Tour Triangle : quatre questions sur le nouveau gratte-ciel parisien

Fruit d'un projet fortement controversé, la Tour Triangle va bien voir le jour dans le sud-ouest de Paris. Cet édifice, qui doit devenir le troisième plus élevé au sein de la capitale, alimente de nombreuses polémiques depuis plus de dix ans.

La Tour Triangle va voir le jour. Vieux de treize ans, ce projet controversé a été validé en novembre 2021. Celui-ci doit faire émerger, d'ici le premier semestre 2026, une tour de 180 mètres de haut en bordure du 15e arrondissement de Paris. Retour en quatre questions sur un édifice riche en polémiques.

1. Comment est né ce projet ?

La tour Triangle porte le sceau de Bertrand Delanoë. Dès son accession à la mairie de Paris, en 2001, l'élu PS milite pour la construction de nouvelles tours dans Paris intra-muros, la dernière en date restant celle de Montparnasse, inaugurée en 1973. Au cours de son premier mandat, il se heurte à l'opposition des écologistes - membres de sa majorité au Conseil de Paris - qui refusent de voter la modification du Pan local d'urbanisme (PLU), fixant à 37 mètres la hauteur maximale des nouveaux bâtiments.

Le vent tourne après les élections municipales de mars 2008, où les socialistes obtiennent une majorité absolue dans la capitale, laissant à Bertrand Delanoë les mains libres pour concrétiser ses projets. Celui de la tour Triangle, porté par Unibail, est présenté en grande pompe en septembre 2008. L'édile vante alors les mérites d'« un édifice exceptionnel à vocation économique, d'une beauté inouïe ».

Le premier calendrier est très optimiste, avec une fin de chantier programmée pour 2012. De quoi permettre au maire de Paris de voir la tour achevée avant le terme de son deuxième et dernier mandat, en 2014.

2. Pourquoi a-t-il pris autant de retard ?

La construction de nouvelles tours dans Paris est au coeur de nombreux débats. La Tour Triangle n'y a pas échappé. Dès sa présentation, le projet a cristallisé de vives oppositions. Un collectif rassemblant des associations de riverains et des élus a été rapidement créé pour contester son édification.

Sur le plan réglementaire, la modification du PLU a pris du temps, s'achevant en 2013 pour le 15e arrondissement. Sur le plan politique, la controverse a atteint son sommet en novembre 2014, avec un vote à bulletin secret du Conseil de Paris aboutissant au rejet du projet.

Celui-ci a dû être modifié pour être finalement voté l'année suivante. Il a ensuite fallu attendre des décisions du tribunal administratif de Paris et du Conseil d'Etat sur des recours et des demandes déposés pour contester le permis de construire, finalement rejetés par les deux instances en 2019.

La crise sanitaire du Covid-19 a pris le relais, provoquant de nouveaux retards et mettant en danger le financement du projet. Une nouvelle donne qui a obligé le groupe Unibail-Rodamco-Westfield, touché par les confinements, à trouver un nouveau partenaire pour lancer la construction. Ce qu'il a fait en s'associant avec AXA IM Alts.

3. A quoi cette tour va-t-elle ressembler ?

Conçue par le bureau suisse Herzog et Meuron, qui a notamment à son actif la Tate Modern de Londres et le stade olympique de Pékin, la Tour Triangle mesurera 180 mètres de haut pour 42 étages. Longue de 155 mètres, elle verra sa largeur passer de 35 mètres à sa base à une quinzaine de mètres à son sommet. « La perception de la volumétrie de Triangle varie selon la position d'où on l'observera, décrivent ses promoteurs. Offrant tantôt une silhouette triangulaire forte, tantôt une silhouette élancée tranchante, en pointe. »

D'une surface totale d'environ 90.000 m2, elle proposera 70.000 m2 de bureaux, 750 m2 de commerces et de services sur rue et 2.600 m2 de terrasses végétalisées. Le bâtiment abritera aussi un centre culturel, un bar et un restaurant panoramiques, un belvédère, un centre de santé et un hôtel de 120 chambres. Le coût du projet oscille quant à lui autour de 700 millions d'euros.

Construite au sein du Parc des Expositions de la Porte de Versailles, la tour bordera l'avenue Ernest Renan, qui relie le périphérique au boulevard des Maréchaux. Une fois construite, elle sera le troisième plus haut édifice de Paris, derrière la Tour Eiffel et la tour Montparnasse, à égalité avec les tours Duo, construite dans le 13e arrondissement. Ce classement ne prend pas en compte les bâtiments de La Défense, dont le plus haut, la tour First, culmine à 231 mètres.

