1.  The reporting of the feedback and comments from the participants and speakers during the two workshop; subject matter experts workshop and workshops for digitalization of CBE on the outcomes of the project will be documented.

2.  The pre and post evaluation form/survey of the workshop will be distributed among the participants including of sex-disaggregated data.

3.  The knowledge of the participants is expected to be increase from scale 1-5 of before the workshop and after the workshop gathered from evaluation form/survey for the workshop. The pre and post evaluation form will use the likert scale of 1 – 5 with 1 as very low understanding and 5 as very high understanding. This will be used to measure their knowledge of CBE and digitalization before and after attending the workshop.

4.  The rate of the participants and speakers attending the workshop is at least 40% of women from 30 participants will be collected. The target number of 12 women and 18 men to participate in this workshop.

5.  The target of six speakers will contribute their expertise with at least 2 women and 4 men.

6.  At least 70% of 21 APEC economies from TWG will be ensure to attend the workshop.

7.  The dissemination of the report and the APEC Publication of Handbook on Developing Community Based Entrepreneurship (CBE) in Rural Tourism through Digital Empowerment on best practices in business strategic planning in CBE tourism to facilitate rural tourism development within APEC economies will be reported in TWG meeting.

8.  The usage of the handbook as tools in preparing CBE in APEC economies should be reported in any APEC TWG meeting. Malaysia will emailed and contact the TWG officer for the input of new policy regarding CBE from economies to be reported in TWG meeting. Please indicate the methodology and resources you will use to track this.

Engagement: The project seeks to address the inclusive growth, sustainable growth, and innovative growth agenda under APEC and will share lessons gained in other work areas pursued under SMEWG and PPWE.The PO will invite both speakers and participants from the aforementioned APEC fora and will share the link to the CBE Handbook once uploaded to the APEC Publications website.

This project will also involve the World bank, United Nations World Tourism Organization (UNWTO) and other non-APEC members from developed economies. Expertise from the UNWTO and other relevant organizations will also be drawn from these findings and considered for the workshop and handbook.

Previous work: This project build will build on  “Leveraging the Digital Economy to Promote an Inclusive Tourism Industry Workshop” that was held in Chile in conjunction with APEC 54 th TWG Meeting. It will also benefit ASEAN economies that are members of APEC given the research on ASEAN Homestay Standard and ASEAN CBT These economies will benefit in pursuing this project towards upscaling the MSMEs, including the MSMEs and homestay operators. The operators need to have the entrepreneurship skill to upscale their business in rural tourism. Having entrepreneurial traits will change their behavior and thinking creatively and innovatively. A Handbook on Community Based Tourism: How to Develop and Sustain CBT and Effective Community Based Tourism are both TWG projects done in 2009 and 2010 respectively and also Russia on their project is also closely related and complements the outcomes of the recent TWG project done by USA "Leveraging the Digital Economy to Promote an Inclusive Tourism Industry Workshop”.

APEC remains the most suitable home for this project as APEC is an effective platform which could advance the development of CBE in rural tourism through digitalization by harnessing cross-fora collaboration with SMEWG, PPWE and HRDWG. To ensure the CBE handbook is viable for the community as their reference in doing digital business and capacity building for women and youth, therefore the input from SMEWG, PPWE and HRDWG is vital. The participants from these for a will be invited in the CBE workshop, particularly on framework discussion.  Pls explain HOW this cross-fora collaboration with SMEWG, PPWE and HRDWG will be achieved in this particular project? E.g. Inviting speakers from these APEC fora for the Forum? PO needs to explain how.

The output of the workshop, the framework, survey, report summary and handbook and the shared practices would be provided to the participants/ beneficiaries.  

The Handbook on Developing Community Based Entrepreneurship (CBE) in Rural Tourism Through Digital Empowerment  will serve as the reference and guidance for the beneficiaries in drafting or developing their CBE in rural tourism policy and program which will be an opportunity to strategize their on-going and future digital economy in rural tourism programs.

Furthermore, the findings from this APEC workshop can be published as academic writing from the involvement of the researcher as experts in developing the framework. Thus, give more opportunity for other researchers to understand and gain new knowledge from the APEC case. The results of the survey may help policymakers in preparing the necessary infrastructure for digital access in APEC economies.

Rural communities involved in CBT are in the need of understanding and exploring the potential in promoting their tourism attraction through connectivity within the APEC economies and worldwide. The involvement of the World Bank and UNWTO in this workshop will be one of the major benefits of the beneficiaries to promote and understand the needs of the tourist in choosing their place as an attraction. Hence, the beneficiaries can also consult or obtain further collaboration from the specific economies or experts in the case of adapting the practices shared during the workshop. A contact list of speakers will be provided to relevant stakeholders upon request after consent is given by the speakers.

TWG, need to take further action in ensuring that programs for tourism include digital empowerment for rural tourism. Subsequently, to instil entrepreneurship among the beneficiaries, the involvement of SMEWG is required, perhaps cross fora activities can be done in ensuring the CBT community are well equipped with the skill. With regular reporting and dialogue on this project during future TWG meetings, continued support and input from TWG members is assured. Potential development of this topic to be brought forward to TWG future work and multi-year strategic plan. Besides, the progress of the CBE in the CBT could also be measured through follow-up with economies regarding participation by MSMEs in developing digital CBE, including:

a. The growth of rural tourism and MSMEs in remote rural areas

b. The growth of visibility of rural tourism in the digital platform including in VR and AR

c.  The number of youth participants in CBE rural tourism

This paper aims to produce a tool for use in decision support tourism, based on GIS applications so that it explains the sites and tourist services, tourism statistics, and other factors that could affect the development of tourism, with the integration of applications that retrieve all the tourist data, prepare a geographic database, tourist sites of Central development region of Nepal. Tourism is probably the only economic sector that provides concrete and quantitative growth in trading opportunities. Therefore, this paper gives a discussion on an initiative for the development and the implementation of GIS in the tourism industry for an important tourist destination of Central development region. This technology integrates common database operations such as queries with the unique visualization and geographic analysis benefits offered by maps. GIS is used for bringing the geo-referenced data (spatial and nonspatial) of major tourist destinations into digital maps. Each object is assigned to a thematic layer. Each layer combines related objects like roads, hospitals, hotels, weather information, and major destinations of tourists. In this research, we use GIS in three types of applications such as inventory, analysis, and evaluation of plans based on tourism development.

Worldwide web is fast becoming useful tool for the tourism industry and it presents a platform that brings products and services to the tourists. A web based tourism information system may provide on-line brochures along with both value and services. Tourists generally want to find objects of tourism and amenities with reference to their geographic position and surroundings. In many cases, it is not satisfying to find a good hotel without a reference to restaurants, sights or event locations located nearby. This case study on web-based tourism information system using GIS for Chandigarh city takes into account the user needs to present the tourism objects in geographic context on interactive tourist maps. This city is rapidly becoming a hot spot for tourists from around the world because of its exotic locations and hospitality facilities. In recent years, it is developing into a world class IT destination as well. Therefore, city's tourism sector may be promoted by global marketing of its tourist attractions, facilities and services.
