  • Apie slapukus

Info.lt slapukų surinkta informacija leidžia užtikrinti galimybę vartotojams naršyti patogiau, teikti patrauklius pasiūlymus bei daugiau sužinoti apie vartotojų elgesį, analizuoti tendencijas ir tobulinti svetainę, klientų aptarnavimą bei Bendrovės teikiamas paslaugas.

Slapukas (angl.

Russia 'maps weak spots and dividing lines in target countries'

Incidents targeting Finland, Scandinavia, and the three Baltic countries have multiplied. Experts have taken inventory of them and recommend coordinated action for deterrence.

A damaged Balticconnector gas pipeline, linking Finland and Estonia, in the Baltic Sea. Photo released by the Finnish Border Guard on May 29, 2024.

At around 3 am on May 23, two boats set sail on the Narva river, which separates Estonia from Russia. On board were four hooded men, who began fishing out the beacons that Estonia installed to guide fishermen and prevent them from entering Russian waters. The Estonian border guards, who filmed the scene, decided not to intervene for fear of aggravating the situation. But for Tallinn, there was no doubt that Moscow was responsible. The Russian chargé d'affaires was summoned by Estonian Foreign Minister Margus Tsahkna.

"This border incident is part of a broader pattern of provocative [behavior] and hybrid actions by Russia, including on its maritime and land borders in the Baltic Sea region," EU foreign policy chief Josep Borrell said in a statement the following day, adding that "such actions [were] unacceptable."

The day before the beacon story, on May 22, a so-called decree published by the Kremlin on the internet threw the region into turmoil. It announced a future unilateral modification of Russia's maritime borders with Finland and Lithuania. However, as soon as the Russian media reported on this, the link to the text disappeared. Was it published by mistake, or was it a test of how neighboring countries would react? Lithuanian Foreign Minister Gabrielius Landsbergis said of the inciden t: "Another Russian hybrid operation is underway, this time attempting to spread fear, uncertainty and doubt about [Moscow's] intentions in the Baltic Sea."

On the Finnish side, caution is the order of the day, even if its experts also see the incident as an attempt at destabilization. President Alexander Stubb stated that Finland would "[act] as always: calmly and based on facts," while Foreign Minister Elina Valtonen pointed out that "causing confusion is also a form of hybrid influence. Finland will not be unsettled by this."

"Weakening the international order"

Russian interference in the region has increased in recent months. In a 40-page report published on May 27, entitled " Tracking the Russian Hybrid Warfare ," security researchers from Finland, the four Scandinavian countries and the three Baltic states take inventory of, and put into perspective, various incidents involving these eight countries, now all members of NATO.

No matter the specifics, the method is always the same, they note: "Russia seeks out and maps weak spots and dividing lines in target countries." Its goal "is to challenge and weaken the Western-dominated, rules-based international order that the Kremlin sees as a threat to its great power ambitions."

Russian warships sent to Caribbean for ‘surprise’ war games

Russian warships have been sent to the Caribbean for surprise war games, US officials have said.

The show of force by Moscow comes after the Biden administration authorised Ukraine to use US-supplied weapons to strike inside Russian territory for the first time to defend Kharkiv.

Following Russian advances, Ukraine’s second city is now just miles from the front line and under heavy bombardment from Vladimir Putin’s forces.

The authorisation prompted an angry response from the Russian strongman , who vowed to take “asymmetrical steps” in other parts of the world in response.

The “handful” of ships are also expected to dock in Cuba and Venezuela , according to US officials who briefed journalists on condition of anonymity.

The officials emphasised that Russia had the right to carry out war games in international waters, although Moscow had not given advance warning to Washington, something that is standard practice to avoid miscalculations and potential escalation.

The move comes as around 20 Nato countries launch BALTOPS 24 on Friday, a large air and naval exercise in the Baltic, close to the Russian border.

However, despite Mr Putin’s intentions of projecting Russian military might on the US’s doorstep, the Caribbean military exercise potentially underscores just how vulnerable Moscow’s navy has become.

In the Ukrainian theatre of war, no force has fared worse than the Russian navy, which has suffered heavy losses and continually been put on the back foot by the Ukrainians in the Black Sea.

Most famously, Moskva, the flagship of Moscow’s Black Sea fleet, sank in April 2022 after Ukraine struck it with Neptune anti-ship missiles.

Since then, the Ukrainians have continued to draw blood, often using small, inexpensive sea drones, as well as launching missile strikes on the Kerch Bridge linking Crimea directly to the Russian mainland.