4. Comment l'annonce de sa construction a-t-elle été accueillie ?

A l'image de l'historique de ce projet depuis 2008, l'annonce, lundi, du lancement du chantier d'ici la fin de l'année a été très diversement accueillie. Emmanuel Grégoire, adjoint à l'Urbanisme au sein de la Mairie de Paris, a salué une « excellente nouvelle pour l'attractivité de Paris et de notre pays ».

Le maire LR du 15e arrondissement, Philippe Goujon, a de son côté rappelé sa « totale opposition », estimant qu'« entre les beaux discours de la maire de Paris sur l'environnement et la réalité, qui est de construire une tour de près de 200 mètres de haut, il y a un océan ». « On voit bien que, si on laisse les enjeux économiques et les grandes entreprises guider notre politique, […] ce sont toujours les projets qui iront à l'encontre du climat et […] de l'intérêt général qui seront choisis », a renchéri David Belliard, adjoint EELV à la Transformation de l'espace public.

La Tour Triangle n'est par ailleurs pas encore au bout de ses peines sur le plan judiciaire. L'octroi par la ville de Paris de la concession sur laquelle elle doit être bâtie fait l'objet, depuis juin dernier, d'une enquête préliminaire du Parquet national financier (PNF) pour « favoritisme ». « Alors que le PNF a été saisi et que les interrogations sont plus que légitimes, ce début du chantier est inacceptable », a condamné auprès de l'AFP la conseillère LFI Danielle Simonnet. URW, de son côté, conteste « formellement (ces) allégations ».

Herzog & de Meuron’s Tour Triangle is Moving Forward, Dividing Parisians

After more than a decade of financing snags, legal scuffles, and more than a soupçon of backlash, initial work on the Herzog & de Meuron-designed Tour Triangle ( Triangle Tower ) is set to commence by the end of this year at a site near Parc des Expositions de Porte de Versailles in the 15th arrondissement of Paris. However, last-ditch efforts to block the project are underway.

While not exceedingly colossal at just shy of 600 feet, the 42-story pyramidal glass skyscraper is tall for Paris and would be the first high-rise tower to be constructed within the boundaries of Boulevard Périphérique, the ring road that encircles central Paris, since Tour Montparnasse. Also located within the 15th arrondissement in the southwest of the city, Tour Montparnasse was similarly met with widespread derision when completed in 1973 for being completely out of scale with the rest of the city and remains an object of scorn to this day. (Meanwhile, modern skyscrapers abound in La Défense, a sprawling, purpose-built business district located just outside of Paris city limits.)

In 2019, Tour Triangle’s developer, Unibail-Rodamco, scored a major victory when an administrative court upheld the lawfulness of a building permit first issued in April 2015, rejecting two appeals that had been filed against the nearly $800 million project. Now, the highly contentious vertical development, which is set to include offices, a luxury hotel, retail, and conference center, has finally secured financial backing from insurance giant AXA and can move forward. It’s worth noting that Tour Triangle, which would also include childcare and health/wellness facilities along with a cultural center, isn’t set to be completed until 2026—that’s two years after the Paris-hosted Summer Olympic games. The original project timeline had it opening well ahead of the 2024 Summer Olympics as Expo Porte de Versailles, the largest exhibition center in Paris , is serving as a venue for the games.

“We designed Triangle for Paris and Parisians,” said Jacques Herzog and Pierre de Meuron in a joint statement. “What we want to achieve most with this building is that it should be open to everyone and include the entire community.”

While Tour Triangle’s height—when completed it would rise as the third tallest building within Paris city limits behind the 690-foot-tall Tour Montparnasse and 1,063-foot-tall Eiffel Tower—has been at the center of the controversy, its trapezoidal form has also garnered unfavorable reactions. Agence France-Presse noted that while comparisons to I.M. Pei’s Louvre Pyramid are inevitable, the planned tower’s semblance to “a giant elongated wedge of Toblerone chocolate” might be more appropriate.

Speaking to The Telegraph , a British daily newspaper that by now is an old hat at covering skyscrapers that faintly resemble food, Paris-based art historian Didier Rykner likened Tour Triangle not to chocolate, but to cheese:

“It’s like a big piece of brie in the sky that can be seen from everywhere … and that’s a problem,” he explained. “I prefer the real cheese.”

