Why Michael Cohen’s Trump Tower Moscow revelation matters, in under 500 words

A small guide to a really big deal.

Michael Cohen, former personal attorney to President Donald Trump, admitted to lying to Congress about the Trump Tower Moscow project on November 29, 2018.

Michael Cohen’s guilty plea in special counsel Robert Mueller’s investigation on Thursday provided new details about why President Donald Trump pursued friendly ties with Russia during the 2016 campaign: He tried to secure a lucrative real estate deal in Moscow.

A court document filed by Mueller states that Cohen — Trump’s former personal lawyer and fixer — lied to Congress about plans to build a Trump Tower in Moscow .

Cohen told Congress that negotiations to build the tower stopped in January 2016. But Cohen now admits those talks continued into at least June 2016 , well into the presidential campaign and even after Trump became the GOP’s nominee. There were also plans to give the building’s $50 million penthouse to Russian President Vladimir Putin .

All of this puts Trump’s praise of Putin during the campaign in a whole new — and disconcerting — light .

Since 1987 , Trump has wanted to build — or at least put his name on — a luxury building in Russia. His latest effort came in 2015, when Cohen and Felix Sater, a Russian-born businessman who was Trump’s company liaison on a potential Moscow deal, worked their contacts in Moscow to try to make a deal happen.

On October 28, 2015 — the same day as the third Republican presidential debate — Trump signed a letter of intent allowing Cohen to negotiate the licensing deal with the Russians. Ultimately, the deal fell through, and the project never broke ground.

After the revelations that Russia had interfered in the 2016 election while favoring Trump, the negotiations took on new significance. Cohen told Congress three lies about them:

  • The Trump Tower Moscow project ended in January 2016 and was not discussed extensively with others in the Trump Organization.
  • Cohen “never agreed” to travel to Russia in connection with the Moscow project and “never considered” asking Trump to travel for the project.
  • Cohen “did not recall any Russian government response or contact about the Moscow Project.”

Here’s what Cohen says now:

  • Discussions about the Trump Tower Moscow project went on at least until June 2016 — not January of that year as Cohen previously stated. He also admitted to speaking with Trump about the project more than three times.
  • Cohen considered traveling to Russia and taking Trump with him. Cohen also asked a senior campaign official about the possibility for Trump to go to Russia.
  • Russian officials did respond to Cohen’s inquiries about the Moscow project. Around January 14, 2016, Cohen emailed the office Dmitry Peskov, Putin’s press secretary and trusted adviser, seeking help with the tower deal. About six days later, a Peskov assistant and Cohen had a 20-minute call.

This is bad for Trump. Cohen says he aimed to secure a lucrative business deal with Russians closely linked with Putin on Trump’s behalf during the 2016 presidential election — all while Trump was repeatedly championing better Washington-Moscow ties in campaign speeches.

What’s worse, it’s entirely possible Trump knew a close confidant willingly lied to Congress.

Kuskovo Estate, Moscow

The jewel of the architectural art of the 18th century is Kuskovo Estate, formerly summer entertainment suburban residence of the Sheremetevs, which they had owned since the 16th century. Once Kuskovo was the most popular secular place in Moscow. The 230-hectare country estate could accommodate up to 30 thousand visitors. It is known that the idea of Duke Pyotr Sheremetyev was to make Kuskovo the most splendid of all other estates including the royal ones. As a result, the 300-hectare territory of the estate was decorated with a unique palace and park ensemble with the magnificent palace, three main parks – the French regular, the English landscape and Zaprudny as well as numerous ponds and other structures.

The construction Kuskovo Palace began in 1769 and continued until 1775. The pink wooden Palace with a stone basement was made in the style of early classicism with the elements of baroque. The building is also decorated with the monogram of Sheremetyev in the triangular pediment, Ionic columns, pilasters and carved compositions of military armor. The palace consisted of numerous rooms: the living rooms, rooms for card games and billiard, bedrooms and the library.

Today the estate is used as a museum. The layout of the palace as well as its interior has remained intact. The rooms and halls are still decorated with picturesque ceilings and unique parquet, furniture decorated with gilded carvings, silk upholstered walls, marble fireplaces and tiled stoves. All these are complemented with huge mirrors, the unique collection of paintings, portraits and decorative sculptures, clocks and porcelain items. In general, the architectural complex of the estate was formed in the middle of the 18th century. Surviving are not only the palace but also other structures – the Grotto, the Hermitage, the Big Stone Orangery, an old church, Italian and Dutch houses, the Merciful Savior Church and the bell tower.

