Luzon’s First DOT Tourist Rest Area to Rise In Baguio City

BAGUIO CITY — The Department of Tourism (DOT) in partnership with the Tourism Infrastructure Enterprise Zone Authority (TIEZA) and the Baguio City local government broke ground on the first ever Tourist Rest Area (TRA) in Luzon today, 05 December (Monday). Tourism Secretary Christina Garcia Frasco led the signing of the provisional Memorandum of Agreement (MO A) held at the Baguio Country Club, which formalizes the establishment of the TRA in the country’s Summer Capital, to be constructed near the Lion’s Head, a favorite layover spot of tourists along Kennon Road. “Baguio is home to one of the most beautiful cultures that our country has; also, it has a very vibrant and dynamic local community that supports its own tourism initiatives.  We’re very happy to help in their initiatives by adding a component to tourism that will make the travel experience of coming to Baguio even more convenient and stress-free, because we’re providing the Tourist Rest Area to have clean and decent restrooms, a pasalubong center, and a tourist information center. We foresee that this can add further to the already very vibrant and dynamic tourism scene here in Baguio”  said Secretary Frasco, who was joined by TIEZA Chief Operations Officer Mark Lapid, Baguio City Mayor Benjamin Magalong, and Vice Mayor Faustino Olowan represented by City legal officer Richard Tayag during the MOA signing. Baguio City Congressman Marquez Go was also represented by his wife Soledad J. Go at the event. “We at the Department of Tourism recognize the value that Baguio City brings not only in terms of your physical destinations but more importantly the intangible cultural heritage that you have so very well preserved; hence, we are here to manifest our full support,”  the Tourism Secretary added as she addressed the tourism stakeholders present at the event. Under the agreement, the TRAs will be constructed by TIEZA and upon completion, the Baguio local government unit (LGU) will then take charge of the operations and maintenance of the facility. The DOT will also approve any of the LGU’s requests relating to the financial sustainability of the TRA, such as the opening of pasalubong centers and other tourism-related businesses within the TRA. Visitor arrivals to Baguio City have since the relaxation of Covid-19 restrictions shown a consistently increasing trend. The pandemic hampered the usually vibrant tourism environment of Baguio, with the City only recording over 267,000 visitors in 2021 and 268,000 in 2020, as compared to the over 1.5 million in 2019. The first 10 months of 2022 posted a growing tourist traffic to the city, with more than 474,000 visitor arrivals recorded. Last October,  the DOT broke ground on TRAs in four different locations in Visayas and Mindanao islands. Two TRAs were launched in the Visayas while the two others were in Mindanao in Bukidnon and in Samal Island in Davao. The Baguio TRA is the first ever in Luzon, with others scheduled to be put up soon in the provinces of Bohol, Ilocos Norte, and Palawan. “This year, the intention is to give our tourists convenience as they go along their journey understanding that the experience is not only at the destination itself but also the journey itself,”  Secretary Frasco said. “We’re maximizing domestic tourism as well by having close coordination [and] collaboration with our local government units such as Baguio City to ensure that we get Filipinos that are from the South and Central Philippines here to Baguio, and from here in Baguio at the North to Central Philippines and the South,”  she added. The TRAs are one of the landmark projects of Secretary Frasco in pursuit of President Ferdinand “Bongbong” Marcos Jr.’s vision to make travelling in the country more convenient for tourists and help in providing livelihood to local communities.

The economy of this summer capital continues to benefit from the recovery of the tourism sector, as the city’s gross domestic product rose by 11.3 percent in 2022 from year-ago’s 10 percent expansion.

Aldrin Bahit, chief statistical specialist of the Philippine Statistics Authority (PSA) in the Cordillera Administrative Region (CAR), in a briefing Monday, said the city’s output last year already surpassed the 4 percent growth in 2019.

“All industries of Baguio City grew in 2022 and the fastest growths were recorded in transportation and storage with 63.6 percent; accommodation and food services, 50.6 percent; and other services at 47.1 percent that include performances, operation of museum sites, sports, gambling, recreation activities, personal grooming, beauty parlor services, laundry and funeral-related activities,” he said.

Baguio accounts for 45.9 percent of the region’s annual output.

On the other hand, Benguet province registered a slower growth of 5.1 percent in 2022 from year-ago’s 6.1 percent due to the impact of calamities and lingering effects of the pandemic.

Bahit said the province’s share in the regional output is around 23.3 percent.

