International Tourism Back to 60% of Pre-Pandemic Levels in January-July 2022

International tourism continued to show strong signs of recovery, with arrivals reaching 57% of pre-pandemic levels in the first seven months of 2022.

According to the latest UNWTO World Tourism Barometer , international tourist arrivals almost tripled in January to July 2022 (+172%) compared to the same period of 2021. This means t he sector recovered almost 60% of pre-pandemic levels . The steady recovery reflects strong pent-up demand for international travel as well as the easing or lifting of travel restrictions to date (86 countries had no COVID-19 related restrictions as of 19 September 2022).

UNWTO Secretary-General Zurab Pololikashvili said: “Tourism continues to recover steadily, yet several challenges remain, from geopolitical to economic. The sector is bringing back hope and opportunity for people everywhere. Now is also the time to rethink tourism, where it is going and how it impacts people and planet.”

An estimated 474 million tourists travelled internationally over the period, compared to the 175 million in the same months of 2021. An estimated 207 million international arrivals were recorded in June and July 2022 combined, over twice the numbers seen in the same two months last year. These months represent 44% of the total arrivals recorded in the first seven months of 2022. Europe welcomed 309 million of these arrivals, accounting for 65% of the total. 

International Tourist Arrivals

Europe and the middle east lead recovery.

Europe and the Middle East showed the fastest recovery in January-July 2022, with arrivals reaching 74% and 76% of 2019 levels respectively. Europe welcomed almost three times as many international arrivals as in the first seven months of 2021 (+190%), with results boosted by strong intra-regional demand and travel from the United States. The region saw particularly robust performance in June (-21% over 2019) and July (-16%), reflecting a busy summer period. Arrivals climbed to about 85% of 2019 levels in July. The lifting of travel restrictions in a large number of destinations also fuelled these results (44 countries in Europe had no COVID-19 related restrictions as of 19 September 2022).

The Middle East saw international arrivals grow almost four times year-on-year in January-July 2022 (+287%). Arrivals exceeded pre-pandemic levels in July (+3%), boosted by the extraordinary results posted by Saudi Arabia (+121%) following the Hajj pilgrimage. 

The Americas (+103%) and Africa (+171%) also recorded strong growth in January-July 2022 compared to 2021, reaching 65% and 60% of 2019 levels respectively. Asia and the Pacific (+165%) saw arrivals more than double in the first seven months of 2022, though they remained 86% below 2019 levels, as some borders remained closed to non-essential travel.

Subregions and destinations

Several subregions reached 70% to 85% of their pre-pandemic arrivals in January-July 2022. Southern Mediterranean Europe (-15% over 2019), the Caribbean (-18%) and Central America (-20%) showed the fastest recovery towards 2019 levels. Western Europe (-26%) and Northern Europe (-27%) also posted strong results. In July arrivals came close to pre-pandemic levels in the Caribbean (-5%), Southern and Mediterranean Europe (-6%) and Central America (-8%).

Among destinations reporting data on international arrivals in the first five to seven months of 2022, those exceeding pre-pandemic levels were: the US Virgin Islands (+32% over 2019), Albania (+19%), Saint Maarten (+15%), Ethiopia and Honduras (both +13%), Andorra (+10%), Puerto Rico (+7%), United Arab Emirates and Dominican Republic (both +3%), San Marino and El Salvador (both +1%) and Curaçao (0%).

Among destinations reporting data on international tourism receipts in the first five to seven months of 2022, Serbia (+73%), Sudan (+64%), Romania (+43%), Albania (+32%), North Macedonia (+24%), Pakistan (+18%), Türkiye, Bangladesh and Latvia (all +12%), Mexico and Portugal (both +8%), Kenya (+5%) and Colombia (+2%) all exceeded pre-pandemic levels in January-July 2022.

Tourism spending rises but challenges grow

The ongoing recovery can also be seen in outbound tourism spending from major source markets. Expenditure from France climbed to -12% in January-July 2022 compared to 2019 while spending from Germany rose to -14%. International tourism spending stood at -23% in Italy and -26% in the United States.

Robust performance was also recorded in international passenger air traffic, with a 234% increase in January-July 2022 (45% below 2019 levels) and a recovery of some 70% of pre-pandemic traffic levels in July, according to IATA.

Stronger-than-expected demand has also created important operational and workforce challenges in tourism companies and infrastructure, particularly airports. Additionally, the economic situation, exacerbated by the aggression of the Russian Federation against Ukraine, represents a major downside risk. The combination of increasing interest rates in all major economies, rising energy and food prices and the growing prospects of a global recession as indicated by the World Bank, are major threats to the recovery of international tourism through the remainder of 2022 and 2023. The potential slowdown can be seen in the latest UNWTO Confidence Index, which reflects a more cautious outlook, as well as in booking trends which are showings signs of slower growth.

Tourism Experts Cautiously Confident

On a scale of 0 to 200, the UNWTO Panel of Tourism Experts rated the period May-August 2022 with a score of 125, matching the bullish expectations expressed by the Panel in the May survey for the same 4-month period (124).

Prospects for the remainder of the year are cautiously optimistic. Although above-average performance is expected, tourism experts rated the period September-December 2022 with a score of 111, below the 125 score of the previous four months, showing a downgrade in confidence levels. Almost half of experts (47%) see positive prospects for the period September-December 2022, while 24% expect no particular change and 28% consider it could be worse.  Experts also seem confident about 2023, as 65% see better tourism performance than in 2022.

The uncertain economic environment seems to have nonetheless reversed prospects for a return to pre-pandemic levels in the near term. Some 61% of experts now see a potential return of international arrivals to 2019 levels in 2024 or later while those indicating a return to pre-pandemic levels in 2023 has diminished (27%) compared to the May survey (48%). According to experts, the economic environment continues to be the main factor weighing on the recovery of international tourism. Rising inflation and the spike in oil prices results in higher transport and accommodation costs, while putting consumer purchasing power and savings under pressure.

