The Philippines is a predominantly Catholic country, mostly because of its history under the rule of Spain, which brought the Catholic faith to its shores. However, it doesn’t mean that other religions have not influenced the history and identity of the Philippines. In fact, many historians believe that prior to the arrival of the Spanish conquistadors, Islam had already been established in the country.

Today, there are several Muslim-friendly destinations in the Philippines where you can see these influences. Muslim-friendly or halal destinations are those that have services and establishments that take into consideration the needs of those who practice Islam. For example, these destinations usually host several halal restaurants, halal hotels, mosques, and prayer rooms that Muslims can visit during their trip.

8 Halal-Friendly Destinations in the Philippines

halal tourism in the philippines

Home to the third-largest Catholic population worldwide, the Philippines might not come to mind as a Muslim-friendly destination initially. However, unknown to many, the country is actually home to diverse groups of people! In fact, many Muslim communities are present in large parts of the Philippines’ stunning Mindanao island group.

Moreover, aside from this area, you’ll be happy to know that an increasing number of mosques and halal-certified establishments have been popping up in various Philippine destinations.

So today, we take a look at eight of the most compelling halal-friendly destinations in the Philippines that need to be on your travel checklist!

1. Dive into nature at Davao City

halal tourism in the philippines

Although Davao City is the largest city in the Philippines, it is still not on most tourists’ radars. Be one of the few people to uncover the city’s hidden natural gems with direct or connecting flights via Manila to Davao on Cebu Pacific .

Despite being a metropolitan centre, Davao City is teeming with natural wonders. You simply can’t skip a hike up to Mount Apo , the highest mountain in the country! Aptly known as the “King of Philippine Peaks”, the mountain towers at a height of 3,144 metres above sea level. Once you reach the summit, you will be treated to stunning panoramic views after the arduous climb.

When you’re on your way back to the city after a day at Mount Apo, drop by the Omar Mosque Toril Islamic Center to perform your prayers. For your reference, Ecoland Mosque , Davao City Islamic Center , and Mercy Islamic Foundation are some of the more accessible mosques in the city centre.

halal tourism in the philippines

Did you know that Davao City was chosen to become a main hub and gateway for Muslim-friendly destinations in the Philippines by the Department of Tourism? This means that you can look forward to more halal accredited establishments in the city!

Rest assured, there is already plenty of halal food available for you to enjoy! If you’re feeling peckish, have a meal at one of the many halal eateries scattered around Davao City, such as Alhamdulillah Satti Tausug House of Halal Food , Halal House Davao , and Wady’s Bistro . These eateries serve up traditional Tausug food and delectable Middle Eastern cuisines. Finish your meal with some Puyat Durians at Bankerohan Market . With Davao City known colloquially as the “Durian Capital of the Philippines”, it’s undoubtedly the best place to find out why durians are known as the king of fruits!

2. Step into the shoes of a local at Zamboanga

With a colourful beach and unique mosques, Zamboanga is the place you have to visit for a unique Filipino experience. Also, with over 336,000 Muslims residing in Zamboanga, halal food and mosques are available in abundance!

halal tourism in the philippines

Your trip to Zamboanga wouldn’t be complete without setting foot on Great Santa Cruz Island ’s famed Pink Sand Beach ! Pulverised red organ pipe coral gives the sand its eye-catching colour. Just imagine soaking in the sunshine and sinking your toes in the warm pink coralline sand. Ah, paradise.

halal tourism in the philippines

With its large Muslim population, Zamboanga is home to many places of worship. Don’t pass up the opportunity to go mosque hopping in the city! Built in 1885, Taluksangay Mosque is one of the oldest mosques in Zamboanga. Thanks to its eye-catching red domes, the mosque has even attracted tourists and other non-Muslims. Another treasured mosque in the community is the Santa Barbara Mosque .

Unsurprisingly, many halal eateries are scattered across the city. A wide variety of cuisines are offered which includes western ( Family Fried Chicken Restaurant ), Moroccan ( Bay Tal Mal Restaurant ), and Italian ( Taam Halal Pizza ). When in Zamboanga, you must try the Knickerbocker , halo-halo’s counterpart! Beat the heat with a refreshing mix of fresh fruits, jellies, condensed milk, and strawberry ice cream.

