At the entrance of the boarding gate, the passenger will undergo a last check by the Airline prior to boarding to confirm nothing has changed throughout the process. Travel Advisory December 28, 2023
Uganda - level 3: reconsider travel.
Uganda Level 3 – Reconsider Travel C T O
Reissued with updates to terrorism information.
Reconsider travel to Uganda due to crime, terrorism , and anti-LGBTQI+ legislation . Some areas have increased risk. Read the entire Travel Advisory.
Country summary: There remains a threat of terrorist attacks in Uganda and throughout the region. Numerous terrorist attacks have occurred in Uganda, to include religious venues, schools, and areas frequented by tourists, resulting in the deaths of Ugandans as well as foreign visitors. U.S. citizens should remain alert and avoid large public gatherings. In October 2023, ISIS-Central Africa claimed responsibility for killing two international tourists and a Ugandan driver within Queen Elizabeth National Park.
Violent crime , such as armed robbery, home invasion, and sexual assault, presents a serious threat to those visiting and residing in Uganda and can occur at any time, especially in larger cities, including Kampala, Jinja and Entebbe, in the Karamoja region, and along Uganda’s western and northern borders. Local police may lack appropriate resources to respond effectively to serious crime in most areas.
The May 2023 Anti-Homosexuality Act raises the risk that LGBTQI+ persons, and those perceived to be LGBTQI+, could be prosecuted and subjected to life imprisonment or death based on provisions in the law , and may be subject to mandatory reporting to the police if they are suspected of committing or intending to commit acts in violation of the law, and could face harassment or attacks by vigilantes. Those perceived to support the dignity and human rights of LGBTQI+ persons (including those of youth under the age of 18) could be prosecuted and imprisoned for multi-year sentences. Even an unsubstantiated accusation of supporting the LGBTQI+ community can create risks from police and vigilantes. Read the country information page for additional information on travel to Uganda.
If you decide to travel to Uganda:
- Remain alert and avoid large public gatherings.
- Keep a low profile.
- Be aware of your surroundings.
- Do not display signs of wealth, such as expensive watches or jewelry.
- Use caution when walking or driving at night.
- Remain with a group of friends in public.
- Do not physically resist any robbery attempt.
- Do not open your door for people at your hotel/residence unless you know who it is.
- Do not leave food and drinks unattended in public, especially in local clubs.
- Stay alert in locations frequented by foreign tourists.
- Be extra vigilant when visiting banks or ATMs.
- Carry a copy of your passport and visa (if applicable) and secure originals in your hotel safe.
- Provide your itinerary to a family member or friend.
- Enroll in the Smart Traveler Enrollment Program (STEP) to receive Alerts and make it easier to locate you in an emergency.
- Be mindful that any public identification with the LGBTQI+ community, as either a member or supporter, could be grounds for prosecution, and that even private consensual same-sex relations are illegal.
- Follow the Department of State on Facebook and Twitter .
- Review the Country Security Report for Uganda.
- Prepare a contingency plan for emergency situations. Review the Traveler’s Checklist.

Entry, Exit and Visa Requirements
U.S. citizens intending to travel to Uganda for holiday, tourism, business, study, visit, and/or medical treatment are required to apply and obtain a visa online in advance of travel on the Government of Uganda’s Electronic Visa/Permit Application System website . U.S. citizens who have recently attempted entry without completing the electronic visa process in advance of their travel have been refused boarding by the airlines and/or entry into Uganda. The U.S. Embassy is not able to assist U.S. citizens in gaining entry to Uganda.
All travelers to Uganda must have a valid yellow fever immunization card.
For the most up-to-date visa information, including fees, contact the Embassy of the Republic of Uganda at 5911 16th Street NW, Washington, DC 20011; telephone (202) 726-7100 or visit their website . Travelers may also contact the Permanent Mission of the Republic of Uganda to the United Nations in New York. Overseas, inquiries can be made at the nearest Ugandan embassy or consulate.
Ugandan immigration imposes a fine of approximately $30 per day for visa overstays and may detain individuals who overstay their visas until the fine is paid. Employment permits are required. Working without a valid permit in Uganda may result in fines and/or detention. Be aware that the Ugandan immigration officer at the port of entry determines the length of authorized stay, which is generally from two weeks to three months for tourists. Immigration policies are not always consistently applied and may change without notice. Extensions of duration of stay may be requested at Ugandan immigration headquarters, Jinja Road, in Kampala. For more information on immigration issues, please see the Directorate of Citizen and Immigration Control website or call + 256 414 595 945. Avoid any offers by private individuals claiming that they can assist with visa issues.
The U.S. Department of State is unaware of any HIV/AIDS entry restrictions for visitors to Uganda or foreign residents living in Uganda.
Some airlines require travelers to Uganda to present the physical credit card used to purchase the plane tickets upon checking in at the airport before they can receive a boarding pass. Check with your airline for more information.