This article presents a general introduction to statistics on tourism in the European Union (EU) . The data shown here are discussed in more detail in several other articles . Tourism plays an important role in the EU because of its economic and employment potential, as well as its social and environmental implications. Tourism statistics are not only used to monitor the EU’s tourism policies but also its regional and sustainable development policies.

Tourism participation: 62 % of EU residents made at least one personal trip in 2022

It is estimated that 62 % of the EU population aged 15 or over took part in tourism for personal purposes in 2022, in other words they made at least one tourism trip for personal purposes during the year (such as holidays, leisure, visiting friends and relatives). However, large differences can be observed between the EU Member States , as this participation rate ranged from 27.8 % in Bulgaria to 83.7 % in the Netherlands (see Figure 1 and Table 1). The participation rate of 62 % was higher than in 2020, the first year affected by the pandemic (52 %) and 2021 (56 %), but still below the pre-pandemic level of 2019 (65 %).

Tourism trips: Residents of Luxembourg, Belgium, Malta, Slovenia and the Netherlands made more foreign than domestic trips

75 % of all trips made by EU residents were inside their own country

EU residents (aged 15 and above) made nearly 1.1 billion tourism trips in 2022, for personal or business purposes. The number of trips increased by 51 % compared with 2020 and by 23 % compared with 2021, but was still 6 % below the pre-pandemic year 2019. More than half (56.4 %) of these trips were short trips of one to three nights (see Table 1). 75.5 % of all trips made were to domestic destinations, while 24.5% to destinations abroad.

In 2022, 94.5 % of the total number of tourism trips made by residents of Luxembourg were to destinations abroad, followed by Belgians with 74.5 %, residents of Malta (60.6 %), Slovenia (53.3 %) and the Netherlands (51.9 %). However, less than one out of ten trips taken by residents of Romania (8.1 %) and Spain (9.8 %) were abroad. These figures appear to be influenced by both the size of the Member States and their geographical location (smaller and more northerly countries tended to report a higher propensity for their residents to travel abroad).

In 2022, EU residents showed a preference to travel in the summer months with one fourth of their trips made in July or August.

Nights spent abroad by EU residents: Luxembourg leads in nights per inhabitant

Residents of Germany and the Netherlands spent nearly half of the total number of nights spent abroad by EU residents in 2022

EU residents spent an estimated 2.2 billion nights abroad on tourism trips in 2022 (see Figure 2). German residents spent 786 million nights on trips outside of Germany in 2022, while residents of the Netherlands spent 221 million nights abroad; residents from these two EU Member States accounted for nearly half (46.7 %) of the total number of nights spent abroad by EU residents.

When taking into account a country’s size in terms of its population, Luxembourg was the EU Member State whose residents spent the most nights abroad per inhabitant (an average of 38 nights in 2022), followed by the Netherlands (with 15 nights spent abroad per inhabitant) and Sweden (with 14 nights spent abroad per inhabitant). At the other end of the spectrum, residents of Romania, Bulgaria, Greece, Italy and Portugal spent, on average, less than two nights abroad in 2022 (see Figure 3).

It is estimated that there were more than 621 000 tourist accommodation establishments active within the EU in 2022 and together these provided 28.9 million bed places (see Table 2). More than one third (35.5 %) of all the bed places in the EU were concentrated in just two of the Member States, namely Italy (5.2 million bed places), and France (5.1 million), followed by Spain (3.8 million) and Germany (3.6 million).

Nearly two out of five nights spent by international guests in the EU were spent in Spain and Italy

The number of nights spent at EU tourist accommodation establishments in 2020 dropped by more than 50 % compared with 2019. 2021 showed clear signs of recovery (see Figure 4), reaching nearly two thirds of pre-pandemic 2019 levels, while the upward trend continued in 2022, when it reached nearly 96 % of the pre-pandemic level. Short term indicators for monthly data showed that 2023 exceeded pre-pandemic levels (see Tourism statistics - nights spent at tourist accommodation establishments ).

In 2022, Spain was the most visited tourism destination in the EU for international tourists (people travelling outside their country), with 271 million nights spent in tourist accommodation establishments, or 22.4 % of the EU total (see Figure 5 and Figure 6). Half of these 271 million nights spent in Spain were concentrated in five NUTS 3 regions : Mallorca, Tenerife, Barcelona, Gran Canaria and Malaga.

The second most popular EU destination for international tourists in 2022 was Italy (201 million nights), followed by France (125 million nights), Greece (112 million nights) and Croatia (82 million nights). These five countries together accounted for nearly two thirds (65.5 %) of the total nights spent by non-residents in the EU. On the other hand, the least common EU destinations in terms of nights spent, were Latvia, Luxembourg, Lithuania and Estonia with less than 3 million nights spent by international tourists in each of these countries in 2022.

The number of total nights spent (by domestic and international guests) can be put into perspective by making a comparison with the size of each country in population terms, providing an indicator of tourism intensity . In 2022, using this measure, the Mediterranean destinations of Croatia (23 nights spent per inhabitant), Malta and Cyprus (16 nights spent per inhabitant each) were on top (see Figure 7), followed by Austria and Greece (both with 13 nights spent per inhabitant).

Tourism expenditure: highest spending by German residents

Germans were the biggest EU spenders on international travel, totalling €85.2 billion in 2022

The economic importance of international tourism can be measured by looking at the ratio of international travel receipts relative to GDP; these data are from balance of payments statistics and include business travel, as well as travel for pleasure. In 2022, the ratio of travel receipts to GDP was highest, among the EU Member States, in Croatia (19.3 %), Cyprus (9.9 %), Malta (8.8 %), Portugal (8.7 %) and Greece (8.6 %), confirming the importance of tourism to these countries (see Table 3). In absolute terms, the highest international travel receipts in 2022 were recorded in Spain (€69.2 billion), followed by France (€56.7 billion), Italy (€44.3 billion) and Germany (€30.0 billion).

