‘More beautiful than Europe’: Kashmir tourism to hit 10-year high

The Indian-administered Kashmir region is attracting record numbers of tourists after the easing of pandemic restrictions and some improvement in the security situation, bolstering local businesses.

Tourist arrivals are set to touch a 10-year high this year after more than 340,000 tourists have come since January, local tour operators and government officials said, despite restrictions on foreign tourists and some recent incidents of violence.

Tourism plunged in Kashmir after Prime Minister Narendra Modi’s government stripped the region of its special status and autonomy in 2019.

Later, the COVID-19 pandemic cut domestic and foreign tourist inflows.

“We are seeing the highest-ever tourist arrivals in Kashmir this year with 0.18 million tourists arriving in March only,” Sarmad Hafeez, Tourism Secretary for Jammu and Kashmir told Reuters news agency, adding April arrivals could surpass March.

Along with horticulture and agriculture, tourism is an important industry for Indian-administered Kashmir, contributing about seven percent to its economy, according to government data.

Touting itself as “Paradise on Earth”, the disputed region is home to Dal Lake, which was a favourite centuries ago for Mughal emperors escaping the summer heat of India’s plains.

The lake’s famous houseboats are major attractions along with the nearby Indira Gandhi Memorial Tulip Garden, Asia’s largest, and the region’s mountains and glaciers.

Hafeez said an advertising campaign across major Indian cities and the opening of new destinations were attracting more tourists.

Boatman Wali Mohammad Bhat, 54, said he had no work during the pandemic, “But, now I am earning 1,000 to 1,500 rupees ($13-$20) a day and we expect a good tourist season ahead.”

Many hoteliers and houseboat owners said tourists have booked rooms in advance for the next couple of weeks, and the earnings helped them to pay part of their debts.

After a gap of years, hoteliers, taxi drivers and tour operators are doing a brisk business, Ghulam Hassan Bhat, 75, a tour operator in Srinagar said.

“Hotels room tariffs have gone up by over 30 percent from the pre-COVID period, and there is a huge rush for bookings,” he said.

The rush is so strong that tour operators said they are having a hard time finding bookings for their clients as hotels are between 80 percent to 90 percent full and airfares have increased.

“Hotel rooms are not available in good locations,” said Pronab Sarkar, a New Delhi-based tour operator and the past president of the Indian Association of Tour Operators.

Many high-end tourists from wealthier Indian regions such as Gujarat, Delhi and Mumbai were opting for the Kashmir valley instead of destinations in Europe because of pandemic-related uncertainty, operators said.

“We have limited high-end accommodations and commercial transport services here which is a major challenge for us,” said Mohammad Yasin Tuman, Managing Partner Mascot Travels.

But the tourists are not bothered. Navdeep Singh and his wife Gurpreet Kaur came to Kashmir from Australia, saying they were mesmerised by its beauty.

“I have travelled all over Europe but this place is more beautiful. People are warm and friendly,” he said.

Visitors have flocked back to the region — proof, India says, that its imposition of control worked. But people who live there say fear and uncertainty persist.

SRINAGAR, Kashmir — They come for the biggest tulip garden on the continent. They come for the snow-capped Himalayas. They come for the lakes. They come for the natural beauty that over time has enchanted Hindu kings, Mughal emperors, British colonialists and millions of regular people.

Tourists have returned in droves to Jammu and Kashmir, in what India calls a sign of how it has turned things around in the disputed region, where violent separatists have been active for decades. Three years ago, in a stunning move , India’s Hindu nationalist government cemented control of the Muslim-majority area, saying that would finally bring peace.

“The region was a terrorist hot spot,” Amit Shah, India’s powerful home minister and a key lieutenant of Prime Minister Narendra Modi, said recently. “Now it has become a tourist hot spot.”

But what lures visitors to the area offers only a brief escape for many residents, who remain stuck in an old cycle of fear, desperation and uncertainty.

At the tulip garden in Srinagar early this summer, Suhail Ahmad Bhat, a fruit seller from the nearby town of Baramulla, was taking in the beauty of a million flowers. “I feel good in the garden. But outside the garden, there is a sense of fear — lots of checkpoints, lots of guns,” Mr. Bhat said. “There is no mental peace.”

