The government on Tuesday issued new provisions for travelling abroad on a visit visa.

The new provisions will be implemented for Nepali travellers from Wednesday, the Department of Immigration said in a travel advisory.

Earlier, 17 different criteria including knowing the English language, passing grade 12 and spending at least two years in a foreign country among others were set for travelling abroad on a visit visa.

From Wednesday, travellers going abroad on a visit visa must carry a passport with a six-month validity with a valid visa for countries other than issuing on-arrival visa, present two-way air tickets and hotel booking and proof of exchanging USD500.

Hotel booking is not required if the traveller will be living in the accommodation of his/her relative. Such travellers should present a document revealing the relation with the relative instead.

Likewise, a US dollar exchange is not required if someone is invited by government or nongovernment organisations and such organisations will bear all the travel expenses. The traveller should present the invitation letter instead, according to the provision. Similarly, travellers visiting the United Arab Emirates, Bahrain, Kuwait, Qatar, Oman and Saudi Arabia on a visit visa should fill up a self-declaration form that mentions they will not be engaged in activities other than travelling.

The government has requested not to get involved in activities other than the purpose of the visa and to return to the home country within the duration of the visa. Saying that there is no additional fee required for travelling on a visit visa, the government has requested one and all not fall into false promises of middlemen.

Multiple entry 5-year tourist visa

  • a valid health insurance policy applicable in the UAE

UAE's visiting visa rules: What has changed, what should travellers keep with them

Dubai: The latest guidelines regarding the UAE visiting visa have become a matter of concern for many who were planning a trip to the country. Affi Ahammad, MD of Smart Travels said that the passengers should keep all the documents ready at hand to be produced at the airport, to ensure hassle-free travel. The guidelines state that the passengers arriving in the country on a visiting visa should carry: 1) A valid return ticket 2) Address of friends or relatives with whom they plan to stay. It's better if they travel from India with the relative with whom they are going to stay 3) Passport with a validity of six months 4) Copy of their Emirates ID 5) 5000 dirhams in account or equivalent amount as currency

Meanwhile, the guideline that one should carry a bank statement for the last six months isn’t strict. Also, if not 5000 dirhams, they should have at least 3000 dirhams with them or possess a credit card with the stipulated limit. Rules relaxed in 2020, but... The above rules existed earlier too, but they were relaxed in September 2020. The directives were repealed when the travel agencies expressed concern that it would disappoint job aspirants who wish to come to the UAE and that it would adversely affect the businesses. However, now, many are troubled that the government has made it stricter again. Many passengers, including Malayalis, who failed to fulfil these guidelines or produce necessary travel documents were detained at the Indian airports and were not allowed to board the planes.

Some others who managed to land in Dubai were reportedly detained by the immigration authorities there. The government’s move to make the visit visa guidelines stricter has quashed the dreams of many youngsters who were eager to find a good job in the UAE. People who belong to families that aren’t financially sound have struggled to arrange the money for purchasing visas and air tickets. Now, they can't arrange Rs 68,000 more so that they could adhere to the directives. In the beginning, the passengers were reportedly detained at the Dubai airport. However, now, checking has been made stricter at the Indian airports too. It was reported that a few passengers who hail from the Idukki district in Kerala were detained like this and sent back to India. But, the Dubai immigration authorities haven’t issued any official statement regarding this.

No new vacancies, boost for tourism The number of job seekers who arrive on visiting visas has gone up significantly, especially after the COVID-19 outbreak. Since the vacant posts were filled as soon as the pandemic subsided and the financial sector was recovering slowing, new vacancies weren’t created. Currently, hundreds of job aspirants are in UAE, trying hard to land a job. Among them, most Keralites are highly educated and experienced too. Inspections are conducted regularly at the airports in Dubai to ensure the safety of the passengers. Lots of cases have been reported for overstaying. Experts in the travel and tourism industry observe that the latest actions by the authorities would only boost the tourism sector in the Emirates. They say that strict inspection would make the immigration procedures transparent and would save the passengers from difficulties caused by miscommunication.