The weakness of Russia’s navy means that it has now had to withdraw out of Ukrainian missile range, allowing Kyiv to resume shipments of grain exports from Crimea, through the Bosphorus and Dardanelles straits, on which various African nations depend.

The Russian ships are expected to remain in the Caribbean throughout the summer.

Moscow Could Target Countries Supplying Weapons to Ukraine, Putin Says

President Vladimir V. Putin said that since Western governments were allowing long-range missiles to be used on Russia, it could do the same.

  • Share full article

Vladimir V. Putin sitting at a table in front of a microphone with a wall of windows behind him.

By Neil MacFarquhar

President Vladimir V. Putin of Russia warned on Wednesday that Western nations supplying Ukraine with long-range missiles and allowing them to be used to attack inside Russia was a “dangerous step” that could prompt Moscow to reciprocate against Western targets.

“If someone thinks it possible to send such weapons to a war zone to strike our territory and create problems for us,” Mr. Putin said at a news conference , “then why do we not have the right to send our weapons of the same class to those regions of the world where strikes can be made on sensitive facilities of the countries that do this against Russia?”

Mr. Putin singled out Germany, saying that its supply of battle tanks to Ukraine had been an initial blow to Russian-German relations, but its permission to use missiles in Russia was even worse.

“Now, when they say that some missiles will appear that will strike targets on Russian territory, this, of course, is ultimately destroying Russo-German relations,” he said.

Mr. Putin was speaking to senior editors from at least 15 news agencies from around the world that were invited to meet with him on the sidelines of the St. Petersburg International Economic Forum. Mr. Putin had skipped the tradition since Russia invaded Ukraine in February 2022, but this year the invitation was extended to Western outlets such as The Associated Press, Reuters and various European agencies including Agence France-Presse, DPA from Germany, ANSA from Italy and EFE from Spain.

Mr. Putin’s spokesman, Dmitri S. Peskov, told reporters that representatives from “unfriendly countries” were included because “it is very important for them to get to know Putin and understand Russia firsthand,” according to Russia’s official news agency, Tass.

Western business executives largely avoided the forum, while China had a significant presence, including a presentation of a bulletproof limousine that retails for more than $560,000 in China, Tass reported.

Mr. Putin answered questions on a wide range of topics, but many of the queries focused on the war in Ukraine. Although Russia invaded Ukraine after it had begun destabilizing the Eastern regions in 2014 by supporting separatists, Mr. Putin again portrayed the war as the fault of Ukraine and its Western allies.

Countries that are supplying weapons to Ukraine risked being dragged into a war with Russia, he said.

It was not clear where Mr. Putin possibly planned to position Russian weapons in other regions. Troops and armaments have been deployed in Belarus, possibly including nuclear missiles, during the war. Belarus borders Europe more closely than Russia, as does the Russian enclave of Kaliningrad on the Baltic Sea. Russia also has forces in Syria near bases where the United States operates.

In terms of relations with Washington, Mr. Putin said that he did not think the looming presidential election would change much as long as the United States continued to pursue “greatness.”

Asked about the recent conviction of the former president, Donald J. Trump, Mr. Putin said that the United States was burning itself from within. “It is obvious all over the world that the prosecution of Trump, especially in court on charges that were formed on the basis of events that happened years ago, without direct proof, is simply using the judicial system in an internal political struggle,” he said.

On the subject of Evan Gershkovich , the American reporter from The Wall Street Journal who has been imprisoned in Russia on espionage charges for more than a year, Mr. Putin said that the United States was taking “vigorous steps” toward his release. Mr. Gershkovich, The Journal and the U.S. government have all denied the charges.

Such issues “should only be resolved on the basis of reciprocity,” Mr. Putin added. “The relevant U.S. and Russian agencies are in contact with each other on this issue.”

Milana Mazaeva contributed reporting.

Our Coverage of the War in Ukraine

News and Analysis

President Biden observed the 80th anniversary of D-Day on the beaches of Normandy by asserting that the allied effort to stand up to Russia  is a direct extension of the battle for freedom that raged across Europe during World War II.

President Vladimir Putin of Russia warned that Western nations supplying Ukraine with long-range missiles and allowing them to be used to attack inside Russia could prompt Moscow to reciprocate against Western targets .

The decision by the Biden administration to allow Ukraine to strike inside Russia  with American-made weapons fulfills a long-held wish by officials in Kyiv  that they claimed was essential to level the playing field.

Tug of War:  Fueled in part by the Ukraine war, tensions have been mounting in former Soviet states like Georgia and Moldova , pitting those favoring closer relations with Russia against those orientated more toward Europe.

