Israel Ministry of Tourism say UAE travellers can now visit Israel

For the first time around, Israel is now open to all travellers residing in the United Arab Emirates (UAE).

As of 01 March 2022, vaccinated and unvaccinated tourists of all ages are permitted to enter Israel upon presenting a negative PCR test before departure and after arriving in Israel. The Israel Ministry of Tourism made the official announcement at the Expo 2020 Israeli Pavilion on 15 March 2022. The announcement follows a recent agreement between the UAE and Israel extending visa-free entry to all UAE nationals as part of the ongoing strategic partnership between both countries.   

Following the announcement, the Israel Ministry of Tourism hosted a B2B workshop for travel partners in the UAE. Dignitaries from the Ministry shared an informative destination presentation showcasing exceptional prospects for post-covid tourism. The workshop attracted over 65 agents from the travel industry, followed by a pavilion tour to the travel trade partners and media. The event concluded with a networking gala serving Israeli delicacies and music that welcomed top travel stakeholders in the market.

Israel’s tourism offering: Israel is a global destination attracting over 4.5 million tourists in 2019 alone. The country provides the perfect conditions to accommodate all UAE visitors, including halal food restaurants. The local Israeli Kosher food is halal-friendly and is liked by many tourists. Additionally, the country offers diverse family-oriented hotels and heritage sites which can be explored with the help of Arabic tour guides.

Speaking at the event, Ksenia Kobiakov, New Markets Development Department Director, Israel Ministry of Tourism, said: “There is a tremendous potential in the UAE to drive incoming tourists to Israel. I hope travellers from the UAE will appreciate Israel’s unique offerings, and I believe they will want to visit more than once. We look forward to welcoming UAE tourists to witness the wonders of our country. This year, our focus would be to introduce the hidden gem to the travellers from this market. We are looking to promote the country as a destination targeting families, FIT experiential travellers, religious, MICE (Meetings, Incentives, Conferences and Exhibitions) and leisure travellers through various B2B and B2C activities like media and trade familiarization trips, roadshows, cooperation with travel trade and airlines.”

Residents in the UAE can now apply for visas to travel to Israel

Starting from August 1, UAE residents are now eligible to apply for visas to travel to Israel.

Applicants may visit the Abu Dhabi office of VFS Global to submit their visa applications for travel.

According to VFS Global, “the center will accept applications for tourism, business, student, conference, medical, relatives, and family visit categories.”

The UAE and Israel agreed to offer a mutual entry visa exemption for its citizens right after the signing of the historic Abraham Accords in 2020.

The initiative is designed to improve the tourism and economy and enhance the bilateral relationship between the two countries. BKM/ Expat Media

Israeli tourists and those traveling to the UAE for business will not need visas to enter the country. Those who plan to study, work or volunteer in the UAE, or are traveling for religious reasons, will still need a visa.

The Department reminds U.S. citizens of the continued need for caution and increased personal security awareness as security incidents often take place without warning. The security environment remains complex and can change quickly depending on the political situation and recent events. U.S. citizens should heed the  Travel Advisory  for Israel, the West Bank, and Gaza. The U.S. Embassy continues to closely monitor the dynamic security situation in Israel, the West Bank, and Gaza. There are active military operations and active rocket and mortar fire in Gaza and the Gaza periphery.  Terrorist groups, lone-actor terrorists and other violent extremists continue plotting possible attacks in Israel, the West Bank, and Gaza. Terrorists and violent extremists may attack with little or no warning, targeting tourist locations, transportation hubs, markets/shopping malls, and local government facilities. Violence can occur in Israel, the West Bank, and Gaza without warning. If you require emergency assistance while in Israel, the West Bank or Gaza, contact the  U.S. Embassy in Jerusalem  by email ( [email protected] for those in Jerusalem, the West Bank, and Gaza or [email protected] for those in Israel outside of Jerusaleml).

Individuals seeking to depart Gaza: As of May 7, the Israel Defense Forces control the Gaza side of the Rafah Crossing. Since that day, the Rafah Crossing between Egypt and Gaza has remained closed. As soon as the U.S. Embassy in Jerusalem receives information regarding new exit procedures from Gaza to Egypt, including when crossings resume, we will communicate this to the public immediately.

