Klikhijau.com – Setelah perjuangan panjang selama lima tahun. Pada tahun 2019 ini destinasi wisata di Indonesia menempati peringkat pertama sebagai destinasi wisata halal ( Halal Tourism) dunia versi GMTI (Global Muslim Travel Index) 2019.

Gelar itu diumumkan langsung oleh CrescentRating – Mastercard pada bulan April lalu. CEO CresentRating, institusi penilai GMTI 2019, Fazal Bahardeen menyampaikan jika tahun 2019 Indonesia menduduki peringkat pertama wisata halal dunia versi GMTI 2019, bersanding dengan Malaysia dengan skor total 78.

Setelah menduduki peringkat pertama, muncul berbagai usulan nama yang bikin puyeng kepala. Ketiga nama itu adalah Halal Tourism, Muslim Friendly Tourism, dan Family Friendly Tourism. Namun, jika ditelisik lebih dalam, tujuan ketiga nama itu merujuk pada wisata halal. Hanya perbedaan nama saja.

Namun, persoalan nama bukan persoalan remeh. Sebab hal itu melahirkan pro dan kontra. Untuk lebih jelas perbedaan ketiganya, saya akan menyertakan ulasan Heru di genpi.co , Rabu, 31 Juli 2019 lalu.

Menurut Ketua Tim Percepatan Pariwisata Halal Kemenpar, Anang Sutono, yang juga menjabat sebagai Staf Ahli Menteri Bidang Ekonomi dan Kawasan Pariwisata Kemenpar mengatakan, ada perbedaan antara Halal Tourism, Muslim Friendly Tourism dan Family Friendly Tourism . Berikut penjelasannya:

Halal Tourism (Wisata Halal)

Halal Tourism dapat menjadi selling point utama bagi umat muslim di negara-negara mayoritas non muslim di mana produk dan jasa halal masih sulit ditemukan.

Kemudian, Halal Tourism menjadi jaminan mutu bahwa semua produk dan jasa yang ditawarkan sudah sesuai dengan prinsip syariah. Selain itu, halal tourism dapat mendorong pelaku industri untuk memenuhi ketentuan dari konsep halal. Untuk konteks di Indonesia, diperlukan karena masih ada produk yang tidak halal.

Di sisi lain, Halal Tourism membuat pelaku industri dan regulator pariwisata menjadi terikat dengan ketentuan halal/Syariah yang infrastrukturnya masih perlu ditingkatkan. Sehingga, dibutuhkan kesadaran dari pelaku Industri pariwisata dan dimudahkan dari segi sertifikasi halal.

Muslim Friendly Tourism (Pariwisata Ramah Muslim)

Istilah ini bisa digunakan negara mayoritas Muslim. Namun tidak menggunakan hukum Islam sebagai dasar negara. Sehingga, terminologi Muslim Friendly Tourism dapat menjadi pembeda yang lebih jelas dibanding dengan Family Friendly Tourism .

Di sisi lainnya, Muslim Friendly Tourism akan menimbulkan degradasi terhadap komitmen halal dari negeri tersebut. Kemudian, bagi negara-negara yang penduduknya adalah Muslim, memakai terminologi “Muslim Friendly” dapat menimbulkan pandangan bahwa negara tersebut tidak ramah bagi umat agama lain.

Terminologi ini lebih sesuai bagi negara-negara mayoritas Non Muslim, seperti Jepang, Korea dan Thailand.

Family Friendly Tourism (Pariwisata Ramah Keluarga)

Lebih inklusif, baik bagi wisatawan Muslim dan Non Muslim. Cocok bagi Wisatwan Muslim dari Timur Tengah, negara Arab lainya, dan negara-negara mayoritas Muslim lainya, seperti Pakistan dan Bangladesh.

Di sisi lain terminologi ini tidak mendeskripsikan secara akurat apakah negara-negara tersebut berkomitmen terhadap ketentuan Halal. Hal ini disebabkan pemahaman terminologi “Family Friendly” dapat memberikan arti yang berbeda-beda bagi wisatawan.

Bukan hanya itu, dapat pula menimbulkan kekecewaan bagi wisatawan mancanegara yang memahami bahwa Family Friendly Tourism adalah Pariwisata Halal. Sementara penyedia jasa memahami bahwa Family Friendly Tourism adalah wisata keluarga secara umum.

Nah, begitulah perbedaan ketiga nama tersebut. Semoga kepalamu tidak lagi puyeng setelah tahu. Namun, lebih dari itu, apa pun namanya, yang penting pariwisata Indonesia mampu membawa kesejehateraan bagi masyarakat dan tetap ramah lingkungan.

Wisata halal atau halal tourism adalah sebuah kegiatan perjalanan dimana layanan atau fasilitas yang menunjang kegiatan berwisata yang aman dan nyaman bagi wisatawan muslim yaitu sesuai dengan prinsip-prinsip nilai syariah Islam. Prinsip-prinsip syariah tersebut tidak hanya terfokus pada objek saja, tetapi perilaku saat melaksanakan perjalanan dan fasilitas pendukung lainnya.

Wisata halal di berbagai negara dikenal dengan banyak istilah, seperti; islamic tourism, halal tourism, halal travel, halal lifestyle, halal friendly tourism destination, atau muslim friendly travel destination. Menurut Kementrian Pariwisata, menyebutkan wisata halal adalah sebuah kegiatan yang didukung oleh berbagai fasilitas serta layanan yang disediakan masyarakat, pengusaha, pemerintah, dan pemerintah daerah yang memenuhi ketentuan syariah.

Munculnya istilah halal tourism atau pariwisata halal pada awalnya kegiatan yang dilakukan oleh wisatawan atas dasar untuk menumbuhkan motivasi rasa atau nilai religi yang ada pada dirinya dengan mengunjungi tempat-tempat ibadah, tempat pemakaman, atau tempat bersejarah yang memiliki nilai-nilai religi sesuatu dengan agama yang dianut.