Most didn't have address proof The passengers who were detained at the airport in Dubai were the first batch of flyers who faced a crisis as they couldn’t produce proper travel documents. Even though most people could prove that they had the stipulated amount at hand, they failed to provide the address proof of relatives or other accommodation details. When some of them said that they were residing with their relatives, the officials inquired about their address and Emirates ID. But, the passengers had to return as they couldn’t produce these details. Meanwhile, some others had to wait at the airport for hours before returning. These people had to suffer such hardships at the airport as they weren’t informed about the guidelines by the travel agents. However, the travel agents say that they too had no idea as these weren’t stricter earlier.

Nepal, UAE to resolve issues on visit visa

Minister for Labour, Employment and Social Security Krishna kumar Shrestha and United Arab Emirates (UAE) Minister for Human Resource Dr Abdulrahaman Al Awar held a meeting on Tuesday.  At the meeting held at UAE capital Abu Dhabi, matters related to bilateral interests and welfare of Nepali workers in UAE were discussed, the Labour Ministry informed.

On the occasion, Minister Shrestha lauded the UAE government for noting the recent labour law in favour of immigrant workforce .

The two ministers agreed to work in tandem to resolve the problems of stranded Nepali who came to UAE on visit visa on temptation of employment and bring the guilty to book.

As informed, the UAE government will help book individuals and institutions who brought people to UAE on visit visa with false promise of employment.

Also on the occasion, Minister Awar expressed his commitment to establish skill development training centre.

According to Minister Shrestha's Secretariat, the UAE Minister also pledged to support in Nepal's bid for the establishment of laborers' hospital on the same occasion.

The two ministers also discussed the issue related to social security, workforce safety, health and insurance and increment of remuneration of Nepali workers in UAE.

Sarita had arrived in Dubai on a two-month visit visa, enticed by the promise of lucrative job opportunities by a broker for Rs 250,000. However, Sarita found herself in dire straits when she lost contact with the broker upon reaching the UAE. She struggled for two months, surviving with the support of other Nepali immigrants. Hoping to find job, she extended her visit visa by a month with the assistance of friends. Unfortunately, with just 15 days left on her extended visa, she tragically chose to end her own life.

According to the labor counselor at the Nepali Embassy in the UAE, Din Bandhu Subedi, the visit visa played a significant role in Sarita's tragic death. According to Pahari's relatives, Sarita was facing mental pressure, and feeling desperate after she was unable to find a job despite being in UAE for so long, ultimately succumbed to despair.

This incident reflects a larger issue faced by many Nepali youth seeking employment opportunities in the UAE. The exploitation by brokers and false promises contribute to the vulnerability of Nepali workers. Tragically, this is not an isolated case, as similar stories of exploitation and hardship have been reported.

A few months ago, Madhumaiya Magar, who arrived in the UAE from Nepal on a visit visa, was tragically murdered, as reported by the Nepali Embassy.

Jayendra Shah of Kanchanpur, arriving in the UAE on a visit visa three months ago after paying Rs 300,000 to a broker, found himself stranded in Abu Dhabi when the broker vanished. Despite eventually securing another job through a different broker, he now works illegally for low wages due to the absence of a work visa. Similarly, two girls from Sarlahi and Gulmi, who arrived on visit visas through a broker, were held captive in a local's house. After escaping, they managed to contact the Nepali embassy for assistance.

According to Tej Bahadur Chhetri, Nepali Ambassador to UAE, the number of Nepali workers visiting the UAE on visit visas has increased significantly. In 2022 alone, 250,000 Nepali workers arrived in the UAE on visit visas, seeking employment opportunities. Unfortunately, many of them end up facing challenges such as illegal work, low wages, and exposure to criminal activities, Ambassador Chhetri added.

Chhetri underscored the plight of Nepali women trafficked to Saudi Arabia, Qatar, Oman, and Bahrain when arriving on visit visas.

