French Retailer to Close Its Russia Stores

PARIS — In the space of just four months, Russia has gone from a “strategic priority” to an afterthought at Carrefour, the giant French retailer.

The decision follows weak sales figures and recent shareholder and management upheaval for Carrefour, the No.2 retailer globally, behind Wal-Mart.

It also indicates that a good deal of the shine has come off the Russian retail market, in recent years one of the fastest growing in the world because of trickle-down oil wealth that helped lead a consumer boom built on decades of pent-up demand from the bleak Soviet era.

Carrefour buried its announcement in a trading update late Thursday, citing an “absence of sufficient organic growth prospects and acquisition opportunities in the short and medium term that would have allowed Carrefour to attain a position of leadership.”

In June, Carrefour was cutting the ribbon on its first Russian hypermarket, covering 8,000 square meters, or 86,000 square feet, at the Filion shopping mall in Moscow. A second followed soon after.

The retailer had planned more openings by the end of this year, signing sourcing and distribution deals and praising the “outstanding long term potential” of the market.

Florence Baranes-Cohen, a spokeswoman for Carrefour, said the U-turn was a “pragmatic” decision, explaining that the company’s strategy was to enter countries only where it could be a market leader and that Russia no longer looked so promising.

She insisted that the group remained committed to expanding in other major emerging markets like China, Brazil and India, where it expects to open its first wholesale operation next year.

In Russia, Carrefour was already behind other foreign retailers like Metro of Germany and Auchan of France.

But there was wider significance in the move as well. Outside investors in Russia are becoming more cautious about the market. As recently as 2008, analysts for the investment bank UBS predicted Russian retail sales would grow 22 percent annually through 2010. Investors piled on, and shares in grocery stores and retail chains soared. Dixy, one grocery chain, was trading at more than 50 times earnings at one point.

Instead, retail sales this August were down 9.8 percent compared to a year earlier, according to the state statistics agency. Unemployment is now hovering at 8.4 percent.

Russia has peculiar challenges for Western retailers, including endless red tape and widespread corruption.

Moreover, much of the purchasing power is concentrated in Moscow, where salaries are on average about double those in the regions. But Moscow is already saturated with shopping centers, while roads and infrastructure elsewhere are dismal.

Still, Russia, with a population of 143 million and now the world’s largest oil and natural gas exporting nation, remains alluring for retailers.

Consumers are still switching from shopping principally at outdoor markets, street stands and unbranded local shops to larger chain outlets.

The market is still fractured, Ulyana Tipsina, a consumer and retail analyst at the investment bank Renaissance, said by telephone, meaning that “there is plenty of opportunity for growth.”

Wal-Mart has an office in Moscow, but so far it has not made a move.

Carrefour cannot afford many missteps. Last year, its largest investors — Bernard Arnault, who controls LVMH Moët Hennessy Louis Vuitton, and the U.S. private equity firm Colony Capital — overhauled the board and installed their own nominees. Lars Olofsson, a former Nestlé executive, was picked as chief executive.

“This could be a signal that they are going to do everything they can to save costs and hit their targets,” said John David Roeg, an analyst at ING in Amsterdam.

Unlike some others mass retailers — like the British giant Tesco — Carrefour has not particularly benefited from the shift to bargain hunting among consumers. Its shares are up 9.6 percent this year, well below the 37.7 percent return on the Dow Jones Euro Stoxx retail index.

In its statement Thursday, the company said total sales during the third quarter were €24 billion, or $35.7 billion, down 2.9 percent for stores open at least a year and the third successive quarterly decline in sales.

But what makes it so popular among tourists is the concentration of Moscow attractions. When you travel to Moscow you definitely want to see the red-bricked walls of the Kremlin , to take a picture in front of St. Basil's Cathedral , and probably visit the world-famous Bolshoi Theater . All of these places are located within a very small area around Red Square , so seeing them on a walking sightseeing tour of Moscow is convenient and allows you to avoid traffic jams.

The concentration of Moscow's main sights is one of the facts that make this city a world-class tourist destination. The majority of its attractions is centered in one small area, and the Kremlin is the hub of this concentration.

These sights extend into the realm of fantasy and are a must to put on your Moscow itinerary: the colorful domes of the Cathedral of St. Vasily the Blessed, the neo-gothic consumer wonderland that is the GUM , or state department store, and the timepiece of Russia's New Year's celebrations, the Spassky clock tower, all tower over the beautiful Red Square.