Pengertian Wisata Halal 

Berikut definisi dan pengertian wisata halal, wisata religi atau halal tourism dari beberapa sumber buku dan referensi:

• Menurut Priyadi (2016), wisata halal adalah pariwisata yang mengedepankan nilai keislaman di setiap aktivitas yang dilaksanakan. Wisata halal tidak hanya terfokus pada objek saja, tetapi perilaku saat melaksanakan perjalanan dan fasilitas pendukung lainnya. 
• Menurut Fatwa Dewan Syariah Nasional Majelis Ulama Indonesia No.108/DSN-MUI/X/2016 tentang Pedoman Penyelenggraan pariwisata berdasar prinsip syariah, wisata halal adalah kegiatan perjalanan yang dilakukan oleh seseorang atau sekelompok orang dengan mengunjungi tempat untuk tujuan rekreasi, pengembangan diri, mempelajari keunikan daya tarik wisata untuk wisata sesuai prinsip syariah. 
• Menurut El-Gohary (2016), wisata halal adalah kegiatan pariwisata dimana layanan atau fasilitas yang menunjang kegiatan berwisata yang aman dan nyaman bagi wisatawan Muslim, seluruh fasilitas diarahkan untuk memudahkan wisatawan Muslim melakukan kegiatan sesuai dengan anjuran agama.
• Menurut Bawazir (2013), wisata halal adalah wisata yang prosesnya sejalan dengan prinsip-prinsip nilai syariah Islam, baik dimulai dari niatnya semata-mata untuk ibadah dan mengagumi ciptaan Allah, selama dalam perjalanannya tidak meninggalkan ibadah dan setelah sampai tujuan wisata, tidak mengarah ke hal-hal yang bertentangan dengan syariah, makan dan minum yang halalan thayyiban, hingga kepulangan-nya pun dapat menambah rasa syukur kita kepada Allah.

Prinsip-prinsip Wisata Halal 

Dalam hukum bisnis syariah, istilah usaha sering diartikan sebagai suatu perbuatan manusia untuk mendapatkan sumber penghidupan. Islam memandang ketika menjalankan suatu usaha atau perusahaan, seseorang haruslah mengaitkan segala sesuatu dengan ketentuan syariat. Suatu perusahaan dikatakan telah menjalankan kegiatan usaha berdasarkan prinsip-prinsip syariah dan bersertifikasi halal memenuhi standar tertentu yang telah ditetapkan oleh lembaga berwenang.

Menurut Yusanto, dkk (2002), dalam menjalankan kegiatan atau usaha, seorang pelaku bisnis harus memperhatikan beberapa prinsip etika yang telah digariskan dalam Islam, antara lain yaitu:

a. Prinsip Kesatuan 

Landasan utama yang ada dalam syariat. Dimana setiap aktivitas manusia berpariwisata dan berbisnis halal harus didasarkan pada nilai-nilai tauhid. Artinya dalam setiap aktivitas bisnisnya harus dilandasi dengan nilai-nilai ibadah.

b. Prinsip Kebolehan 

Konsep halal dan haram tidak saja pada barang yang dihasilkan dari sebuah hasil usaha, tetapi juga proses mendapatkannya, artinya barang yang diperoleh harus dilakukan dengan cara-cara yang dibenarkan oleh syariah islam.

c. Prinsip Keadilan 

Merupakan nilai dasar, etika aksiomatik dan prinsip bisnis islami yang bermuara pada satu tujuan, yaitu menghindari kedzaliman dengan tidak memakan harta sesama dengan cara batil. Sebab pada dasarnya hukum asal dalam melakukan perjanjian adalah keadilan jangan sampai transaksi syariah memuat sesuatu yang diharamkan hukum, seperti riba, gharar, judi, dll. Karena nantinya semua perbuatan manusia akan dimintai pertanggung-jawabannya di akhirat untuk memenuhi tuntutan keadilan dan kesatuan.

d. Prinsip Kebenaran dan Kejujuran 

Kebenaran adalah nilai kebenaran yang dianjurkan dan tidak bertentangan dengan aturan islam. Dalam konteks bisnis islami, kebenaran dimaksudkan sebagai niat, sikap dan perilaku yang benar, yang meliputi proses akad (transaksi), proses mencari/memperoleh komoditas, proses pengembangan maupun dalam proses upaya meraih/menetapkan margin keuntungan (laba).

Menurut DSN-MUI No.108/DSN-MUI/X/2016, tentang Pedoman Penyelenggaraan pariwisata berdasar prinsip syariah menyebutkan bahwa, prinsip-prinsip yang perlu diperhatikan dalam pelaksanaan wisata halal adalah sebagai berikut:

a. Orientasi kemaslahatan 

Pembeda antara wisata konvensional dengan Syariah yang pertama adalah wisata syariah tidak hanya semata-mata untuk bertujuan untuk kepuasan para wisatawan, namun juga memperhatikan dampak ekonomi yang dirasakan baik itu bagi para wisatawan ataupun masyarakat daerah sekitar area wisata, pada wisata syariah harus di capai prinsip bahwa aktivitas pariwisata tersebut memberikan dampak yang positif terhadap perekonomian.

b. Ketersediaan fasilitas ibadah 

Area pariwisata yang diminati oleh para wisatawan pada umumnya adalah area yang memiliki fasilitas fasilitas yang dibutuhkan oleh para wisatawan, karena wisata syariah secara khusus ada untuk wisatawan yang muslim, sehingga penyediaan fasilitas ibadah adalah suatu keharusan bagi penyedia tempat wisata syariah, mulai dari ketersediaan tempat shalat yang layak, MCK, ketersediaan tempat wudu dan air yang bersih.

c. Makanan dan minuman 

Selain menyediakan fasilitas ibadah, sebuah area wisata syariah juga harus menyediakan makanan yang halal dan toyyib, sebagaimana yang disabdakan dalam Al-quran QS. Al-Baqarah ayat 173, bahwa setiap muslim wajib untuk memakan makanan yang halal lagi toyyib.

d. Tidak adanya hal hal yang dilarang 

Konsep wisata syariah selain menuntut menyediakan beberapa hal yang dibutuhkan wisatawan, juga ada hal hal yang harus dihilangkan di area wisata tersebut, yaitu:

• Tidak adanya hal-hal yang membawa para wisatawan ke arah yang musyrik dan kurafat, seperti tidak adanya tempat tempat keramat atau tempat tempat sesembahan. 
• Tidak adanya hal-hal yang diharamkan lainnya seperti perjudian, minuman keras, tempat berkhalwat, dan lainnya.

