  • Tobias from Walsrode , Germany Still I am very impressed , even After decades of Years passing by, my JOURNEY-cds are Constantly in the Air, just Discovered several YouTube-Videos.... to Continue ROCKING .... STAY HEALTHY!!
  • Terri from Long Beach, Wa This song was originally written by Steve Perry while he lived in Los Angeles. It wasn't quite right so he put it aside. When he joined Journey it came with him. Neal Schon helped to suggest some changes in the song that made it work. The rest is history.
  • Mary from Castle Rock, Co I love this song. I grew up listening to Journey in the 80's. When I graduated from High School we went for our Senior Trip to San Francisco and took a ride on of their bay area boats and OF COURSE they played this song...will never forget it. It brought me goosbumps. I can still remember who I danced this song with, that's how vivid my memories are of this song. Proud to be from the Bay Area!!! Love you Steve Perry!
  • Sandra from Gardnerville, Nv Hey James, San Jose, CA...Too funny! First, though...Steve Perry...What an incredible rock n' roll vocal! I love the song and the way he sang it! Anyway...While I heard the reference to this song/LA for the first time right here, I have to laugh about the SF Giants, thing. Although, I am a LA Dodgers Fan, I was in attendance to hear a friend of mine actually sing the National Anthem at Candlestick at an SF Giants game, (It was on the Fourth of July at a Giants/Dodger game. I don't remember what year for the life of me...details are sketchy...LOL), his elderly dad was there for it and it was a very special moment for all of us. Speaking of the SF Giants, I have a cute story about Will Clark and Mackey Sasser...
  • James from San Jose, Ca 3. And finally, while it's personally disappointing to learn about the "L.A." thing, I had a great "Lights" moment in San Francisco. I was at a Giant's game back when they played at Candlestick Park. It was July 4, but San Francisco weather, it was actually rainy. By the end of the game, the rain had turned to a mist, and as they prepared for the July 4 fireworks, they played Lights as they dimmed the stadium lights. I know it was planned that way, but with the mist and everything, it was just a beautiful moment that I'll never forget.
  • James from San Jose, Ca 2. lol Wish I could delete my last comment. Here is a 2nd Joe Benson interview with Steve Perry: http://steveperryfanclub.homestead.com/OffTheRecord.html The "L.A." claim is true, and it's about sunRISE on the Bay according to Perry. There you have it.
  • James from San Jose, Ca 1. Here's the Joe Benson interview with Steve Perry: http://steveperryfanclub.homestead.com/OffTheRecord3.html There is NOTHING about the song being written about L.A., so stop the rumors.
  • Jeff from Seal Beach, Ca I also heard the interview with joe benson on the radio in los angeles where steve perry mentions the lyrics originally were l.A., not the bay. He also mentioned other lyrics about lights referring to los angeles that he had to change to fit the s.F. Image..I love the song but it was originally about los angeles, not San Francisco
  • Teri from Ca., Ca In an interview with Joe Benson, Steve Perry talked about this song. Originally, he wrote this song about Los Angeles. The original lyrics said "when the lights go down in the city and the sun shines on L.A.". (The person(s) that mentioned this fact before was correct) When Steve joined Journey he changed it, removing the L.A. reference and added references to the bay area/San Francisco after driving across one of the bridges.
  • Beau from San Francisco, Ca So Steve Perry longs for San Francisco while he's in LA, but the distance doesn't make him forget that the San Francisco looks EAST over the bay. I have enjoyed many a sunrise and Steve describes the feeling spectacularly.
  • Brandon from Peoria, Il Actually if you think of the "lights going down" as the city's lights fading OFF. Then it makes sense. It would be refering to early morning in San Fransisco. BUT...since the sun rises in the EAST, the sun would not be coming up over the bay at the time...OKAY try this...Late evening, with the sun setting over the San Fransisco Bay and the city's lights coming ON just before dark...that sounds about right :)
  • Robert from San Francisco, Ca When the lights go down in the city and the sun shines on the bay. Doesn't happen very often but wouldn't trade it. Journey had it right - right Tilton.
  • Casey from Pensacola, Fl yep... he may have been in LA, but he says "I want to get back to my City by the bay" right in the lyrics. seems pretty clear to me...
  • Paul from Cincinnati, Oh I love this song. It always makes me feel sentimental.
  • Matthew from East Brunswick, Nj Terrific song, Excellent guitar riff. Journey rocks!
  • Becki from Hendersonville, Tn This song Is about San Francisco.I belong to a Steve Perry website and they have years of archives of interviews.Steve himself said it was about San Francisco.
  • Jennifer from San Antonoi, Tx Note to Emo in San Jose, the lyrics actually say: "When the lights go down in the city and the sun shines on the BAY..." not LA
  • Aj from Cleveland, Ga I also love the guitar solo.
  • Stefanie Magura from Rock Hill, Sc Well, I know the songs have different beats, but the beginning still sounds like something Hendricks would have done.
  • Stefanie Magura from Rock Hill, Sc great song! It's one of my favorites by them! I love the guitar solo. The beginning of the song sounds similar to the beginning of 'little Wing' by Jimi hendricks. Does anyone agree with me?
  • Emo from San Jose, Ca Reportedly, Steve Perry did in fact originally write the song in L.A. and the lyrics were something like "When the lights go down in the city and the sun shine on L.A...."
  • Tony from San Francisco, Ca This song may have been partially written IN L.A., but last time I checked, San Francisco was the city by the bay.
  • Josh from C.p, Mn the song was actually written about LA since steve wrote parts of it while he lived in LA
  • Chris from Aurora, Il Steve Perry has an amazing voice, and this is one of the songs that I listen to when I just get tired of bands who have talent, but still get airtime on the radio.