Germany recorded the highest level of expenditure on international travel, totalling €85.2 billion in 2022, followed by France (€39.2 billion). When analysing this expenditure relative to the population, Luxembourg's residents spent on average €5 011 per inhabitant on travel abroad in 2022, far ahead of the second and third ranked countries, Ireland and Cyprus (€1 592 and €1 432 per inhabitant respectively), which were followed by Denmark, Belgium, Austria, Sweden, Germany and the Netherlands (all above €1 000 per inhabitant).

Spain was the EU Member State with the highest level of net receipts from travel in 2022 (€48.4 billion), while Germany recorded the biggest deficit (-€55.2 billion).

Tourism, in a statistical context, refers to the activity of visitors taking a trip to a destination outside their usual environment, for less than a year. It can be for any main purpose, including business, leisure or other personal reasons other than to be employed by a resident person, household or enterprise in the place visited.

In July 2011, the European Parliament and the Council of the European Union adopted a new Regulation (EU) No 692/2011 concerning European statistics on tourism and repealing Council Directive 95/57/EC ; this came into force for reference year 2012 and requires EU Member States to provide a regular set of comparable tourism statistics.

Tourism statistics in the EU consist of two main components: on the one hand, statistics relating to capacity and occupancy of collective tourist accommodation; on the other, statistics relating to tourism demand. In most EU Member States, the former are collected via surveys filled in by accommodation establishments, while the latter are mainly collected via traveller surveys at border crossings or through household surveys.

Statistics on the capacity of collective tourist accommodation include the number of establishments, the number of bedrooms and the number of bed places. These statistics are available by establishment type or by region and are compiled annually. Statistics on the occupancy of collective tourist accommodation refer to the number of arrivals (at accommodation establishments) and the number of nights spent by residents and non-residents, separated into establishment type or region; annual and monthly statistical series are available. In addition, statistics on the use of bedrooms and bed places ( occupancy rates ) are compiled.

Statistics on tourism demand are collected in relation to the number of tourism trips made (and the number of nights spent on those trips), separated by:

• destination country;
• length of stay;
• accommodation type;
• departure month;
• transport mode;
• expenditure.

The data are also analysed by the socio-demographic characteristics of the tourist:

• educational attainment level (optional);
• household income (optional);
• activity status (optional).

Up to 2013, tourism statistics were limited to at least one overnight stay; as of reference year 2014, foreign same-day visits are also covered by official European statistics.

Data from a range of other official sources may be used to study tourism. These statistics include:

• structural business statistics (SBS) and short-term business statistics (STS) which may be used to provide additional information on tourism flows and on the economic performance of certain tourism-related sectors;
• data on employment in the tourism accommodation sector from the labour force survey (LFS) , analysed by working time (full/part-time), working status, age, level of education, sex, permanency and seniority of work with the same employer (annual and quarterly data);
• data on personal travel receipts and expenditure from the balance of payments ;
• transport statistics (for example, air passenger transport).

According to a United Nations World Tourism Organisation (UNWTO) publication titled ‘ International Tourism Highlights ’, the EU is a major tourist destination, with four of its Member States among the world’s top 10 destinations. Tourism has the potential to contribute towards employment and economic growth, as well as to development in rural, peripheral or less-developed areas. These characteristics drive the demand for reliable and harmonised statistics within this field, as well as within the wider context of regional policy and sustainable development policy areas.

Tourism can play a significant role in the development of European regions. Infrastructure created for tourism purposes contributes to local development, while jobs that are created or maintained can help counteract industrial or rural decline. Sustainable tourism involves the preservation and enhancement of cultural and natural heritage, ranging from the arts to local gastronomy or the preservation of biodiversity .

In 2006, the European Commission adopted a Communication titled ‘ A renewed EU tourism policy: towards a stronger partnership for European tourism ’ (COM(2006) 134 final). It addressed a range of challenges that will shape tourism in the coming years, including Europe’s ageing population, growing external competition, consumer demand for more specialised tourism, and the need to develop more sustainable and environmentally-friendly tourism practices. It argued that more competitive tourism supply and sustainable destinations would help raise tourist satisfaction and secure Europe’s position as the world’s leading tourist destination. It was followed in October 2007 by another Communication, titled ‘ Agenda for a sustainable and competitive European tourism ’ (COM(2007) 621 final), which proposed actions in relation to the sustainable management of destinations, the integration of sustainability concerns by businesses, and the awareness of sustainability issues among tourists.

The Lisbon Treaty acknowledged the importance of tourism — outlining a specific competence for the EU in this field and allowing for decisions to be taken by a qualified majority. An article within the Treaty specifies that the EU ‘shall complement the action of the Member States in the tourism sector, in particular by promoting the competitiveness of Union undertakings in that sector’. ‘ Europe, the world’s No 1 tourist destination — a new political framework for tourism in Europe ’ (COM(2010) 352 final) was adopted by the European Commission in June 2010. This Communication seeks to encourage a coordinated approach for initiatives linked to tourism and defined a new framework for actions to increase the competitiveness of tourism and its capacity for sustainable growth. It proposed a number of European or multinational initiatives — including a consolidation of the socioeconomic knowledge base for tourism — aimed at achieving these objectives.

David Goodger is a Director within Tourism Economics and primarily concentrates on tourism demand forecasting and market sizing. He has also taken an active role in further model development for specific purposes, with an emphasis on examining the economic contributions of particular sectors and the impact of different policies. He has conducted a groundbreaking analysis of the business travel sector for the WTTC and the US Travel Association which estimates the return on investment of corporate spending on travel and he has developed models to define destination marketing allocations.

