Is smoking allowed on cruise ships? A line-by-line guide
Cruise ship smoking policies vary by cruise line, but typically smoking is not allowed except in a few designated onboard areas.
Can you smoke in cruise ship restaurants? No. What about cruise ship cabins? Never, unless you are vaping — and only a handful of ships permit that. Are you allowed to smoke on cruise ship balconies? Definitely not; it's a fire hazard. (The exception is Costa Cruises, which does allow smoking on outdoor balconies.) Can you light up on deck? Typically yes, but only in designated areas.
If kicking back with a cigar and a glass of Scotch is your idea of vacation, look for ships with dedicated cigar lounges. Just don't plan to get high on the high seas: You are not allowed to smoke marijuana on a cruise ship , even if you have a medical marijuana card or are departing from a state where recreational use is legal.
What happens if you get caught smoking on a cruise? Most ships charge a $250 cleaning fee and reserve the right to take further action (including disembarkation). On Carnival Cruise Line, each violation is subject to a $500 fine, and you could also get banned from ever sailing Carnival again.
Read our line-by-line guide to cruise line smoking policies to learn where you can — and cannot — smoke on cruise ships.

Carnival Cruise Line, Royal Caribbean make major smoking change
Celebrity Cruises does not allow smoking in its casinos.
That's a pretty extreme choice given that only one casino on the Las Vegas Strip, MGM Resorts International's Park MGM, fully outlaws smoking in the casino.
Virgin Voyages banishes smokers to a small room inside their casino. That's a space where the air is basically a solid haze, but the smokers don't seem to mind, and it leaves the larger casinos smoke-free.
Related: Carnival Cruise Line shares a strong warning
Cordoning off the smokers into a small space also protects cruise ship workers from secondhand smoke. Aside from roving waitstaff, the Virgin Voyages smoking casino is not staffed.
Royal Caribbean and Carnival Cruise Line, however, have both taken very different approaches to how they handle smoking in their casinos. On every ship in both companies' namesake fleets, they have a smoking section in the main casino along with a nonsmoking area.
In theory, that offers some protection for nonsmokers, but the reality is that even with improved ventilation, smoke travels. It's also a challenge for either cruise line to enforce the rule that you can only smoke when actively playing at a table or slot machine.

Royal Caribbean and Carnival add smoke-free casinos
To create a true smoke-free area, Royal Caribbean and Carnival have added secondary smoke-free casinos on some ships. Royal Caribbean has added these smaller, no-smoking casinos to all Oasis-class ships with a similar offering on its Icon-class ship.
Carnival has retrofitted Dream, Magic, Breeze, Vista, Panorama, Venezia, and Firenze to have smoke-free casinos while Celebration, Jubilee, and Mardi Gras were all built with smoke-free casinos onboard.
Many passengers of both cruise lines believe that the the smoking and non-smoking casinos should be flipped. They think Royal Caribbean and Carnival should follow the Virgin Voyages model and segregate the smokers into a space so non-smokers can avoid being exposed to secondhand smoke.

The American Cancer Society believes the casino workers (although they were likely not considering cruise ships) deserve protection from secondhand smoke.
"Secondhand smoke (SHS) has the same harmful chemicals that people who smoke inhale. According to the U.S. Surgeon General, there is no safe level of SHS exposure, which contains at least 70 chemicals known to cause cancer and trigger heart attacks, asthma attacks, and respiratory illness. [ Exposure to SHS is an occupational hazard for many casino workers – from dealers to security. [ But when smoking is permitted in casinos, no one – even patrons – is safe from SHS exposure. Job-related exposure to SHS is a significant, but entirely preventable, cause of premature death among U.S. workers," the non-profit shared.

Carnival passengers speak out
Carnival passengers shared their thoughts about how smoking is currently handled in its casinos on Brand Ambassador John Heald's Facebook page. Many urged the company to make the switch.
"Make the main casino nonsmoking and the little tiny section for the smokers. I hate walking through there and smelling terrible afterward," posted Michelle Hall Pelfrey.
Some argue that the cruise line needs to do more to protect their health.
"I agree, turn the smaller rooms into smoking areas. I love playing in the casino but that smoke gets me sick every time. Plus I have asthma," shared Tynika Brown.
Joan Shaffer Reese echoed those comments.
"The smokers need to be enclosed and see if they like all the smoke. We can’t walk through. Hubby and I both have lung issues and we have to go up to walk around and then come back down on the other side. Very frustrating," she posted.

