The journey of K K Travels began in the year 1988 with Kedar S Kasar in the driving seat. He set out with one car but with a drive to succeed in the race.

It was a challenge to meet the requirements of the customers with just one car at the disposal. But the sincerity to serve did not go unnoticed and soon the company was associated with corporate clients.

Tie-ups with some esteemed multinational & large and small national companies followed and K K Travels became a force to reckon with on the road.

The Brand “K K Travels” got recognition and was further developed with sheer hard work.

The company’s cars and buses were now hired on call as well as yearly contract basis. What put it ahead in the fiercely competitive marketplace was uncompromising hard work, punctuality, safety, periodic renewal of fleet and excellent friendly back office support.

In 1995, the company rolled out air-conditioned buses for Pune – Mumbai (CSIT) airport and Pune airport transfer. The highlight of the service was residence pickup and drop within Pune City and adjoining areas.

The strategy was same; starting with a single schedule and one bus and later expanding to hourly to and fro departures between Pune and Chhatrapati Shivaji International Terminal ( Mumbai Airports )and vice versa.

The success was repeated in 2006 in Nashik city with pickup and drop facility between residence and airport. It now has daily 12 departures from both sides.

That same year in June, the company started providing a bouquet of tours and travel services that included Air Ticketing, Holiday Tours (Domestic & International), Hotel Booking, Passport & Visa Assistance; Currently run under the brand www.kktravelsonline.com.

The next year, the company shifted gears from Bus Service to Hourly Shared Cab Services for Airport transfers to meet the heavy demand for departures at shorter intervals and unfriendly traffic conditions in Pune and Mumbai Cities.

The journey so far has taken the company places with a fleet of 300 cabs and own offices in Pune, Mumbai and Nashik . All the offices are operational round-the-clock. The bookings are done online with the Pune, Mumbai and Nashik offices connected with a Server stationed in Pune.

Despite the growth, the motto still remains delighting the customers on their journeys, no matter how long or short that be.

In the year 2016 , K K Travels has been granted E-recognition as a Tourist Transport Operator by Travel Trade Division, Ministry of Tourism, Government of India

It was a well organised private holiday for us by Odyssey. We should have extended our stay at each destination by 2 more days to visit more places and get a leisurely experience. We enjoyed street food at each place: it was marvellous to say the least; however we were careful to eat only at those vendors where the turnover of people was high to ensure that the food was fresh. At Chiang Mai we could not visit the Hmong village because the road was closed due to repair works. The travel agent at Chiang Mai could have alerted Odyssey about this. We travelled by Jet Air. We started planning our Switzerland vacation with a folder Swiss Bliss on my laptop and it truly was a blissful vacation. As always we trusted Ashwini from Odyssey to do a great job for us and once again our expectations were fulfilled. We kept it to a rather smallish trip of just 7 days, but we are very happy with the places we saw in these 7 days. Interlaken is truly beautiful with the small swiss shops and nice and warm cafes along the main street. We visited Jungfrau region which is a major tourist attraction. I guess we would have not missed too much if we would have given Gstaad a miss. Its just another small swiss village with really ntn to do. Lucerne has got more like a big city feel to it but also has some really good lakeside cafes and bars. It also has an amazing night life. Mt. Titlis is also a good tourist place but we were unfortunate to get bad weather on that day. Our last stop was Zurich and we witnessed one of the biggest parties of Europe the Annual Street Parade. It was an amazing experience to see thousands of people on the streets for and outrageous party. Overall a great and memorable trip.

Phoenix Sky Harbor Airport is getting a new terminal — in 12 years. Why it'll take so long

A new terminal will be built at Phoenix Sky Harbor International Airport, Phoenix Mayor Kate Gallego announced during her State of the City address on April 23.

But it will be a while before passengers can use it.

Because of rigorous and lengthy review processes, city aviation officials don't expect construction will begin on the West Terminal at Sky Harbor Airport until the early 2030s.

Jordan Feld, Phoenix's deputy aviation director; and Jay DeWitt, chief development officer of aviation, are working on the new terminal. Feld gave a presentation at a recent City Council meeting that revealed the terminal would be built west of Terminals 3 and 4, will have 40 to 60 gates and will begin construction in 2032 after design planning and an environmental review that will take at least six years.

The Arizona Republic interviewed Feld and DeWitt about plans for the West Terminal. Here's what they shared.

Environmental review required for new Phoenix airport terminal

The main reason it will take so long to build the new Phoenix airport terminal is a six-year environmental review process. Sky Harbor staff estimated that work will take place from 2025 to 2031.

The process starts with an airport layout plan review, which involves assembling a complicated regulatory map that the Federal Aviation Administration must approve before the environmental review can start. The airport layout plan takes about a year to complete.

Next, airport officials must complete a benefit-cost analysis, which Feld described as a detailed study that justifies the project and explains the design parameters that will likely be used.