The Grotto built in 1755-1761, is one of the most interesting buildings in Kuskovo. It is a stone pavilion in the baroque style. It is located on the three-tiered pedestal and decorated with various sculptures standing in the niches on the front and lion masks under the windows. The Grotto walls are decorated with stained glass and limestone tuffs. According to the architect the Grotto was to embody the elements of stone and water. The Hermitage built in 1765-1766, is one of the best monuments of Russian park architecture of the 18th century. The pavilion, built in Baroque style, was equipped with unique lifting mechanisms and was intended for reception of selected persons without servant’s assistance. Another building built in Baroque style, a large stone orangery, was built in 1761-1783. The greenhouse consists of the central pavilion with the hall for concerts and dances in center, linked with smaller galleries by glazed pavilions. 

A special attraction of Kuskovo is a well-preserved French park with ponds, pavilions and the original marble sculptures. The Park used to be one of the largest in Russia in the 18th century. The strict geometry of its green architecture is enlivened by white marble sculptures by Russian and Italian masters. The French regular park is the only survivor in Moscow among similar garden art representatives of the middle of the 18th century.

The status of the State Museum was given to the estate in 1919, and in 1938 it was merged with the Museum of Ceramics, the only one in Russia. Today it is one of the world's largest owners of specialized collections of ceramics and glass of different countries from antiquity to modern times. The architectural and park complex Kuskovo is the unique monument of Russian estate culture in terms of preservation and artistic value. This place still bears the charm of the bygone era, inviting visitors to plunge into the real world of aristocratic estate of the 18th century - romantic and mysterious.

What is the history of Tsaritsyno?

After the October Revolution , a local revolutionary body was set up on the estate and communal apartments were established in many of the buildings. Some efforts to restore the ruined palace ensemble and landscaping began in 1927, and at the same time the hugely popular Tsaritsyno Museum was opened, with an exposition documenting the history of the estate (which included Bazhenov’s original drawings).

Serious repairs to restore the unique monument of Tsaritsyno did not begin until the late 1980s, and continued for the next 3 decades. Disputes arose over the final design of the Grand Palace – total historical accuracy was impossible as the palace had never been completed! Finally, over 230 years after the extravagant palace complex was conceived, and after centuries of neglect by both the Romanovs and the Soviets, Tsaritsyno was finally completed. It was opened to the public on 2nd September 2007, the annual Day of Moscow. We highly recommend to add this sight to your tour of Moscow .

What can you see and do at Tsaritsyno?

Landscape Park

Unlike Tsaritsyno’s neglected architectural ensemble, the landscape park remained in use over the centuries and has been a popular place of relaxation since the 19th century. There are many kilometres of walking paths weaving through the woodland, wide tree-lined vistas offering views of the palace ensemble, and two large lakes. Dotted around the park are pavilions, ruins, ornamental bridges, and statues. There are also sports facilities, bicycle and boat rental stations, and playgrounds.

Did you know? Moscow’s largest light and music fountain is located in the centre of the Middle Pond, and can be accessed via two bridges.

Tsaritsyno’s famous greenhouses continue to operate in the park: the Grape Greenhouse is home to figs, pomegranates, cacti, citrus trees and grapes; the First Greenhouse grows exotic trees and ornamental plants; and the second greenhouse houses exotic fruits, herbs, spices and vegetables.

Did you know? There are several burial mounds in Tsaritsyno park, belonging to the pagan Vyatichi tribes and dating back to the 11th century!

Architecture and exhibitions

Tsaritsyno boasts unique and rich architecture which, according to vice-president of the Russian Academy of Arts Dmitry Shvidkovsky, is one of the largest architectural undertakings of the Enlightenment era. The ensemble of red brick buildings merges elements of Moscow Baroque, Russian-style, Gothic Revival, and Classical architecture, managing to be simultaneously extravagant and balanced. Architectural details are crafted in white stone in contrast to the red brick walls.

Tsaritsyno is remarkable for its integration of architectural elements into the surrounding landscape, which Bazhenov believed to be very important. He also considered that the buildings and pavilions should not just be independently beautiful, but complement each other when viewed as an ensemble.

Did you know? It is often written that Catherine the Great wished for Tsaritsyno to be built ‘in the Gothic style’. However, this does not mean in the style of Gothic architecture as we know it today, but was rather a request for something outside of the architectural norms of the time.