Safety and Security
In April 2019, a U.S. citizen was kidnapped in Queen Elizabeth National Park, in the southwest region of Uganda, near the border with the Democratic Republic of the Congo (DRC). The U.S. citizen was later released unharmed.
There is increased terrorist activity within the region. Recent events include the Ugandan Police Force reportedly foiling a planned bomb attack on churches by the Allied Democratic Forces (ADF) rebel group about 50 kilometers (31 miles) from Kampala; reported foiled plots of church attacks and subsequent explosive devices found in Kampala, and a fatal terror attack by ISIS-CA killing two international tourists and Ugandan driver within Queen Elizabeth National Park. Anyone can be a victim at any time; U.S. citizens should remain alert and avoid large public gatherings. Communications plans are basic ways for people to ensure they can be reached while on travel or anywhere really. This includes having different types of communications (email, phone, satellite phone), letting people know when one will be in an area of cell coverage to receive messages, and providing phone numbers of the locations one will be staying etc. The State Department discusses this in the link here: https://exchanges.state.gov/us/keeping-touch .
Northern and Eastern Uganda : The South Sudan-Uganda border is porous, and there are frequent reports of criminal trade and movement of people across the border. Due to the influx of refugees from South Sudan into Uganda, there is a strain on the region’s health, education, and security resources. Sporadic clashes may occur along the shared border, which may be poorly demarcated; a section is under dispute in the Moyo area of northwestern Uganda, abutting the Kajo Keji area of South Sudan.
Crime and conflict threat in the Karamoja region in northeastern Uganda remain volatile. The Uganda People’s Defense Force actively engages criminals in the Karamoja Region, and armed confrontation between police and criminal elements can occur. Emergency medical care and auto repair services are lacking in remote areas of the Karamoja Region. The U.S. Embassy requires its employees to follow enhanced protocols when traversing the Karamoja region.
Southwestern Uganda/Western Uganda : U.S. citizens traveling in southwestern Uganda along Uganda’s western border with the DRC should be aware that armed groups, including those aligned with terrorist organizations such as ISIS-CA, are active in eastern DRC, along with ongoing military operations to counter the threat in the region. Travelers should review the country information page and Travel Advisory for the DRC. Refugee flows across the border can number in the thousands, and there is a risk of incursions by armed combatants and criminals.
There is a potential for violence related to ethnic and tribal tensions in the western districts of Bundibuguyo, Ntoroko, and Kasese, near the border with the DRC. U.S. citizens should be vigilant and monitor local media for the latest news.
There is an uptick in terrorist activity in this specific region. Attacks in Queen Elizabeth National Park, Kasese, and Mpondwe-Lhubiriha have resulted in deaths of Ugandan as well as foreign nationals.
The Governments of Rwanda and Uganda closed the Rwanda-Uganda border for extended periods of time in the last year. Some shutdowns are 24-hour closures and others are only overnight closures. Travelers should ensure the border is open when attempting to travel between Rwanda and Uganda.
The U.S. Embassy requires its employees to follow enhanced protocols when traversing the region from Lake Albert down to the Rwandan border.
The U.S. State Department encourages overseas travelers to develop communication plans to ensure they can be reached while traveling. This includes having different types of communications (email, phone, satellite phone), letting people know when one will be in an area of cell coverage to receive messages, and providing phone numbers of the locations one will be staying etc.
Demonstrations : Demonstrations in Kampala and other cities periodically occur in response to local political developments Police routinely use tear gas – and sometimes live ammunition resulting in deaths – to disperse protests in urban areas. U.S. citizens are urged to monitor media coverage of local events and be aware of their surroundings at all times. Avoid demonstrations, as even peaceful gatherings can turn violent without notice.
Involvement in Local Social Issues : All U.S. citizen travelers to Uganda should ensure that they have the correct visa for their visit to Uganda. Missionary and NGO work frequently require a work visa. Travelers who plan to engage in religious or civil society activities should obtain the appropriate visa from the Embassy of Uganda before departing the United States. The Government of Uganda has shown an increased interest in the activities of foreigners working with non-governmental organizations (NGOs). Local authorities have been known to detain, question, and arrest foreigners in Uganda, and some visitors have been ordered removed from the country.
Crime : Pick pocketing, purse snatching, and thefts from hotel rooms, parked vehicles, and vehicles stalled in traffic jams are common. Armed robberies of pedestrians and car jackings also occur, sometimes during daylight hours and in public places. Victims usually remain unharmed if they do not resist. Assaults and property snatching by boda boda (motorcycle operators and passengers) are routinely reported. Food and drinks should never be left unattended in public. Women have reported being drugged and taken to another location and sexually assaulted. Similar tactics are used to rob individuals on public transportation. Remain with a group of friends in public, as single individuals are more likely to be targeted.
International Financial Scams: See the Department of State and the FBI pages for information.
Internet romance and financial scams are prevalent in Uganda. Scams are often initiated through Internet postings/profiles or by unsolicited emails and letters. Scammers almost always pose as U.S. citizens who have no one else to turn to for help. Common scams include:
- Romance/Online dating
- Money transfers
- Lucrative sales
- Gold purchase
Victims of Crime : Victims of sexual assault should seek medical assistance and counseling immediately regarding prophylactic treatment to help prevent the transmission of HIV and other sexually transmitted diseases. A list of local medical providers can be found on the U.S. Embassy website.
Report crimes to the local police at 999 and contact the U.S. Embassy at (256) (0) 414-306-001.
Remember that local authorities are responsible for investigating and prosecuting the crime.
U.S. citizen victims of sexual assault are encouraged to contact the U.S. Embassy for assistance.
Report crimes to the local police at 999 and contact the U.S. Embassy at +(256)(0) 414-306-001. Remember that local authorities are responsible for investigating and prosecuting crime.
See our webpage on help for U.S. citizens victims of crime overseas .

