Disney Cruise Line Announces Fall 2023 Itineraries (September – December)

Disney Cruise Line released their Fall 2023 itineraries today for the fleet, but NOT the Disney Wonder. Celebrate the holidays through Fall 2023 with themed cruise vacations including the return of Halloween on the High Seas and Very Merrytime Cruises. Departing from a variety of popular ports with sailings from Florida including Disney Cruise LIne’s newest homeport in Fort Lauderdale, California or New York. Cruise to the Caribbean and The Bahamas, experience the beauty of Baja, explore the Panama Canal, or drop anchor in Bermuda or Canada.

Disney Cruise Line is loading the fall 2023 sailings so this remains a work in progress and will be updated multiple times today.

Today’s release extends the available sail dates through the end 2023.

DCL Early Booking Timeline Fall 2023 20220721

While Fall 2023 dates were announced today, general booking will not open until Thursday July 28th . The tiered booking period will begin Monday July 25th for Castaway Club Members and some others.

  • Monday July 25th – Platinum Members, Golden Oak Club Members and Club 33 Members
  • Tuesday July 26th – Gold Castaway Club members
  • Wednesday July 27th – Silver Members, Disney Vacation Club Members and Adventures by Disney Insiders
  • Thursday July 29th, first time cruisers will be able to book.

If you’re an existing Castaway Club member, simply log in to your account now to verify your Castaway Club status, so you’ll be all set to book on your designated date. Alternatively, you can call (800) 388-4513 starting at 8:00 AM Eastern Time or contact your travel agent.

Castaway Club members can book online beginning Monday! The only caveat is that this is for new bookings only as the website is still not set up to move a placeholder to a new booking. Those types of bookings will still require a phone call.

The following bears repeating, please do NOT try calling today to book; this will just clog up the phone lines and bog down the reservation cast members. There may be people attempting to book an available cruise vacation today.

For those looking for Early 2024 dates, we anticipate the next release to occur sometime in the fall sometime in September or October based on the historical itinerary release cycle .

Below you will find a breakout by ship, but this is a WORK IN PROGRESS AND INCOMPLETE UNTIL THIS MESSAGE IS UPDATED Disney Cruise Line is still loading the sailings. I will be updating the website throughout the day as I load the sailings and upload the new itinerary maps. The best way to be alerted to updates is by following me on Twitter  @TheDCLblog  – I will tweet updates as I add the sailings to the website and update this article . At the very end, you will find Disney Cruise Line’s Summer 2024 Itinerary Announcement press release .

Disney Magic Fall 2023 Sailings

The Disney Magic will return to the West Coast for the first time in well over a decade departing Miami in October for a 14-night Halloween on the High Westbound Panama Canal cruise to San Diego. Once in California, the Magic will sail a mix of 2-, 3-, and 5-night Baja Cruises as well as a 7-night Mexican Riviera cruise before sailing Galveston, Texas on a 14-night Very MerryTime Eastbound Panama Canal cruise. IN total, there are 13 new sail dates between September 30 and December 3, 2023. Here is a PDF of DCL’s website showing the new sailings. Please note, there appears to me a 5-night gap beginning November 6, 2023, this could be a chartered cruise such as a 2023 DVC Members Cruise from San Diego.

Disney Cruise Line Offers Holiday Fun for Families with New Fall Itineraries in 2023

Halloween and holiday vacations with Disney Cruise Line include fleet’s first departures from Fort Lauderdale, Florida

CELEBRATION, Fla.  – Disney Cruise Line will offer enchanting fall vacations that take families coast-to-coast in 2023, including special sailings with spook-tacular surprises, holiday cheer and the fleet’s first-ever departures from Fort Lauderdale, Florida. With cruises from Florida, California and New York, adults and children alike will discover the wonder of the holidays aboard Halloween on the High Seas and Very Merrytime Cruises. 

“We are excited to provide families with experiences that create lasting memories,” said Sharon Siskie, senior vice president and general manager of Disney Cruise Line. “With offerings for the entire family, specially curated activities for both Halloween and the holidays and a brand-new home port in South Florida, our guests will have more ways than ever to experience the magic of Disney at sea.”

