Along with the numerous classes now made available online, the Philippine TVET Qualification and Certification System (PTQCS), otherwise known as the national comprehensive and flexible certification system for Technical-Vocational Education and Training (TVET) , streamlined their assessment and competency certification system throughout the country.

Competency assessments: Where and How does it work?

Like any other assessment process, the TESDA competency assessment aims to collect evidence and judge whether competency has been achieved by an individual. To carry it out, TESDA looks into an individual’s skills, knowledge, attitude and work values relative to a unit or cluster of units of competency-based on certain qualifications detailed in the TESDA Training Regulations.

In implementing assessment and certification for all qualifications, TESDA uses the promulgated Training Regulations to identify whether an individual has the relevant knowledge, skills and attitudes/values requirements for competent performance in the workplace. The requirements, as defined in the relevant Training Regulations, is the take-off point by which all corresponding qualifications, assessment and certification in all industry sectors.

To conduct the assessment, students, workers or any individuals who want to determine the level of his/her competency through any of the following methods:

• demonstration/observation with oral
• questioning
• written test
• third party report
• submission of work projects.

DOT, TESDA ink deal to expand tourism education, reinforce tourism training opportunities

MANILA, Philippines— The Department of Tourism (DOT) and the Technical Education and Skills Development Authority (TESDA) on Thursday (Aug. 24) sealed a five-year formal partnership to expand opportunities for training and upskilling of tourism workers to meet the demands of the tourism industry post-pandemic.

The ceremonial signing of the Memorandum of Agreement (MOA) was led by Tourism Secretary Christina Garcia Frasco and TESDA Director General Suharto Mangudadatu, with DOT Undersecretaries Mae Elaine Bathan, Ferdinand Jumapao; and TESDA Deputy Director Generals Vidal Villanueva III, Rosanna Urdaneta, and Aniceto Bertiz III as witnesses.

Under the MOA, the cooperating government bodies aim to empower local communities by providing tourism scholarships, enhancing the employable skills of industry stakeholders through training in specific tourism skills; updating and developing Tourism-related Training Regulations (TRs), Competency Standards (CS), competency-based curricula (CBC) and Competency Assessment Tools (CATs) in accordance to new trends, and emerging skills and technologies; collaborate in the implementation of Enterprise-based Trainings (EBT) or Supervised Industry Learning (SIL); and collaborate in the implementation and promotion of the different human capital development programs and services of the parties, including the development and capacitation of the pool of trainers and assessors.

Consequently, a joint technical working group composed of three representatives each from DOT and TESDA will be created to oversee the tasks under the partnership.

“I would like to extend my profound gratitude to TESDA led by the very active and dynamic Secretary Mangudadatu for this partnership with the Department of Tourism that will further the goals of our President’s vision for the transformation of the tourism industry, whose foundation and best asset are no other than the Filipino people,” the tourism chief said in her keynote address.

“This Memorandum of Agreement between TESDA and the DOT will further the development of our human capital in the Philippines, as well as empower individuals to contribute effectively to the recovery, resilience, innovation, and sustainability of the industry in the post-pandemic era,” she added, thanking the agency as well for including tourism as a priority in their National Technical Education and Skills Development Plan.

According to the tourism chief, the initiatives under the partnership will also help support the thrust of the Marcos administration in making tourism “a pivotal and reliable economic pillar for the Philippines fostering prosperity and enriching the lives of millions of Filipinos.”

“But we will not stop at training alone; after training the workers under this partnership, we will ensure that they are employable by capitalizing as well on our existing partnership with the Department of Labor and Employment (DOLE),” she emphasized.

It can be recalled that among Frasco’s first initiatives as tourism chief was the collaboration with the DOLE to mount the Trabaho, Turismo, Asenso: The 1st Philippine Tourism Job Fairs which had offered more than 21,000 employment opportunities to tourism workers.

For his part, Director General Mangudadatu thanked the DOT for partnering with TESDA.

“I would like to thank Secretary Christina Garcia Frasco for being with us at this momentous event. The signing of this Memorandum of Agreement with the Department of Tourism will set another milestone in the development and enhancement of our tourism education,” he said.

“Through this partnership, we will be producing a world-class tourism workforce and competitive human resources in the tourism sector. I am dedicating this partnership to the trainees and college graduates of the tourism program, out-of-school youth, and displaced tourism who are the beneficiaries of the partnership,” he added.

Other partnerships between the DOT and the TESDA also include the implementation of the ASEAN mutual recognition arrangement for tourism professionals and the review and updating of training regulations for industry workers.

The event was part of the series of activities for the TESDA 29th Anniversary and National Tech-Voc Day held at the SM Megamall in Mandaluyong City.

Barista Bartending Training in TESDA: Tuition Fee, Duration, Schools, and Requirements

Barista is an Italian word for Bartender. A Barista is a person, male or female who works in a coffee shop where they serve handcrafted coffee or espresso for their customers. They also serve hard beverages depending on the commercial Food and Beverage establishment they are working in.

In TESDA, when you want to study the Barista NC II course, it means that you are a person who wants to gain competence in serving good quality coffee beverages to customers in coffee shops and cafes.

On the other hand, when you want to study the Bartending NC II course, it means that you want to specialize in operating a bar. You are tasked with preparing and mixing hard beverages for customers in food and beverage providers such as bars, restaurants, and hotels. This does not include coffee shops.

The training hours are also much longer if you decide to take up the Bartending NC as compared to when you choose to study Barista NC.

How much is the Tuition Fee for Barista training in TESDA

The tuition fee for the TESDA Barista Course is between 10000 pesos to 25000 pesos per student. The fee may be inclusive of the training kit, training certificate, protective gear, and learning manual. Please inquire with the respective training centers for their payment terms.

How much is the Assessment Fee for TESDA Barista and Bartending Courses

What are the Enrollment Requirements for Barista Training

The enrollment requirements for Barista Training are a Photocopy of a PSA Birth Certificate, a Photocopy of a High School or College Diploma or ALS Certificate, a Passport-sized ID Picture colored on a white background, and a Certificate of Employment (if applicable).

What are the Uniform Requirements for Baristas?

Baristas are required to wear an apron and a cap on top of their uniform or casual wear. The apron and cap normally have the shop’s logo printed on them.

How long is the Barista and Bartending Course

The duration of the barista and the bartending course is between 438 to 467 hours. It is equivalent to 3 to 4 months if the course is held 4 hours a day. On the other hand, there are training institutions that provide Barista training between 119 to 178 hours.

The duration may vary so it is a must for the aspiring trainee to inquire directly to the school about the respective duration for the two courses.

• Completed high school or ALS
• Physically fit
• Good moral character

Requirements

1. Birth certificate (NSO) 2. Form 137 or Diploma

• If graduated on 2016 or earlier, must have completed 4-year high school
• If graduated on 2017 to 2019, must have completed 6-year high school
• ALS graduate also encouraged

3. Barangay clearance or other residence certificate issued by LGU 4. Health card or medical certificate from public or private clinic 5. Certificate of good moral character and/or police / NBI clearance 6. Application form with the following:

• 2 pcs 1 x 1 picture (red background)
• 1 pc 2 x 2 picture (white background)
• 9 pcs passport size (white background w/ collar)
• Photos must be in high quality photo paper
• Copy of any valid ID (if available)
