While they are similar in many ways, often overlap, and both sometimes share the narrative essay format, there are key differences .

So what IS travel journalism? The difference between Travel Writing and Travel Journalism

• …a travel writer generally writes about a place , and does so in a way that allows the reader to visualize the experience. Travel Writing can — and frequently does — serve as a ‘review’ of sorts (aka “service pieces”) intended to encourage travel and tourism, to make readers want to go visit that place , whereas…
• … a travel journalist generally tells a story involving people that is unique to that place , and does so in a way that relays the facts. The intent of most Travel Journalism is to encourage a broader view and wider understanding of the world we live in, to make readers want to meet those people .

When a story takes on elements of creativity that have no basis in fact , then it’s still Travel Writing , but definitely NOT Travel Journalism!

How to Become a Travel Journalist

Before Diving In – Key Factors to Consider:

• If you want to become a travel journalist, first and foremost you must love to write . You must be articulate and skilled at communicating. And — obviously — you must enjoy traveling, meeting people, researching facts, and crafting a compelling story from what you learn.
• It’s also important to know that most media outlets have dramatically scaled back their ‘staff’ writer positions, and instead rely on freelance submissions for content. This means there are very few ‘jobs’ available and a large pool of highly qualified travel writers and travel journalists competing for them.

But don’t get discouraged! A writer who works hard can make a good living as a freelance travel journalist, as the vast number of online travel media outlets coupled with a ceaseless demand for content means that there are more opportunities than ever before for getting published, and there are still outlets that will pay for good quality articles and stories – and for those concerned about the new AI writing tools, it’s my personal opinion that it will still be a few years before those tools are good enough to not require editing and ( most importantly ) fact-checking, as they still produce some error-ridden content. Use the tools to help you, but be sure to humanize whatever content you get from using them to avoid problems.

Tips on How to become a Travel Journalist

• Choose the right course of study . You can go for a four-year general journalism degree at a top journalism school , which will certainly open doors, OR ( to save a boatload of money ) consider an online writing course specifically for travel journalism ( as well as travel photography ) such as Roy Stevenson’s Online Travel Writing & Marketing Master Class , which can help open the RIGHT doors.   WHILE a degree is NOT necessary if you plan to remain a freelancer , if you’re looking for a steady-paycheck type of job, it can make a difference, as typically when a job opening for a travel journalist is announced, often the majority of applicants are those with journalism degrees and many years of experience that qualifies them.
• Consider a mentoring relationship like the one offered by (the aforementioned) Roy Stevenson, who offers both group and one-on-one coaching – although you must already have good writing skills and some byline history, Roy is a very successful professional who can teach you how to take your career to a higher level of publication and earning. • Consider an internship . Sometimes the best way into a staff job at a media outlet is to start as an intern , and although interns are often selected from an applicant pool filled with journalism or communications students, it’s not always the case – sometimes those with good writing skills, a passion for the job, and a positive and enthusiastic mindset will get the internship . It’s a great way to learn the ropes and build a network (see below) of industry contacts, that you can then use to learn about upcoming-but-unposted job opportunities.   Sometimes you have to create your own internships ….if a travel writing internship isn’t advertised, call an Editor at a publication (online or offline) that you’d like to work for and offer to be an intern.
• Decide the type of travel journalism you would like to pursue — such as newspapers, magazines, television, or online — each has a different style and requires different skills.
• Develop a network of other travel writers, editors, and publishers. The best way to do this is to attend writing workshops and writers conferences where you can continue your education, learn to improve your writing, and make new professional contacts.
• Start small, with your local paper or a local magazine – read enough back issues to see what types of stories and articles they generally publish, and what they’ve not published lately – if you can provide them with something that fits, contact the editor and pitch your idea.

10 tips for aspiring travel journalists

Travel journalism is a tricky business to penetrate -- there is a surplus of willing writers and a dearth of employers willing to pay for the work.

The Guardian hosted a recent live web Q&A focused on the art of breaking into the field.

The panel of 12 experts included Mark Hodson of 101 Holidays ; Jill Starley-Grainger , a freelance journalist specializing in ethical and luxury travel; Emily Mathieson , Word of Mouth editor at Conde Nast Traveller ; Ben Hatch , author of Are We Nearly There Yet? A Family's 8,000 Miles Around Britain in a Vauxhall Astra ; and Amanda Statham , travel editor of Cosmopolitan and You & Your Wedding magazines .

Here are IJNet's picks for tips to becoming a travel journalist.

Blog, blog, blog : Illustrating writing skills and expertise on a personal blog is the best way to gain credibility and get recognized, says Hodson. Starley-Grainger suggests posting high-quality entries twice each week for about six months to show dedication and then pitching to editors.

Find a niche : Many writers make the mistake of pitching broad ideas or city guides -- big no-no, says Starley-Grainger. Develop an area of expertise -- something quirky but appealing to a broad audience -- and editors to commission.

Know the publication : Before pitching, familiarize yourself with the publication, said Mathieson. Pay attention to what types of stories they publish and in what sections. Demonstrating this knowledge at the beginning of a pitch increases the chances that it'll be read.

Don't just be a traveler, be a journalist : Those without journalism education or experience should learn and understand how to uncover facts, develop trustworthy sources and dig out obscure information, said Starley-Grainger.

Don't stress about degrees : It's important to have good writing and reporting skills, but editors won't pay much attention to your academic background, said Hatch, who has a degree in business studies. Once you have demonstrated your skills -- be it through a personal blog or published work -- your engineering degree won't matter.