- provide our information on victim’s compensation programs in the U.S.
- provide an emergency loan for repatriation to the United States and/or limited medical support in cases of destitution
- help you find accommodation and arrange flights home
- replace a stolen or lost passport
Domestic Violence : U.S. citizen victims of domestic violence may contact the Embassy for assistance.
Tourism : The tourism industry is unevenly regulated, and safety inspections for equipment and facilities do not commonly occur. Hazardous areas/activities are not always identified with appropriate signage, and staff may not be trained or certified either by the host government or by recognized authorities in the field. In the event of an injury, appropriate medical treatment is typically available only in/near major cities. First responders are generally unable to access areas outside of major cities and to provide urgent medical treatment. U.S. citizens are encouraged to purchase medical evacuation insurance .
Local Laws & Special Circumstances
Criminal Penalties : You are subject to local laws. If you violate local laws, even unknowingly, you may be expelled, arrested, or imprisoned. Furthermore, some laws are also prosecutable in the U.S., regardless of local law. For examples, see our website on crimes against minors abroad and the Department of Justice website.
Arrest Notification : If you are arrested or detained, ask police or prison officials to notify the U.S. Embassy immediately. See our webpage for further information.
Currency : U.S. currency notes in denominations less than $100 may be exchanged at a less favorable exchange rate. Travelers cannot exchange or use U.S. currency printed earlier than 2006. Western Union, MoneyGram, and other types of money transfer facilities are available in Kampala and other cities throughout the country. ATMs are available, but many only function for customers who have an account with a specific Ugandan bank.
Charities/NGOs : U.S. citizens planning to work for or donate money to an NGO should have the charity provide references of past volunteers whom they may contact. U.S. citizens have reported intimidation and harassment by directors of organizations when questioned about the organization's activities or use of donated funds.
Information about registering an NGO can be obtained from the Ugandan NGO Bureau, which has offices within the Ministry of Internal Affairs. They can be reached at (256) (0) 414 253 446. If a Certificate of Good Conduct/Criminal Background Check is needed to start or work for an NGO, you can obtain it by contacting your local police or on the FBI website before traveling.
Faith-Based Travelers : See our following webpages for details:
- Faith-Based Travel Information
- International Religious Freedom Report – see country reports
- Human Rights Report – see country reports

Travelers Who Require Accessibility Assistance : Accessibility to public transportation may be difficult for those with mobility issues. Foot paths and road crossings present barriers. There are no free or reduced taxi fares, or other accommodations in communication, lodging, medical facilities, restaurants, cafes, bars, or other tourist spots for disabled tourists.
Students : See our Students Abroad page and FBI travel tips .
Women Travelers : See our travel tips for Women Travelers .
LGBTQI+ Travelers: The May 2023 Anti-Homosexuality Act (AHA) includes penalties up to life imprisonment for consensual same-sex relations and capital punishment for crimes of “aggravated homosexuality” (such as serial offenders). Youth under the age of 18 could be prosecuted and imprisoned for multi-year sentences. LGBTQI+ persons, including youth, may be subject to forced conversion therapy – a dangerous and discredited practice that causes significant harm, including high rates of suicide-related thoughts and behaviors among LGBTQI+ youth. Social acceptance of homosexuality is very low. LGBTQI+ persons, or persons perceived to be LGBTQI+, could face harassment, imprisonment, blackmail, and violence, with heightened risk surrounding the passage of the AHA; The public is required to report to the police a person suspected of committing or intending to commit acts enumerated in the law. Hoteliers are not permitted to knowingly provide rooms to individuals who may commit acts deemed illegal in the AHA. Individuals or organizations viewed as publicly supporting the dignity and human rights of LGBTQI+ persons could be prosecuted and imprisoned for multi-year sentence, including those that attend a same-sex marriage either inside or outside of Uganda’s borders. LGBTQI+ organizations or those that advocate for the human rights of LGBTQI+ persons may be deemed illegal under the law. See our LGBTQI+ Travel Information page and section 6 of our Human Rights Report for further details.
Medical facilities in Uganda are limited and only equipped to handle minor medical emergencies. Surgical capabilities are inadequate, and blood supplies may be insufficient. Outside Kampala, hospitals are scarce and offer only basic services. Travelers should carry their own supplies of prescription drugs and preventive medicines.
A list of medical providers is available at the U.S. Embassy website. We do not endorse or recommend any specific medical provider or clinic.
For emergency services in Uganda, dial 999 .
Ambulance services are not widely available and training and availability of emergency responders may be below U.S. standards.
The U.S. Embassy does not pay medical bills . Be aware that U.S. Medicare/Medicaid does not apply overseas.
Medical Insurance : Make sure your health insurance plan provides coverage overseas. Most care providers overseas only accept cash payments. See our webpage for more information on insurance overseas.
We strongly recommend supplemental insurance to cover medical evacuation.
If traveling with prescription medication, check with the Embassy of Uganda to ensure the medication is legal in Uganda. Always carry your prescription medication in original packaging with your doctor’s prescription.
The following diseases are known to occur in Uganda:
- Hepatitis B
- Yellow fever
- Tuberculosis (TB)
- Marburg hemorrhagic fever
- Pneumonic plague
- Schistosomiasis
Vaccinations : Be up-to-date on all vaccinations recommended by the U.S. Centers for Disease Control and Prevention.
Further health information:
- World Health Organization
- U.S. Centers for Disease Control and Prevention (CDC)
Air Quality: Visit AirNow Department of State for information on air quality at U.S. Embassies and Consulates.
- Air pollution is a significant problem in several major cities in Uganda. Consider the impact seasonal smog and heavy particulate pollution may have on you, and consult your doctor before traveling if necessary.
- Infants, children, and teens
- People over 65 years of age
- People with lung disease such as asthma and chronic obstructive pulmonary disease (COPD), which includes chronic bronchitis and emphysema;
- People with heart disease or diabetes
- People who work or are active outdoors
Travel and Transportation
Road Conditions and Safety : Nighttime travel should be avoided whenever possible. Highway travel at night is particularly dangerous, including on the roads between Entebbe Airport and Kampala. The Embassy recommends caution on these roads and use of a reliable taxi service to and from the airport. With the exception of the Kampala-Entebbe airport road, U.S. Embassy employees are prohibited from driving after dark on roads outside the limits of cities and large towns. Alcohol is frequently a contributing factor in road accidents, particularly at night.
Pedestrians often walk in the roads and may not be visible to motorists. Large branches or rocks in the road sometimes indicate an upcoming obstruction or other hazards. Ugandan law requires that the drivers stop and exchange information and assist any person injured in an accident. Mob anger and violence against the driver perceived to be at fault may occur. In these instances, Ugandans often do not get out of their cars, but drive to the nearest police station to report the accident.
Road conditions in the rural areas are poor. The use of four-wheel drive vehicles is encouraged in Uganda, and vehicular accidents occur at a high rate. Masaka Highway has been identified as one of the most dangerous roads in the world.
Public Transportation : Most inter-city transportation in Uganda is by small van or large bus. Many drivers of these vehicles have little training, and some are reckless. Vans and buses are often poorly maintained, travel at high speeds, and are the most common vehicles involved in the many deadly single- and multi-vehicle accidents along Ugandan roads. Accident victims have included U.S. citizens traveling in vans and personal cars, as passengers on motorcycle taxis locally known as "boda bodas," and as pedestrians. U.S. Mission employees and their dependents are prohibited from using boda bodas and matatus (minibus taxis) due to accident and crime risks. Large trucks on the highways are often overloaded with inadequately secured cargo and poor braking systems.
See our Road Safety page for more information.
Aviation Safety Oversight : As there is no direct commercial air service to the United States by carriers registered in Uganda, the U.S. Federal Aviation Administration (FAA) has not assessed the government of Uganda’s Civil Aviation Authority for compliance with International Civil Aviation Organization (ICAO) aviation safety standards. Further information may be found on the FAA’s safety assessment page .

