GP Visit Cards for children Under 8

From Friday 11 August 2023 all children aged 0-7 can get a GP Visit Card, which means free GP care for all children under 8 living in Ireland. Previously, this was available for all children under 6.

The expansion will provide free GP care to an estimated 78,000 children aged 6 and 7. Current GP visit cards for children will automatically be extended until their 8th birthday.

Parents can register children for a GP visit card at hse.ie . If a child turns 6 on or after 1 July 2023, and already has a GP Visit Card, their card will automatically be extended by the HSE and they don’t need to register.

New GP Visit Card Schemed extended to Under 8’s

Minister for Health, Stephen Donnelly TD today announced the opening of registrations for GP visit cards for children aged 6 and 7. From today, Friday 11 August 2023, the Under 6s GP Visit Card scheme has been expanded to become the Under 8s GP Visit Card scheme now providing free GP care for all children aged under 8 in Ireland. The move represents the first stage in the biggest expansion in eligibility for free GP care in the history of the state covering up to 500,000 people.

From today, parents can register children aged 6 and 7 for a GP visit card at hse.ie. For many children there will be no need to register as children who turned 6 after 1 July 2023 will have their cards extended automatically by the HSE.

This expansion is supported by the landmark agreement between the Department of Health, the HSE, and the Irish Medical Organisation signed in July 2023 which put in place a series of financial supports for GPs.

Minister Donnelly said:

“We are committed to making healthcare affordable for families. We have abolished inpatient charges, first for children and then for all – saving families up to €800 per year. We have brought the maximum amount payable by households under the Drug Payment Scheme down to €80 per month. We have also continued to build on our collaboration with General Practice and secured an agreement with the Irish Medical Organsiation (IMO) which supports GPs to recruit and retain more staff to better meet demand. We are investing in a significant increase in GP training places, with a recent announcement outlining how training places would increase by a third by 2024, and have partnered with the Irish College of General Practitioners on its very successful non-EU GP Training Scheme which is delivering immediate increased capacity.[*see details below under Note to Editors].

“This expansion of the GP Visit Card scheme marks a significant milestone as we provide families with access to free GP care for children up to 7 years old, extending care for an extra 2 years of a child’s life. I am committed to ensuring that cost will not be a barrier for children’s healthcare. Ensuring that children in Ireland can visit their GP for free gives them access to healthcare at the right time to help ensure their long-term health and wellbeing.”

This expansion of free GP care to children aged 6 and 7 is the first stage of the expansion in eligibility for GP care without charges under the GP Agreement 2023. It will be followed by the expansion of free GP care to people earning up to the median income in September and November this year. In total, approximately 500,000 additional individuals are estimated to become eligible under this expansion, 78,000 children aged 6 and 7 and 430,000 individuals earning up to the median income. As this is the largest expansion in eligibility for GP care without charges ever undertaken, it is necessary to phase its introduction to avoid logjams in the application process. Applications under the median-income expansion will commence in two phases, on 11 September and 13 November.

GP Visit Card now available to all children aged under 8

All children under 8 years of age living in Ireland can get a GP visit card.

The under 8s GP visit card covers:

  • free GP visits
  • assessments at age 2 and 5
  • out-of-hours urgent GP care
  • care for children with asthma

Medication costs and hospital charges are not covered.

You do not need to register for a new GP visit card if your child:

  • is under 6 and has a GP visit card
  • was under 6 on 1 July 2023

Their old card will automatically be extended. They will have free GP care until they are 8.

You need to register for a new under 8s GP visit card if your child:

  • turned 6 before 1 July 2023

Their new card will cover free GP care until they are 8.

How to Register:

You can register your child’s GP Visit Card with your GP of choice through the HSE website. To register online you will need your own PPSN, your child’s PPSN and the name of the GP you wish to register with. All applications will then need to be approved by the GP. Please only register your child’s card with Imokilly Medical Centre if you are already patients with us.

Our practices participate in the free Under 8 GP care scheme, and welcome the children of existing patients under this government programme. However, while all children are entitled to free GP care, it can only be availed of by those who have registered with the HSE and signed up with their practice.  Please note that the scheme applies until 8 years of age (0-7). 

How do I access the Under 8 GP system? 