Stand out : Do what you can to be remembered -- reach out to the editor beforehand to express interest and ask about guidelines, and remind them of this correspondence when you send in your pitch, Mathieson said. Also, include a signature at the bottom of your email stating your name, location and specialty.

Don't over-do a destination : There's a difference between writing an intriguing piece on a city with high tourism rates and "over-egging" a place, Mathieson said. If your interest lies in a popular location, seek out its underground appeal. Things like backpacking in Asia, as Hodson pointed out, have been done before.

Tweet away : Twitter has become a valued resource for travel journalists, said Statham. It helps establish contacts and raises your profile and allows you to see what other travel writers are covering.

Don't be afraid to be critical : People want to read whimsical descriptions of far-off places, but they also want honesty, says Hatch. Include the negative so that the readers who are planning trips can prepare.

• Contact travel guide publishers : Guide books are a good place to start for those who lack experience, said Richard Trillo, freelance author and editor, with agreement from panel members. Publishers like Fodor's , Lonely Planet and Rough Guides always need writers with up-to-date travel information.

How To Become A Travel Journalist

I became a travel journalist as a second career back in 2004. It was a lifestyle change from a corporate career in telecommunications to a more carefree existence that allowed me to travel the world (I’ve been to all seven continents and 66 countries). Little did I know how fast the journalist and travel landscapes would change. I can relate to this quote about travel writing by Paul Theroux “He regarded himself as an accomplished writer — a clear sign of madness in anyone.”

When I first started, it was difficult to break into travel writing but these days, anyone with the tenacity and the will to succeed can learn how to start a travel blog , however, it does take time and dedication. If you’re looking for tips on how to start a blog , there’s a bewildering array of ideas online and there’s a difference between travel journalist and travel blogging. 

What’s the best thing about the life of a travel journalist? 

What do you look for when you travel, what’s your favourite destination, what do you collect when you travel, how did i break into travel journalism, the life of a travel journalist, 1- you must have a journalism degree, 2- you need to be a good photographer to be a travel journalist, 3- you can’t make a living as a travel journalist, 4- a ‘no’ from an editor means it’s not good enough, 5- you need to read lots of “how to be a travel writer” books, 1- don’t pitch ideas, just write the story and send it in, 2- no attachments, 3- start small and work up, 4- get to know the publication, 5- persevere, how to write a great travel story, travel journalists  , a peek into the life of a travel journalist .

To give you some insights on how travel journalists see the world, here are some perspectives from some successful travel writers.

Although the life of a travel journalist can often be lonely, as the joys of travelling with friends is something that many travel writers have to give up, there are many benefits of being a travel journalist.

All those interviewed below have worked as professional travel journalists for at least 10 years and some have been writing and travelling professionally for more than 20 years.

Kerry Heaney: I like to explore new places and find great food.

Kate Armstrong: For me, the best thing about travel is the delight of new sensations when you step off a bus or an aeroplane.

Maria Visconti: I like places that are unknown where I don’t know the culture or the language and I’m totally out of my comfort zone.

Lee Mylne: It’s about learning about other people, other places…every place is different but we’re all the same.

Kara Murphy: Lately, I like travelling to explore new underwater landscapes . The last year I’ve been doing underwater photography.

Danielle Lancaster: Everything is good for a different reason.

Kate Armstrong: It’s everything from aromas of spices to the sounds of church bells.

Lee Mylne: It’s not about ticking the boxes. It’s about learning things. It’s about meeting people, hearing their stories.

Sue Gough Henly: I think when you’re in a fresh new place you’re so alert and you’re so observant about the everyday things that it makes it special.

Kate Armstrong: For me, it’s about the cuisine, it’s about the connections and the friendships that I make along the way.

Kate Armstrong: My favourite destination at the moment would be Portugal.

Sue Gough Henly: My favourite destination has to be France . I’m a complete Francophile.

Maria Visconti: A favourite area of mine is Asia as my heart is in Asia.

Kara Murphy: Lady Elliot Island on the Southern Great Barrier Reef because you can swim with turtles every time you get into the water. 

Lee Mylne: New Zealand because it’s so diverse and beautiful. 

Kerry Heaney: I spent a month in Europe and I have to say that was wonderful, really enjoyed that.

Christine Retschlag: I have to say Queensland. I’ve actually thought a little bit about this and I love it. I’m born and bred here. It’s beautiful. It’s got everything – the world’s oldest rainforest, the world’s largest Reef . It’s got the Outback. It’s got the best beaches. It’s got fantastic people, a fantastic climate, and fantastic food. What’s not to love?

Kerry Heaney: Earrings because they are small. Tea towels because I’m a food writer and memories.

Danielle Lancaster: No, no I’m not a collector. I will occasionally buy something that’s a little bit unusual as a small piece of pottery. No, I’m not a collector. I’m just a collector of photography gear.

Christine Retschlag: I just think that one day I’ll be an old lady and I’ll be sitting there looking through all my stories and thinking about my memories. I’ll be thinking about all the characters that someone a little piece of them comes home with you and changes you.

Travel journalism is one of the most coveted careers on the planet.

Who wouldn’t want to be paid to travel the world visiting luxury escapes , drinking cocktails by the pool of a five-star resort and eating in Michelin-starred restaurants?

Of course, the reality is often very different.

For every five-star resort, there’s a dodgy motel and for every Michelin-starred restaurant , there’s a questionable roadside stall.

But if you love to travel and you love to write, it’s a dream job, so, here are some tips on how to get paid to travel the world.

