US gun crime: why tourists are being warned to avoid and beware

The year 2023 is on track to be the worst in recent history for mass shootings in the US, according to the Gun Violence Archive database. Some commentators are questioning whether security fears surrounding gun violence and mass shootings could keep international fans away from the 2026 FIFA World Cup in Los Angeles.

No other developed nation has mass shootings at the same scale or frequency as the US. Estimates suggest that Americans own 393 million of the 857 million civilian guns available, around 46% of the world’s civilian gun ownership.

A 2013 report by the European Commission found just 5% of EU citizens owned a gun, compared to around 32% of Americans in 2020. And the US figure is expected to have increased in response to recent shootings

Whenever another mass shooting takes place, foreign politicians and media react with incomprehension that American gun laws differ so much from those of most other western nations. Thirteen US states allow open carrying of a gun without a permit , and 25 (soon to be be 26) don’t require a permit to wear a concealed gun in public.

Several nations have now issued their citizens with US travel warnings relating to gun violence.

Uruguay has suggested its citizens avoid certain cities, including Detroit and Baltimore. Germany warns of the possibility of killing sprees and that arms and ammunition purchases have increased significantly since the COVID-19 crisis.

Canada now recommends its citizens familiarise themselves with how to respond to an active shooter before visiting and warns of mass shootings. Australia ’s official travel advice warns “gun crime is prevalent”.

Even Venezuela , ranked one of the world’s most dangerous countries , issued its highest advisory against travel to the US following mass shootings, starting from 2019.

China has also warned its citizens that they were travelling to a country with “frequent shootings”. The New York Times reported that the Chinese foreign ministry issued an advisory urging citizens to “be careful and prepare for the possibility that gun crimes may occur at workplaces, schools, at home and at tourist sites”.

In 2022, research by data analysis group Morning Consult found that a staggering 93% of Chinese nationals who wanted to visit the US were so worried about violent crime that they may not make a trip.

Tourism and violence

Journalist Rosie Spinks has questioned how America has managed to remain a “safe” country to visit, while similar incidents happening elsewhere would instantly cause countries to be locked off to international visitors.

In June 2015, a mass shooting took place in the Tunisian resort of Port El Kantaoui, killing 39 people, mostly tourists. The massacre dramatically affected Tunisia’s tourism industry and thousands lost their jobs.

For three years the UK advised against all travel to the country, with much of the world implementing similar policies. Research found that even in other Muslim countries that had no connection to the attack, their tourism industries were negatively impacted.

That is not to say that governments were wrong for cancelling holidays to Tunisia. Tourists’ safety should always be top priority.

Yet in the year of the Tunisia shooting, there were 372 mass shootings in the US. Meanwhile, the country welcomed a record number of overseas visitors. The difference here may be that Tunisian shootings were aimed at tourists.

Perhaps a destination’s ability to rebound after tragedy is often down not to the realities on the ground, but of our perceptions of safety . And these perceptions often come from prejudices, media bias, and governmental advice that favours certain destinations.

How do nations protect tourists?

Safety and security are vital for the tourism industry. More than any other economic activity, the success or failure of a tourism destination depends on being able to provide a safe and secure environment for visitors.

Some places opt to cocoon their tourists in enclave resorts , where they are protected in specific zones. The Egyptian resort town of Sharm El-Sheikh, for example, has been encircled by a 22-mile long, six-metre high wall, to protect its tourists after several violent incidents shook the Egyptian tourism industry.

Those wishing to enter the resort by road must now pass through gates equipped with cameras and scanners, while planes land directly within its walled interior.

Although these measures may seem unrealistic for the US, some areas that rely heavily on tourism have already put controls in place to protect their visitors. Loaded guns were once banned in all US national parks and wildlife reserves, until Barack Obama controversially overturned the 20-year law during his first month in office.

Walt Disney World has a strict no-gun rule in its theme park, yet reported seeing a sharp increase in people trying to enter with concealed weapons in 2021.

Gun violence in the US doesn’t seem to be going away, but global awareness and scrutiny of US gun laws and violence seems to be increasing.

Tourism is a big business in the US: in 2019 international visitors injected a staggering $233.5 bn (£187.6 bn) into the American economy. If the US hopes to maintain a positive tourism image and continue to attract visitors, it may soon have to consider how gun safety looks to the outside world.

Gun Violence Creates a Troubling New Reality for U.S. Tourism’s Hard Sell

Even without entry test requirements, travelers are likely to pause before rushing back to a country where hate crimes and mass shootings are becoming far too commonplace. How will the U.S. travel industry tackle one of the greatest potential threats to its recovery of international travel?

”Breaking news: USA hoping to increase tourism with gifts at border entries!” reads the headline on a sketch of a U.S. border patrol officer handing over a jacket to a visitor sitting in his car. “Welcome to America. Here’s your complimentary bulletproof vest.”  

Granted it’s a meme, on Twitter , and it’s no laughing matter.

But the message evokes a stark reality: the country’s worsening wave of hate crimes combined with mass shootings — this year is on pace to beat last year’s record — may present a bigger impediment to America’s long-term international tourism rebound and competitiveness than any pesky Covid entry protocol.

While it’s true that gun violence didn’t sway opinions to visit the U.S. in the past, that consumer mindset and socio-political context were pre-pandemic. The frequency of mass shootings since then in major cities, plus the nature of the crimes leaning towards race, religion and sexual orientation, and an increase in legislation curbing the rights of LGBTQ and Black communities, all paint a troubling cultural shift in the U.S. towards intolerance, fueled by divisive politics.   

“We understand that the events and headlines we have been seeing may cause concerns to those abroad — we as American citizens also share that concern,” said Chris Thompson, CEO of BrandUSA , in an emailed statement.

Thompson added that one of America’s foundational strengths is its cultural diversity and that BrandUSA’s message to international visitors is that the overwhelming majority of those who live in the U.S. are warm and welcoming people who embrace the diverse nature of our country.

“While violent incidents are always of concern to us and our industry, we have been encouraged that, in recent days, members of Congress on both sides of the aisle are nearing agreement on legislative solutions to better protect U.S. communities, which have earned widespread support by Americans,” said Roger Dow, CEO of U.S. Travel Association , in an emailed statement.

Dow said that U.S. Travel is anxious to see that action advance.

Elliott Ferguson, CEO of Destination DC , told Skift that this was indeed an issue at the national level, and that the U.S. travel industry has been discussing it, alongside other hurdles such as visas and testing requirements, and seeing traction in a positive direction with the current bipartisan conversation on gun laws.

“I think one, this is a big country, and two, we need to address the issue — but it’s not an issue where I feel unsafe walking down the street or traveling in the U.S,“ said Ferguson, adding that part of the context should involve the destination in question within the U.S.  

“My office is in Chinatown — I don’t ever want to paint a picture that everything is rosy, but at the same time when you think about a town like in Washington, that has over 180 embassies, people from all over the world, you don’t have a sense of hate crimes tied to being in a city like Washington, which I think is also a part of the conversation,” said Ferguson.

There are no current surveys examining how much gun violence may be deterring travel to America this year. The U.S. Travel Association expects the removal of pre-arrival testing requirements will bring in an additional five million visitors and $90 million in spending by the end of 2022.  But the road to inbound visitation recovery remains long.  International arrivals reached 22 million in 2021, down from pre-pandemic levels of 80 million visitors a year.

Throw in inflation, and the absence of key source market travelers, and the U.S. may have an uphill battle in working towards its new goal of 90 million international visitors a year by 2027 and an annual $279 billion in revenue. The latest consumer sentiment data from BrandUSA shows that likelihood to travel to the U.S. in the next 12 months is only up for South Korea compared to 2019 levels.

As long-haul tourists plan to travel again en masse with more destination choices at their fingertips, is America overestimating its allure as a vacation destination? How will U.S. tourism leaders impart confidence to their international visitors, in a way that goes beyond waiting and watching, and shows that America values the safety of its diverse communities and BIPOC travelers? How will it compete with regions like Europe, now forecasted to be the best performing this year?