After that comes the environmental impact statement, which is the longest part of the process.

Most of Sky Harbor's projects go through a shorter regulatory process, an environmental assessment under the National Environmental Policy Act, Feld said. But larger projects like new terminals require an environmental impact statement, which involves regular check-ins with regulators and extensive public outreach.

"When you add it all up, you get to five, six years pretty fast," he said. "There's no shortcut (for) EIS. In fact, the five-year timeframe for an EIS is actually relatively quick."

EIS reviews are typical for new airport terminal construction and other large-scale airport investments. Feld said Tucson International Airport had to go through the EIS to build new runways.

Feld and DeWitt estimate the West Terminal's construction will begin in 2032 and it will at least partially open in 2036.

New Phoenix airport terminal will be similar to Terminal 4 in size

Passengers can expect the West Terminal will have a similar size and layout to Terminal 4, including eight concourses, Feld said. Right now, the exact square footage is unknown.

The new terminal will have parking in its upper levels and a connection with the PHX Sky Train, which is free to ride and connects Terminals 3 and 4 to economy parking lots, the Valley Metro light rail and the Rental Car Center.

Additional parking beyond a terminal garage is part of the plan for the West Terminal. Feld floated the possibility of converting the surface lot at the 24th Street Sky Train Station into a garage, which would add more parking spaces.

The design of the terminal will be modular, which will allow staff to build more concourses as the need arises, Feld said.

"It's reasonable to expect the type of aircraft will get larger and larger and the technology will continue to get better and better," Feld said. "This seems like a great thing (with) a more seamless process so you can get planes in and out of the gates quicker and move through the airfield more efficiently."

One way terminal gates at Sky Harbor have evolved is how queuing for flights happens against the wall, allowing more room for seating, DeWitt said. This will be how the concourses in the West Terminal, as well as a new concourse under construction in Terminal 3 expected to open in 2027, are laid out.

Staff won't know until further in the process what airlines and planes will use the terminal. They base their plans on assumptions about the future market needs and what trends they anticipate. Feld envisions larger aircraft and higher passenger occupancy being the prevailing trend at Sky Harbor and other large hub airports in the U.S., things that must be factored into the design of the terminal.

"You don't want to miss a huge opportunity," he said. "It's like putting all your money into LaserDiscs and then you find out about DVDs in a couple of years."

Existing baggage system would exceed capacity in late 2030s

Feld told the Phoenix City Council in May that demand at Sky Harbor's existing terminals will exceed capacity by 2038. A chart displayed during the meeting showed the airport's baggage system would be incapable of handling the forecasted demand.

The baggage system is "very space consuming," he told The Republic. The only way to improve baggage operations is with newer facilities that will improve the system.

"There's only so much you can do to the baggage system ... you can optimize the facility, you can make some investments, you can try to expand it, but there's limits to it," Feld said. "If we continue to grow without improving functions like baggage, you wouldn't be happy with how long it would take to get your bag."

Airport staff plan to address the need by building a high-tech baggage system in the West Terminal that connects to Terminals 3 and 4, allowing bag processing to be shared between terminals, he said.

New customs facility would improve international flight needs

One of the first details to emerge about the West Terminal was it would have a state-of-the-art customs facility for processing international travelers more efficiently.

“Our forecast for international demand is continuing to grow," Feld said. "If you experienced the international facilities in Terminal 4, they're nice. But it would be hard to see how they could accommodate double that activity 20 years from now."

The impact of greater demand for international travel is evident at Sky Harbor through new routes, like Tijuana via American Airlines and Los Cabos via Frontier Airlines ; new planes like Condor Airlines' Airbus A330-900neo for its flights between Phoenix and Frankfurt, Germany; and new airlines, like Air France's newly launched nonstop service to Paris and Canadian carrier Porter Airlines announcing flights to Toronto .

Airport staff think an improved customs infrastructure will help attract new international flights, including long haul. Feld said the new customs facility will build resiliency into the airport's operations, as the existing Terminal 4 customs facility will continue operating.

How much will the new Phoenix airport terminal cost?

The total cost for the West Terminal construction is not yet known, but DeWitt thinks the scope of the project is comparable to Salt Lake City International Airport, where a new terminal was built to replace aging concourses, opening in phases in 2020 and 2023. The terminal cost $4 billion to build, according to Salt Lake City documents and Feld's City Council presentation.

Salt Lake City officials sought to meet fast-growing tourism demand as more people flew in, particularly during ski season. Transportation Security Administration officials stated the old airport was built to accommodate 10 million passengers per year, but was handling up to 26 million passengers before the new terminal's debut.

The goal with Sky Harbor's West Terminal is similar: Develop a state-of-the-art terminal that's better equipped to handle larger airplanes and more travelers.

