Only non-triply vaccinated travelers need a negative PCR test performed within 72 hours prior to departure.
Do I still need a visa to travel to Japan as a tourist?

Proof of Covid vaccines is no longer required for travelers from "blue" countries. Therefore, unvaccinated travelers can enter Japan if they live in blue countries. But a negative PCR test is required at embarkation for travelers who are not vaccinated 3 times.
Is there still a quarantine upon arrival in Japan?

Japan opens borders to foreign travelers on ‘self-guided tours’
“Self-guided tours” may be the new buzzword when it comes to Japan’s border and travel rules.
The country also raised the daily arrival cap , or the number of all arrivals to Japan per day, to 50,000 and dropped a pre-arrival test requirement for those who have been vaccinated with three shots of a coronavirus vaccine.
Despite the moves, Japan’s border measures are still conservative compared with other major economies, including the U.K. and France, where restrictions on international travel have been lifted entirely.
Last week, Prime Minister Fumio Kishida said that nonescorted visitors on package tours will be allowed in from Sept. 7. That includes more flexible tours offered by travel agencies that only include flights and hotels and can be booked by individuals, in contrast with the strict group tours that have been permitted since June.
Before Wednesday, guided tourists from nations designated as having a low risk of COVID-19 – referred to as “blue” countries, were able to enter. But now, Japan will allow tourists from higher-risk “yellow” and “red” countries as well.
With the eased restrictions, the only tourists who won’t be allowed will be those who want to stay in accommodations not offered by travel agencies in their package tour bookings, such as private rentals and smaller inns, as well as backpackers or others who don’t want to book hotels in advance.
In 2019, before the COVID-19 pandemic, there were 31.88 million foreign travelers to Japan. But in 2021, the figure plummeted to about 250,000, or about 0.8% of the 2019 figure.
Travel agencies catering to foreign tourists are getting a flood of inquiries after Kishida’s announcement, and some are already offering “self-guided tours” on their website. One of them is Japan Experience, a Paris-based travel agency.
“Despite the current constraints, Japan still attracts a lot of people,” Thierry Maincent, president of Japan Experience, said by email. “Our clients who were not able to travel since the pandemic are eager to travel back to Japan after waiting for over two years.”
But others are staying away from offering unguided tours because they can lose money if travelers get infected with the coronavirus and need assistance on the ground.
“It’ll cost money to have someone on call around the clock in case something happens,” said a travel agency official who asked to remain anonymous. “We’ll need to look for interpreters, alternative accommodation and whatnot, and the cost would not cover the margins that we get from just arranging flights and hotels.”
In unguided tours, travel agencies are required to contact travelers to make sure they understand the protocols. If they develop symptoms of the coronavirus during the trip, they will be required to contact the travel agencies so they can be connected with necessary hospitals and public health centers, or accomodation where they can self-isolate.
All Japan Tours, based in California, is offering a little bit of both — guided tours on some days and free time without a guide on the rest — to make sure visitors get sufficient support if they get sick.
“Also there is so much information you can get from local guides” about Japanese culture and traditions, said Kiyoshi Katsume of All Japan Tours.
But even with the latest easing, there is still one major hurdle that could make foreign tourists hesitant in coming to Japan — visas.
Tourists need to apply for short-term 90-day single-entry visas beforehand, which could be time-consuming. Visas typically take five days or more to be issued at Japanese embassies and consulates.
“The first phase was allowing tourists on escorted tours and the second phase was allowing unguided tourists,” said Kaori Mori, a spokesperson for major tourism agency JTB. “In the third step, hopefully, there would be easing of visas.”
For international travelers, not having to conduct a pre-arrival COVID-19 test within 72 hours of departure is also a huge relief, especially when such tests can be costly and harder to access in some countries. Still, those who are vaccinated only with the initial two shots are required to take the pre-arrival tests.
Kim Ah-rum, a 29-year-old who arrived at Tokyo's Haneda Airport from Seoul on Wednesday, said it was nice that the pre-arrival PCR testing requirement has been dropped.
Overall, the arrival process using the government's fast-track app was smooth, she said, adding it took her only about 20 minutes to reach the arrival lobby from the time her flight landed.