Let me take you back to 1994…

I finished a degree in Computing and IT and embarked on a career as an IT consultant.

For a while, I enjoyed it.

It was social, it paid well and consultancies can make you feel good about working 80-hour weeks.

But after eight years I realised this wasn’t what I wanted to do – or how I wanted to dress – for the next 30 years.

I had no idea what I wanted to do instead so I took some time off, travelled and read a bunch of career self-help books I swore I’d never go near.

They turned out to be surprisingly helpful and they made me realise two things:

1) I loved travelling 2) I loved writing

While visiting my parents in the UK, I strolled into the lounge room and casually announced that after months of deliberation that I’d finally figured out what I wanted to be: a travel journalist.

Imagine their reaction.

They were – to put it mildly – concerned.

I had no experience.

I’d never studied journalism.

I didn’t even like English at school.

And I was giving up a secure, well-paid career with good prospects.

Undeterred, I returned to Australia and gave myself six months – if I didn’t get something published in that time, at least I’d tried and could always go back to IT.

So I started writing and to my surprise, I started getting published.

Little things at first, in backpacker magazines and airline in flights, then larger features in newspapers.

Soon publications started commissioning me and – to cut a long story short – now I’m a full-time travel journalist.

Why is this important?

Because I want to provide an insight into my background, which as you can see is not in the least bit literary or creative.

So what does my life look like now?

It’s difficult to describe it without sounding smug but the reality is that companies pay for me to travel and publications pay me to write about it.

Highlights over the last few years include scaling Wayna Picchu in Peru, a six-day white-water rafting adventure in Patagonia, on the Futaleufu River, and climbing Mount Kinabalu, south-east Asia’s highest mountain, in Borneo.

One of the biggest benefits of being a travel writer is that I can work from anywhere, so each year I divide my time between Sydney, New York and Europe.

In summary, I feel like I’ve got my dream job…I get paid to travel.

And I genuinely believe that providing you have an aptitude for writing, anyone can do this. 

Because of this:

“The great thing about travel writing, particularly at the newspaper level, is that it’s pretty much a meritocracy. If your stuff is good, you’ll get published and recognised. As an editor, I don’t care where (or whether) you went to college, what your resume looks like or whether you’ve previously had a dozen cover stories in National Geographic. All I care about is the manuscript you’ve sent me. If it’s good, I’ll publish it. If it’s not, I won’t.” -John Flinn, former travel editor of the San Francisco Chronicle (Lonely Planet’s Guide to Travel Writing.)

How encouraging is that?

John doesn’t care what you studied or whether you’ve even been published before – he’ll judge you on the story you submit. I can’t think of many careers where that’s the case.

You can’t become a doctor or lawyer next week, but you can become a travel writer.

But how do you break in?

Surely you need to have worked on a publication?

And don’t you need to be a good photographer?

Let’s tackle some travel writing myths – five common misconceptions that exist about the travel writing industry.

Travel Journalism Myths

Many of Australia’s most respected and awarded travel writers didn’t study journalism.

They’re just good writers.

In my opinion, you either have an aptitude for writing or you don’t.

Sure, if you want to work on a publication, you’ll need a relevant qualification, but as a travel freelancer, it’s pretty much a level playing field.

An editor will judge you on the story you submit.

I didn’t take photos when I started and it didn’t hold me back.

If you look at the newspaper travel sections you’ll see a lot of the pictures come from image libraries such as Getty and Lonely Planet.

They have thousands of incredible pictures taken by professional photographers all over the world.

It’s unlikely you’ll have been somewhere they haven’t.

I know lots of full-time writers who manage to pay their rent and feed and clothe themselves.

It’s certainly not easy – you need to write a lot – but it’s not impossible.

One warning: the pay is terrible.

I’m a lot poorer now than when I was working in IT, but I’m a hell of a lot happier.

Do not for one second go into this for the money.

You submit a story to a publication and the editor replies “No thanks”.

At this point, it’s all too easy to think:

“It wasn’t good enough. Why am I doing this? I can’t write. I’m going back to being an IT consultant/accountant/ landscape gardener….”

But just think for a second why they might have said no.

It might be because it’s not good enough, but it also might be because they published a similar piece two months ago, or have a similar piece waiting to run.

Editors rarely tell you the reason they’re declining something so it’s all too easy to jump to the “I’m not good enough” conclusion.

I’ve sold dozens of stories that were rejected by one outlet only to be published elsewhere without a single change.

Resist the temptation to put off writing until you’ve read every “How to be a travel writer” book in the local bookshop.

Now, this may seem like an odd thing for someone who runs workshops for aspiring travel writers to say.

The reality is that the people who go on to be successful after taking my course already have an aptitude for writing.

What they get from the course is detailed feedback on their writing (something I would have given my left arm for when I was starting out), ten years’ worth of hard-learnt tips and tricks, and the confidence to actually do it.

Travel Writing Tips

Here are five tips to help you get published:

Until you’re established, an editor is never going to commission you to write a story if they haven’t used you before.

Why would they?

You’re an unknown quantity.

So, rather than emailing, “I’m thinking about writing a story on X”, just write it and send it in.

If they like it, they’ll use it. If they don’t, they won’t.

Once you’ve done this a couple of times, and the editor starts to trust you, then you can start pitching ideas.

Don’t send your story as an attachment.

Instead, include it in the body of the email.

To open an attachment, the editor has to double-click on it, wait while it’s virus-scanned and then download it to their computer – all time they could be spent doing something else.

Make it as easy as possible for an editor to read your story.