Since joining Oxford Economics in 2000, David Goodger has been involved in a wide range of forecasting and modelling activities. He has been part of the macroeconomic forecasting and the industrial forecasting teams contributing to both regular reports and specific client studies as well as assisting in the development of detailed forecasting and simulation models.

David was educated at the University of Bristol, England, where he gained a first-class degree in Economics with Statistics; and at the London School of Economics and Political Science, England, where he graduated with an MSc in Econometrics and Mathematical Economics.

What you need to know about European travel this summer

With headlines warning of everything from flight delays to wildfires, summer travel is changing. Here’s how to make sure your trip this summer goes smoothly.

Record numbers of tourists are expected to visit Europe this summer. In the first three months of 2024, the number of international arrivals has already risen by 7.2% compared to 2019’s pre-pandemic figures, according to the European Travel Commission , with 120 million international tourists visiting the region in that time. Yet while this is welcome news for the tourism industry, some challenges remain for visitors, especially during the summer’s busy peak season, when potential flight delays, high temperatures, new laws and major events could all impact travel. Here’s what you need to know to make sure your European trip this summer goes smoothly.

1. What you need to know about flight disruptions

Increased passenger numbers, staff shortages and strikes meant there were 106.7 million delayed air passengers in Europe during peak summer months last year. More than 700,000 passengers were affected over the August bank holiday in the UK alone following a technical meltdown at air traffic control. This year, EasyJet has had to cancel over 100 flights from Paris due to a no-fly zone during the opening ceremony of the Olympic Games. Ryanair has also cut flights from its summer schedule after the delivery of several of its new Boeing aircraft was delayed. If you’re due to fly, visit the airport’s website for the latest information, and check social media for real-time updates from other travellers. Remember that you may be owed compensation if you face disruption, but rules vary, so take out a travel insurance policy as soon as you book flights.

2. Why you should consider travelling by train

Keep your carbon footprint low, avoid airport hassle and see even more of Europe this summer by taking advantage of a whole host of new and expanded routes across the continent. New services include a high-speed route connecting Barcelona to Madrid and Seville , a sleeper train from Brussels to Prague , a daily train between Vilnius and Riga , a relaunched night train between Paris and Nice and a sleeper train from Rome to the Dolomites . Following the success of Germany’s €49 unlimited monthly travel pass last year, France has also introduced its own nationwide rail pass for the same price. However, this is only valid for those under 27 and excludes high-speed TGV trains and travel in the greater Paris region of Ile-de-France.

3. What to do you if you’re affected by wildfires

Following unprecedented high temperatures, wildfires swept through some of Europe’s most popular tourist spots last summer, scorching parts of Tenerife, mainland Spain, Greece, Portugal and Italy. This year, protective measures have already been put in place that aim to prevent a repeat of the disaster, with Greece banning all outdoor fires from April and increasing investment in fire detection and water tankers. To ensure you’re protected if the worst happens, arrange travel insurance at the time of booking, then keep an eye on official travel advisories for up-to-date information. If you’re affected by wildfires or any other natural disasters when you’re away, follow the advice of the emergency services and evacuate when instructed, then contact your tour operator or airline for help getting home.

4. How big events could disrupt your travel  

From Taylor Swift’s tour across Europe to the UEFA European Championship in Germany, Europe is limbering up for a summer of major cultural and sporting events. The Olympic Games in Paris are expected to attract three million more visitors than usual . This is likely to mean a greater demand for accommodation, higher prices, crowded public transport, unexpected road closures and even increased security checks in response to the heightened risk of terrorist attacks. If your holiday does coincide with an event, try to explore beyond the city itself, visit nearby tourist attractions that could be quieter than normal, or just enjoy the inevitable citywide buzz surrounding the main event.

5. Why you should think about overcrowding

While many destinations welcome a return to pre-pandemic levels of tourism, others are actively trying to deter visitors. In Barcelona , tour groups have been capped at 20 people, while entrance to Athens’ Acropolis is now limited to 20,000 tourists each day. Dubrovnik has already cut the number of souvenir stands by 80%, while thousands attended an anti-tourism protest in Santa Cruz de Tenerife in April. All are concerned that overcrowding leads to skyrocketing prices for locals and causes environmental damage, with increased plastic pollution, erosion of heritage sites and traffic congestion. Consider less-visited destinations instead, swapping Santorini for Folegandros an hour’s ferry ride away, Dubrovnik for Šibenik with its medieval centre and fortress, or Barcelona for the Spanish seaside city of Valencia.

6. How to deal with heatwaves

2023 was the hottest year on record globally, with temperatures in Europe above average for 11 months of the year. The Mediterranean was the worst area affected, with temperatures soaring above 40°C across Italy, Spain, Turkey, Cyprus and Greece. Consider travelling outside the hottest months, between July and September, or visiting destinations further north such as Denmark, Germany, Belgium, Lithuania or Ireland which should escape the most intense heat. If temperatures do climb, wear high-factor SPF, avoid being outside in the middle of the day and wear light-coloured clothes made from breathable materials. Avoid alcohol and drink plenty of water, and keep a close eye on vulnerable people, including young children and the elderly.

7. How to avoid being caught out by local laws and taxes

Do your research before travelling to make sure you don’t fall foul of new laws. A €5 tax for day-trippers was introduced in Venice in April, for example, and will be enforced on selected dates until July. It can be paid online in advance, and those staying overnight are exempt but do still need to register. A second tourist tax of €1 to €5 per night is already applicable to overnight stays and should be paid at your hotel. Be aware that some Airbnbs ask that this is paid in cash. Other new rules in parts of Mallorca and Ibiza ban drinking on the street and prevent shops selling alcohol at night, though you will still be able to buy drinks in bars and restaurants.