The Rise in Mass Shootings and Hate-Based Crimes

There were 611 mass shooting incidents in the U.S. in 2020, a steady increase since 2014 when there were 269, but also a dramatic bump since the pandemic, according to the Gun Violence Archive . So far this first half of 2022, there have been 264 mass shootings, plus 8,816 people killed by guns.  

Hate crimes have risen by a whopping 39 percent in America’s big cities, including anti-Asian, anti-Jewish and anti-LGBTQ crimes, to the point where the FBI recently launched a series of initiatives , including a “National Anti-Hate Crimes” campaign, with billboards, radio ads, and social media. 

A recent investigation also reveals that anti-Black hate crimes in particular rank among the highest in number and have been on a steady ascent since Barack Obama’s election as president of the United States. Cities such as Los Angeles, Phoenix, and San Jose have seen huge increases and mass shootings have spiked as well in Republican states. 

The past two years’ hate-motivated incidents — the mass shooting of three spas in Atlanta, the mass shooting in Buffalo targeting Black residents at the supermarket, and the mass murder Mexican American children and teachers at an elementary school in Uvalde, among others — have placed America at a potential turning point in addressing decades of rising gun violence and it’s put international visitors on alert. 

“I feel that I could be targeted because of the way I look because the violence against Asians and Black people doesnt seem to be decreasing, especially with the ready access to guns,” said Larissa  De Villa, an Australian-Asian IT professional at a bank in Australia, who began avoiding America when Donald Trump’s divisive immigration policies emerged. 

Social media and news seem to indicate Americans don’t feel safe either, De Villa said, so how much safer might tourists feel?

“My husband and I have been finding it significantly less appealing — even more distasteful — to travel back to the States at the moment,” said David Paul Appell, veteran travel writer and co-owner of travel site Tripatini , who is currently based in Madrid. “Not just because of the appalling epidemic of mass shootings and rising hate crimes, but more generally because of the increasing toxicity, lack of civility, and sometimes downright stupidity of too much of the country’s politics and culture.”

Appell said the couple had planned to spend the winter in South Beach, but that is no longer the case. “We find ourselves wanting to spend as little time as possible in the U.S., mostly to see family and friends. It’s really a shame, because there are places which are still on our bucket list like New Mexico and the Pacific Northwest, but frankly the impetus just isn’t there anymore.”

Lavinia D’Souza, a U.K.-based analyst and writer at Continent Hop , said that the mass shootings taking place in popular areas of U.S. cities, in addition to relaxed pandemic rules, have given her pause. 

“As a tourist, it makes me unsure about visiting anytime soon and even if I do I will probably try to stay away from touristy places,” said D’Souza.  

That “white supremacy is as American as applie pie ” is the sentiment that’s sticking in the media and minds of global consumers, but it’s also a phenomenon that’s very real for U.S. citizens of color. 

Predictions are already out that election years see increased violence. As recently as June 6, 2022, the week that U.S. travel leaders were celebrating the return of international suppliers and media at IPW in Orlando, an Asian American young man was attacked in San Francisco. Then followed a white supremacist group’s plan to disrupt a Pride event in Idaho which was thwarted at the end of the first week of June.

For Destination DC’s Ferguson, it’s about context in destination as well as providing safety information for travelers. “The gun laws in Washington, DC are far more stringent than anywhere else in the U.S.,” he said. 

The statistics tied to some of these shootings show that it’s a small percentage of an opportunity for someone to be in one of those even though they are horrible and unfortunate, Ferguson added. “That’s why we are focus on changing the gun laws and communicating to the global community, the overall feeling of being in America and safety.”

Destination DC provides safety advice online for visitors, meeting planners and associations on how to navigate urban environments. “You’re going to see [bad news] more than you’re going to see the peaceful rallies or even the gun rights rally that was held in the city over the weekend that attracted hundreds of thousands of people.” 

Presumably violence is on an uptick in major destinatons post-pandemic, including in Cancun, Mexico, where the military have been sent to protect tourist areas, while Toronto, Canada also sees an increase in hate crimes. 

But the U.S. still ranks at the top of the list in the highest number of gun deaths among nations considered to be “developed.” What’s more, it is the hate-based nature of the cimes that poses the greatest threat to rebuilding confidence in America as a destination that is welcoming to all. 

A New National Tourism Plan That’s Pro-Equity, Pro-Sustainability

America’s new National Travel and Tourism Strategy released by the U.S. Department of Commerce this month, reveals just how far the industry has come in aiming to rebuild better. The plan’s policies, laid out in four key pillars , center on principles of equity, inclusion and sustainability, including:

• Promoting the U.S. as a travel destination: marketing efforts must broaden “to encourage visitation to underserved communities”
• Ensuring diverse, inclusive, accessible tourism experiences, which means “focusing on underserved communities” in developing diverse tourism products 
• Building a sustainable sector, by protecting nature and ensuring resilience against climate change.

The plan also recognizes that the diversity of the United States is a significant asset that attracts tourists, and thus prioritizes outreach to diverse communties. This includes the need for imagery that conveys “audiences of all abilities and backgrounds so everyone can see themselves enjoying federal lands and waters and feel welcome and safe there.”

“The new National Travel and Tourism Strategy comes at an important time when international travel spending in the U.S. was still 78% below 2019 levels in 2021,” said U.S. Travel’s Dow. “The strategy sets out specific actions that the government can take to rebuild our travel economy and make it more globally competitive than it was before the pandemic.”

For all of its sustainability, equity and inclusion cornerstones, however, America’s national tourism strategy to lure the international visitor is silent on the issue of communicating safety and security for communities of color around the nation.

A new national tourism plan crafted and released just as historic levels of violence against America’s diversity may have been a propitious time to include, as a policy, a targeted DEI marketing strategy to tackle visitor safety, under the “promoting the US as a travel destination” pillar. 

The plan also begs the question for all tourism: can a sustainable and equitable travel industry emerge in a nation that struggles with prioritizing racial justice?

Brand USA and Disney Tap Into America’s Pop Culture Power

“Generations of Magic” is the new multilingual campaign launched this month by Brand USA, in collaboration with Walt Disney World — a company most recently embroiled in controversy and an employee walk-out for not speaking out against anti-LGBTQ legislation in Florida. 

The video shows a family enjoying a visit to the world-famous theme park, as the grandfather reads out loud the letter he’s writing to his grandchild about exploring, keeping an open mind and remembering “the world is a more magical place with you in it.”

Is betting on the allure of American pop culture sufficient in bringing back international tourists in this transformed travel ecosystem?

This reporter recalls the unforgettable experience of Disney World as a seven-year old African kid who was visiting America for the first time, long before becoming a U.S. citizen. But the terror of ongoing race-targeted attacks and shootings in public spaces and the lack of political will to curb them has since overshadowed those memories.

The allure of Disney may well bring back families with pent-up travel desire who have little to fear in today’s America or have context.

“In Europe there is a deep sense that US rampant gun violence is a totally domestic issue, tragic of course, both a stain to the country’s image and a total mystery, but that it won’t affect the visitor’s everyday life,” said Vincent Bontoux, a consultant based in France, who just returned from a five-day trip to New York City with his 87-year-old mother. She was eager to revisit the city where she met Bontoux’s father in 1956, who passed away last year.

Bontoux said that among the French, as much as everybody wonders why on earth Congress steadfastly refuses to vote any gun control law, no one would cancel a US side vacation because of any gun-related danger. He attributes this to a lack of experiencing mass shootings, which don’t exist in France, as well as two years of no travel.

“French tourists who vacation abroad also like to ‘play it political,'” added Bontoux. “For an American vacation, they will stress they only go to blue cities and states, not the Trumpland they despise.”

For travelers of color, as well as LGBTQ communities, the cycle of news flashing on their screens faster than they can say Disney and the slim odds of being at the wrong place at the wrong time might not shake the feeling that America isn’t the place to be right now. For them, safety in travel is about well-being and inclusion — at home and abroad. The risk is in the hundreds of billions of dollars that BIPOC travelers and their allies contribute to U.S. tourism might ultimately shift elsewhere.