If the story is right there in the body of the email, literally staring them in the face, it’s almost impossible for them not to read the first line.

Tempting as it might be, don’t send your first story to the New York Times – it is highly unlikely they will publish it.

Choose an outlet that suits your style and runs similar types of stories.

The newspaper travel sections are a good starting point because they need a lot of content each week and will publish a wide variety of styles.

Most of the people who have been published after taking my course had their first story in a newspaper.

Get familiar with the outlet you’re pitching to.

Buy a copy of the magazine or newspaper and figure out the types of stories they publish, the style of writing they prefer (serious/humorous/first-person/third person?) and whether they’ve already run something on that subject.

No matter how well-written your story is, an outlet is never going to publish it if it ran a similar one last week. Or if it’s on a subject it doesn’t cover (the magazine Australian Traveller – which surprise, surprise is about travel within Australia – gets sent international stories all the time).

Providing you can write, there is one quality which will determine whether you make it as a freelance travel journalist: perseverance.

I know so many good writers that aren’t published simply because they haven’t persevered.

And I know a lot of editors who’ve told me they eventually published someone because week after week they kept popping up in their inbox.

You will get rejected.

Probably a lot when you’re starting out. And how you react to it is crucial.

If you let it get to you and give up, you’ll never be published.

If you shrug it off and carry on, you’re still in the game.

If you really want this life; if you want to be paid to travel the world perseverance is what’s going to get you there.

Writing about travel for the last 15 years has taught me three important lessons:

• To experience life fully, try walking in someone else’s shoes for at least a day. 
• Travel is the great mind opener, your imagination will expand. 
• Never judge a book by its cover; unknown worlds lie within those pages.

Travel writing has also taught me that clichés are rife.

It’s a useful tool when describing well-known destinations but clichéd nonetheless, hence the three important lessons listed above.

Trying to differentiate from what is the travel story norm:

Step One: bring the reader along for the ride with a first paragraph that captures their attention.

Step Two: cite the location and/or place to satisfy the accommodating host.

Step Tree: describe various experiences, preferably in gung-ho fashion to verify ‘travel writer’ credibility and step four, bring the message home with a ringing endorsement to keep the host and advertiser happy, I can honestly say that most travel writing is crushingly dull and formulaic.

I know as over the years I’ve contributed to the contemporary paradigm.

Why travel writing is contrarily ordinary considering the world’s wonders and extraordinary people means to me the writing shouldn’t be dull.

The voice of experience in mainstream media is whispering in my ear as I write this.

In an attempt to rectify the conundrum I launched my own online magazine so I can write about travel from a nakedly honest perspective.

But I always had a hankering to do more.

How could I offer readers something other than descriptive prose?

How could I deliver the goods I describe in my stories?

How could I take readers along for the journey… for real?

The initiative's launch is “to favor and encourage the repopulation and socio-economic revitalization of mountain areas, acting in contrast to the marginalization of these areas,” according to the application’s official website .

A 2016 study by Italy's Ministry of Environment found 5,627 towns across the country had fewer than 5,000 residents, noted as “perilously depopulated.” Due to dwindling populations, just under half of those towns were at risk of not being able to survive the next 25 years. The pandemic exacerbated the problem, shrinking Italy’s entire population by 384,000 in 2021 – the highest amount in nearly a century, according to a 2021 report by the Pulitzer Center . 

Potential residents have their choice of 76 Italian towns that qualify for the population maximum, according to 2022 data by the Italian National Institute of Statistics. The town with the lowest number of inhabitants with just 510, Careggine dates back to 720 A.D. and sits on the slopes of Monte Sumbra along the eastern side of the Alps, making for an ideal location for skiers. 

A short train ride from Florence, the ancient village of San Casciano dei Bagni is home to 1,495 people, and known for its healing – or at least very relaxing – thermal baths. Or perhaps art aficionados want to live in the birthplace of Michelangelo, which would be the eponymous village of Caprese Michelangelo . The region said it had allotted a total of 2,800,000 euros (about $3,000,524) to hand out via the initiative.

Australians now have visa-free travel to China, but how can they pay in an increasingly cashless society?

Starting this month, Australian travellers can visit China for 15 days without a visa.

The authorities are also taking steps to make it easier for foreigners to pay for goods and services in the increasingly cashless country by letting them link their foreign bank cards with Chinese payment platforms.

The government is promising to simplify the identity verification process and better protect personal information while also telling payment solution providers to increase transaction limits for foreigners.

Louis Quinn's last few trips to China featured all the classic activities: tasting various cuisines, road-tripping, and exploring local markets.

He even joined in a gig with local musicians.

Mr Quinn has been to Shanghai, Xi'an, Dali, and Guyuan in the past few years.

"It's more fun to go to the smaller cities," the 33-year-old Melburnian told the ABC.

Now, thanks to a new policy announced by Chinese Premier Li Qiang during his visit to Australia last month, visiting China is much easier for tourists like Mr Quinn.

Starting this month, Australians travelling to China no longer need to apply for a visa, provided that their stay is up to 15 days.

Brian King, a tourism expert from Texas A&M University, said the initiative could be viewed as part of China's wider agenda to stimulate the services sector.

"The relaxation in visa requirements can potentially stimulate inbound tourism and boost revenues," Professor King told the ABC.

But while the visa waiver programme has eliminated an extra expense and hassle for foreign travellers to China, some challenges and inconveniences remain.

Cash replaced by QR codes

China's payment system is dominated by the two most popular platforms, Alipay and WeChat, which until recently required a local bank account.