Unlike work visas where companies bear responsibility for migrant workers' well-being, those on visit visas are left to navigate the life on a foreign soil and survive.

D ubai has instituted some changes in its visit visa rules, urging travellers to carry Dh3,000 cash, a valid return ticket, and proof of accommodation boarding a flight, Khaleej Times reported on Thursday citing travel agencies. Several Indian tourists who failed to comply with these guidelines were either denied boarding or found themselves 'stuck' at the airport.

According to the Khaleej Times report, authorities are ensuring these strict entry guidelines are followed. Firoz Maliyakkal, founder and CEO of Tahira Tours and Travels, told the media outlet: “People travelling to Dubai must have a valid visa with a passport having validity of at least six months. One must carry a confirmed return ticket. These are checks that are being done earlier.”

Maliyakkal further added that authorities are ensuring a traveller has enough money as 'proof of funds to sustain your stay in Dubai'.

“The amount is any currency equivalent to Dh3,000 in cash or credit card. One has to provide a valid address proof of accommodation in the UAE; it can be either a relative's or friend’s home or a hotel booking,” he told Khaleej Times.

Another travel agent said that this step will positively impact the tourism sector of the emirate and ensure people don't overstay.

“Stringent checks provide transparency and prevent any discrepancies for people travelling to the UAE," he told the Dubai-based outlet.

Khaleej Times also quoted travellers saying they were not allowed to board or were stranded at the Dubai airport. Local media outlets further stated that airlines are making sure that visiting visa holders must have hotel reservation paperwork. Passengers whose flights were cancelled were not allowed to reschedule.

  • Your Passport and its photocopy (Please note that the validity of your passport shouldn’t be less than six months, and there should be at least one blank page to stamp visa in your passport)
  • A copy of your UAE resident visa,
  • NOC Letter (No Objection Letter) from your sponsor/Company (if your are employed in the UAE). The letter either can be addressed to the embassy or simply written as  “To Whom It May Concern” type that mentions inter alia their No Objection to the employe’s visit, the employee’s name and nationality, job title and salary. The letter should be stamped and signed by the company’s autorized person. Passport copy with UAE Visa page copy of the sponsor is required in case of personal sponsorship.
  • Any other document that you think supports your application.
  • Visa fee in cash.
  • Please be advised to come to the Embassy in person to apply for a visa. Applicant(s) can also authorize somebody to act on his/her behalf to submit the application and collect the passport/visa. Also note that a person himself/herself an applicant can represent Group travelers or families and apply on their/his/her behalf but cannot sign on their/his/her behalf in the applications.
  • Visas applications can be submitted between 9:30 am to 1.30 pm (from Monday to Friday) and can be collected between 2:30 to 4 pm.

In recent developments, the United Arab Emirates (UAE) has ramped up airport inspections and screenings to identify individuals arriving on Visit Visas who may be seeking employment opportunities. According to the reports, immigration officials have heightened scrutiny at UAE airports, particularly focusing on passengers hailing from Kottayam and Idukki districts in Kerala where inadequate travel documentation has led to detainments and travel disruptions.

In response to similar cases, airlines have received directives mandating strict enforcement of documentation requirements, including the financial buffer stipulation. 

What are the new guidelines?

- The new guidelines now require travellers to carry or have access to 3,000 dirhams (approximately INR 68,000) for one-month visas 

- Travellers need to have 5,000 dirhams for longer stays, with credit card equivalents meeting these thresholds also accepted

- Non-compliance with these regulations could lead to fines of 5,000 dirhams per passenger imposed on airlines for individuals lacking the necessary documents upon arrival in the UAE.

- Moreover, according to the reports, passengers holding tourist visas must present hotel reservation documents and have a financial buffer of 5,000 dirhams (approximately INR 1.3 lakh) for expenses, in addition to valid visas and return tickets. 

Failure to meet these criteria has resulted in denied boarding for many passengers, even after providing visa details, contact information, and local addresses. Those affected by the cancellations faced challenges such as non-refundable tickets, inability to reschedule, and extended waits at the airport before their return journey.