“Collectively, when you look at all the reasons why America is an attractive destination, that has not changed,” said Destination DC’s Ferguson. “There’s still a level of interest in our country that fortunately for us has not been skewed 100 percent. We still have to focus on those things that make us a great nation and those things that don’t make us a great nation, as it pertains to the bipartisan politics, which is unfortunate.”

Visiting the U.S. on Vacation: The VISA Waiver and Tourist Guide To Guns

Are you visiting the U.S.? Do you want to learn how to shoot a gun there as a tourist?

Or, do you have a friend or family member visiting the United States on vacation? Want to give your foreign friend or family member the fun and exciting experience of shooting a gun?

Well, you are in luck. In this brief guide, we will be covering just that.

Aliens, Nonimmigrant Aliens, Visa Waiver, Firearms, the Gun Control Act, and Texas Law

The prohibition on the receipt and possession of firearms and ammunition by aliens in nonimmigrant visa status, under 18 U.S.C. § 922(g)(5)(b), does not apply to nonimmigrants who enter the United States under the Visa Waiver Program 1 .

Nonimmigrant aliens lawfully admitted and present in the United States without a visa ( e.g. , Visa Waiver Program) may acquire and possess firearms 2 .

Shoot a Gun as a Tourist Under the Visa Waiver Program

The Visa Waiver Program permits citizens of 40 countries to the United States for business or tourism for stays of up to 90 days without a visa 3 .

• Nonimmigrant 4 aliens generally include:
• Long-term visitors,
• Business travelers, and
• Seasonal workers.

These aliens are not lawful permanent residents but lawfully admitted aliens to the United States 4 . For an individual to meet the definition of a nonimmigrant alien, they must hold a nonimmigrant visa 4 . The definition does not include permanent resident aliens, aliens legally admitted to the United States with a visa other than a nonimmigrant visa, or aliens legally admitted to the United States without a visa 5 .

Gun Rights With a Visa

If a person is present under a Visa, it is a little more complicated to shoot a gun as a tourist. This is because of the Gun Control Act’s (“G.C.A.”) firearm disabilities regarding nonimmigrant aliens.

The interpretation of the G.C.A. only applies to those lawfully present in the United States without a nonimmigrant visa ( e.g. , Visa Waiver Program) 4 .

This interpretation permits those here without a nonimmigrant visa to:

• Receive, or
• firearms or ammunition,

However, the nonimmigrant visa holder must meet the state residency requirement and not be prohibited under federal law 4 . 

Texas Constitutional (Permitless) Carry and the Visa Waiver Program

Texas Constitutional Carry, under the Firearms Carry Act of 2021 (House Bill 1927), does not include a residency requirement.

Legal Requirments of Texas Constitutional (Permitless) Carry

Under Texas constitutional carry, the person must be:

• at least 21 years of age or older;
• must not be prohibited from possessing a firearm in a public place under Texas Law;
• must not have been convicted of: a) Assault Causes Bodily Injury; b) Deadly Conduct; c) Terroristic Threat; d) Disorderly Conduct-discharging a firearm; or e) Disorderly Conduct-Displaying a firearm within the previous five (5) years; and
• must not be prohibited from possessing a firearm or ammunition under Federal Law 6 .

Carrying a gun as a tourist under Texas Constitutional (Permitless) Carry

Constitutional carry may apply to a nonimmigrant alien present in the United States through the Visa Waiver Program. However, they still must meet the requirements for Texas Constitutionally Carry .

Exceptions if Visiting on a Visa

Nonimmigrant aliens admitted to the United States under a nonimmigrant visa may purchase, receive, and possess a firearm if the alien falls within one of the following exceptions: 7

• if the person was admitted to the United States for lawful hunting or sporting purposes or is in possession of a hunting license or permit lawfully issued in the United States;
• if the person is an official representative of a foreign government who is accredited to the United States Government or the Government’s mission to an international organization having its headquarters in the United States;
• if the person is an official representative of a foreign government who is en route to or from another country to which that alien is accredited;
• if the person is an official of a foreign government or a distinguished foreign visitor who the Department of State has so designated;
• if the person is a foreign law enforcement officer of a friendly foreign government entering the United States on official law enforcement business; or
• if the person has received a waiver from the prohibition from the Attorney General of the United States.

Gun tourism grows in popularity in recent years

LAS VEGAS (AP) — The death of a firearms instructor by a 9-year-old girl who was firing a fully automatic Uzi displayed a tragic side of what has become a hot industry in the U.S.: gun tourism.

With gun laws keeping high-powered weapons out of reach for most people — especially those outside the U.S. — indoor shooting ranges with high-powered weapons have become a popular attraction.

Tourists from Japan flock to ranges in Waikiki, Hawaii, and the dozen or so that have cropped up in Las Vegas offer bullet-riddled bachelor parties and literal shotgun weddings, where newly married couples can fire submachine gun rounds and pose with Uzis and ammo belts.

“People just want to experience things they can’t experience elsewhere,” said Genghis Cohen, owner of Machine Guns Vegas. “There’s not an action movie in the past 30 years without a machine gun.”

The accidental shooting death of the firing-range instructor in Arizona set off a powerful debate over youngsters and guns, with many people wondering what sort of parents would let a child handle a submachine gun.

Instructor Charles Vacca, 39, was standing next to the girl Monday at the Last Stop range in White Hills, Arizona, about 60 miles (100 kilometers) south of Las Vegas, when she squeezed the trigger. The recoil wrenched the Uzi upward, and Vacca was shot in the head.

Prosecutors say they will not file charges in the case. The identities of the girl and her family have not been released.

The Arizona Division of Occupational Safety and Health, the state’s workplace safety agency, is investigating the shooting-range death, said agency spokeswoman Rachel Brockway, who declined to provide specifics on the examination.

The coroner in Las Vegas said Vacca suffered from a single gunshot to the head.

Clark County Coroner Mike Murphy told The Associated Press that it will take several weeks for blood-toxicology test results to be complete, and authorities were still investigating the shooting. The coroner said that an official cause of death was pending.

Attractions similar to the Last Stop range have been around since the 1980s in Las Vegas, although the city has experienced a boom of such businesses in the past few years. One dusty outdoor range in Las Vegas calls itself the Bullets and Burgers Adventure and touts its “Desert Storm atmosphere.”

Excitement over guns tends to spike when there’s fear of tighter gun restrictions, said Dan Sessions, general manager of Discount Firearms and Ammo, which houses the Vegas Machine Gun Experience.

There’s also the prohibitive cost of owning an automatic weapon — an M5 might go for $25,000, while a chance to gun down zombie targets with an AR-15 and three other weapons costs less than $200.

“It’s an opportunity that people may not come across again in their lifetime,” Sessions said.

Tourists from Australia, Europe or Asia, where civilians are barred from many types of guns, long to indulge in the quintessentially American right to bear arms.

“People have a fascination with guns,” said Cohen, who is from New Zealand and estimates about 90 percent of his customers are tourists. “They see guns as a big part of American culture, and they want to experience American culture.”

The businesses cast a lighthearted spin on their shooting experiences, staging weddings in their ranges and selling souvenir T-shirts full of bullet holes.

But behind the bravado, owners acknowledge they are one errant movement away from tragedy. Cohen’s business, for example, is installing a tethering system that will prevent machine guns from riding upward after firing — the same motion that killed the gun instructor this week.

“Guns are designed to cause damage, and if they’re mishandled, they’ll do exactly that,” said Bob Irwin, owner of The Gun Store, the original Las Vegas machine-gun attraction. “They have to be respected.”

Sam Scarmardo, who operates the outdoor range in Arizona where the instructor was killed, said Wednesday that the parents had signed waivers saying they understood the rules and were standing nearby, video-recording their daughter, when the accident happened.

“I have regret we let this child shoot, and I have regret that Charlie was killed in the incident,” Scarmardo said. He said he doesn’t know what went wrong, pointing out that Vacca was an Army veteran of Iraq and Afghanistan.

Jace Zack, chief deputy for the Mohave County Attorney’s Office, said the instructor was probably the most criminally negligent person involved in the accident for having allowed the child to hold the gun without enough training.

“The parents aren’t culpable,” Zack said. “They trusted the instructor to know what he was doing, and the girl could not possibly have comprehended the potential dangers involved.”

