Gujarat CM launches Cinematic Tourism Policy to attract filmmakers to state

In order to market Gujarat as a potential destination for film and documentary makers from Bollywood, Hollywood and regional industries Chief Minister Bhupendra Patel Saturday launched state’s maiden “Cinematic Tourism Policy 2022-27”.

“Gujarat has for first time declared Cinematic Tourism Policy. This is to ensure that filmmakers do not face any difficulties and also get financial support,” said Patel while unveiling the policy in presence of Bollywood actor Ajay Devgan .

At the event four MoUs were signed worth Rs 1,022 crore with various entities which included Devgan’s firm NY Cinemas LLP.

Panorama Studios International Ltd, Laxmi Film Laboratories and Studios Pvt Ltd, and Bollywood Hub were among those who inked an agreement with the state government.

Though this is the first time Gujarat has announced a policy, the state government has been trying to attract film makers for close to a decade. According to a 2014 resolution passed by the industries and mines department of the state government, film-makers and their units were eligible for a 50 per cent discount on hotels owned by state’s Tourism department. This incentive continues in the new policy.

Earlier respective municipal commissioners, police commissioners, district collectors and deputy conservator of forests were empowered to give approvals for shooting of films, TV serials, documentaries and advertisements. The new policy talks of a single window approval system. In 2016, the state government had rolled out special incentives for film-makers in Gujarat.

“Using cinema, we want to become one of the leaders in tourism in India. Our vision is to promote and develop an ecosystem for film production. This policy aims to promote various destinations, showcase culture and heritage of Gujarat, encourage private participation in film infrastructure,” said Hareet Shukla, Secretary of tourism department while speaking at the event.

He said there was a three pronged strategy of the state government wherein subsidies will be offered to film makers and procedures simplified.

“The part (of a film) which is shot in Gujarat will be eligible for subsidies. Projects not shot in Gujarat, but cover the stories or culture of Gujarat or promoting destinations or tourist facilities will also be eligible for incentives,” Shukla added.

In the policy declared on Saturday, the state government has proposed a number of financial incentives for feature films, brand affliated films, documentaries, web series, TV serials, mega film events. Dubbed versions will not be eligible for incentives. Those films or web series derogatory to Gujarat, its culture, people or places will also not be eligible for any incentives.

The policy also encourages private participation in development of film cities, film and television studios, film processing labs, film training institutes and post-production facilities.

Ahmedabad, Jan 7 (PTI) The Gujarat government's 'Cinematic Tourism Policy 2022-27', aimed to promote the state as an attractive destination for filmmakers from Bollywood, Hollywood and regional movies, has received an enthusiastic response from the entertainment industry, officials said.

The policy has helped attract MoUs worth ₹ 1,022 crore for film-making, studio infrastructure and acting schools, with noted actor Ajay Devgn also inking an agreement for film-making in Gujarat, they said ahead of the Vibrant Gujarat Global Summit, to be held in Gandhinagar from January 10 to 12.

Launched in September 2022, the policy has not only helped attract investments for film-making, studio infrastructure and acting schools, but has also brought the Filmfare Awards to Gujarat.

Chief Minister Bhupendra Patel has called this "a momentous occasion for both the cinematic and tourism sectors in our state."

Talking about the policy and its impact, Gujarat tourism secretary Hareet Shukla said it has helped the state emerge as an important destination for the shooting of movies and OTT series.

"A number of OTT series are totally based in Gujarat, and we have also been successful in bringing the Filmfare to Gujarat this year. We have signed an MoU with Worldwide Media to host the Filmfare Awards in Gujarat in January 2024," he said.

At least seven to eight big films and OTT series are shot in Gujarat. The policy offers a 50 per cent discount to film crews on hotels owned by the tourism department. Additionally, the new policy talks about a single-window approval system," he said.

As part of the policy initiatives, the Gujarat government has signed an MoU with Worldwide Media to host the 69th Filmfare Awards in 2024.

Artists from both the Gujarati and Hindi film industries have expressed excitement over the much-anticipated awards show.

CM Patel has said the awards function will promote the tourism and culture of Gujarat while also generating employment opportunities in the transport and event management sectors.

"Under the visionary leadership of Prime Minister Narendra Modi and due to the newly launched Cinematic Tourism Policy, Gujarat has become the preferred destination for film shooting and production, besides boosting its tourism sector," Patel said at a function organised in Mumbai in October last year.

Gujarat boasts of numerous world-class tourist destinations equipped with perfect facilities for film shooting, he said.

Locations like the Blue Flag-certified Shivrajpur beach, Saputara, Gir forest, Kutch desert, the Statue of Unity, and accompanying tourist hotspots are attractive locations for filmmakers, he said.

The production of a film not only directly benefits the industry but also has a ripple effect on various other sectors, leading to substantial advantages and the creation of employment opportunities, both directly and indirectly, he added.

Noted Gujarati film actor Hitu Kanodia said the single-window facility being provided to filmmakers will help in the shooting of a big number of films in the state.

Filmmaker Rakeysh Omprakash Mehra said India being a big country, film award functions should also travel to different destinations like movies.

The Chief Minister of Gujarat Bhupendra Patel launched the state’s first Cinematic Tourism Policy at an event in Gandhinagar. A Memoranda of Understanding (MoUs) valued at Rs.1,020 crore were inked between organizations and individuals with the department for improving film infrastructure and film production.

The special guest at this event was actor Ajay Devgan. The policy structure offers several financial and non-financial inducements for film infrastructure growth projects and film-making plans.

The chief minister expressed assurance that this strategy will be important for an independent India by creating a self-sufficient Gujarat. This strategy is also expected to provide a shot in the arm to tourism growth by assembling the service providers of film-making sector under one platform.

Concerning film infrastructure projects, there is a funds support of up to 20 % toward appropriate projects minus any top limit. These projects can comprise creating a film city, film and TV studio, film training establishment and post production services.

For film-making plans, the arrangement offers various incentives for projects including movie production, brand connection, documentary films and television and web series. The arrangement offers a compensation of up to 25 % on the budget of production, not going beyond Rs.25 crore for filming big budget cinemas in Gujarat. There would also be compensation of 20% on spending in Gujarat, not more than 25 crore for organizing national and international Mega Film Award Events in Gujarat.