Grand Palace and Bread House

The Grand Palace and Bread House are the central feature of Tsaritsyno’s ensemble. The Grand Palace was rebuilt by Kazakov, who incorporated Gothic Revival features such as eight pointed towers, ornate spires, arches, and lancet windows. At the same time, the palace has the balanced proportions and three-section façade typical of Classical architecture. The Grand Palace houses exhibitions about Soviet decorative and applied art, the extraordinary life of Catherine the Great, and the history of Tsaritsyno. Visitors can also explore the palace’s sumptuous interiors.

Adjoining the Grand Palace is the Bread House, which is the largest surviving building of the original Bazhenov ensemble. It was used as the palace kitchen until Catherine’s death, and later housed a hospital and communal apartments. The two-storey building takes the form of a cube with rounded corners, and is richly decorated with layers of windows, cornices and friezes. The Bread House is home to other key expositions of the Tsaritsyno Museum-Reserve, and concerts and other events are held in its central atrium.

Did you know? The façade of the Bread House is decorated with two monograms of the Russian letters X (Kh) and C (S), representing bread and salt (khleb i sol). However, some say that X and C are actually Masonic symbols representing building tools.

The Grand Palace and Bread House are connected by a gallery, whose walls are decorated with columns, arches and mouldings, and topped with pinnacles and white stone hearts. In the middle of the gallery is a distinctive spiked arch, supported by a two-level columned structures crowned with ornate pinnacles.

To the west of the Grand Palace is the Small Palace, a semi-circular building intended personally for Catherine the Great. To its south is the Middle Palace, with a large, vaulted hall designed for official events.

It is also known as the Opera House, though no music was ever performed there until the end of the 20th century. The incredibly ornate façade of the Middle Palace is reminiscent of a jewellery box, and is crowned with a high parapet including double-headed eagles – the symbol of the Romanov family. Both palaces are home to exhibitions.

Cavalry Corps

The three Cavalry Corps are all small but intricately designed buildings, with simple first floors and elaborate openwork parapets. The first Cavalry Corps housed the Soviet of Workers and Peasants' Deputies, and later an orphanage and music school. The second Cavalry Corps is an octahedral structure which is home to the main art collection of the Tsaritsyno Museum. The third Cavalry Corps was home to the popular Tsaritsyno Museum in the 1920s and then became a cinema. Today it houses an exhibition about the high society dachas of Tsaritsyno.

Gates and bridges

On a walk around Tsaritsyno you can admire many ornamental gates and bridges. The Figurny Bridge is decorated with towers, parapets, columns and arches, and the Large Bridge is adorned with geometric patterns, arches and pinnacles. The ornate Figurny Gate is located just south of the Middle Palace – it is nicknamed the ‘Grape’ gate as a decorative element resembling a bunch of grapes hangs in the centre of the archway.

A ticket for the whole Tsaritsyno ensemble is 810 roubles. A ticket just for the Grand Palace and Bread House is 400 roubles.

Tsaritsyno Landscape Park is open daily from 6:00-24:00.

The palaces and museums are open 10:00-18:00 Tuesday to Friday, 10:00-20:00 Saturdays, 10:00-19:00 Sundays, and closed on Mondays.

On a recent trip to Russia, I got an exclusive tour of the Agalarov Estate with Moscow Sotheby's International Realty. It was a pristine, high-security estate, so private that I was forbidden to photograph the homes themselves. 

Here's what the prestigious community looks like.

It was built by Aras Agalarov, a billionaire real-estate developer who's been called the " Trump of Russia " for his tendency to self-brand his buildings.

Agalarov 's company, Crocus Group, has developed more than 43 million square feet of property throughout Russia, including restaurants, residential complexes, a concert hall, a bank, an exhibition center, and a luxury shopping center, according to its website.

Agalarov Estate is about an hour's drive from the center of Moscow, depending on traffic.

The development was completed about 10 years ago.

On a recent trip to Russia, I got an exclusive tour of the community with local luxury real-estate experts Leonid Nikitskiy, head of country real estate at Moscow Sotheby's International Real Estate, and Alexey Korotkikh of Villagio Estate.

My tour guides told me that businessmen, politicians, and even some celebrities live in the exclusive Agalarov community. The majority of them are from Russia. 

We passed through a security gatehouse to get into the estate.

I was told that I was not allowed to photograph any private homes, only the shared spaces.

The cheapest home at Agalarov Estate costs $6 million, with prices reaching up to $50 million.

There are some houses today that could ask $100 million, my guides told me, but people living in the community rarely sell.

And when they do, their homes are usually not publicly listed, but shopped around via word of mouth as "whisper listings."

