Traveler reimbursement is based on the location of the work activities and not the accommodations, unless lodging is not available at the work activity, then the agency may authorize the rate where lodging is obtained.
Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."
Per diem localities with county definitions shall include "all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.

If you have booked a trip using a travel voucher, you can insure the additional prepaid and non-refundable trip expenses. Most policies are comprehensive, meaning in addition to coverage for your trip costs, you can also be covered for interruptions, medical emergencies, travel delays, and more.

Travel credit
Understanding travel credit options.
We offer different types of travel credit: Trip Credit, Flight Credit, and Travel Vouchers. Each type of travel credit has its own terms and conditions, so be sure to read them carefully before redeeming your credit. Keep in mind, travel credits can only be used to book flights, and can’t be used to pay for extras like seats or bags.
Extended Trip Credit
For Trip Credit issued on or after April 2, 2024, AAdvantage ® members have 12 months to use their Trip Credit when canceling their trip on aa.com or the American app and their AAdvantage ® number is included in their reservation. Non-AAdvantage ® members have 6 months.
Types of travel credit
*Can’t be used for extras like seats or bags.
**For Trip Credit issued on or after April 2, 2024, AAdvantage® members have 12 months to use their Trip Credit when canceling their trip on aa.com or the American app and their AAdvantage® number is included in their reservation. Non-AAdvantage® members have 6 months.