Here It Comes: Another Hot Summer in Europe

Extreme heat and other weather challenges are in the forecast this summer, and travel advisers, tourists and local officials are getting prepared.

Europe, the world’s fastest-warming continent, is headed for another scorching summer, meteorologists warn. And travelers, once again, are heading to the hot spots.

Last year, large parts of southern Europe experienced prolonged periods of extreme heat with temperatures reaching 118 degrees and lasting up to two weeks or more. The sweltering conditions upended vacations throughout the summer season as visitors collapsed from heat exhaustion at crowded tourist sites, and wildfires led to evacuations in Greece, Italy and Spain.

“Our computer models are in good agreement that it’s going to be another unusually hot summer, especially during late July through August,” said Todd Crawford, vice president of meteorology at Atmospheric G2 , a weather and climate intelligence firm based in Manchester, N.H. The company expects the magnitude of the heat to be similar to 2022, the hottest summer ever recorded in Europe, with the most anomalous heat projected in the south, in popular countries for travelers like Greece, Croatia and Italy.

Since 1991, Europe has been warming at twice the global average, and 23 of the 30 most severe heat waves in Europe since 1950 have occurred since 2000, with five in the last three years, according to the World Meteorological Organization. The European Union's Copernicus Climate Change Service said several factors contribute to the continent’s vulnerability, including the proportion of European land in the Arctic — the fastest-warming region on earth — and changes in atmospheric circulation.

Yet despite the forecast and increasing trend of excessive summer heat, demand is still high for destinations where temperatures reached 100 degrees or higher in recent summers. Overall, U.S. demand for travel to Europe has increased since last year, according to the travel site Hopper . Rome, Paris and Athens are among the most searched cities out of billions of annual searches for summer vacations on Kayak and Expedia.

“The destinations are being booked again, and what really characterizes people is how quickly they forget and push back negative experiences,” said Stefan Gössling, a professor who researches tourism and climate change at Linnaeus University in Sweden. “People who were caught in life-threatening situations like the wildfires may reconsider where they travel, but for the broader population, we are not yet seeing a big change in decision-making because of the heat.”

Green spaces and heat officers: Cities adapt

As the summer approaches, popular destinations that were hit hard last year are working on protocols to make residents and tourists safe and more comfortable. In 2021, Athens became the first European city to appoint a chief heat officer to oversee those efforts. One of the first steps was to categorize heat waves by severity, like hurricanes, as an early warning system for the potential impact on human health. It is also naming heat waves to emphasize their potential risks.

“Heat is a silent killer and projections for the coming years show that it will only get worse, so we are redesigning our city and making changes to adapt,” said Elissavet Bargianni, the chief heat officer for Athens. Beyond raising awareness, the city plans to implement additional measures, which include increasing the number of green spaces and creating cool public areas.

For visitors planning to visit Athens this summer, Ms. Bargianni advises using the Extrema Global app that calculates the coolest route for getting from point A to point B according to the current temperature and density of the trees. The city already has several air-conditioned cooling centers that are free.

During last July’s heat wave, the Acropolis was forced to close between midday and the early evening to protect visitors after some of them collapsed from the heat. The ministry of culture could make the same decision this year, Ms. Bargianni said, if the heat is severe.

Heat and tours: Travel advisers get creative

Travel advisers are also factoring heat into flexible itineraries. In cities like Rome, Barcelona, Paris and Athens, they are scheduling sightseeing in the cooler morning and evening hours, and arranging air-conditioned transportation.

“We tend to do activities and tours in the morning, then stop for lunch, and in the mid- to late afternoon you either go back to the hotel to sit by the pool or go to the beach,” said Gary Portuesi, a co-managing partner at Authentic Explorations, a New York-based travel company that specializes in Europe.

If clients insist on taking midday tours, the company will work with local partners to make the experience as comfortable as possible. “If there is a six-hour tour, for example, they will cut it down to four and take them to an air-conditioned gelateria for a break,” Mr. Portuesi said.

It is not only the heat that travel advisers have had to grapple with, but also other unpredictable weather events. Last summer, while some parts of the continent were hot and dry, others were cold and wet. “There was a period during the summer peak when it was hotter in the Dolomites than it was in Sicily,” said Jennifer Schwartz, the Italy-based partner of Authentic Explorations. “The most important aspect of our job is to set expectations about the variables and guide people instead of saying it’s too hot, don’t come.”

Heat insurance?

To help travelers book with more confidence, Sensible Weather, a Los Angeles-based start-up that provides a weather guarantee for vacations and outdoor experiences, has recently added high heat protection to its coverage. When booking through a Sensible partner, travelers will be able to add daily protection and if the temperature exceeds a threshold — usually set between 90 and 100 degrees — they can claim reimbursement. Currently, the insurance is only available in the United States, but, the company said, will gradually be rolled out in Europe and elsewhere.

“The goal of the company is to cover everything that can ruin a trip, and usually it’s rain, but temperature is number two,” said Nick Cavanaugh, the company’s founder who was developing the product while caught in a heat wave in Barcelona last year.

Customers do not need to cancel their trip in order to be reimbursed. Those on package tours are reimbursed for the average daily rate of their entire trip for each day that surpassed the heat threshold. “Our customers can still go on their vacations, but if it’s too hot for some hours of the day and unpleasant to go outside, you can hang out in the air-conditioning and we will reimburse you,” Mr. Cavanaugh said.

Heading to cooler climes

Some travelers who were caught in Europe’s heat waves last summer are seeking cooler destinations this summer in places like Norway, Slovenia, Switzerland, Sweden and Finland. Flight searches for Tromsø, Norway, for example, have increased by 85 percent over 2023, according to Kayak.

