Students planning to study in Canada should research the availability of insurance in their intended province of study. International students in Canada are required to obtain health insurance for the duration of their stay in Canada. Certain provinces offer provincial health coverage to certain international students, either for free or for a premium. In these cases, international students are usually required to apply to the province.

Often, in cases where provincial health insurance is not available, students are required to purchase private insurance. This can often be done through their school in Canada. Institutions in provinces which do not offer provincial healthcare coverage to international students may require these individuals to subscribe to mandatory health plans, while other institutions may offer optional coverage plans.

Canada is known for its world-class education and its publicly funded health care system. However, international students aren’t automatically eligible for free universal health care in every province and territory . 

Here’s what you need to know about health care coverage as an international student in Canada.

Why is it important for international students to get health insurance, provincial health coverage for international students in canada, other health care options for international students, getting add-on insurance.

As Canada’s universal health care is paid for through taxes , health services are largely free or for a fraction of the cost. The health care system itself is administered at the provincial level, and each province operates differently. There are 13 distinct provincial and territorial health insurance plans. With a provincial health insurance card, you don’t have to pay for most medical services. 

Each province or territory issues health insurance cards to its residents. And depending on where you live, there may be a wait time before you can apply for a health insurance card. For example, in British Columbia, there is a wait time of up to three months before you are eligible for a Medical Services Plan (MSP ) . However, if you live in Alberta, there is no wait time before applying for a health insurance card. 

Each province or territory covers the cost of medically necessary health services for residents enrolled in their health care plan. This includes visiting a physician or family doctor, medical testing (such as blood work or an x-ray), and hospital stays in a standard ward. Additional medical services available under universal health care will vary from province to province. For example, Manitoba offers seven chiropractic visits per year and Nova Scotia covers basic dental care for children aged 14 and under. 

All international students studying in Canada are required to have health insurance. Several Canadian provinces will provide health insurance to international students under their provincial plan, but not all do. While all provinces and territories in Canada will provide free emergency health services to individuals who don’t have a health card, these services are restricted. 

If you aren’t eligible for health care and don’t have health insurance, you will have to pay out-of-pocket for health-related expenses. And these services can be very expensive. While you may only pay $120 CAD to see a doctor at a walk-in clinic, you could have a bill of $1,000 CAD for an emergency room visit and $3,700 CAD for acute care in a standard ward. Depending on where you go for treatment, you may be expected to pay for costs upfront. 

It’s easy to see how a medical emergency could cost you thousands of dollars. No one plans to get sick. But should the worst happen, you want to be prepared.

Some provinces provide coverage to international students under their provincial health insurance plan, while other provinces and territories require you to register for private health insurance. 

Here is a breakdown of each province and its study requirements to qualify for universal health care:

If you are planning to study in Manitoba, Ontario, Quebec, Yukon, or are in your first year of studies in Nova Scotia, you should get health insurance coverage. The following options are available:

Student health insurance offered by public universities

The university or college you attend may have its own health coverage plan. Depending on the post-secondary institution, these plans can be mandatory or optional. The coverage provided will depend on the insurance company they use, but it should include visits to a doctor, hospital stay, diagnostic testing, ambulance, and emergency medical care. It may also include dental as well as eye and vision care. 

Contact your college or university or visit their website to see if they have a health insurance plan available for international students. 

If you are studying in Manitoba  

International students are required to have primary health coverage under the Manitoba International Student Health Plan (MISHP) . This plan will cover you for eligible medical services such as visits to the doctor and x-rays, as well as hospital stays. 

If you are studying in Ontario

International students studying are required to have mandatory health coverage under the University Health Insurance Program (UHIP) . UHIP will help cover the cost of medical services and hospital stays while you are in Canada. 

Private health insurance

If you aren’t eligible for provincial health coverage and your post-secondary institution doesn’t offer a health insurance plan, you can apply for private health insurance . A basic health insurance plan will cover you for services such as ambulance, prescription drugs, hospital stays, and depending on the program, a percentage of dental costs. 