If you received a travel credit, you can use it to book your next trip. Here's how to find and redeem your Trip Credit and Flight Credit.
Trip Credit
If you're an AAdvantage ® member, most Trip Credits will appear in your AAdvantage ® account.
Log in to your account
Step 1: Find your Trip Credit email
- Look for an email from American Airlines with the subject line ‘Your Trip Credit.’
- Your Trip Credit number is a 13-digit number that begins with ‘00115.’
Keep in mind there are separate ticket numbers for add-ons like seats, upgrades, and bags.
Step 2: Book and add your Trip Credit
- Go to aa.com and book your new flight.
- On the payment screen, select ‘Trip Credit.’
- Follow the prompts to pay using your Trip Credit.
- You may use a credit card to pay any remaining balance.
Flight Credit
If you're an AAdvantage ® member and had your account number listed in your reservation before cancellation, you can log in to your account and view available Flight Credit in your AAdvantage ® account.
Step 1: Find your canceled trip or confirmation email
- You'll need your 6-character confirmation code and 13-digit ticket number.
- American tickets have a 13-digit number that begins with '001'.
Step 2: View your canceled trip
- Go to aa.com and choose ‘Manage trips / Check-in’
- Choose ‘View canceled trips’ and enter your trip details.
- You’ll find your Flight Credit details on the ‘Your trip’ page.
Step 3: Rebook and add Flight Credit
- Go to aa.com and find your new flight.
- On the payment screen, choose ‘Add Flight Credit.’
- Enter the ticket number from your canceled trip and apply the credit.
Book a trip with your Flight Credit
General rules
- Trip Credit is non-refundable, non-transferable, non-returnable, may not be redeemed for cash, check or credit (except where required by law) and has no implied warranties, including warranties of merchantability or fitness.
- Trip Credit is void if bought, sold or bartered, advertised for sale or used for commercial or promotional purposes.
- We won’t replace Trip Credit if lost or stolen. This may include inadvertent deletion, forwarding or access of the email containing your Trip Credit number. Please guard the Trip Credit number as you would cash.
- Except where prohibited by law, we reserve the right to refuse, void, cancel, reject or hold for review any Trip Credit mistakenly issued in an incorrect denomination or issued or obtained, directly or indirectly, in connection with fraudulent actions, fraudulent claims, compensation abuse or in connection with any violation of these terms and conditions.
Expiration and validity
- Valid until 11:59 p.m. (CT) on the date listed on the Trip Credit, and we won't reissue it past the expiration date.
- We won't accept invalid or expired Trip Credit.
- We won’t accept Trip Credit with an invalid number or if we are unable to locate it within the American Airlines systems.
- To receive Trip Credit, your original ticket must be canceled before the departure of the first flight (or the ticket loses any remaining value and cannot be used for future travel).
Redemption and usage
- You may redeem Trip Credit on aa.com or by contacting Reservations. Trip Credit is not redeemable through any other channels, including airport ticket counters or travel agencies.
- When contacting Reservations, tell the agent you have Trip Credit and you want to use it to book your travel.
- Trip Credit is redeemable toward air travel on flights operated by American, American Eagle ® or flights marketed by American (designated with an AA*). You can’t use Trip Credit for payment of air travel on any other airline on aa.com.
- Contact Reservations to use Trip Credit for qualifying one world ® or other airline partner itineraries.
- Trip Credit is redeemable toward the base air fare and directly associated taxes, fees and charges collected as part of the fare calculation.
- You may not use Trip Credit for products and / or services sold separate from the fare price or for taxes, fees or charges in connection with AAdvantage ® award travel, American Airlines Vacations℠ or any other non-flight products and / or services sold by American.
- You may only use non-taxable Trip Credit for single-passenger reservations on aa.com.
- Contact Reservations to use Trip Credit for more than 9 passengers.
- The recipient of Trip Credit can use it to pay for travel for themselves or others.
- You may redeem up to 8 Trip Credits in a single transaction on aa.com or through Reservations.
- If the ticket price is greater than the value of the Trip Credit, you may pay the difference only with a credit card accepted by American.
- If the ticket price is less than the value of the Trip Credit, we’ll issue any remaining value on a new Trip Credit, delivered via email to the passenger ticketed on the Trip Credit redemption. You may choose to have the new Trip Credit email sent to your email address and then use the remaining value on a new reservation for yourself or someone else.
- You may not combine Trip Credit with the value of an existing ticket to pay for a new ticket.
- Flight Credit is non-refundable, non-transferable, non-returnable, may not be redeemed for cash, check or credit (except where required by law) and has no implied warranties, including warranties of merchantability or fitness.
- Flight Credit is void if bought, sold or bartered, advertised for sale or used for commercial or promotional purposes.
- We won’t replace Flight Credit if lost or stolen. This may include inadvertent deletion, forwarding or access of the email containing your Flight Credit number. Please guard the Flight Credit number as you would cash.
- Except where prohibited by law, we reserve the right to refuse, void, cancel, reject or hold for review any Flight Credit mistakenly issued in an incorrect denomination or issued or obtained, directly or indirectly, in connection with fraudulent actions, fraudulent claims, compensation abuse or in connection with any violation of these terms and conditions.
- Flight Credit is valid for 1 year from the date the ticket was issued. We will not extend or reissue once it expires.
- If you don't show for your flight, your ticket will no longer be valid or eligible for any credit.
- We won't accept invalid or expired Flight Credit.
- You may redeem Flight Credit on aa.com, in person at the airport or by contacting Reservations.
- When contacting Reservations, tell the agent you have Flight Credit and you want to use it to book your travel.
- The recipient of Flight Credit can use it to pay for travel for themselves only.
- Flight Credit is redeemable toward air travel on flights marketed and operated by American, by American Eagle ® carriers or on flights marketed and sold by American but operated by one of American’s codeshare or one world ® partners (i.e. flights designated with an AA*).
- Flight Credit is redeemable toward initial booking, the base air fare and directly associated taxes, fees and charges collected as part of the fare calculation.
- You may only redeem 1 Flight Credit for single-passenger trips on aa.com or through Reservations. In order to redeem up to 2 Flight Credits in a single transaction, you must contact Reservations.
- If the ticket price is greater than the value of the Flight Credit, you may pay the difference only with a credit card accepted by American.
- If the ticket price is less than the value of the Flight Credit, you can only use the value of Flight Credit needed for the current booking while remaining value will be issued as travel credit for future reservations.
- You may not use Flight Credit for products and / or services sold separately from the fare price or for taxes, fees or charges in connection with AAdvantage ® award travel, American Airlines Vacations℠ products or services or any other non-flight products and / or services sold by American.
Electronic travel voucher terms and conditions
- eVouchers are provided for U.S. customers only.
- eVouchers are non-refundable, non-transferable, non-returnable, may not be redeemed for cash, check or credit (except where required by law) and have no implied warranties, including warranties of merchantability or fitness.
- eVouchers are void if bought, sold or bartered, advertised for sale, or used for commercial or promotional purposes.
- We won’t replace eVouchers if lost or stolen. This may include inadvertent deletion, forwarding or access of the email containing your eVoucher number. Please guard the eVoucher number and PIN as you would cash.
- Except where prohibited by law, we reserve the right to refuse, void, cancel, reject or hold for review any eVouchers mistakenly issued in an incorrect denomination, or issued or obtained, directly or indirectly, in connection with fraudulent actions, fraudulent claims, compensation abuse or in connection with any violation of these terms and conditions.

