Are there travel restrictions to or from New Jersey?

As of May 11th, 2023, the federal public health emergency for COVID-19 has ended. There are no longer COVID-19 vaccination or testing requirements to enter the United States or New Jersey.

Recommendations for Travelers

All travelers are encouraged to follow travel recommendations from the CDC. International travelers must also follow federal requirements, summarized below.

The CDC recommends delaying travel until you are up to date with your COVID-19 vaccines. Before traveling internationally, check the COVID-19 situation in your destination country and follow any requirements at your destination , including mask wearing, proof vaccination, testing, or quarantine.

Do not travel if you tested positive for COVID-19 or have been recommended to isolate .

In New Jersey, face masks are no longer required in most outdoor and indoor settings. The Department of Health recommends wearing a face mask whenever you have symptoms of COVID-19, tested positive, were recently exposed to someone with COVID-19, or live in a county with elevated or "high" COVID community levels.

Travelers leaving New Jersey should check with the travel destination and transportation carrier (i.e., airline, cruise ship, etc.) to see if there are any additional health and safety protocols or requirements. In addition, travelers should also check with their employers, schools, and other entities that may have quarantine policies for individuals returning from travel.

Travel restrictions in New Jersey, Pennsylvania due to winter storm

Parts of NJ and Pa. could see more than a foot of snow

NEW YORK CITY (WPVI) -- Officials in New Jersey and Pennsylvania have issued some travel restrictions due to the winter storm.

NEW JERSEY RESTRICTIONS

Department of Transportation (NJDOT) Commissioner Diane Gutierrez-Scaccetti has issued a commercial vehicle travel restriction on multiple Interstate highways in New Jersey based on the forecast for heavy snow and strong winds.

The travel restrictions are being coordinated with neighboring states.

In addition to the commercial restrictions, all motorists are strongly encouraged to stay off the roads, particularly Sunday night and Monday. The safest place to be is at home.

The commercial vehicle travel restriction that began at noon on Sunday will be in place for the length of the following highways in both directions:

I-76, from the Walt Whitman Bridge (Pennsylvania border) to NJ Route 42

I-78, from the Pennsylvania border to I-95 (New Jersey Turnpike)

I-80, from the Pennsylvania border to I-95 (New Jersey Turnpike)

I-195, from I-295 to NJ Route 138

I-280, from I-80 to I-95 (New Jersey Turnpike)

I-287, from NJ Route 440 to the New York State border

I-295, from the Delaware Memorial Bridge to the Scudders Falls Bridge (Pennsylvania border)

I-676, from the Benjamin Franklin Bridge (Pennsylvania border) to I-76

NJ Route 440, from the Outerbridge Crossing to I-287

The commercial vehicle travel restriction applies to:

All tractor-trailers (exceptions as listed in the Administrative Order)

Empty straight CDL-weighted trucks

Passenger vehicles pulling trailers

Recreational vehicles

Motorcycles

This restriction DOES NOT apply to:

The New Jersey Turnpike

The Garden State Parkway

The Atlantic City Expressway

Public safety vehicles, sworn and civilian public safety personnel; as well as other personnel directly supporting healthcare facilities or critical infrastructure such as providing fuel or food. Why the I-95 Corridor can be the dividing line between snow & rain

Trucks that are already in New Jersey when the travel restrictions go into place are encouraged to pull off in truck stops to wait out the storm - DO NOT PARK ON SHOULDERS.

New Jersey has activated more than 3,000 plows and salt spreaders ready to clear state highways.

Residents and motorists should avoid driving unless you are an essential employee needed for emergency response. If you do not have to be on the roads during the storm, stay home. If you must drive, do so carefully and plan your trips accordingly, road conditions can change in an instant.