Medical Card holders: If your child or children have a Medical Card or GP Visit Card they will automatically be registered. When your child needs to see a GP, simply call our surgery as normal to make an appointment. Non-Medical Card holders: If your child does not have a Medical Card or GP Visit Card, you must register them. Click here and follow the steps on the HSE website. You will need the PPS number of the child or children you wish to register, and also your own PPS number as parent or guardian. Select your current GP and practice from the list.

And then what?

You will be notified by the HSE when you are registered for the scheme, hopefully within three or four days. When you log in to register your child with us you will see a list of our doctors. You may not see the name of your usual doctor, so just select one of the other principal doctors. We assure you that afterwards you and your child can still make an appointment with and continue to be cared for by your usual GP.   What is covered by the Under 8 GP scheme?

Put simply, all the normal acute medical care needs of your child under eight are covered, free of charge. In addition, at the age of two and five, your child is entitled to a periodic assessment, which simply involves the measurement of your child's weight and height.  Asthma assessments are provided too, entailing a special review three months after a new diagnosis, and also an annual review. Influenza vaccination is also highly recommended, in September and early October each year.

Children who have an under 6s card

You do not need to register for a new GP visit card if your child -  is under 6 and has a GP visit card -  was under 6 on 1 July 2023 Their old card will automatically be extended. They will have free GP care until they are 8. 

What is not covered by the under 8 GP scheme?

While the Under 8 GP scheme covers most routine needs of your child, it doesn't stretch to a range of non-medical tasks that are often carried out by our practice.  While these can still be facilitated, they will incur a fee.

Items not covered, as suggested by the HSE, include:

-   travel vaccinations -   paediatric phlebotomy -   passport / identity reports / letters -   créche reports -   utilities reports / letters -   insurance medicals / reports -   school attendance notes / certificates -   sports medicals / reports -   letters in support of applications for services under the Social Welfare Acts (housing, clothing etc).

Please sign your under 8 children up for the GP visit card today so that you have it when you need it.   We cannot provide GP care free of charge if you have not registered your under 8 child with the HSE.

The HSE is encouraging all those who may be eligible to apply online via  hse.ie/gpvisitcards  following the announcement by Minster for Health Stephen Donnelly TD.

Encouraging those eligible to apply for a card Shaun Flanagan, HSE Assistant National Director, Primary Care Reimbursement Service said:   “The HSE would encourage all those who think they may be eligible to apply. It’s important to remember that you could quality even if the amount of money you earn is high and if your expenses are also high. Your application will be means tested and you will be asked to self-declare your income and allowable outgoings.

“When you apply, you should have you PPSN number, income and expense details, marital status, DOB (date of birth) and details on any children dependent on you to make it easier for you. Remember the quickest and easiest way to apply for a GP visit card is  online .

“GP visit cards allow the holders to access GP care without charges. If you have a GP visit card, you don't have to pay to see your doctor, but you will have to pay for medicines and other services.”

People can apply for a GP visit card if they are age 8 to 69, live in the Republic of Ireland or plan to live here for at least a year, and will be income tested. This means we look at a person’s income, personal circumstances and expenses to see if they qualify.

The HSE operates random and targeted control processes to ensure that only those who qualify receive means tested GP visit cards. You may be asked to produce supporting documentation to process your application.

From 11th August 2023 , the GP Visit card eligibility has expanded to include children ages 6 and 7 years, up to their 8th birthday. Patients whose existing cards have already expired will need to reapply.

Please note, we are accepting existing patients' applications in the first instance; new patients' applications will be dealt with as soon as possible. If you receive a letter from the HSE, your application is still pending on our system, so you do not need to reapply. 

In order to register your child or children you will need the following information:

  • The PPS number of the child or children you wish to register. What's a PPS Number?  If you do not have a PPS number and your baby is under two months of age, you can register by leaving the PPS number blank. If you leave the PPS number blank, the HSE will write to you separately to acquire the PPS number.
  • The PPS number of the child's parent or guardian.
  • Your email address.

My child is almost 8, should I still register them under this scheme?

Yes, please register all your children under the age of 8. Your child will be eligible to be included in this scheme, until the end of the month after your child’s (children’s) 8th birthday. For example if your child is 8 on 12th March, their eligibility will run until 31st March that year.

What if my child (children) already has a Medical Card?