- Flights sold or originating outside the U.S., Puerto Rico or U.S. Virgin Islands or operated by other carriers are not eligible.
- eVouchers are redeemable toward the base air fare and directly associated taxes, fees and charges collected as part of the fare calculation.
- You may not use eVouchers for products and / or services sold separate from the fare price or for taxes, fees or charges in connection with AAdvantage ® award travel, American Airlines Vacations℠ or any other non-flight products and / or services sold by American.
- The eVoucher recipient can use it to pay for travel for themselves or others.
- You may redeem up to 8 eVouchers in a single transaction.
- If the ticket price is greater than the value of the eVoucher(s), you may only pay the difference with a credit, debit or charge card with a billing address in the U.S., Puerto Rico or U.S. Virgin Islands.
- If the ticket price is less than the value of the eVoucher(s), the unused amount will remain on the eVoucher until it reaches zero, at which time the eVoucher will be deactivated.
- You may not combine eVouchers with the value of an existing ticket to pay for a new ticket.

Spirit Airlines Just Updated Its Policies for Checked Bags and Travel Vouchers — What to Know
The budget airline's new policies make it more flexible for travelers.

Spirit Airlines is increasing its checked baggage weight limit and making it easier to use travel vouchers in its latest effort to make its policies more flexible.
Going forward, the airline will allow travelers to check bags that weigh up to 50 pounds, Spirit shared with Travel + Leisure . That’s 10 more pounds than the previous limit of 40 pounds for checked bags. The airline still charges for both carry-on and checked luggage.
In addition, Spirit will extend the validity of its future travel vouchers to 12 months. Previously, these vouchers were only valid for 90 days. The change applies to vouchers issued on or after June 3.
"Spirit has changed the game before and we're doing it again with this first round of initiatives that will lead the way to a new era of low-fare, high-value flying," Matt Klein, the executive vice president and chief commercial officer of Spirit Airlines, said in a statement shared with T+L. "These enhancements provide each and every one of our Guests unparalleled flexibility and peace of mind, and it's just the beginning of our pursuit to make affordable travel easier and more seamless than ever."
The expanded baggage allowance and voucher time comes just weeks after Spirit eliminated change and cancellation fees . Previously, the airline charged up to $119 to modify a flight. Now, travelers who change their flight must simply pay the fare difference if the new flight is more expensive or are eligible for a credit if the cost of the new trip is less.
Spirit is an ultra-low cost airline that charges passengers for nearly all onboard extras like baggage and seat selection. However, customers who belong to the airline’s paid yearly membership program, the Saver$ Club, can receive discounts on those same extras.
The changes come as Spirit is working to launch new routes to popular destinations for summer, including to Boston, Portland, Ore., and Salt Lake City. It also comes as the airline added flights to San Juan , Puerto Rico, from cities like Houston and New Orleans.

Spirit Airlines Just Changed What It Charges to Check a Bag
Here's what to know about the budget airline's latest baggage policy updates..
Spirit Airlines is changing its baggage policies, and unlike most news about airline luggage policies these days, this is actually really good news. Spirit announced this week that the airline will be offering "exciting new benefits" to "add value" and "provide greater flexibility," according to a statement from the company.
The most exciting of these new benefits? That you can pack more in your check-in with paying extra. Spirit is increasing the checked bag weight up to 50 pounds, which is ten additional pounds from its previous 40-pound limit. For having a bag that was between 41 and 50 pounds, you could previously be charged an overweight bag fee of $79. Now, you'll just have to pay the standard check bag fee, which varies depending on when you purchase the add-on.
"Spirit has changed the game before and we're doing it again with this first round of initiatives that will lead the way to a new era of low-fare, high-value flying," said Matt Klein, executive vice president and chief commercial officer of Spirit Airlines, in a statement about the new offerings.
In addition to raising the maximum weight, Spirit has also extended Future Travel Vouchers, for travel vouchers issued from June 3, 2024. The vouchers will now last for 12 months.
These are the latest changes from an airline that's known as one of the few that is actually reducing airline fees, instead of raising them. Just last month, the airline waived change fees and cancel fees, a major change for an airline that has a more itemized business structure.