Halloween on the High Seas cruises will return from mid-September through October 2023. Aboard these not-so-spooky sailings, guests will eat, drink and be scary with their favorite characters dressed in Halloween costumes, celebrate the season at Mickey’s Mouse-querade party, enjoy trick-or-treating at sea and more. 

From early November through December, Disney Cruise Line ships will be extra merry and bright during Very Merrytime Cruises that celebrate the spirit of the holiday season. On these sailings, Disney magic will take on a whole new meaning with characters dressed in festive garb from head to (mistle)toe, a special tree-lighting ceremony, holiday décor, and special guests – Santa and Mrs. Claus.

Tropical Vacations from Port Canaveral, Florida 

In the fall of 2023, the Disney Wish and Disney Fantasy will continue sailing from Port Canaveral to tropical destinations in the Bahamas and Caribbean.

The Disney Wish will sail three- and four-night cruises to the Bahamas, including visits to Nassau and Castaway Cay.

I was just noticing in the PDF that DCL referenced in their email this morning that the Wonder was not mentioned at all, then I saw your comment that “we don’t talk about the Wonder”. Is there something up with the Wonder they aren’t telling us?? Or could the rumor of DCL registering at some Australian ports indicate it could be headed there and just not announced yet?

Not gonna lie…I don’t like the Dream taking over the fun one-off cruises like NYC or San Juan that used to belong to old ships.

So the Wonder may be heading to that country down under after all. If so, it makes sense to delay the announcement a) to give the other itineraries a chance and b) I could see the phone lines being clogged even more following such announcement. Or maybe it is more Hawaii sailing. I can’t see a doubling of the shipsnin San Diego but who knows right now… Interesting to speculate though…

Australia is one of the lesser opened country right now, Covid wise. Not that it would be impossible for the Wonder to be reassigned there, but I cannot really picture DCL having such a hassle when it can « easily » sail to Hawaï or any closer destinations with cheaper flight destinations for its core customer-base.

There are a number of legal moves that Disney or should we say the Magical Cruise Company have made recently, such as registering the company in Australia and have been issued an ABN# by the Australian Government, the filing of taxation documentation and that an unknow ship from and unknown cruise line will be calling Sydney home from October 2023 to Feb 2024. It all points to the Wonder sailing south and into Sydney Harbour.

I hope Wonder is going to get a substantial upgrade/refurb before heading off to Australia (or some other new location) but I doubt it. Given how profit hungry Disney has become and they way they are nickel and diming everyone to death in the Theme parks and resorts just to eke out a few extra dollars in profits I honestly would not be surprised to see them retire Wonder rather than putting in the $$ to upgrade her. I’ve expected at least one of the classic ships to be retired since Disney first announced that they were going to build 3 new ships instead of just the 2 they originally announced. With the post-COVID contraction of the cruise industry and Disney’s focus on profit, profit, and more profit this just seems even more likely.

That’s gloomy thinking ! The nickel and diming is certainly a reality though. I did some comparison of prices we paid in 2011 for WDW and 2014 for DCL and prices have tripled in both cases. Unfortunately my income has not.

When was the last time you were on the Wonder? My last time was Oct 2019 and she was beautiful at that time. The Promenade Lounge had been redone into the French Quarter Lounge and one of the restaurants was redone into Tiana’s. I’m just wondering if she’s gone downhill since then or if maybe you haven’t been on her since before these changes? She’s my favorite ship and I’m so disappointed she won’t be sailing out of San Diego next fall but I am excited to hear whatever announcement is coming. : )

All the ships got a nice refurb during the hight of the pandemic. Why would they do another so soon?

I saved every receipt — here’s how much it actually costs to go on a Disney Dream cruise

One of the best things about cruising is that you can pay for a cruise months in advance, forget how much it costs, and then board the ship on embarkation day blissfully ignorant of how much you paid to get there and ready for vacation spending.

While I'm not one to keep a tally of every dollar I spend on trips, it's sometimes nice to know exactly how much I've spent, down to booking a hotel the night before a cruise, drinks on board the ship and purchases in port. So on one of my recent Disney Cruise Line sailings on the Disney Dream cruise ship, I saved every receipt to figure out how much my family and I actually paid for the vacation.