Like much of the rest of the world, Kashmir is emerging from the pandemic. But starting in late 2019, it also had to endure a different kind of lockdown, enforced aggressively by the Indian military. A punishing embargo cut off communications to the outside world as New Delhi revoked the state’s semiautonomous status and put local political leaders — even those long friendly to India — under house arrest .

For now, there is a new normal in the Kashmir Valley, the most restive part of the region, according to opposition leaders, analysts, residents and officials, more than a dozen of whom gave interviews. They say it is predicated on a heavy military presence that is quick to jail dissenting voices. With no avenues for democratic expression, many Kashmiris find themselves in the uneasy limbo that exists between a militarized state and militant separatism.

The heavy and constant surveillance has reduced the number of terror attacks, but a wave of assassinations of minority Hindus and the continued recruitment of militants suggest that the root cause of the problem — a separatist militancy that feeds on local grievances about the heavy-handedness of the Indian state — bubbles underneath.

The attacks on the Kashmiri Pandits, the local Hindu community, have forced many families to leave the region in large numbers, a painful reminder of an earlier migration.

The Hindu exodus from Kashmir in the 1990s came during the peak of the separatist militancy. Thousands of people were killed and tourism largely dried up. But as the situation in the valley improved, tourism picked up a decade later.

To bring in more visitors, officials in Srinagar set up the tulip garden in 2007. It is laid out across 30 hectares of land between Dal Lake, which is famous for its houseboats, and the Zabarwan hills. It has flowers in more than a dozen colors, and 68 varieties of tulips — from parade to Texas Gold — that bloom for a month early in the summer.

The garden is again drawing visitors after a recent cease-fire on the nearby Pakistan border, and amid a hunger for post-pandemic travel. The number of tourists in the Kashmir Valley, the government says, has increased to more than two million this year, a threefold jump from the previous year.

“The colors are so beautiful,” said P. Venkateswaran, who was visiting the garden with his wife, Chitra, from the southern city of Bangalore. “It’s magical.”

Shopkeepers and business owners say the reduction in political strikes — a regular feature of Kashmir’s messy politics — and the decline in large-scale violence have meant less disruption to business. But they pointed to a high rate of unemployment and low demand for goods to counter the government’s claims that it had ushered billions of dollars in new investment into the valley.

For Tanveer Khan, a master’s degree in commerce hasn’t helped with job prospects. He now runs a small garment shop, and he sees a bleak future.

“Firing, crackdown, grenades, arrests, bloodshed — I spent my childhood in that,” Mr. Khan said. “I wish my children do not see that life. But I do not see any hope.”

That view was rejected by Altaf Thakur, a spokesman for Mr. Modi’s Bharatiya Janata Party in Jammu and Kashmir. “Fear is almost negligible. Very few militants are left who, like cowards, carry out some targeted acts,” he said, adding that it will take time for the government’s investments to show returns.

“Development is taking place in every village and every town,” he said. “Roads are being constructed, electric lines are being changed, big projects are being constructed.”

In the meantime, free speech in Kashmir has also suffered. Many journalists and activists have been jailed over the past three years, often under laws that make bail difficult to obtain. Others report frequent harassment by the authorities, to the point where some of them have left the valley or abandoned their work.

“It is difficult to work now,” said Parveena Ahanger, who leads an association of parents protesting on behalf of thousands of youths who have disappeared in recent decades. “I am fighting for the past 30 years, I will not leave this fight.”

Kashmir has been disputed between India and Pakistan since the departing British colonial rulers partitioned India into the two countries in 1947. While a part of Kashmir is controlled by Pakistan, Jammu and Kashmir joined the Indian union as a state through an agreement that gave it a level of autonomy.

It was this semiautonomous status that Mr. Modi revoked in 2019, fulfilling a longtime wish of his Hindu right-wing support base. The government has divided the former state into two separate “union territories,” Jammu and Kashmir as one, and Ladakh, along the border with China, the other — each directly ruled by separate administrators appointed by New Delhi.

Democracy in the region remains suspended. A challenge to the constitutionality of Mr. Modi’s move continues to go unheard at India’s Supreme Court, which critics say increasingly favors the government. Mr. Modi’s officials say Jammu and Kashmir will get to elect members of the legislative assembly in the future, but it is unclear if and when the status of full statehood in India’s federal system will be restored. One official pointed to the state of Punjab, riven by insurgency in the 1980s, to argue that “nation building” is a slow process and takes time.