Whether it's for everyday shopping, eating out, taking a taxi or even paying utility and phone bills, these two platforms have largely eliminated banknotes from Chinese daily life in just a few years, replacing cash with QR codes.

While in theory, shops and service providers should also accept cash and bank cards, in practice they often don't keep enough change for large notes and are reluctant to accept cards which incur extra charges on the vendor.

Tencent recently announced WeChat's monthly active users almost reached 1.36 billion meanwhile Alipay claims it has 1.2 billion users globally and nearly 660 million monthly active users in China.

Despite the convenience and efficiency that a cashless lifestyle brings, it can also pose difficulties for international travellers.

Melissa Sanders said that when she went to China she wasn't able to get a Chinese bank account or use the local payment platforms.

This meant the 20-year-old Victorian was unable to do things like order food from popular delivery services.

Ms Sanders said some places where she stayed in China were either cash-only or mobile payments-only.

"So even if I had a debit card, I couldn't use it," she said.

In those cases, she had to rely on her Chinese friends to pay and give money back to them later.

The Chinese authorities are addressing the issues.

As a surge in foreign travellers helps the country's tourism sector to rebound from its plunge during the pandemic, the People's Bank of China (PBOC) released a step-by-step guide in May to help foreign tourists access China's payment services.

The central bank is also allowing people to link their overseas bank cards with Alipay and WeChat Pay, promising to simplify the identity verification process and better protect personal information and telling payment solution providers to raise the single and daily transaction limits for foreigners.

More guidance still needed

In the past few trips, Mr Quinn has had a chance to use the mobile payment systems.

He used both Alipay and WeChat to pay for daily groceries and meals in restaurants but said the system wasn't seamless.

"I went through the whole thing of putting my Visa card into Alipay and WeChat," he said.

"I found Alipay was easier, it would reject me less and just sort of work more often."

On a trip from Guyuan, a city in north-western China, to Xi'an, he found he was unable to pay about 1,000 yuan ($200) for a bus ticket with his phone, because of a transaction limit and verification issues.

"It's pretty annoying because the bus driver is sitting there waiting for you. And you're just like, 'oh, hold on, I gotta verify with my bank'," he said.

As a result, Mr Quinn had to ask his friend to pay for the ticket.

In addition to the technical hurdles, data security and privacy concerns are also among the biggest worries for foreign travellers using Chinese mobile payment platforms.

According to a mobile payment survey conducted by Statista , about 59 per cent of respondents stated that they worried about the security of their personal information when using mobile payments.

Against that backdrop, China's newly updated counter-espionage law that came into effect on Monday has widened the authorities' powers to inspect smartphones and other electronic devices.

State security authorities can now check luggage and electronic devices based solely on suspicion of espionage, a move that's likely to deepen foreign tourists' concerns when filling out personal information to register payment apps.

Sam Huang, from Edith Cowan University, said the technical issues to make travel in China easier could be "resolved fairly easily".

"But the hurdles related to ideological considerations, or societal and security control, may not be easily removed in a short period of time," Professor Huang said.

These concerns have not dissuaded Mr Quinn's family from visiting China again.

His parents are now planning their next China trip hoping there will be an easier payment solution for foreigners and elderly people by then.

"[My parents] probably could figure out a city's metro, but I think booking a bullet train themselves would be too hard," Mr Quinn said.

He said under the current system it would still be difficult for his parents to go on a tour by themselves, even if he sets up WeChat Pay or Alipay in advance.

"It's not easy for 60-year-olds. They would still just use cash everywhere," he said.

"If [China] wants to be cashless, then they have to support foreigners to do that."

What it was like showing 25 journalists life at the border 

Poynter’s beat academy recently sent 25 people to el paso for an expenses-paid reporting field trip like no other. .

Twenty-five journalists from news outlets across the country had just arrived at the El Paso/Juarez border for a three-day Poynter Beat Academy reporting workshop when they found themselves at ground zero of a national news story on immigration.

On June 4, the day they arrived, President Joe Biden issued an executive order effectively halting asylum processing at and between major ports of entry for migrants who show up without a prior appointment.

The group of journalists I was helping to train grew excited by the timing — as did I. Timing and location are essential to journalism. As a working journalist, I have been lucky to cover the 1980 Mariel boatlift from Miami, the passage of IRCA in 1986 from Washington, D.C., and a migrant labor strike in West Central Florida that threatened to turn violent. The journalists and I had high expectations for the stories emerging from the day’s historic border announcement.

Our enthusiasm dissolved when we learned from city officials on both sides of the Rio Grande that the immediate impact was minimal: Migrant numbers have been falling for weeks and months. This Border Report story notes that in the El Paso sector, the Border Patrol encountered 560 migrants daily in June, compared with 750 daily in May. Customs and Border Patrol reported 170,723 migrant encounters in May, a huge decline from 301,983 in December. Although migrant arrivals typically decline in the summer because of sweltering desert heat, other recent policy changes and deterrence actions by Mexico also contributed to the seven-month decline, officials said.

El Paso Mayor Oscar Leeser, following Biden’s announcement in Washington, D.C., returned to El Paso to meet with the Poynter journalists, telling us that while the directive is a step in the right direction, its long-term impact remains to be seen. Our journalists also heard from a representative for recently reelected Juarez Mayor Cruz Pérez Cuellar, who expressed doubt that restrictive measures like the order will stop desperate migrants from fleeing their dangerous home countries to enter the U.S.

