Costa Rica Appoints Gustavo Alvarado as New Minister of Tourism

The government of Costa Rica has appointed Gustavo Alvarado as the new minister of tourism and the executive president of Costa Rican Tourism Institute (ICT).

Alvarado was sworn in by Costa President Carlos Alvarado Quesada following the resignation of the former Tourism Minister Gustavo Segura on 01DEC.

Alvarado worked as the presidency's deputy minister during the 2011-2014 administration and also served as the director of several departments within the ICT since 2007. He holds a master’s degree in Political Science from the University of Costa Rica and another in Political Studies with an emphasis on Latin America from Javeriana University in Colombia. He is also pursuing his PhD in Public Management and Business Sciences at the Central American Institute of Public Administration.

According to reports , Alvarado says he will seek to continue the recovery of Costa Rica's tourism industry by building airline connections with the country's main markets. He will also promote Costa Rica as a safe destination in partnership with the private sector and support bills designed to strengthen the tourism sector.

President Quesada thanked outgoing Tourism Minister Segura for the work that he accomplished for the country and for the benefit of its tourism industry, a source of employment for thousands of Costa Ricans. Segura has been praised for his efforts during the pandemic that allowed the country to position itself as a safe tourist destination.

Costa Rica’s new tourism minister is confident the destination can get back to pre-pandemic visitation by 2023.

William Rodriguez has been appointed the country’s new tourism minister following the election of the country’s new president Rodrigo Chaves Robles. He will replace Gustavo Alvarado as tourism minister, and will also head up the Costa Rica Tourism Board.

Rodriguez said his main priority as tourism minister was to completely reactivate international travel to Costa Rica, driving visitor numbers back up to the same level as pre-pandemic. “Destinations around the world are saying that they will be meeting the 2019 visitor arrival figures in 2024 or 2025," he said. "However, our aim is that Costa Rica gets full back on track sometime in 2023."

With this in mind, the new minister will focus on increasing air connectivity between Costa Rica and the UK and Europe, as well as encouraging repeat visits and longer stays. “Visitors come to Costa Rica because of the wildlife, nature, adventure and wellness, but we know they return because of the warmth and friendliness of the locals, who are always willing to give visitors a hand," he said.

The new minister has a background in the tourism sector, with 49 years’ experience in various roles including working as country manager for United Airlines in Costa Rica and Guatemala and managing the Aurola Holiday Inn in Costa Rican capital San Jose.

The 71-year-old has also held the position of marketing manager at the Costa Rica Tourism Board.

Together with tourism, Rodríguez has experience in international relations, business and economics. He holds a degree in political science and a master’s degree in business administration and marketing.

The Governing Council appointed the Costa Rican Tourism Institute’s (ICT) Executive President and Minister of Tourism, Gustavo Alvarado, who has had a noteworthy career in the ICT and worked as the Presidency’s Deputy Minister during the 2011-2014 administration.

The new leader will seek to continue the gradual recovery of the tourism industry through solid airline connections with our main markets, promote Costa Rica as a bio-secure destination in partnership with the private sector, and support bills currently in the legislative pipeline to strengthen the tourism sector.

The Costa Rican government has announced a change to its Ministry of Tourism, reporting the resignation of Gustavo Segura as of Dec. 1, 2021, following an opportunity for his professional development in the private sector. 

The role of the Costa Rican Tourism Institute’s (ICT) Executive President and Minister of Tourism has filled by Gustavo Alvarado ,  who has had a noteworthy career in the ICT and worked as the Presidency’s Deputy Minister during the 2011-2014 administration.

Costa Rica. William Rodríguez López es Licenciado en Ciencias Políticas y MBA en Administración de Empresas y fungirá como Ministro de Turismo durante los próximos cuatro años del nuevo Gobierno. 

Como parte de su trayectoria se destacan 49 años de experiencia en el sector turismo del país, en especial en la industria de hoteles, restaurantes y aviación.