Sky Harbor intends to apply for federal and state funding to help pay for the terminal construction, DeWitt said. He said grant funding historically wasn't available for airport terminal projects, but the federal Bipartisan Infrastructure Law passed in 2021 changed that.

A $20 million grant from the infrastructure law supported the construction of 16 gates in the new Salt Lake City terminal. In Arizona, Phoenix-Mesa Gateway Airport in east Mesa received $14.4 million under the infrastructure law to build a new six-gate concourse, which opened in February .

Money for most of Sky Harbor's projects comes from airport cash, bonds and passenger facility charges, fees that air travelers pay any time they buy a plane ticket. Airport projects are not paid for using tax dollars.

Fact Sheet: Presidential Proclamation to Suspend and Limit Entry and Joint DHS-DOJ Interim Final Rule to Restrict Asylum During High Encounters at the Southern Border

Today, the Biden-Harris Administration took decisive new action to strengthen border security, announcing a series of measures that restrict asylum eligibility, and significantly increase the consequences for those who enter without authorization across the southern border. These extraordinary steps, which will be in effect during times when high levels of encounters exceed our ability to deliver timely consequences, will make noncitizens who enter across the southern border ineligible for asylum with certain exceptions, raise the standard that is used to screen for certain protection claims, and speed up our ability to quickly remove those who do not qualify for protection.

These actions follow a series of steps that the Administration has taken over the past three years as it prepared for the end of the Title 42 public health Order, and since it was lifted last year, including surging personnel, infrastructure, and technology to the border, issuing the Circumvention of Lawful Pathways Rule, and referring record numbers of noncitizens into expedited removal. Over the past year, we have removed or returned more than three quarters of a million people, more than in any fiscal year since 2010. Despite these efforts, our outdated and broken immigration and asylum system, coupled with a lack of sufficient funding, make it impossible to quickly impose consequences on all noncitizens who cross irregularly and without a legal basis to remain in the United States.

The Administration has repeatedly called on Congress to provide the resources and legal authorities needed to secure our border. The measures announced today will better enable the Department to quickly remove individuals without a legal basis to remain in the United States, strengthening enforcement and change the calculus for those considering crossing our border irregularly. However, they are no substitute for Congressional action. We continue to call on Congress to provide the new tools and resources we have asked for to support the men and women on the frontlines.

President Biden issued a Presidential Proclamation to temporarily suspend the entry of noncitizens across the southern border. The Secretary of Homeland Security and the Attorney General also jointly issued an interim final rule that, consistent with the Proclamation, generally restricts asylum eligibility for those who irregularly enter across the southern border – including the Southwest land and the southern coastal borders. The rule also limits fear screenings to those who manifest a fear or express a desire to file for protection and heightens the screening standard for statutory withholding and claims under the Convention Against Torture. Taken together, these measures will significantly increase the speed and scope of consequences for those who cross our borders irregularly or who attempt to present themselves at Ports of Entry without authorization, allowing the Departments to more quickly remove individuals who do not establish a legal basis to remain in the United States. The restriction on asylum eligibility will be discontinued when encounters fall below certain levels but will come back into effect if encounters rise again.

The rule makes three key changes to current processing under Title 8 immigration authorities during periods of high border encounters:

• First, noncitizens who cross the southern border unlawfully or without authorization will generally be ineligible for asylum, absent exceptionally compelling circumstances and unless they are excepted by the Proclamation.
• Second, noncitizens who cross the southern border and are processed for expedited removal while the limitation is in effect will only be referred for a credible fear screening with an Asylum Officer if they manifest or express a fear of return to their country or country of removal, a fear of persecution or torture, or an intention to apply for asylum.  
• Third, the U.S. will continue to adhere to its international obligations and commitments by screening individuals who manifest a fear as noted above and do not qualify for an exception to the Rule for withholding of removal and Convention Against Torture protections at a reasonable probability of persecution or torture standard – a new, substantially higher standard than is currently applied under the Circumvention of Lawful Pathways rule.  

Like the Proclamation, the rule provides for an end to these enhanced measures following a sustained reduction in southern border encounters. Specifically, these measures are in effect until 14 calendar days after there has been a 7-consecutive-calendar-day average of less than 1,500 encounters between the ports of entry. The measures would again go into effect, or continue, as appropriate, when there has been a 7-consecutive-calendar-day average of 2,500 encounters or more.

During periods of high encounters, the Proclamation will apply across the southern border. Lawful permanent residents, unaccompanied children, victims of a severe form of trafficking, and other noncitizens with a valid visa or other lawful permission to enter the United States are excepted from the Proclamation.

In addition, the suspension and limitation on entry and rule will not apply to noncitizens who use a Secretary-approved process—such as the CBP One mobile app—to enter the United States at a port of entry in a safe and orderly manner or pursue another lawful pathway.