I used to listen to this song every mourning on the ride to my daycare. And to me it's about Seattle. Thats my city, but now it had a greater meaning when I was all the way out in butt fucking Iraq fight a war. I come back in August 2003. Hey friends does that give a good enough instight for a great song.

This is a great song...one of my favorites. Joyrney is a good band. And with regards to that Los Angeles comment...I, too, must laugh. Everybody knows that San Francisco is the city by the bay.

@zacster He said it's definitely about LA but had to change the name when he got called to join the band. He wrote this song before he joined Journey<br /> <br /> hollywoodreporter.com/news/journeys-steve-perry-joins-eels-711540

actually, compuwiz is kinda right...Steve Perry originally wrote this song about LA, then had to change it when he joined Journey to make it about San Fran cuz that's where the rest of Journey was from...i got your back compuwiz!!

hell yeah CT man. I have great memories of hearing this song on the radio while driving up I-91 throught hartford. Not a city by the bay in any means, but its still a good feeling.

YES THIS SONG IS ABOUT SAN FRANSICO, NOT LOS ANGELES! A really great memory I have of this song is when I was a kid me and my family flew to San Fransico. It was at like 2:00 in the morning when the plane was about the hit the runway, and they played this song during the landing process. Since the airport is right in the bay, MAN the sight of the Golden Gate Bridge lit up with this song playing was so beatuiful, and at the same time so emontional. Passengers were crying, it definatley is something I will remember for ever. This song always cheers me up because it makes me think of that time. Steve Perry has a powerful, and heart touching voice.

This would be a great story, if you could actually see the GG bridge from the Airport!

The fact that one single radio standard Journey song could incite such heated debate is a major source of entertainment for me at this moment.

Sure, I am easily amused. Just as Compuwiz19 is positively weird. Whats next? The assertion by FaRvELvR1992 that its about green bay? Oh, wait. wouldnt want to give anyone any ideas...

Probably my favorite Journey song (just an inch above Separate Ways).

I always love thinking about how with a few judicious changes to the lyrics, it could really be a song about wanting to go home to any city. Yeah, I know it's about San Francisco, but it's nice to imagine it could be about Tampa, New York City, or even Hell, Michigan if one felt like it. That's how universal the sensibility it invokes is.

Even though this is about San Francisco, it was written in Los Angeles, where the band had relocated. Steve Perry explained in an interview with Joe Benson of Arrow 93.1 FM: "I had the song written in Los Angeles almost completely except for the bridge and it was written about Los Angeles. It was 'when the lights go down in the city and the sun shines on LA.' I didn't like the way it sounded at the time. And so I just had it sitting back in the corner. Then life changed my plans once again, and I was now facing joining Journey. I love San Francisco, the bay and the whole thing. 'The bay' fit so nice, 'When the lights go down in the city and the sun shines on the bay.' It was one of those early morning going across the bridge things when the sun was coming up and the lights were going down. It was perfect."