This remains a complex situation with serious implications for the safety and security of U.S. citizens. U.S. citizens in Gaza in need of assistance should contact [email protected] . U.S. citizens in Gaza are reminded that the U.S. government is unable to provide routine or emergency consular services to U.S. citizens in Gaza as U.S. government employees are prohibited from traveling there.

The U.S. government does not control who is permitted to depart Gaza or enter Egypt. Individuals must assess their own safety and risks in attempting to cross the border. Individuals permitted to enter Egypt will likely receive a 72-hour Egyptian visa; all those who cross should have a plan for onward travel from Egypt in this timeframe. U.S. citizens, LPRs and their immediate family members who successfully enter Egypt and require further consular assistance should contact the  U.S. Embassy in Cairo  via the  U.S. Citizens Services Navigator .  Individuals may apply for a U.S. visa at any U.S. Embassy or Consulate; U.S. immigration laws and regulations will apply.

We continue to work in partnership with Egypt and Israel towards safe passage for U.S. citizens, LPRs, and their immediate family members.

Immediate family members of U.S. citizens include:

  • unmarried children under the age of 21, and
  • parents of U.S. citizens.

If the U.S. citizen is under 21, immediate family will also include any siblings who are also unmarried and under 21.

  • unmarried children under 21 years of age.

The Israel Ministry of Tourism made the official announcement at the Expo 2020 Israeli Pavilion on March 15.

The announcement follows a recent agreement between the UAE and Israel extending visa-free entry to all UAE nationals as part of the ongoing strategic partnership between both countries.

Following the announcement, the Israel Ministry of Tourism hosted a B2B workshop for travel partners in the UAE. Dignitaries from the Ministry shared an informative destination presentation showcasing exceptional prospects for post-Covid tourism.

The workshop attracted over 65 agents from the travel industry.

Speaking at the event, Ksenia Kobiakov, New Markets Development Department Director, Israel Ministry of Tourism, said,

“There is a tremendous potential in the UAE to drive incoming tourists to Israel. I hope travellers from the UAE will appreciate Israel’s unique offerings, and I believe they will want to visit more than once. We look forward to welcoming UAE tourists to witness the wonders of our country. This year, our focus would be to introduce the hidden gem to the travellers from this market. We are looking to promote the country as a destination targeting families, FIT experiential travellers, religious, MICE (Meetings, Incentives, Conferences and Exhibitions) and leisure travellers through various B2B and B2C activities like media and trade familiarization trips, roadshows, cooperation with travel trade and airlines.”

Flydubai operates 14 flights a week, twice a day, between Dubai and Tel Aviv-Yafo. Etihad Airways and Wizz Air offer direct flights from Abu Dhabi to Tel Aviv-Yafo. In addition, travellers can also opt for Israeli airlines like El-AL, Israir, Arkia Airlines for direct connectivity between both destinations.

Furthermore, Emirates Airlines has announced daily Tel Aviv flights from June 23.

The Ministry is organizing a B2C promotion at the Israel Pavilion starting this week until March 31, where participants can win goodies. Two lucky winners will get a chance to win free tickets to Israel.

Additionally, Israel has signed a partnership with VFS Global as their tourism representation agency in the UAE.

Abu Dhabi: The Ministry of Foreign Affairs and International Cooperation announced that within the framework of the existing cooperation between the UAE and the State of Israel following the signing of the Abrahamic Peace Agreement, and in order to facilitate travel procedures to the UAE at the present time, tourist visas have been activated to enter the UAE through companies Aviation, travel and tourism offices for Israeli passport holders until the completion of the constitutional procedures to ratify the agreement on mutual exemption from entry visa requirements between the two countries.

The Abrahamic peace agreement included an agreement to activate travel procedures for the citizens of the United Arab Emirates and the State of Israel, which is expected to enter into force soon.

On the first of last November, the Cabinet headed by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister and Ruler of Dubai, ratified an agreement between the UAE and the State of Israel regarding mutual exemption from entry visa requirements.