Noncitizens who cross the southern border and who are not excepted from the Proclamation will be ineligible for asylum unless exceptionally compelling circumstances exist, including if the noncitizen demonstrates that they or a member of their family with whom they are traveling:

• faced an acute medical emergency;
• faced an imminent and extreme threat to life or safety, such as an imminent threat of rape, kidnapping, torture, or murder; or
• satisfied the definition of “victim of a severe form of trafficking in persons” currently provided in 8 CFR 214.11.

Consequences

Noncitizens who are subject to the rule’s limitation on asylum eligibility and who manifest or express a fear of return to their country or country of removal, express a fear of persecution or torture or an intention to apply for asylum, but do not establish a reasonable probability of persecution or torture in the country of removal will be promptly removed.

Those ordered removed will be subject to at least a five-year bar to reentry and potential criminal prosecution.

The Proclamation and rule will significantly enhance the security of our border by increasing the Departments’ ability to impose swift consequences for individuals who cross the southern border irregularly and do not establish a legal basis to remain in the United States.  Together, the Proclamation and rule make critical changes to how the Departments operate during times when encounters are at historically high levels—levels that, in the absence of these changes, undermine the government’s ability to process individuals through the expedited removal process. These changes will enable the Departments to quickly return those without a lawful basis to stay in the United States and thereby free up the asylum system for those with legitimate claims.

These extraordinary measures are a stop gap. Even with these measures in place, the Departments continue to lack the authorities and resources needed to adequately support the men and women on the frontlines. The Administration again calls on Congress to take up and pass the bipartisan reforms proposed in the Senate, which provide the new authorities, personnel, and resources that are needed to address the historic global migration that is impacting countries throughout the world, including our own. Until Congress does its part, we will continue to take any actions needed under current law and within existing resources to secure the border.

After a flight filled with rollicking bachelorette parties and iPad-deprived toddlers, I was ready for a break — and luckily, I got it quickly.

After just a 15-minute car ride from the Punta Cana International Airport, I arrived at Sanctuary Cap Cana, an adults-only, all-inclusive resort in the Dominican Republic. Soon, I was whisked away via a golf cart to my room in “The Castle,” the Sanctuary’s exclusive section offering a VIP experience.

There, I was greeted by my butler for the duration of my stay, who helped me settle in and unpack and even gave me his phone number in case I needed anything while away from my room. This personal touch helped set the tone for my stay at Sanctuary, a resort that will make you feel like, well, king of the castle while you are here.

Even though it's been open for over a decade, Sanctuary became part of Marriott Bonvoy's All-Inclusive collection in the fall of 2022. Its re-opening was delayed until early 2023 due to the effects of Hurricane Fiona.

Indeed, being at Sanctuary Cap Cana feels like walking around a Spanish village, with the property offering suites and villas designed in a Spanish colonial style with modern elements. Each space includes wood accents, rattan furniture, and luxurious coral bathrooms. Standard amenities include private balconies or terraces, minibars, espresso machines, and plush bathrobes.

Nestled in the heart of the DR, the resort is a private enclave in Punta Cana with 30,000 acres of flawless beaches. The property features plenty of exciting offerings, including the Punta Espada golf course designed by Jack Nicklaus, a state-of-the-art marina with more than 150 slips accommodating yachts up to 150 feet, and even an equestrian center featuring two world-class polo fields designed by Alejandro Battro.

The suites and villas at Sanctuary Cap Cana blend Spanish colonial design with modern elements. Each space includes wooden accents, rattan furniture, and luxurious coral bathrooms. Amenities include private balconies, minibars, espresso machines, and plush bathrobes. Some rooms have swim-up access.

The resort is comprised of 324 rooms and villas with 19 different room sizes and configurations, the smallest of these, the junior suite, is a generous 646 square feet, so space is no issue here.

The property itself is divided into three areas: the “Colonial” section, the “Castle,” and the Villas. The heart of Sanctuary Cap Cana comprises the Colonial section, including all the resort's main buildings.

I stayed in the “Castle” section, a more exclusive resort area with full-time butler service, VIP services, packing and unpacking services, and even a chilled bottle of sparkling wine upon arrival. The butler service is a must for those looking for a personalized experience. Some ground-floor rooms in the Castle area are also connected to a private pool, only accessible to Castle guests, that wraps around the building.

Finally, scattered throughout the property are several villas, the smallest of which starts at just over 1,100 square feet for those who want a larger space or have traveled with a group.

Sanctuary Cap Cana has five restaurants, each with indoor and outdoor seating. Enjoy breakfast at Casa Bella, which also offers lunch with a tropical twist; lunch or dinner at Blue Marlin for fresh seafood; Pan-Asian fusion at Wok; prime cuts at The Steakhouse; and Italian cuisine at Capricci. After dinner, head inside to the Love Bar, a piano bar with craft cocktails, or outside to the Ocean Club to have a post-dinner drink with a soundtrack of crashing waves.