- Both parents or guardians must approve that we can issue a passport to a child, and go with the child to apply in person.

- You cannot renew your child's passport using Form DS-82.
- Passports for children under age 16 are only valid for 5 years.
Steps to Apply
1. fill out form ds-11 and print it.
Use our Form Filler tool to fill out your child's form on a desktop or laptop computer and then print it. If you are experiencing technical issues with the Form Filler, download a PDF .
Tips to complete your child's form :
- Do not sign your child's form until asked to do so by a passport acceptance agent or employee.
- You can apply for a passport book , a passport card , or both documents.
- You may ask for a larger passport book with more visa pages, at no extra cost, by checking the 'large book' box at the top of the DS-11.
2. Get Evidence of U.S. Citizenship (and a photocopy)
Your evidence must be an original or replacement copy. The document must have the official seal or stamp of the office which issued it. You must submit one of the following documents for your child:
- Issued by the city, county, or state of birth
- Lists applicant's full name, date of birth, and place of birth
- Lists the parent(s)' full names
- Has the date filed with registrar's office (must be within one year of birth)
- Has the registrar's signature
- Has the seal or stamp of the city, county, or state which issued it
- Consular Report of Birth Abroad or Certification of Birth
- Certificate of Citizenship
- Please note you must also provide a document, such as a birth certificate, that lists the parent(s) or legal guardian(s) of the child. Full validity means the document is or was valid for 10 years for adults and 5 years for children under 16.

Paper only : You cannot submit digital evidence of U.S. citizenship such as a mobile or electronic birth certificate. You must submit physical evidence of U.S. citizenship and a photocopy of the document.
Returning your child's document : We will return your child's document in a separate mailing up to 8 weeks after you receive the new passport.
Tips for making a photocopy :
- Black and white (no color)
- Use 8.5 inch by 11 inch paper
- Use a single side of the paper
If you do not submit a photocopy, you must submit a second copy of your citizenship evidence. We will keep this copy for our records.
3. Show Your Relationship to Your Child
You must submit a document that lists the parent(s) or legal guardian(s) of the child. Examples include:
- U.S. birth certificate (also evidence of U.S. citizenship)
- Foreign birth certificate
- Adoption decree
- Divorce or custody decree
- A court order
Some documents, like a U.S. birth certificate, show both U.S. citizenship and parental relationship. These documents must be originals or certified copies (not photocopies).
You and your child may have different last names, as long as the document showing your relationship to your child lists your full name.
If your name is different than the one on the document showing your relationship to your child, submit proof of your legal name change.
4. Get a Photo ID (and a photocopy)
Both parents or guardians must bring a physical, photo ID and a photocopy of it. If your photo ID is from a different state than the state in which you are applying, bring a second photo ID.
You must show at least one of these photo IDs:
- Valid or expired, undamaged U.S. passport book or passport card
- In-state, fully valid driver's license or enhanced driver's license with photo
- Certificate of Naturalization
- Certificate of Citizenship
- Government employee ID (city, county, state, or federal)
- U.S. military or military dependent ID
- Current (valid) foreign passport
- Matricula Consular (Mexican Consular ID) used by a parent of a U.S. citizen child applicant
- U.S. Permanent Resident Card (Green Card) used by a parent of a U.S. citizen child applicant
- Trusted Traveler IDs (including valid Global Entry, FAST, SENTRI, and NEXUS cards)
- Enhanced Tribal Cards and Native American tribal photo IDs
- In-state, fully-valid learner's permit with photo
- In-state, fully-valid non-driver ID with photo
- Temporary driver's license with photo

5. Show More Documents (if both parents or guardians cannot apply)
- Both parents or guardians must approve that we can issue a passport to a child, and go with the child to apply in person.
- If one or both parents or guardians cannot apply in person with their child, you will need to show more documents.
Important : Submit Form DS-3053 and other notarized statements within three months of signing them.
6. Provide a Photo
You must provide one photo with your child's application. Go to our Passport Photo page for photo requirements and to see examples of photos.
- Do not attach or staple your child's photo to the form. The acceptance agent or passport employee will review the photo and staple it to your form.