'City by the Bay' IS synonymous with San Francisco(Bay Area) and that's where Steve is from but this song can be interpreted as anyone's 'city by the bay'.

journey the lights

Journey is an American rock band formed in 1973 in San Francisco by former members of Santana and Frumious Bandersnatch. The band has gone through several phases; its strongest commercial success occurred between 1978 and 1987, after which it temporarily disbanded. During that period, the band released a series of hit songs, including 1981's "Don't Stop Believin'", which became in 2009 the top-selling catalog track in iTunes history. Its parent studio album, Escape, the band's eighth and most successful, reached No. 1 on the Billboard 200 and yielded another of their most popular singles, "Open Arms". Its 1983 follow-up, Frontiers, was almost as successful in the United States, reaching No. 2 and spawning several successful singles; it broadened the band's ap… more »

NASA's James Webb telescope finds the universe's most distant galaxy

  • Light from JADES-GS-z14-0 has taken around 13.5 billion years to reach us
  • READ MORE: Earth 2.0? Scientists discover a planet that could support life

NASA 's James Webb telescope has found the most distant galaxy in the universe – giving an astonishing glimpse into the distant cosmic past.

Called JADES-GS-z14-0, the galaxy's light has taken around 13.5 billion years to reach us – so the light started its journey just 300 million years after the Big Bang .

The newly-found galaxy measures 1,600 light years across – meaning light takes 1,600 years to travel from one end of it to the other.

Experts say JADES-GS-z14-0 is 'remarkable for how big and bright it is', with vast amounts of light being produced by its young stars.

The $10 billion James Webb telescope – which can 'see back in time' – has also found the second-most-distant galaxy in the universe, called JADES-GS-z14-1.

How does James Webb see back in time?

Light needs time to travel across the vast distances of space to reach us.

Although light moves extremely fast (about 186,000 miles per second), the vastness of the universe means light can take billions of years to get from one galaxy to another.

When the light from a distant galaxy finally reaches James Webb telescope (which is positioned relatively near our sun), the light reveals a 'snapshot' of the galaxy as it appeared as it started its journey billions of years ago.

In effect, James Webb can see back in time - potentially looking a galaxy that no longer exists.

Brant Robertson, astronomer at University of California, Santa Cruz and co-author of a new study , called the discovery 'completely unanticipated'.

'It is likely to be seen as the most significant extragalactic discovery with the James Webb space telescope to date,' he said.

'This galaxy [JADES-GS-z14-0] is truly a gem, and it points at more hidden treasures in the early universe.'

James Webb telescope is often described as being able to 'see back in time', and although it sounds fantastical, it really is true.

Because the universe is so vast, light from one galaxy can take billions of years to reach another galaxy.

When the light from a distant galaxy finally reaches us, the light reveals a 'snapshot' of the galaxy as it appeared as it started its journey billions of years ago.

In this case, the light from JADES-GS-z14-0 – newly detected by the James Webb telescope – started its journey around 13.5 billion years ago, co-author Dr Francesco D’Eugenio, astrophysicist at the University of Cambridge, told MailOnline.

At the time, the distance between JADES-GS-z14-0 and when our galaxy (the Milky Way) would eventually form was only 2 billion light years.

But because the universe has since greatly expanded, the distance between JADES-GS-z14-0 is now more like 34 billion years.

'If we were able to freeze time right now and put a ruler between us and GS-z14-0, we would measure a distance of approximately 34 billion light years – that's how much space has been added,' Dr D’Eugenio said.

By the time light from the most distant galaxies reaches Earth, it has been stretched by the expansion of the universe and shifted to the infrared region of the light spectrum, which Webb is equipped to detect with unprecedented clarity.

Many of the most luminous galaxies produce the bulk of their light via gas falling into a supermassive black hole.

But the team says the large size of JADES-GS-z14-0 means that the light must be produced by young stars.

Astronomers first spotted JADES-GS-z14-0 in early 2023, but they needed further observations to be sure it really was a record-breaker rather than a 'confounding oddball'.

It was very close the other, less distant galaxy (JADES-GS-z14-1) that the two appeared to be part of one larger object.

Over the last two years, scientists have used James Webb to explore what astronomers refer to as 'cosmic dawn' – the period in the first few hundred million years after the big bang where the first galaxies were born.

These galaxies provide vital insight into the ways in which the gas, stars, and black holes were changing when the universe was very young

Since coming online in 2022, the Webb telescope has ushered in a new era of scientific breakthroughs, peering farther than ever before into the universe's distant reaches.