Elsewhere on the property, guests can have drinks at one of several other bars open during the day, including Destination Bar, serving up fresh-made smoothies and cocktails, and Freshco Bar, a swim-up bar for replenishing your drinks while at the pool. Keep in mind that the resort maintains a dress code for certain restaurants, with most requiring men to wear long pants, a collared shirt, and closed-toe shoes.

While you may want to flock to one of Sanctuary’s six pools and not move a muscle, the property has plenty of other activities you will want to check out.

The resort offers a range of activities with its all-inclusive package, such as yoga classes, bike tours, beach volleyball, water aerobics, and nightly entertainment. The resort also features a modern gym with plenty of space for working out and includes bikes, weights, and a full lineup of exercise equipment.

Golfers will relish the Punta Espada course designed by Jack Nicklaus, rated the number one golf course in the Caribbean and Mexico by Golfweek Magazine for eight years running.

In addition to the treatments offered, the spa features a hydrotherapy circuit which includes a sauna, hot tub, steam room, cold pool, and dynamic pool to help reinvigorate your body through exposure to various environments and temperatures. The spa also includes a beauty salon as well as a snack bar should you require some fresh fruit or green tea before or after a treatment or soak in the hydrotherapy circuit.

Sanctuary Cap Cana prioritizes sustainability and protecting the environment by using renewable energy sources, conserving local flora and fauna, and operating an on-site organic farm to supply fresh produce to its restaurants.

Sanctuary Cap Cana is located nine miles from Punta Cana International Airport and is a 15-minute taxi ride. A. STATUTORY NUMBERS FOR PREFERENCE IMMIGRANT VISAS

This bulletin summarizes the availability of immigrant numbers during August  for: “Final Action Dates” and “Dates for Filing Applications,” indicating when immigrant visa applicants should be notified to assemble and submit required documentation to the National Visa Center.

Unless otherwise indicated on the U.S. Citizenship and Immigration Services (USCIS) website at  www.uscis.gov/visabulletininfo , individuals seeking to file applications for adjustment of status with USCIS must use the “Final Action Dates” charts below for determining when they can file such applications. When USCIS determines that there are more immigrant visas available for the fiscal year than there are known applicants for such visas, USCIS will state on its website that applicants may instead use the “Dates for Filing Visa Applications” charts in this Bulletin. 

1.  Procedures for determining dates. Consular officers are required to report to the Department of State documentarily qualified applicants for numerically limited visas; USCIS reports applicants for adjustment of status. Allocations in the charts below were made, to the extent possible, in chronological order of reported priority dates, for demand received by July 7th. If not all demand could be satisfied, the category or foreign state in which demand was excessive was deemed oversubscribed. The final action date for an oversubscribed category is the priority date of the first applicant who could not be reached within the numerical limits. If it becomes necessary during the monthly allocation process to retrogress a final action date, supplemental requests for numbers will be honored only if the priority date falls within the new final action date announced in this bulletin. If at any time an annual limit were reached, it would be necessary to immediately make the preference category “unavailable”, and no further requests for numbers would be honored.

2.  Section 201 of the Immigration and Nationality Act (INA) sets an annual minimum family-sponsored preference limit of 226,000.  The worldwide level for annual employment-based preference immigrants is at least 140,000.  Section 202 prescribes that the per-country limit for preference immigrants is set at 7% of the total annual family-sponsored and employment-based preference limits, i.e., 25,620.  The dependent area limit is set at 2%, or 7,320.

3.  INA Section 203(e) provides that family-sponsored and employment-based preference visas be issued to eligible immigrants in the order in which a petition in behalf of each has been filed. Section 203(d) provides that spouses and children of preference immigrants are entitled to the same status, and the same order of consideration, if accompanying or following to join the principal. The visa prorating provisions of Section 202(e) apply to allocations for a foreign state or dependent area when visa demand exceeds the per-country limit. These provisions apply at present to the following oversubscribed chargeability areas:  CHINA-mainland born, INDIA, MEXICO, and PHILIPPINES. 

4.  Section 203(a) of the INA prescribes preference classes for allotment of Family-sponsored immigrant visas as follows: 

FAMILY-SPONSORED PREFERENCES

First : ( F1 ) Unmarried Sons and Daughters of U.S. Citizens:  23,400 plus any numbers not required for fourth preference.

Second : Spouses and Children, and Unmarried Sons and Daughters of Permanent Residents:  114,200, plus the number (if any) by which the worldwide family preference level exceeds 226,000, plus any unused first preference numbers:

A. ( F2A ) Spouses and Children of Permanent Residents:  77% of the overall second preference limitation, of which 75% are exempt from the per-country limit;

B. ( F2B ) Unmarried Sons and Daughters (21 years of age or older) of Permanent Residents:  23% of the overall second preference limitation.