3. Bask in the beauty of Bohol

The island of Bohol definitely upholds the high standards of beauty expected from the Philippines’ numerous islands.

halal tourism in the philippines

Other than pristine beaches, discover more to Bohol on Cebu Pacific’s direct or connecting flights via Manila ! Ever imagined thousands of colossal chocolate kisses laid out in front of you? Witness the exact scene come to life at Chocolate Hills , Bohol’s most famous natural attraction. They look like a chocolate lover’s dream especially during the dry season when the grass turns brown.

halal tourism in the philippines

Other than breathtaking geological formations, Bohol is also home to unique animals. Visit the smallest primate with the largest eye-to-body ratio at The Philippine Tarsier and Wildlife Sanctuary . The endangered Philippine tarsiers are only three to six inches tall. Their humongous eyes undeniably make them even cuter!

When it’s time to eat, head down to Tagbilaran City as most halal food places in Bohol are concentrated there. You can dine at Halal Eatery , The Buzzz Café , and Khan’s Kebab Express Halal . Masjid Darussalam is also located conveniently in the city.

If you’re exploring other parts of the island, don’t fret! Being located right by the ocean, seafood restaurants are easily found anywhere in Bohol. You may also request for your seafood to be cooked separately if the restaurants sell alcohol and non-halal meat for your peace of mind. Locals in Bohol are very warm and friendly, so you don’t hesitate to ask! We’re sure they’ll be happy to help.

KICKSTART YOUR BOHOL ADVENTURES!

4. Be amazed by the colourful Cotabato City

We bet most of you have never been to, or even heard of, Cotabato City before. Bursting with colours, this gorgeous city is painfully underrated. Be sure to add this dynamic city with a large Muslim community to your bucket list!

halal tourism in the philippines

There’s nothing more colourful in the city than the rainbow houses on Pedro Colina Hill ! Known as PC Hill by the locals, over a hundred houses are painted with a riot of vivid colours. The project started as a way to lift the spirits of retired local military and police personnel who constitute a large percentage of people living on the hill.

After exploring the picturesque hill, fill your stomach with the local delicacy fried hito (catfish) at the halal-certified Babo Katips Eatery . Another great place to enjoy local dishes such as papaitan (cow innards soup) and bulalo (beef shank soup) is Hala Bira Halal Food .

halal tourism in the philippines

Since about 26% of Cotabato’s population is comprised of Muslims, some of the city’s attractions include mosques! The most eye-catching mosque by far is the Pink Mosque ( Masjid Dimaukom ). Drenched in an intense fuchsia colour from the domes to the floor, there’s no other mosque like this anywhere else in the world. Apparently, the colour was chosen to symbolise peace.

Another breathtaking mosque is the city is The Sultan Haji Hassanal Bolkiah Masjid , more commonly known as the Grand Mosque of Cotabato . This massive mosque is the largest mosque in the Philippines and can hold roughly 1,300 people at any one time!

5. Kick up your feet and relax in Iloilo

Revolutionizing Halal Tourism: The Philippines Takes the Lead in Muslim-Friendly Travel

The Philippines is focusing on positioning itself as a destination that is welcoming and accommodating to Muslim travelers, according to tourism authorities. This comes after the country received an award at the Halal in Travel Global Summit, recognizing its efforts in attracting the growing Muslim tourist group. With a decline in visitors from Europe and China due to the COVID-19 pandemic, targeting the Muslim travel market has become crucial for the Philippines. The government aims to increase arrivals from the Middle East and other Muslim-majority countries, as the Muslim travel market is projected to reach a value of $225 billion by 2028.

The Philippines’ success in becoming an emerging Muslim-friendly destination was acknowledged at the Halal in Travel Global Summit, a prominent industry event held in Singapore. This award is seen as a validation of the collaborative endeavors to establish the Philippines as a preferred choice for Muslim travelers. Secretary Cristina Frasco, quoted by the Philippine Department of Tourism, expressed that the recognition presents significant opportunities to showcase the country’s rich cultural heritage and its Muslim communities, as well as its picturesque destinations, particularly in Mindanao.

Although the Philippines is predominantly Catholic, Muslims make up around 5 percent of the population. Most of the Muslim population resides in Mindanao and the Sulu archipelago, known for their scenic landscapes featuring beautiful beaches and crystal-clear waters. To cater to Muslim travelers, the Philippine Department of Tourism offers a variety of services and amenities in addition to ensuring access to halal food, which adheres to Islamic dietary laws.

Tourism Undersecretary Myra Paz Valderrosa-Abubakar, who accepted the award, expressed the country’s commitment to further promoting tourism and boosting the economy for Muslim visitors. She warmly invited Muslim travelers to explore the hospitality and the abundant natural beauty of the Philippines’ more than 7,000 islands.

