Canada's travel rules changed Friday. Here's what you need to know

As of today, April 1, fully vaccinated travellers entering Canada will no longer be required to provide a pre-entry COVID-19 test. 

The federal government announced the change in March, citing vaccination uptake and stable COVID-19 case counts at the time. 

Here's a look at the changes you can consider before packing your bags. 

What are the changes for vaccinated travellers?

Fully vaccinated travellers no longer need a molecular COVID-19 test (such as a PCR test) or an antigen test to get into Canada by land, air or water.

Before April 1, travellers were required to get a test abroad to enter the country.

Border mayors, tourism leaders, and individuals have been calling on the government to drop the requirement for months, saying it was a major barrier for business and families to cross the border. 

Who is considered fully vaccinated?

A fully vaccinated traveller means you must have received at least two doses of a COVID-19 accepted vaccine  or at least one dose of the Janssen/Johnson & Johnson vaccine.

You are also considered fully vaccinated if you have had a mix of two accepted COVID-19 vaccines. 

You must have had the second dose at least 14 days before entering Canada.

While you no longer need a COVID-19 test, anyone exhibiting symptoms will still not be allowed to cross into Canada.

The vaccines accepted by Canada for travel are:

• AstraZeneca/COVISHIELD (ChAdOx1-S, Vaxzevria, AZD1222).
• Bharat Biotech (Covaxin, BBV152 A, B, C).
• Janssen/Johnson & Johnson.
• Moderna (Spikevax, mRNA-1273) including for children 6 to 11 years old.
• Novavax (NVX-COV2373, Nuvaxovid, Covovax).
• Pfizer-BioNTech (Comirnaty, tozinameran, BNT162b2) including for children 5 to 11.
• Sinopharm BIBP (BBIBP-CorV).
• Sinovac (CoronaVac, PiCoVacc).

Do I still need to use the ArriveCAN app?

Yes, this requirement has not changed. 

Anyone entering Canada, including fully vaccinated travellers, must complete a questionnaire on the ArriveCAN app  or on the government's website within 72 hours before entering Canada. Travellers will answer a series of questions and must upload digital proof of vaccination in English or French. 

The government warns of third-party or false apps. You can find the ArriveCAN page here . 

Will you escape testing altogether? 

While there is no longer a pre-arrival test requirement, some travellers may be randomly selected for a COVID-19 test. 

A border services officer will tell you if you have been selected, and this includes those who are fully vaccinated. 

If selected, you may be given a take-home test  — often the only option at the land border — or you could be sent to a nurse if arriving at an airport. Travellers collect tests or go for swabs, then continue on to their final destinations.

Travellers coming from abroad no longer need to quarantine while waiting for test results. The government said this testing will help track the arrival of variants to Canada. 

If you're fully vaccinated and travelling to the U.S. by land or ferry, a test isn't required. The U.S. dropped its testing requirements for land-based travellers last October.

However, if you are heading to another country, you may be required to take a test depending on that country's current guidelines. 

What about unvaccinated travellers (including kids)?

Unvaccinated or partially vaccinated Canadian travellers must still get tested.

They'll get a molecular test on arrival and on the eighth day after arrival. These travellers must quarantine for 14 days — regardless of their test results during that period.

The Canadian government has outlined  three accepted types of test  and that specific conditions that apply to each.

Children under five years old do not need a pre-entry test. 

Generally speaking, unvaccinated foreign nationals are not allowed to travel to Canada. There are some  very limited exceptions .

Those 12 years of age plus four months or older who are not considered fully vaccinated still cannot board a train, plane or ferry in Canada.

Medevac flights and private flights that do not require access to an airport with a vaccine requirement are excluded. 

Is this change permanent?

It is possible Canada could bring back pre-arrival COVID-19 testing, and it has happened before. 

Last fall, those travelling to the U.S. for 72 hours or under were exempted from providing a pre-entry test. But when the Omicron variant surged, the government walked back that decision. 

COVID-19 indicators in some parts of Canada, like Ontario , are trending upward in recent weeks following loosened restrictions and possibly increased travel due to the March break period.

As of Oct. 22, the new proof of vaccination can be downloaded to smartphones or printed in hard copy in five provinces, including Ontario, and the three territories. For the rest of the provinces, the document will be available by Nov. 30.

Along with the QR code, which will include your COVID-19 vaccination history, the document will also have the official logo of the province or territory and the official logo of the Government of Canada.

Before Nov. 30, Canadians who don’t yet have access to the QR-coded proof of vaccination, can use their proof of vaccination receipt when travelling, however it’s advised to bring a printout because the digital copy may not be readable outside of Canada.

