be subjected to a medical examination upon arrival in Brunei Darussalam.  Travelers may be quarantined if infected or suspected to be infected with an infectious disease or if travelers have had contact with such a person.

Noting several past terrorist bombings in Indonesia, the Department of State continues to be concerned that terrorist groups, such as those claiming affiliation with the Islamic State of Iraq and Syria (ISIS), have the capability to carry out terrorist attacks throughout the region.

Terrorism:  Terrorist groups and those inspired by such organizations are intent on attacking U.S. citizens abroad.  Terrorists are increasingly using less sophisticated methods of attack – including knives, firearms, and vehicles – to more effectively target crowds.  Frequently, their aim is unprotected or vulnerable targets, such as:

·         High-profile public events (sporting contests, political rallies, demonstrations, holiday events, celebratory gatherings, etc.)

·         Hotels, clubs, and restaurants frequented by tourists

·         Places of worship

·         Schools

·         Parks

·         Shopping malls and markets

·         Public transportation systems (including subways, buses, trains, and scheduled commercial flights)

U.S. citizens in Brunei should be vigilant regarding their personal security, maintain a low profile, vary times and routes during their daily routines, and report any suspicious activity to the local police and to the U.S. Embassy.

Crime:  Most crimes that occur in Brunei are non-violent crimes of opportunity, including residential burglaries and vehicle break-ins.

· While in Brunei, you can generally avoid becoming a victim of a crime of opportunity by practicing good security awareness.  For example, secure your valuables (remove them from plain view), avoid secluded locations, properly secure your residence and vehicle, and do not travel alone late at night. 

· Crime in Brunei peaks in July and December, due to the holidays and schools being out of session.

Victims of Crime:

· U.S. citizen victims of crime should report crimes to the local police at 993 and contact the U.S. Embassy at (673) 238-7500 Monday – Thursday from 7:30 a.m. to 5:15 p.m., Friday from 7:30 a.m. to 11:30 a.m. or (673) 873-0691 (24 hours). 

· Remember that local authorities are responsible for investigating and prosecuting the crime.

Domestic Violence:  U.S. citizen victims of domestic violence may contact the Embassy for assistance.

Tourism:  The tourism industry is generally regulated and rules on best practices and safety inspections are regularly enforced. Hazardous areas/activities are identified with appropriate signage and professional staff is typically on hand in support of organized activities. In the event of an injury, appropriate medical treatment is widely available throughout the country. In remote areas, it may take more time for first responders and medical professionals to respond, stabilize a patient, and provide life-saving assistance. U.S. citizens are encouraged to purchase medical evacuation insurance . 

Local Laws & Special Circumstances

Criminal Penalties:  You are subject to local laws. If you violate local laws, even unknowingly, you may be expelled, arrested, or imprisoned.  Individuals establishing a business or practicing a profession that requires additional permits or licensing should seek information from the competent local authorities, prior to practicing or operating a business.

Brunei’s civil penal code and Sharia Penal Code (commonly known as “the sharia law”) operate in parallel, and both include provisions for corporal and capital punishment. 

· Criminal penalties for some offenses are harsher than in the United States, including for some acts that are not crimes in the United States.  Under the Sharia Penal Code judicial procedures and punishments include, for certain offenses and under certain evidentiary circumstances, amputation of hands or feet and death by stoning. The Sharia Penal Code applies regardless of an individual’s religion or nationality, although some sections of the law have specific applicability to Muslims.

· Brunei adheres to conservative Islamic social values, and U.S. citizens are advised to learn and respect local customs and traditions. You should consult a guidebook or other travel information on Brunei for more information about respecting local cultural norms.

· Any public criticism of the Sultan or other members of the royal family, Sharia Penal Code, or Islam is illegal and punishable under Bruneian law.

· Under Brunei’s Sharia Penal Code, it is also an offense to consume any food, drink, or tobacco in public during the fasting hours of Ramadan.

· Gambling is illegal in Brunei.

· Prostitution and pornography are illegal and can result in harsh punishments.

· Non-Muslims may be arrested for khalwat (close proximity between the sexes) under the Sharia Penal Code provided that the other accused party is Muslim.  Khalwat may include activities from holding hands or public displays of affection to sexual activity.  Foreigners, including U.S. citizens, are subject to khalwat and zina (fornication or adultery).

· Extramarital sexual relations between a Muslim and non-Muslim are considered a crime in Brunei and may lead to severe punishment.

· Alcohol cannot be purchased legally in Brunei.  However, two liters of spirits/wine and 12 cans of beer (one can=330ml) may be imported by non-Muslim adults for personal consumption in private.