The intensified inspections were initiated at Kochi and Kozhikode airports in Kerala, resulting in the detention of multiple passengers who failed to meet the necessary documentation requirements. Reports indicate that over 20 travellers were prevented from boarding flights at Cochin International Airport, while up to five individuals were denied travel daily at Calicut International Airport. Consequently, around 30 passengers in Kozhikode had to cancel their travel plans in light of the stringent scrutiny measures.

Furthermore, Dubai immigration authorities have issued specific guidelines for visitors holding tourist visas, emphasising the prohibition of employment activities, verification of accommodation arrangements, and scrutiny of available funds to cover expenses. 

Visitors on employment visas must complete visa procedures promptly upon entry for legal work authorisation, while tourists engaging in leisure activities must provide detailed information on their accommodation, return tickets, and financial capabilities.

Overall, the heightened scrutiny on visit visa holders underscores the UAE's commitment to regulating entry and ensuring compliance with visa conditions, particularly in light of job-seeking concerns among certain passenger demographics.

Visit visa holders who are flying from India to the UAE are being urged to book their roundtrip tickets on the same airline, travel agents said, citing advisories from some airlines.

Some travellers were reportedly unable to fly to the UAE because their return flights to India were booked on a different airline.

“Advisories from some airlines state that if the journey to the UAE is booked with them, the journey to India must also be booked with the same airline. Failure to comply with this new requirement may result in passengers being denied boarding,” Taha Siddique, director of Siddique Travels, told Khaleej Times.

“Some of my clients faced this issue as their ticket to Dubai was booked on one airline and the return was booked on another. I am now advising my clients that it would be better to book both legs of the journey on the same carrier,” said Siddique.

This was supported by other travel agents. “I have also seen advisories from certain carriers that they will not be accepting travellers with tickets from different airlines,” said Noushad Hassan, managing director of Alhind Business Centre. “However, these advisories were mostly received by our office in India and not the UAE. In any case, it is advisable to book on the same carrier to avoid unnecessary complications.”

With more people being stopped from boarding their flights from India, agents are advising caution. “I believe it is better to book onward and return journey tickets on the same airline for hassle-free travel,” added Libin Varghese from Rooh Tourism.

Strict checks

The advisory on tickets comes after stricter checks were reportedly introduced at airports in Dubai. Travel agents said some passengers had to fly back home for not meeting certain requirements.

“We have seen cases of up to 40 passengers being returned on the same flight,” said Noushad.

As Khaleej Times reported earlier, travellers to the UAE must carry funds equivalent to Dh3,000, either in cash or on a credit card, and provide valid proof of accommodation, such as a hotel booking or a letter from a host in the country, including a copy of their Emirates ID. Additionally, they must have a confirmed return ticket to ensure compliance with visit visa conditions. Failure to do so could lead to the traveller being sent back to his or her home country.

“When a passenger is denied entry by the immigration section of any airport, the passenger’s return becomes the airline’s responsibility. In this process, the carriers lose money on seats,” said Bharath Aidasani, managing partner at Pluto Travels. “To avoid these circumstances, travellers who are not carrying the required documents and cash, are being denied boarding at the departure airports.”

Travel demand soars

With the summer season coming up, Aidasani said that more people are travelling from India to the UAE. “It's summer in India and people want to travel. The closest and ideal destination from any part of India is the UAE. We can see flights with full capacity and the airfares from India have also shot up,” said Aidasani.

Due to these stricter checks, travel agents are advising their passengers to ensure they have all the necessary documents before travelling. “In the last two days, we had a few passengers who were denied boarding passes at the Indian airports. Strict checks are being done so that they gain entry into the UAE and the airline doesn’t lose their seats,” said Mir Waseem Raja, manager at International Travel Services.

“We have seen an increase in the number of travellers being stopped at the airport because they do not have the required amount or proof of accommodation in the country,” said Libin.