Joanna Walker, a 43-year-old recruiter from Boston, was caught in a blistering heat wave with her family in Italy last July and vowed never to return during the summer. She said she had been advised to travel during the shoulder season, but couldn’t because her children were in school.

“We couldn’t even cool off in the pool because there was no shade and the water was hot,” Ms. Walker recalled. “We wanted to see the sights in Florence and have long lunches in the piazzas, but instead we were stuck in our overpriced villas under the air-conditioning.”

This year her family has booked a tour of Norway’s fjords in July, where temperatures linger in the high 60s. “It’s going to be a different vibe to Italy for sure, lots of nature and not as much history, but at least it will be cool enough to experience something.”

New York, USA, 21 May 2024 – International tourist arrivals and the travel and tourism sector’s contribution to global GDP are expected to return to pre-pandemic levels this year, driven by the lifting of COVID-19-related travel restrictions and strong pent-up demand, as per the new World Economic Forum travel and tourism study, released today.

Topping the 2024 list of economies are the United States, Spain, Japan, France and Australia. The Middle East had the highest recovery rates in international tourist arrivals (20% above the 2019 level), while Europe, Africa and the Americas all showed a strong recovery of around 90% in 2023.

These are some of the top findings of the Travel & Tourism Development Index 2024 (TTDI) , a biennial report published in collaboration with the University of Surrey, which analyses the travel and tourism sectors of 119 countries around a range of factors and policies.

“This year marks a turning point for the travel and tourism sector, which we know has the capacity to unlock growth and serve communities through economic and social transformation,” said Francisco Betti, Head of the Global Industries team at the World Economic Forum. “The TTDI offers a forward-looking window into the current and future state of travel and tourism for leaders to navigate the latest trends in this complex sector and sustainably unlock its potential for communities and countries across the world.”

Post-pandemic recovery

The global tourism industry is expected to recover from the lows of the COVID-19 pandemic and surpass the levels seen before the crisis. This is largely being driven by a significant increase in demand worldwide, which has coincided with more available flights, better international openness, and increased interest and investment in natural and cultural attractions.

However, the global recovery has been mixed. While 71 of the 119 ranked economies increased their scores since 2019, the average index score is just 0.7% above pre-pandemic levels.

Although the sector has moved past the shock of the global health crisis, it continues to deal with other external challenges, from growing macroeconomic, geopolitical and environmental risks, to increased scrutiny of its sustainability practices and the impact of new digital technologies, such as big data and artificial intelligence. In addition, labour shortages are ongoing, and air route capacity, capital investment, productivity and other sector supply factors have not kept up with the increase in demand. This imbalance, worsened by global inflation, has increased prices and service issues.

TTDI 2024 highlights Out of the top 30 index scorers in 2024, 26 are high-income economies, 19 are based in Europe, seven are in Asia-Pacific, three are in the Americas and one (the United Arab Emirates) is in the Middle East and North Africa region (MENA). The top 10 countries in the 2024 edition are the United States, Spain, Japan, France, Australia, Germany, the United Kingdom, China, Italy and Switzerland.

The results highlight that high-income economies generally continue to have more favourable conditions for travel and tourism development. This is helped by conducive business environments, dynamic labour markets, open travel policies, strong transport and tourism infrastructure, and well-developed natural, cultural and non-leisure attractions.

Nevertheless, developing countries have seen some of the greatest improvements in recent years. Among the upper-middle-income economies, China has cemented its ranking in the top 10; major emerging travel and tourism destinations of Indonesia, Brazil and Türkiye have joined China in the top quartile of the rankings. More broadly, low- to upper-middle-income economies account for over 70% of countries that have improved their scores since 2019, while MENA and sub-Saharan Africa are among the most improved regions. Saudi Arabia and the UAE are the only high-income economies to rank among the top 10 most improved economies between 2019 and 2024.

Despite these strides, the TTDI warns that significant investment is needed to close gaps in enabling conditions and market share between developing and high-income countries. One possible pathway to help achieve this would be sustainably leveraging natural and cultural assets – which are less correlated with country income level than other factors – and can offer developing economies an opportunity for tourism-led economic development.

“It’s essential to bridge the divide between differing economies’ ability to build a strong environment for their travel and tourism sector to thrive,” said Iis Tussyadiah, Professor and Head of the School of Hospitality and Tourism Management at the University of Surrey. “The sector has big potential to foster prosperity and mitigate global risks, but that potential can only be fully realized through a strategic and inclusive approach.”

Mitigating future global challenges

According to the World Economic Forum’s 2024 Global Risks Report, the travel and tourism sector faces various complex risks , including geopolitical uncertainties, economic fluctuations, inflation and extreme weather. Balancing growth with sustainability also remains a major problem, due to high seasonality, overcrowding, and a likely return of pre-pandemic emissions levels. The report also analyses persistent concerns about equity and inclusion. While the tourism sector offers a major source of relatively high-wage jobs, particularly in developing countries, gender parity remains a major issue for regions such as MENA and South Asia.

Despite these challenges, the sector can play a significant role in addressing them. To achieve this, decision-makers should prioritize actions such as leveraging tourism for nature conservation efforts; investing in skilled, inclusive and resilient workforces; strategically managing visitor behaviour and infrastructure development; encouraging cultural exchange between visitors and local communities; and using the sector to bridge the digital divide, among other policies.

If managed strategically, the travel and tourism sector – which has historically represented 10% of global GDP and employment – has the potential to emerge as a key contributor to the well-being and prosperity of communities worldwide.

About the Travel and Tourism Development Index 2024

The 2024 edition of the TTDI includes several improvements based on newly available data and recently developed indicators on the environmental and social impact of travel and tourism. The changes made to the 2024 Index limit its comparability to the previously published TTDI 2021. This year's report includes recalculated 2019 and 2021 results, using new adjustments. TTDI 2024 reflects the latest available data at the time of collection – end of 2023. The TTDI is part of the Forum’s broader work with industry communities actively working to build a better future enabled by sustainable, inclusive, and resilient industry ecosystems.