Syarat dan Kriteria Wisata Halal 

Wisata halal merupakan produk dan layanan pariwisata yang mencakup segala kebutuhan wisatawan muslim yang berkaitan dengan makanan dan kegiatan ibadah. Konsep halal sendiri digunakan secara umum untuk perbuatan yang diizinkan untuk dilakukan, konsep halal tidak hanya diaplikasikan pada makanan. Namun, juga termasuk semua aspek produk yang ditawarkan.

Adapun beberapa syarat dan kriteria yang perlu dipenuhi dalam wisata halal antara lain yaitu:

a. Destinasi pariwisata (alam, budaya, atau buatan) 

• Adanya pilihan kegiatan wisata, seni, dan kebudayaan yang tidak bertentangan dengan ajaran Islam.
• Dapat menyelenggarakan minimal satu festival halal life style jika dimungkinkan.
• Orang yang terlibat dalam kegiatan wisata harus berpakaian dan berpenampilan sopan.
• Adanya pilihan daya tarik wisata yang terpisah untuk pria dan wanita dan/atau mempunyai aturan pengunjung tidak berpakaian minim.

b. Akomodasi 

• Adanya makanan dan produk halal lainnya. 
• Adanya fasilitas ibadah yang memudahkan wisatawan untuk beribadah, seperti masjid, mushola dan fasilitas bersuci. 
• Adanya pelayanan khusus bulan Ramadhan untuk memenuhi kebutuhan sahur dan buka puasa. 
• Tidak ada kegiatan non-halal seperti perjudian, minuman beralkhohol, dan kegiatan diskotik. 
• Adanya fasilitas rekreasi kolam renang dan fasilitas kebugaran/gym yang terpisah antara pria dan wanita. 
• Jika hotel menyediakan fasilitas spa, maka terapis pria untuk pelanggan pria dan terapis wanita untuk pelanggan wanita. Bahan yang digunakan harus halal.

c. Biro perjalanan 

• Menyediakan paket wisata yang sesuai dengan kriteria umum pariwisata halal. 
• Tidak menawarkan aktivitas non-halal. 
• Memiliki daftar usaha penyedia makanan dan minuman halal. 
• Pemandu wisata memahami dan mampu melaksanakan nilai-nilai syariah dalam menjalankan tugas. 
• Berpenampilan sopan dan menarik sesuai dengan norma Islam.

Unsur-unsur Wisata Halal

Menurut Djakfar (2017), terdapat beberapa unsur yang perlu dipenuhi dalam pelaksanaan wisata halal, di antaranya adalah:

a. Objek wisata: destinasi (sasaran kunjungan) 

Semua objek wisata yang ada dapat dikelola menjadi destinasi wisata halal selagi tidak ada faktor yang bertentangan dengan syariat Islam. Pertama, destinasi wisata harus memiliki tujuan untuk terwujudnya kemaslahatan dan kebaikan umum. Kedua, sarana dan prasarana yang ada pada objek wisata harus dilengapi dengan fasilitas ibadah yang memadai, mudah dijangkau, dan sesuai dengan ketentuan hukum Islam. Ketiga, destinasi wisata harus terhindar dari perbuatan yang dilarang oleh agama.

b. Perhotelan: infrastruktur akomodasi 

Sebagai penunjang kegiatan pariwisata, membutuhkan infrastruktur pendukung seperti ketersediaan hotel untuk tempat menginap bagi para wisatawan. Bisnis perhotelan memiliki dua fungsi penting, yaitu menyediakan produk riil (tangible producut) dalam wujud penyediaan kamar dan fasilitasnya beserta konsumsi baik makanan maupun minuman. Selain itu juga menjual produk yang tidak tampak yaitu layanan jasa yang bisa dirasakan oleh wisatawan.

Maka dari itu, fasilitas yang dijual oleh hotel dalam pandangan fikih tidak boleh ada aspek apapun yang bertentangan dengan syariah. Seperti, terbebas dari segala jenis makanan dan minuman memabukkan dan mengandung bahan yang haram dikonsumsi. Mengutamakan layanan yang mencerminkan etika Islam, tidak hanya yang tampak secara lahir tetapi juga batin, seperti ramah, amanah, jujur, dan tindakan terpuji lainnya. Dalam penyediaan fasilitas perlu dibedakan berdasarkan jenis kelamin, seperti fasilitas kolam renang, fasilitas spa, fasilitas kamar, kecuali mahram dan memiliki surat keterangan telah menikah.

c. Restoran: infrastruktur kebutuhan konsumsi 

Setiap usaha restoran memiliki sumber daya manusia, tempat dan objek yang dijual seperti jasa, makanan dan minuman. Dalam aspek fikih etika pelayan harus berpakaian sopan dan sesuai syariat, menjaga aurat, tersedianya fasilitas ibadah yang memadai, adanya daftar harga tiap produk yang dijual, adanya label halal pada tiap makanan yang disajikan dan lain sebagainya. Infrastruktur kebutuhan konsumsi bukan hanya terbatas pada penyediaan restoran saja, namun juga meliputi penyediaan toko maupun gerai penjualan oleh-oleh yang biasanya menjadi tujuan wisatawan untuk mendapatkan buah tangan.

d. Travel: infrastruktur biro perjalanan dan transportasi 

Biro perjalanan harus memberikan pelayanan sesuai dengan etika Islam. Memberikan kesempatan bagi wisatawan untuk berhenti di titik tertentu untuk istirahat, makan dan melaksanakan ibadah shalat. Rumah makan yang digunakan untuk aktivitas tersebut juga harus memiliki standar restoran atau rumah makan halal sebagai sarana pendukung perjalanan wisata halal. Hal tersebut adalah salah satu cara untuk memberikan pelayanan terbaik kepada wisatawan sebagai salah satu bentuk pelayanan execellent dari sebuah usaha transportasi agar tercipta kesan perusahaan yang digunakan mengedepankan etika Islam.

e. Sumber daya manusia (human resourch) 

Manusia menjadi daya dukung kegiatan pariwisata yang sangat krusial, baik kemampuannya sebagai pengusaha, pemangku kebijakan, pemandu wisata (pramuwisata), kaum intelektual, dan masyarakat luas. Semua unsur sumber daya manusia (SDM) memiliki peran dan fungsinya masing-masing. Unsur yang tidak kalah penting untuk disoroti adalah seorang pemandu wisata atau pramuwisata dalam perannya mensukseskan pembangunan pariwisata halal. Bagaimana cara berpakaian, menentukan tarif jasa ketika memandu, harus transparan untuk menciptakan kenyamanan antara pramuwisata dan wisatawan.