The wealthy suburb is pristinely landscaped. The grass of the golf course is perfectly manicured and watered, and various types of trees were planted throughout the property.

I was told that 15 years ago, this area was nothing but a field. 

The estate has its own private beach club for residents, which includes an Italian restaurant serving European and Azerbaijani cuisine.

Outside is a resort-style pool with lounge chairs and umbrellas, which overlooks a picturesque lake.

I didn't see many other vehicles driving around during my time at the estate, but those I did see were spotless, shiny luxury cars.

Some of Agalarov Estate's residents travel back and forth from Moscow via helicopter, my guides said.

Agalarov Estate has its own private hotel that can be booked only by residents.

While I wasn't able to photograph the homes at Agalarov Estate, my tour guide told me the hotel is a good example of the houses' style.

Indeed, many of the stately-looking homes I saw were made of brick and featured elegant design details like columns.

Back in 2008, Agalarov told The Telegraph that the houses in the community would all have different designs.

"Styles differ," he said. "They will all be replicas of famous architectural styles. I believe it's going to be the best quality housing project in Russia."

I stepped into the hotel to have a look around.

The lobby of the hotel, outfitted in marble, featured a grand staircase and a massive bouquet of peonies and other fresh flowers set on a table in the middle of the entryway.

Trump makes sweeping promises to donors on audacious fundraising tour

By tying donation requests to pledges of tax cuts and other policies, Trump is testing the boundaries of federal campaign finance laws.

When Donald Trump met some of the country’s top donors at a luxurious New York hotel earlier this month, he told the group that a businessman had recently offered $1 million to his presidential effort and wanted to have lunch.

“I’m not having lunch,” Trump said he responded, according to donors who attended. “You’ve got to make it $25 million.”

Another businessman, he said, had traditionally given $2 million to $3 million to Republicans. Instead, he said he told the donor that he wanted a $25 million or $50 million contribution or he would not be “very happy.”

As he closed his pitch at the Pierre Hotel, Trump explained to the group why it was in their interest to cut large checks. If he was not put back in office, taxes would go up for them under President Biden , who vows to let Trump-era tax cuts on the wealthy and corporations expire at the end of 2025.

“The tax cuts all expire for wealthy and poor and middle-income and everything else, but they expire in another seven months and he’s not going to renew them, which means taxes are going to go up by four times,” Trump said, exaggerating the size of the cuts. “You’re going to have the biggest tax increase in history.”

Seconds after promising the tax cuts, Trump made his pitch explicit. “So whatever you guys can do, I appreciate it,” he said.

The remarks are just one example of a series of audacious requests by Trump for big-money contributions in recent months, according to 11 donors, advisers and others close to the former president, who spoke on the condition of anonymity to describe his fundraising. The pleas for millions in donations come as the presumptive Republican nominee seeks to close a cash gap with Biden and to pay for costly legal bills in his four criminal indictments.

Trump sometimes makes requests higher than his team expects to receive, sometimes surprising his own advisers because he is asking for so much money. By frequently tying the fundraising requests within seconds of promises of tax cuts, oil project infrastructure approvals and other favorable policies and asking for sums more than his campaign and the GOP can legally accept from an individual, Trump is also testing the boundaries of federal campaign finance laws, according to legal experts.

In one recent meeting staged by his super PAC, Trump asked oil industry executives to raise $1 billion for his campaign and said raising such a sum would be a “deal” given how much money they would save if he were reelected as president.

In recent meetings with donors, he has repeatedly suggested they should give millions of dollars without saying where it should go.

Larry Noble, a longtime campaign finance lawyer, said Trump was technically allowed to ask only for contributions of $3,300 or less for his campaign, according to federal laws. But he can appear at events for his super PAC where the price of admission is far higher — as long as he doesn’t ask for the money directly.

“He can’t say, ‘I want you to give me $1 million,’” Noble said.

And after a 2016 Supreme Court decision overturning a public-corruption conviction of former Virginia governor Robert F. McDonnell, it would require an explicit quid pro quo for a specific government action in direct exchange for a contribution to be viewed as illegal, Noble said.

Also, even if presented with evidence Trump might have gone over the line, multiple prominent campaign finance lawyers said, the Federal Election Commission, which is gridlocked with three Republicans and three Democrats, is unlikely to investigate any of Trump’s fundraising in an election year.

Trump is certainly not the first candidate to seek large checks from moneyed interests. Advisers say that Trump regularly makes the same policy promises on the campaign trail that he does behind closed doors with wealthy donors, and evidence has not emerged that Trump has directly linked a specific policy outcome to a specific donation.