It revealed its first set of images in July 2022 , including a dying star cloaked by dust and a 'cosmic dance' between a group of galaxies.

Other  astonishing images include the 'Pillars of Creation', Neptune's rings, a 'cartwheel galaxy' and a stellar nursery known as the Tarantula Nebula.

Why Jesse Williams Left Grey's Anatomy After 12 Seasons Explained

American horror story: every character lily rabe played, pierce brosnan's upcoming movie is the next best thing to an older james bond (if the sequel happens).

Warning! This article contains SPOILERS for The Great Lillian Hall.

  • The Great Lillian Hall is a poignant film with Lange, Rabe, and Bates leading the way in a touching portrayal of an aging Broadway star.
  • The final shot of a ghost light signifies Lillian's journey and its ending, beautifully captured by Cristofer's direction.
  • The film delves into complex relationships, the symbolism of Chekhov's The Cherry Orchard, and the difficulty of letting go.

The Great Lillian Hall is a new HBO original movie streaming on Max starring Jessica Lange as the titular character, a legendary Broadway actress who deals with a dementia diagnosis while preparing for the opening of her new play . Also featured in the cast are Jesse Williams, Lily Rabe, Pierce Brosnan, and Kathy Bates. The HBO movie serves as an American Horror Story Reunion 10 years after the end of AHS: Coven , which featured Lange, Rabe, and Bates.

The actresses make a great trio in the film, with Cindy Hogan also appearing in a featured role as one of the producers of Lillian’s play. The Great Lillian Hall was directed by Michael Cristofer, known for his work directing Broadway plays and serving as a writer and/or director on multiple films, including The Witches of Eastwick and The Night Clerk . The movie was also the screenwriting feature film debut of Elisabeth Seldes Annacone. Fortunately, The Great Lillian Hall ended Lange’s worst post- AHS career trend by receiving a 100% critics score on Rotten Tomatoes .

The Final Shot Of The Great Lillian Hall Explained

The final shot is of a ghost light.

The Great Lillian Hall is beautifully shot by Cristofer. The shots and sequences throughout the film convey Lillian’s mental state, with her fluctuating between lucid and senile at any given moment. The film also captures documentary sequences and stage performances from rehearsals to opening night, showing different styles and conventions. However, the final shot is a quiet, solitary one of a ghost light turned on in a theater.

As a movie about acting , and stage acting in particular, The Great Lillian Hall never takes a moment to pause and explain the intricacies of theater to viewers. Thus, some viewers might be confused by the final shot. A ghost light is a single light left on in a theater when it’s empty to prevent it from going completely dark.

According to the Shakespeare Theater Company , the name comes from superstitions and spiritual beliefs. It is often believed that ghosts haunt every theater, and the lights serve as a guide for those ghosts. On the other hand, they’re also meant to ward off “ mischievous ” spirits.

Who Is Carson In The Great Lillian Hall?

Lillian kept seeing visions of carson.

Throughout The Great Lillian Hall , Lange’s character saw visions of a man whose name was later revealed to be Carson (Michael Rose). The film never explicitly explains who he is, but it can be inferred that Carson was Lillian’s dearly departed husband . Lillian first sees Carson in her dressing room, but her hallucinations of him become more frequent once she receives her dementia diagnosis and the play’s opening date rapidly approaches.

One of the most emotional moments in The Great Lillian Hall takes place in the hospital after she fell during rehearsal, exposing her diagnosis to her only daughter, Margaret (Rabe). When Lillian envisions Carson in her hospital room, she ignores everyone else’s cries as she reaches out for him, trying to go to him and finally be with him again. Carson appears for a final time when Lillian sees him on her opening night walk to the theater and follows him to their bench in Central Park instead.

It’s a bittersweet moment, as Lillian finally accepts that it’s not time for them to be reunited. While Lillian claimed they didn’t have enough time together, the warm and funny Carson reminds her of the life they were able to share. Fortunately, her manager, Edith (Bates), finds her and manages to get her to opening night on time.

The Symbolism Behind The Cherry Orchard Explained

The chekhov play mirrored lillian’s life.

