Hi. Today when I left the resort I saw there's a sign saying "Welcome to come back again". I think it's not idiomatic at all to mean "When next time you're here you're welcome". Would you please help me with an idiomatic phrase? Thanks a lot. Shuo

Many places here will have a sign thanking you for staying with them. It will also say, Please visit us again soon!

Right, "Welcome back!" isn't an invitation to come back. "Come again" might occasionally be used for that purpose, but it's not really natural, in part because "Come again?" means "I'm sorry, what did you say?" Something like "Come see us again sometime" might work, but we would need to know more about what the relationship is between these people.  

Thank you very much, The Newt! The context (I am sorry I managed to forget to add it) is a customer service situation at a beauty salon, where a customer has just paid for their products and the beauty therapist would like to say something like "Hope to see you again soon". In the dialogue in our book she says "Come again." but if I understand you correctly, this it not something you would recommed learners of English to use?

In the context you described, "Come again" would be an odd thing for the employee to say, and learners should not be taught to use the phrase that way. Your alternative of "Hope to see you again soon", on the other hand, works very well.