Meanwhile, the city’s left-leaning political factions have been left unusually divided on the project. While the Green Party has rallied against Tour Triangle and preemptively declared it as an “ecological aberration,” Paris Mayor Anne Hidalgo’s center-left Socialist Party (PS) has avoided taking such a hardline stance and is largely supportive, noting that it will “be an asset for the economic development and influence of the capital” and generate “more than 5,000 jobs during its construction” per The Telegraph .

On the opposing side, Christine Nedelec, the president of the campaign group SOS Paris , explained to The Telegraph that Tour Triangle has “been a scandal from the beginning” and that constructing the building would be an “an economical and ecological disaster.”

SOS Paris pointed out that building the tower would require the use of three to four times more concrete and steel than a typical new Parisian building and that its irregular shape would significantly increase its energy consumption. “It’s like a boiler that needs to be on full blast at all times,” said Nedelec.

While opponents have been quick to label Tour Triangle as an environmental nightmare, its developers have touted its green bona fides, noting in a press statement that the tower will “incorporate the highest environmental construction standards targeting HQE Exceptional and BREEAM minimum Excellent certifications while offering best in class conventional energy consumption and a carbon emissions trajectory in line with the Paris climate agreement objectives.”

As for the final efforts to slow or altogether block Tour Triangle from moving forward, the Green Party is hoping that the results of a preliminary criminal investigation into allegations of favoritism by Hidalgo’s office toward Viparis, the company that manages the expo site at the Porte de Versailles, will put an end to Tour Triangle once and for all.

In a separate move aiming to at least temporarily kneecap the development, Philippe Goujon, the conservative mayor of the 15th arrondissement, recently announced his plans to present a formal request for the project’s postponement at the next convening of the Council of Paris from November 16–19. Per local media reports , Goujon, who has long been opposed to the project, has said that “the arguments put forward in 2008 to justify the construction” of Tour Triangle by former Paris Mayor Bertrand Delanoë are now “obsolete” and that the development “no longer meets the needs of companies that the Covid-19 crisis and the development of teleworking are leading to rethink.”

Porte de Versailles Tour Triangle

To preserve the strong position of the site at a European level, the city has decided to upgrade the exhibition center and develop its functionality to contribute to the transformation and architectural redefinition of the Porte de Versailles district and the creation of new links between the City and the cities of Vanves and Issy-les-Moulineaux. In this context, the City is set to build its first skyscraper in 40 years, a 180 meters high triangle which will house a 120-room hotel and 70,000 square metres of office space.

The base of Tour Triangle will be open to all, from the square of Porte de Versailles and along the avenue Ernest Renan which will regain the appearance of a Parisian street, with shops and restaurants. An elevated square, on level with the city roofs, will offer everyone a unique view of the whole city. The Triangle will become a highlight of South Paris.

This Glass Pyramid May Change the Paris Skyline Forever

Parisians are enragé at news that a towering pyramid-shaped building will rise near the Parc des Expositions de Porte de Versailles in the 15th arrondissement. The 42-story glass Tour Triangle, designed by Herzog & de Meuron, is expected to include offices, a luxury hotel, and retail space. When completed, it will transform the Parisian skyline forever. The tower is already drawing unfavorable comparisons to the neighboring Tour Montparnasse, a ‘70s-era skyscraper not quite in tune with the Parisian vernacular that remains a the subject of widespread derision to this day.  

So what’s exactly the issue? Renderings indeed show the tower blatantly sticking out from its surroundings, and while some are drawing comparisons to I.M. Pei ’s beloved Louvre Pyramid, others liken it to a “giant elongated wedge of Toblerone chocolate ” and “a big piece of brie in the sky that can be seen from everywhere.” And even though the tower barely surpasses 600 feet, that height is still tall for Paris proper. Locals argue the skyscraper belongs in La Défense, a business district outside city limits where glassy commercial buildings abound.

Further adding to Tour Triangle’s woes are environmental groups, which are slamming the building as an “ecological aberration.” Advocacy organization SOS Paris notes that the tower will require up to four times more steel and concrete than a typical building in the city, and that its irregular shape will require additional energy consumption. Regardless, Tour Triangle probably won’t see the light anytime soon. Philippe Goujoin, mayor of the 15th arrondissement, aims to postpone construction under the notion that it will no longer adequately meet the needs of companies after the emergence of remote and hybrid work during Covid-19.