The vaccine passport does not guarantee your entry into another country, according to the Government of Canada. Before travelling, check the entry requirements for the country you are travelling to and any other country you’ll transit through on your way to your final destination.

The vaccine passport, also known as the Canadian COVID-19 proof of vaccination and the “enhanced vaccine certificate,” is available in Ontario. You can download it here .

The vaccine passport is not yet available in Alberta. It will be available for downloading by Nov. 30. Albertans can contact their province to get the provincial proof of vaccination or the Alberta vaccine record .

British Columbia

The vaccine passport is not yet available in British Columbia. It will be available for downloading by Nov. 30. People living in B.C. can contact their province to get the provincial proof of vaccination or the B.C. vaccine card .

The vaccine passport is not yet available in Manitoba. It will be available for downloading by Nov. 30. Manitobans can contact their province to get the provincial proof of vaccination or the Manitoba immunization card .

New Brunswick

The vaccine passport is not yet available in New Brunswick. It will be available for downloading by Nov. 30. People living in New Brunswick can contact their province to get the provincial proof of vaccination or the “ Record of COVID-19 Immunization .”

Newfoundland and Labrador

The vaccine passport is available for download in Newfoundland and Labrador. It can be downloaded here .

Northwest Territories

The vaccine passport is available for download in the Northwest Territories. It can be downloaded here .

Nova Scotia

The vaccine passport is available for download in Nova Scotia. It can be downloaded here .

There are no provincewide COVID-19 restrictions on travel, gatherings, events, and visits to long-term care and seniors’ assisted living facilities.

Wearing masks in public indoor settings is not required by public health. Wearing a mask is a personal choice.

Hospitals and health care settings

Medical masks are no longer required in health care settings.

Visitors are still encouraged to wear masks in health care settings and to practice respiratory etiquette, including:

• Clean your hands often using soap and warm water or use alcohol-based hand rub
• Sneeze or cough into your elbow instead of your hands
• Stay away from people at higher risk of serious illness

Health-care workers must continue to wear appropriate personal protective equipment, including masks or respirators, in accordance with their point of care risk assessments.

Masks are encouraged, but not required, when travelling by air, train, public transit or BC Ferries.

Individual businesses and event organizers can choose to continue requiring masks on their premises. It’s important that we respect other people’s and businesses' choices.

Proof of vaccination  is not required for travel in Canada

You do not  need proof of vaccination to:

• Enter Canada
• Travel within Canada by plane or train
• Board an international flight at a Canadian airport

Travel rules change frequently. Check federal travel guidance before you travel.

You may need proof of vaccination outside Canada

Some other countries may require you to show proof of vaccination  to enter. Review entry requirements before you travel.

You should stay up to date on your immunizations .

Proof of vaccination QR codes downloaded more than 6 months ago may not verify properly. Download a new copy of your proof of vaccination to ensure you have a valid QR code.

Using your Canadian COVID-19 proof of vaccination

When you show your proof of vaccination , you also need a piece of valid government photo ID.

The name on your ID must match the name on your proof of vaccination .

• If you've already legally changed your name and it's not showing on your proof of vaccination , download and print your proof of vaccination again
• If the name on your B.C. driver's licence or BC Services Card doesn't match your proof of vaccination , update your ID
• If the name on your passport doesn't match your proof of vaccination , update your passport

Events, services and businesses aren't required to check proof of vaccination in B.C.

Canada settles on one standard ‘vaccine passport’ for travel.

The document, already in use in five of the country’s 10 provinces and all three of its territories, will replace a patchwork of programs across Canada.

We made a commitment to ensure that there is a national standard for a proof of vaccination certificate that will be issued by every province and territory so that people can travel domestically, but particularly internationally. And today, I’m happy to confirm that all provinces and territories have confirmed that they will be moving forward with a standardized national proof of vaccination. As of today, so far we have Saskatchewan, Ontario, Quebec, Nova Scotia, Newfoundland and all three provinces — all three territories, Nunavut, Northwest Territories and Yukon, who already have put into use the national standard for proof of vaccination.

Canada is rolling out a national standard for vaccination credentials that will be required for domestic and international travel, unifying the country’s patchwork of proof-of-immunization programs, Prime Minister Justin Trudeau said on Thursday.

The national proof of vaccination standard features a QR code and official logos from the federal government and the recipient’s province or territory. It will be available digitally and in hard copy.

Some of the country’s 10 provinces and its three territories, which are responsible for delivering health care, now offer digital vaccine cards with scannable QR codes and paper copies; others offer paper cards that can be digitized or displayed in phone photos. Regulations about what residents may be asked to present when they enter places like restaurants and movie theaters vary from province to province.