Others argued that all casinos should be nonsmoking to protect the workers.
"Nice. Now make them all nonsmoking! The smell is horrible and the workers should not have to work in those conditions," added Amanda Shows.

Jama Hightower, however, said the part that the cruise lines rarely say out loud (although Royal Caribbean International CEO Michael Bayley has made comments that back this up).
"If nonsmoking casinos made more money ALL casinos would be nonsmoking. Because smokers gamble more. Just like drinkers gamble more. If I have to get up walk up 4 flights of stairs to go vape I’m not coming back," she wrote.

Cruise Line Smoking Policies: A Smoker’s Guide to Cruising

Many people are aware that cigars are enjoyed by many-a-passenger on cruise ships, but can you smoke cigarettes? What about vaping? And hey, its 2019, what’s the deal with cannabis and cruising? As for that last one, it’s a big no-go, and for good reason. While marijuana has been legalized in many states in the United States, it is still federally banned and all cruise lines listed err on the side of caution and make it very clear that any possession or use of illegal substances will result in immediate disembarkation and any travel expenses incurred as a result are solely the responsibility of the passenger. While enjoying your cruise, you’re often free to light up, given you follow ship and cruise line policies! And be aware that cruise lines take the following policies very seriously, as cigarette smoke can be a health and safety hazard, or simply retract from the experience of others.
Smoking Policies by Cruise Line
AmaWaterways Smoking is permitted outside only, on the aft side of the sun deck. These policies apply to all smoking devices, including e-cigarettes and vaporizers.

And if you’re sailing with Avalon on the Mekong or Ganges River, smoking is permitted only in designated areas. These policies apply to all smoking devices, including e-cigarettes and vaporizers.
Azamara Smoking is permitted on the port side, forward area of the pool deck. All other areas of Azamara ships and Azamara land tours are strictly smoke-free. These policies apply to all smoking devices, including e-cigarettes and vaporizers.
Carnival Cruise Line Smoking is permitted in select areas of each Carnival ship, of which a list can be found here . In general, smoking is limited to specific outdoor areas and certain nightclubs and casino spaces onboard. These policies apply to all smoking devices, including e-cigarettes and vaporizers.
Celebrity Cruises Celebrity Cruises has designated certain areas of the ship as “smoking areas.” Generally, smoking is not permitted except in designated areas. Smoking is not permitted inside any guest stateroom; nor on any guest veranda. These policies apply to all smoking devices, including e-cigarettes and vaporizers.
Crystal Cruises (Ocean and River) Aboard all Crystal ships, smoking is allowed in designated smoking areas only. Smoking is not allowed in public rooms, suites or any area that is not designated as a smoking area. Indoor smoking is permitted only in the Connoisseur Club smoking lounge (aboard Crystal Mozart , Crystal Serenity and Crystal Symphony only) and upon request, in the VIP Casino (during play). Smoking is prohibited in all other indoor areas of the ship, including all other public rooms, lounges, corridors and restaurants, as well as all staterooms, suites and verandahs. Cunard Smoking (including electronic alternatives) is not permitted in staterooms, on stateroom balconies or in public rooms. Royal Caribbean Extends Face Mask Policy, Casino Smoking Ban
Sarah Bretz, Contributor
- January 5, 2022
Royal Caribbean International has extended its face mask policy through January 31, 2022, as the COVID-19 Omicron variant continues to surge around the world.
Previously, the line had updated its face mask policy on December 17, to be in effect through today, January 5.
In an email to guests booked on cruises this month, the line said that it is “prudent to temporarily tighten our onboard health protocols to require masks indoors at all times, unless actively eating or drinking.”
Just like before, this rule applies to all public areas of the ship, including those that are designated as being for vaccinated passengers only.
Royal Caribbean guests are not required to wear masks in the following situations :
- In open-areas of the ship
- In the pool or during any activity where they may get wet
- In the cabin
- On Royal Caribbean’s private island Perfect Day at CocoCay
- By any guests under two years old
Masks are required to be worn :
- While indoors in public areas, unless seated and eating or drinking
- While visiting public ports of call where local regulations may require them

Going along with its face mask requirement extension, Royal Caribbean has also extended its ban on smoking in the casino through January 31. The line first announced the ban on December 20, which was also originally set to last through today.
Royal Caribbean is just one of several cruise lines that have tightened face mask and casino smoking policies due to the surge in COVID-19 cases.
Carnival Cruise Line currently has a stricter masking policy and casino smoking ban in place through January 31.
Norwegian Cruise Line has an indoor mask policy for passengers through January 31 as well.