Pramuwisata harus memahami dan menjalankan nilai-nilai syariah dalam melaksanakan tugasnya, diantaranya adalah bersikap profesional, paham dan dapat melaksanakan fikih pariwisata, berperilaku sesuai etika Islam, mampu berkomunikasi dengan baik, ramah, jujur, menarik, dan bertanggungjawab. Dengan demikian, Sumber daya manusia yang berkecimpung di industri pariwisata halal harus paham akan kebutuhan dasar wisatawan muslim. Sebagai wujud komitmen pengembangan di bidang industri halal tourism.

Destinasi Moslem Friendly Tourism Tanah Air

Menjadi negara dengan jumlah penduduk muslim terbesar, tentunya membuat Indonesia memiliki potensi dalam membuat serta meningkatkan destinasi moslem friendly tourism tanah air. Tujuan utama dibentuknya wisata ramah muslim tentunya adalah untuk meningkatkan daya tarik dan kepuasan turis muslim datang ke Indonesia. Karena itu peningkatan layanan amenitas, atraksi, hingga aksesibilitas wisatawan muslim terus dikembangkan.

Sekadar catatan, pada 2019 sekitar 20% dari 14,92 juta turis asing yang datang ke Indonesia merupakan wisatawan muslim. Menurut laporan Global Muslim Travel Index 2019 (GMTI), kualitas wisata halal Indonesia dari segi akses, komunikasi, lingkungan, serta pelayanan berada di peringkat pertama dari 130 negara tujuan wisata ramah muslim.

Bahkan, Indonesia berhasil menyapu bersih 12 dari 16 penghargaan dalam _“_World Halal Tourism Award 2016” di Abu Dhabi. Tentunya keberhasilan Indonesia ini menjadi salah satu langkah baru agar terus mengoptimalkan wisata ramah muslim di Indonesia.

Saat ini perkembangan wisata ramah muslim telah memasuki fase pasar global. Oleh karena itu, melakukan pengembangan moslem friendly tourism wajib dijalankan, guna mendorong Indonesia menjadi pemimpin dalam wisata ramah muslim dunia.

Tentunya beberapa langkah pengembangan wisata ramah muslim wajib dilakukan di setiap destinasi. Misalnya menyediakan kebutuhan dasar wisatawan muslim. Mulai dari menyediakan air untuk bersuci, makanan halal, fasilitas ibadah yang memadai, paket wisata halal, hingga mengembangkan pariwisata halal di Indonesia secara lebih luas.

5 Destinasi Ramah Muslim di Indonesia

Menurut Lembaga riset dan sertifikasi halal, CrescentRating, ada 5 destinasi moslem friendly tourism tanah air yang tercatat dalam Indonesia Muslim Travel Index (IMTI) 2019, seperti berikut ini:

Selain memiliki keindahan alam yang memesona, Lombok turut menjadi salah satu destinasi wisata ramah muslim di Indonesia. Bahkan Lombok pernah menduduki peringkat pertama wisata halal di Indonesia versi “Indonesia Muslim Travel Index” (IMTI) 2019.

Lombok berhasil menyabet beberapa penghargaan dalam World Halal Tourism Award 2016, yaitu World’s Best Halal Beach Resort, World’s Best Halal Honeymoon Destination, dan World’s Best Halal Tourism Website.

Penghargaan tersebut tentunya tidak bisa dipisahkan dengan kelengkapan fasilitas yang ada di Lombok. Seperti 60 restoran bersertifikat halal, 8.456 masjid, dan 60 hotel bersertifikat halal.

Ditambah lagi, Lombok memiliki 25 situs heritage Islam, 98 dari 161 moslem friendly attraction , 7 islamic event , dan 11 paket tur wisata halal.

Destinasi ramah muslim selanjutnya adalah Aceh. Menurut IMTI 2019 Aceh menduduki peringkat 2 sebagai wisata ramah muslim di Indonesia.

Dalam World Halal Tourism Award 2016, Aceh berhasil mendapatkan penghargaan World’s Best Airport for Halal Travellers - Sultan Iskandar Muda International Airport dan juga World’s Best Halal Cultural Destination.

Selain itu, Aceh memiliki beberapa destinasi wisata unggulan antara lain Pulau Weh, Museum Tsunami, Masjid Raya Baiturrahman, hingga berbagai pantai cantik yang akan melengkapi liburan di destinasi ramah muslim satu ini.

Sumatera Barat

Destinasi yang tidak kalah menarik adalah Sumatera Barat. Pada World Halal Tourism Award 2016, Sumatera Barat meraih 3 penghargaan, yaitu World’s Best Halal Destination, World’s Best Halal Tour Operator, dan World’s Best Halal Culinary Destination.

Sebagai bentuk keseriusan mengoptimalkan potensi wisata ramah muslim di Sumatera Barat, tentunya dibarengi dengan dibangunnya rumah ibadah di seluruh destinasi wisatawan. Kemudian,  juga menambah beberapa tempat kuliner yang telah tersertifikasi halal.

Kepulauan Riau

Sama halnya dengan Aceh, Kepulauan Riau menjadi salah satu destinasi wisata ramah muslim di Indonesia. Salah satu faktor pendukungnya adalah adanya dua bandara internasional di Riau, 84 rute bis, dan juga area jalan sepanjang 1.374.004 km.

Bukan hanya memiliki fasilitas lengkap dan terbaik, Kepulauan Riau juga dilengkapi dengan berbagai destinasi berbasis moslem friendly tourism . Salah satu yang sering dijadikan tujuan wisata umat muslim adalah Masjid Sultan Kepulauan Riau di Pulau Penyengat.