Depending on the insurance provider and the package you choose, you may be required to pay a small part of your health expenses (deductible) out-of-pocket. Compare monthly premium costs, deductibles, and coverage while choosing an insurance package. The cost of private health insurance may vary based on pre-existing medical conditions and at-risk behaviours such as smoking. Be sure to include the cost of premiums and other emergency expenses in your monthly budget .

Even if you are covered by the province you are studying in, it’s a good idea to get add-on insurance to cover items not included under universal health care, to protect you before you arrive, or if you take a vacation during the summer break. 

Pre-arrival travel coverage

It’s likely you want to arrive in Canada and get settled before you begin your studies. As international students are required to have valid medical insurance while in Canada, it’s important to take out insurance before you arrive in Canada and at the beginning of your stay, especially if your province has a wait period for health insurance. 

Look for travel insurance that covers you for flight disruptions, trip cancellation, loss of luggage, and medical expenses. You should also check to see if your insurance policy covers you for COVID-19 related medical expenses. 

Travel insurance

If you are planning to travel outside of Canada, including a brief visit to the United States, consider buying travel health insurance before you leave. While a valid health card will cover you for basic services in another province (such as a visit to the doctor), you will not be covered in the U.S. Make sure you’re covered for emergency medical needs, flight delays or disruptions (if you are flying), or vehicle coverage (if you plan to drive). 

Finding insurance

The OmbudService for Life and Health Insurance (OLHI) has a tool to help you find health, life, and travel in Canada. 

You may also be able to find insurance through your credit card company or financial institution. For example, RBC offers insurance plans specifically tailored for international students and visitors to Canada.   

International students in Canada are usually required to get health insurance for the duration of their stay. Prior to your arrival in Canada, it is important to do your research to determine whether the province you will stay in offers provincial health coverage to international students, or if health insurance plans are available through your university. In provinces like Ontario, where provincial health coverage does not extend to international students, you may need to apply for private health insurance.

International Student Health Insurance in Canada

While Canada is famous for its free Canadian health care, the majority of these services are only available to Canadian citizens and permanent residents. For this reason, all international students attending school in Canada must arrange for health insurance for the duration of their study program.

Canada’s health care system varies from province to province. Foreign nationals planning to study in the country should familiarize themselves with the Canadian health care offered by their province of study. Some provinces do offer health insurance for international students under provincial health plans others do not. Also, each province varies in the medical expenses and the pre-existing medical conditions covered. However, the majority of provinces require students to register for private health insurance plans.

In many provinces requiring international students to obtain health insurance, educational institutions offer them health insurance packages. In some cases, schools will require students to register for their health insurance packages, while other schools will allow students to opt out of the packages offered by the school if the students prove they acquired private health insurance from another source.

No matter the situation, all educational institutions will be familiar with the requirements for international students and if they are covered under the provincial health coverage offered.

Canadian Health Care

All Canadian citizens and permanent residents have reasonable access to medically necessary hospital services without needing to pay out-of-pocket. While universal healthcare is mandated at the federal level, healthcare programs are operated by individual provinces and territories, so exact details of coverage vary depending on where a person is living. The universal Canadian health care provided to all Canadians only covers medically necessary services, this is considered basic health care coverage.

Those in Canada without permanent resident or citizen status should expect to pay out-of-pocket for medical services unless they have private health insurance. Many immigration programs require temporary residents to buy one, for the duration of their stay in Canada.

In the event of a serious medical emergency, all provinces and territories will provide free services, even if a patient does not possess a government health card. However, there may be significant restrictions on the services that can be provided depending on a person’s immigration status.

Health Care Services for Students by Province

Public Health Insurance Available: Yes

International students in Alberta studying for at least six months are usually eligible for provincial health insurance coverage through the Alberta Health Care Insurance Plan (AHCIP).

Note that Alberta Health Care only covers basic health expenses, and does not cover dental care or prescription drugs. If an international student is ineligible to obtain coverage under AHCIP they must purchase a private plan through an insurance company or agent.