· Importation of firearms and ammunition is prohibited.  The illegal possession, use, distribution, and/or sale of firearms, ammunition, and/or explosives may carry severe penalties, including the death penalty.

· Illegal possession, use, distribution, and/or sale of drugs may carry severe penalties, including the possibility of the death penalty.

· Both medical and recreational use of marijuana is illegal in Brunei.  Drug use/possession may carry severe penalties.

· Visit the Brunei  Royal Customs and Excise Department’s  website for further information about Brunei’s Customs laws.

Arrest Notification:  If you are arrested or detained, ask police or prison officials to notify the U.S. Embassy immediately.  See our  webpage  on arrests and detentions for further information.

· The Royal Brunei Police Force is generally professional and courteous.  Most officers speak English but some, especially from the reserve units, have limited-to-no English-speaking capability.

· You should carry a copy of your passport with you as you will need to produce proof of your identity should an incident occur.

Dual Nationality:  Brunei does not recognize or permit dual nationality. Brunei nationals are expected to enter and exit the country on their Brunei passports.  Should Bruneian authorities learn that a person is a dual national, they may require immediate renunciation of the citizenship of either the other nation or Brunei.

Customs Regulations:  Bruneian customs authorities enforce strict import/export regulations.  Contact the  Embassy of Brunei  in Washington, DC, for specific information regarding customs requirements.

Counterfeit and Pirated Goods: Although counterfeit and pirated goods are prevalent in many countries, they may still be illegal according to local laws. LGBTQI+ Travelers:  Same-sex acts are criminalized in Brunei under Civil Law and also under the Sharia Penal Code.

Travelers with Disabilities:  The law in Brunei prohibits discrimination against persons with physical, sensory, intellectual or mental disabilities, and the law is enforced. Social acceptance of persons with disabilities in public is as prevalent as in the United States. However, there are no specific laws governing accessibility. While in Brunei, individuals with disabilities may find accessibility and accommodation very different from in the United States.

· Wheelchair ramps may not be available on all sidewalks, which often have very deep and wide gutters that may not be covered.

· Buildings may not always have wheelchair-accessible doorways or elevators.

· Crosswalks, elevators, and buildings do not generally have signage or warnings for the visually or hearing impaired.

There is adequate care for basic medical conditions in Brunei; however, for certain elective surgery or complicated care the best medical care in the region is obtained in Singapore or Bangkok.

The Department of State does not pay medical bills .  Be aware that U.S. Medicare/Medicaid does not apply overseas.  Most hospitals and doctors overseas do not accept U.S. health insurance.

We strongly recommend  supplemental insurance  to cover medical evacuation. 

Medication/Prescriptions:

If traveling with prescription medication, check with the  Embassy of Brunei  in Washington, DC, to ensure the medication is legal in Brunei. 

Always carry your prescription medication in original packaging with your doctor’s prescription. 

Marijuana for medical use, even with a prescription, is not legal in Brunei.

Vaccinations:  Be up-to-date on all  vaccinations recommended  by the U.S. Centers for Disease Control and Prevention.

Travel and Transportation

Road Conditions and Safety:  Brunei has an extensive network of roads comparable to those in most western countries, and they are well maintained.

· Traffic moves on the left side of the road.

· Holders of a foreign driver’s license are permitted to drive in Brunei Darussalam for 90 days only.

· For longer stays, a foreign driver’s license must be endorsed to a Brunei driver’s license, available at any  Land Transport Department office.

· Drivers must always obey traffic rules and should take extra caution when approaching traffic signals.

· The Royal Brunei Police Force routinely sets up checkpoints and traffic stops, particularly at night, for license and registration checks, sobriety assessments, and contraband searches.

· If you are stopped by police, you will need to show your identification card, vehicle registration, and insurance card.

Traffic Laws:  

Review the Brunei  Land Transport Department  office website for information.

Public Transportation:

· There are six bus routes servicing the Bandar Seri Begawan area.  Normal operating hours are from 6:00 a.m. – 8:00 p.m. daily. Bus fares start from B$1.00.  Buses heading to other towns in Brunei such as Tutong, Kuala Belait, and Seria depart from the bus stops located at Jalan Kianggeh (opposite the Chinese temple) and Jalan McArthur (along waterfront) in Bandar Seri Begawan.

· Taxis can be found at the airport, hotels, shopping centers, and the central bus station in Bandar Seri Begawan and are metered. It is recommended that visitors use licensed, metered taxis or car services provided by hotels in Brunei. Car services through ridesharing apps have gained popularity both for convenience and fare transparency.