Over the following two days, we listened to city emergency officials, shelter providers, business leaders, social workers and local journalists who cover immigration regularly explain how the sister cities have handled past surges in migrant arrivals with assistance from the Federal Emergency Management Agency, local nonprofits and church organizations.

Sacred Heart shelter, a rest stop on a long journey north

While some journalists spent five hours on a Border Patrol tour of the border wall, which runs next to the Rio Grande, I visited a local church-run shelter with a smaller group of reporters. When we arrived at Sacred Heart shelter in Segundo Barrio, El Paso’s oldest and poorest immigrant neighborhood, some men waited at a street corner for an offer of a day’s work. Others crouched on the sidewalk across the street from the shelter, their newly washed pants and shirts hanging from the iron fence behind them.

Inside the converted gym next door to the Catholic church, families and single men waited in an orderly line carrying luggage, stuffed toys and personal belongings to hear the call for a bus to their destination — Denver, New York and Chicago, paid for by the state of Texas. Some migrants or their sponsors pay for their transportations to other cities. El Paso County also transports migrants once a week by bus to Dallas or Houston.

Shelter director Michael DeBruhl, a former Border Patrol officer, led us on a tour of the well-organized, light-filled shelter, which included a stage with tables loaded with personal items for the arrivals, a spotless kitchen, and a closet with racks of donated clothes and shoes.

At night, the migrants, most from Venezuela, lay their gray sleeping mats on the polished wood floor, wipe them down in the morning, and stack them neatly along a concrete block wall to make room for tables and chairs where migrants eat, converse and meet with staff — or sometimes a lawyer.

Their artwork is displayed along the concrete walls of the shelter, as is a large map of the United States so the migrants can trace the route from El Paso to their destination.

Most migrants remain at the shelter for a few days, sometimes a week, until they head north, DeBruhl said. Health care providers visit weekly to treat minor ailments, such as high blood pressure, migraines and sprains, and perform health screenings.

Father Ruben Garcia, who acts as an unofficial space coordinator for the network of El Paso shelters, said the migrants are under “enormous amounts of stress,” not only because of the long, dangerous trek north from South and Central America or other far-flung countries across the globe but also because of uncertainty about where they go next. At sunset each day, he holds mass in the gym for the tired travelers.

DeBruhl added: “This place is just a rest stop before they resume their journey.”

Is there a church-run shelter in your community that provides temporary shelter to migrants? How are they set up? What services do they provide? How long can migrants stay? Is the shelter helping both unhoused people and migrants? If so, what is the impact on the unhoused population? Has the shelter received additional government funding to serve migrants and the unhoused? Do shelter workers help migrants move into more permanent housing and find work?

When the tour concluded, the visiting journalists dispersed to interview the waiting migrants — some inside the gym and others outside on the sidewalk. One bilingual journalist offered to translate for non-Spanish speakers.

After returning home, the reporters began producing compelling stories about their visit: a Venezuelan family denied asylum, some from the Juarez side of the borderline; a Congolese migrant who made it to Seattle; a family from Venezuela who arrived the night before the border closure and is headed for Nashville; as well as an extensive interview with the El Paso mayor. Biden’s June 4 order stops asylum processing at the southern border when migrant arrivals reach a seven-day daily average of 2,500 and remain at that level for two weeks.

Theoretically, asylum processing will resume when the figure drops to 1,500 daily for seven days in a row for two consecutive weeks. According to CBP data, daily migrant arrivals topped 5,500 in May along the southwest land border.

Given the numbers, it’s uncertain when and if asylum processing will resume and may depend on the outcome of an immediate court challenge by the ACLU and other human rights organizations.

Is Biden’s border restriction order more hype than bite?

The immediate excitement about the asylum order from some immigration hardliners and disappointment from activists and civil rights organizations seems exaggerated.

Last year, when border arrivals were at a high point, the executive branch began to implement solutions, such as creating an asylum appointment app and regional processing centers in Latin America where immigrants can explore other legal pathways to enter the U.S. The measures are designed to streamline and quickly process and monitor asylum seeker applications.

Some political analysts say Biden’s new asylum directive is an election-year ploy to allay voters’ fears over uncontrolled immigration at the border, and they may have a point. Immigration ranks second or third, depending on which polls you cite, as a top concern among potential voters in the coming presidential election between two unpopular candidates who hold vastly opposing views on undocumented immigration. Republican candidate Donald Trump has called for mass deportations if he is elected. At the same time, Biden has been considered soft on the issue by refusing to take aggressive action to halt undocumented migration.

An app and regional processing centers to better manage asylum seekers’ requests

A year ago, the Department of Homeland Security released a CPB app that allows asylum-seekers and other migrants stranded in Central and Northern Mexico to secure an immigration appointment before traveling to the border. The intent is to deter migrants from arriving at the border unannounced. It seems to be having a modest impact.

Although there have been technological glitches with the CBP app, it has processed 170,000 applications in the first six months of the previous year.

The other action by the Department of Homeland Security to deter migration occurred with the expiration a year ago of Title 42, the health protocol implemented by  Trump that barred migrants from entering the U.S. because of the pandemic.

Biden announced in 2023 the creation of regional processing centers called Safe Mobility Offices, starting with Guatemala and Colombia, with other countries added later. The idea is to pre-screen and process migrants through the regional centers to deter mass migration to the southern border. U.S. officials believe the centers will expedite requests for humanitarian protection and provide legal pathways to enter the U.S., including employment-based visas, family reunification and sponsorships. This DHS fact sheet explains the measure.