So far, five provinces — Saskatchewan; Ontario; Quebec; Nova Scotia; and Newfoundland and Labrador — as well as the Yukon, Nunavut and Northwest Territories have implemented what will now be the national standard, Mr. Trudeau said, adding that the remaining five provinces were expected to catch up soon.

“We will be picking up the tab for it at the federal level, to ensure that all provinces are able to do it,” Mr. Trudeau told reporters outside the Children’s Hospital of Eastern Ontario in Ottawa.

On Oct. 30, Canada is scheduled to begin enforcing requirements that anyone aged 12 or over who travels domestically by air, rail or cruise ship must be fully vaccinated. For a month, proof of a recent negative Covid-19 test will also be accepted , but immigration authorities warn the unvaccinated that “they risk not qualifying for travel as of Nov. 30.”

About 72 percent of Canadians are fully vaccinated, according to government figures .

No vaccine is yet authorized in Canada for children under 12, but Mr. Trudeau said on Thursday that Pfizer was seeking regulatory approval to administer the Pfizer-BioNTech vaccine to children aged 5 to 11.

“This is great news,” he said. “I can assure you that Health Canada is going to be examining attentively that submission.”

When the authorization is granted, the Canadian government would be scheduled to receive 2.9 million pediatric doses of the vaccine, Anita Anand, the minister of public services and procurement, said in an emailed statement.

Also Thursday, the government announced it was no longer advising against non-essential travel for fully vaccinated people.

I am an American citizen. What do I need to enter Canada?

American citizens, including American-Canadian citizens, must carry proper identification and meet the basic requirements to enter Canada . You do not need a Canadian passport, a Canadian visa or an eTA to enter Canada if you are travelling with a valid U.S. passport.

New entry requirement now in effect

Visa-exempt foreign nationals need an Electronic Travel Authorization (eTA) to fly to or transit through Canada by air. Exceptions include U.S. citizens and travellers with a valid Canadian visa. Canadian citizens, including dual citizens , and Canadian permanent residents cannot apply for an eTA.

Transport Canada has announced changes to COVID-19 travel requirements

Effective  October 1, 2022, Transport Canada has announced the following changes to existing travel requirements: COVID-19 Vaccination Requirements have been lifted All travellers arriving in Canada will no longer need to be vaccinated against COVID-19 to enter Canada or meet COVID-19 testing, quarantine or isolation requirements. Other countries may still require COVID-19 testing, proof of vaccination, or quarantine requirements. Find out your destination travel requirements .

ArriveCAN is no longer mandatory All travellers will also no longer need to submit their public health information through ArriveCAN. Travellers can continue to use the optional Advance Declaration feature in ArriveCAN to save time at the airport by submitting their customs and immigration declaration in advance of arrival.

Masking Customers will no longer be required to undergo health checks for air travel or wear masks on board flights. Although the masking requirement is being lifted, all customers are recommended to wear high quality and well-fitted masks for the length of their journey.

International travel opens to the vaccinated, but how do you prove you got the shot.

There's good news and bad news for Americans who have been itching to take a European vacation. Spain reopens to vaccinated tourists on June 7. Greece, Germany, France, Italy, Croatia and other countries are opening up again soon.

But in order to go, travelers will have to show proof that they've been vaccinated, and it's not yet clear how they'll do that. That's causing a lot of confusion among those with pent-up wanderlust, as demand for air travel has been soaring in recent weeks.

The Transportation Security Administration reports that 1.87 million people went through the nation's airport security checkpoints on May 23. That's the highest number of air travelers since the pandemic began and 90% of 2019 levels.

Coronavirus Updates

Vaccinated u.s. travelers will be allowed to visit europe again starting this summer.

"The last couple weeks, we have seen a really big pick up [in inquiries and bookings] and it's completely tied to vaccinations," says travel adviser Kendra Thornton, owner of Royal Travel and Tours in Chicago's northern suburbs. "As more and more people get vaccinated, we have more people being comfortable booking travel and planning travel."

Most of Thornton's clients have been booking vacations to Florida's beaches, Hawaii and other domestic destinations, but with much of Europe opening up soon, some are eager to cross the Atlantic.

"We definitely have clients that the second this news came out, were like, OK, I want to go to Portugal, I want to go to Greece, I want to go to Italy," Thornton says.

Those travelers will likely have to prove that they've been vaccinated, and that's a problem, because it's not clear exactly what kind of proof will be accepted.

"It's very confusing and it's changing every minute right now," Thornton says.

