tourist visa for canada from india open or not 2023

Canada has maintained processing of visa applications from India, including temporary resident visas for students and workers; and permanent resident and family-class sponsorship applications.

Below are the average wait times for Indian applicants across five different permit/visa processing streams as of September 26, 2023. Note that these processing times are subject to change and can vary depending on the specific conditions of one’s application. Please check the website of Immigration, Refugees and Citizenship Canada (IRCC) to get the latest info.

Work permits and visas

Work permits allow foreign individuals to work and reside in Canada for the term of their work permit.

Note the difference between a visa and a permit for immigration purposes—a permit allows someone to legally reside and work and/or study in Canada. A visa grants foreign citizens entry into Canada through its borders. Usually permits take up the bulk of processing times. After a permit is issued to a foreign national, they must subsequently submit their passport at an IRCC office for visa stamping if they wish to travel outside of Canada and subsequently return.

Work permit processing can vary based on whether one is applying within Canada, or from outside the country. The processing times are:

Study permits and visas

Study permits allow foreign nationals to study and reside in Canada. Some study permits also allow provisions for students to work either full-time or part-time during their studies.

The same distinction between work permits and visas applies to study permits—once an applicant has their study permit approved, they must subsequently give their passport for visa stamping if they wish to travel outside of Canada and subsequently return.

Study permit processing varies based on whether one applies for their study permit inside or outside of Canada. In addition, processing times can vary based on whether the application is for an initial study permit, or an extension. Finally study permit processing times can be expedited when applying through the Student Direct Stream —a specialised study permit stream that Indian students are eligible for.

Below are current processing times for study permits:

Visitor visas

Indian citizens who wish to visit Canada will need a visitor visa . These visas do not have associated permits, as visitor visas do not allow holders to work or study in Canada (though visitors are free to pursue study and/or work permits if they wish). In addition, visitors can apply for an extension of their visitor visa, known as a visitor record . This is not a visa but rather a document that allows visitors to stay in Canada longer.

Visitor visa processing is impacted by whether one applies inside or outside of Canada.

Below are current processing times for visitor visas:

Economic class immigration

Economic class immigration spans a number of immigration programs. These include the Express Entry managed programs—the Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP), and the Canadian Experience Class (CEC)—as well as the immigration pathways within the Provincial Nominee Program (PNP), which can vary from province to province.

This line of business also includes the Atlantic Immigration Program , the Self-Employed persons Program (federal), Start-up Visa , Quebec immigration streams (including the Quebec Business Class , and the Quebec Regular Skilled Worker Program ), and pathways for caregivers .

Candidates who are approved for these programs are granted Canadian permanent residence (PR) upon arrival.

Below are current processing times for economic immigration applications:

Family sponsorship immigration

Canadian permanent residents and citizens of Indian origin who wish to sponsor Indian spouses, dependent children, or other family members to come to Canada can do so. The main pathways to accomplish this are Spousal sponsorships , Dependent child sponsorships or for other family members, the Super-Visa and Parents and Grandparents Program (PGP).

Processing times for spousal sponsorships are dependent on whether the spouse being sponsored is currently in Canada or not; and if the couple will be residing in or outside of Quebec (as due to legal provisions both the federal government and the provincial government must process immigration applications to Quebec ).

Below are current processing times for family class sponsorship applications:

India has suspended visa service for Canadians. Here are your top questions answered

India's ministry of external affairs says it will review the situation on a regular basis'.

Social Sharing

India's visa processing centre in Canada suspended services Thursday as a rift widened between the countries after Prime Minister Justin Trudeau said India may have been involved in the killing of a pro-Khalistan activist and president of Guru Nanak Sikh Gurdwara in British Columbia, Hardeep Singh Nijjar.

So what does that mean for Canadians planning trips to India? Here's what we know so far:

Who does this affect?

Canadian citizens who do not have a visa for India or were in the process of applying for one.

What type of Indian visa can I apply for?