Having that information is important, not just for me when I'm ready to plan my next cruise with Mickey and the gang, but so you can budget appropriately for your next Disney Dream cruise. Let's face it — Disney Cruise Line vacations are expensive, but the memories made on the ships are priceless.

Is it possible for families on a budget to afford a Disney cruise? The short answer is yes, but there is some strategy involved. Here's how much our Disney Dream cruise really cost for a family of three.

Disney Dream cruise costs

Before I dive into just how much my trip cost, let me give you some background.

The pricing for this cruise is based on my family of three adults. A cruise with kids will likely have a different balance of expenses.

Our transportation to the embarkation port of Miami is not included since the expense can vary greatly depending on how you choose to get to the port. We drove since we live in Florida, but not everyone is lucky enough to live within driving distance of their departure port. I did include all the other costs from our trip, including a pre-cruise hotel stay, the actual cruise fare and dining at specialty restaurants on board.

My family and I were not super strict with our budget, but we also didn't splurge on everything. We did treat ourselves to a few meals at the adults-only restaurants on Disney Dream and a few cocktails each day, but we never went overboard with extras in the ports of call. Checking our onboard account each morning through the Disney Cruise Line app made it possible for us to have a fun vacation without emptying our bank accounts.

Cruise booking

Our biggest cost on this trip was the cruise fare because sailings on Disney Dream are not cheap. Even if you avoid the specialty restaurants, skip excursions in each port and stay in one of the cheaper cabins, you'll still spend a few thousand dollars just to get on board.

For three adults sharing a cabin, Disney Dream vacations currently start at $2,317, including taxes and fees, and that's for a three-night sailing to the Bahamas in 2024. If you're planning a longer cruise or a European cruise, it will cost significantly more, especially during peak times when kids are out of school or during a themed sailing.

Because of how expensive Disney cruise sailings are, I always look for deals, either a Florida resident offer or a discount on a select sail date.

Our Disney Dream cruise was a five-night Halloween on the High Seas sailing, with a Florida resident discount for three people booked in a balcony cabin (which Disney calls a verandah stateroom). The total cost of the cruise, including taxes and fees, was $2,497.28.

Pre-cruise hotel accommodations

I always suggest that people arrive in their embarkation city or a city nearby at least the day before a cruise. This relieves the stress of having to get to the ship on time in case of flight delays or blocked roadways.

The night before my Disney Dream cruise, my family and I stayed at Disney's Vero Beach Resort, which is a little over halfway from our home in Jacksonville, Florida, to Miami.

We used Disney Vacation Club points to book an "Inn-Standard View" room, which was big enough for the three of us. The room cost us 16 points, so we technically didn't spend any money on booking a hotel the night before. Unless you have points to spend, don't forget to budget for lodging before or after your cruise, as needed.

Pre-cruise meals

The night before our cruise, we decided to eat out in Vero Beach at American Icon Brewery. Everyone in my family got a local beer to try, then we shared an appetizer, and everyone got their own entree. The meal set us back $106.55.

While Disney's Vero Beach does have an on-site restaurant, we enjoy getting out in the city and trying a local place. American Icon Brewery was fun, and the food and service were both great.

For breakfast the morning of our cruise, I brought muffins that I made at home for my family to enjoy. The room included a coffee maker and Keurig coffee pods, so we drank that with our light breakfast. Disney's Vero Beach Resort does serve breakfast at its onsite restaurant, but we needed to hit the road early to get to our 11 a.m. port arrival time, so the muffins and coffee were a perfect easy breakfast.

Total for dinner: $106.55

Parking at the port

Parking at any cruise port can add a large amount to a cruise vacation. For five nights, parking at PortMiami was $110. We paid for this as we were leaving the parking deck rather than upfront.

Specialty dining on board

Disney Dream has two adults-only specialty dining restaurants onboard, Palo and Remy. To dine at either restaurant, cruisers should get a reservation in advance through the Disney Cruise Line Navigator app. If you can't secure a reservation before the sailing, ask about walk-up availability for either restaurant once on board. Just be sure to head straight to the hostess desk outside of Palo and Remy as soon as you board the ship (even before eating lunch) because any open reservations will be snapped up quickly.