The Philippines seeks to expand halal tourism segment The Philippines seeks to expand halal tourism segment Interview

The Philippines seeks to expand halal tourism segment

Halal tourism looks set to become a key component of wider sector growth in the Philippines, as the government moves to support the segment’s development through a major investment drive. Globally, the halal tourism industry is recognised as holding significant opportunities for expansion, on the back of rising demand and a growing awareness of its potential. Keen to tap into the potential of the market, the Philippine government has taken steps to raise its profile both at home and abroad, with a focus on putting the necessary certification infrastructure in place.

Rising Popularity

According to a recent study undertaken by Thomson Reuters, in collaboration with strategy and research advisory firm Dinar Standard, halal tourism is fast becoming a highly lucrative segment of the global industry. Released at the end of January 2016, the study found that halal tourism currently accounts for 11.6% of global tourism expenditure, and this figure does not account for the seasonal impact of the Hajj and Umrah pilgrimages, when millions of Muslims travel to Saudi Arabia. The halal tourism market is projected to be worth $238bn by 2019, up from around $145bn in 2014.

Economic Benefits

The Philippines has sharpened its focus on tourism in recent years, with positive results. The country welcomed 5.4m visitors in 2015, up 11% on the previous year’s figures. Approximately 566,000 visitors – or 10.5% of arrivals – were from countries with a significant Muslim population, according to data issued by the Department of Tourism (DoT) in February 2016.

In early 2016 the DoT announced plans to team up with the international halal tourism authority CrescentRating to help promote the segment’s expansion. As part of the partnership, CrescentRating will help the country identify gaps in facilities and services, and develop a marketing campaign targeting Muslim travellers. The partnership plans to focus its efforts on Manila, Davao, Cebu and Boracay initially.

Announcing the launch of the initiative, Ramon Jimenez Jr, secretary of the DoT, underscored the industry’s broad growth potential.

“Improving the halal industry in our country will not only serve to advance the lives of Muslim Filipinos and attract more tourists, but it could also help spur growth in the Philippine economy,” he said.

Filipino Muslims accounted for 10m of the 54m domestic travellers in 2014, according to Arturo Boncat Jr, assistant secretary of the DoT.

Fast-Tracking Certification

In a separate development, the DoT announced a series of incentives in mid-January 2016 targeting tourism and travel operators, which it hopes will encourage them to obtain halal certification. The new scheme forms part of a broader bid to fast track the development of halal-friendly services. Under the initiative, the DoT has offered to cover the halal certification fees for at least 50 restaurants. The establishments targeted largely operate in hotels, resorts, and the meetings, incentives, conferences and events segment in Manila, Davao, Cebu and Boracay.

As part of its plans, the department is looking to issue a set of guidelines for the Muslim tourism market by April, ahead of Ramadan and the ensuing Eid Al Fitr holiday, when tourism traditionally spikes.

Complimentary Infrastructure

The drive to ensure the stringent standards for sharia-compliant products are met will be given a boost later in 2016, when a laboratory opens in Davao City, on the island of Mindanao. The facility will be tasked with overseeing consumer products testing for halal compliance. The laboratory, which is being constructed at a cost of P49m ($1.1m), should be operational by the fourth quarter of 2016, according to officials from the Department of Science and Technology. The opening of a further five testing centres is scheduled to follow in other regions, including Calabarzon, Zamboanga and the Autonomous Region of Muslim Mindanao.

halal tourism in the philippines

The Philippines, an archipelago in Southeast Asia , known for being made up of over 7000 islands, colonial towns, sandy beaches, volcanoes, lush rice fields, fascinating wildlife, tantalizing food and friendly people, is a country that has long been attracting visitors from across the world. Influenced by a variety of cultures – Malay, Arabic, Spanish, Chinese and American - visitors to the Philippines are sure to blend in, no matter where they are from. Islam may not be a widely practiced religion in the country, but a good percentage of the population is Muslim, and therefore some mosques and Halal restaurants can be found. Because the Philippines offers a plethora of must-sees and must-dos, the aim of this guide is to pick out some of the best attractions for Muslims. .