British Columbia

If you are planning to study in British Columbia for at least six months, you are eligible for BC’s Medical Services Plan (MSP). You must apply for MSP  as soon as you arrive in BC . However, it takes about 3 months for MSP to process applications, and students may only apply once they arrive in Canada.

iMED provides you with basic health insurance during the three-month waiting period before you qualify for the BC  Medical Services Plan (MSP).

International students may purchase extended health coverage to supplement the basic coverage offered by MSP. Many schools offer extended health insurance packages to their students, and some institutions even require students to purchase these packages.

If a student is not eligible for MSP, then they must also purchase private insurance for health care coverage for the duration of their stay.

Public Health Insurance Available: No

International students in Manitoba are required to be covered under the Manitoba International Student Health Plan.

This plan will cover you for emergency medical services that may be costly for non-residents, like hospital stays, visits to the doctor, and x-rays.

New Brunswick

International students who meet the eligibility criteria can receive New Brunswick Medicare coverage. To be eligible, a student must be enrolled in full-time studies at a New Brunswick educational institution period for at least one full academic year.

New Brunswick Medicare provides only basic medical coverage, so international students are encouraged to explore extended health coverage through their educational institution or another private insurance provider.

Newfoundland and Labrador

All registered international students are automatically enrolled in the Foreign Health Insurance plan.

International students are eligible for free basic health coverage through the province’s Medical Care Plan (MCP) provided that they are enrolled in full-time studies for at least 12 months.

International students who are not eligible for this program must purchase private health insurance for the duration of their stay in Canada. MCP provides only basic coverage, so students are encouraged to familiarize themselves with the benefits of extended health insurance plans.

Northwest Territories

International students may apply for health insurance through Northwest Territories Health Care (NWTHC) provided they are studying in the program for a period of longer than 12 months.

NWTHC provides free basic health care for residents of the Northwest Territories. As this coverage is only basic, international students are encouraged to explore extended healthcare coverage through private providers.

Nova Scotia

International students in Nova Scotia must purchase health coverage since they are not eligible for the provincial health care program. Many of Nova Scotia’s education institutions offer healthcare plans, and some require that international students opt-in. While Nova Scotia does not offer public health insurance to international students, it is available to anyone who has legally resided in the province for at least 12 months.

The cost of this plan is approximately $650 for 12 months of coverage.

After this first year, students may become eligible to apply for a Nova Scotia Health Card, which grants access to free basic health coverage through Medical Services Insurance (MSI). After obtaining a provincial health card, international students may be eligible to opt out of any health care packages offered by their educational institution.

Public Health Insurance Available: Not Applicable

Please note that as the territory of Nunavut does not host any designated learning institutions (DLIs) for international students, the issuance of international student health insurance is not applicable.

International students in Ontario are not eligible for the provincial Ontario Health Insurance Plan (OHIP) . For this reason, all higher education institutions in Ontario offer health insurance plans that are available to international students.

Public universities generally offer health insurance through the University Health Insurance Plan (UHIP) , while colleges and other private institutions may present options from other providers.

Health insurance plans offered to international students through educational institutions are not a free service. The costs are usually added to a student’s university fees.

Prince Edward Island

International students studying in Prince Edward Island (PEI) are eligible for public health insurance if they will be living in PEI for at least six months. However, a person can only apply for a PEI Health Card after residing in the province for at least three months. For this reason, international students must purchase health coverage either from their institution or a private health insurance provider for the beginning of their study period.

If an international student becomes eligible for a PEI Health Card, they may be able to opt out of their purchased health insurance.

Public Health Insurance Available: Sometimes

The province of Quebec has reciprocity agreements with ten different countries which sometimes enables residents of these countries to register for free basic health insurance through Quebec’s Régie de l’assurance maladie du Québec (RAMQ).

If an international student is from a country which is not covered by a reciprocity agreement, then the student will be automatically enrolled to purchase the group health insurance plan offered by their educational institution.

If, for any reason, a student is not eligible for RAMQ or their school’s group health insurance plan, they must purchase private health insurance for the duration of their time in Canada.