Lillian spends The Great Lillian Hall preparing for the opening of a revival of Anton Chekhov’s 1903 play, The Cherry Orchard . In 1904, it had its first premiere at the Moscow Art Theatre directed by Konstantin Stanislavski. While Chekhov thought the play was a comedy, Stanislavski directed it as though it was a tragedy, which is a great descriptor for Lillian’s own story. Lillian plays Madame Lyubov, an aristocratic Russian landowner who returns to her family estate when she learns it’s being auctioned to pay the mortgage.

The Great Lillian Hall features snippets of The Cherry Orchard and Lillian’s performance of it. There’s a great focus on Chekhov's script, with Lillian having trouble remembering her lines. She particularly struggled to remember the following line, " I can’t go away by myself, I’m afraid of the silence. ” Lillian kept forgetting its final word, " silence. "

This mirrors Lillian’s own fears about her dementia and potentially having to retire from the theater. With her husband gone and a complicated relationship with her daughter, Lillian lives alone. Part of the monologue includes the line “ here it’s so noisy ,” which could be a descriptor of the theater and her life there. The Cherry Orchard ends with the estate being sold and the family having to move on, as Lillian’s diagnosis was forcing her to do with her career.

Why David Wanted To Keep Lillian In The Play

David was also making a documentary behind the scenes.

As rehearsals progressed, it became clear that Lillian probably wouldn’t be able to perform the entire play without major mishaps, let alone eight times a week in front of a paying audience. Williams played David, the play’s younger director who had already made a name for himself. He was working with Hogan’s Jane, whom he often disagreed with about Lillian and the play. While Jane wanted to replace Lillian with her younger, more prepared understudy, Haley (Rebecca Watson), David was insistent on keeping Lillian.

David saw their production of The Cherry Orchard as a chance to unite the best actress of Broadway’s old guard, Lillian, with an established modern Broadway talent in himself. He needed a reason to revive the Chekhov play over 100 years from when it first premiered, and Lillian was that reason. Additionally, he was filming a documentary about the making of the play and Lillian herself, and needed her and her dramatics to stick around to make it work.

Since his departure in Grey's Anatomy season 17, fans of the medical drama wonder why Jackson Avery ator Jesse Williams chose to leave.

Why Lillian Asked Edith About Actors & Children

Lillian had a complicated relationship with margaret.

Early in the film, Lillian asks Edith whether actors should have children. Lillian had expressed some disappointment in Margaret, who worked as a dog biographer for a dog shelter and whose husband was a struggling artist. When Margaret asked Lillian for help paying for her son’s braces, Lillian’s first reaction to Edith was that it was too expensive. When Lillian asks her question, Edith asks if she wants an honest answer or if she wants to argue.

When Edith says she doesn’t think actors should have children, an argument ensues. However, Lillian knew deep down that Edith was right, at least in her case. She later confesses as much to David after he drives her to visit her daughter, her son-in-law, and her grandson. While Lillian slept on the couch, she overheard a conversation between David and Margaret about Margaret’s childhood.

Margaret told him, “ They were inseparable, Mom, Dad, the theater. And there really wasn’t room for anything else .” After Margaret told David about how Lillian used to sing “Hush, Little Baby” to her, they share a touching moment on the porch where an aging Lillian sings it to her grown daughter. Sadly, this sweet moment in their relationship doesn’t last too long, as when Margaret finds out Lillian kept her diagnosis from her, she tells her, “ You never wanted to be my mother. You just wanted to play the part. ”

Lily Rabe is one of the most prolific featured cast members on American Horror Story—here's every character she's played on the show.

By the end of The Great Lillian Hall , Margaret and Lillian are in a better place. Lillian paid off Margaret’s mortgage and Margaret attended The Cherry Orchard’s opening night. Finally, through a Chekhov monologue Lillian delivered onstage about motherhood, Margaret was able to connect with Lillian as her mother and a brilliant actress.

Ty & Lillian’s Relationship Explained

Ty is a retired actor & lillian’s neighbor.

There’s one character in The Great Lillian Hall who only shares scenes with Lillian. Ty (Brosnan) is a retired actor who lives next door to Lillian. They have a teasing relationship, never fully admitting they are friends, but he’s always there for her. Ty jokes about being a womanizer, but he does care for Lillian on some level, whether it’s romantic or not. They do share a kiss at one point, at a lonely Lillian’s request, but nothing further happens.

With Lillian living alone, Ty is her greatest supporter outside of Edith. He helps her run her lines and listens to her when she just needs someone to talk to. At one point, Lillian talks about old opening night gift traditions. She told Ty about how the famous Barrymore family members used to give each other apples. Ty later whittles Lillian a wooden theater mask for an opening night gift with an actual apple to go with it. He doesn’t say a word, leaving it in her dressing room while she’s away, but Lillian knows it’s from him.