The first stop every visitor to the Philippines must make is in wonderfully chaotic Manila. The capital of the Philippines , Manila is home to a variety of attractions that will interest individuals of all ages. While here, a visit to the iconic Rizal Park is a must, and so is a tour of the historic walled city Intramuros . Families are sure to have fun at the Manila Ocean Park and the Manila Zoo , and they must also make it a point to visit Malacañang Palace and to enjoy a cruise down Manila Bay . While Filipino food is a mix of a variety of cultures, tourists are sure to enjoy the combination of salty, sweet, and sour. Muslims will definitely be able to try out Filipino cuisine, as many dishes are vegetarian while others consist of seafood. Tourists are also sure to find numerous Halal restaurants in Manila, serving authentic local dishes, as well as those offering Indian, Pakistani, and Middle Eastern cuisine. Halo-halo ; a mixture of evaporated milk, beans, fruits, jellies, caramel, and shaved ice, is a must-try Pinoy dessert. Mosques can be found throughout Manila. The Blue Mosque , Masjid Al-Dahab , and the Greenhills Mosque are just a few prayer facilities in Manila.

The city of Tagaytay is another popular destination amongst locals and international visitors. Highlights of the city include Tagaytay Picnic Grove ; ideal for adventure-seekers, Sky Ranch Theme Park , Taal Volcano ; which is probably Tagaytay’s most popular natural attraction, and Taal Lake . Although there are no known mosques or Halal restaurants in the city, Muslim visitors will find restaurants serving vegetarian and seafood dishes.

The small island of Boracay is known for being home to some of the most picture-perfect, award-winning, white sand beaches in the country. While these beaches – especially White Beach - are what draw in tourists, Boracay also offers fantastic shopping opportunities and a variety of adventure sports. The Bat Cave found on the island is another popular spot amongst tourists; especially those looking for adventure, and photographers. Muslims will be able to find one mosque on the island, as well as a couple of Halal eateries. They will also be able to find numerous restaurants serving a variety of fresh and delicious seafood.

Banaue rice paddy

A trip to the Philippines is most certainly not complete without a visit to the enchanting Rice Terraces in Banaue; which were carved into the hillside by the Ifugao tribes over 2000 to 3000 years ago, without the use of any modern tools. Visitors can hike this magnificent engineering feat, enjoy a picnic or take a guided tour. At the foot of the terraces reside some tribes, who tourists can also pay a visit to. Banaue is not the ideal destination for Muslims, since there are no known mosques or Halal restaurants, but Muslim tourists will be able to find vegetarian and seafood items at local restaurants. Also worthy of a visit is the iconic Chocolate Hills of the island of Bohol , the coastal town of Puerto Galera , the beautiful Puerto Princesa Subterranean River in Puerto Princesa , the island of Luzon’s Mayon Volcano , and lastly the Tubbataha Reefs Natural Park.

Taste the Philippines through its Halal Food and Heritage Destinations

Part of the charm of the traditional Filipino hospitality is making sure that visitors have their fill of the best food that their home can offer. The first thing a Filipino will ask their guest is, “have you eaten?” Wherever you go in the country, the dishes offered will vary, as each region has something unique to offer, using their best and freshest ingredients.

The Department of Tourism (DOT) highlights the country’s food traditions through different programs that encourage new dining discoveries such as the Halal Culinary Heritage Series. Launched in July 2021, the initiative showcases unique food finds in Mindanao through a video series posted on the Department’s social media platforms including Facebook, YouTube, and Instagram.

The Mindanao Halal Culinary Tourism is a project of the DOT with the Brunei Darussalam–Indonesia–Malaysia–Philippines East ASEAN Growth Area (BIMP-EAGA). Aside from promoting the heritage of Mindanao and familiarity with its culture, the project also aims to document the culinary practices of the area through food mapping. With this initiative, there will be more knowledge and a better understanding of Filipino Halal cuisines and cooking traditions. The Philippines is creating new experiences and attractions in its different regions, so there is always more to explore.

Halal food trip

Halal food takes on many forms throughout the Philippines. In Manila, there are restaurants and eateries that offer Halal-certified food, ranging from the stalls located in the area known as Muslim Town near the Golden Mosque in Quiapo that offer culinary delights such as Bakas or Bamboo-smoked tuna and a glutinous rice cake called Dodol. For Halal-certified Filipino fare in the Makati district, the El Prado dining outlet of the Berjaya Hotel Makati offers dishes such as Tinolang Manok (chicken in ginger broth with vegetables), a Halal Nilagang Baka (boiled beef with vegetables), and Sinigang na Baka (Beef simmered in a clear sour soup with vegetables).

In the CARAGA region, visitors can have fruits and vegetables served with Guinamos or salt fermented fish as their starter. In Cagayan de Oro, one can have a dry curry Beef Rendang or its fusion version as a Beef Rendang Penne at a restaurant called Torogan Kape. Diners can also try Piaparan a Manok or chicken stewed in coconut milk, turmeric, and a special paste called ‘Palapa’ which is made with scallions, ginger, and turmeric along with local pastry snacks called Tyatag, Lokatis, Apang a Margas, Browa, Dodol, Tapay asa Torogan (Fermented Cassava dessert) .