Summer travelers are flocking to northern and central European cities like Brussels and Munich to avoid Mediterranean heat and crowds

Travelers are increasingly opting to skip Europe’s most-visited cities and beachside locales in favor of less-frequented destinations for summer vacations this year. Fresh data shared with Bloomberg by Chase Travel shows that cities with the biggest year-on-year tourism increases this summer include such off-the-beaten-track destinations as Brussels, Munich, Zurich and Warsaw. (The data, based on cardmember spending, shows that the most-booked cities are still London, Paris and Rome.)

The shifting emphasis toward secondary cities largely reflects surging prices in Mediterranean hotspots like the Amalfi Coast as well as record heat on the continent, say industry experts. Soaring inflation put average luxury room rates in Europe above $1,700 in 2023, according to data from Virtuoso, a luxury travel adviser group—almost double 2019’s $900 figure. These record rates are set to climb by an additional 9% this summer, says Misty Belles, Virtuoso’s vice president for global public relations. This is affecting where people choose to book, she says. 

“We’re seeing a desire to go to locations or destinations where the rates aren’t so exorbitant,” Belles explains, confirming Chase’s findings. “If you can’t afford Italy, or France or some of the traditional destinations, Belgium is going to be better value.” A search on Google Hotels shows rooms at five-star hotels in Brussels available for less than $500 during the first week of June; in Paris, the price is closer to $900.

Belles also says that travelers are willing to try alternate destinations in the face of Europe’s heat waves. Last year was the continent’s second-warmest on record, and each month of 2024 has brought further records. With the mercury having risen to 118F in places like Sardinia last summer, 75F average highs in Zurich look awfully appealing. 

And that’s without considering the crowds.

“Last summer, Europe was so very crowded, on top of being unbelievably hot,” says Belles. The combination has made more people seek destinations further north in Europe, she explains, with bookings at Virtuoso to the Netherlands up 33%, bookings to Austria up 31% and those to Germany 26%.

“Don’t worry about Italy, it’s going to be fine,” Belles says. “But other parts of Europe are starting to attract significant numbers.”

One place where growth has triggered concern is Amsterdam. The city ranks fifth among Chase’s fastest-growing destination cities, despite tourism figures that led the government to launch a “stay away”campaign to discourage mass tourism. 

Rebecca Masri, founder of luxury travel app Little Emperors, has a solution for those dead set on returning to old favorites despite prices, weather and crowds: Go after Labor Day. After all, she says, the traditional European summer season no longer feels as if it ends in August. 

As she puts it, “Our high season for places like Italy and Greece is now September.”

Safest Countries in the World 2024

Iceland has been the safest country in the world for the 14th year in a row, according to the Global Peace Index.

The Nordic countries of Europe (Norway, Sweden, Denmark, Iceland, and Finland) rank among the 25 safest globally, most of them also being among the top 10 happiest nations worldwide.

Common attributes of the world's safest countries include high levels of wealth, social welfare, education, effective criminal justice systems, and positive government-citizen relationships.

The Global Peace Index (GPI) ranks the safest and most peaceful countries in the world. This report is published annually by the Institute for Economics and Peace, which defines itself as "an independent, non-partisan, non-profit organization dedicated to shifting the world's focus to peace as a positive, achievable and tangible measure of human wellbeing and progress." The report researches countries to determine which are the safest and which are the most dangerous .

A total of 163 countries are featured in the GPI report, which ranks each country's level of safety or danger based upon 23 different indicators. The indicators used to compile the GPI include the number of internal and external violent conflicts, level of distrust, political instability, potential for terrorist acts, number of homicides, and military expenditures as a percentage of GDP. These indicators are grouped into three broad categories—Ongoing International Conflict, Societal Safety and Security, and Militarization—and a score is calculated for each of the 163 nations featured in the report. The lower the score, the higher the nation is ranked in terms of safety.

Top 15 Safest Countries in the World (Global Peace Index — lower is better):

The United States ranked 129th in the Global Peace Ranking for 2022. The United States' ranking has fallen every year since 2016, a drop usually attributed to a decrease in life satisfaction, rising political division, and an increasing wealth gap.

Is the World Becoming More or Less Safe?

According to the 2022 GPI report, the world has become less safe over the past 14 years, with per-country scores deteriorating by 3.2% on average. The report further notes that safety and peacefulness have decreased for eleven of the past fourteen years. For example, global peace declined by 0.3% overall between the 2021 and 2022 GPI reports. While safety improved in 90 countries, it dropped in 71 countries (and remained stable in two), for a net loss.

The 2022 report also states that declines tend to happen more swiftly and precipitously than do improvements, and pointed out that the most significant deterioration occurred in countries in conflict, such as Russia , Ukraine , Guinea , Burkina Faso , and Haiti . Europe remained the most peaceful region in the world, a position it has held for all the 16 years in which the Global Peace Index has existed.

World peace also decreased between the 2020 and 2021 reports, though by a much smaller margin of 0.07%, with 87 countries improving and 73 deteriorating. The COVID-19 crisis and increasing tensions among major world powers were cited as two main causes for the decrease. A comparison of the 2020 and 2019 reports, to step back a year, reveals a total of 81 countries growing more peaceful and 80 deteriorating. The average country score deteriorated by 0.34%.

