Ukraine Urges Allies to Allow Their Weapons to Target Russian Air Power

After bombs again rained on Kharkiv, Ukraine’s second-biggest city, President Volodymyr Zelensky asked Western partners to permit the use of their weapons against air bases inside Russia.

As bombs dropped by Russian warplanes tore through residential districts in the Ukrainian city of Kharkiv this weekend, killing at least four people and injuring dozens more, President Volodymyr Zelensky on Sunday called on allies to further ease restrictions on the use of Western weapons so that his forces could use them against Russian air bases.

The Biden administration’s recent decision to allow Ukraine to use certain weapons to hit forces inside Russia has had an immediate impact, helping Ukraine thwart Moscow’s offensive north of Kharkiv and slowing the bombardment of the city, Ukraine’s second-largest, which is only about 25 miles from the border.

But the lifting of U.S. restrictions does not apply to the use of Army Tactical Missile Systems, known as ATACMS, some of which have a range of around 190 miles. Those longer-range weapons would be needed to hit air bases deep in Russian territory that are used by the bombers. Kyiv has been left to rely largely on its own expanding fleet of domestically produced drones to go after those bases.

Ukraine’s air defenses are gradually being strengthened after months of delays in American military assistance, but Russia continues to mount daily bombardments and Mr. Zelensky is desperate to find ways to thwart the attacks before they begin.

“We have enough determination to destroy terrorists on their territory — it is only fair — and we need the same determination from our partners,” he said in a post on social media on Sunday.

“Just this day alone, our warriors shot down two Russian Kalibr missiles,” he wrote. “Yesterday — 12 Russian missiles and 13 attack drones. And so on — every night and every day.”

His office released a video with the post that showed what it said was some of the carnage Russia had inflicted in the past couple of weeks. The footage gives a 90-second tour through the fire and flames caused by strikes in nearly every region of Ukraine that have been reported by local officials and emergency workers.

The most recent attacks this weekend included strikes that destroyed roughly half of the buildings at Ivano-Frankovsk National Technical University of Oil and Gas in western Ukraine, and an attack on Kyiv that ended before dawn on Sunday with debris from missiles shot out of the sky crashing into homes and apartment buildings, wounding several people, according to city officials and emergency services.

On Sunday evening, emergency crews raced to find survivors after another aerial bombardment targeting Kharkiv. Mr. Zelensky said on social media that at least one person had been killed in the attack.

Mr. Zelensky said that more could be done to stop the bombardments, and he pointed as evidence to the immediate impact the revised rules of engagement have had in and around Kharkiv.

For the first time since Moscow launched its cross-border offensive north of the city in early May, there were no reported major Russian offensive actions in the area, Nazar Voloshyn, a spokesman for the Ukrainian military, said on Sunday.

According to Mr. Voloshyn, Russian forces were “withdrawing some units for replenishment,” while continuing to bombard the area and fortify new defensive lines.

The Institute for the Study of War, a Washington-based research group, noted the decline in Russian infantry attacks north of Kharkiv but said that Moscow appeared to be stepping up its assaults in other parts of eastern Ukraine. Military experts have said that they think the Russian attacks near Kharkiv were intended, at least in part, to create gaps elsewhere by stretching Ukrainian forces more thinly. Russia continued to make grinding gains along other parts of the front.

But as Western arms flowed into Ukraine and the Biden administration eased restrictions on the use of American weapons, artillery crews outside Kharkiv were given permission to use truck-mounted, multiple-rocket launchers known as HIMARS, which fire satellite-guided rockets up to 62 miles, to strike Russian troops across the border. Almost immediately, commanders in the area have noted, the pace of Russian assaults slowed as infantry units got bogged down and were left with little support.

Ukraine also targeted the S300 and S400 systems that Russia has used to fire missiles toward Kharkiv from across the border. There have been no reports of those types of missiles hitting the city since the batteries were taken out, according to Ukrainian officials.

Oleh Syniehubov, head of the Kharkiv region’s military administration, said, “The significant decrease in Russian missile terror against Kharkiv and the region proves that it is absolutely possible to protect our cities and communities from Russian bombs.”

Mr. Zelensky said he was “grateful to America for a strong decision that helped us stabilize the situation in the Kharkiv border region,” adding that “such decisions need to be continued.”

Ukrainian officials have expressed a particular desire to stop the powerful guided bombs that the Kremlin has deployed.

Last week, a Telegram channel called Fighterbomber, which has close connections to the Russian military, shared a video claiming to show the use of one such giant bomb, known as a FAB-3000 , north of Kharkiv. Weighing more than 6,600 pounds, the weapon is among the most powerful bombs in Russian service, at least three times bigger than some of the U.S.-made bombs that Israel has used in Gaza.