Di Pulau Jawa, Jakarta masuk menjadi salah satu wisata ramah muslim di Indonesia. Salah satu keunggulannya tentu saja fasilitas yang lengkap di Jakarta.

Bahkan, dalam World Halal Tourism Award 2016, Jakarta berhasil menyabet penghargaan World’s Best Hajj & Umrah Operator. Tentunya keberhasilan ini menjadi pintu baru dalam menciptakan wisata ramah muslim di Jakarta.

Fasilitas hotel halal juga sangat lengkap di Jakarta. Terdapat 510 hotel dengan sertifikat halal dan 5 hotel tipe syariah. Jakarta juga memiliki 7.795 masjid, 20 situs heritage Islam, dan 19 muslim friendly attraction .

Ketika mengecek big data, pihaknya menemukan bahwa wisatawan yang menjadi fokus pariwisata halal adalah mereka yang mayoritas berasal dari Malaysia, Singapura, dan Indonesia.

“Kita belum mampu mengonversi wisatawan-wisatawan dari Timur Tengah, nah ini PR untuk kita,” tuturnya.

Ia juga berencana untuk pergi ke Sumatera Barat dan Aceh untuk berdiskusi bersama para pemangku kepentingan tentang potensi pariwisata halal.

Itu karena fokus mereka adalah untuk menarik wisatawan lokal. Selain itu, pariwisata tersebut juga dinilai dapat membuka peluang penciptaan lapangan kerja.

Understanding Muslim-friendly tourism

Muslim-friendly hospitality services such as airlines, hotels and food services are among fast developing tourism products.

ccording to  Global Islamic Economy Indicator Report 2020 , the spending of Muslims on travel increased by 2.7 percent in 2019 from $189 billion to $194 billion. Saudi Arabia, the United Arab Emirates and Qatar ranked as the top three countries by spending. However, due to the devastating impact of the COVID-19 crisis, Muslim consumer spending on travel is expected to fall by 70 percent to $58 billion in 2020.

The United Nations World Tourism Organization (UNWTO) estimated that the industry lost a total of $320 billion in just five months — between January and May 2020. The United Nations Conference on Trade and Development (UNCTAD) has forecast $2.2 trillion in losses for the industry in 2020.

While the entire world is expecting COVID-19 vaccines as the powerful solution, many countries have started strategic preparations for their tourist industry to recover, Muslim-friendly tourism included.

In general, Muslim0friendly tourism is not different from halal tourism, Islamic tourism or sharia tourism. However, in some countries, tourism players prefer the term “Muslim-friendly” instead of the rest.

Muslim-friendly tourism is defined as a type of tourism that adheres to the values of Islam. In Muslim-friendly hospitality, it is suggested that all product development and marketing efforts are designed for and directed at Muslims. Muslim-friendly hospitality services such as airlines, hotels and food services are the new fast developing tourism products in the Muslim-friendly tourist industry.

If Indonesia is also interested in developing Muslim-friendly tourism, among the compulsory requirements to fulfil is developing the national framework.  This is because that in reality, there have been many consumer complaints related to hospitality services. These includes misleading advertisements, fraud holiday packages, unfair contract terms, non-disclosure of information, low quality and inefficient services etc.

It is thus very important to examine these issues from consumer perspectives to ensure that Muslim-friendly hospitality services are consumer-friendly services and free from such problems. In doing so it is necessary to ensure consumers are adequately protected by legal and administrative regulations.

In 2012, my team and I studied the Muslim-friendly tourism framework in Malaysia. It was found that in order to ensure sustainability of Muslim-friendly tourism, several issues needed to be addressed: The need for legal and administrative framework related to Muslim-friendly hospitality services generally. The efficacy of management and administration of laws related to hospitality services. Legal protections with regard to the involvement of tourist industries in Muslim-friendly tourism and hospitality to ensure their sustainability and the ability to compete with multinational companies. 

We believe that tourism continues to assume a key role in the Indonesian economy to propel the country into a high-income nation by the year 2045. In Asia Pacific, Indonesia was ranked as the 10th most-visited nation in the World Tourism Organization (UNWTO)’s Tourism Highlights 2019 Edition with 15.5 million international tourist arrivals in 2019. Muslim travelers made up around 20 percent of the total inbound tourists to Indonesia every year. In 2018, the country drew around 3 million Muslim travelers, contributing US$3.9 billion to the economy.

Muslim-friendly hospitality and tourism services is a high-yield segment that has the potential to develop and contribute toward Indonesia’s growth.

The availability of halal food, existence of mosques and  musholla  (prayer room) in public places, tax-free shopping zones and a Muslim-friendly atmosphere is not enough to sustain the growth and development of Muslim-friendly hospitality services in Indonesia. In the long run it has to be a highly regulated industry that is able to set a global standard.

Although it is almost impossible to have a fool-proof system, a set of laws, regulations and administrative mechanisms need to be developed to ensure its growth and sustainability. For example, a proper definition and terminology that surrounds the industry is very much needed to avoid misconceptions and misunderstandings among consumers.      

To further support the industry and to avoid consumer fraud it is highly perceived that facilities and services commonly associated with the industry, such as dedicated zones for entertainment and wellness, must be properly registered and regulated. 

It should be a requirement that a special training program be designed for e-Muslim tourist guides. Similarly, every health and wellness spa claiming to be Muslim-friendly should be legally registered and certified by the relevant authority.

HALAL TOURISM : POTENSI INDONESIA MENJADI MUSLIM-FRIENDLY DESTINATION

Saat ini, kondisi industri perjalanan dan pariwisata sudah mulai bangkit kembali pasca terpaan pandemi COVID-19. Pandemi yang membuat industri tourism turun hingga 70% dengan jumlah penurunan traveler hingga 1 milyar orang. Terhalangnya even besar seperti haji dan umrah, ataupun terganggunya penyelenggaran even seperti olimpiade, telah mengganggu dengan berat industri ini. Terganggunya industri tourism juga berdampak pada sektor lain, seperti industri makanan dan minuman. Begitu juga pada industri yang ada pada ekosistem ekonomi halal. Tetapi, seiring berjalan bangkitnya pariwisata halal, hal itu mendorong bangkitnya industri yang terkait.