Do not drink too much before boarding the aircraft, as alcohol and cabin pressure cause enhanced dehydration. You are also unable to use the toilets until the aircraft is airborne and at a safe altitude for the seat belt sign to be taken off.
Try to drink plenty of water whilst on the aircraft as this helps to counter dehydration.
Check in flight magazines, for gentle exercises to do whilst on board to stop stiffness and tiredness of joints.
Eat a light meal onboard as easier to digest, avoid excessive carbohydrates and fats.
Check the ticket for Flights details & accuracy as soon as you receive it.
Keep your tickets with your passport and visas and do not forget them on the day you travel.
Please don’t try to amend/alter any thing on the ticket.

Travel Documents Required At Entebbe Airport, Uganda
Renowned as the pearl of Africa, Uganda is one of the most traveled to destinations in the eastern region of Africa. It welcomes thousands of travelers daily at Entebbe Airport, the only entry point to this remarkable travel spot.
Like any other destination, Uganda requires some travel documents for any person who seeks entry permission from other countries around the globe. Be sure to come with these particulars listed below.
Your passport must be valid, indicating your name, country of origin, a photo and other details. In Uganda, a passport is considered legit when it is still six months to its expiration from the date of entry.
Uganda Visa
This card issues you permission to enter into the country. Apply for this document online before the travel date or visit a consulate in your home country. It is hard to get it when you land at the Entebbe International Airport .
Uganda no longer issue the Visa on arrival. This change came after the Covid-19 pandemic. If you need to know more, don’t hesitate to read this guide .
Yellow fever & Covid-19 PCR test / Vaccination card
Adding to the yellow fever vaccination card, all incoming travelers must have a negative PCR Covid-19 test done with 72 hours of arrival from a recognized laboratory.
For those who have got their full Covid-19 immunization, you are free to come with your issued certificate.
Traveler Health Declaration Code
Effective 27th October 2022, all travellers who go to Uganda through the Entebbe Airport and other border points have to fill the online traveler health declaration form and submit it to the ministry of health.
Do it within 24hours of the flight time. After submitting, the responsible officials will approve it, and forward the QR code to your email. You print this code, and present it to the staff at any point you use for entry into Uganda.