When in Cotabato, travelers can try the Sinina Kambing or goat meat stewed in spices and served with Crab Rice from Hashy’s Cuisine, which is one of the pioneering Halal restaurants in the region.  From the Maguindanaoan kitchens comes Linigid na Manok, a curry-like dish of chicken stewed in ginger, fresh coconut milk, and turmeric. Palapa is added to the dish to give it depth of flavor. Visitors can try this Halal dish at a restaurant called Mama Ping, a fixture in Cotabato’s dining scene.

In General Santos City, where tuna is abundant, their Halal fish dish is Buntot ng Tuna in Curry sauce and Palapa by Tambilawan Kamayan Restaurant. The Al Kuwait eatery in Iligan offers Pater or Pastil, a dish made with shredded chicken, beef, or fish that is wrapped with steamed rice in a banana leaf for convenient eating.

In the Zamboanga Peninsula, composed of Zamboanga del Norte, Zamboanga del Sur, and Zamboanga Sibugay, there are culinary delights that await. Warm-up with a bowl of Tiyula, which is the Tausug word for soup. Its most popular iteration is the Tiyula Itum, distinctive because of its dark-colored broth that comes from the addition of charred coconut. It is usually made with beef but sometimes goat meat is used. It is one of the anticipated dishes at Tausug gatherings. There is Satti as well which is a breakfast staple in Zamboanga and can be bought from Satti houses like Jimmy’s, Morning Sun, Andy’s, Dennis, and Baytal Mal serving these skewers of beef, chicken, or liver cubes with their own version of the spice-laden sauce as part of their morning offerings.

In the Davao Region, the food culture of the indigenous Kaagans can be tasted through their Amik, a confection that is made by frying a thin sweetened ground rice batter that is swirled dexterously in hot oil by practiced hands. Chili is a favorite ingredient and condiment in Mindanao cuisine and there are many varieties of chili sauce that are available, with innovations such as the Mango Pineapple Hot Sauce from the SpiChef in Davao that serves up sweet-spicy-tangy goodness.

Eat like a local

It is not an understatement that Filipinos love to eat. Get a Filipino picnic feel by packing a coffee break in a handcrafted rattan box that is filled with Filipino mementos.

Set the mood with an Inabel table rug, handwoven from the communities of the Cordillera Mountains using weaving traditions that have been passed down through generations. The Philippines is also home to artisan woodcarvers who craft wood pieces into home decorations and utilitarian items such as an Acacia wooden cup.

Fuel up with a hot brew made from world-class coffee beans that are tended by Filipino farmers. Barako coffee from Batangas is known for its strong flavor and fragrance, which is why it is named after the Filipino word that describes a male wild boar. Benguet coffee comes from a single-origin Arabica varietal that grows in the highlands of the Cordilleras that is loved for its chocolate, fruity, and floral notes. The Robusta coffee harvested from the country’s lowlands in Cavite, Bulacan, and Mindoro has a high caffeine content and is the most commercialized varietal, used in local instant coffee products.

Sweeten the deal with Muscovado sugar from the sugar plantations of Negros whose hacienderos like to pair their afternoon drinks with crisp bites of Paborita Biscuits. These are flaky discs made with wheat flour, sugar, and skim milk which originated from the Noceda Bakery that was established in Negros back in 1947.

More dishes to discover

There are even more food discoveries to be found in the Philippines, with a culinary heritage that has been passed down from generations. While there are new dishes that have evolved from the basic recipes through the years, the flavors are just as rich and exciting.

Dot prioritizes halal tourism as philippines gains recognition as muslim-friendly destination.

halal tourism in the philippines

Big win for the Philippines! The country was just named an “ Emerging Muslim-friendly destination ” for the second year in a row by the Mastercard-CrescentRating Global Muslim Travel Index (GMTI) 2024 . This ranking looks at how welcoming places are for Muslim travelers. The news came out at the Halal in Travel Global Summit in Singapore held last May 30.

In its 2024 results, the GMTI described the Philippines as an “Emerging Muslim-friendly non-OIC Destination “focusing on building capacity to welcome tourists through various initiatives. These include Halal food across the destination and integrating Muslim- Friendly amenities at major tourist spots. Tourism authorities have placed Halal tourism high on their priority agenda, evidenced by their action to enhance the Halal tourism portfolio and raise awareness among tourism stakeholders about the values and practices important to Muslim travelers.”