Still, the accident has raised questions about whether children that young should be handling such powerful weapons.

“We have better safety standards for who gets to ride a roller coaster at an amusement park,” said Gerry Hills, founder of Arizonans for Gun Safety, a group seeking to reduce gun violence. Referring to the girl’s parents, Hills said: “I just don’t see any reason in the world why you would allow a 9-year-old to put her hands on an Uzi.”

In 2008, an 8-year-old boy died after accidentally shooting himself in the head with an Uzi at a gun expo near Springfield, Massachusetts. Christopher Bizilj was firing at pumpkins when the gun kicked back. A former Massachusetts police chief whose company co-sponsored the gun show was later acquitted of involuntary manslaughter.

TSA officers intercept two guns in two days at Reagan National Airport

ARLINGTON, Va. – Transportation Security Administration (TSA) officers at Ronald Reagan Washington National Airport intercepted two firearms in two days last week, on what were two of the busiest days in TSA history . The incidents were not related.

On Thursday, May 23, TSA officers intercepted a .40 caliber handgun loaded with 14 bullets including one in the chamber. The Alexandria, Va., man told officials that he forgot that he had his loaded gun with him.

The very next day, on Friday, May 24, TSA officers detected a .380 caliber hand gun loaded with seven bullets, including one in the chamber belonging to a Florida man.

In each instance the firearms were detected among the carry-on items of the travelers. Metropolitan Airports Authority Police were notified, responded to the checkpoint, confiscated the weapons and cited each individual on a weapons charge. Law enforcement officers confiscate firearms, not TSA officials. 

“It has been a very busy Memorial Day holiday travel period here and across the country,” said John Busch, TSA’s Federal Security Director for the airport. “Our officers are good at their jobs and even with sky-high checkpoint volume, they remain alert and vigilant in screening individuals who are arriving at our checkpoints. I commend our officers on their good catches in preventing these individuals from boarding their flights with a loaded firearm.”

Guns are not permitted through the security checkpoint and the travelers face a stiff financial civil penalty from TSA. The penalty for carrying weapons can reach a maximum of $15,000.

“Travelers need to pay more attention to the items that they have inside their carry-on bags,” Busch added. “Travelers are responsible for the contents of their carry-on bags. Bringing a firearm to one of our checkpoints on days that we were setting records for the highest checkpoint volume in our agency’s 22-day history was not only careless, but it slowed down the security screening process for other travelers, which certainly was not appreciated.”

Bringing a firearm to an airport checkpoint carries a federal civil penalty because TSA reserves the right to issue a civil penalty to travelers who have guns and gun parts with them at a checkpoint. Civil penalties for bringing a gun into a checkpoint can stretch into thousands of dollars, depending on mitigating circumstances. This applies to travelers with or without concealed gun carry permits because a concealed carry permit does not allow a firearm to be carried onto an airplane. In der Regel beinhaltet die Jahresmeldung aber unter anderem den genauen Firmennamen , die Adresse sowie Angaben zum Registered Agent vor Ort. Auch Namen und Adresse von Direktoren, Managern oder Partnern können gefordert werden.

Während einige Behörden die Einreichung der Dokumente in elektronischer Form verlangen, ist sie in anderen auf dem Postweg abzugeben.

Wichtig zu beachten

Folgende Dinge sollten sie hinsichtlich der Jahresmeldung außerdem wissen:

• Finanzierung & Verträge : Verliert eine Firma ihr Good standing, so wirkt sich das negativ auf die Finanzierungsoptionen und Vertragsgebote aus. Viele Kreditgeber verlangen für die Bewilligung ein Certificate of Good Standing, eine sogenannte Zuverlässigkeitsbescheinigung.
• Einreichung auch ohne aktive Geschäfte : Auch wenn ein Unternehmen seine geschäftlichen Aktivitäten einstellt, muss es bis zur vollständigen Abmeldung im jeweiligen Bundesstaat weiterhin Meldung abgeben.
• Steuererklärung : Die Einreichung anderer Steuererklärungen ersetzen die Jahresmeldung nicht, sondern sind zusätzlich abzugeben.
• Eigenverantwortung : In manchen Staaten werden Erinnerungen bezüglich der Jahresmeldung verschickt, in anderen aber nicht. Sie sind aber in jedem Fall zur Einreichung verpflichtet – egal ob Sie benachrichtigt wurden oder nicht.

Eine Mehrwertsteuer/VAT wie in Europa gibt es in den USA nicht. Die sog. Sales Tax funktioniert ähnlich, wird aber nur beim lokalen Warenverkauf fällig, z.B. beim Einkauf im Supermarkt (nicht aber auf Umsatz aus Dienstleistungen).

Keine US-Erbschafts- & Schenkungssteuer

Vom schmuddeligen Scarface-Miami der frühen Achtziger Jahre ist nicht mehr viel zu sehen. Ich selbst habe drei Jahre lang in Miami gelebt. Ein Bekannter von mir war in der Miami Vice Zeit selbst bei der Mordkommission beschäftigt, wurde aber dann aus dem Polizeidienst in den Vorruhestand gedrängt, weil die Zahl der Morde in Miami so stark abgenommen hatte. Gab es früher ein Mordopfer pro Tag, gibt es heute vielleicht eines pro Monat.

Ich selbst habe Miami durch die Serie CSI: Miami kennengelernt (ein Verschnitt aus Szenen, die in Miami, Fort Lauderdale und Kalifornien gedreht wurden) und ich war sofort begeistert. Es hat mich seitdem magisch angezogen, bis ich im Jahre 2008 dort ein Büro eröffnete und mit Kind und Kegel den Sprung über den Großen Teich wagte. Den Schritt habe ich nie bereut.

Miami ist höchstens für Touristen die Party-Stadt, für die man sie im Allgemeinen hält. Ansonsten wird in Miami sehr viel Business gemacht. Die Szene ist unheimlich international. Natürlich ohne Ende Lateinamerikaner, aber dann viele Deutsche, Italiener, Russen. Man muss sich vorstellen, dass unheimlich viele Wohlhabende nach Miami ziehen oder sich dort zumindest für einen großen Teil des Jahres aufhalten. In Miami wird wirklich überall Business gemacht – aber eben in lockerer Atmosphäre, zum Beispiel in einer Bar. Mir hat immer der Design District gut gefallen. Dieser hat sich in den letzten Jahren zu einem bedeutenden Zentrum der Kreativen gemausert mit vielen Design- und Mode-Labels aus der ganzen Welt.

Der letzte Abschnitt sei nun aber dem Wetter gewidmet (endlich!). Vor allem im Winter – also von Oktober bis März – ist das Wetter ein Traum. Warm, trocken, nicht zu heiß. In den Pool kann man trotzdem jeden Tag. Der Sommer (April bis September) ist heiß, stürmisch, es regnet täglich. Die Luftfeuchtigkeit ist unwahrscheinlich hoch. Aber ehrlich gesagt lässt auch das sich mit Klimaanlage ziemlich gut aushalten.

C-Corp vs LLC

Die C-Corporation stellt für die meisten Unternehmer ohne Wohnsitz in den USA als Aktiengesellschaft die sicherste Variante dar. Auf Ausschüttungen fallen bei ihr zwar höhere Steuern an, in den meisten Fällen ist dieses Argument aber nicht ausschlaggebend. Sollten Sie hohe Gewinne erwarten, nicht in den USA wohnen und auch nicht vorhaben, in die Staaten umzuziehen, bietet sich z.B. die US LP in Form einer Deutscher Foreign Reverse Hybrid Struktur an.

Brauche ich eine ITIN, um meine Gesellschaft nutzen zu können?

Nein, eine ITIN ist nicht notwendig, um Ihre Gesellschaft nutzen zu können. Allerdings verlangt z.B. PayPal zwingend eine ITIN, damit Sie dort als ausländischer Begünstigter ein Konto für Ihre US-Gesellschaft eröffnen können. Und freilich ist eine ITIN für die Einreichung der Steuererklärung notwendig, wenn Sie als natürliche Person an einer US-Personengesellschaft (LLC, LP) beteiligt sind. Exempt-LLCs stellen hier eine Ausnahme dar. Es wird keine ITIN benötigt.