For now, travelers can self-report their vaccination status by showing their COVID-19 vaccination card with the Centers for Disease Control and Prevention logo on it, but as the number of international travelers increases, can you imagine the airport lines as airline or Customs employees try to check each and every one? In addition, many countries including the U.S. continue to require a recent negative COVID-19 test before allowing entry, which requires travelers to present even more paperwork.

Plus there is no single standard vaccination card, and they can be easily lost, damaged or even forged.

FAQ: What Is A Vaccine 'Passport,' And What Are These Credentials Used For?

"We're basically counting on trust, when the country is facing a trust deficit," says Leonard Marcus, director of the Aviation Public Health Initiative at Harvard University. "So there's no way to verify that someone is, in fact, actually vaccinated; it's only their word that, yes, I'm vaccinated.

Marcus says there needs to be a better way than the honor system.

"There should be either government systems or private sector systems that are reliable that I can use to show to an airline, that I can show as I go into a crowded facility, that I've been vaccinated," he says.

But as of now, there is no federal database tracking who has been vaccinated, and the Biden administration says it will not be issuing what some have dubbed "vaccine passports," a digital certificate that would verify a person's vaccination status.

Some cities and states are considering them for entry into certain businesses or venues. New York already has the voluntary Excelsior Pass that can be shown upon entry to bars, restaurants, concerts and sporting events.

But at least a dozen other states controlled by Republicans, including Arizona, Florida, Texas and Wyoming, are moving in the opposite direction, banning or restricting the use of any sort of vaccine "passport" or a vaccination certification or verification system.

"The residents of our state should not be required by the government to share their private medical information," said Arizona's Republican Gov. Doug Ducey last month. "Vaccination is up to each individual, not the government."

But public health experts point out that Americans have long been required to provide proof of vaccination in certain circumstances, such as to attend school and for international travel.

"We have a lot of precedent for requiring vaccinations for people, recognizing the value of those vaccinations, especially when they're involved with international travel," says Harvard's Leonard Marcus.

"This has become so politicized an issue that it's very difficult for us as a country to do the right thing," he adds.

Nonetheless, a majority of Americans support the concept of requiring vaccination for travel, according to a recent Gallop poll .

Megan Brenan of Gallop says "57% of Americans said that in order to travel by airplane, they would favor requiring people to show proof that they've been vaccinated."

The vaccine passport debate actually began in 1897 over a plague vaccine.

And there is even wider support for some sort of vaccination verification system globally. A recent Ipsos poll on behalf of the World Economic Forum finds that about 3 in 4 adults across 28 countries agree that COVID-19 vaccine passports should be required of travelers to enter their country.

With no uniform way for American travelers to prove to foreign governments that they've been vaccinated, some airlines are trying to step up and develop digital platforms including smartphone apps that will tell customers exactly what documentation they need to provide to enter the country they are going to and a way to upload that documentation.

"Because the requirements for entry differ by almost every single country and, in some cases, by the region within a country, the customer would like to have the peace of mind to know that they comply with those different regulations to come in," says Preston Peterson, director of Customer Experience Innovation at American Airlines. He says their app, called VeriFly, developed with its mobile health partner Daon, provides a platform for the traveler to know that they're good to go.

"A customer can submit their documentation, have it verified and then they receive a green check mark, or effectively, an OK to travel status, that we as the airline trust, the customer can trust and then they know they're ready to go."

Other airlines are developing similar apps or partnering with companies and organizations to create such platforms. The International Air Transport Association, an airline industry group, has developed an app called the IATA Travel Pass that's being tested by more than 30 airlines globally, including British Airways, Emirates, Japan Airlines and Qantas. A nonprofit platform called Common Pass is being used by JetBlue, United, Lufthansa and Cathay Pacific, among others.

The governments of the European Union, China, Japan and the United Kingdom are all working on their own digital vaccination certificates for international travel.

The World Health Organization is working on creating standards for developing "Smart Vaccination Certificates" but also advises countries against requiring proof of vaccination, citing unequal global distribution of vaccines.

All of these efforts underscore the lack of one central national and international system to verify vaccination status, so it will likely take some time for governments, airlines and travelers to sort out exactly what will be accepted where as proof of vaccination.

While Canadians should continue to avoid non-essential travel worldwide, the Government of Canada recognizes that proof of vaccination credentials will support the re-opening of societies and economies.

August 11, 2021 – Ottawa –  While Canadians should continue to avoid non-essential travel worldwide, the Government of Canada recognizes that proof of vaccination credentials will support the re-opening of societies and economies.