Department of Tourism (DOT) Secretary Christina Garcia Frasco was elated with the recent citation noting that this is an affirmation of the current Administration’s commitment to diversity and inclusivity.

“ The Philippine Department of Tourism recognizes the significance and potential of Halal Tourism in contributing to the growth and diversity of our tourism industry. As a country known for its warm hospitality, rich cultural heritage, and breathtaking natural attractions, catering to the needs of Muslim travelers through the development of Halal Tourism is crucial in ensuring that we raise our competitiveness in the global tourism market, ” enthused Secretary Frasco.

“ Halal Tourism presents a rapidly growing market segment. By prioritizing this, we not only demonstrate our commitment to inclusivity and cultural sensitivity but also open up opportunities to attract more Muslim travelers from around the world, while expanding markets for our tourism stakeholders and creating more livelihood and employment for our fellow Filipinos, ” added the tourism chief.

Beefing up Halal Tourism in the Philippines

To recall, Halal Tourism is a priority product under the recently approved National Tourism Development Plan (NTDP) 2023 to 2028.

On the sidelines of the recently held Arabian Travel Mart (ATM) 2024 attended by Frasco, the DOT signed a Memorandum of Understanding (MOU) with Megaworld Hotels and Resorts, committing all their properties to be Muslim-friendly.

The Philippines also signed an MOU with the State of Qatar in April this year, aiming at strengthening cooperation, particularly in the aspects of mutual development and growth of tourism and business events.

“ Adapting to the changing needs of Muslim travelers by offering Halal-friendly accommodations, dining options, prayer facilities, and other services not only enhances the overall visitor experience but also showcases our respect for diverse cultural and religious practices. This, in turn, fosters goodwill and strengthens our reputation as a welcoming and inclusive travel destination, ” stressed Secretary Frasco.

Positive Recovery rate in arrivals from GCC Countries

According to DOT data, arrivals from the Gulf Cooperation Council (GCC Middle East) have posted a recovery of 115 percent.

In 2019, arrivals from the Middle East region accounted for 68,562. Visitor arrivals from the Kingdom of Saudi Arabia reached 43,748, followed by UAE with 10,192 tourists, and Kuwait with 6,309. Meanwhile, tourists from Bahrain totaled 3,296, while Oman and Qatar had 2,526 and 2,491 visitors, respectively.

In 2023, foreign tourist arrivals from the GCC have overtaken the 2019 figures, reaching 79,041 and posting a 115.28 percent recovery rate. UAE led the surge of tourist arrivals to the Philippines with 33,769, followed by Saudi Arabia (19,311), Qatar (10,438), Kuwait (6,915), Bahrain (5,886), and Oman (2,695).

GMTI 2024 Rankings

Meanwhile, according to Mastercard, “ the Philippines recorded an increase in its score on communications compared to 2023. Among non-OIC destinations, the Philippines has steadily increased its appeal to Muslim tourists by strategically developing their Halal Tourism portfolio, enhancing halal accreditation of hotels and restaurants, and conducting Halal awareness orientations. This effort builds on their achievement of winning the Emerging Muslim-friendly Destination of the Year award in last year’s Halal in Travel Global Summit, based on GMTI 2023 results. ”

Meanwhile, Fazal Bahardeen, Founder & CEO of CrescentRating, also added: “ It is also positive to see the Philippines continue to improve its score, which demonstrates the unwavering commitment of the Department of Tourism to bolstering Muslim-friendly tourism and advancing the destination’s appeal. ”

According to the joint report of Mastercard and CrescentRating, the Muslim population is projected to increase from 2.12 billion in 2024.

Developed jointly by card services corporation Mastercard and leading Halal travel authority in 2011 CrescentRating, “ GMTI, now in its ninth year, analyzes data across 145 destinations using the ACES framework, built around metrics on Access, Communication, Environment, and Services. Over time, the criteria have evolved to keep pace with the changing needs of Muslim travelers. ”

Ah yeah! Thanks for sharing… very timely.

Philippines Sees 115% Surge in Muslim Tourists from GCC Countries

Muslim tourists

In recent years, the Philippines has become a top destination for Muslim tourists, demonstrating significant growth and commitment to catering to this demographic. According to the latest data from the Department of Tourism, arrivals from the Gulf Cooperation Council (GCC) countries surged by an impressive 115% in 2023 compared to 2019. This growth underscores the Philippines’ rising appeal as a Muslim-friendly destination.