Pierce Brosnan's role in the upcoming Thursday Murder Club adaptation could showcase what he would be able to bring to an "Old Man Bond" film.

What The Great Lillian Hall's Ending Really Means

The great lillian hall’s ending had a deeper meaning.

At the end of The Great Lillian Hall , the titular character was able to get through opening night in front of an adoring audience with help from Edith feeding her lines through an earpiece. It’s a great success that makes the ending satisfying, as well as a big relief for viewers and everyone involved in The Cherry Orchard . The movie ends with footage from the documentary David was making, with shots of Lillian and an interview from Margaret.

In an interview that took place once the show had ended, Margaret’s final line to the camera was “ my mother, the great Lillian Hall .” This is both a title drop and a recognition of who her mother truly was. However, before this, everything Margaret said was in the past tense. This, coupled with her emotion and the fact that the documentary was shot in black and white, suggests it was finished and released after Lillian passed.

This is further confirmed by the ghost light. The actors that came before are thought to haunt the theater, and now Lillian is one of them. Just before the ghost light appears, Lillian takes her bows with Carson by her side. She has finally reunited with him, and now the ghost light can guide them. The Great Lillian Hall has a bittersweet ending, as Lillian somehow managed to accomplish what she’d set out to do even with all the doubt and difficulties, but it was also her final performance.

Lenny kravitz reveals 9-year celibacy streak, on spiritual journey, lenny kravitz i've been celibate for 9 years.

Lenny Kravitz might be a well-known sex symbol ... but that’s kinda fading in light of this news -- namely, him being celibate for a whopping 9 years while on his spiritual journey.

The music icon says he's ditched casual flings for nearly a decade until he finds the right woman -- a move inspired by his dad, NBC news producer Sy Kravitz , cheating on his mom, Roxie Roker , a well-known actress famous for her starring role in "The Jeffersons."

Reflecting on the infidelity, Lenny told The Guardian his dad predicted he’d end up living the same lifestyle, and it turned out to be true. After his marriage to Lisa Bonet fell apart in 1991, Lenny acknowledged he began acting like a player.

LK said he wasn't fond of that lifestyle and it took him years to take responsibility and shed that label ... making sure his own desires didn't take over.

And all this discipline has incredibly led him to a 9-year streak of celibacy, saying, "It's a spiritual thing. I've become very set in my ways, in the way I live." It goes without saying ... he hasn't been in a serious relationship for 9 years either ... so, basically nada.

After the notorious heartthrob's marriage to Bonet ended, he charmed his way through Hollywood ... going on to date Vanessa Paradis . He was even engaged to bombshells Adriana Lima and Nicole Kidman before things fizzled out.

At 60, it looks like Lenny's mission to find the one is still ongoing, but it seems like he's loving the celibate life too much to rush into anything at this point ... even banging.

However, if he's looking for a serious contender, Gayle King from "CBS Mornings" recently threw her hat in the ring, flirtatiously shooting her shot during a recent interview.

Time will tell if Lenny can find the right woman to make him have sex again ... challenge on!

What Nashville can learn from Phoenix's transit funding journey

journey the lights

Nashville leaders campaigning for a sales tax bump to pay for countywide transportation projects are taking cues from a decadeslong transportation funding push in Arizona's sweeping Maricopa County.

The fast-growing Western region anchored by Phoenix was home to more than 5 million people in 2022, compared to just over 2.1 million in Nashville and surrounding counties. Both areas added around 200,000 residents between 2018 and 2022, and both have seen cost of living (particularly, the cost of housing) rise more than 50% in that time frame.

But Maricopa County is about 20 years into its transit journey, with current Valley Metro operations including around 30 miles of light rail, a Tempe streetcar system and 100 bus routes. Meanwhile, Nashville is among just four major U.S. cities that have yet to establish dedicated funding for transportation projects.

Transportation funding efforts in Metro Nashville and Maricopa County are not an apples-to-apples comparison. Maricopa County's proposed extension of its already-in-place dedicated half-cent sales tax required the cooperation of 32 mayors, tribal chairs and county supervisors, in addition to hard-won approval from Arizona's state legislature , just to make it on the upcoming November ballot.