Salah satu negara yang saat ini sangat gencar mengembangkan industri parisiwata adalah Arab Saudi. Negara muslim ini berusaha melakukan diversifikasi industri wisatanya, dengan pengembangan wisata non-ibadah, seperti umrah, sebagai bagian dari visi 2030 mereka. Potensi pendapatan dari traveler muslim sendiri diperkirakan akan mencapai USD 189 Milyar pada tahun 2025 dengan tingkat pertumbuhan tahunan sekitar 16,5%. Wisata halal sendiri tidak hanya menjadikan traveler muslim sebagai marketnya, tetapi menyasar target market wisatawan yang umum. Beberapa negara menggunakan istilah “muslim-friendly destination” untuk lebih menggambarkan bahwa wisata halal dapat dinikmati oleh semua orang. Dengan potensi besar ini, dimanakah posisi Indonesia yang memiliki potensi “muslim-friendly destination” ?

Potensi Indonesia pada industri ini sangat besar, apalagi ditunjang oleh pengakuan dunia akan menariknya destinasi wisata di Indonesia. Hal ini dibuktikan dengan beradanya Indonesia pada posisi teratas bersama dengan Malaysia dalam aspek destinasi wisata terbaik dalam “Global Muslim Travel Index” yang dikeluarkan tahun ini. Posisi yang meningkat cepat ini menunjukkan komitmen Pemerintah dan pemangku kepentingan lainnya, khususnya pelaku wisata, untuk meningkatkan kualitas, mengembangkan alternatif “muslim-friendly destination”, dan menghadirkan keramahan untuk para wisatawan muslim.

Halal tourism bukan berarti melakukan Islamisasi pada sebuah destinasi wisata, melainkan memfasilitasi para wisatawan Muslim untuk menjalankan aktivitas wisatanya tanpa mengabaikan aturan agama yang diyakininya. Karena itu, pengembangan “muslim-friendly destination”  lebih difokuskan kepada tempat wisata yang tidak berhubungan dengan perbedaan akidah dan pengembangan fasilitas penunjang bagi wisatawan muslim, seperti ketersediaan makanan dan minuman halal, fasilitas toilet yang bersih, ketersediaan tempat ibadah, dan fasilitas pendukung lainnya. Dengan demikian, ketika pengelola tempat wisata sudah menyediakan fasilitas-fasilitas terkait, maka destinasi itu menjadi destinasi yang “muslim-friendly destination”.  Besarnya potensi wisatawan Muslim, baik domestik maupun mancanegara ini, harus mampu diambil oleh para pelaku wisata di Indonesia.

• Discover the Muslim-friendly Malaysia

These days, Muslims are becoming increasingly mobile, constantly needing to travel for both work and leisure. This results in the increasing need for Shariah-compliant products and services to cater to the needs of this largely untapped but lucrative niche market. Travelling to a non-Muslim country can prove to be inconvenient for Muslims travellers as prayer facilities and halal food are not readily available.

In the latest survey conducted by DinarStandard, a leading US-based survey institute for the Muslim travel market, which was presented during the 2013 International Tourism Bourse (ITB) in Berlin, Malaysia was named one of the world’s favourite destinations among Muslim travellers, alongside Turkey and the United Arab Emirates (UAE). Respondents cited prayer facilities, halal food and a Muslim-friendly atmosphere as being the most important factors in determining their choices in the survey.

In another survey released recently by CrescentRating, a Singapore-based Muslim travel consultancy, Malaysia was rated the world’s top Muslim-friendly destination years with bigger Muslim countries, namely Saudi Arabia, United Arab Emirates, Egypt and Turkey, trailing behind. In fact, Malaysia has been occupying the number one spot in the same survey for three consecutive years. In this survey, countries were ranked on how well they cater to the needs of Muslim travellers, which include easily available halal food and prayer facilities and hotels catering to the needs of Muslim guests, as well as level of safety. Among the 50 countries listed in this study, Malaysia came out on top with a score of 8.3 over 10.

Being a Muslim country which places great emphasis on the comfort and convenience of its Muslim residents and guests, Malaysia perfectly caters to the needs of Muslim travellers. Mosques and mushollas can easily be found in each district around the country, and ample prayer facilities are available almost everywhere – tourist attractions, shopping malls, airports, parks and most public places. Most restaurants in the country serve halal food – including international fast-food franchises – which are all certified by the Department of Islamic Development Malaysia (JAKIM), Malaysia’s sole Halal certification body. Many of Malaysia’s accommodation including international hotel chains provide Qibla direction and prayer mats in their guest rooms. The country also offers Islamic tour packages which accommodate religious needs such as prayer stops during tours and halal meals.

Coupled with a stable political, economic and social climate, Malaysia is the ideal Muslim-friendly destination which appeals even to non-Muslims. For Muslims travellers, choosing Malaysia as their travel destination simply translates to an unlimited great time without having to compromise on one’s duties as a Muslim.

WELCOME TO THE INDONESIA MUSLIM TRAVEL INDEX 2019

Following the launch of the Mastercard-CrescentRating Indonesia Muslim Travel Index 2018 (IMTI2018),  the ten provinces designated for Halal Tourism in Indonesia were given a three-month period to improve their performances. Their progress were measured and bench marked against the GMTI ACES criteria and recorded in this report which is the second edition of IMTI known as IMTI2019. While all the provinces have shown progress, there are still areas for improvements.

In partnership with the Ministry of Tourism Indonesia, this report reveals comprehensive and deep insights on each province's positioning against global Halal Tourism standards. IMTI2019 is key in assisting tourism stakeholders to accelerate and develop Halal Tourism in Indonesia.

The halal travel industry is booming again according to the Global Muslim Travel Index there were over 140 million Muslim travelers exploring the world in 2023, which is an increase from the 114 million in 2019. The halal travel industry is predicted to be worth over 300billion by 2030. 

Some of the most popular and halal-friendly travel destinations without a doubt are located in Asia with the winners being Malaysia and Indonesia for good reasons as we will see below.

Why Choose a Muslim Country as a holiday destination

Without a doubt, Muslim countries have such a rich beautiful history with many having great Unesco heritage sites that you can explore. Learning more about how Muslims over the centuries benefited not only from Islamic knowledge but also from the rich culture and traditions is very inspiring, especially for those Muslims living in the West. 

