New Application Form for Tourist Establishment

A new application form is being introduced by the Department of Environmental Health (DEH) to improve the planning of inspections and assessments of tourist establishments and their respective swimming pools for their recommendation for licensing by the Department of Tourism.

The inspection process is a service that is offered by the DEH and the new procedure will allow for improved efficiency and a maximum 4 weeks turn-around time. However, an application should be made to the DEH at least 2 months before the expiration of the licence to allow for the completion of the processing of the application. All Environmental Health requirements must be met for the facility to be deemed satisfactory and recommended for licensing by the Department of Tourism.

The new application form can be found at www.gov./deh/ and should be completed and submitted via email to [email protected] or in person at the DEH office.

Under the Public Health Law (2002 Revision) Part III, the DEH is charged with enforcing various measures designed to protect the health and safety of the population. The DEH has responsibility for regulating tourist establishments including the construction and operation of swimming pools. This is done through ensuring that the minimum standards that are contained in the International Swimming Pool and Spa Code (ISPSC) are met, towards the protection of public health, safety and welfare of the users of public/commercial swimming pools.

**UPDATE: The UK Government fine for not having a valid reason when leaving the UK has increased from £200 to £5,000 – be sure to have your travel declaration form and reason for travel if you are leaving the UK.***

Whilst the  stay at home restrictions  are in place, you are only allowed to travel abroad if you have a  legally permitted reason . It is illegal to leave home without a reasonable excuse. This means that, whilst stay-at-home restrictions apply, it is illegal to travel abroad for holidays. Even once the stay-at-home requirement ends on 29 March 2021, it will remain unlawful to leave the UK unless you have a reasonable excuse, permitted by law.

All travellers from England to the Cayman Islands are required by law to complete a TRAVEL DECLARATION FORM and have on their person when travelling through Healthrow to the Cayman Islands.

Entry, Exit and Visa Requirements

U.S. citizens traveling to the Cayman Islands for work must obtain a work permit from the Department of Immigration of the Cayman Islands, telephone (345) 949-8344. Visit or call the Cayman Islands Department of Tourism offices in Miami at (305) 599-9033, New York (212) 889-9009, Houston (713) 461-1317 or Chicago (630) 705-0650 for the most current visa information. 

Exit Information:

There is a departure tax for travelers age 12 and older, which is included in airfare.

Immunization Requirements: Visit the U.S. Centers for Disease Control and Prevention’s Health Information for Travelers to Cayman Islands (U.K.) page for more information.

Customs:  Please see the  Cayman Islands Customs  portal for comprehensive customs information.

Common prohibited items are as follows:

  • Importing: Firearms, ammunition, spear guns, pole spears, Hawaiian slings, plants and plant cuttings, raw fruits and vegetables.
  • Exporting or transshipping: sea turtle products.

HIV/AIDS restrictions: The U.S. Department of State is unaware of any HIV/AIDS entry restrictions for visitors to or foreign residents of the Cayman Islands.

Safety and Security

The Cayman Islands are a safe place with little criminal activity affecting tourists. 

Crime:  Crime of opportunity such as pick-pocketing and purse snatchings occasionally occur. Police in the Cayman Islands enforce laws against illegal drugs, guns and ammunition.

Victims of Crime: Report crimes to the local police at 911 (the local equivalent of “911” in the U.S.) and contact the U.S. Embassy at +1-876-702-6000.

Remember that local authorities are responsible for investigating and prosecuting the crime.

These are some of the things the Embassy can do for you as a crime victim:

  • help you find appropriate medical care
  • assist you in reporting a crime to the police
  • contact relatives or friends with your written consent
  • explain the local criminal justice process in general terms
  • provide a list of local attorneys
  • provide our information on victim’s compensation programs in the U.S.
  • provide an emergency loan for repatriation to the United States and/or limited medical support in cases of destitution
  • help you find accommodation and arrange flights home
  • replace a stolen or lost passport

Domestic Violence: U.S. citizen victims of domestic violence may contact the Embassy for assistance. If you are in immediate danger, first contact the local police at 911.

Tourism:  The tourism industry is unevenly regulated, and the regularity and quality of safety inspections vary widely by industry and attraction.  Hazardous areas/activities are not always identified with appropriate signage, and staff may not be trained or certified either by the host government or by recognized authorities in the field. In the event of an injury, appropriate medical treatment is typically available only on Grand Cayman, with limited care available on Cayman Brac and Little Cayman. First responders are generally unable to access the smaller islands to provide urgent medical treatment. U.S. citizens are encouraged to purchase medical evacuation insurance . 

Local Laws & Special Circumstances

Criminal Penalties: You are subject to the laws of the Cayman Islands while you are here. If you violate local laws, even unknowingly, you may be deported, arrested, or imprisoned. 