Ilya Yevlash, a spokesman for the Ukrainian Air Force, said that it would not be possible to comment on claims that the FAB-3000 had been used until the wreckage was analyzed.

Russia has already devised winged guidance systems for its arsenal of older bombs, weighing 500 pounds to more than 3,000 pounds, turning them into weapons that can be deployed by warplanes out of range of Ukrainian air defenses.

Those bombs helped pave the way for Russian forces to capture the city of Avdiivka at the start of the year and have played an integral role in Russia’s advances since then.

Russia fired more than 3,200 guided bombs in May, Mr. Zelensky has said. On Saturday, he said that Moscow had already fired more than 2,400 this month.

Pentagon officials have declined to go into the specifics of the new guidance regarding the deployment of American weapons, but, shortly after President Biden approved their use across the border, Michael Carpenter, senior director for Europe at the National Security Council, told the Ukrainian state news agency that the decision “doesn’t apply to ATACMS or long-range strikes.”

Maj. Gen. Patrick S. Ryder, the Pentagon spokesman, reiterated that point this week.

“The ability to be able to fire back when fired upon is really what this policy is focused on,” he said.

When it comes to “long-range munitions like ATACMS,” he noted, “there’s been no change in the policy.”

Russia could reduce decision time for use of nuclear weapons, lawmaker says

MOSCOW - Russia, the world's biggest nuclear power, could reduce the decision-making time stipulated in official policy for the use of nuclear weapons if Moscow believes that threats are increasing, parliament's defence committee chairman said.

The war in Ukraine has triggered the biggest confrontation between Russia and the West since the 1962 Cuban Missile Crisis, with President Vladimir Putin last month saying that Russia might change its official nuclear doctrine setting out the conditions under which such weapons could be used.

On Sunday Andrei Kartapolov, the head of the Russian lower house of parliament's defence committee, was quoted by state news agency RIA as saying that if threats increased then the decision-making time for using such weapons could be changed.

"If we see that the challenges and threats increase, it means that we can correct something in (the doctrine) regarding the timing of the use of nuclear weapons and the decision to make this use," RIA quoted Kartapolov as saying.

Kartapolov, who once commanded Russian forces in Syria and now serves as a lawmaker from the ruling United Russia party, added that it was too early to speak about specific changes to the nuclear doctrine.

Russia's 2020 nuclear doctrine sets out when its president would consider using a nuclear weapon: broadly as a response to an attack using nuclear or other weapons of mass destruction or conventional weapons "when the very existence of the state is put under threat".

Russia and the United States are by far the world's biggest nuclear powers, holding about 88% of the world's nuclear weapons, according to the Federation of American Scientists.

Both are modernising their nuclear arsenals while China is rapidly boosting its nuclear arsenal.

Putin said this month that Russia had no need to use nuclear weapons to secure victory in Ukraine, the Kremlin's strongest signal to date that Europe's deadliest conflict since World War Two will not escalate into nuclear war.

PRESSURE FROM HARDLINERS

But he also said he did not rule out changes to Russia's nuclear doctrine. The was viewed as a nod to pressure from hardliners in the Russian elite who believe that Putin should be able to act more swiftly on nuclear escalation and reduce the threshold for use.

Putin said again last week that the nuclear doctrine might have to be changed because Russia's adversaries were developing ultra-low-yield nuclear devices.

Both Moscow and Washington made heavy cuts to the number of their weapons as the Soviet Union crumbled, but the Cold War arms control architecture has crumbled and many diplomats say they now fear a new arms race.

The United States may have to deploy more strategic nuclear weapons in coming years to deter growing threats from Russia, China and other adversaries, a senior White House aide said this month.

Russia says it is interested in discussing arms control with the United States, but only as part of a broader discussion involving European security and the future of Ukraine.

The U.S. 2022 Nuclear Posture Review says that Russia and China are both developing their nuclear arsenals so that by the 2030s "the United States will, for the first time in its history, face two major nuclear powers as strategic competitors and potential adversaries". REUTERS

We reported earlier on a fire at a former Russian electronics research institute near Moscow that has killed at least eight people.

We've now got video of the scene - with people visible leaning out of windows as smoke engulfs the building.

It is not yet clear what caused the fire to start.

The EU today launched its 14th package of sanctions against Russia - this time targeting Vladimir Putin's liquefied natural gas exports (LNG) for the first time.

The measure is the latest attempt by the bloc to deny Mr Putin's regime of money as his war on Ukraine drags into its 29th month.

No EU bans on Russian gas yet

The sanctions, which will kick in after a nine-month transition period, fall short of an outright ban on Russian LNG shipments.