Imelda Buyuccan, chief statistical specialist of the Benguet provincial statistics office, said main drivers of the province’s GDP remain to be the agriculture, forestry and fishing sectors.

Susana Padio, Benguet provincial planning and development officer, said the province suffered a lot from calamities.

She said around 70 percent of the population is engaged in farming, and more has to be done to help the industry that is constantly affected by calamities as well as the effects of climate change.

“Despite the problems, Benguet will have a positive GDP, although slow-paced,” she said, attributing her optimism to government interventions like technical support, marketing aid, and loans. (PNA)

Eco-tourism important to Baguio’s growth

BAGUIO CITY – To promote eco-tourism and banner up the city as a favorite tourist destination, former Baguio Representative Bernardo Vergara said that a no-nonsense reforestation program anchored on bamboo propagation should be continued to contribute to the replenishment of forest resources in our watersheds.

“Eco-tourism is very important to Baguio’s growth, and aside from planting more trees like our Benguet Pine, all infrastructure projects done in Baguio should include a drainage system that efficiently works 24 hours daily and also the installation of engineering techniques to enhance soil stability on mountain sides,” he continued.

“We have a mountain city and we will need engineering knowledge and environmental awareness to see to it that the proper measures are taken to keep our community safe from floods, soil erosions, landslides and other nature-induced calamities,” Vergara pointed out.

Vergara rose from the ranks as a government engineer, capping his illustrious stint as a multi-awarded district engineer of La Union until 1978 when his achieving performance caught the eye of President Ferdinand Marcos and Tourism Secretary Jose Aspiras, and the reason why he was named general manager of the Philippine Tourism Authority, a position he served well until 1986. Both Aspiras and Vergara are credited for the unprecedented tourism arrival growth record of one million visitors in one year.

Not only a government engineer, but also a tourism promoter, Vergara bursted into Baguio’s political landscape in 1992 upon his election as congressman, and was re-elected in 1995 and in 1998 to serve a full nine-year uninterrupted term in Congress. He won honours for Baguio by being named as an outstanding legislator in 1994, in 1997, and in 1999, including a Gintong Ama award for leading a model family life.

In his first year as congressional representative of Baguio, Vergara said that he implemented the Burnham Park Development Project starting with Rose Garden as the showcase of a fine tourism promenade. This was completed in 2013 with P60-M budgetary aid from the Department of Tourism.

In 2001, upon his election as city mayor, he launched programs that he has worked for as congressman for 9 years, actively promoted peace and order, revitalized tourism and education, generated access to livelihood and jobs, and stimulated small countryside activities through barangay development projects.

Under his mayoralty watch, Baguio won national and international awards, the most cherished of which are the Best City Police Office nationwide title twice in a row and the City with Outstanding Environment Practices cited by the United Nations.

In May 2010, Vergara was elected back as congressman, on the strength of his all-around performance record that has marked his congressional and mayoralty terms, and on the people’s clamor for an engineer of a congressman for Baguio to overcome a threatening urban blight and win back the nation’s trust as the Summer Capital of the Philippines.

This was when he started his environment-friendly program of replanting the city’s seven watershed reservations and two other forested areas with 50,000 bamboo saplings.

Vergara led in the planting of bamboo saplings in Busol, in Buyog, as well as in the Camp 8 watersheds, and in Santo Tomas, Military Cut-off, the Pines Trees of the World Park, the Botanical Garden, Lourdes Subdivision Extension, Camp John Hay, and Forbes Park in cooperation with the Philippine Bamboo Foundation and the Baguio Water District.

He explained that this alternative reforestation project aims to address the water shortage problem in Baguio, soil erosion and to help mitigate the effects of climate change.

According to research, Vergara continued, improved bamboo varieties are one of the most suitable planting materials to combat the current exponential increase in hillside soil erosion, particularly for the control of ravines. Studies show that the root system of bamboos will hold back a lot of the erosion, although some silt will pass by steep areas, but when the land levels out somewhat below the gullies, hedgerows are planted to hold back remaining silt.

“Bamboos grow fast and have good holding ability to prevent soil erosion, enhance soil stability, and protect mountain sides. This is the way to go in replenishing forest cover,” he continued.

In 2011, in coordination with the Department of Energy, he also sourced and put in place an LED lighting system within and around Burnham Park to restore the park’s ambiance at night and encourage night time promenading. The Mansion House and Wright Park were also lighted up, using the same DOE-supplied lights.

In 2013, he also restored Burnham Lake into a pleasant sight-seeing and boat-riding experience after decades-old silt was dredged out and it was later infused with fresh water. He said that next in the total rehabilitation project is the restoration of the dancing fountain in the middle of the lake.