My family always eats at Palo for brunch on a Disney cruise, and this time was no different. The meal is a high-end table service option that starts with your choice of a charcuterie board or chilled seafood platter, plus a delightful spread of bread. The menu is also filled with entrees like house-made pizzas, plate-size Mickey waffles, made-to-order pasta and elevated egg dishes like frittatas.

The meal for the three of us cost $170. My dad also ordered Palo's signature bloody Mary, which tacked on another $12.39 to our meal.

On this cruise, for the first time ever, my family and I dined at Remy, a French-inspired restaurant that was worth every penny. To start, we were served a welcome cocktail called The Collette, which is named after the female chef in the Pixar movie, "Ratatouille."

Then we were presented menus that were divided into two prix-fixe options, one that leaned more French and one that leaned more high-end American. I chose the French menu, while my parents chose the American menu. The meal overall was fantastic and was worth the $462.50 for the three of us.

Specialty drinks and alcohol

One thing that sets Disney Cruise Line apart from other family-friendly cruises is that it doesn't offer all-inclusive drink packages . Passengers must purchase all beverages on board at the per-drink price, though drink prices on Disney ships can sometimes be slightly cheaper than similar libations on other big-ship lines. Plus, soda is included in your cruise fare.

Disney Cruise Line also allows passengers to bring your own wine or beer on board at every port , while other cruise lines restrict guests to one bottle of wine at embarkation only. Not only does this policy allow you to potentially save money on beverage costs, but you can enjoy interesting brews and vintages from the places you visit.

Every night, my family went to happy hour at the adults-only bar Meridian, which is located between Palo and Remy. This spacious bar has large windows that overlook the sea and two outdoor patios with seating. Cocktails for five nights at Meridian cost my family of three $179.67.

Other places to have a specialty cocktail or coffee on Disney Dream include the Cove Cafe, Skyline, Pink and 687. At these other bars, my family spent $122.16.

While we enjoyed all of the bars and lounges on the ship, Meridian was easily our favorite and not just because of the view. The Cast Members who work in this bar are top-notch and learned our cocktail preferences quickly. By night two, they were shaking up off-menu cocktails that they knew we would enjoy.

Total for drinks: $301.83

Disney Cruise Line allows guests to prepay their onboard gratuities for their stateroom host and their service team in the dining room. This charge came to $72.50 per guest.

On top of the standard gratuities, we chose to give an extra $20 to our dining room server, assistant server and head server, plus our stateroom host , all of whom get a portion of the prepaid gratuities. At the end of our cruise, we also gave the two bartenders in Meridian an additional $20 in cash for all of their hard work throughout the week and for making our vacation special.

Total for gratuities: $337.50

While I'm not normally one to get a souvenir from a cruise ship, I couldn't resist making a few purchases on Disney Dream.

My favorite Disney character, Sorcerer Mickey, is the stern character on the ship, so a lot of the Dream-branded merchandise has this variation of Mickey on it. And since this was a Halloween cruise, I found some spooky souvenirs in the stores, too. I dropped $118.97 on merchandise.

On most cruises, my family and I opt to explore the port on our own versus buying excursions . It saves us money, and we can head back to the ship whenever we want. On this cruise, our ports of call were Grand Cayman and Disney's private island , Castaway Cay.

Because we've visited Grand Cayman previously and it's not our favorite cruise port, we stayed on the ship that day to enjoy the less crowded pool decks and a nice lunch inside one of the main dining rooms.

On our Castaway Cay port day, we did get off the ship but didn't opt for any of the island's excursions, instead heading to the adults-only beach, Serenity Bay. We also enjoyed lunch at the adults-only beach, which is included in the overall cruise cost.

If we were going on a cruise to destinations we had never been to before, like a Disney cruise to the Mediterranean or Alaska , we would likely opt to do Disney-sponsored excursions, which are often a few hundred dollars per person per excursion. And if your family has never been to Grand Cayman, you might want to book a tour to explore the island or one of its attractions.

Spa services

One of my favorite areas on any Disney cruise is the Senses Spa and its Rainforest Room. This area of the spa features multiple shower experiences, saunas, a row of heated lounge chairs and two private hot tubs. The best part is that the lounge chairs and the hot tubs are in a glass-enclosed space, so you can see the ocean or ports while using the facilities.