Baltic officials say they could send troops to Ukraine without waiting for NATO if Russia scores a breakthrough: report

  • Baltic officials told German representatives they might send troops to Ukraine, Der Spiegel reported.
  • The report says their condition for moving in troops is if Russia achieves a breakthrough in the war.
  • The warning was part of an argument for Germany to up its support in Ukraine, the outlet reported.

Insider Today

Members of parliament for the Baltic states warned German officials last week that their governments were poised to send troops to Ukraine if Russia achieved considerable gains, Der Spiegel reported.

The German outlet reported Sunday that the Baltic officials issued the warning while speaking with representatives for Berlin at the Lennart Meri Conference in Tallinn, Estonia.

Der Spiegel neither named any of the officials nor identified which countries they represented but said they raised concerns about German Chancellor Olaf Scholz's current policy toward the war.

Scholz has been denying Ukraine permission to use German-supplied weapons in strikes on Russian soil, in line with Washington's stance of not allowing Kyiv to use donated weaponry for attacks beyond Ukraine's own borders.

Der Spiegel reported that the Baltic officials were concerned that such policies created a half-hearted attempt to help Kyiv and might allow Russia to gain the upper hand in Ukraine.

They said that if Moscow did gain significant ground in eastern Ukraine , their governments and Poland could move troops into the conflict zone even before Russia deployed its soldiers on their borders, the outlet reported.

The officials' argument, Der Spiegel reported, was that treating Moscow with restraint could backfire and instead create an escalation.

Like Ukraine, the Baltic states — Estonia, Latvia, and Lithuania — were previously part of the Soviet Union.

They've been some of NATO's most vocal members in pushing the rest of the alliance to intensify support for Kyiv, fearing that Russian President Vladimir Putin may seek to continue his conquest in the region if he seizes Ukraine.

Together with French President Emmanuel Macron, they've repeatedly hinted that they aren't ruling out sending NATO troops to Ukraine.

Officials in Estonia recently signaled the possibility of deploying its troops to fill non-combat roles and free up Ukrainians to fight on the front lines. There are concerns that such actions could escalate the conflict quickly into a direct war between NATO and Russia.

Related stories

A spokesperson for Estonia's defense ministry told Business Insider the country wasn't discussing deploying troops to Ukraine for active combat roles.

"Tomorrow, the EU defense ministers will discuss the expansion of the EU training mission EUMAM, which until now has trained Ukrainian combatants on EU territory," the spokesperson said, referring to the European Union Military Assistance Mission in support of Ukraine. "The discussion will mostly focus on the quantity of personnel to be trained. However, it may also touch on the location of the training."

When contacted by BI, a spokesperson for Poland's ministry of national defense said: "We are not considering the idea of sending Polish soldiers to Ukraine, so it is difficult for us to comment on such media reports."

Press services for the defense ministries of Latvia and Lithuania didn't immediately respond to requests for comment sent by Business Insider outside regular business hours.

Why Russia's western neighbors are getting skittish

The concerns reported by Der Spiegel have come after Russia launched a renewed assault in northeastern Ukraine, striking the city of Kharkiv and capturing several settlements in the surrounding region.

Military observers say the Kremlin can't take Kharkiv with the resources it's deployed there so far, but Russia has been shelling the city and inflicting civilian casualties .

On the main front in the east, Ukraine has been struggling for months to hold back a grinding Russian advance after its supplies from the US began to dwindle.

The aid has resumed after months of stalling in Congress, but Kyiv says Western equipment often arrives too late to turn the tide of the war because conditions keep changing.

Russia meanwhile stoked alarm among its neighbors last week with a draft proposal from its defense ministry to change its maritime borders with Finland and Lithuania in January 2025.

The draft was uploaded to Russia's registry of laws on Tuesday but was later removed.

On Thursday, Tallinn officials said Moscow had removed 24 of 50 buoys marking Russia's borders with Estonia on the Narva River. The officials said Russia had been contesting the buoys' locations.

On Sunday, six NATO nations — Norway, Poland, Finland, Estonia, Latvia, and Lithuania — said they'd construct a unified " drone wall " with unmanned aerial vehicles and more advanced technologies to strengthen their borders.

Their concerns aren't just centered on a full-scale Russian invasion. Finland, for example, said Russia had been trying to overwhelm Finnish border officials with waves of migrants trying to enter its borders.

Norway, Finland, Estonia, and Latvia share land borders with mainland Russia, and Poland and Lithuania share land borders with Belarus, a close ally of the Kremlin.

Correction: May 27, 2024 — A previous version of this story incorrectly stated that Poland was once part of the Soviet Union. This story has also been updated to reflect comments from the Polish and Estonian defense ministries.