Nashville's transportation funding pitch — the city's second attempt since an unsuccessful vote in 2018 — is making its way toward its own ballot appearance and will head to the Metro Council for review after receiving a stamp of approval from the state comptroller.

Nashville business people and leaders, including Mayor Freddie O'Connell, compared notes with Maricopa County officials during a Nashville Chamber of Commerce trip in late April. Themes in O'Connell's May 14 State of Metro Address reflected transportation tax campaign advice gleaned from Arizona leaders on the trip.

How Nashville and Phoenix's transportation plans compare

Maricopa County's first half-cent sales tax bump for transportation sailed through with more than 70% voter support in 1985. The first 20 years of revenue focused on building out the region's freeway system.

Another half-cent regional tax was intended to fund mass transit shortly after, but that effort "bombed," said Ed Zuercher, executive director of the Maricopa Association of Governments . Phoenix and Tempe, two quickly urbanizing cities, decided there was no time to wait. Tempe enacted a citywide tax for transit, followed by Phoenix in 2000. Mass transit in Maricopa County is funded by a "hodgepodge of taxing sources … on a city-by-city basis," Zeurcher said.

Voters renewed the regional tax for another 20 years in 2004 with 58% in favor, continuing to fund freeway projects while this time expanding work to arterial roads and transit initiatives.

Valley Metro's initial 20 miles of light rail opened in December 2008. Extensions in 2016 and 2019 added about eight miles of track and connected downtown Mesa — a "suburb" equivalent in population to St. Louis — to Phoenix's northwest edge.

That regional funding source will expire in 2025 unless voters decide to extend it another 20 years. If the extension passes, the half-cent sales tax is expected to raise around $14.9 billion over the next two decades, with about 40% going toward freeway projects, 37% funding transit and about 23% supporting improvements to arterial streets and intersections. Maintenance for existing light rail is restricted to 3.5% of the transit funding bucket, with the remainder going toward bus rapid transit and other projects, a compromise made to appease conservative state legislators after a drawn-out battle to get the proposition ballot-approved.

O'Connell's proposed transportation improvement program would  raise sales tax in Davidson County by half a cent  to fund construction of 86 miles of sidewalk, an improved 24/7/365 bus-based transit system, 12 community transit centers, 17 park and ride facilities, 600 upgraded smart traffic signals and more.

An independent audit released in mid-May put the plan's total cost (including construction, operating, financing and reserves) at $6.93 billion over 15 years. The proposed sales tax surcharge would cover $3.26 billion of that cost, with revenue bond proceeds, federal and state grants, and farebox revenue making up the rest.

Approvals from the Tennessee comptroller, Metro Council and the Davidson County Election Commission are the remaining hurdles to make it on Davidson County voters' Nov. 5 ballots.

Nearly 60% of Nashville's proposed program would fund the expansion and enhancement of WeGo bus services, including Bus Rapid Transit (frequent bus service with dedicated bus lanes). In contrast to Nashville's previous attempt at a transportation tax that failed 64% to 36% in 2018, O'Connell's plan does not feature light rail, which is about five times more expensive to install than a comprehensive bus service.

In January 2024, Valley Metro logged 3,074,698 total riders, with 946,682 of those riding Valley Metro Rail . Nashville's WeGo bus system logged 667,491 total rides. In Phoenix, roughly 64% of commuters drive alone, and around 1% take public transit, according to American Community Survey estimates. In Nashville, an estimated 70% of commuters drive alone, while 0.7% take public transit.

Light rail works, but it 'does not work everywhere'

Zuercher and David Schwartz, executive director of Friends of Transit , were quick to highlight light rail's successes in Maricopa County, particularly its "rejuvenation" of Mesa.

"Mesa is an interesting story because it's traditionally more conservative than Phoenix or Tempe politically, but also a very strong local business community with a mayor who understood, early on, that this transit thing is our next step," said Zuercher, who also formerly served as the city manager of Phoenix. "They have aspirations ... to be seen as out of the shadow of Phoenix."

Since light rail opened in 2008, Mesa has added around 1,600 apartments, with another 1,500 in the pipeline, he estimated, and more than doubled the number of businesses.

A study by the Maricopa Association of Governments found that properties within half a mile of a light rail line appreciated in value 408% between 2000 and 2023, adjusted for inflation, well above Maricopa County's average property value increase of 232% during that period. Property values within half a mile of a freeway network appreciated 308%.