Record-Breaking Record-breaking Tourist GCC

In 2023, the Philippines welcomed 79,041 tourists from the GCC, surpassing the pre-pandemic figures of 68,562 in 2019. This remarkable recovery highlights the country’s efforts to enhance the sector to attract more Muslim visitors. Leading the influx were tourists from the United Arab Emirates, with 33,769 arrivals. Saudi Arabia followed with 19,311 visitors, while Qatar, Kuwait, Bahrain, and Oman contributed 10,438, 6,915, 5,886, and 2,695, respectively.

These numbers reflect the growing interest of Muslim tourists in the Philippines, driven by the country’s strategic initiatives to cater to their specific needs.

Strategic Enhancements in Halal Tourism

The Philippines has made significant strides in enhancing its Halal tourism portfolio, a key factor in attracting more Muslim tourists. According to Mastercard, the country has improved its communication and marketing strategies, which has significantly boosted its appeal among non-OIC (Organization of Islamic Cooperation) destinations.

To ensure a seamless experience for Muslim travelers, the Philippines has focused on several key areas:

  • Halal Accreditation : The government has enhanced the halal accreditation of hotels, restaurants, and other tourist establishments, ensuring that Muslim visitors have access to halal-certified services.
  • Halal Awareness : Conducting regular halal awareness orientations and training programs for local businesses and tourism stakeholders has been pivotal in creating a more inclusive environment for Muslim tourists.

These efforts have not gone unnoticed. The Philippines was recognized as the Emerging Muslim-friendly Destination of the Year at the Halal in Travel Global Summit, based on the Global Muslim Travel Index (GMTI) 2023 results. This accolade was awarded for the second consecutive year, cementing the country’s status as a preferred destination for Muslim travelers.

A Growing Appeal Beyond the GCC

The appeal of the Philippines extends beyond the GCC countries. Efforts to promote the country as a Muslim-friendly destination have also resonated with travelers from other parts of the world. Initiatives like the introduction of halal-certified food options, prayer facilities in airports and major tourist spots, and marketing campaigns targeting Muslim-majority countries have all contributed to this growing appeal.

For instance, tourists from Indonesia and Malaysia have also shown increased interest in the Philippines, attracted by the country’s efforts to accommodate their religious practices. Additionally, partnerships with international Muslim travel agencies and participation in global halal tourism forums have further boosted the Philippines’ profile.

The Future of Muslim Tourism in the Philippines

As the Philippines continues to develop its halal tourism sector, the future looks promising. The government’s commitment to creating a welcoming environment for Muslim tourists is evident in its ongoing efforts to improve infrastructure, services, and cultural sensitivity.

In 2024, the Philippines aims to attract even more Muslim tourists by expanding its range of halal-certified accommodations, enhancing its marketing efforts, and hosting more halal tourism events. These initiatives are expected to drive further growth and position the Philippines as a top destination for Muslim travelers worldwide.

The Philippines’ emergence as a leading destination for Muslim tourists is a testament to its strategic efforts and commitment to inclusivity. With a remarkable 115% increase in tourist arrivals from the GCC and continued enhancements in halal tourism, the country is well on its way to becoming a preferred choice for Muslim travelers seeking a unique and accommodating travel experience.

Philippines Seriously Pursuing the Halal Tourism Market

HALAL tourism looks set to become a key component of wider sector growth in the Philippines, as the government moves to support the segment’s development through a major investment drive. The halal tourism market is projected to be worth $238bn by 2019, up from around $145bn in 2014.

The Philippines has sharpened its focus on tourism in recent years. The country welcomed 5.4m visitors in 2015, up 11% on the previous year’s figures. Approximately 566,000, or 10.5% of arrivals, hailed from countries with a significant Muslim population, according to data issued by the Department of Tourism (DoT) in February.

Partnership With Crescentrating

In mid-February the DoT announced plans to team up with the international halal tourism authority CrescentRating to help promote the segment’s expansion in the Philippines.

In a separate development, the DoT announced a series of incentives in mid-January targeting tourism and travel operators, which it hopes will encourage them to obtain halal certification.

The new scheme forms part of a broader bid to fast track the development of halal-friendly services. Under the initiative, the DoT has offered to cover the halal certification fees for at least 50 restaurants.

The establishments being targeted largely operate in hotels, resorts, and the meetings, incentives, conferences and events segment in Manila, Davao, Cebu and Boracay. While restaurants will be the initial focus of the incentives programme, support will also be given to other tourism-related businesses looking to obtain halal certification, the DoT said.