“Peace is what every Kashmiri wants, but peace with dignity,” said Mehbooba Mufti, a former chief minister of Kashmir, who formed the state’s last government in coalition with Mr. Modi’s party. “Not this kind of peace where you are scared to open your mouth.”

Ms. Mufti was among the leaders put under house arrest three years ago. She and several other politicians in Kashmir said the government continued to restrict their movement, parking security vehicles outside their homes and sometimes even putting locks on their gates.

Since New Delhi took control, there has been a significant reduction in infiltration of militants from Pakistan, government data show, and a slight drop in terror incidents. But the number of civilian deaths, about 40 a year, has remained largely unchanged.

Officials in Kashmir have put the number of active militants in the valley below 100.

Lt. Gen. Upendra Dwivedi, the leader of the Indian Army’s northern command, which includes Kashmir, said the support for militancy from across the border now consists of the smuggling of grenades, pistols, and drugs — some of which are dropped by drones that fly over from the Pakistani side.

“Whatever is happening is very little and we are trying to reduce it even further,” he said.

But for many residents, the calm is an uneasy one.

Irfan Abbas, a chartered accountant who was at the tulip garden with a group of friends, was weary of the new normal.

“So much suppression, so much depression,” Mr. Abbas said. “It is like a volcanic situation — it can explode any time.”

Srinagar: With over 26.7 lakh tourist arrivals in 2022 – by far the highest number ever seen in the last three decades – Kashmir’s tourism industry is finally on the road to recovery.

“This season we have seen a good flow of tourists. Over 1.88 crore tourists visited J&K during the previous year upto December 2022. Of this 26.73 lakh tourists visited Kashmir which is more than double the previous highest of 12.99 lakh in the year 2016,” reads an official document of the J&K government.

Post-COVID era, Kashmir has witnessed tourist influx in all seasons, that too high-end tourists who enjoy a quality experience with superior services.

This high influx of tourists has, directly and indirectly, benefited the local populace and brought cheers on the face of people affiliated with the tourism sector, be it hotels, guest houses, houseboats, homestays, or other tourism services.

The tourism industry in Kashmir is pleased with the good tourist flow and is optimistic that further growth would result from effective destination marketing.

“Without a question, 2022 was the best year ever for the tourism industry. We are hopeful for this year as well, but to do that, we must work hard and control prices. Already, travel to Kashmir is too expensive, and now that lodging costs have gone up as well, I think the government needs to take action to control prices so that visiting Kashmir won’t become more expensive than visiting foreign locations,” said Muhammad Ibrahim Siah, owner of a travel agency.

Houseboat Owners Association (HBO) Vice Chairman Muhammad Rafiq Karnai said that the government should also promote Kashmir outside of India.

“We appreciate the government’s efforts to promote tourism in Kashmir, but the government must work to have the unfavourable travel advisories that many nations have placed on this region lifted in order to regain Kashmir’s former prominence on the world tourism map,” he said.

With the abolition of Article 370 in August 2019 and the two years of travel restrictions brought on by COVID-19 epidemic, the J&K administration focused on reviving tourism, which is now starting to show results.

A total of 11 lakh people came to Kashmir in 2018 and 2017, while just 8.5 lakhs did so in 2018.

Authorities said that wintertime activities like skiing and the Khelo India Winter Games helped increase the number of visitors.

Popular tourist destinations were open this winter.

When Sonamarg, Yousmarg, and Doodhpathri had their first snowfall of the year in the past, many of them would shut down.

Well-known tourist attractions of Gulmarg and Pahalgam are gearing up for summer tourism as it is anticipated that these destinations would continue to remain busy with the travellers.

Reservations for hotels in Gulmarg, a well-known ski resort worldwide, are also on the rise.

Jammu and kashmir tourism receives record number of tourists in 2022, highest in 75 years.

The region of Jammu and Kashmir has seen 1.62 crore tourists in 2022, the highest in India's 75 years of independence.

The Union Territory's increased tourism has led to the highest levels of employment across a number of regions, showcasing the territory's overall development through a proactive strategy, transformative projects, and necessary reforms to strengthen J&K for its people, culture, and society.

J&K has allocated Rs. 786 crore (US$ 95.81 million) to the tourism sector, which has shown outstanding progress recently, including a large increase in profit collection.

In the last few years, the infrastructural and social development of the region and its people have advanced quickly.