Uganda travel advice I ignored
Latest health measures at entebbe international airport, uganda [updated] mar 19, 23 42,383 views 28 comments.
This page is updated regularly and supercedes all previously published Uganda travel information. Here we cover information relating to COVID-19 and Yellow Fever screening at Uganda’s Entebbe International Airport and share updates about the airport itself.
Covid-19 in uganda – summary.
UPDATE June 19th 2023: I have been in/out of Entebbe Airport this month and at no point did I hear the dreaded words “COVID” “PCR” or “certificate” mentioned. HOORAY. I appreciate the blog reader who emailed to share that “unvaccinated travellers are no longer required to have a negative PCR test result for entry into Uganda since 7 March.”
Arrivals at Entebbe Airport
Travelers to Uganda are recommended to check with their airlines regarding COVID-19 requirements or risk being denied boarding. The advice varies from airline to airline.
The arrivals process at Entebbe International Airport follows this order:
- Sanitise hands [now optional].
- Have documents checked:
- Yellow Fever certificate [mine wasn’t checked last week].
- Pass through immigration. (If you are a tourist, it’s imperative that you apply for your Uganda tourist visa online in advance. Some airlines will not allow you to board without your visa approval letter. ADVICE STILL APPLIES JUNE 2023). I have written extensively about Uganda tourist visas and East Africa Tourist Visas and frequently answer visa-related enquiries.
- Collect your checked-in luggage.
- If you need an ATM or Forex (foreign exchange), you can access both by the baggage carousel.
- Pass luggage (including cabin bags) through scanner.
- If you are a tourist, you may be met by a representative of Uganda Tourism Board. UTB have a tourist information desk and seating just past the baggage collection area. UTB staff are on hand to make phone calls and order taxis, for example. This service is available for all tourists, 24 hours a day, even for those who travel independently. This initiative is spearheaded by Lilly Ajarova, CEO of the Uganda Tourism Board.
- Entebbe Airport has free WiFi.
- Exit airport.
- Enjoy fabulous Ugandan weather!
Departures at Entebbe Airport
- Travelers departing Entebbe International Airport are required to know, understand, and interpret COVID-19 requirements of both the country they are travelling to and the airline they are flying with.
- The muzungu adds: I advise having a print-out of your COVID-19 vaccination / negative COVID PCR certificate [as per destination you are heading to]. Print facilities are available at the airport but you will need to allow extra time to go to lower ground floor of arrivals.
December 2 2022: President Museveni announced new directives recommended by Uganda’s National Taskforce on COVID-19. In summary these state that: everyone who attends “public meetings and gatherings in public places” or who wants “to access government and private offices” must have certificates proving full doses plus a booster or 24 hour PCR negative test for unvaccinated / partially vaccinated; indoor & outdoor mask mandates reinstated [I really don’t know what that means!] and “handshaking and hugging remain prohibited,” apparently.
The muzungu adds: Uganda is famously big on rules and poor on implementation but these are the rules, so be prepared to show your certificate(s) and/or wear a mask.
Yellow Fever in Uganda – summary
Yellow Fever vaccinations are now valid for life, says the World Health Organization, so no boosters are needed. You can just show a copy of your certificate on your phone on arrival at Entebbe. No Yellow Fever certificate? You can have the jab at Entebbe Airport. This costs $40 (however, it takes ten days to take effect so do have the injection before you enter Uganda, if you can).
That said, there’s almost no risk of getting Yellow Fever. There was a handful of suspected infections in early 2022 but the minor outbreak was quickly contained.
Ebola in uganda – summary.
Lastly, on January 11 2023 (42 days without new infections) the World Health Organization has declared “Uganda Ebola outbreak finished.” Thank you to the health workers, Ugandan residents, government and donors who worked so hard to free the country of the virus.
Is Uganda safe to visit? [YES IT IS!] just process this page.
Are you planning to travel to uganda soon feel free to contact me directly if you have any travel questions., the travel directory has a list of tour operators who can help you plan a trip., i regularly travel through entebbe airport. i write about my experience at arrivals and about the check-in experience at entebbe airport, both in 2021. however, as stated above, this page supercedes all previously published uganda travel information., clear confused just send me a message ..

The lobbying continues…! When I complained to my dad about how confusing Uganda’s communications are, he just shrugged and said that the UK has not done a better job. That kinda makes me feel better! There is no denying the fact that it is more complicated to travel these days. However, we still need to reconnect, get new perspectives and reunite with friends, family and ‘our greater purpose’. Travel is possible, it just requires more planning and a little patience. There are likely to be delays wherever you go, so please still #VisitUganda. We miss all our visitors!