India's Ministry of External Affairs confirmed the decision to stop all categories of visas, including e-visas, for Canadian Citizens. If you're a Canadian national wondering whether you can apply for an Indian visa from a third country, like the U.S., you will be subjected to the same suspension of services.

I've already got a plane ticket and I'm heading to the airport. Will my trip be affected?

If you have a valid visa or an Indian passport, you can travel. There is no travel restriction. The announcement is about suspension of visa services in Canada, which means Canadian nationals can't apply for visas or get them processed until the Government of India resumes visa services.

NOTE: A visa does not guarantee you admission to a country. It permits one to present themselves at a port of entry to seek admission.

Should I be worried for my Canadian family member in India right now? Can they return to Canada?

If a Canadian national in India needs an extension of visa, they won't be able to receive one. But if they have a visa, they are allowed to stay in India or travel back and forth.

India suspends visa services in Canada

Is traveling to india right now a safety risk for me.

Canada has regional travel advisories for Indian states of Jammu and Kashmir, Punjab, Gujrat, and Rajasthan.

India has a travel advisory for Indian nationals and international students in Canada.

I'm planning to go back in November or December for a wedding. What does this mean for that trip?

A lot of people travel to India during those months, be it for holidays or for weddings. If you have a visa or an Indian passport you can travel.

The Ministry of External Affairs in India says it will "review the situation on a regular basis." You can find updates on India's visa processing platform, BLS International. CBC is also closely monitoring the situation. You can find updates on our website or CBC News app.

Does this mean people in India won't be able to book trips to Canada?

Indian nationals with a valid visa to Canada are still allowed to travel to Canada. Canada is making staffing changes to its high commission and consulate in India, citing online threats to diplomats. It is too early to say what the situation will look like in the coming months, weeks or even days.

Will this affect Indians applying for Canadian visas? What about incoming international students?

So far, Canada has not suspended its visa services in India.

The Indian government says it's asked for "parity" in staffing, pointing out that Canada has more diplomatic presence in India than India does in Canada. India has requested Canada's presence be reduced.

The High Commission of Canada has said it is temporarily adjusting its staff presence at its commission and consulate locations in India, due to "some diplomats having received threats on various social media platforms."

In the coming days and weeks, this could mean delays in visa processing, or suspension of visa services.

Can people who already possess visas still enter the country?

Those in Canada who possess valid visas to India, or those who have overseas citizenship of India are free to travel to India.

The personal impact of India's suspension of visa processing

I am an indian citizen. can i travel to india .

Yes. If you are an Indian national (passport holder), you don't require any visa to enter India.

What if I applied for a visa before this announcement?

Your visa application will not be processed until further notice from the Indian government.

Do Canadians need a transit visa?

If you don't need to leave the airport, you do not need a transit visa in India. However, if your trip requires a stay in India, you require a transit visa. Canadian nationals are unable to obtain a transit visa until the suspension of visa services is lifted.

How long will this last?

That's the million-dollar question. This is an evolving situation. The Indian government has said they are reviewing the situation on a regular basis.

What if I have tickets booked and don't have a visa?

In a statement to CBC News, Air Canada said, "We continue to operate our normal service to India of 19 flights a week. For customers who may be affected by new visa requirements we have put in place a flexible rebooking policy so they can change their flights with no change fee if they need more time to prepare."

  • India suspends visa services in Canada as diplomatic fight grows

We have a cruise booked for December and have applied for, but not received, our travel visa for India. Will we have to remain on board when we are in port or can we even board the ship if we don't get our visa?

No. Regardless of how you enter any country, by air, land, or water, you require a visa unless you're exempt from visa requirements for that country. In this case, you need a one year tourist visa. At the moment you won't be able to get one due to the visa suspension.

I understand your trip is in December, I hope things change before that.

But if I were you, I would have a backup plan. If the suspension isn't lifted, can you rebook, can you get a refund? Can you ask the cruise for a different destination?

India's online visa website  has more information on cruise visas.