In recent years, air traffic and tourist levels to Jammu, Kashmir, and Ladakh- a tourism destination that is currently being pushed on all available international forums have reached record highs.

The locals' trust in the state's institutional mechanism has been reaffirmed by these initiatives and the overall local-friendly strategy used up until now.

Winter tourism thrives in Kashmir: Christmas, New Year celebrated to the fullest

The festivities ended with a bang in kashmir as tourists started their new year amid snow-clad mountains and peaks in the valley..

Tourists thronging Kashmir to celebrate Christmas and New Year created a buzz in the Valley as all the tourist resorts, including Gulmarg, Pahalgam and Sonamarg, were sold out even before the celebrations could begin. The festivities ended on a high note as tourists started their New Year amid snow-clad mountains and peaks in the Valley.

Nearly 26 lakh tourists visited Kashmir from January 1, 2022, to December 21, 2022. The highest grossing months were April (2.72 lakh), May (3.75 lakh) and June (3.33 lakh) while in lean months, there were 62,000 arrivals in January, one lakh arrivals in February and 1.05 lakh in December (up to December 21). As Christmas and New Year came closer the number of tourists arriving in Kashmir swelled and the celebrations which commenced on Christmas eve ended with New Year festivities on December 31. As Kashmir teemed with tourists in the winter season, hotel owners announced special packages for gala dinners and other entertainment programmes. Due to COVID-19, not many foreign tourists visited Kashmir in 2020 and 2021 but in 2022 the restrictions were lifted which led to the arrival of foreigners in the Valley after a long time.

Till August 5, 2019--when the Centre announced its decision to abrogate J&K's special status and bifurcated it into two Union Territories--uncertainty over how the tourist season used to haunt the stakeholders. It was only during the summer months that tourists used to visit Kashmir but the terrorists at the behest of Pakistan used to leave no stone unturned to ruin the tourist season by calling for shutdowns, orchestrating street protests and sponsoring stone-pelting.

Pakistan-sponsored turmoil for three decades hit the tourism industry very hard. Even during the peak season hotels in Kashmir used to have zero occupancies. Tourists visiting Kashmir in the winter season used to be a rare feat. Former political rulers used to hide behind the conflict whenever they were reminded about Kashmir's tourism industry being in tatters. They had only one answer i.e. situation in J&K cannot change till talks are held with Pakistan and the terrorist leaders sitting across the Line of Control (LoC). Kashmir was an "issue" which only Pakistan and the terrorist leaders could have resolved.

Just three years ago no one could have even thought that Kashmir would remain abuzz on the Christmas and New Year eves and that tourists from across the country would arrive in the Valley to spend the year-end holidays. Hotels will remain booked in winter and the tourism stakeholders would remain busy even in the off-season.

During the past three years, the government has put in relentless efforts to restore the pristine glory of Kashmir by reviving whatever the Valley had lost after 1990 when Pakistan-sponsored terrorism broke out in J&K. Till the nineties, people from across the country and the world used to visit Kashmir in large numbers but the arrival of gun-toting terrorists in 1990 dealt a severe blow to the tourism industry in the Himalayan region.

Terrorists on the instructions of their bosses sitting in Pakistan closed down cinema halls, gardens, hotels and restaurants to chase the tourists out of Kashmir and create a fear psychosis in the minds of the visitors. Their actions kept the tourists away from Kashmir for a long time, leading to the people associated with the tourism industry suffering huge losses. After the abrogation of Article 370, a temporary provision in the Constitution, Jammu and Kashmir has changed for the good. Its transition into a Union Territory has proven to be a blessing for the common people.

During the past three years, J&K has witnessed unprecedented development in every sector. The peace has returned. Terrorists sponsored by Pakistan have been shown their right place. Stooges who used to call for shutdowns, and protests and used to dance to the tunes of their masters sitting in Pakistan are either behind the bars or have turned silent.

Terrorists are finding it hard to survive as they have lost local support and the terror ecosystem that used to help them to disrupt normal lives has been shattered. The government restoring the sense of security among the people has driven home a point that no one will be allowed to vitiate peace. Tourists have returned to Kashmir and their number is increasing with each passing year.