Ich habe gehört, dass die Beantragung der IRS Steuernummer EIN sehr lange dauern kann. Stimmt das?

Die Beantragung der EIN kann mehrere Wochen oder gar Monate in Anspruch nehmen, wenn Ihre US-Gesellschaft keinen US-Geschäftsführer bzw. Gesellschafter (bei LLCs) hat. Beantragen wir die EIN für Sie, erhalten wir von Ihnen eine Vollmacht zur Beantragung der EIN. Dann nutzen wir einen speziellen Prozess, der US-Anwälten und Steuerberatern vorbehalten ist. Die EIN erhalten wir dann am gleichen Tag, wobei das EIN-Schreiben nicht als PDF, sondern per Post zugestellt wird.

Ich war das letzte Mal im Jahr 2017 in Las Vegas und fuhr mit mit meine Kindern im Pickup-Truck von Texas nach Nevada, um dort meinen Bruder und seine Familie zu treffen, die allesamt aus Deutschland angereist kamen.

Ich erinnere mich genau, wie surreal und unwirklich sich Las Vegas damals alles anfühlte. 

Man fährt stundenlang durch die Wüste bei wahrhaft ägyptischer Finsternis und auf einmal taucht dieses riesige Lichtermeer mitten in der Dunkelheit auf.

Die Stadt selbst wird beherrscht von Lichtern, die nie ausgehen. Die Casinos locken mit Gratisdrinks, solange man spielt. Immer taghell. Immer die gleiche Temperatur.

Später besuchten wir das Hofbräuhaus – eine wirklichkeitsgetreue Kopie des Münchner Originals bis hin zur Blasmusik – und blieben dort bis in die frühen Morgenstunden. Danach war selbst hartgesottenen Partygängern nur noch schlafen zu Mute und so endete erste Nacht in Las Vegas Besuch so surreal, wie der Tag begonnen hatte.

Das ist eben Vegas: Alles ein bisschen surreal, ein bisschen kitschig, ein bisschen Fake. Aber liebenswürdig und steuerlich interessant, denn Nevada erhebt keine Körperschaftssteuer auf Bundesstaatsebene.

Sie zieht es nach Wyoming, weil es dort weder Einkommen- noch Körperschaftsteuer auf Bundesstaatsebene zu zahlen gibt (Bundessteuer muss man natürlich trotzdem bezahlen) und weil der Staat sehr diskret ist, wenn es um die Veröffentlichung von Informationen z.B. im Handelsregister geht.

Viele stellen sich oft die Frage, ob Ausländer ohne Greencard in den USA eine Waffe kaufen dürfen. Es ist wichtig zu wissen, dass das Recht, Waffen zu tragen, nur für US-Bürger und Greencard-Inhaber gilt. Als Ausländer mit einem Non-Immigrant Visum gibt es jedoch Möglichkeiten, legal eine Waffe zu erwerben. Wenn Sie geplant haben, in die USA umzuziehen, wird dieser Artikel Ihnen erläutern, wie Sie als Ausländer mit einem Non-Immigrant Visum (z.B. Darf jeder in den USA eine Waffe besitzen?

Gemäß dem zweiten Verfassungszusatz haben gesetzestreue US-Bürger das Recht, Waffen zu tragen. Dabei darf jeder Bürger so viele Waffen besitzen, wie er möchte. 

Die Waffengesetze variieren jedoch von Bundesstaat zu Bundesstaat in den USA. Während Bundesstaaten wie Kalifornien, Massachusetts, New Jersey und New York besonders restriktive Gesetze in Bezug auf den Waffenbesitz haben, sind in anderen Bundesstaaten wie Alaska, Arizona, Texas und Wyoming der Waffenbesitz und Waffenkauf im Vergleich zu anderen Staaten eher einfach. 

Darüber hinaus gibt es bestimmte Voraussetzungen, die erfüllt werden müssen, um Waffen legal zu tragen, wie zum Beispiel eine entsprechende Genehmigung und eine Ausbildung im Umgang mit Waffen.

Das Recht eine Waffe zu haben, erstreckt sich jedoch nicht auf Ausländer, die sich vorübergehend in den USA aufhalten, also jene, die keine Greencard haben. Das Waffen-Gesetz ist in der Verfassung wie folgt niedergeschrieben: 

“Einem mit einem Nichteinwanderungsvisum in die Vereinigten Staaten zugelassenen Ausländer ist es untersagt, eine Schusswaffe oder Munition zu verschicken, zu transportieren, zu empfangen oder zu besitzen […]”

Mit einer Ausnahme:

[…] es sei denn, der Ausländer fällt unter eine der in 18 U.S.C. vorgesehenen Ausnahmen. 922(y)(2), wie zum Beispiel: ein gültiger Jagdschein oder eine gültige Jagderlaubnis, die für rechtmäßige Jagd- oder Sportzwecke zugelassen ist […]

Somit können Ausländer, die mit einem Nichteinwanderungsvisum in die Vereinigten Staaten einreisen, legal eine Schusswaffe besitzen und erwerben. Vorausgesetzt, sie können einen gültigen Jagdschein oder eine für rechtmäßige Jagd- oder Sportzwecke zugelassene Jagderlaubnis vorweisen.

So erhalten Sie einen Jagdschein

Tatsächlich ist es nicht so kompliziert, wie manche vielleicht denken, einen Jagdschein in den USA zu erhalten. Es ist weder ein Test noch eine Prüfung erforderlich, sondern lediglich eine jährlich verlängerbare Lizenz. Diese kann ganz bequem online erworben werden. (zum Beispiel: gooutdoorsflorida.com)

Möchte man den Jagdschein beispielsweise in Texas machen, muss man einen eintägigen Kurs besuchen, wo einem zum Thema “Sicherheit” etwas gelehrt wird. Nach der erfolgreichen Teilnahme erhält man dann den Jagdschein anschließend per Post zugeschickt.

Wohnsitznachweis

Neben dem Jagdschein muss man in den USA auch einen Wohnsitznachweis vorlegen, um legal eine Waffe tragen zu dürfen. Dieser Nachweis soll bestätigen, dass man legal in den USA aufhältig ist und in dem jeweiligen Bundesstaat wohnhaft ist. Dies kann zum Beispiel ein US-Führerschein, ein Mietvertrag, ein Personalausweis oder ein Reisepass in Kombination mit einem Adressnachweis wie einer Stromrechnung oder einem Mietvertrag sein. 

Holen Sie sich ihre Waffe(n)

Jetzt können Sie in das nächstgelegene Waffengeschäft gehen und ihre gewünschte Waffe oder auch Waffen kaufen. Der Händler muss nun einen Antrag beim „Bureau of Alcohol, Tobacco, Firearms and Explosives“ (ATF), der zuständigen Behörde, ausfüllen.

Ausfüllen des Formulars 4473

Das Formular 4473 ist ein vom Bundesamt für Waffen, Tabak, Alkohol und Sprengstoff (ATF) vorgeschriebenes Formular, das man ausfüllen muss, um eine Waffe beim Händler zu erwerben. Das Formular enthält persönliche Informationen wie Name, Adresse, Geburtsdatum und Sozialversicherungsnummer. Darüber hinaus werden Fragen zu Vorstrafen, Drogenkonsum und psychischen Erkrankungen gestellt, um sicherzustellen, dass man keine gesetzlichen Bestimmungen zur Waffenbesitzung verletzt.

Dieses Formular wird verwendet, um einen Background Check des Käufers durchzuführen. Eintragungen in einem Vorstrafenregister führen zur Ablehnung. Für Ausländer ohne Green Card wird bei diesem Antrag immer mit einem „bedingten Nein“ entschieden, wodurch die ATF dann eine einstündige, manuelle Überprüfung durchführt. Der Angestellte im Waffenladen wird an dieser Stelle oftmals nicht wissen, was zu tun ist.

Beantworten Sie die etwas kniffligen Fragen des Formulars wie folgt:

Frage 20: Hier müssen Sie die Nummer aus Ihrem I94 Einreise-Record eingeben.