Snow emergencies and closings throughout the Philadelphia region

If you see crews on the roads, please stay back and do not pass them. They are clearing the roadways for your safety. If you have to drive, NJDOT advises motorists to:

Leave early and allow extra time

Make sure your vehicle is fully fueled

SLOW DOWN, and obey posted speed limits

Leave a safe following distance between vehicles

Use caution on bridges and ramps

Always STAY CLEAR of plowing and spreading trucks. If they are behind you, let them pass

DO NOT pass between trucks that are in a plow formation

If you are driving and road conditions deteriorate, PULL OFF somewhere safe and wait it out

Be patient and use caution

Keep an emergency kit in your car with a cell phone charger, water, snacks and other items. See the NJ Office of Emergency Managements web site for more information.

Motorists are encouraged to check NJDOT's traffic information website www.511nj.org for real-time travel information.

PENNSYLVANIA RESTRICTIONS

In response to winter weather conditions throughout Bucks, Chester, Delaware, Montgomery and Philadelphia counties, the Pennsylvania Department of Transportation (PennDOT) will implement Tier 1 of the commonwealth's weather event vehicle restriction plan on all interstates in the Philadelphia Region at 2:00 PM. This includes the following roadways: I-76, I-95, I-295, I-476 and I-676.

Under Tier 1 restrictions, the following vehicles are not permitted on affected roadways:

- Tractors without trailers

- Tractors towing unloaded or lightly loaded enclosed trailers, open trailers or tank trailers

- Tractors towing unloaded or lightly loaded tandem trailers

- Enclosed cargo delivery trucks that meet the definition of a CMV

- Passenger vehicles (cars, SUV's, pickup trucks, etc.) towing trailers

- Recreational vehicles/motorhomes

- School buses, commercial buses and motor coaches not carrying chains or Alternate Traction Devices (ATD's)

- Motorcycles

A 45-mph speed restriction remains in effect on the interstates mentioned above as well as the following major roads:

U.S. Routes 1, 30, 202, 422; and

State Routes 63, 100 Spur and 309.

The vehicle and speed restrictions will remain in place until conditions warrant their removal.

Gov. Murphy to announce vaccine mandate and travel restrictions for NJ

Back from vacation at his posh luxury villa in Italy, Gov. Phil Murphy is expected to announce new COVID restrictions as early as today.

Whether he will announce a new statewide indoor mask mandate remain unknown, but many suspect that will be the case as COVID infection surge, and hospitalizations have now risen above 900.

Murphy is expected to announce a vaccine mandate for all teachers in New Jersey. Two other state's already require teachers to be fully vaccinated against COVID. Washington makes an absolute requirement as a condition of employment. California allows an exemption, if teachers submit to regular COVID testing.

NJ.com reports it is unclear which way Murphy will go for New Jersey educators and staff. All staff and students are already required to wear a mask indoors when classes resume next week.

Murphy is also expected to announce announce new travel restrictions for high level state employees. Politico reports he will ban out of state travel for business for cabinet members and other ranking state employees. The ban would not extend to leisure travel.

Ironically, Murphy did his own leisure traveling for a vacation at the country estate he owns outside Rome. Italy is labeled as a "high risk" for travel according to the CDC . Presumably, Murphy tested negative for COVID before leaving, as a condition of flying back into the United States.

Driven by the Delta variant, COVID continues to land more New Jersey residents in the hospital. And they are showing up sicker. Of the 911 admitted statewide, 179 are in need of life supporting care. Nearly 20% of those being admitted are in or degrade to critical condition.

State health officials claim the majority of new infections are among the unvaccinated, but there have been a growing number of breakthrough infections among those who have received a full vaccine regimen.

The state has not released data about the ages of those hospitalized, or if they have any underlying health conditions.

Latest COVID-19 News:

  • Dec. 6, 2021 : Starting Dec. 6, all inbound international air passengers, regardless of vaccination status, must show a negative COVID-19 test taken no more than one day before travel to the United States. This mandate does not affect domestic flights. More information and details on this international mandate can be found at the CDC .
  • Nov. 8, 2021: White House Press Secretary Kevin Munoz reported that inbound international travel restrictions to the U.S. will be lifted, immediate today, for fully vaccinated international travelers. This announcement includes the more than two dozen countries that were barred from U.S. entry since the start of the pandemic. Additionally, travelers to the U.S. by air will be subject to the presentation of a negative COVID-19 test to gain entry into the U.S. Those individuals traveling across land borders into the U.S. do not need to present a negative COVID-19 test to gain entry into the country.