On this five-night sailing, my mom and I booked a "couples rate" to be able to come and go from the Rainforest Room as we wanted throughout the cruise. The total cost for that was $187.62. My mom also opted to get a massage on the cruise, which cost $209.42.

What it really costs to go on a Disney Dream cruise

For three adults sharing one cabin on a five-night Halloween-themed sailing on Disney Dream, the total cost came to $4,514.06. That equals out to each person paying $1,504.69 for the trip, or $300.94 per person, per day.

To put that in perspective, our five-night Disney cruise was a similar cost on a per-person, per-day basis to TPG's Summer Hull's three-day trip to Walt Disney World .

Based on our trip, here's the major breakdown of Disney Cruise Line trip expenses:

On my family's Disney Dream cruise, we kept our daily expenses to just over $900, though it's very easy to rack up a folio bill for thousands of dollars a day more. If you want to stay within a certain budget, be sure to try as many money-saving hacks as possible to keep the cost in check.

A Disney vacation will never be cheap, but with some planning and flexibility, it is possible to take a Disney cruise without draining your bank account.

A DAD-OF-TWO has suddenly died while on a dream cruise holiday with his family.

Edward Langley was visiting Vanuatu, near the Fiji islands , when he “unexpectedly fell on the footpath”, his grieving family said.

A fundraiser has since been created for the late Aussie dad, and claims the fall could have been from a heart attack or stroke.

But the official cause of death is still unknown, news.com.au reports.

Set up by a friend of Mr Langley’s wife, Heidi, the GoFundMe reads: “Our hearts goes out to Heidi … and the rest of the family.

“Our deepest and most sincere condolences to each of you. We can’t even begin to understand what you are all going through now.”

A concert that might have gone over better in a meditation studio or sleep-study facility — or really anywhere not involving Bud Light and NHL signage — Tuesday’s ultra-mellow performance by Cigarettes After Sex at Xcel Energy Center still went over surprisingly well.

The low-energy, low-lit, low-frills Texas band with one of the highest-pitched male singers in modern rock seemed a very unlikely arena headliner when it played a pleasantly chill First Avenue gig just two years ago. In the interim, the trio’s delicate, slow-building guitar-pop has taken off as soundtrack fodder for arty, romantic TikTok and YouTube videos.

CAS’s viral traction has been strong enough to get it bumped up to the St. Paul sports arena in just over two years despite scant radio play — an overambitious move, it turned out, especially for a school night.

Only about 8,000 fans showed up Tuesday. Most of them were under 25, and many came wearing black attire, just like CAS’s three band members.

The undersized crowd created some problems. Empty seats in the upper level caused drummer Jacob Tomsky’s snare to echo back at fans throughout the 90-minute set. Also, the general-admission pit area in front of the stage was only half-full, leaving a large vacant space between the flat, super-minimalist stage and the rest of the crowd.

Those growing pains aside, the group was able to give its people what they want; including seats. With songs that are almost entirely timid and tender — languid and sluggish even by the standards of other artfully mellow bands such as Beach House or Sigur Rós — Cigarettes After Sex is definitely a live act you want to sit down for, if you can.

Fans who had chairs used them for most of the show, and it wasn’t any kind of sign the group was failing to connect with them. On the contrary, the crowd stayed noticeably tuned-in and zoned-out to the atmospheric melodies starting with the opening song “X’s,” the title track of the trio’s latest album. That was one of only three played off the new record, also including the swooning mid-show highlight “Tejano Blue.”

CAS’s neatly bearded, tight-lipped mastermind, singer/guitarist Greg Gonzalez, proved oddly compelling without any flashy frontman traits typically seen at arena concerts.

The most rock-starry thing about the 41-year-old El Paso native was the leather jacket he wore the entire set. He had no reason to take it off, since he moved so little and played and sang so softly. This guy probably doesn’t even break a sweat on a summer festival stage.

Still, Gonzalez’s softly wavering, high-desert-breeze-like voice showed plenty of personality. He sounded especially transfixing in some of the night’s most romantic and outright sensual tunes, including “Touch” and “Falling in Love” — the latter accompanied by a sea of unsolicited cell-phone lights from the fans.