His Highness Sheikh Abdullah bin Zayed Al Nahyan, Minister of Foreign Affairs and International Cooperation, signed the Abrahamic Peace Agreement between the UAE and the State of Israel on September 15, 2020, opening a new page of relations between the two countries, which stimulates concerted efforts to enhance stability and security in our region.

An Emirati governmental delegation visited Israel on October 20, and discussed cooperation in the fields of investment, trade and technology, and the two sides also signed agreements in various economic sectors.

The working groups are advancing a number of bilateral initiatives in various key sectors including logistics, air links, tourism, cultural exchange, education, medicine, scientific research, and telecommunications.

Some UAE residents who are hoping to finally turn their Japan holiday dreams into reality are facing a challenge: It is a struggle to get a visa.

Japan recently suspended its e-visa system — a facility launched in 2023 to make the application process easier for UAE residents. While Emiratis can visit the country visa-free, many expats have to secure the permit prior to their trips.

Now, those applying for a visa to the popular East Asian destination have to e-mail its Dubai consulate for an appointment. However, travellers and agencies that Khaleej Times spoke to said it was "almost impossible" to get a slot and several requests were being "rejected".

Rafeez Ahmed, a Dubai-based travel vlogger, is planning to explore Japan for two weeks in September — but instead of counting down to the big day, on Wednesday, he was anxiously compiling his documents for visa application. This would be his second attempt.

"I was working with an agency to get an appointment but they had been trying to get one for the past two weeks. They sent four letters to the consulate and all four were rejected or denied," Rafeez told Khaleej Times.

"Now, I spoke to another agency who said they could give me an appointment for July 1," said the Indian expat, keeping his fingers crossed.

New process after e-visa suspension

With the e-visa, applicants just had to log into a website, submit the requirements, and pay the fees (Dh80 for most nationalities and Dh20 for Indians).

This online visa system, however, has been suspended in Dubai since April 27, according to a call centre executive for the Japanese Consulate-General in the emirate.

To secure an appointment, applicants now have to send an e-mail to the consulate between 8am and 10am on weekdays. The mission published a guide on its website (www.dubai.uae.emb-japan.go.jp/), specifying the details that must be included in the e-mail.

If an appointment is confirmed, the consulate will reply by 4pm with an appointment for the next day. If an applicant doesn't get a response, it means the request "was not successful" — and he/she will have to send another e-mail request the next day.

In its guide, the consulate said that an application will not be accepted if the travel date is "more than 3 months or less than 2 weeks at the time of application".

'We just got tired of trying'

For some travel agencies in Dubai that sent countless e-mails for visa appointments — there was never an answer.

Malou Prado, CEO of MPQ Travel and Tourism, said sending these e-mails did not work at all. "At first, we just kept sending these appointment requests to the consulate but we didn't get any response. We just got tired of trying."

A customer service representative of another agency, Akbar Travels UAE, said they used to help residents apply for Japan visas. "But after the e-visa suspension and because of multiple rejections, we just stopped offering the service."

Even travel platform Musafir.com encountered the same challenges, according to Rashida Zahid, vice-president for the agency's operations.

Two days ago, however, they were able to get visas processed, Zahid said. It is touch and go — some are granted a slot, others are not as lucky.

Rafeez had also heard of some travellers who managed to secure appointments but "it was very rare".

These visa challenges come at a time when concerns of "overtourism" have emerged in Japan. The destination has seen more than three million visitors for a third straight month in May, according to official data. With a weak yen, travellers from different parts of the world are able to enjoy a bargain.

Japan has always been a popular destination for travellers from the UAE.

"We've observed a consistent interest in Japan as a holiday destination, and we anticipate this trend to continue," said Zahid from Musafir.com.

Finding a solution

Amid visa woes, some agencies, like MPQ Travel and Tourism, managed to find a solution for its clientele.

"For our Filipino clients, we now suggest that they apply back home, since we also have an office in Manila," Prado said.

"Those who go on one-month annual leave would spend some time in Manila first so they would be able to apply for the visa in person. Within seven to 10 working days, they can get their visa for Japan," she explained.

Prado also encourage her customers to apply for multiple-entry visas. "We have noticed that after a traveller is able to go to Japan with a single-entry visa, it is much easier to get a five-year multi-entry one upon coming back," she said.