- A company which offers photo services
- Home. Ask your friend or family member to take your child's photo. Print it on glossy or matte photo quality paper.
7. Calculate Fees
When applying using Form DS-11, you will pay two separate fees - an application fee and an execution (acceptance) fee. You will pay the application fee to the U.S. Department of State, and the execution (acceptance) fee to the facility which takes your application.
- Add $60 to your application fee if you want expedited service .
- Add $19.53 to your application fee if you want us to ship your completed passport in 1-2 days after we issue it.

*How to fill out your check and pay the application fee to the U.S. Department of State. Please note you must pay a separate execution (acceptance) fee.
Families may write one check or money order to the U.S. Department of State if they are applying at the same time. The check or money order must include the name and date of birth of each applicant.
8. Find Location to Apply
In the United States:
- Traveling in more than 3 weeks? Go to a passport acceptance facility such as a post office, library, or local government office. Check with the facility to see if you need to make an appointment.
- Traveling in less than 3 weeks? Make an appointment to apply at a passport agency or center.
In another country:
- Contact your U.S. embassy or consulate .
9. Track Your Application Status
You can subscribe to email updates about your application status, and learn more about each status update .
It may take 2 weeks from the day you apply until your child's application status is “In Process.”

How will you send my child's passport and supporting documents.
You will get multiple mailings. The number of mailings depends on what document(s) you asked for.
Passport Book : You may get your new passport and citizenship documents in two mailings. You may wait 8 weeks after getting your passport before you get a second mailing with your citizenship documents. We will return the passport book using a trackable delivery service.
Passport Card : You may get your new passport card and your citizenship documents in two mailings. You may wait 8 weeks after getting your passport before you get a second mailing with your citizenship documents. We only send the passport card via First Class Mail. We do not send cards using 1-2 day delivery services.
Both a Passport Book and Card : You may get three separate mailings:
- New passport book
- New passport card
- Citizenship documents
Contacting Us : If you have been waiting more than 8 weeks for your documents, call us at 1-877-487-2778 to report that you have not received your documents.
If you want us to reimburse you for a lost supporting document, you must contact us within 90 days of the date which we mailed your passport. You will also need to provide a receipt to show the cost of replacing the document.
Can I pay for faster delivery and return shipping?
Yes. You may choose one or both of the following shipment options:
- Delivering application to us : Pay for Priority Mail Express for faster shipping. The price for this service varies depending on the area of the country.
- Returning the passport to you : Pay $19.53 for 1-2 day delivery. This means you will receive your passport 1-2 days after we send it. Include this fee with your check or money order payable to the U.S. Department of State. Do not submit a return envelope to us with postage pre-paid.
You may receive your passport and supporting documents in separate mailings. If you are renewing a passport card, we will send it to you via First Class Mail. We do not use 1-2 day delivery services if you only applied for a passport card.
What countries require Form DS-3053 "Statement of Consent" to be notarized at an embassy or consulate?

A former Southwest employee was charged with selling $1.9 million in fake travel vouchers
- A former Southwest employee created and sold fake travel vouchers, according to a June 5 indictment.
- The airline usually issues Southwest Luv Vouchers to customers affected by delays and other circumstances.
- Between February and June 2022, the former employee allegedly created vouchers for a value of nearly $2 million.
A customer service representative for Southwest Airlines created and sold fraudulent travel vouchers valued at nearly $2 million, federal prosecutors say.
That's according to an indictment filed in federal court in Chicago on June 5.
DaJuan Martin is charged with 12 counts of wire fraud, while co-defendant Ned Brooks, who allegedly requested and bought the vouchers at below their stated value, is charged with four counts of wire fraud.

Federal prosecutors allege that Martin, who worked at Southwest from November 2018 to June 2022, used his employee credentials to create fake customer names and generate fake travel vouchers of the kind Southwest issues to customers who have experienced delays, cancellations, and other unfortunate circumstances.
Martin then sold the vouchers — known as Southwest Luv Vouchers — at a below-market price to Brooks and others, who weren't entitled to them, without Southwest's knowledge or permission, according to the indictment.
The indictment estimates this went on for about five months, from around February 2022 to around June 2022, and that Martin generated vouchers worth a total of more than $1.87 million.
An arraignment has been scheduled for June 20.
"Mr. Martin is a wonderful family man, who has young children and he is loved by all who know him," Jonathan Bedi, Martin's lawyer, told Insider in an email. "He is looking forward to his day in court."
John Legutki, Brooks's lawyer, declined to comment. Southwest Airlines did not immediately respond to a request for comment.