Frage 21 m1 und m2: Hier zweimal “ja” ankreuzen

Frage 26d: Hier “Hunting License” hineinschreiben und den Verkäufer einer Kopie ihres erworbenen Jagdscheins machen lassen.

Wenn die Hintergrundüberprüfung das „bedingte Nein“ ergibt, sollte der Verkäufer nun die ATF-Händler-Hotline anrufen und denen ihre Antworten durchgeben. Danach sollte der Antrag positiv entschieden werden. Jetzt müssen Sie lediglich drei Werktage warten, bis Sie Ihre Waffe abholen dürfen.

Munition kaufen

Das ist viel einfacher als das Erlangen einer Waffe. Sie können in jedes beliebige Geschäft gehen, welches Munition verkauft und diese dort erwerben. Wenn Sie jünger aussehen, als Sie es eigentlich sind, kann es auch vorkommen, dass Sie nach einem Ausweisdokument gefragt werden. Hierbei ist es nicht entscheidend, ob Sie Ausländer sind oder nicht.

Ihre Rechte als Ausländer

Als Ausländer machen Sie von einer ganz konkreten Ausnahme Gebrauch, um in den legalen Besitz einer Waffe zu gelangen. Im Rahmen dieser Ausnahmeregelung gelten weitaus strengere Regeln, wann, wo und wie Sie Ihre Waffe aufbewahren, tragen und verwenden dürfen.

Wo Sie ihre Waffe aufbewahren können

Grundsätzlich gibt es in den USA keine bundesweiten Vorschriften zur Aufbewahrung von Waffen. Sie können Ihre Waffe daher sowohl zu Hause als auch in Ihrem Auto aufbewahren. In einigen Bundesstaaten gibt es jedoch Gesetze, die vorschreiben, dass Waffen sicher und außerhalb der Reichweite von Kindern und Unbefugten aufbewahrt werden müssen. 

Es gibt verschiedene Möglichkeiten, Waffen in den USA aufzubewahren, darunter:

• Waffensafe: Ein Waffensafe ist ein speziell entworfener Tresor, der Waffen sicher aufbewahren kann.
• Waffenschrank: Ein Waffenschrank ist ein Schrank, der speziell für die Aufbewahrung von Waffen entworfen wurde.
• Trigger Lock: Ein Trigger Lock ist eine Vorrichtung, die verhindert, dass der Abzug einer Waffe betätigt werden kann, wenn sie nicht verwendet wird.

Wie Sie ihre Waffe tragen und benutzen dürfen

Gemäß Ausnahme 18 USC 922(y)(2) ist es Ihnen nicht gestattet, die Waffe jederzeit bei sich zu tragen. Lediglich auf dem direkten Weg zum Schießstand oder auf der Jagd ist das Mitführen der Waffe am Körper gestattet. Auf dem Weg zum Schießstand wäre sogar das offene Tragen erlaubt (oft jedoch nicht ratsam). Auch das Nutzen der Waffe ist lediglich auf dem Schießstand oder bei einer legalen Jagd gestattet.

An application and Permit for Importation of Firearms, Ammunition, and Defense Articles is generally needed to import defense articles into the United States.  The most recent PDF, non-fillable version of the ATF Form 6 Part I import permit application may be found on our website in the Forms Library .  You may also search our website under Download Forms or contact our ATF Distribution Center to order a year’s supply of any of our forms and publications.

It generally takes the Firearms and Explosives Imports Branch (FEIB) personnel approximately four-to-six weeks to process a properly completed ATF Form 6.  To assist us with the timely processing of your forms, we ask that you ensure:

• The form contains accurate and complete information.
• Item 1 contains your complete and valid 15-digit Federal firearms license number and your expiration date (located in the box directly to the right of the FFL box), especially the 7th and 8th digits which identifies your type of license.  The 9th digit of your FFL number indicates the year your license expires, and the 10th digit indicates the month.

Remember :  If you are a Federal firearms licensee Type “08” or “11” but you have not registered as an importer under the Arms Export Control Act, you are restricted to importing sporting shotguns, sporting shotgun ammunition, and sporting shotgun parts for resale.

• Item 2 contains your business and fax telephone numbers.  Please note the letter B next to your business telephone number, and F next to your fax number.
• Item 3 contains the name of the country the firearm is being exported from. Pursuant to 27 CFR §447.52, be advised that ATF is precluded from approving applications to import articles that were manufactured in, or being exported from a proscribed country.
• Item 5 contains your name and address, not the name and address of the person you may be importing the articles on behalf of.
• Item 6 contains the foreign seller’s name and address.
• Item 7 contains the foreign shipper’s name and address. If this information is identical to the information in item 6, you may note the words “see item 6.”
• Items 8a-k requires you to provide a specific detailed description of the defense articles you wish to import.   You may complete one Form 6 to import numerous defense articles but list only the articles that correspond with the Form 6.  If the space provided in Items 8a-k is not sufficient to list all of the articles you with to import, please note only the words “see attachment” on the face of the ATF Form 6, under the Firearms, Ammunition, or Defense Articles category, whichever is applicable.  Use a separate sheet of paper to precisely describe and itemize the articles you wish to import, following the identical format in items 8a-k on the Form 6.  This information is needed to determine the import status of the articles.  List firearm component parts, (which do not include a firearm frame or receiver) under the Defense Articles category.  Defense Articles include magazines, grips, barrels, mounts, etc.  Note the magazine capacity as well as the type and model designation of the firearm associated with the parts.   When importing Defense Articles, you must complete items 8a-f and list additional information under Description of the Defense Article category.
• Item 8b contains only the acronyms:

Any information you can provide to further identify articles may be noted in item 8b.  For example, if you know the firearm is an assault, non-sporting, or NFA weapon, you may note this information separately, directly under columns item 8b-, after you have already described the articles in items d 8a-k.

• Item 8c contains items caliber and gauge.  If you are importing articles of various calibers and gauges, you must itemize and specifically identify the caliber and gauge of each article.
• Item 8d contains the quantity.  If you are importing article of various models, you must itemize and specifically identify each article by its model designation.
• Item 8e contains the unit cost in US dollars.
• Item 8f contains the USMIL category of the article to be imported that corresponds to the categories of defense articles enumerated under 27 CFR §447.21.  For example, firearms and firearms components=Category/Roman numeral I and ammunition=Category/Roman numeral III.
• Item 8g contains the firearm’s exact model designation.  If you are unable to determine the model designation, please attach close-up photographs and/or scaled tracings (for handguns only) together with a listing of all markings appearing on the firearm and the location of these markings.  This information will assist us in determining the import status of the firearm, and it should be attached to the completed Form 6.
• Items 8h-I note the firearm’s barrel and overall length.  Please provide inches instead of centimeters or millimeters.  

Remember : the barrel and overall length are not the only criteria used to determine the import status of the firearms.  To meet the sporting criteria and qualify for importation under the law at section 925(d)(3): (1) rifles must meet requirements outlined in the 1989 and 1998 import studies; (2) shotguns must meet the criteria outlined in the 2012 Importability of Certain Shotguns Study; (3) pistols must have an overall length of 6 inches and achieve a minimum score of 75 points on  ATF F 5330.5, Factoring Criteria for Weapons , and revolvers must have a minimum barrel length of 3 inches or more, pass the hammer drop safety test and achieve a minimum score of 45 points on ATF F 5330.5, Factoring Criteria for Weapons.