Furthermore, some laws are also prosecutable in the United States, regardless of local law. For examples, see our website on crimes against minors abroad and the Department of Justice website.

Arrest Notification: If you are arrested or detained, ask police or prison officials to notify the U.S. Embassy immediately. See our webpage for further information.

Common reasons for arrest include:

  • Carrying ammunition and firearms into the Cayman Islands. (Even a single bullet inadvertently loose in a carry-on bag can lead to arrest.)
  • Driving under the influence of alcohol or other intoxicants.
  • Buying, selling, holding or taking illegal drugs under any circumstances.

Firearms: You are strictly forbidden to import or possess firearms in the Cayman Islands.

  • A Conceal Carry Permit, employment by a police agency, or service in U.S. Armed Forces does NOT allow you to bring a firearm or ammunition into the Cayman Islands.
  • If you travel with firearms, firearm components & parts and/or ammunition to the Cayman Islands, you will be arrested and referred to the local courts for prosecution which will result in a substantial fine and/or incarceration for an unspecified amount of time.

LGBTI Travelers: There are no legal restrictions on same-sex sexual relations or the organization of LGBTI events in the Cayman Islands.

Travelers Who Require Accessibility Assistance: While in the Cayman Islands, individuals with disabilities may find accessibility and accommodation very different from what you find in the United States.

  • The Cayman Islands lack comprehensive disability legislation, and, while many hotels and resorts are well-equipped for disabled guests, other tourist facilities, such as the airport and the cruise ship dock, are much less so.

Medical Care: The quality of medical care in the Cayman Islands is generally comparable to that available in the United States, but some procedures and cases requiring critical care may require medical evacuation to the United States. Doctors and hospitals often expect immediate payment for health services.

Medical Insurance: Make sure your health insurance plan provides coverage overseas. Most care providers overseas only accept cash payments. See our webpage for more information on insurance coverage overseas. 

We strongly recommend supplemental insurance  to cover medical evacuation.

Carry prescription medication in original packaging, along with your doctor’s prescription. 

We do not pay medical bills. Be aware that U.S. Medicare does not apply overseas. 

Snorkeling/SCUBA Diving: Each year, U.S. citizens drown or suffer cardiac arrest while snorkeling or SCUBA diving in the Cayman Islands. Remember:

Be honest with your instructor or the dive shop if you have a pre-existing medical condition that could be exacerbated when snorkeling or diving; and

Check that a hyperbaric chamber is available for treatment of decompression illness.

Emergency Services: Emergency response services are available in the Cayman Islands.

The following diseases are prevalent: Zika Virus , Chikungunya , Dengue Fever . 

Zika virus is a mosquito-borne illness that can be spread from a pregnant woman to her unborn baby, as well as through sexual contact. The CDC has concluded that the Zika virus is a cause of microcephaly and other severe fetal brain defects in some fetuses and babies born to infected mothers. Zika outbreaks have been reported on Curacao. For additional information about Zika, including travel advisories, visit the CDC website .

Chikunguya and Dengue are mosquito-borne illnesses that are becoming more frequent in tropical and equatorial climates around the world. Preventing mosquito bites is the most important way to prevent these illnesses. Travelers should carry and use CDC recommended insect repellents .

Vaccinations: Be up-to-date on all vaccinations recommended by the U.S. Centers for Disease Control and Prevention.

Travel and Transportation

Road Conditions and Safety: Vehicles in the Cayman Islands travel on the left-hand side of the road.

Traffic Laws: You must obtain a temporary driver’s license at a car rental agency or police station by presenting a valid U.S. driver’s license and paying a small fee.

  • Traffic circles (“roundabouts”) are often poorly marked and require traffic to move in a clockwise direction;
  • Motorists entering a roundabout must yield to those already in it;
  • All passengers are required to wear seat belts; and
  • Laws against driving while intoxicated are strictly enforced, with a legal maximum blood alcohol level set at 100 milligrams per 100 milliliters of blood (equivalent to a .10 blood/alcohol level in the United States).

Aviation Safety Oversight:  The U.S. Federal Aviation Administration (FAA) has assessed the Cayman Islands’ Civil Aviation Authority as being in compliance with International Civil Aviation Organization (ICAO) aviation safety standards for oversight of the Cayman Islands’ air carrier operations. Further information may be found on the  FAA’s safety assessment page .

The legal drinking age in the Cayman Islands is 18 years old.

One litre(?)bottle per person is allowed, as we have many liquor stores on-island.