  • July 27, 2021 : The CDC announced that fully vaccinated Americans may still be contagious and able to spread the Delta Variant of the COVID-19 virus; therefore, the CDC now urges vaccinated Americans, as well the those who are unvaccinated, to wear masks indoors in areas most impacted by high transmission rates of the Delta Variant.
  • May 19, 2021 : The Murphy administration has announced "Operation Jersey Summer," aimed at getting as many New Jerseyans ages 12+ vaccinated against COVID-19.   • May 17, 2021 : New Jersey Gov. Phil Murphy today announced the lifting of New Jersey’s travel advisory, which outlined quarantine and testing recommendations for residents and visitors to the state following interstate travel. Effective immediately, the travel advisory is no longer in place for both vaccinated and unvaccinated individuals. Residents and travelers are encouraged to follow the Centers for Disease Control and Prevention’s (CDC) protocols regarding quarantine and testing following domestic travel.  Travelers should remain up to date regarding local travel recommendations and requirements applicable to their destination. International travel is still governed by the   CDC’s protocols and guidance . New Jersey's   Travel FAQ   provides answers to many commonly asked travel questions.

  • Executive Order No. 253 : Effective Aug. 23, 2021, this order requires all N.J. state employees and school personnel to by fully vaccinated against COVID-19 by Oct. 18, 2021 or be subject to COVID-19 testing one-two times per week.
  • Executive Order No. 280 : Effective Jan. 11, 2022, this order declares a Public Health Emergency and restates the existing State of Emergency across all 21 counties in New Jersey, allowing state agencies and departments to utilize state resources to assist the State’s healthcare system and affected communities responding to and recovering from COVID-19 cases. Executive Order No. 281 continues Executive Orders Nos. 111, 112, and 207, allows Executive Orders Nos. 251, 252, 253, 264, and 271 to remain in effect, and extends various regulatory actions taken by the departments in response to COVID-19.

With the passing storm across the state, officials have issued a travel restriction against commercial vehicles on multiple highways.

A commercial vehicle travel restriction has been issued by the New Jersey Department of Transportation (NJDOT) on multiple Interstate highways in New Jersey beginning at 9 a.m. Friday, December 23 based on the forecast for rapidly falling temperatures that could result in flash freezes on wet roadways in the state.

In addition to rain, strong winds, and the possibility of snow and ice, New Jersey may experience treacherous driving conditions as the storm moves through. Additionally, motorists are advised to avoid unnecessary travel on Friday in addition to the commercial restrictions.

Beginning today, international visitors who are fully vaccinated against the coronavirus can enter the United States by air or across the land borders with Canada and Mexico.

The new policy ends an 18-month ban on nonessential travel from 33 countries, including China, Brazil and European Union members. The ban had affected tourists and those hoping to visit family and friends in the U.S.

The rules reorient the U.S. approach to vetting its visitors during the pandemic.

Instead of basing entry decisions on travelers’ countries of origin, the U.S. is focusing on vaccination status.

International visitors flying into the U.S. now need to show proof of vaccination before boarding and a negative coronavirus test taken within three days of their flight.

The three vaccines available in the U.S. — Pfizer-BioNTech, Moderna and Johnson & Johnson — are accepted, as are vaccines cleared for emergency use by the W.H.O., including AstraZeneca and Covaxin.

Unvaccinated foreign visitors cannot enter the country, with limited exemptions.

Unvaccinated Americans returning home need to test negative for the coronavirus within one day of their flight and show proof they have purchased another test to take after arriving.

The hope is with these longstanding bans being lifted, the U.S. tourism industry will start to recover. The halt on travel caused a loss of nearly $300 billion in visitor spending, according to the U.S. Travel Association.