• Item 8j contains the firearm’s serial number.
• Item 8k notes the condition of the firearm; N=new and U=used.
• Item 9 b or c is checked only if the items to be imported are U.S. origin military defense articles and not commercially manufactured goods.  The U.S. Military defense articles “contain U.S. manufactured parts or components and/or foreign manufactured parts or components that were manufactured with U.S. technical assistance,” you must first obtain written retransfer authorization from the U.S. Department of State, Office of Defense Trade Controls, Political Military (PM/DTC), Room 1200 SA-1, 241 E Street, NW, Washington, DC 20037, 202-663-1282 Department of State, to be attached to the initial completed Form 6.   New production of U.S. military defense articles would still require retransfer authorization to quality for importation into the United States.
• Item 10 contains the specific purpose of importation, such as Gun Show, personal use, “on behalf of”, demonstration, or resale, etc.  If importing NFA and no-sporting weapons, please ensure an official government contract, purchase order, or letter typed on official law enforcement and/or government letterhead, bearing the original signature of the chief law enforcement official having jurisdiction over that area, is attached to the completed Form 6.
• Item 11 must be check “yes” or “no.”  In order to engage in the business of importing articles on the U.S. Munitions Import List, other than sporting shotguns, shotgun parts, or shotgun shells, for resale, you must be registered as an import under the Arms Export Control Act (AECA), ATF F 4587 (5330.4). Application to Register as an Importer of U.S. Munitions Import List Articles , may be found on our website.
• Item 12 contains your 10-digit AECA number which was issued by this office when you completed Form 4587.
• Item 13 contains your printed name.
• Item 14 contains your original signature.
• Item 15 contains your title such as Importer, CEO, or President.

Chinese expenditure on travel abroad reached USD 196.5 billion in 2023, ahead of the United States (USD 150 billion), Germany (USD 112 billion), the United Kingdom (USD 110 billion) and France (USD 49 billion). Making up the top ten spenders for 2023 are Canada, Italy, India, the Russian Federation and the Republic of Korea. India jumped to 8th place, from 14th in 2019, confirming the growing importance of the country as a source market, while Italy rose from 10th to 7th position. 

Top in arrivals and receipts: France, Spain and USA consolidate their positions 

France consolidated its position as the world’s most visited destination in 2023 with 100 million international tourist arrivals. Spain was second with 85 million, followed by the United States (66 million), Italy (57 million) and Türkiye, which closed the top five with 55 million international tourists.  

Completing the top ten most visited destinations in 2023 are Mexico, the United Kingdom, Germany, Greece and Austria. Compared to before the pandemic, Italy, Türkiye, Mexico, Germany and Austria all rose one position, while the United Kingdom rose from 10th to 7th and Greece from 13th to 9th. 

On the side on international tourism receipts, the ranking is led by the United States, earning USD 176 billion in 2023, followed by Spain (USD 92 billion), the United Kingdom (USD 74 billion), France (USD 69 billion) and Italy (USD 56 billion). 

Following the above, destinations earning the most from international tourism in 2023 include the United Arab Emirates, Türkiye, Australia, Canada, Japan, Germany, Saudi Arabia, Macao (China), India and Mexico which complete the top 15 list of tourism earners.  

Upward movements in the ranking among the top earners include the UK jumping to the 3rd position from 5th pre-pandemic, the United Arab Emirates from 13th to 6th, Türkiye from 12th to 7th, Canada from 15th to 9th, Saudi Arabia from 27th to 12th, and Mexico from 17th to 15th.  

Croatia (from 32nd to 25th), Morocco (from 41st to 31st) and the Dominican Republic (43rd to 34th) also moved up in the Top 50 ranking by receipts in 2023, as did Qatar (from 51st to 37th) and Colombia (50th to 44th). 

Looking ahead to a full recovery globally in 2024 

As per the latest World Tourism Barometer , in 2023 international tourist arrivals recovered 89% of 2019 levels and 97% in Q1 2024. UN Tourism’s projection for 2024 points to a full recovery of international tourism with arrivals growing 2% above 2019 levels, backed by strong demand, enhanced air connectivity and the continued recovery of China and other major Asian markets. 

Total export revenues from international tourism, including both receipts and passenger transport, reached an estimated USD 1.7 trillion in 2023, about 96% of pre-pandemic levels in real terms. Tourism direct GDP recovered pre-pandemic levels in 2023, reaching an estimated USD 3.3 trillion, equivalent to 3% of global GDP.

6 Beaches for Budding Swimmers, Surfers and Castle Builders

For families with children, we found half a dozen beaches in the United States and Mexico, each tailored to a particular summer activity.

A family beach vacation is an American classic. But depending on their children’s ages and inclinations, some families may be drawn to different kinds of shorelines: those featuring clear, calm water for snorkeling and learning to swim; or, for shell collectors and young naturalists, sandy stretches carpeted with seashells or bordered by tide pools. For castle builders, fine sand is a must, while would-be surfers need tidy waves, ready to ride. Here are six great beaches in the United States and Baja California for family-favorite summer activities.

For castle builders: Mission Beach , San Diego

San Diego’s temperate climate allows for barefoot beach days year-round. For those who’d rather build with sand than lie in it, Mission Beach has another advantage: San Diego Sand Castles and the sand sculptor JT Estrela. Mr. Estrela, a former math teacher, offers lessons in the art of sand castle construction on this family-friendly Southern California beach, where the sand is perfect for castle building: The grains are fine but not too silty, clean below the tide line, free of shells and rocks, and pack hard.

In his two-to-three-hour sessions (starting at $160 for two people, $20 for each additional person), Mr. Estrela works with families to build elaborate five-foot-tall castles. The goal is for participants to “feel like this insider of arcane knowledge,” he said.

While the best sand in the San Diego area is at the offshore city of Coronado in San Diego Bay, Mr. Estrela prefers working with families at Mission Beach. Known for its boardwalk amusement park, Belmont Park ; historic beachfront swimming pool, the Plunge ; and excellent playgrounds, it’s particularly fun for kids. The smell of cotton candy and hot dogs hangs in the air, mingling with shrieks from the Giant Dipper, Belmont’s 1925 wooden roller coaster, squawking sea gulls and salt spray. Its biggest downside is its popularity, which means parking can be a challenge.

For new swimmers: Onekahakaha Beach Park , Hilo, Hawaii

In an archipelago known for spectacular beaches, Onekahakaha Beach Park , on the rugged, volcanic coast of the Big Island, may seem a counterintuitive choice. At Onekahakaha, with its two large, sandy-bottomed ocean pools enclosed by lava rock walls and backed by palm trees and an expansive grassy lawn, the sand is mostly below the surface.

Separated from the Pacific Ocean’s notoriously powerful waves and rip currents, the seawater within the pools is warm and placid, protected and shallow, which makes it excellent for little kids learning to swim, as well as for older kids to snorkel. It’s also home to nonthreatening marine life (no sharks here), including green sea turtles.

Though the water is only about waist-deep on an adult, there are lifeguards, adding to Onekahakaha’s reputation for safety. And without a wide swath of sand between the pools and the shoreline path, the water is accessible for strollers and wheelchairs. There’s also a swing set, picnic tables and proximity to the lush Hilo area.

As long as you’re on the Big Island, the site of several active volcanoes, visit the thermal pools alongside some of its beaches, including Pohoiki Black Sand Beach at Isaac Hale Beach Park , 40 miles south of Onekahakaha. The ocean there may be a bit rough for young swimmers, but it’s a great place to show children a fresh lava flow.

For would-be surfers: Wrightsville Beach , N.C.

Wrightsville Beach is considered by many surf historians to be the home of East Coast surfing and one of the first places outside Polynesia and the Pacific Rim for the sport to catch on .

It also has some of the best beginner’s breaks in the United States , said Sean Griffin, 37, a surfing instructor and the father of a 5-year-old, who started riding the local break when he was 8.

He points out that Wrightsville is the only surfing beach in the state that has clear, blue water. Being able to see one’s hands and feet and the sandy bottom “makes anyone feel more comfortable in the ocean,” he said.

At Surf With Sean , Mr. Griffin offers private 90-minute lessons ($95 to $120) to surfers as young as 3 and into their 80s, as well as surf camps for kids ($425 per week). “There’s no reason they shouldn’t be able to learn or give it a shot,” said Mr. Griffin, who provides all gear in all sizes, including adaptive equipment.

There’s more to the area’s kid appeal than its waves. Mr. Griffin points to Johnnie Mercers Fishing Pier , at the center of the beach, where his son “loves seeing all the salty fisherman pulling in fish,” and the big, modern playground at Wrightsville Beach Park .

For tide pool explorers: Carkeek Park , Seattle

Naomi Tomky — a lifelong Seattleite, author of “ The Pacific Northwest Seafood Cookbook ” and mother of two daughters, 6 and 8 — recommends Carkeek Park in Seattle for an immersive experience in Puget Sound marine life. At low tide, Ms. Tomky said, the narrow beach “just goes out for ages,” exposing tide pools filled with starfish, sea snails, anemones and “many, many crabs, from the size of your fingernail to the size of your hand.”