A fundamental uncertainty is whether the centers will be adequately funded and fully operational soon. If not, their power to curtail migrant arrivals at the border will be limited, policy analysts said.

Story idea: Monitor the numbers processed by the CBP app between now and the November election. Talk to DHS officials, immigration researchers and policy analysts to determine the app’s impact on suppressing migration arrivals at the border.

Story idea: Report on the current status and operation of the regional centers in Guatemala and Colombia. Are they up and running? Which agency funds them, and at what level? Is there long-term funding to open more? How many are being processed?

Mexico holds the key to reducing encounters at the U.S. border

In the run-up to Mexico’s national and local elections last month, the federal police and migration officers began a campaign to transport migrants from Central and Northern Mexico to cities at its southern border. The country has been coping for several years with hundreds of thousands of migrants from Central and South America, as well as from Asia, Africa, China and Eastern Europe, traveling through Mexico to seek asylum at the border. As in the U.S., Mexican citizens worry about the social and economic impact of the growing number of transient migrants.

Mexico’s migrant transport south follows several personal conversations between Biden and President Andrés Manuel López Obrador and high-level negotiations on migration that began late last year. News sites, including USA Today and the The Associated Press , have reported on the relocation of migrants to southern cities like Villahermosa and Tapachula. According to news reports, migrants are usually dropped off in shelters and released a few days later. Migration activists say many will resume the trek north.

Andrew Selee, executive director of the Migration Policy Institute, told USA Today that declining numbers at the border aren’t because of “busing in Texas,” a reference to the state’s decision to transport asylum seekers to Democratic urban centers throughout the U.S.

“The numbers are down because of busing in Mexico,” he said.

Coincidentally, two days before Biden’s asylum policy announcement, Mexico elected a new president: Claudia Sheinbaum, a left-wing climate scientist and member of Movimiento Regeneración Nacional, known as Morena, the party of current President López Obrador. The new president hasn’t publicly stated her position on migration through Mexico.

Story idea: With the Mexican election concluded, will the country continue moving migrants south until the U.S. presidential election in November to help Biden? The president and his Republican challenger, Trump, hold opposing views on immigration. Trump has called for deporting undocumented migrants if he is elected, and until his recent order restricting asylum, potential voters considered Biden soft on controlling immigration at the border. Journalists should keep an eye on this developing story.

That Big Jan. 6 Supreme Court Decision Is Not the Win for Trump People Think It Is

In Fischer v. United States , a divided Supreme Court, in an opinion by Chief Justice John Roberts, handed Donald Trump a political victory by saying the government overreached in prosecuting some of the Jan. 6 rioters. But it created a potentially big legal problem for him by confirming that the submission of “false evidence” in an official proceeding—as Trump allegedly help orchestrate with the fake electors scheme after he lost the 2020 election—indeed violates federal law. Should Donald Trump ever go to trial on 2020 election interference, and that’s a big if depending on what the Supreme Court does Monday in the pending Trump immunity case, he could well face some serious jail time.

Roberts barely acknowledged the factual circumstances surrounding the Fischer case. For months, Donald Trump had been telling his supporters that the 2020 presidential election was going to be (and eventually was) stolen from him. He encouraged his supporters to come to D.C. on Jan. 6, 2021, for “wild” protests. That was a significant day because it was when Vice President Mike Pence presided over a joint session of Congress and the Electoral College votes were to be counted confirming Joe Biden as the winner. After (and during) Trump’s speech before a boisterous crowd, large segments of that group went to the U.S. Capitol and invaded. The result was a violent insurrection, leaving five dead and 140 law enforcement officers injured. Four officers later died by suicide. It was horrendous.

Roberts sadly doesn’t acknowledge this unfortunate history and ongoing threat to American democracy or take any position on it, other than to state, contrary to the antifa takes, that “a crowd of supporters of then-President Donald Trump gathered outside the Capitol” and eventually invaded. This stands in sharp contrast with Justice Ketanji Brown Jackson who, in her concurring opinion, opened by calling out and condemning what happened:

On January 6, 2021, an angry mob stormed the United States Capitol seeking to prevent Congress from fulfilling its constitutional duty to certify the electoral votes in the 2020 Presidential election. The peaceful transfer of power is a fundamental democratic norm, and those who attempted to disrupt it in this way inflicted a deep wound on this Nation. But today’s case is not about the immorality of those acts.

Roberts instead approached the question as an antiseptic one of statutory interpretation, involving a statute concerning the “obstruction” of an official proceeding. There’s no question that the rioters could be charged with certain crimes that are straightforward, like criminal trespass or destruction of government property. Those charges will still stand against many of the Jan. 6 rioters, but the obstruction charges mattered because they raised the potential for much more jail time.

Follow me into the weeds for a moment. Here’s the obstruction statute at issue:

(c) Whoever corruptly— (1) alters, destroys, mutilates, or conceals a record, document, or other object, or attempts to do so, with the intent to impair the object’s integrity or availability for use in an official proceeding; or (2) otherwise obstructs, influences, or impedes any official proceeding, or attempts to do so, shall be fined … or imprisoned not more than 20 years, or both.

The question was whether Joseph Fischer, one of the Jan. 6 invaders, “otherwise” “obstruct[ed]” or “imped[ed]” an official proceeding. More precisely, how should the legal system read the word otherwise ? Does it apply to any way in which a proceeding might be obstructed, or was it limited to doing so in ways like the ways done in (c)(1), which involves the interference or manipulation of evidence? The majority—including Jackson in her concurrence—read the statute in context to apply to doing something with evidence. Congress enacted the statute after the Enron accounting scandal, and the prime concern was about the evidence manipulation and tampering. The dissenters, led by Justice Amy Coney Barrett, joined by Justices Sonia Sotomayor and Elena Kagan, read the statute more broadly to apply to all different ways one might obstruct or impede an official proceeding, including through criminal acts of trespass and violence.