Compulsory COVID-19 testing on arrival for all passengers flying into Entebbe, Uganda. Cost is 30 USD per person. This measure is now live Exceptions are children under 6. The story below links to the latest announcement from Uganda Civil Aviation Authority. https://eturbonews.com/3006882/new-covid-19-health-directives-for-entebbe-international-airport-uganda/
I arrived in Entebbe yesterday (29 Oct) and had to go through this mandatory PCR nonsense.
It really reeks of a scam to pay for the new airport building.
Uganda just isn’t as welcoming as it used to be. Immigration on the Busia border crossing are lining their pockets with bribes. The police are no better.
Really sad to see. Uganda has the potential to be the Thailand of Africa.
In Uganda, we talk of “Covidpreneurs!”
We also say that you have to pick your battles, and this is one of them. Uganda is a wonderful country but the attitude of some of her government institutions do a disservice to her inhabitants and visitors alike. Still, we come! I passed through Entebbe yesterday and the system has improved a little.
My husband and I arrived in Entebbe on November 10th and this was our experience. I agree with your post that preregistration is key!! We had done that so things were quick. We were at the airport at 2pm and it was quite busy. Most people had not preregistered and paid so that tent was very hectic. We were done everything and out of the airport in 45 minutes. I received my results in an hour and my husband in two. My only criticism would be that it’s disorganized in the sense that you don’t know where to go. There is no flow to the system. Other than that, it was fine.
Thanks very much Michelle for sharing your experience. The “flow to the system” wasn’t clear, was it? Some staff were there telling people where to go but signage on floors or walls etc would help. Chairs had been placed to encourage social distancing but people don’t want to line up so chairs are moved and everyone crowds around the admin staff.
I received this question:
Thank you for your very helpful post on travelling to Uganda under the new travel rules. You mentioned you could be contacted directly to ask for advise. I’m travelling to Entebbe and am understanding that I need to take a PCR before leaving UK as well as on arrival to Entebbe. However, the 72 hour rule does confuse me. I should have my test results by the time I depart but as I’m flying via Dubai I won’t arrive to Entebbe until approx 76hrs after the PCR in the UK. Do you think this will become an issue or is the 72hr timeline in your experience for prior to boarding first flight?
I imagine you will be fine. I don’t think anyone is checking the test certificates carefully. I have taken several flights in the last three months and I don’t remember anyone using the QR code, for example. They have looked at my print-out so quickly that they can’t possibly have checked anything other than the word ‘negative’.
A note shared by a fellow expat states: the 72 hours is from time of sample to departure from country of origin. This means that if your trip is 10 hours than your PCR can be 72+10 hours at arrival.
I am very sad to report that on Wednesday 17th November, bombs exploded in central Kampala.
I have spent most of the last 12 years living in Uganda’s capital. In fact I lived here in 2011 when a number of suicide bombers killed many people. Those were horrendous acts that targeted groups of innocent Ugandans watching the World Cup . We have had no attacks like that in a decade and we are still here; we did not let fear change us.
Yesterday’s attack was different however: the targets were police and government (Parliament) and – as appalling as that is – I feel that the Ugandan population and visitors alike should not feel intimidated.
I will be more careful if I am near crowds and I will be more vigilant. However, the world has always had terrorists. (I lived in London when bombers blew up buses and trains and left bombs in pubs!) The Ugandan army and international missions are on high alert.
If you’re coming to Uganda on holiday, you are very unlikely to enter Kampala. The traditional safari route is to drive from Entebbe straight upcountry. However, if you do have any questions about yesterday’s bombings and security in the country, please feel free to message me directly .
Thank you for the reassurance above. You are right it can happen anywhere. What a wonderful website you have developed, you seem to cover everything a visitor would ike to know. Take care
Dear Pearl Difficult times here in UG but thanks for passing by. Webale kusiima as we say in Buganda – thank you for appreciating!
Harriet Fowler shared the following experience: If anyone still has questions on COVID-19 PCR testing on arrival at Entebbe Airport, I registered and paid for my test two days ago from the UK, using a laptop and Chrome. Paid with a debit card. The whole thing took about 5 minutes. Print your documents before you travel (they wanted to see mine at KQ check-in in London). The signs at Entebbe Airport however are not that clear. There were few people on my flight so it wasn’t an issue but if you are faced with huge queues you want to get in the right queue. If you’ve paid in advance you go the left hand queue of the 3 payment queues – the sign says something about payment verification – don’t go in the queue for online pre-registration (this is the desk for people who haven’t done anything in advance!). Then you go for the test, which is one nostril only. Again it was all pretty quick but there weren’t many passengers. I got my results by email about 5 hours later.
Another expat, Bernie Furey, added that Yesterday in Dublin airport KLM were not allowing passengers to proceed without the QR code for the Entebbe mandatory PCR arrival test.
Here’s a recent email exchange that some may find useful:
Hi! I understand it is best to pre-register for the COVID test online here https://arrivals.healthdesk.go.ug/ I have some questions about this form. It asks for a phone number and next of kin while in Uganda, with “residents” in parentheses – does this mean only residents fill that box or does it want the phone number of the resident I’m staying with? It is a mandatory field to complete. Further down on the form it asks for the hotel where I will be staying while awaiting results, however, my intent is to be picked up by my host (I’ll be staying with a family) in Kampala. Should I stay the first night at a hotel instead? The form also asks for a local travel agency/company and name of tour operator; however, I imagine I just type in my friend’s name?
It certainly is best to preregister for the Covid test online. It will save you a bit of time at the airport. You are not a resident so if that field is mandatory I would just write in your friend’s name and phone number. Ditto for the other field in the form. You do not have to stay at a hotel for the first night, you just have to have a name and contact number in case of contact tracing etc.
No Passenger Locator Form is needed when you fly into Entebbe. I’ve been asked this question are some countries do have passenger locator forms but others don’t. At one point, passengers had do fill in a registration form before boarding a plane to EBB but that is no longer the case. Verbatim feedback from a traveller this week: “I’ve checked in at Heathrow airport now and have a boarding pass ready to board and fly. There was no request for filling in a passenger locator form here.”
If you have queries relating to Uganda tourist visas: In June 2022, the government launched a call centre that is open from 7am to 7pm Uganda time (with plans for it to be operated 24 hours at some stage). +256 417 102600 In Uganda call toll free 0800199003 or 0800199004. One expat said he called a number this week and was on hold for twenty minutes.
We are flying into Uganda tomorrow, and booked the wrong entry point for our EATV entering in Kenya. We just applied to do it again for Uganda. Got one done and working on the second, is there any chance at all we will actually be able to leave tomorrow? We planned a 14 day trip and we’re so excited to visit these wonderful countries!
Hi Matt hope you’re having a fantastic trip!
For other travelers ref, I copy here our email conversation: Diary of a Muzungu wrote: Hard to answer your question especially since it is the weekend. However I am forwarding your email to an immigration advisor who has managed to expedite a number of visas for travelers to Uganda. Travelers can email their application IDs and he can get approval in one or two days. Note: The adviser will charge for this service. The adviser managed to get the visa approval letter for Matt within 24 hours.
Matt added: We are so excited! We have a few friends over there and they got back to my wife right after I emailed yall! Your blog/website/company is awesome btw. So absolutely helpful! Totally recommending it to all our friends who wish to travel over there. Honestly, I think the biggest hiccup why people don’t travel to Africa more is there is a massive dearth of reliable travel content. More content the better! It lets folks know you are a real human. Lol
Hi Charlotte. I have been fully vaccinated and boosted for COVID. I have also been vaccinated for yellow fellow. My question really is about Ebola. Is Ebola sufficiently controlled there? Are there Ebola cases in Kampala as well as in other touristy areas in Uganda.
Thank you in advance for your response.
Hi Paolo We are pretty confident that Ebola is outbreak is almost behind us. There have been no new cases in several weeks. We have to wait 48 days without a new infection before the outbreak is declared officially over, according to the World Health Organisation. Uganda has world-class systems in place for managing Ebola. There have been no cases in tourist areas of Uganda. Have you read my blog about Ebola?
Hi Charlotte, Do I still need to complete this form: Travel Health Declaration Form?
Hi Maria, there is no Traveller Health form to fill in. (Uganda announced one a few weeks ago then quickly withdrew it).
This article from October 2022 is about verification of yellow fever certificates at a Uganda land border and it refers to “the online verification exercise of Yellow Fever certification at Entebbe Airport.” https://nilepost.co.ug/2022/10/20/online-yellow-fever-verification-system-launched-at-elegu-border-point/ Basically, when you apply for your tourist visa, you will need to upload a copy of your yellow fever cerificate. Yellow fever vaccinations are available at the airport (but I’m not sure how you complete a visa application without one…!)
Some countries have requirements about coming FROM Uganda due to Ebola. In the US, you must go through specific airports for extra screening. Jan 13, 2022: https://travel.state.gov/content/travel/en/traveladvisories/traveladvisories/uganda-travel-advisory.html
The Department of Homeland Security (DHS) and the CDC announced entrance screening for travelers who have been in Uganda in the last 21 days. All U.S.-bound passengers who have been in Uganda at any point in the 21 days prior to their arrival will be routed to one of the following designated airports: New York (JFK), Newark (EWR), Atlanta (ATL), Chicago (ORD), or Washington (IAD), where they will undergo enhanced screening, including a health questionnaire and temperature checks. This applies to all passengers, including U.S. citizens, lawful permanent residents, and foreign nationals (to include those on diplomatic and official visas).
The Uganda CAA (civil aviation authority) has banned all Entebbe Airport staff from using their mobile phones at work, as a way to combat corruption, extortion and misconduct against travellers. This follows reports that went viral on social media of corruption and extortion against travellers. The Muzungu adds: cases of this happening to international tourists are rare. This kind of activity appears to have targeted Ugandans. Either way, it’s good to hear strong action has been taken. https://www.ntv.co.ug/ug/news/caa-to-take-action-against-corrupt-airport-officials-4093422
You might want to update this article again. I believe that testing for covid testing is no longer required (conditionally). https://global-monitoring.com/gm/page/events/epidemic-0002075.p3whu5FXrvFA.html?lang=en#:~:text=Update%202023%2D03%2D30%3A,COVID%2D19%2Drelated%20regulations .
My habit has been to quote local sources like Uganda government / Civil Aviation Authority but I haven’t had any updates since end of Fenruaty 2023.
However, I have been in/out of Entebbe Airport this month and at no point did I hear the dreaded words “COVID” “PCR” or “certificate” mentioned. HOORAY.
Does anyone who has never been vaccinated and so are still unvaccinated for covid, need to provide a test 72 hours before arrival into Entebbe Airport in 2024?
Hi Sadna you don’t need to be vaccinated to travel to Uganda. There are no COVID-related questions asked anymore. [Sorry for delayed response. Your email was in spam].