I always feel more empowered and happy to return from a Muslim country where I had the opportunity to learn something about the previous generations. We have so many beautiful Muslim countries that we can visit and not only do we meet the local community and support local businesses but also enjoy the hospitality of those nations. 

I have so many examples over the years of Muslims coming to my rescue or helping me find a taxi outside the mosque. 

What is a Muslim holiday destination?

I generally like to break my terminology when it comes to halal holiday destinations because sometimes terms can be used interchangeably for marketing purposes but also to mean different things to people. 

One of the most popular Google searches is about Muslim holiday destinations because we all know as muslims we prefer the safety of an Islamic country where we can feel comfortable. 

I have an in-depth article where I mention the difference between halal travel and Muslim-friendly travel. This article falls under the “halal travel category as it concentrates on Muslim countries in the world. 

As a halal holiday destination, the country offers easy halal food. Since the list is of Muslim countries around the world this is not difficult to find.

Prayer facilities will also not be a problem as there is a plethora of mosques in those destinations for Muslim travellers. I also know that for many Muslim travelers segregation especially on beach holidays is very important as well as the alcohol-free environment whether in hotels, resorts or restaurants. 

Plus especially for niqabi sisters and those wearing jilbabs it is very important to feel safe on their halal holiday without the fear of discrimination or Islamophobia. 

Another reason to visit a Muslim country is that it provides a one-stop solution for those looking for both leisure and excitement in a calming setting. 

On the other side, a Muslim Friendly Destination for me personally is a travel destination that is welcoming to Muslims and has facilities but it is not majority Muslim in terms of population.

Every destination below offers plenty of halal food options, a Muslim community, beautiful mosques you can pray and plenty of activities you can experience. Certain countries on the list are more halal orientated than others for example Lebanon compared to Brunei, however, all destinations are safe to visit and offer a unique experience.

1 Saudi Arabia

Our website covers a lot of Umrah travel for Saudi Arabia which is what Muslims predominantly visit the country for. However, over the recent years, Saudi tourism has gone leaps and bounds in attracting tourists to the country. 

The country offers so much more than just Makkah and Medinah however and as an expat of Saudi, I really want more people to visit other places. Also, the tourism board has a great website with places you can visit. 

There are several Unesco heritage sites and even the largest oasis in the world is located in Saudi Arabia. With so many cheap flights now to the Kingdom it would be a shame for tourists and pilgrims not to visit other parts of the country.

Malaysia provides a great mix of diverse cultures and scenic beauty. It is known for its diverse Muslim population as over 60% are Muslims and it has so much to offer travellers. The country ranks top 3 of the popular destinations for halal tourism. 

There is so much beauty but also it is one of the best budget-friendly halal travel options. You can have an amazing experience without breaking the bank. Visitors can explore iconic landmarks in Kuala Lumpur, relax on stunning beaches in Langkawi, and discover the historical treasures of Malacca.

My favourite place in Kuala Lumpur was definitely the Islamic Art Museum where you get to spend hours learning about the Islamic history of the country. 

Turkey doesn’t really need an introduction but it is also a very popular destination with Muslim travellers looking for Halal resorts. The Turkish coast offers so many options to not only relax on the beach in your burkini but also to explore sites that date back thousands of years. 

Turkey is a mesmerizing blend of East and West, boasting a rich Islamic heritage with Unesco sites and stunning natural beauty. The country is also one of the most popular options for European Muslims and their family.

No doubt Dubai also comes to mind when we talk about Muslim holidays since it is visited by millions and there is so much to do. However, the UAE offers so much more than Dubai with muslim families able to enjoy their holiday with more modesty and alcohol-free options. Cities like Sharjah, Abu Dhabi and Ras Al Khaimah offer visitors more low-key options for those who want to escape the glitz or have been to the city several times.

Indonesia offers a captivating mix of natural wonders and rich Islamic culture. With the largest Muslim population in the world, it boasts beautiful mosques, such as the Istiqlal Mosque in Jakarta. Bali which is a very popular destination in the country has a large Muslim community and natural beauty that millions visit every year. However, the small island of Lombok which is only a short distance away and known as the island with the thousands of mosques has a very large Muslim community.

 6 Qatar

Another country that doesn’t need an introduction and also holds a special place in my heart. I lived in Doha for 4 years and my daughter was born there so the connection is there every time I look at her passport. Qatar for me is one of the most traditional and beautiful halal holiday options for travelers. 

It offers a unique mix of traditional and modern aspects with an opulence that is not evident in neighbouring countries. After the World Cup, there are so many things for the family to explore and also there are luxury halal hotel options you can enjoy. 

Doha, its capital city, showcases architectural marvels like the Museum of Islamic Art and the Katara Cultural Village. Visitors can enjoy traditional Qatari cuisine, explore the bustling Souq Waqif, or venture out into the stunning desert landscapes.

7 Egypt 

Egypt is a land of ancient wonders and significant Islamic heritage. From the the bustling capital of Cairo showcasing its beautiful Islamic heritage to the beautiful beaches along the Red Sea, Egypt is a popular destination for millions of Muslims.

Morocco was the first country I visited 15 years ago outside of Europe and the first Muslim one. The beautiful history and stunning views from the sea to desert make this a stunning destination for Muslim travelers. Not only do you have the option to explore the bustling souqs of Marakesh but also stay in beautiful Riad included in Unesco’s World Heritage sites.  

We explored so many places and I would love to go back and explore some more . The budget airlines flying from Europe to Morocco make it a very cheap Muslim country to visit.

Visit the medieval streets of Fez or the blue-washed walls of Chefchaouen or trek through the Sahara desert to Ouarzazate. 

Jordan is a country packed with historical, natural and archaeological treasures. Very few places in the world can be considered open-air museums of all kinds. 

The ancient city of Petra, with its fascinating rock-cut architecture, is a UNESCO World Heritage site and a must-visit destination The city, often referred to as the “Rose City” due to the colour of the stones from which it is carved, was established as early as 312 BC as the capital city of the Nabateans.

Alongside Petra, Jordan has many other historical and archaeological sites such as the Roman city of Jerash, the Crusader castle at Karak, and the Ma’in hot springs.