If your child already holds Medical Card eligibility, there is no need to register them for inclusion in this scheme. However if your family circumstances change in the future and your family no longer qualify for Medical Cards, you should then register your child (children) under 8 for inclusion in this scheme. If you and your family are applying for assessment for Medical Card/GP Visit Card, you should still include the details for your child (children) under 8, as a threshold for the child (children) will be included in the assessment of your Medical Card/GP Visit Card application. Your child (provided that they are under 8) will also then be automatically registered under the GP Visit Card Under 8s scheme. If your family is assessed as being eligible for a Medical Card your family (including your child) will receive Medical Cards. If your Medical Card application is unsuccessful, your child (children) under the age of 8 will be provided with a GP Visit Card under the GP Visit Card Under 8s scheme. 

I have registered my child online - what happens next? 

Once you complete the registration process, details are sent to us to approve your application. Once we have confirmed the application, a GP Visit Card will be issued to all eligible children within a few days. 

Will I have to pay for medicines prescribed by my GP?

Yes; the GP Visit Card for children under 8 does NOT cover the cost of medications prescribed by a GP, or hospital charges. If you child has eligibility under the Long Term Illness Scheme they will receive drugs, medicines and medical and surgical appliances directly related to the treatment of their long term illness free of charge. If you don't have a Medical Card, you should apply for a Drugs Payment Scheme Card . Under this scheme, an individual or family will pay a maximum of €144 per month for approved drugs, medicines and certain appliances for use by them in that month.

Free GP Care to Under 8 Children

As part of our commitment to delivering the best medical care to our patients and our community this practice has opted in for the Free GP care to children under 8 years of age.

Undoubtedly this new age bracket will add additional pressure on our daily appointments.  We are confident that with the co-operation of Parents/Guardians we will continue to see those most in need of an appointment as quickly as we can.

There will be a limit in how many patients we can safely see each day and we will continue to follow best medical practice, prioritising those in more need of an appointment.  Routine appointments should be booked in advance hopefully with the GP of your choice. Urgent same day appointments will be made and given to those in most need and the choice of GP will not be an option – For this to work, we must have the co-operation of Parents/Guardians.

Registration process for patients – open from August 11 th  2023

It continues to remain the responsibility of the parent/guardian to register your child for this contract.

You will need the registering child’s PPS number.

1. Log on to  www.GPVisitCard.ie

2. Follow the instructions. The practice is registered under Dr John Ferguson .

3. After selecting this we would ask that you choose Dr Vladimir Posada Viera as GP of choice – (note this does not affect the GP of choice your child usually attends).

4. On completion you will receive a confirmation email telling you a request has been sent to your chosen GP for approval.

5. The surgery approves requests daily.

6. When your application is approved a card with the GMS number on it will be sent out in the post to you. 

7. It is vital you contact the practice with this number as we need to enter this number on to our system to ensure your child is added correctly to our panel.

9. We can only see under 8 children free of charge who are on our panel therefore we would encourage you to register now if you haven’t already done so.

What is a medical card, how to qualify for a medical card, do you qualify without a means test, how to apply for a medical card, medical cards for children and young people, appeals, reviews, renewals and managing your medical card, more information.

If you have a medical card, you can get certain health services free of charge. Usually, your dependent spouse or partner and your children can also get the same range of health services for free.

Your medical card is issued by the Health Service Executive (HSE) .

Who can apply for a medical card?

If you are ‘ ordinarily resident ’ in Ireland you can apply for a medical card. This means that you are living in Ireland and intend to live here for at least one year.

To qualify for a medical card, your weekly income must be below a certain figure for your family size. Cash income, savings, investments and property (except for your own home) are taken into account in the means test (see ‘How to qualify for a medical card’ below).

GP visit cards: If you do not qualify for a medical card on income grounds, you may qualify for a GP visit card .

Medical cards for people coming from other countries

If you are coming to Ireland from Ukraine under the Temporary Protection Directive, you may be entitled to a medical card immediately. There is a special medical card application form (pdf) for people from Ukraine . Read information from the HSE in Ukrainian and Russian .

If you are coming from a country in the European Union, United Kingdom or another non-EU country you can check if you can get a medical card and your entitlement to public health services in Ireland.

What services does the medical card cover?

You are entitled to many health services, other services and some prescription medicines with a medical card. You can check what is covered on our page Services for medical card and GP visit card holders .

To qualify for a medical card, your weekly income must be under a certain amount. The HSE will complete a means test to check your income. Some people can qualify automatically without a means test, see ‘Qualifying without a means test’ below.