UPDATE: New Jersey Department of Transportation (NJDOT) officials announced the Commercial Vehicle Travel Restriction will be lifted effective at 6 p.m. today, Tuesday, March 14 for all highways.

NEW JERSEY – New Jersey Department of Transportation (NJDOT) Commissioner Diane Gutierrez-Scaccetti has issued a commercial vehicle travel restriction on multiple Interstate highways in New Jersey starting tonight at 8:00 p.m. on Monday, March 13 based on the forecast for snow with greater accumulations in northern and western parts of the state.

Winter weather is expected to begin Monday night, which could make driving conditions treacherous, particularly in North Jersey. The travel restrictions are being coordinated with neighboring states. In addition to the commercial restrictions, all motorists are encouraged to avoid unnecessary travel on Monday night and Tuesday.

The commercial vehicle travel restriction will begin tonight at 8:00 p.m. Monday, March 13 and will be in place until further notice for the following highways in both directions:

  • I-78, entire length from the Pennsylvania border to I-95 (New Jersey Turnpike)
  • I-80, entire length from the Pennsylvania border to I-95 (New Jersey Turnpike)
  • I-280, entire length from I-80 to I-95 (New Jersey Turnpike)
  • I-287, entire length from NJ Route 440 to the New York State border
  • NJ Route 440, from the Outerbridge Crossing to I-287

The commercial vehicle travel restriction applies to:

  • All tractor trailers (exceptions as listed in the  Administrative Order )
  • Empty straight CDL-weighted trucks
  • Passenger vehicles pulling trailers
  • Recreational vehicles
  • Motorcycles

This restriction does not apply to:

  • The New Jersey Turnpike
  • The Garden State Parkway
  • The Atlantic City Expressway
  • Public safety vehicles, sworn and civilian public safety personnel; as well as other personnel directly supporting healthcare facilities or critical infrastructure such as providing fuel or food. For a complete list of operations or personnel that are exempt from the travel ban, see the  Administrative Order .

Trucks that are already in New Jersey when the travel restrictions go into place are encouraged to pull off in truck stops to wait out the storm – Do not park on shoulders.

NJDOT is coordinating with all state and regional transportation agencies to ensure the most effective response to the storm. In order for NJDOT and our regional and local transportation partners to safely and efficiently clear roadways of ice, motorists should avoid driving unless you are an essential employee needed for emergency response.

If you must drive, motorists are advised to:

  • Slow down, and obey posted speed limits
  • Leave early and allow extra time
  • Leave a safe following distance between vehicles
  • Use caution on bridges and ramps
  • Always stay clear of plowing and spreading trucks. If they are behind you, let them pass
  • Do not pass between trucks that are in a plow formation
  • If you are driving and road conditions deteriorate, pull off somewhere safe and wait it out
  • Be patient and use caution
  • Keep an emergency kit in your car with a cell phone charger, water, snacks and other items. For more information, click here .

Commercial vehicles will be barred from some N.J. highways during nor’easter

A commercial vehicle travel restriction will be in place on multiple Interstate highways in New Jersey beginning Monday night as the state prepares to be walloped by a nor’easter that could pack as much as 12 inches of snow in high-elevation areas.

According to a statement from the New Jersey Department of Transportation, the travel restriction will begin at 8 p.m. and will be in place until further notice for:

• Interstate 78, entire length from the Pennsylvania border to the New Jersey Turnpike

• Interstate 80, entire length from the Pennsylvania border to the New Jersey Turnpike

• Interstate 280, entire length from I-80 to the New Jersey Turnpike

• Interstate 287, entire length from NJ Route 440 to the New York State border

• NJ Route 440, from the Outerbridge Crossing to I-287

The commercial vehicle travel restriction applies to all tractor trailers, empty straight CDL-weighted trucks, passenger vehicles pulling trailers, recreational vehicles and motorcycles, the state said.

The restriction does not include travel on the New Jersey Turnpike, Garden State Parkway, Atlantic City Expressway or any public safety vehicles or other personnel directly supporting healthcare facilities or critical infrastructure such as providing fuel or food, officials said.