What are the requirements for flying out (departing) through Entebbe Airport
Entebbe International Airport is Uganda’s foremost airport and until recently had been the only international airport in the country. We now have newly designated international airports in Uganda, such as Hoima, Kasese, Gulu, Arua, Kisoro, Mbarara, etc…, but these are yet to be fully equipped to handle international air traffic. Therefore, as of now, Feb 2023, flights into and out of Uganda go through Entebbe International Airport.
Entebbe Airport turned into a den of thieves and conmen?
The start of the year 2023 has seen Entebbe Airport come into the limelight for all the wrong reasons. There has been an eruption of accusations about corruption and impunity at the airport, that has thrown the credibility of the airport management (Civil Aviation Authority) into disrepute.
Many travelers, especially locals that had been first time fliers have come forward to narrate harrowing tales of how immigration staff played on their ignorance as first time travelers to extort, intimidate and malice. Many travelers narrate how officials at the airport come up with any flimsy excuse to corner the anxious and timid traveler to pay a bribe or else miss the flight. Many travelers have missed flights because they could not afford a bribe.
Over time, fed up travelers have resorted to flying out through neighboring Kenya (JKIA) and Rwanda (Kigali Airport).
Uganda Civil Aviation Authority cleaning the house
The noise eruption has helped get the attention of the top authority of the airport and the country that has set out to clean the house and rescue the reputation of Entebbe airport.
First of all, many staff whose evidence surfaced about them engaging in bribery and other malpractices have reportedly been apprehended and dismissed from the airport.
The Civil Aviation has laid out the requirements for departing and the process of leaving, from arrival to boarding your plane.
What you should have when flying out through Entebbe Airport (2023)
- A valid passport
- A valid visa for the countries where it is required
- An airline ticket (printed on paper or e-ticket on phone)
- Valid yellow fever vaccination card (in case the destination country requires it)
The requirements may change from time to time for different countries and so travelers are advised to seek additional information from the respective airlines.
What is the process of going through Entebbe Airport for departing passengers?
- First security stop. This is the main entrance to the airport. Passengers leave the car to go through the security scanner on foot, while the car is quickly searched. The passengers, after going through the scanner wait for the driver on the other side, and goes back into the car after it goes through the gate.
- Car park access. The car is parked in the public car parking area and the passengers continues to the departure level. Trolleys are available in the car parking area if one needs to use one.
- Second security stop on departure level. This is point where the traveling passengers are separated from the non-traveling passengers. At this point the traveler shows his or her passport and ticket before they are allowed to proceed to a restricted area.
- Hold Baggage check point. The bags are screened through the screening machine by the Civil Aviation Authority.
- Documents verification. Traveler joins the queue where the travel documents are verified. The passenger is required to present the passport as legal identity of the traveler, and the flight ticket showing their destination of travel. The yellow fever card is also presented (in case the destination country requires it).
- Check in counters and Baggage drop. Once the traveler is cleared, traveler presents the passport, ticket, or visa with stamp for check in. Immigrations check stamps your passport with exit visa, airlines check in will issue you with a board passing after weighing your luggage and issued with a receipt in case of excess luggage which is left at the airline’s counter.
- Immigration Desk. Responsible for border management and detection of human and child trafficking. Passenger will be required to present passport for exit visa/stamp, boarding pass, and hotel booking.
- Last security check. Passenger will be required to go through this last security point before entering the boarding gate and any prohibited item will be withdrawn from the passenger.
- Boarding gate: the passengers will be required to go the boarding gates, 20 minutes before the flight departure. At the entrance of the boarding gate, the passenger will undergo a last check by the Airline prior to boarding to confirm that nothing has changed throughout the process.
- The passenger will then board the plane.