Oftentimes, his comments at the events are about foreign policy and topics he discusses at rallies, such as inflation and immigration.

For example, at one event, he suggested that he would have bombed Moscow and Beijing if Russia invaded Ukraine or China invaded Taiwan, surprising some of the donors.

The Trump campaign did not respond to detailed questions about his fundraising requests but issued a statement in support of his efforts.

“As Joe Biden’s backers in Hollywood and Silicon Valley are withholding their support for Biden’s failing campaign, donors across the country are maximizing their efforts to reelect President Trump because they realize we cannot afford another four years of Joe Biden’s terrible policies,” Trump spokeswoman Karoline Leavitt said in a statement.

The former president was once reluctant to call donors and decried the role of big money in politics. He also often railed about having to take pictures — berating advisers for scheduling too many “clicks” — and sought to cast himself as an outsider who was not beholden to the traditional moneyed interests that shape Washington.

“He didn’t want to make fundraising calls,” said Sam Nunberg, a former aide on Trump’s 2016 campaign. On the 2020 campaign, he would reluctantly participate in fundraisers, advisers said, seeing them as an unpleasant necessity.

Part of his opposition to making calls was that he liked the perception that he was an outsider who was going to “drain the swamp.”

“I will say this — [the] people [who] control special interests, lobbyists, donors, they make large contributions to politicians and they have total control over those politicians,” Trump said during a 2016 debate. “And frankly, I know the system better than anybody else, and I’m the only one up here that’s going to be able to fix that system, because that system is wrong.”

This time, campaign advisers say, Trump needs the money and he is taking an active role in raising it. The Trump campaign and RNC reported that they jointly raised $76 million in April , about $25 million more than the Biden campaign said it raised across all its committees in the same month. But the Biden operation still had about $60 million more cash on hand than the Trump campaign.

Trump has met with an assortment of real estate, legal, finance, oil and other business executives in recent months, according to people familiar with invitation lists. He has often promised agenda items they would like passed as part of his broader fundraising pitch, and sometimes has asked allies to bundle millions or more, according to people close to the former president. Some of the meetings have included tours of his Mar-a-Lago Club in Palm Beach, Fla., and his New York apartment.

Trump, four people close to him say, is closely tracking who gives what amount to his campaign and associated efforts — and which allies are bundling large checks for him. He has often told allies how much money he expects them to raise.

In the days following the recent meeting with oil industry donors, executives discussed whether it would even be possible to meet Trump’s $1 billion request, according to four people in the oil industry familiar with the discussions.

But they are trying. Trump has repeatedly pressured oil magnate Harold Hamm to raise significant money for him, telling Hamm that he is “behind” and “needs the money,” according to a person familiar with the outreach. Hamm had an event for Trump in Texas on Wednesday, where the price of admission was about $250,000 for oil executives, according to people familiar with the matter.

The meeting stretched for many hours, attendees said, and included photos with the top donors. At the fundraiser, he promised to cut taxes on corporations and give oil executives an array of policies they wanted and said he was being outraised by the Democrats and the unions, asking the crowd to “be generous, please.”

“So give me some of your money,” he said, drawing laughs. “True. I’m begging for your money.”

At another event, Trump told the group that if they wanted a picture with him and did not have one, then they needed to give more.

He also held a fundraiser at the home of Kentucky coal baron Joe Craft earlier in May, according to a person with knowledge of the event.

Trump has regularly joked with donors and advisers that he doesn’t spend more than 10 minutes with someone if the person doesn’t give $10 million, according to people who have heard the comments. He also has complained about some of his billionaire friends not giving enough.

In Florida earlier this month, the crowd seemed stunned after Trump offered the stage to anyone who would cut a $1 million check, according to people present. He kept asking people to come forward, according to audio of the event. Then two people took him up on the offer. The limit to contributing to the RNC and the campaign — the entities hosting the event — was less than $1 million.

At a meeting with financial titans in Palm Beach earlier this year, he asked the group what regulations they viewed as the most onerous, according to a person who attended. He then remarked at a larger fundraiser that donors were telling him they cared more about regulations than taxes, according to a donor who attended.

At the New York fundraiser, Trump told the crowd that he wanted to hear what was on their minds and heard their thoughts about former U.N. ambassador Nikki Haley — whose prospects as a potential vice-presidential pick he dismissed — and a range of issues related to Israel.

To end the roundtable, he told the room that it was time to go to another fundraiser, prompting laughter when he joked that the next crowd would be less wealthy than the current one.