As the set ever-so-gradually picked up momentum, Gonzalez heard more and more of his Cupid-pointed song lyrics being sung concurrently by the audience. “Cry,” “K.” and the pre-encore finale “Apocalypse” — the latter two from the group’s still-definitive 2017 eponymous album — found some of the loudest accompaniment from fans. Of course, “loud” in this case is a very relative term, but the love in the room felt immensely amped up.

Omsk Oblast ( Russian : О́мская о́бласть , romanized :   Omskaya oblast' ) is a federal subject of Russia (an oblast ), located in southwestern Siberia . The oblast has an area of 139,700 square kilometers (53,900   sq   mi) . Its population is 1,977,665 ( 2010 Census ) [10] with the majority, 1.12 million, living in Omsk , the administrative center .

The oblast borders Tyumen Oblast in the north and west, Novosibirsk Oblast and Tomsk Oblast in the east, and Kazakhstan in the south.

Omsk Oblast shares borders with Kazakhstan ( North Kazakhstan Region and Pavlodar Region ) to the south, Tyumen Oblast in the west and Novosibirsk Oblast and Tomsk Oblast in the east. It is included in the Siberian Federal District .

The territory stretches for 600   km (370   mi) from north to south and 300   km (190   mi) from west to east. The main water artery is the Irtysh River and its tributaries the Ishim , Om , Osha , and Tara Rivers. The region is located in the West Siberian Plain , consisting of mostly flat terrain. In the south is the Ishim Plain , gradually turning into steppe, forest and swampy taiga to the north. The soil is sandy and silty. [11] Along the Irtysh River, in t. N. Irtysh region, there is an "oasis" microclimate, with a wooded landscape and gullies. There, the most fertile land in the region can be found. The Omsk region contains many lakes, the largest of which are Tenis -Saltaim, Ik, Ebeyty , Ulzhay and Tobol-Kushly.

The highest elevation in the Omsk region - about 150   m (490   ft) Upland village, the lowest elevation is the water's edge on the Irtysh - 41 metres (135   ft) , near the village of Little Beach. [ clarification needed ]

The oblast has a classic continental climate, with cold, snowy winters and hot, dry summers. Average January temperatures range from −42 to −30   °C (−44 to −22   °F) . Average July temperatures range from 25 to 28   °C (77 to 82   °F) and can reach up to 35   °C (95   °F) and even 40   °C (104   °F) . Annual rainfall averages 300–400   mm (12–16   in) . Sunny days predominate.

The southern plains have notably longer and warmer summers and a delayed onset of freezing temperatures. They are also significantly drier than the northern forests, receiving only 250–300   mm (9.8–11.8   in) precipitation annually. Winters, however, are as severe on the plains as they are further north. Spring rains are rare, but late spring freezes are not. The early part of the summer is frequently dominated by hot, dry southern winds.

As of 1   February   2016 , [ update ] on the territory of the Omsk region, there are 35 areas that have the status of protected areas (PAs), regional and local importance.

Archeological findings indicate that the present day territory of the oblast has been inhabited for the last 14,000 years. Neolithic societies in the area lived by fishing and hunting. About three thousand years ago, pastoralism began to take hold. Ust'-Ishim man , the remains of a man that lived 45,000 years ago, was discovered in Omsk Oblast.

Various Turkic states dominated the area throughout the Medieval era. The most notable of these were the Western Turkic Khaganate and the Siberian Khanate . Siberian Tatars , Mongols , Khanty and Mansi tribes, along with others, inhabited the territory.

The Russian history of Omsk began with the 1584 arrival of a Cossack force under the command of ataman Yermak Timofeyevich , who defeated local rulers and established nominal Russian control of the area. To support further expansion tsars Feodor I and Boris Godunov initiated the construction of fortified settlements and military outposts in the south of Siberia in order to defend their subjects from raiding nomadic tribesmen and to exert authority over local populations, specifically over the tribute-paying Siberian Tatars of The Baraba Lands. The first permanent Russian settlement in the region, the city of Tara , was founded in 1594, soon it began to play an important part in fur trade that connected Russia with Central Asia and China.

In 1716 a fortress was constructed at the confluence of the Om and Irtysh rivers on the orders of sublieutenant Ivan Bugholtz. The fortress would form the nucleus for the development of the future city of Omsk. By the second half of the 18th century, Omsk fortress was the largest building of any kind in the eastern part of Russia.