Kashmir-based leaders, who used to claim that peace can never return till talks are held with Pakistan and the leaders of the terror groups, are finding it hard to believe that more than 26 lakh tourists visited Kashmir in 2022. They are watching the developments with their eyes wide open and their mouths shut. Whenever they get an opportunity to make some noise they do it but an ordinary man in Kashmir seems least interested in the slogans being raised by them.

The revival of the tourism industry has created hundreds of direct and indirect employment avenues. The local economy has got a much-needed boost. Houseboats, hotels, guesthouses and restaurants deserted for three decades are abuzz with guests. Taxi drivers, shikarwalas, pony wallas, tourist guides, cooks, travel agents and others associated with the tourism sector are busy earning their livelihoods even in the winter season.Winter tourism idea

The idea of the helmsmen to turn tourism into a 12-month activity has turned Kashmir into one of the most vibrant and happening places in the country. In three years J&K has broken many records. It's fast emerging as one of the most developed regions in the country and is welcoming all guests and tourists with open arms.

People of J&K have endorsed the decision of Prime Minister Narendra Modi-led regime to end the 70-year-long status quo by actively participating in all development-related activities. In the past three years, Kashmir hasn't observed a shutdown for even a single day and the stone-pelting has vanished. Separatist conglomerates that used to implement the directions that were passed by the terror bosses based in Pakistan have either been banned or have wound up their offices and shops to keep themselves out of trouble.

Christmas and New Year celebrations passing off peacefully and with the active support of natives are ample proof of the fact that no one in Kashmir is interested in Pakistan and its agenda.

‘Hami asto’: Border tourism gains momentum in Jammu and Kashmir

SRINAGAR: With the security situation improving in the Valley and peace at the Line of Control (LoC) due to the ongoing border ceasefire between Indian and Pakistani troops, the border areas, which used to be no-go areas for civilians, have been opened up for border tourism, prompting the locals to convert their houses into homestays for tourists.

The Tourism Department has opened up border areas of Gurez in north Kashmir’s Bandipora district and Teetwal in the border district of Kupwara for tourists. Both Gurez and Teetwal lie close to the Line of Control and have been quiet and calm since India and Pakistan agreed in February last year to strictly adhere to the November 2003 border ceasefire pact.

A resident of Gurez said with the guns falling silent on both sides of LoC, the residents are enjoying a new lease of life. “We are living without any threat or fear to our lives. And this visible change on the ground has also benefited us as the Gurez has now been thrown open for the tourists,” he said.

Director Tourism Kashmir Fazl ul Haseeb said anybody can go and travel to Gurez and Teetwal border areas now. “No permission is needed for visiting there. The tourists are visiting the places and enjoying the natural beauty,” he said.

In order to attract travellers to the border areas, the tourism department has been holding tourism festivals in Gurez and Teetwal since last year. On September 3 this year, a polo match was played in Gurez among two teams of local youth after six decades. The match was a major attraction of the Grand Gurez Festival organised this year.

Besides being picturesque, Gurez is known for adventure tourism, fishing, rafting, and trekking, among others. Earlier, in February this year, Gurez was in the news after a snow cricket tournament was organised in the Dawar area of Gurez in which 10 teams participated.

“After opening up Gurez and Teetwal, we are also planning to open an accessible border area of Uri in north Kashmir for the tourists,” said Director Tourism Kashmir.

Uri had also been witnessing cross-border shelling and firing between Indian and Pakistani troops in the past and now is reaping the dividends of cessation of hostilities at the border due to the border ceasefire pact. With the tourists visiting the once “no-go areas” and the Tourism Department also promoting these border areas, the locals are converting their houses into homestays for the tourists. A person can convert his home into home stays provided it has basic infrastructure available. Besides, tented accommodation is being set up in the border areas to accommodate tourists.

Haseeb said with further improvement in the security situation, they in collaboration with the army and security forces would further liberalise visits to the border areas.

In another important achievement, six cities of the state have been selected under the Swachh Bharat Mission. Haridwar has been selected for the cleanliness award in the category of Ganga cities. Apart from this, Dehradun has also been included in the award in the special category of populated cities.

The Centre has lauded the efforts of the state government while presenting the best tourism destination award and first prize for the all-around development of tourism at the National Tourism Awards programme held in Delhi on Tuesday under the aegis of the Union Tourism Ministry. Tourism Minister Maharaj said that apart from this, an attractive scheme has been started for travel influencers. Under this, these people who make videos not only in English but also in regional languages will be listed in the department.