Small quantities of meat (up to 25Ibs.) arriving from approved countries may be permitted without a certificate, if they are pre-wrapped under a brand name and have an Official Seal of Inspection from the country of origin. If the small quantity of meat was purchased and wrapped at a licensed shop, the meat may be permitted with proof at the discretion of the port inspector. Importing large quantities of meat requires a Certificate of Wholesomeness from the country of origin. Large quantities of meat are permitted only from a specific list of approved countries, and conditions may be specific to a particular country or region. Game meats are not exempt from certification. Yes, you will need a passport when entering the Cayman Islands from another country. Be sure to review entry requirements, passport exemptions and refusal reasons from the Department of Immigration

Most accommodations provide Wi-Fi or Internet. Check with your individual property for access. We have several public hotspots too – including airports, Internet cafes, coffee shops, post offices and libraries. Local mobile phone network providers are Digicel and Flow.

Dogs and cats are allowed, but you must submit an import permit application. You’ll also need an official health certificate for your pet(s), a rabies lab report and a processing fee for the import permit. No dog or cat under ten months old will be granted entry into the country. Learn more at www.cbc.gov.ky .

Our rainy season is from May to October and our dry season is from November to April. This doesn’t mean it rains constantly or rarely during these respective times. The names of the seasons simply reflect the trends in our region. It’s common in summer to have brief showers in the afternoon and occasional rain in the mornings. Rainfall tends to be higher in the western parts of our islands. Learn more on our Weather page .

The average temperature is 75-85 degrees Fahrenheit in winter and 80-95 degrees in summer. Year round, the daily temperature generally stays within the range of 70-95 degrees. Almost all properties here have air-conditioned rooms and seasonal trade winds help make our islands even more enjoyable. Learn more on our Weather page .

Our Public Health Services Complex in George Town is a modern facility with highly trained staff. There is also a private hospital called Chrissie Tomlinson Memorial in George Town, as well as several other non-emergency facilities that are privately run in Grand Cayman. In Cayman Brac, there is Faith Hospital and, in Little Cayman, we have a small clinic available in case of emergencies.

Many resorts have facilities for guests. World Gym, Anytime Fitness, Crossfit, Body Works Holistic Wellness Centre and Bliss Living & Yoga are also on island.

As a public authority, the Cayman Islands Department of Tourism is committed to openness, transparency and serving the public interest in compliance with the Freedom of Information Law, 2007.

The Freedom of Information (FOI) Law was passed on 19 October 2007 and came into effect on 1 January 2009. It gives the public a right of access to all types of records held by public authorities, but also sets out some exemptions from that right.

If you want to request information from the Cayman Islands Department Of Tourism, you should initially look at the Access to Information page on our website to see if the information you seek has already been published.

If you wish to make a request for information then you should contact our Information Manager or submit a request on-line at the FOI Unit website.

Requests must be in writing (request form, letter, email or facsimile) and must include your name and an address (either postal or e-mail). Please be as specific as possible about the information you would like, as this will help us to respond promptly. Where possible, please include a contact telephone number so we can call to discuss your request if necessary.

We will respond to your request promptly. The Law requires public authorities to respond within 30 calendar days, allowing an extension of an additional 30 calendar days if needed. We will always acknowledge receipt of FOI requests (where a contact email or mailing address is supplied) and we will let you know if we need to extend the deadline. A Class of Information is a way of collecting together similar types of information. The Cayman Islands Department of Tourism has grouped its Classes of Information into broad categories (or functions) which reflect our outputs. There is no application fee and no fee for going to a public authority and looking at a record requested by FOI. However, a requestor may be required to pay copying or change of format fees. Details concerning costs and payment are contained in the FOI Regulations which are available on the FOI Unit website.

Internal Review

If you make a request under the Freedom of Information Law and are not satisfied with our response, you are entitled to an internal review. If you believe you are entitled to an internal review, please put your appeal in writing and either e-mail or post it to the Information Manager. Include your name, address, telephone number and the reference number at the top of our initial reponse to you. You have 30 calendar days from the date of receipt of a refusal to request an internal review. Please explain why you would like us to review our original response.

Under section 33 of the FOI Law, you may ask for an Internal Review of a response to your request if any of the following things happened:

  • If you were refused access;
  • If you were granted partial access to the record(s) specified in your application;
  • If your request was deferred;
  • If there was a refusal to amend or annotate an official document containing personal information; or
  • If a fee was charged for action taken or if you disagree with the amount of the fee charged; where the decision was taken by a person other than the responsible Minister, Chief Officer or Principal Officer of the public authority.

Appeal to the Information Commissioner

If you are dissatisfied with the internal review of our decision, or an internal review was not available, you can seek an appeal from the Information Commissioner.

Publication Schemes

Each public authority covered by the Freedom of Information Law has a legal duty to adopt and maintain a publication scheme in accordance with s. 5 of the FOI Law. The main purpose of a publication scheme is to make information readily available without the need for specific written requests.