There are different guidelines for the means test depending on whether you are aged over or under 70. See:

The HSE assessment of a couple for medical cards is based on the age of the older person.

Discretionary medical card

If your income is above the limit, you may still be able to get a medical card if your circumstances would result in financial hardship without one. This is sometimes called a discretionary medical card .

The application process for the discretionary medical card is the same as for the means tested medical card, but you should also include information about your family’s medical expenses in your application.

Apply online for a medical card

You can apply online for a medical card and GP visit card on mymedicalcard.ie . This is the quickest method of getting the card.

Or you can download a medical card and GP visit card application form:

  • MC1(a) Medical Card and GP Visit Card Application Form - People Aged 70 Years or Older (pdf) if you are aged over 70

You can also get the application form and a list of participating GPs from your local health centre or Local Health Office for your area.

You return the form to the Client Registration Unit (address below), along with any documents required . If you are applying online, you can upload photos, scans or photocopies of the original documents specified on the form.

Selecting a doctor

The HSE have a list of doctors that accept medical card patients (pdf ).

If you apply online, the HSE will contact the doctor you select and ask them to accept you as a medical card patient.

If you apply using the printed application form, you can call the GP that you have chosen from the list of participating doctors (pdf) . Usually, the GP you select must be within 7 miles of where you live. If the GP agrees to accept you as a patient for medical card GP services , you can send them the form to sign.

If you use the printed application form and you have been a medical card patient within the last 6 months and you want to keep the same GP, you should state this on your form.

If your preferred participating GP cannot accept you as a medical card patient, they may not be currently accepting new patients and you should try another participating GP in your area (pdf) .

If you are refused by 3 GPs, the HSE will assign a doctor to you. State this on your application, including the 3 names of declining GPs and their clinics. The GPs need to be based at three different clinics.

If you have a medical card, your child is included as a dependent on that card and can get the same medical card services as you. If you do not qualify for a medical card, your child may still get a medical card if they:

  • Are in residential care
  • Living in Direct Provision
  • Have been diagnosed with cancer within the last 5 years
  • Are in foster care

Adding an infant to your card

If you have a medical card and you have a baby, you can apply for a card for them if you are getting Child Benefit for your new baby.

To apply, send a cover note with:

  • Your name, address,
  • Your phone number,
  • Your PPS number and your child's PPS number
  • Your medical card details
  • A photocopy of the child's birth certificate

If you are aged 16 to 25 and dependent on a parent or guardian, you are eligible for a medical card if your parent or guardian has a medical card.

If you are already included on your family's card , you will be sent your own card when you turn 16.

If you are not already included on your family’s card you must send in your own medical card application form (pdf) and your parents or guardians need to apply for you too. Send both applications together.

This does not apply if their income is above the means test limit and they have a discretionary medical card.

Applying for a medical card when aged 16 to 25

If you live with your parent or guardian and you have an income over the medical card income limit for a single person living with family , you are considered financially independent, and the usual means test applies. you must complete your own medical card application form (pdf) .

If you are not living with or dependent on a parent or guardian, then you are considered as financially independent, regardless of income. You must complete your own medical card application form (pdf) and your application is assessed using the means test for people aged under 70 .

Domiciliary Care Allowance

If you have a child for whom you are getting Domiciliary Care Allowance , the child is eligible for a medical card, without a means test.

If the child does not have a medical card or GP visit card, you can register the child for a medical card online or download a registration form (pdf) .

If the child already has a medical card or GP visit card, you do not need to register; they will be automatically registered for a medical card.

Children diagnosed with cancer

Children under the age of 18 who have been diagnosed with cancer within the last 5 years are eligible for a medical card without a means test. The application form does not require information about income but does require a medical report. You can download the Medical Card Application Form for Children under 18 years, Form MC1 (b) (pdf).

GP visit card for children under 8

If your child does not qualify for a medical card and is under 8, they can get a GP visit card for children under 8 without a means test. If your child is over 8 years, the GP visit card is means tested.

If your circumstances change, you must tell the HSE as you may no longer be eligible for a medical card. For example, if your income or family circumstances change, you must inform the Medical Card Unit as soon as possible — their contact details are at the end of this webpage.

Medical card expiry date

Your medical card is valid for a set period of time. It has a ‘valid to’ date on it.

Your card will be reviewed by the HSE periodically. The HSE will write to you at the address you applied with to check if you still qualify for a medical card.

They will also review your details to check if you qualify before they renew your card.