The neighboring Kitay-Gorod, or "Basket-Town" (likely a reference to the construction method of the city walls surround it), remains a significant concentration of traditional Russian structures serving as a commercial center. The Bolshoi Theater, the Lubyanka, and the hotels that tower above the Manege Square all are situated within the Boulevard Ring, an urban open-space doubling as a heavily-trafficked roadway created after the Great Fire of 1812, the one that left Napoleon's Army starving deep within wintry Russia.

As Europe's largest metropolis, and the 5th largest city in the world, Moscow comes with its share of traffic blunders. It seems that all of the world's most expensive black cars are here, and that most of the city's car owners do not understand the difference between sidewalks and parking lots. Still, while the traffic situation leaves much to be desired, the Moscow subway is superb.

The advanced Metro system carries up to 3 million passengers a day and its trains run every few minutes. With stations that could rival art museums, the Metro is one of Moscow's great must-see sights. Travel in Moscow Metro at least once to see that there is nothing like it in the world.

Best time to visit Moscow

The peak of the Moscow travel season is May through September. However, you may prefer to savor Moscow tourism delicacies during the low travel season. The snowy winter months offer just as many entertainment options as one can find during summer.

Carrefour launches Russian operations

French retailer Carrefour has made its first move in the Russian market with the opening of a hypermarket in the Moscow-based Filion shopping mall.

Occupying two floors and a sales area of around 8,000m 2 , with 58 counters and 450 staff members, the store has the capacity to offer a wide variety of quality goods to customers, Carrefour said in a statement.

'As the second world and most internationalised retailer, the Carrefour Group is now developing its activities in a new country,' said Thierry Garnier, member of the group's executive committee. 'Starting our operations in Russia is an important milestone for the company. The Carrefour Group believes that the Russian retail market has an outstanding long-term potential and considers it to be one of the strategic priorities for the company's international development.'

The hypermarket is the first of three slated for launch in Russia this year, with Carrefour also eyeing projects in Krasnodar's Galaxy shopping mall and in the centre of Lipetsk.

All three outlets are expected to make 'substantial contributions' to the Russian economy, according to the group, through an emphasis on locally-sourced products and the hiring of local residents.

'We are very happy to start our business operations in Russia where we will follow our client-oriented principles: offering quality products at low price, great value and high level of services to Muscovites,' said Jacobo Caller, general director of Carrefour in Russia. 'We believe that the opening of the first Carrefour store in Moscow is an important step for Carrefour's development in Russia and will have a positive impact on the economic development of the city.'

The first Carrefour hypermarket in Russia has opened its doors in Moscow. Located in the Filion shopping mall, the two-floored store has a sales area of nearly 8,000 square meters, with 58 checkout counters and 450 staff.

The retailer is planning to open two more stores in Russia by the end of this year in Krasnodar's Galaxy shopping mall and in Lipetsk.

The Moscow store is selling a full range of Carrefour product—15,000 food and 30,000 non-food lines. Near 90 percent of the products offered are locally supplied.

Carrefour Russia has signed a charity agreement with Russian welfare fund Samusocial Moskva to support socially outcast children and teenagers in rehabilitation.

PARIS — Carrefour Group has stepped into the Russian market and opened its first hypermarket in Moscow, in a move the world’s second-largest retailer expects will spearhead further expansion in the country.

The store, located in the recently opened Filion shopping mall in western Moscow, occupies two floors and a sales area of nearly 870,000 square feet, with 58 checkout counters and 450 staff members. It will carry a food range of 15,000 items, while non-food items such as clothes and white goods will reach 30,000. Around 90 percent of the products offered in the store are locally supplied, according to Carrefour.

“The Carrefour Group believes that the Russian retail market has outstanding long-term potential and considers it to be one of the strategic priorities for the company’s international development,” stated Thierry Garnier, member of Carrefour’s executive committee.

By the end of 2009, Carrefour expects to open two more hypermarkets in Russia: one in Lipetsk, in central Russia, and the other in the Galaxy shopping mall in the southern city of Krasnodar.

Several Western retailers are working on expansion plans in Russia, a market analysts forecast to grow between 14 and 16 percent a year through 2010.

Carrefour’s French competitor Auchan was among the first foreign hypermarket chains to expand into Russia, opening its first Moscow store in 2002. Auchan now has more than 30 stores, after expanding in the provinces, and plans to open another six stores this year.