Third : ( F3 ) Married Sons and Daughters of U.S. Citizens:  23,400, plus any numbers not required by first and second preferences.

Fourth : ( F4 ) Brothers and Sisters of Adult U.S. Citizens:  65,000, plus any numbers not required by first three preferences.

A.   FINAL ACTION DATES FOR FAMILY-SPONSORED PREFERENCE CASES

On the chart below, the listing of a date for any class indicates that the class is oversubscribed (see paragraph 1); "C" means current, i.e., numbers are authorized for issuance to all qualified applicants; and "U" means unauthorized, i.e., numbers are not authorized for issuance. (NOTE: Numbers are authorized for issuance only for applicants whose priority date is earlier than the final action date listed below.)

For August, F2A numbers  EXEMPT from per-country limit  are authorized for issuance to applicants from all countries with priority dates  earlier  than 01SEP16. F2A numbers  SUBJECT to per-country limit  are authorized for issuance to applicants chargeable to all countries  EXCEPT MEXICO , with priority dates beginning 01SEP16 and earlier than 08OCT17. All F2A numbers provided for MEXICO are exempt from the per-country limit.

B.  DATES FOR FILING FAMILY-SPONSORED VISA APPLICATIONS

The chart below reflects dates for filing visa applications within a timeframe justifying immediate action in the application process. Applicants for immigrant visas who have a priority date earlier than the application date in the chart below may assemble and submit required documents to the Department of State’s National Visa Center, following receipt of notification from the National Visa Center containing detailed instructions. The application date for an oversubscribed category is the priority date of the first applicant who cannot submit documentation to the National Visa Center for an immigrant visa. If a category is designated “current,” all applicants in the relevant category may file applications, regardless of priority date.

The “C” listing indicates that the category is current, and that applications may be filed regardless of the applicant’s priority date. The listing of a date for any category indicates that only applicants with a priority date which is earlier than the listed date may file their application.

Visit www.uscis.gov/visabulletininfo for information on whether USCIS has determined that this chart can be used (in lieu of the chart in paragraph 4.A.) this month for filing applications for adjustment of status with USCIS. 

5.  Section 203(b) of the INA prescribes preference classes for allotment of Employment-based immigrant visas as follows: 

EMPLOYMENT-BASED PREFERENCES

First :  Priority Workers:  28.6% of the worldwide employment-based preference level, plus any numbers not required for fourth and fifth preferences.

Second :  Members of the Professions Holding Advanced Degrees or Persons of Exceptional Ability:  28.6% of the worldwide employment-based preference level, plus any numbers not required by first preference.

Third :  Skilled Workers, Professionals, and Other Workers:  28.6% of the worldwide level, plus any numbers not required by first and second preferences, not more than 10,000 of which to "*Other Workers".

Fourth :  Certain Special Immigrants:  7.1% of the worldwide level.

Fifth :  Employment Creation:  7.1% of the worldwide level, of which 32% are reserved as follows: 20% reserved for qualified immigrants who invest in a rural area; 10% reserved for qualified immigrants who invest in a high unemployment area; and 2% reserved for qualified immigrants who invest in infrastructure projects. The remaining 68% are unreserved and are allotted for all other qualified immigrants.

A.  FINAL ACTION DATES FOR EMPLOYMENT-BASED PREFERENCE CASES

*Employment Third Preference Other Workers Category:  Section 203(e) of the Nicaraguan and Central American Relief Act (NACARA) passed by Congress in November 1997, as amended by Section 1(e) of Pub. L. 105-139, provides that once the Employment Third Preference Other Worker (EW) cut-off date has reached the priority date of the latest EW petition approved prior to November 19, 1997, the 10,000 EW numbers available for a fiscal year are to be reduced by up to 5,000 annually beginning in the following fiscal year. This reduction is to be made for as long as necessary to offset adjustments under the NACARA program. Since the EW final action date reached November 19, 1997 during Fiscal Year 2001, the reduction in the EW annual limit to 5,000 began in Fiscal Year 2002. For Fiscal Year 2023 this reduction will be limited to approximately 150.

B.  DATES FOR FILING OF EMPLOYMENT-BASED VISA APPLICATIONS

The chart below reflects dates for filing visa applications within a timeframe justifying immediate action in the application process. Applicants for immigrant visas who have a priority date earlier than the application date in the chart may assemble and submit required documents to the Department of State’s National Visa Center, following receipt of notification from the National Visa Center containing detailed instructions. The application date for an oversubscribed category is the priority date of the first applicant who cannot submit documentation to the National Visa Center for an immigrant visa. If a category is designated “current,” all applicants in the relevant category may file, regardless of priority date.

