1. Oklahoma City, Oklahoma

Head to Oklahoma's capital — nicknamed the Modern Frontier — for Western cowboy culture, working stockyards and oil wells, a surprisingly buzzy arts scene, and hotels averaging just $89.47 per night. It's an especially low price for a destination with a slew of new improvements and attractions like the Oklahoma Contemporary Arts Center, 70-acre Scissortail Park, streetcar lines, and more. Prices were sourced from Numbeo’s  Cost of Living  index, except for hotel stay calculations, which were based on Kayak data. It’s no surprise that many of the top 10 budget-friendly cities are in the often-overlooked flyover states.

What makes these cities so affordable? The top 10 most affordable cities in the U.S. all have the cost of a domestic beer between $3 and $5 and a bottle of mid-range wine between $10-$12.50. The cost of an inexpensive meal will run you between $11.50-$15. A one-way ticket on local transport in these cities will cost between $1.25 and $2.50. Finally, the nightly cost of a weekend stay at a hotel will run between $106 to $179.

Being flexible, planning in advance, and selecting an affordable destination are all great ways to save some cash. To help select a budget-friendly location, here are the top 10 vacation hotspots in the U.S. ranked by affordability, as well as some fun stuff to do in each.

1. Oklahoma City, OK

The capital of Oklahoma came in as the most affordable city to visit in the U.S. In Oklahoma City, a beer will only set you back a few bucks, a meal costs about $11.50, and a night in a hotel is just $106!

Travelers headed to or from the U.S. Gulf Coast from Texas to the Florida Panhandle should make contingency plans, as  Hurricane Francine is disrupting travel across the region.

The National Hurricane Center forecasts Francine to make landfall in Louisiana later Wednesday.

This system’s most dangerous impacts include life-threatening storm surge, dangerous beach conditions and strong winds. 

The biggest travel impacts along the Gulf Coast are likely to happen Wednesday afternoon and evening, with lingering effects on Thursday. 

Delta, American Airlines, United and Southwest are all offering vouchers or rebooking at no extra cost to those flying in and out of airports that may be impacted by Francine. 

As Francine makes its final approach, airports are experiencing delays and cancellations on Wednesday, with the most impacts at Houston, New Orleans and Mobile international airports, according to Flightaware.com.

Louis Armstrong New Orleans International Airport will remain open “unless conditions become unsafe,” airport officials said.

As of Wednesday at noon, more than 140 flights arriving or departing at New Orlenas have been canceled. 

More airports across the U.S. Gulf Coast will see delays or cancellations from Francine , such as Corpus Christi and Brownsville in Texas and Baton Rouge, Lake Charles and Lafayette in Louisiana.

Flights to and from Mobile, Alabama, and Biloxi, Mississippi, could also be delayed or canceled. 

Flights coming from other parts of the country, including those from the western U.S. to Miami or Atlanta, could also be delayed. 

By Thursday, most flight schedules across the Gulf Coast should be back on schedule. 

Francine is also impacting cruise line travel along the Texas and Louisiana coasts, home to major ports.

Two ports at the Port of New Orleans are closed on Wednesday, including the New Orleans Terminal and Ports America, including the LA Ave. Chassis Terminal.

Cruisemummy.com  reports Carnival Valor and Carnival Liberty were set to sail from New Orleans on Wednesday.

“Guests and travel advisor partners are encouraged to monitor text and email advisories about our operational plans for Carnival Valor’s Sept. 12 cruise. Guests can sign up for alerts by texting CCL1 to CRUISE (278473),” Carnival Cruise Line  wrote in an update.

Royal Caribbean has two ships that may be impacted by Francine. 

On Thursday, lingering impacts from Francine are possible in the South as remnants of the storm are forecast to track north into the U.S. through Alabama, Arkansas and Tennessee.