Unlike tide-pooling elsewhere on the West Coast, where the powerful Pacific Ocean requires caution because of dangerous sneaker waves , Puget Sound is rich with life but calm enough for Ms. Tomky to let her daughters explore on their own.

Just 30 minutes from downtown Seattle, Carkeek is part of the Seattle Aquarium’s Beach Naturalist Program , which sends naturalists to various shorelines around the area.

Along with the below-the-tide-line intrigue, Carkeek is also known for an annual spectacle: spawning salmon. In the fall, it’s possible to stand over the park’s Piper’s Creek and watch the fish — a sacred Indigenous symbol of the Pacific Northwest — on the run.

“It’s one of the coolest things you can see,” said Ms. Tomky, “to understand how these fish share the city with us as they swim back into their former home.”

For shell hunters: Tigertail Beach , Marco Island, Fla.

Sanibel Island, a barrier island just off Fort Myers, Fla., is one of the most famous shelling destinations on the planet. That popularity comes with a downside: It’s often picked over by enthusiasts who hit the shoreline at dawn. The island is also still recovering from Hurricane Ian, which badly damaged its infrastructure in 2022.

As an alternative, the shelling guide Evan Kuperman (a.k.a. Captain Evan) recommends Tigertail Beach on Marco Island, about an hour south.

Mr. Kuperman, a Florida master naturalist , operates Sand Dollar Shelling Tours . His tours ($125 per adult, $90 per child, and families of up to six people for $650) take guests by boat to places like the Ten Thousand Islands , a mangrove mud flat habitat and National Wildlife Refuge.

For visitors unable to join one of his trips, Mr. Kuperman said that Tigertail, a publicly accessible beach ($8 parking fee), offers exceptional shelling.

Marco Island is more built up than Sanibel, but Tigertail, at the island’s north end, is a county-owned park with a lagoon and a position facing the Gulf of Mexico that lends itself to accumulating seashells, including rare and striking ones, like the spiny ornamented lace murex and reddish brown banded tulip .

But everyone is hoping for a junonia, or Juno’s volute, a sea snail that has to travel far in churning waters to reach the beach intact. “You don’t find it,” said Mr. Kuperman, “it finds you.”

For young snorkelers: Playa el Chileno , Los Cabos, Mexico

About halfway between bustling Cabo San Lucas and San José del Cabo, Playa el Chileno is no longer an undeveloped local secret. Now backed by the sprawling Auberge resort Chileno Bay Resort & Residences , the beach remains public and comparatively tranquil. Awarded the Blue Flag certification for meeting stringent environmental standards, Chileno is exceptionally well maintained.

While catamaran snorkeling tours come and go from Chileno Bay, it’s also possible to reach the reef from the shore, which makes it good for inexperienced snorkelers who might find it intimidating to leap into deep water without easing their way in. High Tide Sea Expeditions offers snorkeling excursions via kayak that start at nearby Playa Santa Maria, hug the coast and arrive at Chileno by water. For younger kids and anyone who prefers more time in the water, there’s a guided two-hour tour that visits both beaches by car ($95 to $130 per person, including equipment).

Among the roughly 50 species of fish that snorkelers might encounter along Chileno’s rocky outcroppings and coral reef, there are large tuna, sea turtles, puffer fish, Panamic green moray eels, Cortez angelfish and blacknosed butterflyfish — among many other colorful creatures. The coral here is less vibrant than some places, but the number and variety of fish are thrilling.

Help! Everyone Always Asks “Where I’m From.” But the Answer Sets Them Off on a Tirade.

Each week in Dear Prudence Uncensored, Prudie discusses a tricky letter with fellow Slate writer (and her husband!)  Joel Anderson , only for Slate Plus members. This week, they dig into “Tired of All the Stereotypes.”

Dear Prudence,

I live in California, although I travel outside the state from time to time and most of my co-workers reside outside the state. Can you give me a good response in these situations that keep coming up? Once someone finds out I’m from CA, I get, “Don’t be bringing your woke nonsense around here” or “All the people from CA are moving here and driving up the house prices so we locals can’t afford them.” Or my red and purple state co-workers love to complain about the CA political issues. Prudie, I am not personally responsible for the state that CA is in, nor do I want to hear anybody else’s opinions about it. On travel, I just want to buy a restaurant meal in peace, stay at a hotel, and go home. I’m not buying anybody’s house from under them. I promise I will not open with, “I’m from CA, table for four, with a side of politics please.” I need a script that is both polite and shuts people down.

Joel Anderson: I haven’t lived out here a full decade yet and I’m already defensive. But if people really wanted to engage me about this, I could easily muster a few pro-California talking points (racial and ethnic diversity—though not very many Black folks; stunning natural beauty; the ability to access abortion, and so on and so on). However, it doesn’t appear “Tired” wants that kind of back and forth.

Jenée Desmond-Harris : It sounds like she has a uniquely um, un-”woke” group of workers, or is going to a particularly Fox News-loving place. Like what normal person other than someone who watches a lot of inflammatory coverage of how San Francisco is the scariest place on earth and crime is through the roof makes small talk about their negative opinions about a state? Of all the topics!

Although maybe that’s not fair. People from California do sometimes tend to clutch their pearls and look concerned when I mention going to visit your family in Texas. And I’ve heard people say some crazy stuff to you.

Joel: For the most part, I assume those comments come from a place of exaggeration or total ignorance. Sure, there is sometimes property crime in San Francisco! Yes, guns are way too easy to access in Texas! But every place in the world has something that makes it potentially untenable as a place to live. Perhaps the harder, possibly more satisfying thing is to get people to be specific about their criticism to watch their argument fall apart. “What does woke nonsense mean, specifically?” Do you think rising housing prices are limited to only your particular corner of Unwokeville?” But there’s definitely an easier option: Your script. Or politely, or not, excusing yourself from that person’s company.

Jenée : Or a bored, “Oh wow that’s crazy” while actively doing something else on your phone, if you don’t want to be at all confrontational.

Joel: Right, giving them any attention at all is probably too much. Once a person has identified themselves as that kind of person , I’m more inclined toward dropping niceties. Y’all are probably never going to be friends. It doesn’t mean to lash out. But it could mean that you can excuse yourself in a non-dramatic fashion, as you’ve suggested here.

Jenée: Yes I am certain the mention of the letter writer’s home state isn’t the only thing that sets them off. These people definitely have content on gender roles, homelessness, DEI, and the great replacement theory just waiting to be shared if you give them the right moment.

Joel: It’s crazy too, because as a non-native Californian, I also know that California has plenty of people who hate wokeness and love MAGA. A little more than 20 years ago, the state recalled its Democratic governor and voted for Arnold Schwarzenegger! Maybe the state’s premier university has a whole research institute dedicated to Herbert Hoover! There’s plenty to love about California if you hate wokeness. They could choose to know and maybe even embrace that but they’d rather antagonize their co-worker.

Jenée: Like we always say, people around here shouldn’t be too smug. We’re personally surrounded by a bunch of Elon Musk fans!

Joel: Absolutely! We’re under no illusion California is some progressive paradise. It’s just a little more big “D” Democratic than many of the MAGA-villes springing up all around the country.

Anyway, that’s neither here nor there. These are the LW’s co-workers, not their family or friends. They’re under no obligation to endure that sort of interaction and they can make that clear, and awkwardly move on to discussing sports in the manner you’ve suggested here.

Jenée: And of course, like I say to everyone with an annoying manager, stinky cubicle-mate, or any other gripe: You have nothing to lose by applying to new jobs.

Joel: That’s the other thing! It does seem like maybe this isn’t the greatest cultural fit—or isn’t any longer. And that’s something for “Tired” to consider the next time they log into LinkedIn.

My wife and I recently had a baby. My workplace is still on lockdown and everything’s being done virtually, so instead of physically showing around baby photos, I passed around several by interoffice email. There was the usual round of congratulations and well wishes, mostly expressed over Zoom and the in-office Skype application.