Tour Triangle

Le premier gratte-ciel parisien du 21ème siècle

D’une hauteur de 180 mètres, la Tour Triangle a été conçue afin d’être conforme aux certifications environnementales BREEAM Excellent (au minimum) et HQE Exceptionnel, de même qu’au label Effinergie. Les solutions mises en place comprennent des systèmes de géothermie, de réseau de chaleur urbain et de récupération d’énergie et de chaleur, de même qu’une façade bioclimatique et 1.000 m² de panneaux photovoltaïques.

Unibail-Rodamco-Westfield (URW) a attribué à BESIX la construction de la Tour Triangle, à Paris, conçue par les architectes Herzog & De Meuron, lauréats du prestigieux prix Pritzker.  La Tour Triangle comprendra des espaces de bureaux, un centre de conférences, mais aussi un centre de santé, un centre culturel, une crèche, un hôtel et un restaurant. Le bilan carbone du bâtiment sera maitrisé, notamment grâce à l’utilisation de matériaux bas carbone, dont un minimum de 50% de béton à émission réduite de CO2, et de matériaux recyclés, en particulier pour ce qui concerne l’aluminium des façades.

Engineering & Construction

Le planning, la logistique et les méthodes de construction ont été élaborés par BESIX Engineering, le bureau d’études interne de BESIX, afin de réduire de manière optimale l’impact sur la mobilité locale, le quartier et l’exploitation du Parc des Expositions. BESIX Engineering mènera également les études d’exécution pour la structure et apportera son soutien pour celles dédiées à la façade.  La Tour Triangle, qui génèrera 5.000 emplois directs et indirects, sera achevée en 2026. BESIX collaborera étroitement avec l’équipe de Maitrise d’œuvre désignée par URW : les bureaux d’études Setec et Egis, respectivement en charge des études de conception pour la structure et les fluides, et Artelia en tant que Maitre d’œuvre d’Exécution.

URW trouve son partenaire financier pour porter la tour Triangle

C’est un projet qui agite la galaxie politico-immobilière depuis une petite quinzaine d’années, mais qui vient de bénéficier d’un grand coup d’accélérateur. La tour Triangle , ce gigantesque complexe mixte porté par Unibail-Rodamco-Westfield dans le 15 e arrondissement de la capitale, va désormais être développé en tandem avec un investisseur de taille. La foncière cotée au CAC 40 signe un partenariat avec Axa IM Alts  (qui ne précise pas si l'opération est réalisée pour son propre compte et/ou dans le cadre d'un mandat), l’un des plus grands investisseurs immobiliers français, pour construire ce qui doit devenir la troisième plus haute structure de Paris, derrière la Tour Eiffel et la tour Montparnasse, à 180 mètres au-dessus du sol. Les détails du montage financier ne sont pas dévoilés, bien qu’URW estime toujours le projet à 670 M€ .

Lancer le chantier tout en se désendettant

L’arrivée d’Axa IM Alts dans la construction de la tour Triangle présente un double avantage pour Unibail-Rodamco-Westfield. Premièrement, la SIIC – qui était contrainte par la municipalité de signer rapidement le bail à construction sous peine de remise en question du projet – est désormais en capacité financière de débuter les travaux de développement avant la fin de l’année, pour une livraison des quelque 90 000 mètres carrés attendue pour 2026. Deuxièmement, elle poursuit son plan de désendettement tout en dégonflant son bilan, en arbitrant une partie de ce coûteux projet, tout en y restant associé. À travers cette opération, URW espérait récolter jusqu’à 300 M€ selon la presse anglo-saxonne, de quoi lui permettre d’alimenter son plan de cession estimé à 4 Md€ en Europe (lire ci-dessous).

Arrondir les angles de la tour Triangle

Architectes de renom, certifications environnementales, réversibilité du projet, séduction des riverains… URW s’est efforcé, à l’annonce du partenariat avec Axa IM Alts, de déminer le terrain de guerre au centre duquel la tour Triangle évolue depuis ses débuts. Car si le complexe est évoqué depuis 2008 sans que les fondations ne soient encore coulées, c’est bien qu’il a fait l’objet de nombreux recours à bien des niveaux. Initiée sous Delanoë, soutenue sous Hidalgo, la construction de l’IGH aura quoiqu’il en soit fédéré l’opposition, déjà politique, des Verts et de la droite. Le dernier combat en date vient cette fois du parquet national financier (PNF) , qui a ouvert une enquête suite à des plaintes de Rachida Dati (maire de Paris 7 et ancienne candidate aux municipales) et de l’association Anticor, portant sur l’attribution de la concession du site de la tour Triangle, au sein du Parc des expositions.