COVID-19: Japan eases travel rules with unguided tours from 7 September
August has just ended on a high note with the latest series of announcements by Japan’s Prime Minister Kishida Fumio, detailing further easing of border measures for travellers to Japan. The following measures have been announced and will come into effect from 7 September 2022.
- Daily visitor arrival cap will be raised from 20,000 to 50,000.
- Entry of tourists on non-escorted travel tours will be allowed.
- Pre-arrival PCR test is not required for travellers who have received at least 3 doses of the COVID-19 vaccine.
What does this mean for us non-Japanese people itching to go on holiday to Japan, you ask? Let me break down each point for you in our latest COVID-19 update article.

Perhaps the update received with the least fanfare this month was the increasing of the daily visitor arrival cap from 20,000 to 50,000. While the number jump may seem quite significant, this change will most likely have no immediate short-term effect on the current travel situation. For reference, according to the Japan National Tourism Organisation , approximately 144,500 visitors entered Japan in June 2022 alone, a number that falls comfortably within the previous 20,000 persons per day limit.
Mandatory PCR tests will no longer be required

One more pre-flight requirement you may strike off your to-do list come 7 September is proof of a negative PCR test taken within 72 hours of departure, as long as you possess a valid vaccination certificate showing that you’ve taken at least three doses of a recognised COVID-19 vaccine. This is welcoming news for the majority of us as it would greatly reduce the current hassle of making preparations for Japan at the moment, although we still have to install the mandated apps as required by the Japanese Ministry of Health, Labour and Welfare.

Perhaps the biggest and most welcome update coming this September is the allowance of tourists in the country on non-guided package tours. To put it plainly, you can approach a travel agency, purchase or plan an itinerary with them, apply for your travel visa, and then fly over to Japan and enjoy your trip with their stamp of approval.
While this effectively means that you’ll be able to travel the country without being chaperoned by a tour guide or herded in a group of fellow tourists, participants in these non-guided package tours would still need to follow the rules and itineraries approved by their travel agencies, and will not be allowed to go off exploring on their own outside of their planned schedule. How these travel agencies plan to enforce these policies is up to them, but all of this is mainly to ensure that foreign travellers are continually monitored so that contact tracing can be done in the event that someone is infected with the coronavirus.
As fully-planned itineraries tend to not be popular with some travellers, some travel agencies have free-and-easy packages that allow travellers to plan and customise their own itineraries. Do not, however, expect the same level of freedom and cost-efficiency as you would normally have had when you planned your own itineraries pre-COVID-19. Many agencies would require you to follow their strict arrangements for air tickets, transportation, accommodation, and much more before giving your itinerary their stamp of approval.

If all of the measures above come into effect without a hitch, it would certainly be a lot easier for more people to fly to Japan for holiday. Keep in mind, however, that we still have long ways to go before we can truly enjoy independent travel as we once did.
Perhaps the most time-consuming factor for travelling into Japan at the moment is the process to obtain a travel visa, as visa-free entry into Japan has been suspended since the early days of the pandemic. This would require you to prepare a variety of documents, as well as for you to have a sponsor in Japan (in this case, a travel agency) apply for you through the Entrants, Returnees Follow-up System (ERFS) . The ERFS is an application process that is necessary for any foreign national applying for a short-term visa stay (less than 90 days) in Japan.
All this additional paperwork means that you may not be able to have your pre-travel requirements ready for a quick trip as soon as you’d like, as potential travellers will need to start planning 2-3 months in advance. But if you’re adamant on enjoying the breezy Japanese autumn season before the floodgates fully open and don’t mind the extra costs and caveats that come with the current system, I’d say go for it — you deserve the break after waiting for over two long years!
If your preferred style of holiday, however, is to save on costs or to freely roam as you please without a tight schedule weighing you down, then I’d suggest you hold on just a bit longer as it remains to be seen when true, independent travel to Japan will return.