Trucks that are already in New Jersey when the travel restrictions go into place were encouraged to pull off in truck stops to wait out the storm but to not park on highway shoulders.

In addition to the restrictions, Gov. Phil Murphy declared a state of emergency Monday in five counties expected to be hardest hit with snow The state of emergency will go into effect at 8 p.m. in Bergen, Morris, Passaic, Sussex, and Warren counties.

The New Jersey Department of Transportation (NJDOT) has issued a truck travel restriction ahead of a winter weather.

With a major winter storm barreling down on the northeast, New Jersey transportation officials have joined Pennsylvania and New York in restricting truck travel.

Effective at 8 p.m. on March 13, NJDOT has banned all from commercial vehicles from traveling on the following interstates:

  • I-78, entire length from the Pennsylvania border to I-95 (New Jersey Turnpike)
  • I-80, entire length from the Pennsylvania border to I-95 (New Jersey Turnpike)
  • I-280, entire length from I-80 to I-95 (New Jersey Turnpike)
  • I-287, entire length from NJ Route 440 to the New York State border
  • NJ Route 440, from the Outerbridge Crossing to I-287

Vehicles affected by the NJDOT travel ban include:

  • All  tractor trailers (exceptions as listed in the Administrative Order)
  • Empty straight CDL-weighted trucks
  • Passenger vehicles pulling trailers
  • Recreational vehicles
  • Motorcycles

The travel ban does NOT apply to:

  • The New Jersey Turnpike

Boardwalk reopens as ‘state of emergency' lifted in Wildwood, NJ

T he boardwalk in Wildwood, New Jersey reopened early Monday after seeing access to the popular destination for Memorial Day beachgoers restricted overnight due to a state of emergency declaration.

As of about 5:30 a.m., police lifted the state of emergency saying that it was ended after "the City of Wildwood was able to effectively address numerous incidents of civil unrest and ensure the safety and welfare of our residents and visitors."

The restriction on boardwalk access was put in place after midnight, early Monday, due to, what police called "civil unrest threatening the public health, safety, and welfare of our residents and visitors alike."

However, officials in Wildwood did not initially cite any specific incident as a reason for the earlier state of emergency declaration.

On Monday morning, NBC10's Brenna Weick was on the scene as police officials removed tape that had cordoned off the boardwalk overnight.

An 'irrepressible number' of calls to police led to state of emergency declaration

On Monday afternoon, city officials provided an update -- released as a joint statement from the city's police officials as well as Wildwood Mayor Ernie Troiano, Jr., Commissioner of Public Safety Steve Mikulski, and Commissioner Krista McConnell -- that said the restrictions on the boardwalk overnight followed an "irrepressible number of calls for service in the City of Wildwood on the evening of Saturday, May 25, 2024. Most of these calls were related to the extremely large number of young adults and juveniles that were in the city for the Memorial Day weekend."

"At the peak of this civil unrest, mutual aid requests were sent out to multiple agencies in Cape May County. Due to the high volume of calls, we were also unable to respond to certain calls for service within the city for a period of time," the statement read. "On May 26, 2024, out of an abundance of caution, Chief Joseph Murphy advised the city commissioners along with the Emergency Management Coordinator for the City of Wildwood that emergent conditions existed due to civil unrest threatening the public health, safety, and welfare of our residents and visitors alike."

Officials said that they then issued a local disaster emergency in the early morning hours of May 27, 2024, "when conditions again began to deteriorate despite the presence and efforts of local police officers and multiple mutual aid law enforcement agencies."

"Through the enactment of a state of emergency during the early morning hours of May 27, 2024, which included the closure of the boardwalk, the City of Wildwood was able to effectively address numerous incidents of civil unrest and ensure the safety and welfare of our residents and visitors," officials said in a statement on Monday afternoon.

'Wildwood will not tolerate unruly, undisciplined, unparented children'

“Wildwood will not tolerate unruly, undisciplined, unparented children nor will we stand by while the laws of the state tie the hands of the police," the mayor said, in that statement. "We wholeheartedly support the City of Wildwood Police Department in protecting this community from these nuisance crowds on our boardwalk and in the city.”