I have a valid multiple-entry Indian visa. I went to India in February and need to go again in November. My visa expires on Dec. 20, 2023. Can I still use the visa to go to India in November if I return by Dec. 20th?

Yes. According to the Consulate General of India's website, you can travel with a passport on which visa is applied, it must have at least two blank pages and must have a validity of more than 190 days.  Passengers holding valid visas may be denied entry into India if the validity of their passports is less than 180 days at the time of entry into India.

You have to just make sure you leave before your visa expires, in your case it seems like it is valid till Dec 20th.

Did the Indian government state when or if they are going to refund e-visa applications that are currently in processing?

Application fees for an Indian visa are non-refundable if you get rejected, or if service is denied.

I am an Indian student in the process of applying for a Canadian visa for my winter 2024 intake at a Canadian university, should I be concerned about India asking Canada to remove diplomats?

If Canada removes 41 out of its 62 diplomats in India by Oct. 10, it will affect their functioning and services in India. That could mean delays or suspension of visa services for Indian people applying for a Canadian visa.

I have a student visa and my tickets are booked. Can I still enter?

Yes, there are no travel restrictions if you have a valid student, work, or tourist visa. Please check the travel advisories before you travel.

India resuming some visa services at high commission, consulates in Canada

tourist visa for canada from india open or not 2023

By Dylan Robertson, The Canadian Press

Posted Oct 25, 2023 10:24:34 AM.

Last Updated Oct 25, 2023 01:12:23 PM.

India’s high commission in Canada said on Wednesday that the country’s officials will resume processing some types of visa applications in Ottawa and at consulates in Toronto and Vancouver.

The decision came a month after New Delhi suspended the services in Canada and for Canadian citizens worldwide.

The high commission said it is resuming business, medical and conference visas, as well as entry for people with family ties in India, beginning on Thursday. It did not include information about other types of visas.

The Canadian Press confirmed the authenticity of social-media posts about the decision, and has sought clarity on whether tourist, student and journalist visas will also be processed.

The resumption of what India calls an entry visa, which is restricted to “persons of Indian origin,” or spouses or children of such persons or of Indian citizens, follows uproar online from Canadians who have been unable to visit their relatives during the country’s wedding season.

India introduced the restrictions on visas last month after Prime Minister Justin Trudeau announced in the House of Commons that Canada’s intelligence services were probing “credible” information about “a potential link” between India’s government and the killing of a Canadian Sikh leader in British Columbia.

India stopped issuing visas in Ottawa, Toronto and Vancouver on Sept. 21, and eventually stopped serving Canadian citizens in other parts of the world, too.

The statement from the high commission did not indicate whether Canadians in other countries can now also apply for visas through India’s missions worldwide.

New Delhi argued the reason for the move was that its diplomats in Canada could not safely get to work.

That was despite High Commissioner Sanjay Kumar Verma saying in an interview with The Canadian Press three weeks earlier that he was “very satisfied” with Canada for ramping up protections.

The diplomatic mission said it chose to resume processing some visa services starting on Thursday “after a considered review of the security situation that takes into account some recent Canadian measures in this regard.”

It noted that “further decisions, as appropriate, would be intimated based on continuing evaluation of the situation.”

Before Trudeau’s announcement dramatically heightened tensions between Canada and India, New Delhi had publicly denounced protests by Sikh separatist groups outside its diplomatic missions in Canada, as well as posters that appeared to offer cash rewards in exchange for the home addresses of Indian diplomats.

India formally called on Canada to better uphold its duty to protect foreign diplomats.

Foreign Affairs Minister Melanie Joly said on Sept. 14 that Indian diplomats in Canada “have 24/7 security,” which is a service Ottawa offers to very few diplomatic missions.

India’s foreign affairs minister, Subrahmanyam Jaishankar, said on the weekend that his country was looking at relaxing the visa restrictions.

“We stopped issuing visas in Canada because it was no longer safe for our diplomats to go to work to issue visas,” he said on Sunday.