Do they need a fingerprint at the immigration exist or just checking the papers
If I am transiting through Entebbe Airport, have checked luggage, and am transferring to a different airline, I am assuming I have to go through immigration, collect my luggage, and then check in for my next flight. My question is, do I need a transit visa in this instance? Thank you.
As long as you do not leave the precincts of the airport you do not need any visa.
Is a letter from ministry of labour needed while traveling?

I'm heading to Uganda soon and I have secured a tourist Visa online. In the confirmation it states that I should bring the following documents:
* A letter stating reason for transit and country of destination
* Return Ticket
* Cover letter detailing the purpose of visit
* Support Document for the purpose of visit (Medical)
* Immigration Status of the Host
* Invitation Letter
* Invitation letter for the Conference
* Recent Passport-size Photograph
* Passport bio-data page (with validity of at least 6 months))
* Vaccination Certificate (Yellow Fever)
Some of these documents seem for other types of visa and not for tourism. Does anyone know which are mandatory for entering as a tourist? I'm thinking:
Would these be enough?
Thanks in advance!

Yellow fever certificate
Return air ticket
Invitation (just in case it asked for but should have been submitted during the visa application). Most of the listed documents should have been submitted at application.

Thanks for your answer Vincent!
For continuing with the process, please report to immigration with the printed approval letter attached and the following ORIGINAL documents for biometric capture:
* Vaccination Certificate (Yellow Fever)"
Any help would be appreciated as I don't want to be refused entry. I will clearly have my passport with me plus return flight ticket plus yellow fever certificate - do I need to bring a printed passport photo? What "biometrics" do they do? Thank you.
Kay, the biometrics they will take are fingerprints and a photo. They have a camera at the immigration check-in counters to do this for them.
You don't need a printed passport photo.
Thank you Vincent, that has put my mind at rest.
I entered a few days ago, they only asked for passport and the printed visa application. They take a photo on the spot and pit a visa and stamp in the passport. All in all pretty smooth process.
I have a related question to the yellow fever issue. Is there a minimum amount of time that must elapse between your vaccination shot and your date of entry? I have heard it is 10 days, but I can't find any official confirmation of that. In other words, if I get my yellow fever shot today and want to enter Uganda (or Burundi) 3 days from today, am I going to be denied entry? Thanks in advance.
Unlikely, you can get a yellow fever vaccine on arrival at the airport for 50 USD

Airport Departure Entebbe
Several travelers depart from the Entebbe Airport to other parts of the globe. If you are one of them, follow these steps for a successful trip.
Get the Visa
The first step is to apply for a Visa. Visit a consulate or an embassy for the country you want to visit. It is a long process, and make sure to go with the necessary information, including your passport, the reason for your travel, inviting letter, or other mandatory documents.
Once approved, you can get it within weeks or a month depending on the nation. Some countries take long to issue visitors with this document. One of them is the United States of America.
Reserve a flight Ticket
After getting the visa, the next is to book a flight ticket. Multiple airline companies operate flights from Entebbe Airport to other parts of the planet. Some of them are Brussels, KLM, Emirates, Kenya Airways, Uganda Airlines, RwandAir, and Turkish Airlines, to name but a few. To make things easier, reserve your ticket through a booking agent.
When your flight time and travel dates are confirmed, try to prepare for the trip in time. Get yourself a good suitcase, clothes, shoes and other necessities. Pack light and leave some space in your suitcase. Research and know the number of kilograms allowed. Don’t include illegal things like drugs, fake minerals, and more in your bag or pocket.
Get to the Airport
Inquire and reserve a taxi for transport to Entebbe Airport . Make arrangements and share correct details such as pick-up location, and time. Reserve enough time for travel from Kampala or any other area to EBB.
If you are caught up by time, avoid using routes with too much traffic. From the capital the northern bypass and Entebbe expressway are the best options.
Check-in at Departures
You have to check-in three hours before your departure flight. The check-in gate closes 45 minutes before the plane takes off. Come with the required paperwork, including the departure embarkation card, valid passport, yellow fever card, and the negative Covid-19 PCR test.
You present the embarkation card to the immigration officer. This shows that you applied for the Visa. The officer will stamp this card and give it back to you. Continue to the next department for screening, and check-in. Secure your seat number as you wait for boarding.
Enjoy your flight
Later on, the journey will start, and enjoy your flight to Dubai, Nairobi, Kigali, Istanbul, or other places. Come with gadgets that can help you kill boredom like earphones, iPods, and more.