B .   DIVERSITY IMMIGRANT (DV) CATEGORY FOR THE MONTH OF AUGUST

Section 203(c) of the INA provides up to 55,000 immigrant visas each fiscal year to permit additional immigration opportunities for persons from countries with low admissions during the previous five years. The NACARA stipulates that beginning with DV-99, and for as long as necessary, up to 5,000 of the 55,000 annually allocated diversity visas will be made available for use under the NACARA program.  This will result in reduction of the DV-2023 annual limit to approximately 54,850. DV visas are divided among six geographic regions. No one country can receive more than seven percent of the available diversity visas in any one year.

For August , immigrant numbers in the DV category are available to qualified DV-2023 applicants chargeable to all regions/eligible countries as follows. When an allocation cut-off number is shown, visas are available only for applicants with DV regional lottery rank numbers  BELOW  the specified allocation cut-off number:

Entitlement to immigrant status in the DV category lasts only through the end of the fiscal (visa) year for which the applicant is selected in the lottery. The year of entitlement for all applicants registered for the DV-2023 program ends as of September 30, 2023. DV visas may not be issued to DV-2023 applicants after that date. Similarly, spouses and children accompanying or following to join DV-2023 principals are only entitled to derivative DV status until September 30, 2023. DV visa availability through the very end of FY-2023 cannot be taken for granted. Numbers could be exhausted prior to September 30.

C.   THE DIVERSITY (DV) IMMIGRANT CATEGORY RANK CUT-OFFS WHICH WILL APPLY IN SEPTEMBER

For September , immigrant numbers in the DV category are available to qualified DV-2023 applicants chargeable to all regions/eligible countries as follows. When an allocation cut-off number is shown, visas are available only for applicants with DV regional lottery rank numbers  BELOW  the specified allocation cut-off number:

D.   FAMILY-SPONSORED SECOND PREFERENCE AVAILABILITY

In the April 2023 Visa Bulletin , it was necessary to establish a final action date in the F2A category and Item D of the July 2023 Visa Bulletin warned of the strong possibility of retrogression as early as August.  Number use has remained steady, and it has become necessary to retrogress the final action date to keep number use within the FY-2023 annual limit. F2A numbers exempt from per-country limits are available to applicants from all countries with priority dates earlier than 01SEP16.  F2A numbers subject to per-country limits are available to applicants chargeable to all countries except Mexico, with priority dates beginning 01SEP16 and earlier than 08OCT17.  All F2A numbers provided for Mexico are exempt from the per-country limit.

Additionally, number use in the F2B category has been steady throughout the fiscal year, and it may become necessary to retrogress the final action dates for Rest of World countries, India, and China in September to keep number use within the FY-2023 annual limit.

These situations will be continually monitored, and any necessary adjustments will be made accordingly.

E.   ESTABLISHMENT OF WORLDWIDE EMPLOYMENT-BASED FIRST PREFERENCE (EB-1) FINAL ACTION DATE

Due to steady number use and high demand, it has become necessary to establish an EB-1 final action date for Rest of World countries, Mexico, and Philippines effective in August to hold number use within the maximum allowed under the FY-2023 annual limit.  Rest of World countries, Mexico, and Philippines are subject to a final action date of 01AUG23.  This situation will be continually monitored, and any necessary adjustments will be made accordingly. It is likely that in October the category will return to “Current” for these countries.

F.   RETROGRESSION IN THE EMPLOYMENT-BASED FIRST PREFERENCE (EB-1) FOR INDIA

As readers were informed was possible in the May 2023 Visa Bulletin , it has become necessary to retrogress the EB-1 final action date for India, effective in August.  India is oversubscribed, and therefore subject to prorating under INA 202(e).  Until now, applicants chargeable to India had been able to receive prior unused numbers within EB-1 under INA 202(a)(5).  With a worldwide final action date being set for EB-1 because the demand is greater than the number of visas remaining, the Department can no longer issue EB-1 visas without regard to the per-country numerical limitations and so applicants from India are no longer able to receive EB-1 numbers under INA 202(a)(5).  Having reached their limit for FY-2023 within EB-1, India will be subject to an EB-1 final action date of 01JAN12, the oldest priority date of an EB-1 applicant (many Indian EB-1 applicants have priority dates from 2012-2015 because of priority date retention based on previously-approved petitions in the EB-2 or EB-3 categories).  It is likely that in October the final action date will advance to at least the final action date announced in the July Visa Bulletin; however, the date is dependent on the demand for EB-1 visas by Indian applicants and the FY-2024 annual limit on employment-based preference visas.

G.   RETROGRESSION IN THE EMPLOYMENT-BASED THIRD PREFERENCE (EB-3) FOR REST OF WORLD COUNTRIES, MEXICO, AND PHILIPPINES

In the May 2023 Visa Bulletin , the EB-3 final action dates for Rest of World, Mexico, and the Philippines were established to keep number use within the FY 2023 annual limit.  This was in part due to higher than expected demand from applicants with priority dates earlier than the established final action dates.  The Department and USCIS continue to see increased demand from these applicants, necessitating retrogression.  As a result, the Rest of World, Mexico, and Philippines EB-3 final action dates have retrogressed to 01MAY20. This situation will be continually monitored, and any necessary adjustments will be made accordingly.