Gigantic parks in the Triangle: Tour 3 playgrounds in Cary, Apex and Wake Forest

In the Triangle area, parks are becoming more of a destination than simply a place to swing, slide and play.

Splashpads, snack bars, giant slides, accessible play structures, outdoor venues, public art and botanical gardens are only some of the features bringing families to new and developing parks.

Many families are anticipating the new playground under construction at Dix Park, which is slated to become Raleigh's version of "Central Park," according to organizers.

More than 20 park projects are underway in the city of Raleigh , some coming with features like edible gardens, boardwalks over water and other jaw-dropping additions firsts in the Triangle's playground and park scene.

There's also a new 300-acre park planned near Garner and Fuquay-Varina. Beech Bluff County Park will feature trails, community gardens, playgrounds, picnic shelters, a wildlife viewing platform, classrooms and more.

In the last year alone, three new playgrounds opened in Apex, Cary and Wake Forest, attracting hundreds of families. Below, tour each playground and the many features it offers below and at 2 p.m. Wednesday on the WRAL Family Facebook page .

Pleasant Park, Apex

Families can spend several hours at Pleasant Park , one of the Triangle's newest playgrounds.

Pleasant Park opened in Apex late last year at 3400 Pleasant Plains Road. The star feature of the park is its 35-foot-tall tunnel slide, but the park also features an "Enchanted Forest" with nine inclusive play villages for kids of different ages and abilities.

Splashlantis, a new splash pad at the playground, opened in May . Unlike other splashpads in the area, Splashlantis is gated and has staff attendants to keep the splashpad from becoming overcrowded. If the splashpad isn't crowded, playtime is unlimited. In the event of a crowd or lines, the water in the splash area will turn off in 10 to 15 minute increments to let other waiting guests play.

The giant playground area features small structures for younger kids and sky-high climbing structures for big kids. There are bridges, spinning play structures, ropes to climb, a zip line, rock wall, "miniature carousel" and more. There's a natural playground area with a ground-level slide, climbing structures and more.

The landmark 35-foot slide is quite impressive, too high for even active toddlers, and climbers will have to move confidently through a ropes course to make it to the very top.

Pleasant Park, including the splashpad, is open daily from 6:30 a.m. to 10:00 p.m.

Downtown Cary Park

The Downtown Cary Park opened in November with giant cardinal slides and a splashpad -- but it's so much more than a place to play. Residents approved a $68 million bond project to develop the park.

The six-acre park features ponds, a waterfall, walking bridges over bubbling streams, gardens, event space and nature-based areas. There is an amphitheater, a grab-n-go market, picnic areas, multiple dog parks, a dog bar and playgrounds for kids of all ages.

A central feature called "The Nest" is home to two enormous red cardinals, which are part of a children's play area, where kids can climb and peer through the eyes of the giant birds -- allowing a bird's eye view of the park below.

Tall, winding slides and stairways for kids are built into the cardinals and the very landscape itself. There are also "acorn" playhouses for children to play inside.

There is a smaller playground for babies and toddlers and a splash pad for all ages to enjoy. There are also multiple fenced-in dog parks, part of Cary's dog park system -- including a play area with tunnels and other whimsical features just for small dogs.

The concept is unlike any park in the area. There is even a circular "Bark Bar" in the middle of the dog park where dogs can get snacks and drinks.

At night, people can enjoy three cozy fire pits, where Cary officials envision hosting s'mores nights. The fire pits, which are covered, can be reserved for private events.

Holding Park, Wake Forest

The Town of Wake Forest opened the Holding Park Inclusive Playground in early 2024. Located at 133 W. Owen Ave., this large playground was designed for children of all abilities with wheelchair accessible entrances, rides and slides and a mix of sensory-rich play experiences.

The playground includes double-wide ramps to accommodate children using mobility devices, so they can reach the slides and utilize them as well. The Inclusive Orbit Spinner is a zero entry merry-go-round that is wheelchair accessible as well.

Sensation is also a major part of the park with multiple sensory experiences including outdoor musical equipment and outdoor interactive games.

"A lot of the design of this playground was about engaging all senses. There is a musical element with a xylophone, drums," said Olivia Atkinson, the town's specialized programs and inclusion specialist.

The play surface itself is a poured rubber, which provides a stable surface for mobility devices to move. The entire playground is also enclosed by fencing.

In addition to the playground, the five-acre Holding Park site also includes the Wake Forest Community House, Holding Park Aquatic Center, picnic tables, grills and a basketball court.