Aviation Safety Oversight:   As there is no direct commercial air service to the United States by carriers registered in Brunei, the U.S. Federal Aviation Administration (FAA) has not assessed the government of Brunei’s Civil Aviation Authority for compliance with International Civil Aviation Organization (ICAO) aviation safety standards. Following the easing of restrictions for entering and exiting Brunei Darussalam via air travel that was announced during the daily press conference recently, members of the public have began to travel to various destinations.

While some chose countries that they have been wanting to visit after a travel hiatus of nearly three years, many also opted to register for the Umrah packages that have been offered by several registered travel agencies in the country.

The Bulletin recently had the opportunity to get insights from the Managing Director of Al-Hijrah Travel and Tours Haji Shamsul Baharin bin Haji Abdul Rahman on the process, requirements as well as the procedure to bring the Sultanate’s Umrah pilgrims to the holy cities of Madinah and Makkah.

“Alhamdullillah, the recent announcement of easing of travel restrictions helped revive the tourism industry after facing hardships and challenges to keep the business going,” he said.

“This year in April, we managed to bring our first Umrah pilgrims to Madinah and Makkah.”

Prior to their departure, he added, Al-Hijrah made several arrangements both in the Sultanate and the Kingdom of Saudi Arabia as well as the transiting countries.

“The arrangements include acknowledging the policies and regulations that have been set by our government before travelling abroad, including making online application to the Prime Minister’s Office (PMO) and informing the Ministry of Foreign Affairs (MoFA). The ministry will notify the General Consul in Jeddah on itineraries that will be carried out by our ’s Umrah pilgrims.

“Once the approval is obtained, the pilgrims need to have travel insurance, particularly that covers COVID-19. The travel insurance is needed in case the Umrah pilgrims experience unexpected incidents or situations such as transmitting or being infected by COVID-19. It would help ease their journey if they are insured. This procedure is one of the efforts taken by the government to protect the citizens of the country while travelling abroad.”

When asked how Al-Hijrah Travel and Tours tried to convince their customers to sign up for the Umrah package, the managing director said at first they were uncertain as the world is still battling with the pandemic. “However, we did not expect to receive such an overwhelming response from our customers, some are just ready to go,” he shared.

“At the same time, we also advised the pilgrims to look after their health and hygiene while following the standard operating procedures (SOPs) and guidelines that have been stated by the government prior to travelling abroad and entering the country.”

“We also emphasise for the pilgrims to wear face mask even though it is not required in some countries, as this is to protect our pilgrims. We also reminded them on self-hygiene; washing their hands often or using hand sanitiser after being in crowded places. We advise them to clean or to shower as well as change their attires once they are back in their hotel rooms.”

Another requirement that needs to be fulfilled by the Umrah pilgrims is to perform the antigen rapid test (ART). “Even though some do not require the polymerase chain reaction (PCR) test, but as part of the safety measures, we advised and encouraged our pilgrims to take ART test before departure and before arriving to Brunei Darussalam.

“We also explained to pilgrims to fill in the travel forms that are required by the country that they are transiting in as well as the country of destination. They also need to download an application similar to BruHealth so that their vaccination and health status are always updated.

“Alhamdulillah, during our journey, all officers, managements as well as the pilgrims had negative ART results,” he added.

BANDAR SERI BEGAWAN (Borneo Bulletin/ANN): Brunei Darussalam jumped to the ninth place in the Mastercard-Crescentrating Global Muslim Travel Index (GMTI) 2024 report released on Thursday with a score of 66 sharing the spot with Oman and Singapore.

The Sultanate jumped six spots compared to last year (2023) with improved scores in general safety (92), halal dining (90), no faith restrictions, prayer places and airport (all with the score of 100 each).

As for Muslim women-friendly destinations, Brunei came in fourth spot after Malaysia, Indonesia and Qatar with a score of 79.

The GMTI for 2024 revealed a significant improvement in the accommodation of Muslim travellers with the average score of the destinations increasing by almost 10 per cent.

This indicates that more destinations are becoming increasingly Muslim-friendly. Additionally, the average score of the top 20 destinations has risen by more than three per cent, reflecting a focused effort on the part of these destinations to cater to the needs of Muslim tourists.

Both Indonesia and Malaysia retain their joint top position with a score of 76, each showing an improvement of three points from 2023.

Their consistent focus on enhancing Muslim-friendly travel facilities, including widespread availability of halal food, extensive prayer facilities and dedicated tourism services, has maintained their leadership in the index.

Saudi Arabia remains a strong contender with a score of 74, improving by two points.

The destination continues to benefit from its significant religious tourism due to haj and umrah pilgrimages and is increasingly diversifying its tourism offerings.

Türkiye moves up one position with a score increase to 73, due to its robust infrastructure for Muslim travellers and rich cultural heritage that appeals to this segment. –Borneo Bulletin/ANN