This partly reflects the fact that EU members are themselves still allowed to buy LNG from Moscow - even though the bloc has set a target of phasing out Russian fossil fuels by 2027.

The EU followed the lead of the United States and the UK in banning Russian oil imports, with one or two limited exceptions, in 2022 after Russia attacked Ukraine.

What latest sanctions do

The key measure in the package, signed off late last week in the face of opposition from Germany and Hungary, is a ban on trans-shipments off EU ports of Russian LNG - essentially preventing the commodity from being sold to third countries via EU ports.

Part of the package also targets specific vessels - including an initial 27 oil tankers - that are used to get around the price cap slapped on Russian oil by the G7 countries.

A video appearing to show a wounded Russian soldier being shot dead by another shows the "brutal culture" of Moscow's armed forces, according to a US-based thinktank.

Footage shared widely on social media over the weekend shows a Russian soldier injured by a drone strike, motioning to another soldier for help.

Instead, the other soldier kills him with a gunshot fired at point-blank range.

He does this instead of attempting to check the soldier's injury, attempting treatment, taking his identification tags or attempting a casualty evacuation, the Institute for the Study of War (ISW) says.

"The attempted or deliberate killing of a fellow soldier is unprofessional, and ISW has observed instances of Russian fragging (the deliberate killing of supervisors) and other anecdotes demonstrative of a callous disregard for the lives of Russia’s own soldiers throughout the war thus far, both within Russia and amongst Russian troops on the battlefield," it says in its latest assessment.

"Fragging is generally indicative of extremely poor discipline amongst troops, a disconnect between tactical level commanders and their subordinates, as well as a blatant disregard for human life."

Sky News has not verified the authenticity of the video.

A fire at a former Russian electronics research institute near Moscow has killed at least eight people, state news agency TASS reports.

Two people jumped to their death from the top floors of the eight-storey building - in the town of Fryazino - which was engulfed by flames.

Regional governor Andrey Vorobyov said a 34-year-old man was in serious condition in hospital, while two firefighters were also being treated for injuries from the fire. 

More than 100 firefighters are at the scene. Local emergency services said the man was the only person rescued from the blaze.

The building creates components for fighter jets, nuclear launch munitions, air defences and guided munitions. 

Gunmen opened fire on two Orthodox churches, a synagogue and a police post in two cities in the Russian region of Dagestan yesterday.

Russia's national anti-terrorist committee described the attacks - in a predominantly Muslim region with a history of armed insurgency - as terrorist acts.

Dagestan's governor, Sergei Melikov, tried to link the attacks with the ongoing Russian invasion of Ukraine.

The US-based Institute for the Study of War has suggested it is likely the work of Islamic State's Northern Caucasus branch, Wilayat Kavkaz, but there is no confirmation of that.

Poland borders Ukraine and has maintained a hard line against further expansion of Russian aggression.

The destruction caused by two Russian missile strikes in the town of Pokrovsk can be seen in new photos from the scene. 

Residents are left to clear the houses and cars destroyed in the attack, which left four people dead and 34 injured (see 1.54pm post). 

Pokrovsk, in the Donetsk region, is about 15 miles (24km) from the frontline with Russia.

South Korea has adopted a "firm approach" against Russia in the wake of the improving relations between Moscow and North Korea, according to the Institute for the Study of War. 

The US thinktank believes that Russian efforts to threaten Seoul into withholding aid from Ukraine have failed.

South Korean national security director Chang Ho-jin said yesterday that the type of military support that South Korea will provide to Ukraine is contingent on the depth and evolution of Russian military cooperation with North Korea.

Mr Chang had previously said that the partnership between Russia and North Korea had encouraged South Korea to change its long-standing policy prohibiting the transfer of arms to Ukraine.

Vladimir Putin said last week that Seoul would be making "a very big mistake" if it decided to supply arms to Ukraine.

Lord Richard Dannatt, the former head of the army, has been asked for his opinion on what Nigel Farage said about the conflict in Ukraine.

Mr Farage claims the West provoked Russia's invasion.

In response, Lord Dannatt told the BBC: "As far as I'm concerned, Nigel Farage doesn't have a point worth listening to about anything."

On the wider point of a potential conclusion to the war, he said it was "entirely a matter" for President Volodymyr Zelenskyy to decide if negotiating with the Russians "would be a better thing to do [...] to save more lives than continue fighting".

Ukraine has hit more than 30 Russian oil refineries, terminals and oil depots, according to Volodymyr Zelenskyy. 

The president did not provide any additional details or give a time period.

Ukraine has stepped up attacks on Russian oil facilities this year, seeking to disrupt oil supplies to the Russian army and curb Russia's revenues to finance its war against Ukraine.