Baguio: An Overview

Situated in the northern region of the Philippines, Baguio City is one of the popular cities in the province of Benguet. The city occupies around 57 square kilometers of land, surrounded by different municipalities – La Trinidad, Itogon, and Tuba. The city has a population of around 385,000, with people from all walks of life and cultures. Baguio was then a hill station at the start of the Colonial period in 1900. For example, visitors who would like to visit the flower farms in Atok Benguet such as the Northern Blossom Flower Farm and Sakura Park often go to Baguio first. Go to Dangwa Bus Terminal from Baguio City, then ride a bus to Besao, Sagada, or Bontoc. Alight at Atok Municipal Hall or Marosan’s Eatery. Aside from the bus, you can also take a van beside the bus terminal. The travel time is roughly two hours.

A Place Full of History

Baguio City is rich not only in attractions but also in history. The history of Baguio City can be traced back to as early as the pre-colonial period, in which the location was a hunting ground for indigenous groups, such as the Ibalois and Igorots. During the Spanish occupation, the Comandante de Galvez established the province of Benguet. When the Americans took over, they went north to escape the heat of the lowlands. 

At this time, Baguio became the capital of Benguet and was dubbed the Summer Capital of the Philippines. Following the Philippine Independence, Baguio City remained the prime location for many American bases – foreign visitors often refer to the city as Little America.

What is the summer capital of the Philippines if not for its cool weather? Baguio is around 4,600 feet above sea level, which is the reason the city gets colder than cities in the lowlands. Baguio City weather rarely goes beyond 30 degrees, and can even get colder and foggy during the rainy season. The lowest temperature recorded was 6.3 degrees back in January 1961.

Baguio City continues on its track for growth, as progress indicators show positive movement since 2017. The city’s economy has rebounded with a growth of 9.9% in 2021 after a decline in 2020 due to the COVID-19 pandemic.

Baguio City’s trade, industry, and tourism sectors have significantly contributed to the city’s economy. This is reflected in the city’s continuous increase in registered business establishments over the years. The city now has over 20,000 registered businesses. Among the production industries in Baguio, manufacturing has the largest share in its Gross City Domestic Product (GCDP), followed by wholesale and retail trade, repair of motor vehicles, and financial and insurance activities.

More Employment Opportunities

With the rise of local businesses, the number of employed workers has also risen. This shows employment opportunities are opening to accommodate the influx of tourists every year, as well as support the locals with available work.

For instance, the demand for manufacturing work has increased due to the growing demand for manufactured products, as it is still the leading industry in Baguio City. The city can employ over 60,000 workers in 2017, which is expected to continue upward in 2023.

Micro, small, and medium enterprises (MSMEs) employ around 75.6% of the whole Cordillera Administrative Region, and large enterprises employ around 24.40% of the workforce based on 2021 data. More and more residents in Baguio City also work remotely for local and foreign companies. Exports also serve as one of the main drivers of growth for the city’s economy. According to statistics, television, radio, and communications equipment have the highest shares in exported goods. Fabricated metal products also have a large contribution to Baguio city’s exports.

Call center services also contribute to the city’s exports, with offshoring services seeing rapid improvements. Textile, apparel, and plastic products also contribute to the positive movement of Baguio City’s export situation.

The boom of Baguio’s tourism industry significantly impacts the city’s economy. Surveys over the years have shown that Baguio remains one of the top vacation destinations. In 2022, data showed that  Baguio’s tourism had gone back to pre-pandemic levels  at no less than 150,000 tourists per month since March 2022. In the last nine months, the city has been visited by 1.2 million visitors. This influx of tourists has helped the city and local businesses earn over PhP 7 billion in income.

The number of visitors flocking to the city seems to show no signs of decreasing. Peak seasons include Christmas holidays, Panagbenga Flower Festival, Holy Week, holidays attached to weekends (long weekends) , and weeks of the entire summer.

With the growth of Baguio’s tourism comes the proliferation of small businesses. The city’s tourism industry also attracts more banks. Lodging, boarding houses, transient homes , and hospitality businesses or similar services have also grown significantly, as more tourists explore various activities in Baguio . The b usinesses developing in the city means more investment and work opportunities.

