Will transport policy define the new terms of metro mayors

Metro Mayors offered more on transport policy than any other area in their manifestos, so what should we be looking out for?

Blog post published on 30 May 2024 by Jess Tulasiewicz

Centre for Cities polling earlier this year found that where people were able to name a specific mayoral policy in their region, it was most likely transport-related – the Bee Network in Greater Manchester, the introduction of ULEZ in London and the reopening of Tees Valley airport were some top examples.

Since transport was a key feature in the manifestos of the recently elected metro mayors, we look below at what transport policies we can expect to be extended and enacted as mayors take up their new terms in office.

Mayor Kim McGuinness’ manifesto outlined plans for The Angel Network – a publicly controlled, green, joined up North East transport network . Bus franchising would be central to this, with work promised to start on day one to have public control of buses before 2028, or speculated for sooner, if Labour wins the next general election.

Also intended for the integrated public transport system would be a new North East travel app, joined up timetables, new routes and bus stops, a fleet of green buses and a strong emphasis on safety on public transport. McGuinness also hopes to move towards free public transport for under-18s and free travel passes for bus and Metro for those getting back into work and training, and to complete a full review of accessibility on the network.

McGuiness plans to campaign for public control of train stations and for various rail interventions including expansion of the Metro system into Washington while continuing to develop the Northumberland line, and she plans to work with government for investment to upgrade signalling.

Beyond public transport, McGuiness plans to look into various road upgrades, such as dualling the A1 to Scotland, and expanding the rapid charging hub network on major routes.

East Midlands

Mayor Claire Ward’s plans for transport include delivery of bus, rail and road improvements for easier and cheaper travel. For the region’s public transport, Ward intends to introduce integrated ticketing and fare caps, and work with bus companies to increase services and routes – which, if it is unsuccessful, could lead to bus franchising.

Ward also intends to invest in road resurfacing and hold local councils to account to fix road issues in the region, as well as supporting active travel and rolling out more electric vehicle charging points.

West Midlands

Mayor Richard Parker has pledged to bring buses in the region under public control. Since starting his term in office, Parker has directed officers to put a report before the WMCA Board setting out a roadmap for franchising the region’s bus services as quickly as possible, with hopes to start the transition in 2025. In addition to bus reform, Parker has promised to review ticketing options – such as with hopper fares and contactless bank card ticketing. Also planned is cheaper bus travel for children.

On trains, Parker has pledged several measures to improve regional capacity and connections. For example, Parker hopes to work with the East Midlands Mayor to secure investment for the Midlands Rail Hub, as well as unlocking capacity constraints in central Birmingham, improving access to HS2 at Curzon Street, and re-establishing direct services between Coventry, Leicester and Nottingham.

Parker also plans to invest in both the East Birmingham Metro extension to Solihull and the Very Light Rail programme being pioneered in Coventry, and unlock rail capacity to reduce lorry movements on the region’s roads.

Greater Manchester

In the 2021 mayoral election, Andy Burnham pledged to bring buses under public control, and in this election, he reaffirmed his commitment to complete the process in January 2025. He also pledged to complete the integration of eight commuter rail lines into the network within the next mayoral term. As such, by 2028, the region will have a fully integrated tap-in-tap-out public transport system, including bike, bus, tram and train, and by 2030 there will be a fully zero emission bus fleet.

Also planned is the establishment of a Liverpool-Manchester Railway Board to oversee the creation of a publicly operated railway – the Liverpool and Manchester Railway. Burnham also intends to bring forward plans for Metrolink expansion and build the first new station in Greater Manchester for 30 years in Golborne in Wigan. Lastly, on clean air, Burnham has said he will resist introducing a charging Clean Air Zone for the region.

West Yorkshire

Mayor Tracy Brabin pledged to complete bus franchising for West Yorkshire by 2028. Brabin has also extended the £2 single Mayor’s Fare until March 2025, and will bring forward plans to keep fares low for the next four years. Brabin has also pledged to work with unions to ensure fair deals from franchise contracts, and ensure small and medium bus operators benefit from franchised contracts.

In March, Brabin submitted initial plans to connect Leeds and Bradford by a new mass transit tram system, and has called for a public consultation on the first routes by the summer, to get spades in the ground by the end of the mayoral term in 2028.

Brabin has made a variety of other transport pledges; campaign for a bigger Leeds station, work with councils to increase investment in pothole filling, and work with Bradford Council and partners to deliver a new through-rail station in the city centre.

On rail, Brabin has also called for more commuter services between Wakefield and Leeds. She will also work with the South Yorkshire Mayor for investment in improved links between Leeds, Sheffield and beyond.

South Yorkshire

Mayor Oliver Coppard’s manifesto pledged to make the final decision on bus franchising for the region within 12 months. Following the region’s tram network coming under public control in March, Coppard has also pledged to extend and renew the tram network across South Yorkshire. Coppard also intends to trial free travel for young people on public transport, reopen Doncaster Sheffield Airport, and focus on active travel – making South Yorkshire the best place in the country for children to walk and cycle.

Mayor Steve Rotheram promises a fully franchised bus network by the end of 2027, and 24/7 services by the end of the decade. Rotheram also plans to reintroduce bus lanes and other priority measures, as well as a bus rapid transport scheme on key routes and a fully decarbonised bus fleet by 2035.

Another key manifesto commitment is to replace Merseytravel with a new body – Transport for the Liverpool City Region. This will include more accurate live travel updates, greater control on the network’s advertising, trialling free travel for care leavers, introducing the Ticket to Ride for tourists, and renaming Merseyrail lines and stations to reflect local culture.

A new operating model for Merseyrail will be introduced to enable a seven-day network, as well as ensuring all rail platforms and stations are fully accessible by 2030 and completing the digital ticketing rollout. Local rail networks will be expanded, including new stations across the network, such as at Liverpool Baltic, and establishing the Liverpool and Manchester Railway.

Rotheram also plans to draw up a new commercialisation and station density strategy, ensuring stations are assets that generate ongoing income for reinvestment. Other transport measures include exploring the pedestrianisation of high streets and town centres, tackling pavement parking and building a new ferry on banks of Mersey.

Tees Valley

Mayor Ben Houchen’s plans for transport include introducing £1 bus travel for under 21s in the region, which has since been confirmed as starting on June 16 th . Houchen also plans to secure a £3 day ticket on buses for under 21s.

Following on from his flagship policy of taking control of Teesside Airport, Houchen intends to introduce additional flights to new holiday destinations. He will also continue to oversee the ÂŁ140million redevelopment of Darlington Station, ahead of completion in 2025, and upgrades to Redcar Central Station.