"The investment in transit paid off in more than just transportation," Zuercher said.

But light rail "does not work everywhere," he added. "Light rail works in a specific setting: dense, urbanized, no room to expand roads and freeways. ... Buses work in another setting. Commuter buses work in another."

Light rail was more nationally established when Phoenix began to build out its public transit system, Phoenix Light Rail Administrator Markus Coleman said, and data showed that light rail corridors saw more surrounding economic investment than bus rapid transit corridors. In introducing a new form of high capacity transit, Phoenix wanted to "go for the biggest and best." But BRT is "still a powerhouse of its own" and is now seen as "up and coming," he said.

Transit isn't a 'panacea,' but it does provide more options

"A lot of times, people see transit as a panacea," Schwartz said. "It's like, this is going to fix everything and we're going to be in nirvana after that. And it's not that ... it is one mode of transportation to get people where they want to go."

John Bullen, chief transportation officer for the Maricopa Association of Governments, said he was surprised by the amount of support for reliable, frequent transit options from people that might not be dedicated transit riders themselves.

"People wanted ... choices, and they consider transit an essential component of that overall mobility portfolio," Bullen said. "So while they might continue to take their cars, they wanted to be able to have access to transit, perhaps to go out to restaurants, shopping and entertainment, to be downtown, to visit family members."

Tony Bradley, president and CEO of the Arizona Trucking Association, is not shy about his disapproval of Maricopa County's light rail initiative. But he and the Arizona Trucking Association "support things that move people, and the reality is people will go on buses," he said. Bus systems also offer more flexibility than light rail tracks to adjust plans if needs change.

Bradley said Nashville's 24/7/365 bus service plan is a "very laudable goal" but also a significant public subsidy. That doesn't mean people who don't regularly ride public transit won't be willing to pay for it, he added. His organization prefers spending money upfront to pay for roadway maintenance and transit options that lessen roadway wear-and-tear rather than paying for repairs after things break down.

"(People) don't want potholes, they don't want to sit in traffic, but they want others to have the opportunity to get where they need to, and that's why they're willing to subsidize," Bradley said. "And again, that's in their own self-interest. Because they understand that ... people need to get to work."

But Bradley is blunt on one point: "Transit is a subsidy, and there's going to be a point where people get frustrated with the subsidy, so you've got to be careful in how you deliver that, because you're going to look for renewal at some point and the reality is ... if we don't renew it, transit is going away, and that's not a good thing."

Transit and economic development

Greater Phoenix Chamber of Commerce President and CEO Todd Sanders said the business community has been clear: "We need to have a reliable transportation system to move people around." In a county with more jobs than people to fill them, making it easy to get to work can make a big difference for companies looking to hire, he said, and business community support for the campaign (both monetary and in messaging) has been crucial.

The Taiwan Semiconductor Manufacturing Company, a major manufacturer building a plant in north Phoenix, told Arizona legislators during the fight for state approval that it would not "be here without having that transportation option," Sanders said.

Bullen said high-capacity transit in areas that are dense with limited roadway capacity helps provide reliability that encourages development, whether transit takes the form of light rail or BRT.

"As we struggle with housing prices and development sort of further works its way out, people have to be far more intentional about where they live, how they access work, and being able to provide that transit connectivity to some of those workers is really important," Bullen said.

But Zuercher cautioned against promising growth.

"Growth is becoming not the greatest word for everybody, so we're careful to say now this is not about trying to make the region grow," he said. "This is about making places more accessible to those of us who are here and giving us more options for how to get where we want to go."

Coleman, Phoenix's light rail administrator, emphasized the use of transit-oriented development to offset gentrification concerns. O'Connell's proposal includes funding to purchase about 26 acres of land near planned transit centers to be used for potential affordable housing and community amenities.

"One of the first (transit-oriented development) grants that we received in the city of Phoenix, we actually used for business assistance … to help with the displacement and gentrification fear that comes along with these types of investments," Coleman said. The city used the funding to offer financial assistance to small and micro businesses along light rail corridors that were experiencing construction hardship.

And using the remnants of transit parcels for affordable and workforce housing opens up potential cost savings through federal programs, Coleman said.

Coleman also echoed a message O'Connell has often repeated: transit options can free up household income that would have been dedicated to maintaining personal vehicles. While gentrification and displacement concerns are real, the opportunity is there to "do a project with the community and not to the community."