As Russian settlements continued to spread through the Yenisei , Tobol and Irtysh watersheds in the course of the 18th century, so did the development of the Omsk and the surrounding region. In 1753 a customs post was established to tax goods brought into the city by the ever-increasing trade with Kazakh tribesmen. In 1764, when the Siberian provinces of Russia were organized into two governorates with centers in Irkutsk and Tobolsk , the city of Tara and the fortress of Omsk were assigned to the latter. In 1780, on the orders of Catherine the Great the fortress was transferred to Kolyvan Oblast . By this time Omsk had grown to the size of a small city, however, from 1797 to 1804 it did not possess its own uyezd .

In 1804, the territories surrounding Omsk were organized into the Omsk Okrug . The city rose to prominence when Siberia was once again reorganized in 1822, Omsk became the administrative center of the General Governorate of Eastern Siberia rising above the old center of Siberia, Tobolsk. The new governorate was divided into oblasts around the cities of Omsk, Petropavlovsk, Semipalatinsk and Ust-Kamenogrsk populated by Russian colonists and okrugs populated by Kazakh nomads. In subsequent reforms the name of the Oblast was changed repeatedly to The Oblast of The Siberian Kyrgyz (1854), Akmolinsk Oblast (1868), and Omsk Oblast (1917) before finally reverting to the Omsk Governorate in 1918. The authority of the oblast followed further expansion of the empire to Central Asia and included significant parts of modern-day Kazakhstan .

In the 19th century, Omsk, given its strong system of frontier fortresses, became notorious as a premier destination for political exiles and prisoners from the European part of the Russian Empire. Decembrists , Polish rebels , French prisoners of war and political activists of every stripe found their way to Siberia. Among them was Fyodor Dostoyevsky , who spent four years (1850–1854) at the Omsk prison. [12]

The early nineteenth century also saw the growth of industry in the city and in the rest of the Irtysh basin. The Siberian Cossack Army was headquartered in Omsk after 1808 and contributed to the development of the city, by the beginning of the 20th century the Cossacks were a dominant component in the society of both the city of Omsk and the surrounding lands, having reached a population of 174 thousand and holding title to five million hectares of agricultural land. The 18th and 19th centuries also saw the influx of a significant number of German immigrants both from Russia's Volga Regions and from abroad.

In 1925 the Omsk governorate was dissolved into the newly formed Siberian Krai and again reorganized, this time as an Oblast by order of the All-Russian Central Executive Committee on 7 December 1934. Parts of the Ob-Irtysh Oblast and the West Siberian Krai as well as the southern part of Chelyabinsk Oblast were given over to Omsk. In 1943, Kurgan Oblast created from the western portion of the Chelyabinsk Oblast also got a number of Omsk territories. In 1944, the northern part of the Omsk Oblast along with the districts previously transferred to Kurgan became newly established Tyumen Oblast that included Khanty-Mansi and Yamalo-Nenets autonomous okrugs.

The 1950s saw the creation of the petroleum processing industry, as well as the development of various high-technology facilities that came to define the economy of the Oblast for the remainder of the century.

With the dissolution of the Soviet Union the oblast became part of the newly independent Russian Federation. The independence of Kazakhstan gave Omsk an international border to the south, while continued federal policy aiming to rectify the effects of Stalin era population transfers led to the creation of a national German district in an area with a significant, although not a majority, German population around the town of Azovo . On 19 May 1996 Omsk Oblast signed a power-sharing agreement with the federal government, granting it autonomy. [13] This agreement would be abolished on 21 December 2001. [14]

During the Soviet period, the high authority in the oblast was shared between three persons: The first secretary of the Omsk CPSU Committee (who in reality had the biggest authority), the chairman of the oblast Soviet (legislative power), and the Chairman of the oblast Executive Committee (executive power). Since 1991, CPSU lost all the power, and the head of the Oblast administration, and eventually the governor was appointed/elected alongside elected regional parliament .

The politics in the oblast is governed by the Charter of Omsk Oblast. The laws within the authority of the oblast are passed by the Legislative Assembly of Omsk Oblast which is the legislative (representative) body. The highest executive body is the Omsk Oblast Administration. It also includes the executive bodies of the subdivisions such as districts, and is responsible for the daily administration. The Oblast administration supports the activities of the Governor who is the head of the oblast and acts as guarantor of the observance of the Charter in accordance with the Constitution of Russia .