Saskatchewan

International students in Saskatchewan studying for at least six months may be eligible to register for free basic health coverage through the province by obtaining a Saskatchewan Health Card. Some Saskatchewan educational institutions will automatically enroll international students to purchase private health insurance plans.

A student may be able to opt out of such a plan if they can demonstrate they have health coverage from another source, either the Saskatchewan Health Card or a private insurance provider.

The territory of the Yukon is host to only one designated learning institution (DLI), Yukon College. This institution automatically enrolls all international students to purchase a mandatory group health insurance plan to provide coverage during studies.

Out-of-Province Medical Insurance

Provincial health care coverage, whether provided through a free government program or purchased through a private plan, may only cover health care related expenses which occur within that specific province. International students wishing to travel outside of their province of study, either to another province within Canada or to a country outside of Canada, should consult with their health insurance provider to determine if they will be covered during their travels. If an international student’s health insurance does not extend to periods of travel, they may purchase private health insurance in order to cover medical expenses incurred during travel.

There are a number of tools and resources available for international students wishing to explore private insurance options offered within Canada:

  • Find Insurance : This tool, operated by the OmbudService for Life & Health Insurance, is a public service tool listing 99% of insurance programs offered by Canadian life and health insurance companies.
  • OmbudService for Life & Health Insurance (OLHI) : Canada’s independent information service for consumers of Canadian life and health insurance. This organization also acts as an independent complaint resolution services for insurance consumers.

Understanding health insurance for international students in Canada is essential to stay protected while you’re away from home. While travel insurance and health insurance may be similar, they each offer protection for a different part of your travel experience.

Travel insurance

Most of the time, travel insurance is purchased to minimize the impact of trip-related mishaps like cancelled flights or delayed luggage. With flight cancellations and trip interruptions becoming more common, this coverage can protect you from paying out-of-pocket when dealing with these inconveniences.

Most travel insurance comes with a variety of coverage options, and travellers can pick and choose which to include in their package. Medical coverage is a common benefit offered by many travel insurance providers, but this insurance typically only covers emergencies.

Health insurance

In contrast, health insurance is intended to help cover the medical expenses of people who do not yet qualify for Canadian provincial health coverage. For International Experience Canada , you must have health insurance for the entire time you are in Canada. The health insurance must cover

  • medical care;
  • hospitalization; and
  • repatriation.

We recommend you buy this insurance only after you receive your port of entry (POE) letter. We can’t recommend specific insurance companies or plans, but you can search online for something that meets your needs.

You may be refused entry if you don’t have insurance. If your insurance policy is valid for less time than your expected stay in Canada, you may be issued a work permit that expires at the same time as your insurance.

If you have a valid study permit.

You may be able to re-enter Canada as an international student if you have any of the following:

  • a valid study permit
  • approval for a study permit or study permit extension

You must also meet all the following criteria:

  • You have a valid passport or travel document.
  • You’re attending a designated learning institution (DLI) .
  • You have either a valid visitor visa or an electronic travel authorization (eTA), depending on which document you need .
  • You meet all the other requirements for entering Canada .

If your visitor visa or eTA has expired

You may be allowed to re-enter Canada if you

  • have only been to the United States or St-Pierre and Miquelon and
  • return to Canada by the end of your authorized period of stay

You must show the border services officer that you meet all the requirements listed above before we’ll let you re-enter.

If your study permit extension hasn’t been approved yet

You won’t be able to study until we approve your study permit extension.

If you applied to extend your study permit before it expired, you may be allowed to enter Canada if you meet all other requirements.

Basic entry requirements

To enter you Canada, you must

  • have a valid travel document, such as a passport
  • be in good health
  • have no criminal or immigration-related convictions
  • convince an immigration officer that you have ties—such as a job, home, financial assets or family—that will take you back to your home country
  • convince an immigration officer that you will leave Canada at the end of your visit, and
  • have enough money for your stay (the amount of money you will need can vary—t depends on things such as how long you will stay, and whether you will stay in a hotel, or with friends or relatives)
  • Your exam is valid for 12 months from the day you get it.