World News | US, UK pledge $1.5B in aid to Ukraine during diplomats’ visit to Kyiv

Secretary of State Antony Blinken announced more than $700 million in humanitarian aid, while British Foreign Secretary David Lammy confirmed his country would provide another $782 million in assistance and loan guarantees.

Much of the effort was aimed at bolstering the energy grid that Russia has repeatedly pounded ahead of an expected difficult winter.

The latest American aid package includes $325 million in energy support to help repair and restore Ukraine’s power generation facilities, provide emergency backup power for critical services and strengthen the physical security of energy infrastructure.

Some $290 million will fund food, water, shelter, health care and education programs for Ukrainians in need in the country and refugees outside the country. The remaining $102 million will be used for mine-removal work.

Blinken and Lammy traveled together to the Ukrainian capital on a rare joint tour to underscore their commitment to the country in its war . Air-raid sirens sounded repeatedly during the visit, causing delays in their schedule and forcing them to cancel a wreath-laying ceremony.

The diplomatic visit unfolded as Russia’s bigger and better-equipped army bears down on Ukraine’s eastern Donetsk region and conducts aerial attacks on cities across the country using missiles, glide bombs and drones that claim many civilian casualties .

Lammy said the 2 1/2-year conflict is at a “critical” juncture following Ukraine’s daring incursion last month into Russia’s Kursk region.

“We convey the deepest condolences for the shocking attacks that we have seen, over the loss of civilian life, particularly women and children — horrific, barbaric, unbelievable,” Lammy said.

But relations between Ukraine and its Western partners have been increasingly strained by Kyiv’s repeated appeals for the West’s authorization to use long-range weapons from the United States and other allies to strike targets deeper inside Russia.

That issue took on added urgency after Russia’s latest reported acquisition of ballistic missiles from Iran, but Western leaders have so far balked at Ukraine’s request, fearing that, if granted, it could escalate the war.

President Biden has allowed Ukraine to fire U.S.-provided missiles across the border into Russia in self-defense, but has largely limited the distance they can be fired.

Ukrainian President Volodymyr Zelenskyy said he hoped for changes to those limitations. He said he hoped to speak to Biden later this month, noting that U.S. military and financial support is crucial.

“We rely heavily on it, and frankly, we can’t prevail without it,” Zelenskyy said.

However, U.S. Defense Secretary Lloyd Austin last week pushed back on the idea that long-range strikes would be a game-changer. The Ukrainians have other means to strike long-range targets, he said.

A hard winter likely lies ahead for Ukraine. Its power grid is under severe strain after Russian missiles and drones knocked out around 70% of the country’s generation capacity.

Kyiv officials will also have to navigate the outcome of the U.S. election in November, which could produce important policy shifts in Washington. Former President Donald Trump said in a presidential debate Tuesday that he wants the war to end but did not clearly say he wants Ukraine to win.

Ukrainian officials politely sidestepped making any comment on the debate. Zelenskyy said he did not watch it, while Ukraine’s foreign minister, Andrii Sybiha‎, insisted U.S. policy was ultimately unlikely to change.

“Yes, it’s clear that there will be a new president. But we believe, and are convinced, in the strong support of the American people,” Sybiha said. “We are firmly, firmly convinced that this support will continue.”

Texas to Host 5-Star Florida State De-Commit for Visit

AUSTIN -- The Texas Longhorns are looking to pluck another elite defensive commit from the Florida State Seminoles.

Per On3's Hayes Fawcett, Texas will host five-star FSU decommit Javion Hilson for a visit, with the date yet to be announced. The edge rusher will also be making trips to Texas A&M, Michigan, Alabama, Georgia, Syracuse, Florida and "plans to add more."

The Longhorns flipped four-star defensive lineman Myron Charles from Florida State on Saturday after beating Michigan and will now look to snag Hilson as well.

A Cocoa, Fla. product, Hilson decommited from Florida State on Sunday in a move that became inevitable in the eyes of some recruiting experts given the state the Seminoles find themselves in. FSU has gotten off to an 0-2 start this year, leaving many to question the direction the program is heading under head coach Mike Norvell.