Rodríguez se ha desempeñado como Director de Mercadeo del Instituto Costarricense de Turismo (ICT); Gerente de Publicidad y Promoción de Ventas de LACSA, la línea aérea de Costa Rica; Gerente País de United Airlines en Costa Rica y Guatemala; Gerente General del Hotel Aurola Holiday Inn en San José, Costa Rica y Gerente de Operaciones del Hotel Surfair, en el Gold Coast, Queensland, Australia.

Adicionalmente es el Director de la carrera de Administración Hotelera en la Universidad del Turismo de Costa Rica.

El gremio se encuentra esperanzado con su nuevo nombramiento, tal y como lo expresó don Rubén Acón, Presidente de CANATUR.

“La Cámara Nacional de Turismo (CANATUR) celebra el nombramiento del señor William Rodríguez López, como nuevo Ministro de Turismo de Costa Rica.

El señor Rodríguez tiene amplia experiencia y conocimiento de la actividad turística a nivel nacional e internacional, y sobre todo una gran identificación con nuestro sector. Ha desempeñado funciones en hoteles, restaurantes, líneas aéreas, etc., he incluso ha sido Presidente de CANATUR en dos periodos. Estamos seguros que el señor Rodríguez  continuará la tradición histórica que ha caracterizado a la industria turística costarricense de trabajar unidos el sector público y privado como clave del éxito que nos ha diferenciado de otros destinos turísticos.

Desde ya nos ponemos a las órdenes del nuevo Ministro de Turismo para trabajar juntos en la recuperación, reactivación y engrandecimiento del turismo de Costa Rica”, comentó.

Con la llegada de Rodríguez, el sector espera reforzar la alianza entre el sector público y privado para un mayor crecimiento y estabilidad turística.

QCOSTARICA – After the unprecedented blow of the pandemic, international projections on tourism predict that full recovery could come in 2024. However, the Minister of Tourism, William Rodríguez, foresees that Costa Rica will complete the process a year earlier.

“All destinations and worldwide, not just on this side of the world, say that we should be reaching 2019 levels in 2024 or 2025. We have set ourselves the goal of getting there in 2023. I do not guarantee that it will be in March or April, but yes, at some point in 2023,” Rodríguez told El Observador in an interview.

The Minister pointed out that there are still pending issues such as recovering flights from Europe. Internally, he also added other challenges such as streamlining immigration procedures at airports, which expectations look optimistic.

“The signs we have are positive. We have recently had a very good high season, but there are still obstacles that we must overcome,” he commented.

Costa Ricans as a tourist attraction

In the midst of international competition to recover visitation, Minister Rodríguez stressed how the idiosyncrasy continues to stand out as a key asset for attracting tourism to Costa Rica.

“In the surveys in which we participate, if there is something that stands out, it is the Costa Ricans as such. The environment is very good, nature is very good, all aspects of adventure are very good, but what always comes out is that the tourist returns to the country for the Costa Ricans (the people),” he said.

This factor has been key to attracting tourists who repeat the country as a destination. Data from the institution reveal a reiteration of up to 7 visits and an average increase in stay from 12.6 to 13.6 days.

Another key point is that Costa Rica does not appear as an enclave destination, rather visitors spend, on average, only 2 nights in San José. The rest of the time is dedicated to traveling to other destinations in the country, thus sharing their vacation investment.

“That tourism dollar that spills over into Manuel Antonio, the North Zone or the South Caribbean allows people to have a better quality of life, not only in tourism businesses but in all sectors,” he commented.

Another key fact given by the minister is that far from what is believed, the competition to attract tourists is not in neighboring countries such as Panama, Colombia or the Dominican Republic. On the contrary, it is nations like Peru or New Zealand that directly dispute the role of Costa Rica. Mexico is indirectly added to them in terms of beach tourism, but not in culture.

National tourism marked by technology

One of the recurring claims is how expensive it can be for Costa Ricans to be tourists in their own country.

In this regard, the minister stressed that Costa Rica has high prices in every sense and not only at the recreational level. Of course, he argued that for recreation there are offers for all budgets.

“Costa Rica offers everything for Costa Ricans to vacation within the country,” he commented. “We have hotels with zero, one, two, three, four and five stars,” he added, insisting that all budgets can be satisfied.