Baguio City’s neighborhoods offer a laidback and serene atmosphere, which adds to the overall appeal of the city. Many residents enjoy a mix of urban and countryside landscapes. General Luna

Situated near academic institutions, General Luna is the best neighborhood for students and families. It houses Baguio City’s university cluster, with the main road leading to academic institutions such as the University of Baguio and Saint Louis University – Laboratory Elementary School. General Luna has two areas: the upper and lower sides.

How to Get to Baguio

With its various entertainment hubs, museums, parks, and festivals, Baguio City has been part of many tourists’ vacation itinerary during Christmas and summer vacations. The booming of its industry and the local economy has led to the development of many thoroughfares conveniently linking Baguio City to Metro Manila and other areas in the country.

Here are some of the ways tourists can get to the Summer Capital of the Philippines.

Buses are the most popular means of transportation for tourists from Metro Manila commuting to Baguio City. With their convenience, comfort, and cost-effectiveness, buses remain the go-to transportation for those wanting to experience the cold breeze and pine trees for a budget. Victory Liner, Genesis Transport, and Solid North are the most popular bus lines going to Baguio.

Victory Liner is perhaps the most iconic of all the buses leading to the city. The bus line has terminals in Cubao, Monumento, and Pasay, making Baguio City more accessible to those hailing from both the north and south ends of the metro. Victory Liner buses operate 24 hours daily and have buses bound for Baguio every hour. Tickets can be booked and purchased online, adding to the hassle-free experience of traveling to the city.

Genesis Transport and Joy Bus have also become favorite lines to get to Baguio City. They have terminals in Cubao and Avenida; buses in their Cubao terminal leave every two hours from 1:00 AM to 11:00 PM, and buses from the Avenida terminal leave every two hours from 5:00 PM to 11:00 PM.

These bus lines stop at their respective stations close to SM City Baguio, making it easier for tourists to find their way around the place.

Another bus you can ride from Manila to Baguio is Pangasinan Solid North (or Solid North), which operates from the Parañaque Integrated Terminal Exchange (PITX). Regular aircon buses leave the PITX terminal every hour from 5:00 AM to 12:00 NN. Meanwhile, their 2X1 Luxury Buses leave the terminal every 4:00 AM, 6:30 AM, 10:00 PM, and 11:30 PM. Their luxury bus also departs at PITX terminal bound for Baguio City at 2:00 AM on Fridays and Saturdays.

The buses fare through NLEX and Marcos Highway. Travel time can range from 5 to 6 hours for night trips and 7 hours for day trips. Using the improved  TPLEX  (Tarlac Pangasinan La Union Expressway), tourists can experience reduced travel time from Manila to the summer capital, about three hours. This is the fastest way to Baguio by land.

Fares can cost an average of PhP 576 to PhP 999 for regular to first-class. Purchasing tickets is easy, but it is recommended to book tickets in advance when traveling to Baguio during the Panagbenga Festival and summer season.

By Private Transport

Traveling by private car can be the fastest way to get to the city since smaller and private vehicles can take the notable Kennon Road, which is the shortest way to the City of Pines. From Kennon Road, tourists can turn to the storied Loakan Road and access Camp John Hay, Baguio Country Club, Mines View area, and the Philippine Military Academy. 

Travelers can fully enjoy the Baguio experience by stopping by the famous Lion’s Head. Take pictures with the massive statue and appreciate the cold breeze fanned by the copse of trees covering the surrounding mountains. The Lion’s Head marks a tourist’s arrival in the Summer Capital and bids farewell to those returning to the metro. 

When driving to Baguio City, you can enter the city’s premises via Palispis (Marcos) Highway and Naguilian Road.

From Clark International Airport 

Commercial Baguio Airport flights resumed in Baguio on December 16, 2022. Now, there are Baguio flights to and from Cebu with Philippine Airlines (PAL Express). This form of transportation now allows residents of Baguio to quickly and easily visit the best beaches in the Philippines found in Cebu and other parts of the Visayas region. 

Baguio City is not only accessible to Metro Manila; airports, sea ports, and  infrastructures linking southern areas to Luzon  have allowed tourists from Cebu, Iloilo City, and Davao to access the summer capital. 

Tourists can book flights from Iloilo International Airport and Davao International Airport to Clark International Airport in Angeles City, Pampanga. Riding a plane is the fastest way to Baguio from Visayas and Mindanao, but new road infrastructure projects have also made land transportation more efficient.

After arriving at Clark, tourists can take buses bound for Baguio, which can take an average travel time of 4.5 hours. If you want a more comfortable travel experience, Clark International Airport also offers P2P buses to Baguio City, which take three hours of travel time and cost around PhP 450.