How the Pepe coin, ‘fueled by pure memetic power,’ soared past a $1.6 billion market cap in 3 weeks—and then tumbled

In early April, the Twitter account @pepecoineth posted a photo of a cartoonish green frog wearing a red cap emblazoned with “Make Memecoins Great Again,” referring to Donald Trump’s presidential slogan.

Two weeks later, the Pepe coin, whose name comes from a popular meme co-opted by the American alt-right, was released with a total supply of 420.69 trillion coins. (The meaning of these numbers is, ahem, self-evident.) A trading frenzy ensued, and Pepe, which is “ fueled by pure memetic power ” and trades under the ticker $PEPE, skyrocketed in value.

In less than three weeks, the market capitalization for the memecoin—a cryptocurrency that’s typically a joke and tool for speculation—crossed $1.6 billion, according to CoinMarketCap . (It is currently hovering near $800 million.) Each coin is worth between two- to three-millionths of a dollar. Since CoinGecko began tracking it on April 18, one day after its debut, the Pepe token has increased more than 900% in price—it’s now listed on major exchanges like Crypto.com and Binance.

“Pump the frog,” an exhortation to increase the token's price, became a common refrain on Twitter, and the cryptocurrency’s Telegram group is a chaotic mishmash of memes and price talk. How did something so unabashedly worthless become so valuable?

‘Feels good, man’

If there’s one meme that encapsulates the confusing twists and turns of internet culture, it’s a green frog with a preternaturally expressive face.

In 2005, illustrator Matt Furie released a web comic titled Boy’s Club that featured a frog named Pepe. The character made frequent appearances in Furie’s work. At one point, in response to a question about his bathroom habits, the character responds, “Feels good, man.”

Soon, Pepe became a popular meme, and the internet used the frog’s expressive face in almost every conceivable circumstance, including hate speech. In 2016, the Anti-Defamation League designated the meme as a hate symbol. The organization cited various online examples, including an image of Pepe saying “feels good” while wearing a Nazi stormtrooper helmet.

Furie, incensed by the co-option of his comic-book frog, launched a campaign with the Anti-Defamation League to rescue Pepe from the American alt-right. Since then, the meme has lived in comparative ambiguity. Its association with hate speech still continues, but it became a symbol , for example, of the 2019 pro-democracy protests in Hong Kong.

What is a memecoin?

The Pepe token is the latest chapter in the meme’s almost two-decades-long history. But it's certainly not the first memecoin.

Dogecoin, created in late 2013 by developers Billy Markus and Jackson Palmer, was arguably the first memecoin to land on the market. They said they made it as a joke, with its name a reference the popular “doge” meme, or an image of a Shiba Inu, a particular breed of dog. As opposed to Bitcoin, a replacement for currency, or Ethereum, a decentralized computing platform, Dogecoin unapologetically had no purpose.

That didn’t stop the token from taking off in popularity, and even Elon Musk, the CEO of Twitter and Telsa, has repeatedly jumped on the doge bandwagon . Now, the cryptocurrency has a market capitalization of more than $10 billion, according to CoinMarketCap .

Since then, a flood of memecoins have saturated the market, including Shiba Inu , another dog-inspired token, and even recent additions like Good Gensler , a token that pokes fun at Gary Gensler, the chair of the Securities and Exchange Commission who’s set his crosshairs on the crypto industry writ large.

Many of the most popular memecoins, like Dogecoin and Shiba Inu, are canine-inspired. "The dogs have had their day," wrote the developers behind the Pepe token, "it’s time for Pepe to take reign."

Who's behind Pepe?

The world of crypto is a pseudonymous slurry of nicknames, numbers, and memes. And the developers of Pepecoin are similarly unknown.

They operate the @pepecoineth Twitter account, and their website has no contact information. The only clues to their activities are two press releases from mid-April: one launched from Guadelejara, Mexico , that advertises the success of the Pepe token, and another launched from London that announces the creation of another memecoin, DanGPT, “the daring twin of ChatGPT.” The name David Costla accompanies both releases.

In addition to messaging account handles associated with the Pepe token across different social media platforms, Fortune reached out to both email addresses listed on the press releases but has yet to receive a response. 

In the meantime, memecoin trading has seen a dramatic uptick , according to data compiled by Dune analyst James Tolan. Pepe fervor is partly fueling the craze—many are still looking to "pump the frog"—although after crossing $1.6 billion, the token crashed to a market cap that's now closer to $800 million, according to CoinMarketCap . Pepe has traveled the internet for decades. Where he goes next is anyone's guess.