"While the actions taken by the city and City of Wildwood Police Department may have caused some inconvenience, these measures were necessary to ensure public safety and maintain law and order within our jurisdiction. As of this time, the state of emergency has been rescinded, and we thank everyone for their cooperation."

According to Mikulski, following issues on Saturday, measures were put in place to prevent further problems.

However, "the crowds necessitated the state of emergency" that was put in place overnight.

"We had measures in place ahead of the Sunday night crowds so that the police department could take these preemptive actions should the need arise. Unfortunately, the crowds necessitated the state of emergency to which our police department and other responding departments worked together to maintain order in the city," Mikulski wrote in a statement.

Citing Monday's holiday, officials declined to provide further comment or information on the state of emergency declaration.

Additionally, in a separate statement, officials with the Greater Wildwoods Tourism Improvement and Development Authority said the state of emergency was only a "protective measure" and no major incidents were ever reported.

"The state of emergency was a proactive measure that was lifted a few hours later, and the Boardwalk has since reopened," the agency wrote in a statement. "Although there were no major incidents reported, the measure was taken by the City of Wildwood Police Department to give them another tool they could use to control any crowds of young people from gathering."

The boardwalk shutdown follows an incident that happened on Saturday in Ocean City, NJ, where crowds fled in a panic after a teen was stabbed on the boardwalk.

According to a health expert from New Jersey, travel bans are ineffective against fighting the spread of the omicron coronavirus variant.

NEW JERSEY — As a new coronavirus variant begins to spread worldwide, federal officials in the United States have rolled out a renewed travel ban to several southern African countries. The goal? To slow the potential spread of omicron.

But according to a health expert from New Jersey, travel bans aren’t only ineffective – they’re “ridiculous.”

With the rise of omicron, the U.S. has again rolled out travel bans for foreign residents of eight countries near where the variant was first reported: Botswana, Eswatini, Lesotho, Malawi, Mozambique, Namibia, South Africa and Zimbabwe.

However, according to Richard Marlink , director of the Rutgers Global Health Institute, blanket travel bans are the exact opposite of “following the science.”

“The travel bans are harsh examples of the unethical and, quite frankly, ridiculous decisions that continue to undermine our global unity in battling this pandemic,” said Marlink, who is also a professor of medicine at the Rutgers Robert Wood Johnson Medical School.

He continued:

“Banning travel from southern African countries when the omicron variant is already spreading here shows a total lack of evidence-based decision-making. And these restrictions could have a chilling effect on global collaboration and scientific transparency when it comes to releasing public health information because national governments may not want to risk the potential economic and social consequences that could result from intrusive restrictions such as these travel bans. This is yet another misstep that's widening the health equity gap around the world. And the wider that gets, the worse off we all are.”

Marlink has boots-on-the-ground experience in one of the countries on the travel ban list, Botswana, where his team helped establish the national HIV reference laboratory with Harvard. There, scientists recently sequenced and first described the omicron variant, followed by their colleagues in Durban and elsewhere in South Africa.

Marlink has also done extensive work across Africa to help combat the global HIV/AIDS epidemic, according to the Rutgers Biomedical and Health Sciences.

Meanwhile, officials in New Jersey continue to make preparations for the potential spread of the omicron variant – including monitoring federal travel bans.

"As our region is a hub for international travel and commerce, we must be ready now," Gov. Phil Murphy said during a Monday news conference. "The department of health is prepared to quickly identify omicron through both PCR testing and virus sequencing and protocols."

Murphy said he is concerned about flights from South Africa, which is one of the countries covered by the latest travel ban put in place by President Joe Biden. However, he also cautioned residents not to get hysterical about the latest coronavirus variant.

"Are we taking this seriously? Are we sober about it? Are we going to look to make decisions based on the science and the data and the facts as they become known? Absolutely," Murphy said. "In the meantime, we strongly encourage folks to do the things that we know work."