He also discussed the impact that the new platforms have had on tourism. The list includes everything from websites to buy air tickets, to platforms like AirBnB for lodging.

A life dedicated to tourism

At 71 years old, William Rodríguez appears as one of the most experienced figures in President Chaves’ cabinet.

He is a graduate in political science and has almost 50 years of experience in the tourism sector.

He worked in the marketing area of the Instituto Costarricense de Turismo (ICT) – Costa Rican Tourism Board and then moved to the private sector where he expanded his career. He was in the hotel sector, aeronautics – first at Lacsa and then at United, in addition to teaching the subject at the university level.

“Having taught, having worked here (ICT), having worked in the private sector most of my time, it’s like the icing on the cake of a tourism career,” Rodríguez summed up the position.

Where to Go?

Located on the central Pacific coast, the Puntarenas region extends from Punta Conejo south to Puerto Caldera to the mouth of the Bongo River. American Airlines announced a new route from Philadelphia International Airport to Guanacaste, Costa Rica, starting December 7, 2024. This will be the first time the airline will offer this route, which will operate during high season of 2024-2025. It will run on Saturdays from December 7 through March 30, 2025.

According to the itinerary, the flight will arrive at Guanacaste Airport (LIR) at 12:33 p.m. and depart at 1:00 p.m. for Philadelphia International Airport (PHL). American Airlines will use a 172-seat B737-800 aircraft.

“We are proud to continue growing our presence in Costa Rica with our new weekly route between Liberia and Philadelphia, beginning in December,” said Rafael Sanchez, American Airlines Regional Manager for Central America. “This winter, we will be celebrating our 35th anniversary in the country with a robust operation of up to 13 daily flights.”

The United States is the main market for air travel to Costa Rica. In the first four months of 2024, 643,141 U.S. tourists visited the country, according to the most recent figures from the Costa Rican Tourism Institute (ICT).

“We are pleased to announce the confirmation of the new direct air route between Philadelphia in Pennsylvania and the province of Guanacaste. This is the only route connecting our country with this U.S. city and will increase visitation from the United States,” said William Rodriguez, Minister of Tourism.

With the addition of this new route from Philadelphia (PHL), American Airlines also offers direct routes from Guanacaste to Charlotte (CLT), Dallas (DFW), New York (JFK), Miami (MIA), and Chicago (ORD).

“We welcome with great enthusiasm the start of this new route to Philadelphia, which will provide the first direct connection to this East Coast city. Announcing new frequencies at this time of year is exciting and fills us with hope for the 2024/2025 high season, for which the entire airport community is working to offer the quality of service that characterizes us,” said César Jaramillo, General Manager of Guanacaste Airport.

Costa Rican companies and the Proimagen Costa Rica organization are preparing to travel to the United States in May with the aim of capturing the attention of more tourists in the cities of San Francisco, Denver, Chicago and Boston.

The tour to the country’s main tourist market will take place from May 28 to 31. According to ICT data, in 2023, 1,473,620 arrivals from that market were registered. In the first quarter of 2024, the United States contributed 522,521 arrivals.

Best prospects cities

Proimagen Costa Rica, an organization of tourism companies specialized in promoting the country in the world, targets these four cities in 2024 because they concentrate populations very interested in continuing to travel to Costa Rica. This is what the ICT calls “best prospects.” For example, Denver is characterized by having a population that greatly enjoys adventure and outdoor activities. Additionally, the Frontier airline flies from that city.

Boston has a very good economic level, it is a city with many prestigious universities and it is one of the urban centers whose inhabitants most enjoy visiting Costa Rica.

The Costa Rican mission, which will seek to close business with tour operators in the country, will also undertake the task of holding educational seminars. Likewise, on this tour they will visit San Francisco and Chicago, two cities that belong to California and Illinois, respectively, and that are among the top 10 states with the best prospects in the United States. According to ICT studies, California alone concentrates 16.3% of the best prospects; That is, 4.5 million people are interested in traveling to Costa Rica.