Medical card reviews and renewals

You may be sent a letter with a PIN code from the HSE, inviting you to use the online medical card application system to review your medical card.

If you do not provide the information they ask for, your application cannot be re-assessed and your card may not be re-issued.

If you need a paper form, rather than the online review form, complete and return MC1 Medical Card and GP Visit Card Application Form (pdf) . If you are aged over 70, the review notice you get will include a form that you can use instead of the online review form.

If you complete the review form by the given date but the review process continues past the expiry date of your card, the card’s validity may be extended so that you can continue to use it while the review is taking place. The extension is on a month-by-month basis so you should contact the Client Registration Unit to confirm that your card has been extended and continues to be valid.

Your medical card when you re turn to work

If you are getting a social welfare payment for a year or more and return to work , you may be able to keep your medical card for up to 3 years. You will need to submit a new medical card application stating that you are applying on this basis. Your dependent family members may qualify to keep their card, even if they become employed during this 3 year period.

People taking part in certain government schemes may keep their medical cards while they are on the scheme. See the assessment guidelines (pdf) for the list of schemes.

Your medical card if you move house

You can use your medical card for up to 3 months if you are living temporarily in a different area. In this case, you can attend any GP in the area participating in the medical card scheme.

If you are going to be away longer than 3 months, you do not have to re-apply for a new Medical Card. However, you must tell the HSE that your address has changed and you will need to change your GP if you have moved area.

Contact your new Local Health Office or check the list of participating doctors working in your new area.

Changing your address

If your address has changed, you must give the HSE your new address. You can phone Lo-call 0818 22 44 78 or 01 864 7100 or email [email protected] . You will need to provide:

  • Proof of address such as a utility bill dated within the last 3 months
  • Name and PPS number for everyone on the card
  • Name and PPS number of dependants with their own cards living with you

Changing your GP

If you are changing your GP, you complete a Change of Doctor Form (pdf) , giving details of the new doctor. The form is available online or by phoning Lo-call 0818 22 44 78.

Appealing if you are refused a medical card

If you have been refused a medical card and are not satisfied with the decision, you may have it reviewed. Your circumstances may have changed or you may have left out some relevant information from the original application. The contact details will also be contained in your letter of refusal.

The Appeals Office will conduct a reassessment of your application. This will be conducted by HSE staff who were not involved in deciding on your original application. You can read about appealing a medical card decision on the HSE website .

F1 News: Mercedes Optimistic For Barcelona After 'Invisible' Upgrades

Mercedes, a stalwart on the Formula 1 circuit, started this season with lackluster results but recently began displaying a promising uptick in performance, thanks to a series of subtle yet impactful upgrades. Particularly after an impressive showing at the Canadian Grand Prix, where George Russell notched a pole position and a third-place finish, followed closely by Lewis Hamilton in fourth, the team has been buoyed by a fresh wave of optimism. 

Toto Wolff, the Team Principal of Mercedes, while buoyed by the success in Canada, remains cautiously optimistic about maintaining this upward trajectory. Wolff highlighted that not all significant car updates are apparent to the public and press. He pointed out a new front wing initiated in Monaco on Russell's car, which was also fitted to Hamilton’s vehicle for the following race. Wolff explained the nuanced nature of their update strategy.

"If you introduce a part that is very visible, such as part of the bodywork or a front wing, in many cases there is only talk about what influence it has had on performance," he told the press .

The integration of numerous enhancements, both minor and major, across recent races is starting to bear fruit, Wolff elaborated.

"In reality, over the last three races we have introduced many new parts, both visible and invisible, which have each contributed a few milliseconds to improving our performance. All those small improvements have had a positive effect and that is also the result of the enormous efforts of our people in the factory. Everything is really moving well now."

Looking ahead, Wolff disclosed that additional updates are expected for the upcoming Spanish Grand Prix, humorously suggesting these improvements could unrealistically boost performance by "two seconds!" However, he tempered expectations with a dose of reality.

"I don't dare say anything about it yet. If all things coordinate well, there is a good chance that the flow between different parts and structures will become a lot more efficient. Then you can also optimize the ride heights. We now notice that we are gradually improving. Generate a little more performance, so in Barcelona we hope to take the next step and see it reflected on the stopwatch."

With Mercedes' hopes pinned on the recent and upcoming updates, the rest of the paddock will be keeping an eye on what changes they've made.