As part of its plans, the department is looking to issue a set of guidelines for the Muslim tourism market by April, ahead of Ramadan and the ensuing Eid Al Fitr holiday, when tourism traditionally spikes.

Lab To Test Sharia-Compliance

The drive to ensure the stringent standards for sharia compliant products are met will be given a boost later this year, when a laboratory opens in Davao City, on the island of Mindanao.

The facility will be tasked with overseeing consumer products testing for halal compliance. The laboratory, which is being built at a cost of P49m ($1m), should be operational by the fourth quarter of the year, according to officials from the Department of Science and Technology.

The opening of a further five testing centres is scheduled to follow in other regions, including Calabarzon, Zamboanga and the Autonomous Region of Muslim Mindanao.

Industry players are also looking to incorporate halal tourism studies into the nation’s hospitality curricula, with the aim of boosting awareness and training professionals to work in the industry. — Oxford Business Group

MANILA – For the second straight year, a global travel index has recognized the Philippines as an “Emerging Muslim-friendly destination” among nonmembers of the Organization of Islamic Cooperation (OIC), the Department of Tourism (DOT) said on Saturday.

Based on the 2024 results of the Mastercard-CrescentRating Global Muslim Travel Index—an annual report benchmarking destinations in the Muslim travel market—the Philippines managed to develop initiatives such as including halal food and integrating Muslim-friendly amenities at major tourist spots in the country.

READ: DOT to further boost ‘Muslim-friendly,’ halal tourism

Increasing appeal

“Tourism authorities have placed halal tourism high on their priority agenda, evidenced by their action to enhance the halal tourism portfolio and raise awareness among tourism stakeholders about the values and practices important to Muslim travelers,” it said.

According to the DOT, the recognition was announced during the Halal in Travel Global Summit held last Thursday in Singapore.

Global payments company Mastercard said the Philippines recorded an increase in its score in the communications category compared to 2023.

“Among non-OIC destinations, the Philippines has steadily increased its appeal to Muslim tourists by strategically developing their halal tourism portfolio, enhancing halal accreditation of hotels and restaurants, and conducting halal awareness orientations,” it said.

Halal tourism

Following the citation, Tourism Secretary Christina Frasco vowed to further expand halal tourism, which “presents a rapidly growing market segment.”

From the Arabic word “halal,” which means “permissible,” halal tourism is a specialized sector that focuses on the specific preferences and requirements of Muslim travelers. These faith-based needs include halal food, prayer facilities and recreational spaces with privacy for women.

“By prioritizing this, we not only demonstrate our commitment to inclusivity and cultural sensitivity but also open up opportunities to attract more Muslim travelers from around the world, while expanding markets for our tourism stakeholders and creating more livelihood and employment for our fellow Filipinos,” she said.

The summit in Singapore coincided with President Ferdinand Marcos Jr.’s visit to Brunei Darussalam, where Frasco entered into a tourism cooperation deal aimed at further developing halal tourism in the Philippines.

According to the DOT, halal tourism is a priority product under the recently approved National Tourism Development Plan 2023 to 2028.

This is due to the positive outlook for the global halal tourism industry.

Rosy projections

According to CrescentRating, an authority on halal travel, Muslim international arrivals are projected to soar to as much as 230 million by 2028.

Their expenditures are also projected to reach a combined $225 billion, highlighting the great potential of this sector to contribute to the overall travel industry’s growth.

The DOT as well as private companies in the Philippine hospitality sector recognize this potential growth.

On the sidelines of the recently concluded Arabian Travel Market 2024 in Dubai last month, for instance, the DOT inked a memorandum of understanding with Megaworld Hotels and Resorts, which vowed to make all their properties Muslim-friendly.

Deal with Qatar

Earlier in April, the Philippines also signed a deal with Qatar to boost cooperation in the mutual development and growth of tourism and business events.

“Adapting to the changing needs of Muslim travelers by offering halal-friendly accommodations, dining options, prayer facilities and other services not only enhances the overall visitor experience but also showcases our respect for diverse cultural and religious practices,” Frasco said.

The DOT noted that arrivals from the Gulf Cooperation Council (GCC Middle East) have more than doubled from prepandemic levels in 2023, reaching 79,041 for a 115.28-percent recovery rate.

United Arab Emirates led the surge of tourist arrivals to the Philippines with 33,769, followed by Saudi Arabia (19,311), Qatar (10,438), Kuwait (6,915), Bahrain (5,886) and Oman (2,695).