During the event there will be a presentation of Costa Rica as a tourist destination in each city. Participating companies will be able to exhibit their services in a marketing exchange that will take place after the talk. Costa Rican companies that participate will have access to the entire database. In addition, they will be able to interact and have meetings to negotiate with more than 200 travel agencies from all of these North American cities.

This department provides information and assistance to the tourism sector. It also develops programs to ensure foreign and national tourists are satisfied and that their stay in the country or region is enjoyable.

The department’s activities include:

  • Providing assistance to foreign and national tourists at tourism information centers, including emergency assistance. Providing supporting materials and orientation according to requests.
  • Providing information and assistance to tourists in digital formats.
  • Coordinating and publishing informative material for tourists.
  • Receiving and processing complaints by tourists about services provided by tourism businesses.
  • Coordinating and servicing tourism signage, including informative signage for roadways and preventive signage at beaches and other high-risk areas that pose a danger to tourists.
  • Coordinating security issues that affect tourists during their stay in the country.
  • Coordinating tourist safety programs with the Public Security Ministry and the Judicial Investigation Police.
  • Coordinating security issues with the appropriate embassies located in the country.
  • Coordinating with the Red Cross on the Aquatic Prevention and Rescue program at the most popular tourist beaches.
  • Interagency coordination on preventive safety via the National Commission on Tourist Safety (CONSETUR).

Dubai Police Chief welcomes international ministers, security officials

Dubai: Lt. Gen. Abdullah Khalifa Al Marri, Commander-in-Chief of Dubai Police, recently received Mihai Cătălin Necula, State Secretary of the Ministry of Internal Affairs of Romania; Eric Lacayo Rojas, Vice Minister of Public Security of Costa Rica; and Mario Luiz Sarrubbo, National Public Security Secretary of Brazil, at the Dubai Police Academy Officers Club.

The meeting was also attended by Abdullah Nasser Lootah, Assistant Minister of Cabinet Affairs for Competitiveness and Knowledge Exchange; Brigadier Badran Al Shamsi, Assistant Commandant for Academic and Training Affairs; Brigadier Dr. Sultan Al Jamal, Director of the Dubai Police Academy, along with several other senior officers.

Knowledge sharing

This visit is part of the Government Experience Exchange Programme, organised by the Government Experience Exchange Office at the Ministry of Cabinet Affairs in cooperation with the Ministry of Interior. The programme focuses on enhancing security and safety systems.

It has brought together Interior Ministers and security officials from various friendly countries around the world, with the aim of showcasing the UAE’s pioneering experiences and best practices in the security field, which has led to the UAE’s advanced position and leading role in international competitiveness indicators.

Dubai Police Academy

During the meeting, the ministers and security officials were given a comprehensive overview of the Dubai Police Academy, including the academy’s objectives, mission, future vision, number of graduates, and the various academic programs offered to postgraduates and cadets.

Policing innovation

They were also informed about the Specialised Diploma in Police Innovation and International Leadership, organised by the General Department of Training in collaboration with the Rochester Institute of Technology Dubai and hosted at the Dubai Police Academy for four months.

The four-month programme’s key objectives were to facilitate knowledge and experience sharing among the participating officers and develop academic content that could enhance the capabilities of police agencies worldwide.

A total of 45 officers from 30 different countries, representing diverse police leadership roles, successfully completed this specialised diploma course.

UAE SWAT Challenge

The ministers and security officials were also informed about the UAE SWAT Challenge, which attracts the most elite tactical teams worldwide to compete across five specialised categories.

One notable initiative discussed was the empowerment of women in specialised police operations.

The Dubai Police has revealed the first all-female SWAT team, which was highlighted as a significant step in enhancing the Force’s capabilities.

Sophisticated policing

The visiting officials were highly impressed by the sophisticated policing and security operations they observed at the Dubai Police.

They praised the competence and professionalism of the Dubai Police personnel and their dedication to leveraging the latest technologies to serve the community, enhance public safety, and safeguard citizens, residents, and visitors.

At the end of the meeting, the Commander-in-Chief presented the ministers and security officials with a commemorative shield featuring a miniature model of the Naif Police Station – the first police station established in Dubai.