Jaishankar also said he took issue with the federal Liberals, in comments that analysts said marked the first time that New Delhi had framed its concerns with Canada along political lines.

“The problems we have are with a certain segment of Canadian politics, and the policies which flow from that,” Jaishankar said.

Canadians can 'pack their suitcases' as India reopens online travel visa processing

Nazir Karnai woke up on Wednesday to the news he's been waiting two months to hear: Canadians can apply online for tourist visas to India once again.

"It was such a relief," the president of Explore India Journeys said on his way to what he anticipated would be a busy day at the Vancouver-based travel agency.

"Every day people were checking, 'Did you hear anything? Did you hear anything?"'

  • The information you need to know, sent directly to you: Download the CTV News App

India's high commission in Ottawa confirmed on social media that the decision took effect as of Wednesday.

The reversal comes two months after India stopped processing visas at its Canadian missions, and for Canadian citizens abroad.

In September, Prime Minister Justin Trudeau announced in the House of Commons that Canada's intelligence services had what he called credible information about "a potential link" between India's government and the killing of Canadian Sikh activist Hardeep Singh Nijjar.

The 45-year-old was shot by masked gunmen outside a Surrey, B.C., gurdwara in June in what police said was a targeted killing.

The Indian government had accused Nijjar of being linked to terrorism, but it has also denied involvement in his death, calling the allegations absurd.

U.S. Secretary of State Antony Blinken, who visited India earlier this month, urged New Delhi to work with Canadian officials investigating Nijjar's death. Trudeau has publicly made the same request.

Immigration Minister Marc Miller told reporters in Ottawa on Wednesday that he was happy to hear the ban had ended.

"It shouldn't have happened in the first place," he said. "It's encouraging news for people (who) are looking to travel."

Miller declined to speculate about why India had stopped processing Canadians' visas on Sept. 21, saying he knows only what New Delhi has said publicly. It had argued that diplomats in Canada could not safely get to work.

India's worries about Sikh separatist groups in Canada have long strained the relationship between the two countries, despite maintaining strong defence and trade ties. India had previously accused Canada of harboring separatists and terrorists.

Last month, Canada recalled 41 of its 62 diplomats in India after New Delhi warned it would strip their diplomatic immunity -- something Canadian officials said was a violation of the Geneva Convention.

In late October, India began easing the visa restrictions, resuming business, medical and conference visas as well as entry for people with family ties in India.

That entry visa was restricted to "persons of Indian origin" or their spouses or children. There had been uproar online from Canadians who were unable to visit relatives during the country's wedding season, which began in November.

Restrictions remained in place for tourists, students, journalists and missionaries until Wednesday.

Karnai said about 70 per cent of his clients did not have a visa for their upcoming trips.

"I'm also happy for both countries, Canada and India, you know it's a great start," he said, adding that during a recent visit to India he got the impression that "nobody knows about this visa thing."

Karnai said many of his clients are planning to attend weddings this winter.

"We'll be calling people and we'll be letting them know that now they can pack their suitcases," he said.

India reopens visa services for Canadians, calming diplomatic spat

New Delhi had halted visas for Canadians after Ottawa implicated it in the killing of a Sikh activist near Vancouver.

A India flag waves in the wind at the High Commission of India October 3, 2023 in Ottawa, Canada. - Canada sought Tuesday to maintain its full diplomatic presence in India, after New Delhi reportedly ordered Ottawa to withdraw 40 diplomats in a dispute over the killing of a Sikh separatist. (Photo by Dave Chan / AFP)

India has moved to renew visa services for Canadian citizens, easing a diplomatic row between the two states over the killing of a Sikh activist on Canadian soil.

India announced it would begin reissuing visas for entry, business, medical and conferences on Thursday, reversing a month-long ban. The Indian High Commission, along with India’s consulates in Toronto and Vancouver, will continue to deal with emergency services.