Canadians are looking for a more reliable and secure way to demonstrate their COVID-19 vaccination history to foreign and Canadian border officials. To that end, the Government of Canada is collaborating with the provinces and territories to develop a proof of vaccination that will facilitate cross-border travel, while reducing the risk of spread and importation of COVID-19. We are also continuing to engage with Indigenous partners across the country to ensure that a proof of vaccination credential responds to the needs and rights of Indigenous peoples.

The Government of Canada is working with provinces and territories to develop a secure pan-Canadian approach. This plan is based on advice from our public health officials with priority placed on the safety and security of all Canadians.

For Canadians who decide to travel, using a proof of vaccination will provide foreign border officials with the vaccination history needed to assess whether a traveller meets their public health requirements and provide a trusted and verifiable credential for when they return home.

Travellers will be able to submit their proof of vaccination in ArriveCAN (mobile app or Canada.ca/ArriveCAN) when coming back to Canada. While the focus is on a digital proof of vaccination, we will also make sure that these documents are accessible for all Canadians who may need to use them.

The Government of Canada encourages everyone who is able to do so, regardless of travel plans, to get vaccinated. Vaccination with a complete series of approved COVID-19 vaccines provides individuals with substantial protection against the virus.

Destination countries determine if or what type of proof of vaccination is required and the related benefits that may be provided such as reduced or no testing or quarantine requirements. Canadians who do not have a proof of vaccination can travel outside the country, but they may have to quarantine or meet other requirements at their destination country, and they will be subject to mandatory quarantine and testing upon return to Canada.

Canadians should always check the Government of Canada’s travel advice and advisories, as well as the entry and public health requirements of their destination country, before booking a trip.

Quick facts

Canada continues to participate in the international dialogue on proof of vaccination for international travel, including with the World Health Organization and the International Civil Aviation Organization, and through the G7.

Currently, there is no international consensus on an acceptable proof of vaccination, but we are working with international partners to recognize proof of vaccination credentials issued in Canada. 

Safeguards are being built into the policies, procedures and technical systems to protect the privacy of Canadians. Provinces, territories and Indigenous organizations are and will remain the custodians of Canadians’ health data. 

The Government of Canada is working with partners to ensure the recognition of Canada’s successful, science-based vaccination strategy abroad, which includes mixed vaccination schedules, extended dose intervals and a portfolio of safe and effective vaccines.

The Government of Canada is continuing to engage with Indigenous leaders across the country to ensure that design of the proof of vaccination credential responds to the needs and rights of Indigenous peoples. Fully vaccinated travellers, including Canadians, who are eligible to come to Canada must continue to upload their current vaccine documentation through ArriveCAN in English or French (or a certified translation) if they want to be eligible for the exemption from quarantine and post-arrival testing requirements. 

The Government of Canada continues to work with the World Health Organization and its international partners to share data proving the efficacy of a mixed vaccine schedule. Vaccines are safe and effective, and provide strong protection against severe illness from COVID-19.

U.S. to end vaccine requirements for Canadians at land border, international air travellers: officials

The U.S. is ending its COVID-19 vaccine requirements for international air travellers and Canadians at the border as of next week, officials announced on Monday.

By the end of the day on May 11, international air travellers, federal employees and federal contractors will no longer need to show proof of COVID-19 vaccination , the White House said in a statement Monday.

“Our COVID-19 vaccine requirements bolstered vaccination across the nation, and our broader vaccination campaign has saved millions of lives,” the statement reads. “While vaccination remains one of the most important tools in advancing the health and safety of employees and promoting the efficiency of workplaces, we are now in a different phase of our response when these measures are no longer necessary.”

The statement added that the U.S. Department of Health and Human Services, along with the U.S. Department of Homeland Security, will also “start the process to end their vaccination requirements for ... certain noncitizens at the land border."

“In the coming days, further details related to ending these requirements will be provided,” the White House said.

According to Democratic Congressman Brian Higgins, whose district encompasses Buffalo and Niagara Falls, N.Y. along the Canadian border, the COVID-19 vaccine requirement will also be lifted for Canadians seeking to cross into the U.S. through the land border as of May 11.

Higgins said this has been confirmed to him by the White House after he pushed for clarity on whether or not Canadian crossings at the land border would be impacted by the U.S. lifting its COVID emergency order on May 11.

“For over three years now there have been barriers to cross-border travel,” Higgins said in a press release. “It has kept families apart and impeded economic recovery. While long overdue, this last lifting of pandemic restrictions is certainly welcome news and critically important as we seek opportunities to encourage a robust cross-border exchange that delivers shared prosperity.”

Last month, U.S President Joe Biden signed a bill to end the COVID-19 national emergency.

Canada ended its requirement for proof of COVID-19 vaccination for all travellers entering the country by air or through the land border last October.