As of 18 January 2019, the departmental register of registered non-profit organizations of the Office of the Ministry of Justice of the Russian Federation for the Omsk Oblast contains information on 2537 non-profit organizations, including 1332 public associations (national associations - 60, regional branches of political parties - 46, trade unions - 328, children's and youth public associations - 55), 308 religious organizations, 30 Cossack societies, and 20 public associations of Cossacks. For example, in the Omsk Oblast there are regional branches of the political parties United Russia , A Just Russia , the Communist Party of the Russian Federation , and others. [15]

As of 2008 , [ update ] Omsk Oblast is the 23rd largest economy in Russia, with a gross regional product of 10.2 billion dollars.

The economy of Omsk Oblast is heavily industrial, with well developed, and growing, service and financial sectors. Agriculture represents a smaller, but still significant, portion of the economy.

Economic activity is concentrated in Omsk, with over sixty-six thousand private enterprises registered, ranging from small-scale retailers to billion-dollar manufacturing. [16]

Omsk was ranked by Forbes as the 6th-best city in Russia for business in 2008, an improvement over its 20th-place ranking the previous year. [17]

The oblast and city governments have made efforts to improve the business climate and foster small enterprise through various incentives and government programs designed to ease the bureaucratic red-tape, a notorious feature of Russian business life, and to generate cooperation within the business community. [18]

The bulk of industrial output, as of 2009, is concentrated in food and tobacco processing ($900 million), hydrocarbon processing ($6.7 billion), chemical manufacturing ($500 m), plastics manufacturing ($200 m) and the manufacture of electrical components ($280 m). The remainder of the economy is dominated by the retail sector and agriculture.

The largest industrial enterprises include the aerospace manufacturer Polyot , the Omsk Aggregate Plant, the agricultural manufacturer Sibzavod, Omsk Baranov Motorworks, and Omsktransmash , which manufactures the T-80 main battle tank. Additionally, Omsk Rubber, the Technical Hydrocarbon Plant, Omsk-Polymer and Omsk Hydrocarbon Processing Plant, represent the petroleum and hydrocarbon industry. Omsk Hydrocarbon is one of the most important oil refineries in Russia. [19]

The oblast operates four thermal power plants, which makes it largely self-sufficient from the standpoint of energy generation.

Agricultural production is concentrated in the Isil'rul'skii District and produces wheat, barley, flax, sunflower, potato, various fruits and vegetables as well as meat, poultry and dairy products.

The food processing sector includes several breweries, a distillery and numerous food packaging enterprises.

According to Russia's 2002 Census , Omsk Oblast has one of the lowest birth rates in Siberia. However, birth rates remain higher than the average in heavily German districts - Azovsky Nemetsky National District (24% German), Moskalensky, Poltavsky (22% Ukrainian & 11% German) and Isilkulsky (8% German), even as significant emigration to Germany acts to reduce the overall birth rate. [28] In 2009, the lowest death rate was recorded for Azovsky German National Raion (9.4 per 1000) and the highest birth rate was recorded for Moskalenskom (17.0 per 1000), Isilkulskom (15.2), Maryanovsky (15.8), Pavlogradski (15.8), Tevrizskom (16.6), Ust-Ishim (15.4) and Sherbakulskom (16.2). Regions with the highest population growth were Moskalensky area (5.5 ppm), Azovsky German National Raion (4.8 ppm), Sherbakulsky (3.8 ppm) and Pavlogradskij (3.2 ppm). [29]

Ethnic Russian birth rate in the province is significantly lower than that of the ethnic Kazakhs (by 50%) and that of ethnic Germans (by 20%), according to the 2002 Census.

According to a 2012 survey [30] 35.7% of the population of Omsk Oblast adheres to the Russian Orthodox Church , 3% are unaffiliated generic Christians , 2% adheres to Islam , 1% to the Slavic native faith (Rodnovery), 0.5% to the Catholic Church . In addition, 39% of the population declares to be "spiritual but not religious", 13% is atheist , and 5.8% follows other religions or did not give an answer to the question. [30]