Is canada trying to pacify india after hardeep singh nijjar killing, canadian sikhs protest against india gov’t over hardeep singh nijjar murder, hardeep singh nijjar killing: what does international law say, why canada is getting muted support from allies on allegation against india.

Canadian Emergency Preparedness Minister Harjit Sajjan welcomed the decision as “good news for Canadians”.

India shut down visa services to Canadians over a month ago after Canadian Prime Minister Justin Trudeau accused Delhi of potential involvement in the killing of 45-year-old Sikh activist Hardeep Singh Nijjar on Canadian soil.

Nijjar was shot dead by masked attackers outside a Sikh temple near Vancouver on June 18.

India had long accused Indian-born Nijjar , who supported an independent Sikh state within India, of terror links, charges he denied.

India vehemently denied any connection to the murder, saying such claims were “absurd” and politically driven.

Canada is home to about 1.4 million people of Indian origin and 777,000 Sikhs, the largest population outside of India.

A minority of Sikhs advocate for a breakaway state called Khalistan in the state of Punjab and other Punjabi-speaking areas of northern India.

The Sikh separatist campaign is largely non-existent within India, which squashed an insurgency in the 1980s in the state of Punjab and has since cracked down on the movement’s leadership and followers, which it brands as “terrorists” and “gangsters”.

However, the separatist movement retains a following among the Indian diaspora, especially in Canada, which has the largest Sikh population outside of Canada.

Delhi has long accused Canada of tolerating Sikh separatist activity it considers “extremism” and says it is providing a “safe haven” to “terrorists” and “criminals”.

Trudeau said in September there were “credible allegations” of potential Indian government involvement in the murder of Nijjar.

“Any involvement of a foreign government in the killing of a Canadian citizen on Canadian soil is an unacceptable violation of our sovereignty,” Trudeau said. “Canada is a rule-of-law country, the protection of our citizens and defence of our sovereignty are fundamental.”

India fiercely rejected the claims, but later said it was open to probing any “specific” or “relevant” information Canada has in the case.

Canada and its ally the United States have called on India to fully cooperate in the investigation.

In addition to suspending visa services over the spat, India had also warned Canada it would strip 41 of its diplomats of their immunity, Ottawa said. This prompted Canada to call back 41 of the 62 diplomats it had posted in India.

India said it simply wanted Canada to recall the diplomats to maintain an equal diplomatic presence in both countries.

“Resolving differences requires diplomats on the ground,” Matthew Miller, a Canadian State Department spokesman, said in a statement last week. “We have urged the Indian government not to insist upon a reduction in Canada’s diplomatic presence and to cooperate in the ongoing Canadian investigation.”

Emami Litigation - Notice to Class Members

The Secretary of State, following consultations with the Department of Homeland Security, has determined that the following categories of interview waivers are in the national interest.  Changes based on that determination are implemented by consular officers, who now have the authority and discretion to waive the in-person interview for:

  • First time H-2 visa applicants (temporary agricultural and non-agricultural workers); and
  • Were previously issued a nonimmigrant visa in any classification, unless the only prior issued visa was a B visa; and
  • Are applying within 48 months of their most recent nonimmigrant visa’s expiration date.

In all cases, applicants must meet certain legal requirements to qualify for an interview waiver.  Implementation of this authority begins January 1, 2024, and will be reviewed annually.  This authority is in place until further notice.

As a reminder, applicants renewing a nonimmigrant visa in the same classification within 48 months of the prior visa’s expiration date continue to be eligible for interview waiver until further notice.

To be eligible for an interview waiver, applicants must also meet certain criteria, including that they:

  • apply in their country of nationality or residence.
  • have never been refused a visa (unless such refusal was overcome or waived).
  • have no apparent or potential ineligibility.

Consular officers may still require in-person interviews on a case-by-case basis or because of local conditions.  We encourage applicants to check embassy and consulate websites for more detailed information about visa application requirements and procedures, and to learn more about the embassy’s operating status and services.