Barrett is a committed textualist, and she makes a good case to read the statute broadly. But the chief justice and Jackson, a former federal public defender, had their own arguments for reading it more narrowly. As a matter of statutory interpretation, this was one of those cases that could have gone either way. My own view is that there’s no reason Congress in writing the statute would have wanted to stop obstruction or impeding of official proceedings only through the use of evidence, not violence, and that the statute was fairly applied to people like Fischer, who knew what they were doing was wrong.

So this is a political victory for the Trumpists, who can now claim judicial overreach as a number of Jan. 6 insurrectionists get part of their charges thrown out . Of course, no one is going to be getting into the weeds of statutory interpretation when they debate this in public. The point is that supporters of the rioters can say the Biden Department of Justice overreached in aggressively applying the statute. As I write this, the banner headline on the New York Times website says, “Supreme Court Says Prosecutors in Jan. 6 Case Overstepped.” That surely hands a victory to Trump and his supporters.

But Roberts did one thing that he did not have to do that surely would hurt Trump if he ever goes on trial for election interference. Trump too was charged with interfering with an official proceeding. He did not physically invade the Capitol or destroy property. He instead is alleged to have engaged in election subversion, including causing the submission of fake electors in an effort to swing the election that he lost from Biden to him.

Could that conduct count as a violation of the statute? The majority opinion states that “it is possible to violate (c)(2) by creating false evidence—rather than altering incriminating evidence.” That’s exactly what Trump is alleged to have engaged in a conspiracy to do. If Trump acted corruptly and if the fake slates of electors count as “false evidence,” well then he and others could be in a lot of criminal trouble.

Roberts’ opinion was joined by other conservative justices, including Samuel Alito, Neil Gorsuch, and Clarence Thomas. Getting them on the record on this is no small thing. And surely the Barrett dissenters would agree too that the statute covers the creation of false evidence.

That’s legally bad news for Donald Trump, should he ever go on trial. Tune in Monday to see if that’s even possible. Trump has argued that the charges against him need to be dismissed because he’s immune from prosecution. The Supreme Court is expected to issue its opinion, and I’m not expecting good news.

Tens of millions Americans crisscross the country to celebrate the Fourth of July

The hamburgers aren’t the only things sizzling this Fourth of July: Millions of people are under heat warnings as large numbers of Americans traveled to toast their nation’s birth with parades, cookouts and fiery splashes of colors against the evening sky.

Travel records are projected to fall with people already jamming airports and crowding highways ahead of the Fourth of July to get to their destinations. Across the West, meanwhile, residents were dealing with stifling heat as the National Weather Service warned of a “significant and extremely dangerous” heat wave across much of the region.

Fireworks — a staple for the holiday — were expected to reach an all-time high with an untold number of backyard displays in addition to 16,000 professional shows lighting up the horizon from sea to shining sea.

“This is how we celebrate. It’s the bombs bursting in air. It’s the rockets’ red glare. That’s how people show their pride and patriotism,” said Julie Heckman of the American Pyrotechnics Association.

All signs pointed to big celebrations: The Transportation Security Administration reported that a record-breaking nearly 3 million people traveled through airports in a single day last week, and that figure is expected to be broken this week. And AAA projected that 60.6 million people will travel by car during the holiday period. Part of the boost was attributed to easing inflation, though many Americans remain concerned about the economy.

On the much of the West Coast, residents were advised to take precautions to avoid overheating on the holiday.

Temperatures were expected to top 100 degrees (38 degrees Celsius) across both coastal and inland areas of California, with heat spreading into the Pacific Northwest. Some spots in the desert Southwest were expecting temperatures topping 120 degrees (49 degrees Celsius). Hot, muggy conditions also permeated the Deep South and Middle Atlantic.

The Northern California city of Oroville’s annual fireworks were canceled as an estimated 26,000 residents remained displaced by the growing Thompson Fire, while hundreds of firefighters toiled under extreme heat to keep flames from reaching more homes.

Plenty of barbecue, desserts, cold drinks and the Stars and Stripes were on tap from Maine to Hawaii. But Americans were also celebrating in other ways unique to their communities.

Off the rocky coast in Down East, Maine, some planned to enjoy lobster boat races. Descendants of the signers of the Declaration of Independence were ringing the Liberty Bell 13 times — once for each of the original colonies — in Philadelphia. The California communities of Bolinas and Stinson Beach, north of San Francisco, were engaging in their annual tug-of-war contest in which losers end up in a lagoon.

And, of course, there’s the annual hot dog eating contest on New York’s Coney Island.

The July Fourth holiday generally unites Americans in their shared love of country, but the 2024 version comes against a backdrop of deep political polarization and a divisive presidential race.

In Boston, where tens of thousands were expected to enjoy the Boston Pops Fireworks Spectacular, maestro Keith Lockhart said it’s inspiring to see people of different political stripes gather on Charles River Esplanade. But he noted that “one would have to have one’s head pretty deeply stuck in the sand to not notice the deep divisions in our country.”

“It is, indeed, a dangerous time,” he wrote in an email before the show. “If, even for one day, we can set aside our differences and embrace our commonalities, this has to be a positive thing.”