The kingdom also boasts another World Heritage site, Wadi Rum, sometimes known as the Valley of the Moon. Equally impressive is the famous Dead Sea, the lowest point on earth, known for its healing properties. Furthermore, Jordan is also home to Mt. Nebo, a historic site believed to be the place where the biblical figure, Moses, viewed the Promised Land before he died.

Jordan offers a unique blend of modernity and tradition, amid a history that dates back to ancient civilizations. 

There are several cheap flights from Europe getting you to Aqaba or Amman for less than £100 return. 

This stunning but quiet country with some of the most hospitable people I have met offers captivating landscapes as well as Islamic Heritage. Not only are Omani people some of the most hospitable but also the country boasts so much history and beauty. 

Muscat, the capital, charms visitors with its ornate mosques and historical forts. Nature lovers can explore the majestic Omani mountains, visit the picturesque Wadis, or experience the vastness of the Wahiba Sands desert.

Also, don’t miss a visit to Salalah the south part of the country that becomes an oasis in the summer with lush landscapes. You can also enjoy a halal resort option there like we did in the Anantara Salalah with a private enclosed pool villa.

Kuwait was the first country I visited after becoming a Muslim. This small country has peace in my heart and it welcomes people. I still have many Kuwait friends. 

Kuwait is a modern city with skyscrapers and a vibrant Islamic culture. The Grand Mosque in Kuwait City is a prominent landmark, and the Kuwait Towers offer panoramic views. 

Visitors can also stroll along the lively Arabian Gulf Street or explore the traditional Souq Mubarakiya. You can explore most places within a couple of days. 

If you are looking for a halal hotel option then make sure you check the Regency Hotel in Kuwait. They have a separate area for women with a private beach and pool.

13 Maldives

Thinking of the Maldives the first thing that comes to your mind is luxury overwater villas with stunning views and an amazing holiday experience that blows the budget. 

While this is true, the Maldives is an island country that is 100% Muslim offering some of the best halal beach holiday destinations that can be truly halal. 

You can explore natural beauty without breaking the bank while visiting the local Maldivian islands for a fraction of the price. 

We visited Maafushi on a budget and since the islands are alcohol-free, you can even swim on the local beaches in burkini. We had a great time and would hapilly go back again. 

We also visited the very luxurious Waldorf Astoria Maldives on points saving over $20,000. 

My advice? Visit a local island and indulge in all the activities, meet the locals and then experience an overwater villa. The perfect combination.

14 Azerbaijan

Azerbaijan, with its fascinating mix of Islamic and Eurasian culture, offers a unique travel experience. We visited a few years ago and I absolutely enjoyed my time and the delicious food available. 

The Heydar Aliyev Center in Baku showcases modern Islamic architecture while the Old City delights visitors with its historic mosques and palaces. Explore the scenic landscapes of Gabala or discover the ancient petroglyphs of Gobustan.

15 Uzbekistan

Uzbekistan is becoming one of the top Muslim-friendly destinations with its rich Islamic history of the Silk Road era. Samarkand, Bukhara, and Khiva are UNESCO World Heritage cities with breathtaking architectural marvels, including the Registan Square and the striking Kalon Minaret. Visitors can also explore the beautiful landscapes of the Nuratau-Kyzylkum Biosphere Reserve.

There are many halal travel tours that you can join to enjoy a full experience of the country. 

Iran boasts a rich Islamic history and architectural splendour. Cities like Isfahan, with some of the most beautiful mosques in the world and palaces like the Imam Mosque and the Ali Qapu, offer an incredible cultural experience.

Over recent years, Iran has become a popular option for travellers with many tours offering an in-depth view of it’s history. Visitors can also explore the ancient ruins of Persepolis or wander through the historic bazaars for a taste of traditional Persian culture.

17 Pakistan

An up-and-coming destination thanks to its natural and diverse beauty over the past few years thanks to social media is Pakistan. I have not visited but plan to since my daughter is half Pakistani and would love for her to meet the other side of her family. 

The country offers diverse and stunning natural beauty as well as historical sites such as the Badshahi Mosque in Lahore and the Shah Faisal Mosque in Islamabad. Visitors can also trek through the scenic valleys of Gilgit-Baltistan or explore the ancient ruins of Mohenjo-daro.

Often an overlooked halal holiday destination Tunisia has become popular with low-cost airlines flying for £100. There are however so many more reasons to visit Tunis and the country in general. The country is home to significant mosques and Islamic sites, including the esteemed Great Mosque of Kairouan, the oldest mosque in North Africa. 

The Medina of Tunis, a UNESCO World Heritage Site, is a vibrant historical quarter that showcases the intertwining of faith and history. Zaytuna University was established over a thousand years ago, Zaytuna University in Tunisia is one of the oldest Islamic educational institutions globally. 

This small country in Southeast Asia offers some of the best Islamic vacation spots with its cultural heritage, Islamic architecture and modesty. With a high safety ranking it is not only a great option for Muslims but also solo travelers. 

The Sultan Omar Ali Saifuddien Mosque in Bandar Seri Begawan is a spectacular landmark. Explore the pristine rainforests of Ulu Temburong National Park or visit the fascinating Kampong Ayer, a traditional water village.

Lebanon is such a mix of modernity, Islamic heritage and stunning landscapes. With hospitality, part of their nature Lebanese food and people hold my heart. 

Beirut, the capital city, blends modernity with tradition, offering a vibrant cultural experience. Visitors can marvel at the beautiful Mohammad Al-Amin Mosque, explore the historic ruins of Baalbek, or relax along the coastline of the Mediterranean Sea.

It might not be the 100% Islamic vacation for some but I believe it should definitely be on everyone’s list of countries to visit. 

Important Aspects to Remember When Visiting Muslim Countries

Just keep in mind that although we all share the same religion sometimes actually we have different cultural practices. For example in some countries walking with shoes is normal even at home, whereas in others it is not. Or when you are offered food in Arab countries that you cannot refuse because it is rude, whereas in the UK you can simply leave it on your plate. 

I am always fascinated with those nuisances that occur around the world and I cannot recollect the amount of times I have actually been in the wrong. But I learned! 

The general Islamic principles of modesty, although be aware not every country is ultra modest and the distance between male and female are generally the same.