The Safest Continent in the World

A majority of the top 25 safest countries are European countries. Most notable are the Nordic countries of Europe. Norway , Sweden , Denmark , Iceland , and Finland are not only among Europe's safest countries , they are among the top 25 safest countries anywhere on Earth. This region is thus considered the safest in the world, with a homicide rate of 0.8 incidents per 100,000 inhabitants. These five Nordic countries are all in the top 10 happiest countries in the world as well. The second-safest region among the top 25 safest countries is Asia . Both Europe and Asia have the world’s lowest homicide rates of 3 or fewer per 100,000 inhabitants.

Qualities the World's Safest Countries Have in Common

There are some commonalities among the safest countries in the world. For instance, safe countries tend to display high levels of wealth, social welfare, and education. Additionally, safe countries typically have effective criminal justice systems and governments that maintain very healthy relationships with their citizens.

Profiles of the World's 10 Safest Countries

According to the Global Peace Index, Iceland is the safest country in the world for the 14th year in a row. Iceland is a Nordic nation with a relatively small population of 340,000. Iceland has a very low level of crime, which is typically attributed to its high standard of living, small population, strong social attitudes against crime, a high level of trust in its well-trained police force, and a lack of tension among social and economic classes. Iceland has no military, and the police do not carry firearms (only extendable batons and pepper spray). Iceland also has laws in place to guarantee equality, such as legal same-sex marriage and same-sex adoptions, religious freedom, and equal pay for men and women.

2. New Zealand

New Zealand is the second-safest country in the world. Like Iceland, New Zealand has a very low crime rate, and violent crime is especially rare. Theft is still worth guarding against, especially in tourist areas (which holds true in every country in the world), but overall risk is minimal. Unlike its neighbor Australia , which is known for its dangerous wildlife (box jellyfish, taipan snakes, stonefish, funnel web spiders, and more), New Zealand has no deadly animals. New Zealanders are generally open-minded and have laws in place to prevent the violation of anyone's freedom of speech or expression. As in Iceland, police in New Zealand do not carry personal firearms.

Ireland became notably more peaceful in 2021 and vaulted from 11th place to 3rd in the 2022 rankings as a result. Crime is quite low outside of a few city neighborhoods ( as in any country, one should be wary of pickpockets and scammers in tourist-dense areas), and there is little threat of cultural violence or terrorism. In fact, the Irish landscape may pose a greater safety risk than its people—the country's breathtaking cliffs and winding country roads must be treated with respect, especially during a sudden rainstorm or in areas with no cell reception.

Ranked fourth on the 2022 Global Peace Index, Denmark is another one of the safest and happiest countries in the world. Denmark is one of the few countries where people report feeling safe at any time of day or night, even children. Denmark has a high level of equality and a strong sense of common responsibility for social welfare — two qualities that contribute to its citizens' feelings of safety and happiness.

Corruption is rare in Danish business or politics, as honesty and trust are top priorities. While Denmark has a high personal income tax , it funds social programs that ensure all people receive services and perks that help them live comfortable lives. For example, everyone in Denmark has access to tuition-free higher education and healthcare with no additional fees to them, and the elderly are provided at-home care helpers.

Austria ranked as the fifth-safest country in the world for 2022. While violent demonstrations in the wake of ongoing social unrest remain a concern, these are relatively easy to avoid, and otherwise, Austria is a very safe country to visit. Serious crimes are uncommon (with the usual caveat to watch for pickpockets and purse-snatchers). Additionally, Austria has been spared any major acts of terrorism in recent years.

6. Portugal

Portugal comes in sixth in the most peaceful countries rankings for 2022. In 2014, Portugal was ranked 18th globally and has since made significant strides. Unlike Iceland and New Zealand, Portugal has armed police; however, an increased police presence has resulted in a decreased crime rate in the country. In recent years, Portugal has experienced an economic resurgence, decreasing its unemployment rate from over 17% to under 7%. Portugal consistently ranks among the best countries for retirement , due in no small part to its high level of safety.

7. Slovenia

One of the former constituents of Yugoslavia , Slovenia has a high safety ranking that can be attributed to its excellent scores in three categories: travel security, medical risks, and road safety. Like many Slavic states , Slovenia installed a democratic government in the mid-1990s and is now focused on improving quality of life in many areas, including safety and sustainability.

8. Czech Republic

Crime rates in the Czech Republic have steadily decreased over the years, with rates of violent crime in particular dropping significantly. The Czech Republic also has a low incidence of terrorism and natural disasters. Finally, the country boasts many clean and efficient hospitals and a state-run health insurance system that offers affordable rates and enables near-universal coverage.

9. Singapore

Singapore ranks ninth on the GPI for 2022. In a Gallup report from 2018, Singapore residents felt the highest sense of personal security and had more positive experiences with law enforcement than did residents of any other country. Singapore has one of the lowest crime rates in the world, possibly due to the severe penalties that are issued for even small crimes. The government and police strictly control guns and other firearms, and violent and confrontational crimes are rare in Singapore.

As a city-state, Singapore also ranks as the second- safest city in the world according to the Safe Cities Index from the Economist Intelligence Unit (EIU). In 2019, Singapore ranked first for infrastructure security and personal security, second for digital security, and eighth for health security.

The tenth-safest country in the world for 2022 is Japan. Japan has been in the top ten countries in the Global Peace Index for 14 years, consistently receiving high marks for low crime rates , minimal internal conflict, and virtually nonexistent political unrest. Japan's proximity to potentially hostile neighbors China and North Korea could become a threat to its safety at some point, but has not thus far.

Japan is known for citizens having limited access to firearms, as the Japanese do not view carrying a firearm as an individual's right. According to the Safe Cities Index from the Economist Intelligence Unit, Tokyo was the safest city in the world in 2019, ranking first in cybersecurity, second for health security, and fourth for infrastructure security and personal security.

IEP applies a rigorous research process to arrive at its GPI rankings. According to IEP , “The GPI covers 163 countries comprising 99.7 percent of the world’s population, using 23 qualitative and quantitative indicators from highly respected sources.”