Hilson is currently rated as a five-star recruit and ranks as the No. 15 player overall player in the country, the No. 1 edge rusher, and the No. 2 player in the state of Florida, per Rivals.com. He made an official visit to Texas on June 9 despite being committed to FSU since January.

Should Texas land Hilson, he would also become the program's fourth five-star commit this cycle, joining receivers Jaime Ffrench and Kaliq Lockett, and safety Jonah Williams. Smith Orogbo and Lance Jackson are also expected to be in consideration for five-star ratings later on in the cycle.

Last season, Hilson tallied 97 tackles (27 tackles for loss) 14 sacks, two pass breakups, three forced fumbles and a fumble recovery. Duiring his sophomore year, he had 9.5 sacks and nine tackles for loss with two forced fumbles.

Biden, Harris and Trump visit Sept. 11 sites to mark 2001 attacks

NEW YORK (Reuters) -President Joe Biden, Vice President Kamala Harris and former President Donald Trump made a rare joint appearance on Wednesday at the New York City site that marks the Sept. 11 plane attacks in 2001 that killed nearly 3,000 people.

Harris, the Democratic presidential candidate and Trump, her Republican rival in the Nov. 5 U.S. presidential election, shook hands and exchanged a few words despite their contentious debate the night before, then lined up for the commemoration. Trump's running mate, Senator JD Vance, also attended.

There were no formal remarks at the "ground zero" site where planes brought down the World Trade Center's twin towers. Instead, wives, husbands, sisters, brothers and grandchildren read out the names of family members killed 23 years ago.

The annual rite marks the suicide attacks by al Qaeda Islamist militants who flew two planes into the World Trade Center and another into the Pentagon. A fourth plane went down in a Pennsylvania field after passengers stormed the cockpit.

"Richard J. O'Connor. We will always love and miss you," a red-headed boy said of his grandfather, who was killed at the World Trade Center.

A bagpipe and drum processional was accompanied by New York City's fire and police departments and Port Authority honor guards. The national anthem was performed and moments of silence were held at the times each target was struck.

After New York, Biden and Harris flew to Shanksville, Pennsylvania, where passengers on United Flight 93 overcame the hijackers and the plane crashed in a field, preventing another target from being hit.

At a white marble memorial in the field, Biden gently laid a hand on the wreath to pay his respects to the 40 people killed in the crash. He and Harris were joined by Calvin Wilson, the brother-in-law of Flight 93 co-pilot LeRoy Homer Jr.

The president and vice president spoke with local fire officials at the Shanksville Volunteer Fire Department, pausing for a moment to observe another memorial, erected on an adjacent hill where 40 flags waved in the wind.

There, Biden spoke about the need for the country to return to bipartisan unity and gave a hat to a Trump supporter, who gave him a Trump hat in return, according to spokesperson Andrew Bates.

Biden wore the hat, making for a viral photograph. "Thanks for the support, Joe," the Trump campaign wrote on social media.

Biden and Harris later headed to a memorial at the Pentagon. There, they carried a wreath decorated in red, white and blue, bowed their heads and stood before it for a few moments before "Taps" played.

"On this day 23 years ago, terrorists believed they could break our will and bring us to our knees. They were wrong. They will always be wrong. In the darkest of hours, we found light. And in the face of fear, we came together - to defend our country, and to help one another," Biden said in a statement.

Trump, who visited the Pennsylvania memorial on Wednesday, told Fox News: "It was very, very sad, horrible day. There's never been anything like it."

Biden earlier issued a proclamation honoring those who died as a result of the attacks, as well as the hundreds of thousands of Americans who volunteered for military service afterwards.

"We owe these patriots of the 9/11 Generation a debt of gratitude that we can never fully repay," Biden said, citing deployments to Afghanistan, Iraq and other war zones, as well as the capture and killing of Sept. 11 mastermind Osama bin Laden.
